restraint systems (CRS), and the important factors retailers need to be aware of.
UK law requires children to use a suitable car seat until they are 12 years old or 135cm tall, whichever comes first.
Child restraint systems must be approved to a United Nations (UN) regulation to be legal to use in the UK, as well as other countries around the world. In Great Britain there are two Regulations for child restraint systems: UN Regulation No. 44 (R44) and UN Regulation No. 129 (R129). This is quite an unusual situation as usually the old Regulation will be replaced when a new one is published, but there is currently no plan to withdraw R44 in GB, although it will likely phase out naturally.
What the law says
R44 is an older regulation first introduced in the 1980s and changes introduced in 2023 mean it can no longer be used by CRS manufacturers to type-approve the majority of new restraints. Instead, they must use the more advanced R129. However, CRS that are already approved to R44 can continue to be manufactured, sold and used in Great Britain, but this changed in some countries last year. Now, across the European Union (EU) and in Northern Ireland, separate legislation is in
restrictions. As yet, the UK Government has not shared plans to stop the sale of R44 CRS, but of course this is subject to change.
Why are there different regulations?
One of the aims of R129 is to reduce the instances of misuse of R44 CRS that have been seen by the emergency services and road safety groups. To this end, R129 promotes the use of ISOFIX for CRS for younger children, simplifies the seatbelt attachment for other CRS types and reduces the risk of parents or carers progressing to the next size of CRS before the child is ready. R129 also keeps children rear facing for longer with a minimum age of 15 months and a minimum height of 76cm for forward facing CRS. Rear facing is deemed to be the safest position in the event of a front impact accident involving very young children.
Knowledge of child injury and biomechanics has also developed and improved, which is reflected in the newest regulation, with better test tools and criteria. The dummies used for testing are more advanced and able to provide much better data to inform testers how much protection is provided by the CRS. They are designed to be human-like in size and in response to impact.
R129 also assesses side-impact protection in a uniform way, something that manufacturers
could claim they had tested for internally, but for which there was no regulatory requirement until now. R129 sets side impact test criteria that all manufacturers must meet.
While R129 specifies a height range, it also specifies weight limits to ensure that the ISOFIX anchorages are not overloaded.
CRS are often referred to as integral and non-integral. An integral CRS has a harness or shield built into it to restrain the child, whereas a non-integral CRS relies on the adult seat belt of the vehicle.
R129 integral CRS must use ISOFIX or a seat belt attachment to secure to the vehicle, but never both together on one CRS and only one belt route is permitted on either type of compliant CRS, regardless of the height/age range it is intended for.
i-Size is often referred to instead of R129, but i-Size is only one element of R129. I-Size CRS have been developed with vehicle manufacturers and ensure that an i-Size CRS will fit in any i-Size seating position within a vehicle.
Other R129 CRS are vehicle specific, which means they have been approved for certain vehicles and are known to fit. If purchasing one of these, it is very important that users refer to the vehicle list to ensure that it is compatible with all vehicles in which it will be used.
There is a third anchor point on ISOFIX CRS, often referred to as an anti-rotation device. In the event of an accident, pitch rotation or tilting forward may occur and this antirotation device is designed to prevent this. Variations in vehicle seat cushions affect the performance of the CRS and it is important that these can be tested on the test bench in R129. These devices allow for this and there are two types:
Top tether: This third anchor point is part of the ISOFIX system. It is a strap that secures the upper rear part of the CRS’s backrest to the back seat of the car.
Support leg: The alternative to the top tether, the support leg is used with both rear facing and forward facing seats. It needs to be extended until it rests on the floor of the vehicle. For vehicles with underfloor storage where the support leg would usually fit, it is necessary to check the owners’ handbook for any instructions about the use of support legs.
R129 is constantly evolving
The latest Regulations for child restraints are constantly being considered for improvement at the United Nations (UN) Working Party for Passive Safety (GRSP). Regulators are working on the 05 series of amendments to R129 that
aim to improve harness fit for premature and small babies.
Regulators and standards bodies are also discussing the next generation of ISOFIX as an entirely ‘plug and play’ system to connect to the car without a top tether or support leg, although this is likely to be long-term work. The Baby Products Industry Association will keep members updated as this is developed and implemented.
Tried d teed
In their mission to go above and beyond when it comes to safety, many manufacturers choose to put their car seats and child restraint systems through extra voluntary tests in addition to the legally mandated ones (R44 and R129). PPS breaks down what the different tests involve and what accreditation means for consumers.
ADAC
The ADAC test, run by the General German Automobile Club (Allgemeiner Deutscher Automobil-Club), is considered one of Europe’s most stringent, testing beyond legal requirements for crash safety (frontal/side), handling, ergonomics and the presence of harmful substances. It is executed using a real car body, with a Kia Sportage being the chosen model since 2025. The test runs twice yearly, in spring and autumn.
In 2025, ADAC made the crash tests tougher, with more demanding frontal and sideimpact simulations, making recent scores non-comparable to pre-2025 results.
The lowdown:
• The ADAC test is well above the legal minimum requirements of R44 and R129.
• The ADAC verdict is based on results in different criteria, with the main ones being safety, operations and ergonomics.
• If a seat covers several weight classes, body sizes or installation types, these are tested separately, and the worst result achieved in a single test is used
• The scoring system uses lower numbers for better performance –0.6–1.5 = very good; 1.6–2.5 = good; 2.6–3.5 = satisfactory; 3.6–4.5 = sufficient;
• Seats are tested for safety in frontal impacts at 64km/h (40mph) and side impacts at 50km/h (31mph).
• The ADAC test uses the latest Q-test dummies.
• Frontal crashes are simulated in a vehicle body instead of a test bench.

