Allowing the County to Quickly Respond to the Potential Arrival of Asylum Seekers I, Edward P. Romaine, Suffolk County Executive, in accordance with a Proclamation of a Local State of Emergency last issued on January 10, 2025, February 7, 2025, March 7, 2025, April 4, 2025, May 2, 2025, May 30, 2025, June 27, 2025, July 25, 2025, August 22, 2025, September 19, 2025, October 17, 2025 and November 14, 2025 do hereby find and order as follows: Whereas, on August 2, 2021 the Federal Government issued an Order pursuant to 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”) prohibiting migration into the United States by “covered noncitizens” traveling from Canada or Mexico; and Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and Whereas, Suffolk County recognizes that the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County. Now, therefore, I, Edward P. Romaine, Suffolk County Executive by the power vested in me by the Suffolk County Charter and the Laws of the State of New York and pursuant to Section 24 of Article 2-B of the New York State Executive Law, do hereby temporarily suspend or modify any statute, local law, resolution, order, rule or regulation or parts thereof, if compliance with such statute, local law, resolution, order, rule or regulation would prevent, hinder or delay action necessary to assist, aid or cope with the aforementioned State of Emergency, and I hereby order the following: A. The formation of an intergovernmental team (the “intergovernmental team”) that includes the Chief Deputy County Executive, which shall coordinate to assist in meeting the needs of the County as a result of any potential housing crisis in the County. B. All County Departments are required to work with the County Executive’s office to effectuate any emergency measures that need to be addressed as a result of this Order.
F.
Remedies Not Exclusive. a.
No remedy or penalty specified in this Emergency Order shall be the exclusive remedy or remedy available to address any violation described in this Executive Order.
b.
Each remedy or penalty specified in the Emergency Order shall be in addition to, and not in substitution for or limitation of, the other remedies or penalties specified in this Emergency Order or in any other applicable law.
c.
Any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any other remedy or penalty specified in the Emergency Order or in any other applicable law.
d.
In particular, but not by way of limitation, each remedy and penalty specified in this section shall be in addition to, and not in substitution for or limitation of, the penalties specified in New York Executive Law Section 24, and any remedy or penalty specified in this section may be pursued at any time, whether prior to, simultaneously with, or after the pursuit of any penalty specified in New York Executive Law Section 24.
G. Effective Date This Executive Order shall take effect immediately. And I further order, that all Suffolk County Departments, Agencies, and Divisions or other duly authorized law enforcement agencies take whatever steps are necessary to assist in performing such emergency measures as deemed necessary; and further order that This order shall cease to be in effect five (5) days after promulgation or upon declaration by the County Executive that the state of emergency no longer exists, whichever occurs sooner. The County Executive nevertheless, may extend such orders for additional periods not to exceed five (5) days each during the pendency of the local state of emergency. The new $21.3 million building consists of a biology and support lab, Cybersecurity lab, multiuse labs for solar technology, and a conference room in addition to classrooms, meeting rooms and study spaces. The building supports an open symposium center with seating for 300 students. “Living up to the word ‘renewable’ it’s in the name of the facility. LaLota Introduces Resolution to Give Justice to Bytyqi Family
By Matt Meduri A Hampton Bays family may hopefully be closer to answers regarding the tragic loss of three brothers overseas nearly 25 years ago. In July 1999, three brothers, Ylli, Agron, and Mehmet Bytyqi, traveled to former Yugoslavia towards the end of the Kosovo War. Upon crossing into Serbian-controlled territory, the three brothers were arrested for illegally entering the country. Shortly after on July 8, they were brutally executed by Serbian rebels. The brothers ranged in age from 21 years to 25 years. While the Serbian government has investigated the murders, no individuals have been charged and no formal justice has been served. Congressman Nick LaLota (R) of the First District has followed the actions of his predecessor former Rep. Lee Zeldin (R-Shirley), in that LaLota has introduced a resolution to possibly — and hopefully — bring the Serbian officials responsible to justice and give muchneeded, long-overdue closure to the Bytyqi family. LaLota announced the resolution at the family’s home in Hampton Bays. He was joined by the family (pictured right) as he delivered the matter of the bill, after meeting and speaking with them prior. “Unpunished war criminals brutally executed the Bytyqi brothers during the Kosovo War. Now, over twenty years later, their family in Suffolk County still has yet to see justice,” said LaLota. “Today, I am calling on the Biden Administration and the Senate to join me and deliver justice for the Bytyqi family. This resolution overwhelmingly passed the House last Congress and I expect my colleagues to support it once again. This family has suffered long enough, let’s deliver for them the closure they rightfully deserve.”

Suffolk Community College President, Dr. Edward Bonahue, debuted the Michael J. Grant Campus in Brentwood’s new STEM building on June 1— a project eight years in the making. The building came as a result of SCC’s partnership with National Grid, a multinational safe energy company serving Long Island and surrounding areas. The STEM Center is named after this partnership as ‘The National Grid Center for Workforce and Energy Innovation.’ “This college is in the business of changing student’s lives. That is our mission as we open the renewable energy STEM Center today, this building is a lasting testimony of that mission,” said Dr. Bonahue, who is proud to open the center in light of a more sustainable and educational future.

Set in the woods of Nesconset is the family-owned and operated Olsen’s Rest Home, which was built alongside the neighborhood in 1958. The 40-bed facility invited local media to celebrate with the home’s most age-advanced resident in their history, and offered us the rare opportunity to speak with someone who has reached a milestone only very few have matched. Josephine “Josie” Onorato Piccardi was born on July 6, 1917, in Williamsburg, Brooklyn. For reference, Woodrow Wilson was President, the United States was in the throes of World War I, and both the Empire State and Chrysler Buildings had not yet been constructed. Josie was a born-and-raised New Yorker, living in the city her entire life. She met her husband, Alexander, in a circumstantial, almost movie-like way. Josie’s friend and coworker set her up with her brother. Josie sported a red scarf to be easily identifiable for Alexander in perhaps the most quintessential New York locale: Times Square.

Before an expectedly packed press turnout at the Suffolk County Sheriff’s Department in Yaphank, Suffolk County District Attorney Raymond A. Tierney announced a monumental arrest shortly after 4:00 p.m. on Friday. The previous day, a grand jury-indicted, 13-years-long elusive suspect, whom the 2021-elected prosecutor extraordinaire is confident he can convict, had finally been detained. Rex Heuermann, 59, was detained and charged as the perpetrating murderer in the long-stalled, now-promptly intensified Gilgo Beach serial killer investigation. Authorities converged on the lifelong native of Massapequa Park — which sits just across the bay from the aforementioned South Shore, Long Island site that produced upwards of 10 dead bodies of disappeared individuals, including eight woman (predominantly sex workers), one male dressed as a woman, and one child across 2010 and 2011 — nearby his place of work, RH Consultants & Associates, on the busy streets of midtown Manhattan. The new household name of the most heinous order faces life in prison without parole for the slaughtering of (at least) a trio of twentysomething sex workers — Melissa Barthelemy, Amber Costello and Megan Waterman — if convicted.
