Study Says State Stuck in Neutral
Nebraska has fallen behind its regional neighbors in job growth, according to a new analysis from the Flatwater Free Press, which estimated the state has missed out on roughly 70,000 jobs in recent years.
The analysis compared Nebraska’s job growth against six neighboring states — Iowa, Kansas, Missouri, South Dakota, North Dakota and Minnesota — and found the state has trailed the regional average in 11 of the past 16 years after leading the
pack for much of the prior two decades.
Business leaders and economists point to a worker shortage, lack of affordable housing and child care, a persistent brain drain of college graduates, and a reduced state commitment to economic development programs as key factors.

Eaton invests $30M in Bellevue plant
Eaton, a global power management company with nearly $25 billion in annual revenue, will relocate its Omaha operation to a former Blue Buffalo facility at 10601 S. 15th St. in Bellevue. The company plans to invest more than $30 million to build a 370,000-square-foot medium-voltage switchgear factory, adding more than 200 engineering, production and manufacturing jobs. Demand from AI data centers is driving the expansion. The Bellevue facility replaces Eaton’s current plant at 3900 Dahlman Avenue in central Omaha.
LB 1165: Nebraska boosts incentives
Gov. Jim Pillen signed LB 1165 on April 16, one of the largest economic development packages Nebraska has enacted in years, according to the Greater Omaha Chamber. The bill modernizes the ImagiNE Nebraska Act, the Key Employer and Jobs Retention Act, and the Site and Building Development Act. Key provisions offer performance-based tax credits and capital improvement grants targeting large employers, and include a Department of Labor workforce retention grant program for businesses undergoing ownership changes.
Midwest Peterbilt opens Gretna facility
Midwest Peterbilt Group has opened a new Peterbilt of Omaha truck dealership at 11502 Wickersham Blvd. in Gretna. The 80,000-square-foot, two-level building includes full parts, sales and service operations, a drivethru lube bay, dynamometer service, and a complete body shop with a frame alignment rack. The facility also features a full truckers’ lounge. It marks another major commercial footprint expansion for Gretna’s fast-growing industrial corridor west of Omaha.
Union Omaha Stadium TIF approval
The Omaha City Council voted 7-0 on April 15 to approve up to $48.2 million in tax increment financing for a proposed $332 million downtown soccer stadium and mixed-use development on a 20-plus-acre Union Pacificowned site in north downtown. The project, backed by Union Omaha ownership and Houston developer Hines, calls for a 6,500-seat open-air stadium targeting a 2028 opening. The project still requires state approval of a $25 million turnback tax allocation before construction can begin.
HDR earns three awards at national gala
Omaha-based HDR will receive three Honor Awards at the American Council of Engineering Companies’ national Engineering Excellence Awards Gala on May 5 in Washington, D.C. — one of the profession’s highest honors, often called the Academy Awards of engineering. ACEC is recognizing 26 HDR projects in total across the 2026 competition cycle, including two Nebraska projects: the Papillion Creek Interceptor Sewer Emergency Repair and the UNL College of Architecture Phase 2 Expansion. NAI NP Dodge’s first-quarter 2026 commercial real estate market report shows Omaha’s 48.5-million-square-
foot office market ended Q1 with a 7.7% vacancy rate, up slightly from the prior quarter, with rental rates easing to $25.76 per square foot. Industrial vacancy tightened to 2.8% across a 115-million-square-foot market with 3 million square feet under construction. Retail vacancy rose to 4.6%.

54% say recession now
Creighton University’s Rural Mainstreet Index fell below growth neutral for the third consecutive month in April, improving only slightly to 47.9 from March’s 40.9 — marking the 14th sub-neutral reading since January 2025. More than 54% of rural bank CEOs surveyed across a 10-state region reported their local economy is currently in recession. Farm equipment sales hit their 32nd consecutive sub-neutral month at 26.1. Economist Ernie Goss cited weak grain prices and elevated input costs as primary drivers.
