It is my honor and privilege to represent the City of Leavenworth as your Mayor for the third time! I truly love my hometown and the First City of Kansas and its citizens. I’m excited to welcome Joe Wilson, Sam Maxwell, and our new Mayor Pro Tem Rebecca Hollister to the Commission, along with our outstanding former Mayor Holly Pittman. I envision an excellent partnership with the City Commission, City Manager Scott Peterson and City staff to move Leavenworth forward.

The year 2026 promises to bring exciting new events, improvements to infrastructure, and continuing to provide outstanding public service.

In 2026, Kansas City will be one of several sites to host games of the FIFA World Cup. Games will be played at Arrowhead Stadium. Event planners are telling Leavenworth to expect an influx of tourists looking for places to stay, eat, and have fun. The Leavenworth Convention and Visitors Bureau will take a leadership role locally in marketing efforts, offering a total of $24,000 to businesses planning events and activities that will cater to soccer fans. Funding from this grant will come from transient guest taxes, which are taxes that are paid by customers who stay at hotels in Leavenworth. Transient guest taxes will also be used to pay for a Buffalo Wild West festival in June.

In 2026, The First City will also host Camp Leavenworth Sept. 1819 and the America’s Vietnam Traveling Wall on Oct. 14-18. Leavenworth is on the radar for many real estate developers. In late 2025, the Leavenworth City Commission voted to support a commercial developer’s request for a STAR bond district at the former Leavenworth Plaza, which you can read about on page 6. Leavenworth will continue striving to provide outstanding services, including our annual Pavement Management Program in 2026 for major street repairs, installing a 12-hole disc golf course at Havens Park and upgrading police cameras. We anticipate the rebuild of Fire Station 3 at Limit and Second Avenue to be completed this spring as well.

The City of Leavenworth continues to have an outstanding team of staff members. In particular, our IT Department performed admirably during a recent cyber attack. One of those team members, Justin Gillom, is our “Employee of the Year” and you can read about him on the opposite page.

I look forward an amazing 2026. Thank you to all our residents and businesses for working together to make 2026 a wonderful year.

IT Specialist Justin Gillom named City Employee of the Year for 2025

In December, Mayor Nancy Bauder and City Manager Scott Peterson presented Justin Gillom with the “Employee of the Year” for the City of Leavenworth for 2025.

Justin Gillom began working for the City in August 2024 as an IT Network Specialist.

The Employee of the Year is selected out of four outstanding “Employees of the Quarter” who are selected for excellence and going above and beyond in their job duties.

Gillom's nomination reads:

"Justin has been an essential member of the IT team who not only leads/coaches the other members of IT (Justin is the first stop shop for IT’s IT-related questions) but takes the brunt of the biggest projects IT has taken on. Some of these include setting the stages for and executing M365 Migration, email domain change to leavenworthks.gov and others. Justin had a huge weight thrust upon him during a crisis, and he stepped up working more and more hours to get the City back up again as one of the few that could even do anything at all."

The City experienced a network outage in November 2025. After researching the network outage, a team of investigators determined that the City of Leavenworth experienced a cyber attack which led to temporary outages of payment systems and online processing of permits and licensing. All systems were up and back to normal within a few weeks.

The City's entire IT staff, along with help from our contractors, are credited with helping the City move on after the incident.

Gillom's supervisors also wrote:

"Justin has shown exceptional dedication. He worked tirelessly, dedicating numerous hours outside of standard business times, including nights, holidays and weekends to ensure the swift and complete restoration of all critical server and network systems...His focus remained entirely on the successful resolution of the crisis, working without complaint. Justin’s exemplary performance during this critical period was pivotal to minimizing downtime and restoring essential operations. We are incredibly fortunate to have such a dedicated and highly skilled professional on our team."

Developer approaches City about potential project at former Leavenworth Plaza

The City of Leavenworth is advancing a redevelopment for the former Leavenworth Plaza Mall site at 3400 S. 4th Street, which will pursue creation of a Sales Tax and Revenue (STAR) Bond District to support a privately-led destination project. The initiative proposes to transform a long-vacant, highly visible property into a regional draw with new shopping, dining, and entertainment options. The proposed redevelopment, designed by Leavenworth Destination Development, LLC builds on a 2025 Kansas Legislature provision allowing STAR Bond Districts on former mall sites. Leavenworth Destination Development, LLC, is the company established by the development team specifically for the proposed Leavenworth STAR bonds district. The team is spearheaded by Rick Worner, and his financial partner is Dave Murfin. The City identified the Plaza Mall property as an ideal candidate: a strategic 20-acre gateway connecting Fort Leavenworth, downtown, and southern Leavenworth to the Kansas City region. The City Commission approved Resolution B-2411 during its November 12 special meeting, initiating the state’s review process and reinforcing the City’s proactive approach to redevelopment. The developer's concept envisions a walkable, mixed-use destination with restaurants, retail, entertainment, and potential residential uses designed to complement Leavenworth’s historic character.

