FEE INCREASES AT MANNINGHAM

■ About one-fifth of user groups across Manningham will pay “moderate” annual increases of more than $1000, under a review of the Council’s Seasonal Sports Pricing Policy. Some 30 per cent of user groups will cop a smaller increase of $1000 or less, under the proposals being assessed by Councillors, led by Mayor Cr Deirdre Diamante. The Council is inviting public feedback on the proposals until March 29. An in-person workshop is being held on Wednesday next week (March 15) at Mullum Mullum Stadium. “The review provided recommendations on the fees and charges for use of Council’s active open space,” said a Council representative in a media statement. “The draft policy developed aims to recoup 35 per cent of maintenance costs for turf sports fields and netball courts at the Manningham Templestowe Leisure Centre through fees and charges, with this figure lower for satellite netball courts. “Under the draft policy a nominal rate is applied to leased facilities where clubs are responsible for maintenance. “The draft policy also aims to ensure it remains equitable and accessible to all. “To support community groups, the proposed policy includes fee concessions for eligible community groups. “It is proposed that around 80 per cent of groups in Manningham will see minimal or no impact on their fees, with 50 per cent of groups expected to receive a fee reduction. “Fee decreases are proposed to be applied immediately, whilst groups that may see a fee increase would have this fee applied over a three-year period. Further assistance will also be available through payment plans as required.” The Council says it is committed to providing accessible and affordable active open space for the community and the proposed draft policy reflects this commitment. “Around 50 per cent of user groups are expected to see a decrease in fees and charges, 30 per cent a minor increase (less than $1000), and 20 per cent a moderate increase (above $1000). Groups can estimate their fees using the draft Policy and the ‘Summary of Fees’ document. The draft policy outlines how fees are calculated, and the Summary of Fees shows the proposed amount. “We encourage all user groups to contact us to schedule a discussion about the draft policy and its effects on your group. There are concessions built into the draft policy that could see your fees reduced accordingly.”

● Cr Deirdre Diamante, Mayor Manningham Council says it welcomes all groups to reach out toits Recreation Team to schedule a meeting. “Any proposed fee increases will be implemented in stages over a three-year period starting in the 2024-25 financial year. “Conversely, proposed fee decreases will take effect immediately in the 2024-25 financial year. “It is proposed that clubs that don't have teams will be charged a "whole of club" fee, which is 35 per cent of the maintenance cost for each facility. This applies to groups such as archery and aeromodellers. Concessions may also be applied to this fee. “Netball clubs and associations will be charged a “whole of club” fee. A 35 per cent maintenance cost recovery is applied for the Manningham Templestowe Leisure Centre, whilst a 15 per cent maintenance cost recovery is applied for satellite sites (for example, Warrandyte Reserve and Wonga Park Reserve). “The team fee is fairer and ensures that user groups pay only for what they use. It also helps Council allocate sports fields more effectively, allowing us to serve more people,” according to the media statement. “The proposed concessions will be applied to the percentage of your participants who meet the eligibility criteria.,” the Council says.