Nebraska budget back in $72M deficit
Two weeks after Nebraska lawmakers closed a $646 million budget gap, March tax receipts came in nearly 15% below the Economic Forecasting Advisory Board’s February projections — erasing a brief $6.2 million surplus and pushing the state $72 million back into deficit. The Nebraska Examiner first reported the shortfall on April 17. The development added pressure on the Legislature as it approached its adjournment date and complicated nearterm fiscal planning.
Union Pacific signs 7-year domestic rail deal
Union Pacific Railroad announced April 16 a new sevenyear contract with Rocky Mountain Steel Mills — the only dedicated steel rail producer in the United States — for the domestic production of steel rails. The Pueblo, Coloradobased mill is backed by more than $1 billion in investment and will produce 328-foot rail requiring 80% fewer welds than standard sections, improving track safety. The deal also resolves prior litigation; Union Pacific has withdrawn its Nebraska lawsuit against Rocky Mountain Steel.
ICON Insurance opens in Gretna
ICON Insurance, a commercial insurance brokerage founded by Tyler Thies and Brandon Reilly, has opened at 20266 Patton St., Suite 1, in Gretna. Launched April 1, the firm serves the Omaha metro area and focuses on property, liability, auto, workers’ compensation and umbrella coverage. Target industries include contractors, retail, real estate, hospitality and manufacturers. The Gretna location adds to a wave of professional services businesses establishing operations in one of Nebraska’s fastest-growing communities.

Cizek Construction has begun vertical steel erection on Heartwood Place, a four-story, Class A office building at 200 Applied Parkway in Heartwood Preserve west of Boys Town. Woodhouse Spa coming
Woodhouse Spa will open in October at 14652 Canopy Ave. in Heartwood Preserve, occupying 6,700 square feet on two floors of a building currently under construction. The resort-level luxury franchise is locally owned by Ashlyn and Clayton Becker. Founded in Victoria, Texas, in 2001, Woodhouse Spa operates 91 locations in 25 states; the nearest existing locations are in Kansas City, St. Louis and Minneapolis. It is the only high-end spa brand operating under a franchise model.
Bilingual child care opening
Vida Bright Academy, a bilingual early childhood education center, will open in May at 14645 Fort St. in Omaha, according to Oak Investment Real Estate. The academy will offer bilingual English and Spanish instruction, small-group learning environments and daily meals. The opening responds to growing demand for dual-language child care options in the metro area. The announcement follows other professional services expansions in northwest Omaha’s commercial and residential growth zone near West Dodge Road.
North Omaha Trail Phase 2 breaks ground
Spark CDI and its Fabric Lab urban design hub held a groundbreaking for Phase 2 of the North Omaha Trail on April 17 at 26th and Lake streets. The route runs from 24th and Ohio streets to the Baby Bob pedestrian bridge downtown. The $8 million project is funded through the Nebraska Department of Economic Development and will expand active transportation and economic connectivity through a historically underinvested corridor. Phase 2 follows completion of an earlier segment that helped anchor redevelopment activity.
Omaha Central Library opened April 19
Omaha’s new $158 million Central Library opened to the public April 19 at 72nd and Dodge streets, with Mayor John Ewing Jr. cutting the ribbon at 12:30 p.m. The facility marks the largest private investment in a public library system in the United States in many years and is the first public library in the country equipped with an Automated Storage and Retrieval System that delivers books. The new library is 96,000 square feet.
Restaurant news
Dolce, the upscale restaurant at 12317 West Maple Road, has been sold and listed as permanently closed; owner-chef Anthony Kueper ran it since 2017. Toppers Pizza closed its Miracle Hills location at 741 N. 114th St. indefinitely, though its Dodge Street location remains open. In a separate development, Javier Trujillo , owner of Javi’s Tacos, told WOWT he spent six figures in delivery app fees last year. He has dropped all third-party platforms, adding local momentum to a national debate over fee structures for independent operators.

MUSIC RETAILER CHAMPIONS ACCESSIBILITY FOR ALL PLAYERS
If music feeds the soul, Dietze Music store in Lincoln has been a buffet for Tim Pratt since he was just a young guitar player working the retail scene around town.
Before Pratt was an owner, before he was an employee, he was just a kid who wanted to grab a six-string surfboard and ride the wave of guitar music all the way to shore.