What are STAR bonds?

2. Commerce then reviews all studies and the full application to determine whether the project meets statutory requirements.

3. If the Department of Commerce authorizes the project to proceed, the City will schedule public hearings in which residents can review the findings and provide input.

STAR bonds stands for "Sales Tax And Revenue." It is an economic development tool authorized by the Kansas State Legislature to encourage economic growth. STAR bonds allow for Cities to establish a district in which state sales tax collected on properties developed within the district are paid back to the developer. STAR bonds have been used successfully throughout the state of Kansas, such as the Legends and the Kansas Speedway. The Leavenworth STAR bonds project will seek to redevelop the old Leavenworth Plaza location at 4th and Idaho streets, as well as its surrounding properties and the Abeles Field location at 4th and Poplar streets. The district may also include Ray Miller Park at 4th Street and Muncie Road. Ray Miller Park will require significantly more work to develop because of state and federal restrictions and will likely be a future phase of the STAR bonds project. At all three sites the project will be a mixed-used development with possibilities to include: restaurants and dining, all sizes of retail, entertainment, museums and attractions, hotel, and possibly some multi-family residential.

What are the next steps in the STAR Bond approval process?

4. The City Commission will then consider a STAR Bond Project Plan and final Development Agreement in a public meeting before any final approvals are made. This ensures the public has multiple opportunities to review, comment and follow the project as it develops.

The Leavenworth Mall and Abeles Field have been vacant for so long, why is it only now being redeveloped?

State Senator Jeff Klemp lobbied for a budget proviso in recent legislation in Topeka that broadened the scope of which projects could be eligible for STAR bonds. Previously, STAR bonds were only available to the larger communities in Kansas, or projects that had significant capital investment well beyond the scope of the Leavenworth Plaza site. Thanks to efforts in Topeka, the Leavenworth Plaza has only been eligible for STAR bonds within the last year, making it a very attractive space for a developer where it once was not.

Nothing has been finalized on this project, and the City has not committed any financial support or incentives at this time to the project. The City Commission only just approved a resolution of support to go with the initial application to the Department of Commerce. There is still a long way to go for this project, and there will be several opportunities for public input, including public hearings. The City's 2025 Business Symposium was held Nov. 3, 2025. About 90 community members attended to learn resources for setting up a small business, programs that support businesses and network with each other.

A Leavenworth delegation visited our Sister City of Wagga Wagga, Australia in 2025. Wagga Wagga is a major city in the Riverina Region of New South Wales, with 58,000 residents and has been our Sister-City since July 31, 1962. It lies on the Murrumbidgee River and is home to the Kapooka Army Recruit Training Base and Royal Australian Air Force Base. However, unlike cities in the U.S., Wagga Wagga covers a vast territory and includes a number of smaller cities called shires. Covering such a large territory the city council is made up of 15 elected counselors.

The City of Leavenworth received a Kansas City Public Improvement Award 2025 for the 20,000 – 49,999 Population Category for the Downtown 4th Street (US73) Improvement Project. The $3.6 million project from Choctaw to Seneca Streets enhanced the main travel route through the downtown. This award recognizes engineering projects -- not only for their engineering excellence -- but for their benefit to the citizens of the community. It was presented by the American Council of Engineering Companies of Kansas. The design Engineering Firm was BHC, Inc. and the prime contractor was Linaweaver Construction, Inc.

Work is continuing on a Stormwater Repair project at 6th Avenue and Chestnut Streets, which is funded by the City's stormwater fee.

In 2023, City staff found that a previous stormwater arch in this area had collapsed, causing a large sinkhole. In 2023, the City contracted with Wilson and Company to design repairs. In 2025, the City contracted with Lexeco for a construction project estimated to cost about $200,000. The project is scheduled to be complete in the spring of 2026.

Dog licenses available in February

City requires tags and registration for all dogs 4 months of age and older that reside in the City of Leavenworth.

