Local News Golf course lease ■ Bayside Council is seeking public input about a proposed new lease for Cheltenham Golf Club to continue managing the operations and facilities at Cheltenham Golf Course. The not-for-profit Club has operated at this site for nearly 100 years. The Club’s current lease doesn’t expire until 2030, the Club is seeking a new 21-year lease to support long-term investment in the site, including safety upgrades and implementing a Tree Management Plan. The proposed new lease includes substantial investment in the site: ■ $840,000 to $1.75M capital investment in the Golf Course to address errant golf ball safety concerns ■ $150,000 over 5 years to implement the Tree Management Plan ■ Base rent of $46,000 GST inclusive ■ Assignment of Telstra Mobile Tower Lease to Council with current rental of $33,000 per annum. Consultation closes on September 21.

■ Prahran MLA Rachel Westaway has asked that the State Government prepares a comprehensive report on the granting and enforcement of liquor licences in the electorate. “Residents in my electorate, particularly along Chapel St, are experiencing increased antisocial behaviour linked to licensed premises,” Ms Westaway told Parliament, “Since the establishment of Liquor Control Victoria in July 2022 and the automatic extension of trading hours to 1 am in March 2022, my office has received numerous complaints from constituents about late-night disturbances, public intoxication and anti-social behaviour around liquorlicensed venues. “Increasing the problem is that Chapel St operates under a special regulation, which at face value requires additional licensing oversights for venues trading after 1 am and up to 24 hours a day, including comprehensive venue management plans, security arrangements, crowd control and noise management protocols. “However, the lack of enforcement and a light-handed approval process has created a free-for-all. “This has placed increased demands on our already overstretched Prahran Police Station. The recent removal of planning permit requirements in July 2025 has further heightened community concerns about the inadequate oversight. “The Chapel St precinct is vital to

● Rachel Westaway MLA economy and cultural identity, but this must be considered and balanced with residents’ rights to peaceful enjoyment of their homes. “I call on the minister to provide a detailed data report on liquor licensing enforcement in Prahran since these regulatory changes took effect.” Ms westaway said. Ms Westaway said she was interested in: the total number of liquor licences currently operating in Prahran, broken down by licence type and trading hours compared to the pre2022 figures; second, enforcement actions taken by LCV in Prahran since July 2022, including the number of licensees served with written warnings, infringement penalties, suspended or revoked licences for trading outside permitted hours, serving intoxicated patrons, serving minors or any other offence.
■ Kingston Council has been advised by the State Government of the appointment of Municipal Monitors. John Tanner has been appointed until December 31. Mr Tanner has extensive experience in the local government sector and is currently serving as Municipal Monitor at Hobsons Bay Council. He also chaired the panel of administrators appointed to Moira Shire Council. A second Municipal Monitor, yet to be announced, will also be appointed to assist. Kingston Mayor Cr Georgina Oxley and CEO Peter Bean expressed their commitment to working with the monitors. ““Our councillors, executive team and staff are keen to assist however we can to support them in the role,” Mr Bean said. “Council remains committed to delivering excellent services to our community, built on a foundation of good governance and strong customer service.”