“I was a young musician, and I was a pretty good customer of Dietze,” he said, laughing. “You know, at least, when you don’t have much money, you think you are.”
Tuning up
Working in the retail scene in the early 1990s in Lincoln, Pratt didn’t have grandiose visions of building a musical empire. He was just a kid who knew he loved playing guitar.
“I also worked part time at another music store for moonlighting to get money to buy guitars,” he said.
It was this clear love of music that had Dietze Music begin the opening notes of a ballad that would last 35 years and counting.
“So I got shipped up in ‘94 to start the Omaha location, which is now our flagship location. And it was a fairly small store, 1,700 square feet, and now it’s 17,500 square feet,” Pratt said. “I just had a knack for it. I love doing it. I love helping people do what I love, and that is to make music. So, it was a natural fit.”
The sweet music of change
After taking over the company during a period of economic turbulence, Pratt found himself looking for ways to help Dietze Music dig out of a hole.
“I’m a change person, so I love to change stuff,” he said. “I just love to change and give our customers something new to look at and our employees something new to be proud of. So, you know, at that point, we changed our entire business model for our rental program and that actually made a difference, as well as a lot of the way that we addressed our purchasing and so just a lot of financial stuff that changed in the background.”
Conducting on a large scale
Providing low-cost, affordable starter instruments to virtually any school-aged child in Lincoln isn’t the only way Pratt gives back. He’s on a variety of national boards and is a frequent speaker at the National Association of School Music Dealers, where he spreads his message of musical inclusivity.
“We’re not judgy,” he said. “We don’t care if you’re a beginner. We don’t care if you’ve played at Carnegie Hall. Just come in. Let’s talk about music.”
His legacy far-reaching, his goals as ambitious as an ‘80s guitar solo, Pratt knows the best is yet to come.
“I think the thing that I could probably rest my hat on and leave this industry someday knowing is just the legacy of incredible music makers that have given us the opportunity to have just a small piece of their journey.”
When talking to Christine Weeks, the founder and owner of Eleanor Creative, a Lincoln-based branding and marketing agency, she makes it clear: people and place are what matter the most.
After a 2008 move brought her back to Lincoln, Weeks decided that she was going to leave behind her job in the health care marketing industry and start her own branding agency.
Weeks knew that her own fresh start called for a look into the past.
“I named my company after my grandmother,” she said. “Her name is Eleanor, and she was really instrumental in my life, and she was a very consistent, kind and hard-working person, and I think that’s really what we share, the same values in our company.”
Guided by the spirit of the Silver Creek, Nebraska, grandmother who made such an impact, the team at Eleanor Creative made sure to keep a humanistic element at the top of all that they set out to do.
“We really focus on, like we say, creating a brand experience,” she said. “That means we’re focusing on the look, the feel and the voice, and we blend those together. Our strong suit is that we really get to know our clients, and we spend a lot of time with them. We ask the easy questions and the hard questions as we’re building a brand experience, not only around their target audience and their goals, but around who they are as people.”
The place
Weeks understood early on in her entrepreneurial journey that people could be molded by where they are and that nourishing the soul of a community and a city would only increase her business’s success.
“I think we’re great collaborators,” she said about Eleanor Creative’s work in the local community. “We partnered with the Lincoln Parks Foundation and Hub Cafe to create the Hub and Soul Music Series. Really the goal of that was to activate a specific park in Lincoln, and we’re very proud of how that’s brought the community together.”
Weeks and members of her team help emcee events, ranging from Rotary fundraisers to kids’ breakfasts with Santa.
“We really want to make every community that we’re in a better place, and we try to give back and partner as much as we can.”
Blending her office and the community around her has set Weeks up for success, opening a brand-new office in Washington, D.C., at the start of 2026. With big goals ahead, she remembers what has led to Eleanor Creative’s success.
“I realized that to create the type of culture we wanted,” Weeks said, “it was going to have to be 50% caring for the clients I have and then 50% really caring for my team. That’s how I needed to divide my time.”

Striking out on her own
Stock spent the first three and a half decades of her career working for the same shop in Lincoln, but when the financial collapse of 2009 happened, she suddenly found herself in unfamiliar territory.