The 2026 renewal licenses are available in February 2026. Current licenses must be renewed no later than March 31, 2026. The fee is $10 for spayed/ neutered. $20 for unaltered dogs. Late Registration begins April 1, 2026. Late fee is $10 in addition to the regular fee. Proof of rabies vaccination is required if it has expired since your dog's last renewal. Dog licenses may be obtained from any of the following locations:

The City of Leavenworth is in the process of replacing Fire Station 3 at 2805 2nd Avenue. This is a $5 million project funded through bonds and replaces a building from 1965. The new building will help address stormwater drainage concerns, sewer issues and make room for modern fire apparatus.

Leavenworth Citywide Spring Cleanup scheduled for Saturday April 11

The Leavenworth Citywide Spring Cleanup is planned for Saturday, April 11. This event will include a volunteer trash pickup. This is an event in which churches, scout groups, businesses, social clubs, service clubs and military groups work together to pick up trash throughout the City of Leavenworth in one day. Groups of volunteers may sign up beginning Monday, Feb. 2. Volunteers get a free t-shirt and one day pool pass to Wollman Aquatic Center for picking up trash. Contact melissa.bower@leavenworthks.gov for information about volunteering. Additionally, there will be a free large item drop off and Household Hazardous Waste drop-off at the Municipal Service Center, 790 Thornton Street. The Brush Site, 1803 S. Second Street, will be free for City residents to drop off brush. Check the City's website for hours.

Visit the City Clerk's office at Leavenworth City Hall between February 2 and April 15 to sign up for the Senior Rebate Program. Accessible parking is available on the north side/Seneca Street side of the building.

The City of Leavenworth has a program that pays sewer and trash bills for low income senior citizens who qualify. Those who are interested should fall below a specific income and complete an application process.

In order to qualify, citizens must:

• Be a resident of the City of Leavenworth, Kansas.

• Be 62 years old or older at the time of application.

• Be a primary occupant of a residence. Water bill must bear applicant’s name.

• Gross income, including that of a spouse or any residents living at the address, cannot exceed the following limits, determined by the U.S. Dept. of Housing and Urban Development:

4 Persons - $55,700

5 Persons - $60,200

6 Persons - $64,650

Senior citizens interested in applying can visit Leavenworth City Hall, City Clerk's Office 100 N. Fifth St., from February 2, 2026 through April 15, 2026.

Applicants should bring:

• Income verification for the year 2025 from all income sources, such as 2025 Income Tax Returns, 2025 Homestead Claim or Social Security Statements and 1099 forms.

• Proof of age, such as birth certificate or Driver’s license if not currently a program participant.

• Water bill or copy of water bill

The City will pay monthly sewer and refuse (trash service) charges for those who meet the qualifications and complete the application process. Program participants will receive a water bill with monthly sewer and refuse charges marked “Senior Rebate.”

To remain on the rebate program, residents must apply each year. For transportation assistance, please contact the Senior Citizen Transportation van at 913-684-0778, or use the Ride LV Micro Transit. Be sure to allow 2-3 days’ notice for transportation services.

The City of Leavenworth Parks and Recreation Department is converting to a new registration system for all of our events and programs. To register, customers will need to build a profile in RecDesk before proceeding to the event registration and payment. If registering in person or online with a credit card, a small convenience fee is applied, under 4% of the total cost of the ticket. Online registration is credit card only. n Legacy Trees - $325/tree - The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees. More information and applications are available on our website. Please note, Leavenworth Landing Park behind the Riverfront Community Center and North Esplanade Park are no longer an option for planting Legacy Trees.

n Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in a park of your choice. Location must be approved by the Parks and Recreation Department. This department will also install the bench. Cost varies. n Adopt-A-Park - Looking for a way to make a difference in our community? Consider adopting a Leavenworth city park or other landscaped public area. Leavenworth Landing Park - This scenic park on the Missouri River located by the Riverfront Community Center is available to rent for special occasions. Permit fees start at $30/hour with a $100 refundable damage deposit. Choose the Paddlewheel Plaza or the Railroad Roundhouse. For more details,

Haymarket Square

An event venue located at 649 Cherokee. The openair pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. City residents or businesses pay $50 per 8-hour session, and non-residents pay $150. Contact the City Clerk’s office at 913-682-9201 for availability and more information. If planning a special event open to the public, other requirements must be met to reserve the square.

Riverfront Park Campground – Open April 1 through October 31 – This cozy park beside the Missouri River is the perfect place to relax. The campground has 13 pads for RVs, trailers, or tents, a bathhouse with four private units, a boat ramp, a picnic shelter, and a dump station. Please note that this park is adjacent to active train tracks. Also note, we recommend our site for trailers less than 32’ long. Longer campers drag across the train tracks. Alcoholic Beverage Permit - $20

By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth residents with a valid park reservation. Beverage must be an enhanced cereal malt beverage (beer) containing not more than 6% alcohol by volume.

