VALLEJO — Covid-19 may be preventing Vallejo’s annual Juneteenth celebration for the second year running, but no pandemic was going to keep members of the African American Family Reunion Committee from raising the Juneteenth flag here for the first time. The official Juneteenth flag was raised Tuesday in Vallejo and will fly throughout the month of June, organizer Angela Jones said. Jones said she believes Vallejo to be the only city in the Bay Area to fly this flag, though several cities do so nationwide. A year in the planning, it was eventually decided that rather than flying the flag over City Hall, that Martin Luther King Jr. Park, behind City
Hall and in view of the waterfront, would be the best place for this flag to fly, she said. “The raising of this Juneteenth flag says the city of Vallejo recognizes the importance of that part of American history – slavery and the emancipation proclamation that was announced in Texas, letting people know that the slaves were free,” Jones said. “It’s a message of freedom in our community.” Juneteenth is the oldest known commemoration of the Emancipation Proclamation signed Jan. 1, 1863, by President Abraham Lincoln, she said. FAIRFIELD — Solano County takes a leap forward Wednesday in the easing of Covid-19 restrictions with its graduation from the state’s red tier to orange. State officials based the move on improving numbers coming out of Solano County as mass vaccination clinics have ended in favor of more targeted vaccine locations. Solano County has 3.8 new Covid-19 cases per day per 100,000 residents and an adjusted case rate of 3.5 for its
new tier assignment, according to the state. The seven-day testing positivity rate is 1.6%. The all-important health equity quartile rate – the positivity rate among Solano County residents who live in census tracts that have what the state classifies as less healthy community conditions such as low median income, lower levels of education and less access to health care and as such, residents who have been disproportionately affected by Covid-19 – is 2%.
For example, Blacks and African Americans comprise 14% of Solano County’s population but account for 19% of the recorded deaths and 16% of the hospitalizations to date. Asians also comprise 14% of the county’s population but account for 20% of those who have died after contracting Covid-19 and 16% of those hospitalized as a result of the disease. Solano Public Health reports that the vaccination rate among the county’s Asian residents as of Tuesday was 74.5% but just 44.1% among its Black and African See Orange, Page A8