“At that point, I was 50, and I’m thinking, oh my gosh, I was going to work for this place forever, you know, because it was a great place to work,” Stock said. “I asked them if they would sell me the lot across the street so I could just build another shop. They let me have the customer information that we had built up over 25 years.”
With the existing book of business in hand, Stock was building potential customers, but had nowhere to perform repairs. During the 10-month period while her new repair garage came together, her home was her shop.
“People would call me if they had questions,” Stock said. “They
would stop by my house if they had a check-engine light or something on. We had seven storage garages full of shop equipment (at her home). I had a five-star garage in my house. It was crazy, but it was really a good experience.”
Partnership and eye on the future
Stock eventually partnered with Jared McPike as her successor and has spent the last 14 years building the type of business that she believes will last in shifting times.
“The thing that I am most proud of is the culture we have in our shop with our people. That and that we choose to invest in the customer experience,” Stock said. “We want our customers to come in and go, ‘Wow, this place is awesome’ and tell their friends and give them a reason to want to come back. The second place we invested heavily is in our employee experience.”
She also believes in that same level of investment in her local community.
“We sit on advisory boards for both Lincoln Public Schools and for Southeast Community College,” Stock said. “We donate all of our existing equipment after we get it repaired and everything and give it to the high schools.”
Her message to those following behind her, the ones likely using her tools and her shop as a guide: “Always lead with integrity. Do things for the right reasons. Be good with your word.”

To those lacing up a pair of shoes they purchased at Lincoln Running Co., whether you are ripping mile repeats during racing prep or walking to the mailbox with a fitness goal on your mind, Chris Rogers wants you to know you’re a part of the pack now.
“I would say we all thrive together. That’s all the runners in Lincoln,” Rogers said. “Runners are nice and so every runner helps another runner out, whether it’s motivation or anything.”
Rogers, the owner of the Lincoln Running Co., is following in his father and grandfather’s footsteps and, at the Lincoln Running Co., that means he’s going to have to have the right pair of shoes to keep up.
As a young man, Rogers was initially resistant to his family’s attempts to get him to work for the business they started in 1976. But, after an injury at his fencing job left him needing a change of pace, he took his first steps.
“I love talking to people. That’s just kind of what I love to do. And when I started selling shoes, I kind of was like, ‘Man, this might be for me,’” Rogers said .
A marathon, not a sprint
As Rogers gained more responsibility within the company, his own ideas for the business began to take shape. He knew the rise of
online shopping would be difficult to fight off so he revolutionized the Running Co.’s online presence and sought to bolster their marketing.
Oddly enough for Rogers, a big turning point in the business was borne of a global pandemic.
“I would say COVID-19 made me open my eyes more and try to do new things,” Rogers said, while noting he is still a firm believer in the communal experience of running shoe shopping.
“When a customer comes through the door, we want to consider them as a friend, as someone we already know,” he said. “When they leave, we want to know their story, so that way the next time they come in, we’re going to explain what’s going on with their feet, with their body, or whatever.”
The Rogers family understands that 50 years of success means relying on the community, but also giving back to it in a variety of ways. Running may be an individual sport, but it’s a team effort at Lincoln Running Co.
“We donate (lightly used) shoes to local charities or schools in need, all over Lincoln,” Rogers said. “Anne (Ringlein, the store manager) has been a manager for 40 years,” Rogers said. “I mean, she’s worked with all three generations, and she runs with a group of recovering addicts. So every Monday, Wednesday, Friday, she runs with them, and then we give them shoes. We give them apparel. We give them anything they need to basically keep this moving.”

PRINT SHOP BECOMES GALLERY FOR COMMUNITY CREATIVITY
Jason Davis has always had an eye for design. But that same eye that is so keenly trained on patterns and colors and fonts is also always looking to the future, locked on to the spreadsheet pages and organizational growth charts that map out the way to new beginnings.
Before taking over Screen Ink in 2004, Davis found himself falling in love with the artistic side of the screen printing business. Even as he was honing his abilities, he felt there was room for a more expansive vision.