Riverfront Community Center

The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multi-functional facility. This classic facility provides an ideal atmosphere for all types of special events with picturesque views in Leavenworth Landing Park, located right behind the center.

The Riverview Room - Aptly named for its beautiful views of the majestic Missouri River. An elegant room can host banquets, receptions, weddings, or other special events. It also has an adjoining outdoor patio that overlooks the river.

The Women’s Waiting Room - Adjacent to the Riverview Room, this cozy room has a working fireplace, wood-paneled ceilings, and versatile side doors that can be opened to access the Riverview Room. The doors may be closed to offer a smaller space with a view of Leavenworth’s historic downtown.

The Men’s Waiting Room - Impressive 30-foot wood-paneled ceilings soar above the original woodwork and fireplace. This lovely room also boasts a river view to the east and historic downtown Leavenworth to the west.

The Activity Room - This small room downstairs by the basketball gym is perfect for kids’ birthday parties, fitness classes, study sessions, and other smaller events.

Room Fees and Deposits - A 4-hour minimum rental, a security deposit, and a $25 service charge are required to reserve a room. Fees include setup and take down of tables and chairs and trash removal. Event Space Fee Schedule

Fun things to do in Leavenworth:

The River City Community Players is a local community theatre group at the Performing Arts Center, 500 Delaware Street. All shows are family-friendly. Curtain times are 7:30 p.m. on Fridays and Saturdays and 2 p.m. for Sunday matinees. Tickets are available online and at the door. Call 913-651-0027 for more information.

This summer market hosts a variety of vendors, all in air-conditioned comfort at the Riverfront Community Center. Vendors will be selling new and/or gently used items. Our last event included items such as homemade crafts, toys, jewelry, beauty products, and some fantastic artwork. General admission is free.

• Winter Gym Schedule - Winter schedule runs December through February. In December open gym is Monday through Friday from 6 a.m. to 8 a.m., Tuesdays from 4 p.m. to 5:30 p.m., and Sundays from 1:30 p.m. to 4 p.m. In January and February, there is no open gym on Sundays.

Closed on Major Holidays: New Year’s Day, MLK Day, President’s Day, Easter, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and the Friday after, and Christmas Day. The center closes early on Christmas Eve and New Year’s Eve.

General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in at the front desk.

Age Restrictions – 10 and under must be accompanied by a parent/guardian age 18 or older to enter the community center; 11 and under are not allowed in the

Cardio and Weight Rooms: Elliptical machines, stair steppers, stationary bikes, treadmills, and weight equipment are available. See “Fitness Facility Policies” for age restrictions.

Indoor Track: The center has a 1/10 mile indoor track

weight room or cardio room or on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their physician before beginning any type of fitness regimen.

Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food

or soft drinks are allowed in the fitness rooms or the gym.

Equipment - Wipe down equipment before and after use. Our staff disinfects all the equipment once each day. Do not drop or slam weights. Place items back where you found them.

Attire - No cleats or spike shoes of any type (including bike shoes); athletic shoes covering the entire foot must be worn at all times (except in the pool); proper swimwear or workout attire is required.

Recreation Activity Scholarship Program for City Residents - Qualifying citizens who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department programs. For information email Tabor Medill at Tabor.Medill@leavenworthks.gov or call him at (913) 758-6648 and leave a detailed message. You must set an appointment with Tabor Medill before dropping off your application. Applications must be renewed each year by completing a new form and scheduling another appointment for verification and approval.

Spring Adult Co-Ed Softball - $380/team - Open to all men and women age 18 and over whose high school class has graduated. Requires a minimum of 4 teams. USA (formerly ASA) rules are used. Season begins in March. Registration is February 1 – 28, in person at the Riverfront Community Center.

Youth Baseball and Softball - $50/player –discount for third child - Leagues for boys and girls ages 5 through 13 (birth date as of May 1 – no exceptions). Children MUST play in their appropriate age group. Season runs June through the second weekend in July. Registration is March 1 – 31. Late registration is an additional $25/player and ends April 15. Eligible for scholarship use. Scholarship does not cover late fee.

Youth Co-ed Instructional Pickleball - $25/player – A youth instructional pickleball program for boys and girls grades 1 – 12. Program runs for six weeks. Check our website for dates and registration details.