SWEDISH PLUS TEST
The Swedish Plus Test is arguably the toughest and most thorough crash test in the world. It was developed by VTI Shock Laboratory in a collaboration with NTF (National Society for Road Safety), Folksam, SIS (Swedish Standards Institute), Volvo, and car seat manufacturers.
The Plus Test focuses on the neck protection of the child as well as overall robust protection. The theory behind the Plus Test is that a child secured in a Plus Test approved car seat has a reduced risk of being exposed to life-threatening high neck forces in the event of a frontal collision.
The lowdown:
• In 2023, the test protocol was updated, and only rear-facing car seats can now be tested.
• The test has a much lower limit for the maximum strain on the neck than other tests.
• Only toddler seats up to 18 or 25kg when approved to R44, or up to 105 or 125cm when approved to R129 can be tested using this method.
• The test uses Q3 and Q6 crash test dummies, representing a three- and six-year-old child respectively. The Q-series dummies are the latest and most advanced child crash test dummies.
The test:
• The crash pulse magnitude is higher in the Plus Test than in type-approval tests, representing a shorter stopping distance and harsher braking, resulting in much higher crash energy induced to the child car seat.
• The crash test pulse represents a front impact of roughly 56km/h (35mph), compared to 50km/h (31mph) in type-approval tests.
• The purpose of the test is to promote rearward facing protection for children up to at least four years old based on real-world evidence.
WHICH? BEST BUY
Which? is a not for profit organisation that aims to protect consumers and make life simpler, fairer and safer for everyone.
Every car seat reviewed by Which? is crash-tested to reveal which ones provide the best protection in a collision. The organisation started testing child car seats in 1967 and since 2003 has been crash-testing them as part of a European test consortium along with International Consumer Research & Testing (ICRT) and the European car clubs.
In 2025, Which? updated the way it crash-tests car seats to be more similar to those carried out by Euro NCAP, the organisation that carries out crash testing on cars to show how well they protect occupants in severe accidents.
As of 2025, the score car seats need to achieve to be named a Which? Best Buy are 77% or more for a baby car seat (i-Size baby or Group 0 or 0+); 69% or more for a toddler car seat (i-Size baby to toddler, i-Size toddler, i-Size toddler to child, Group
both front and side crash scenarios.
• Which? tests car seats on their safety, ease of use and ergonomics.
• Each car seat is awarded a star rating for each of the tests – 5* = excellent; 4* = good; 3* = satisfactory or average; 2* = poor; 1* = very poor.
• Ease of use tests are carried out using real children as well as ‘handling dummies’ and laymen parents.
• The tests are more demanding than the British standard safety tests.
The test:
• In the test, dummies record impact forces on the head, neck, chest and pelvis, accurately indicating the chance of injury.
• Any model scoring 45% or less will be named a Which? Don’t Buy car seat.
• The overall test score is based 50% on safety, 40% on ease of use and 10% on ergonomic assessment.
• Each car seat is subject to a frontal crash at around 31mph with another vehicle travelling at the same speed, and a side impact crash equivalent to two cars crashing into each other at approximately 37mph.
• Seats are crash-tested using each method of installation available for each seat.
With innovative wheeled goods and car seats launching at pace and consumer expectations evolving, retailers are adapting to a fast-moving market and finding new ways to stand out. PPS finds out more.
“Overall, 2025 was positive for us,” begins David Winstanley, director at Winstanleys Pramworld, “with a highlight being the launch of our own brand, Amaati. As always, the challenge has been navigating changing consumer spending habits.” With parents feeling the pinch, value remains a key driver in purchasing decisions, says David. “At the same time, the premium market continues to perform well, particularly where products offer intuitive design, enhanced safety features and added convenience. Recent innovations such as folding carrycots have gained popularity quickly.”
Today’s shoppers are better informed when it comes to car seat safety, David points out, resulting in growing demand for products that offer extended rear-facing or adapt as the child grows. “Social media continues to play a role in purchasing decisions, particularly around design and colourways, while real-life recommendations from other parents continue to resonate.”
As well as rear-facing car seats, compact travel strollers are ‘having a moment’, as families look for products that make daily life easier without compromising on quality. “There’s a noticeable shift towards longevity,” says David. “Parents want items that can be used from birth through multiple stages, so they feel like they’re making a smart long-term investment.”
At online retailer The Nursery Store, rotating and spin-seat car seats are increasingly sought after, states co-founder and md Christy Foster. “Parents are looking for products that combine safety with everyday convenience, and that demand has been a real highlight for us.”
Christy notes that the market has become more competitive, with a rise in very low-priced products. “Rather than competing purely on price, we’ve focused on adding value. Carefully curated bundles have been successful for us. They simplify decision making and allow parents to purchase trusted, high-quality