“I really loved the craftsmanship of screen printing,” he said. “I was learning graphic design at the time and ultimately was running all of production for the most part. I saw missed opportunities due to lack of online presence and other marketing factors and wanted to take the business in a new direction.”
New direction
It didn’t take long for Davis to figure out a way to blend together his love of artistic design and his newly found business skills, but before he could paint his masterpiece, he needed the right canvas: a new location.
He relocated Screen Ink from an industrial area to downtown Lincoln, where he had the room to expand the business’ capabilities and, perhaps more importantly, showcase the work of the local community.
“We started hosting monthly exhibits with local artists and
collaborating on apparel and art prints to promote and sell on First Friday Art Walks here in Lincoln,” he said. “During our years operating an art gallery in the front space of our print shop, our exhibits and community engagement really set us apart from other screen-printing operations and small businesses.”
“It also allowed me the opportunity to network and connect with artists, community members and other business owners in a way that we never could have accomplished without hosting these impactful art exhibits and events in our own shop and showcasing what we do simultaneously.”
Meeting new challenges
With the expanding business, Davis has found that his physical space needs to match the artistic Big Bang happening in his gallery.
“We’ve relocated once already due to lack of space for expansion,” he said, “and we’re in another predicament where we need more equipment and more staff but we’ve once again run out of square footage. So I guess it’s a lesson I keep having to relearn.
“I’ve been putting a lot of thought into our next stage of growth, which will most likely involve either building out a production space to allow for continued growth or expanding to another location, say, in the Omaha area as we do a lot of work outside of Lincoln and the state of Nebraska.”

UNL PROFESSOR HELPS SAFEGUARD NEBRASKA SUGAR BEETS
Lincoln, Nebraska, April 17, 2026 — Palmer amaranth, a fast-growing “superweed,” is notorious for the destructive threat it poses to sugar beet production. The plant produces enormous quantities of seeds, spreads easily and has developed resistance to most herbicides. Once the weed asserts itself in a field, the yield losses are often staggering.
Until recently, the plant, Amaranthus palmeri, did not have a major presence in western Nebraska. But early this decade, Nevin Lawrence — a scientist working at the University of Nebraska–Lincoln’s Panhandle Research, Extension and Education Center in Scottsbluff — began pointing to the possible threat. His pioneering scientific findings and partnership with Western Sugar Cooperative, a regional grower-owned sugar beet association, helped head off a major outbreak.
Lawrence, associate professor of agronomy and horticulture, generated the only dataset available on the herbicide ingredient metamitron while investigating its potential use against Palmer amaranth. He worked out the optimal use rate for effective protection and shared his findings with Western Sugar, saying preventive action was needed against the threat.
The work helped convince the Environmental Protection Agency to approve emergency use in Nebraska and Colorado of the herbicide Goltix (metamitron is its active ingredient) for three straight years, including 2026.
Safeguarding plants from the superweed threat is a central need for the sugar beet industry. Documented yield losses from uncontrolled Palmer amaranth have totaled 30% or more in Nebraska and Colorado, the U.S. Department of Agriculture reports. Some test sites have shown losses as high as 47%.
Research indicates that if left uncontrolled, Palmer amaranth potentially can lead to average yield losses exceeding 70%.
In the face of this threat, Lawrence’s pioneering work provided a scientific contribution of direct value to industry.
“It was timely, high-stakes work that helped protect a crop critical to the western region,” said Martha Mamo, head of the Department of Agronomy and Horticulture. “Nevin’s work preserved grower options and contributed to savings in the millions of dollars while helping safeguard farm livelihoods.”
The Nebraska Beet Growers Association last year saluted Lawrence for helping the industry safeguard production from Palmer amaranth.
“The level of commitment and ingenuity is quite unique to Nevin, and he deserves a huge debt of gratitude,” said Rebecca Larson, Western Sugar’s chief scientist.
About half of the cooperative’s members used Goltix in 2024, resulting in added revenue exceeding $8 million, she said.
Weed control is a challenge overall for sugar beet production, and in 2018, the crop production company ADAMA sent samples of their herbicide Goltix to Lawrence and other weed scientists, asking them to test it against Palmer amaranth. While other weed experts did not see Goltix as effective, Lawrence’s research indicated that the herbicide offered impressive protection.