PiYo Live - $5/class or $50/12-punch pass - Join certified instructor Rachel Smith as she combines the muscle-sculpting, core-firming benefits of Pilates with the strength and flexibility of flowing yoga movements. For teens and adults. Class is held Wednesday evenings at 5:45 p.m. and Saturday mornings at 9 a.m.

Riverfront Tae Kwon Do - Cost is $55/month for the first family member and $35/month for each additional family member - This popular martial art combines combat techniques, self-defense, sport and exercise. Stroller Strong Moms - Their mission is to “Sweat Like a Mother” known as SLAM, providing moms a unique, fun, challenging total-body workout. Led by Wanda Aviles, each class will include a warmup, running or walking with fitness stops, core

Toddler Tyme - $2.50/child or $40/20-punch passChildren ages 5 and under are invited to the gym for open play time. Basketballs, tricycles and other fun toys are provided. Adult supervision required. Offered Mondays, Wednesdays and Fridays from 10 a.m. to noon.

WalkFit! is an in-room walking class that promotes cardio health, core strength, flexibility and balance. The class is perfect for seniors, those with limited mobility and those starting over with exercise. Come join the fun!

Maximum Class size is 15 Fees: $40 for 6 week program or $5 drop in fee Saturday, 9 -10 a.m.

Aquatics

Aquacise - Aquacise tones and sculpts your body with no impact to your joints. This popular water aerobics workout is a swimming blend of cardio and resistance training, and may incorporate resistance tools such as buoyant water weights and noodles. Until May 25 at the Riverfront Community Center pool: Classes are offered Monday, Wednesday and Friday mornings at 9 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. After May 25 at Wollman Aquatic Center Aquatics classes are 11:15 a.m. to 12:15 p.m. Tuesdays and Thursdays.

Cost is $5 per drop-in class. 20-Punch passes are also available, valid for any session, and does not expire.

Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward. At the same time, it provides buoyancy, helping reduce strain to your joints. Changing your water walking routine keeps it interesting while allowing you to work different muscles as part of the exercise. Class is offered Monday, Wednesday and Friday mornings at 10:05 a.m. at the Riverfront Community Center. Cost is $5 per class or $50 for a 10-punch pass.

American Red Cross Lifeguard Training Class

- Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl, breaststroke, and retrieve a 10-pound brick from 9 feet of water. Minimum age is 15. American Red Cross Learn-to-Swim Group

Lessons - Certified instructors will teach students in a supportive environment in which to learn and obtain skills. Students must be registered for Tuesday/Thursday sessions by noon the Friday before the session is scheduled to begin, and by noon on Wednesdays for the Saturday sessions. Cost is $45 per child for residents or $55 per child for non-residents. Open Swim Party Shelter (Day Shelter)

Wollman Aquatic Center has one shelter area inside the pool available for rent during open swim. Renting the shelter allows exclusive use of the space under the canopy. The shelter area is $50 for residents or $75 for non-residents for the day. You and your guests will receive a discounted admission rate. Email parksandrec@leavenworthks.gov or reserve online.

After-Hours Private Parties at Wollman Aquatic

Private, after-hours parties are available on Fridays and Saturdays during the summer months. Fees are $350 for 100 people with additional $40 for between 101-125 people and $60 for 126-150 people. Call 913-682-7946.

Wollman Aquatic Facility Regulations

Children ages 10 and under must be accompanied and supervised at all times by a person age 18 years or older.

Proper swim attire is required. No thongs, cut-offs, “sagging” or suits with belts, buckles, or rivets. No street clothes will be allowed past the breezeway. Improper conduct or profane language will not be tolerated.

No glass containers, food or beverages except water will be allowed in the facility.

U.S. Coast Guard approved life jackets are the only flotation device allowed in facility. Must have a visible stamp of U.S. Coast Guard.

If you find a Golden Egg, turn it in to the Parks and Recreation table for a special prize! Specially geared for children 12 and under. Egg hunt begins at 2:30 p.m. sharp! No registration required.

Arbor Day Celebration - On April 24, Parks staff will plant a tree to honor a local individual or group. Tree planting time and location will be online.

Touch-A-Truck - Friday, May 8 from 10 a.m. to 11:30 a.m. - Bring the kids to this free event at Leavenworth Landing Park and see the many kinds of trucks working in and around our community. Kids get a hands-on opportunity to explore, crawl through, and even honk the horn of the hard-working big rigs of the City and surrounding communities. Stop in the gym at Riverfront Community Center (south entrance) and check out the bounce houses, toys, music and free popcorn. Then head across the street to the C. W. Parker Carousel Museum for free rides.
