FAIRFIELD — Charles “Bud” Hallam enlisted in the U.S. Marine Corps after graduating from Dixon High School in 1942. He was part of the Marine Corps Raiders under James Roosevelt, the eldest son of President Franklin D. Roosevelt. It was, and still is, a special operations regiment. In World War II, the group was designed to conduct special amphibious light infantry missions, particularly landings behind enemy lines. What became known as Edison’s Raiders and Carlson’s Raiders are believed to

be the first special operations forces to see combat in the war. Roosevelt was second in command to Maj. Evans Carlson, having asked to be transferred to the unit after Pearl Harbor. He was sitting next to his father when Franklin Roosevelt delivered the Day of Infamy speech. Edison’s Raiders were led by Lt. Col. Merritt “Red Mike” Edison. “By 1945, having already served and been wounded in New Georgia, Hallam landed at Iwo Jima during the first wave. While helping bring an injured soldier to safety, Hallam was shot in See Marine, Page A8

Supervisors designate $4M to boost broadband projects in county Todd R. Hansen

FAIRFIELD — The state has allocated $17 million in “Last Mile” funds to Solano County for broadband enhancement and expansion. The Board of Supervisors on Tuesday allocated $2.2 million in American Rescue Plan Act dollars to help internet providers with matching funds to get a share of those dollars for 14 projects identified in the county. Another $1.8 million in American Rescue Plan Act pandemic funds was allocated to meet digital equity needs. “For the most part . . . most residents in

the county have access to adequate internet,” Stewart Bruce, the county’s Regional IT Infrastructure and Operations manager, told the board. The gaps are largely in the rural areas of the county’s 4th and 5th Districts, and less so in the 3rd District. However, the study produced by the Boston Consulting Group also found that an estimated 70,000 residences and other buildings are not taking advantage of state cost-saving program. So in addition to providing American Rescue Plan Act dollars as an incentive for broadband See Projects, Page A8