Palmer amaranth at that point was not a significant problem, but Lawrence saw the need to keep a focus on the threat. He approached Western Sugar, saying the superweed threat was likely to intensify and that Goltix provided great potential for a solution. The cooperative, whose membership includes producers in Nebraska, Colorado, Montana and Wyoming, approved funding, enabling Lawrence to proceed with his research.
Lawrence’s analytical work on Goltix proved crucial. He determined an optimal use rate that met three key requirements: effective protection by disrupting the weed’s photosynthesis; an application rate low enough to qualify for EPA approval; and affordability for producers.
He followed up by developing a season-long weed control strategy by which Goltix application suppressed Palmer for six to eight weeks, after which other herbicides could be effectively used.
Still, a regulatory hurdle remained. The EPA needed to be convinced to give emergency Section 18 approval for Goltix use, since the only regulatory data for it was from the European Union.
Approval of a Section 18 designation requires proof that there is an emergency, that the requested pesticide is highly effective and that there is no other option.
“My work on Goltix showed it was effective, and my other work in sugar beet showed that there was no other option,” Lawrence said.
Western Sugar cited that all-important information in making the case to the EPA. The Nebraska Department of Agriculture then made the formal request to the agency, which approved emergency use.
“What began as uncertain, difficult work by Nevin has now become a high-return contribution with real and expanding impact,” Mamo said. “The herbicide formulation is now moving into use in other states, which further underscores the value, credibility and broader relevance of his research.”
Agriculture in western Nebraska is distinctive regarding the environment, the crops grown and the agricultural practices, Lawrence said. That is why the university places major ag-research and extension presence there, to tailor assistance to local needs.
“This is the mission of the land-grant institution, to do locally relevant research to benefit the needs of local stakeholders,” he said. “This is the priority of what we do — serve the needs of western Nebraska.”

Jennifer Lemke is an assistant professor of literacy and the Lozier Distinguished Chair of Literacy in the College of Education, Health and Human Sciences at the University of Nebraska Omaha. She has more than 20 years of experience in education, serving as a classroom teacher, literacy interventionist, new teacher mentor and university instructor.
A native of Elkhorn, Lemke earned her doctorate in educational leadership from UNO in 2020 and currently serves as the director of the Nebraska Early Literacy Workshop. Her work has earned her numerous accolades, one of the most recent being The Lozier Foundation’s Can Do Educator Award.
Your role is very much generational in that you “teach the teachers.” How are aspiring teachers today the same as those of past eras?
In my 13 years at the University of Nebraska Omaha, one constant has been the unwavering dedication and motivation of educators to make a meaningful difference in the lives of their students. Those who enter this profession understand the servant nature of the work and the profound responsibility they carry to show up each day ready to support students not only as learners, but as developing individuals.
What led you to your chosen field?
Early in my college career, I began tutoring young learners in an after-school program and quickly discovered the joy of engaging them in meaningful learning and witnessing those “lightbulb moments.” More than 20 years later, that same sense of purpose continues to drive my work as I support both educators and students on the path to fluent reading.
What do you enjoy most about your work?
It’s the people. In my role as director of the Nebraska Early Literacy Workshop, I’m continually inspired by the passion and dedication of educators across Nebraska who are eager to deepen their knowledge and better support diverse readers. Having the opportunity to affirm the incredible work they do each day while also challenging them to strengthen their instruction through more intentional use of evidence-based practices and high-quality instructional materials brings me joy every day.
I am incredibly proud that our workshop team has reached more than 1,500 teachers and 30,000 students over the past two years and is on track to serve another 1,500 teachers in the year ahead.
What teaching skill is most critical yet often most underappreciated or overlooked?
Educators must be lifelong learners, willing to adapt to both the evolving body of research and the diverse needs of students that shift from year to year. What we understand today about how skilled readers develop will continue to grow and change, requiring us, as educators, to stay curious, reflective and responsive in our practice. This means continually seeking new knowledge, examining our instructional decisions and practices, and refining our approaches to ensure we are effectively supporting all learners.