products together at an attractive overall price.”
The Nursery Store has recently evolved its strategy to introduce more premium and luxury brands, creating a clear good, better, best offering. “Customers increasingly value longevity, design and quality, and many are willing to invest in products that deliver on all three,” says Christy. Trend-wise, warmer colourways are favoured by The Nursery Store customers, with tones such as cashmere, truffle and chocolate growing in popularity. “From an innovation perspective, folding carrycots are emerging as a real game changer,” Christy adds, “especially for families looking for flexibility and space-saving solutions.”
Strollers in unisex darker brown shades are popular with customers at My Baby Stroller in Edgbaston, says co-owner Richard Smerdon. “In addition, a lot of customers are looking at travel systems that will go the distance, with more people going for single-to-double strollers for their first baby.”
Richard welcomes the “constant innovation” that suppliers bring to the sector. “Brands are being very creative; there’s always a new feature that will make parents’ lives easier and this is what’s needed to stop the market being too stagnant.”
As a small independent, business is “always challenging,” Richard admits. “This is particularly true online when big companies have sales on. However, we have had some very strong months. We’ve endeavoured to keep the momentum going with instore events and by offering different bundles. We’re trying different ways of posting on social media and learning what works.” Ultimately, the personal touch is what keeps shoppers coming back. “As a small family team, we offer customers our own experience, humour and honesty. Hard-selling doesn’t work in an industry where the customers are emotionally involved.”
With three stores in London – including a 20,000 sq ft flagship store in Greenwich – and four more set to open by the end of this year, Turkish retailer ebebek offers one of the widest selections of wheeled goods and car seat products in the UK. “Parents can find
everything they are looking for, from entry-level to premium options,” says Rasim Tamer Guzey, global buyer. “We have an in-store buggy test track that allows customers to try pushchairs before they buy, and we can install their chosen car seat in their vehicle free of charge.”
Rasim has noticed a clear evolution towards “conscious consumption” in the UK market: “Consumers are focused on smart investments. All-inone bundle travel system strollers or car seats that grow with the child from birth up to four years are attracting strong interest. Value is no longer defined by the lowest price, but by the product that delivers the longest usage period and the highest safety standards (such as ADAC testing) for the price paid.
“Aesthetics remain a strong factor in buying decisions, with timeless colourways such as black, khaki and sand tones continuing to dominate. However, design must go beyond looking good in a photograph; practical factors, such as how lightweight a product is and how easily it will fit into a car boot, are equally important.”
Among the retailers PPS spoke to, the consensus is that strong supplier support is invaluable when it comes to maximising sales.
“Strong communication is key,” says The Nursery Store’s Christy Foster. “Collaborative launches, ongoing support and thoughtful distribution strategies all help create better outcomes for retailers and, ultimately, for customers.”
Richard Smerdon of My Baby Stroller furthers: “We are only a small business, and I find it so helpful when the account managers reach out with advice or things they’ve noticed. Any indie incentives are really helpful to our business so we’d always want to see more of that.”
“We view our relationships with manufacturers and suppliers as long-term strategic partnerships,” explains ebebek’s Rasim Tamer Guzey. “There are several areas where supplier collaboration could positively impact our operations, such as by ensuring consistent stock availability for high-demand hero products and being agile in decision-making to quickly remove bottlenecks. We also expect suppliers to collaborate closely on in-store activations, staff training and exclusive launches. We position our stores as experience centres, and suppliers can use these spaces more actively to tell their brand stories.”

Project Baby’s online survey saw parents offer their feedback on a range of subjects relating to their wheeled goods and car seat retail experiences, both positive and (occasionally) negative.
STORE OR SITE?
The majority of parents surveyed (54%) had made their purchase from an online site, while 46% had shopped in a brick-and-mortar store.

KEY PURCHASE DRIVERS
Safety – unsurprisingly – was named by 100% of respondents as the number-one concern when buying a car seat. When purchasing a travel system or pram, other factors came into play, namely quality (38%), value for money (8%), longevity (8%) and ease of use (6%), with safety cited by 23%. The remainder of the sample named additional factors, such as the size of the seat, as important. With so many products to choose from, 23% of parents used AI to help narrow down their purchase choices.

Whether buying from a shop or a website, a large number (69%) of parents surveyed mentioned prior familiarity with a brand as a major factor in deciding what to buy. In-store advice held sway with 54%, word-of-mouth advice from friends and family was important to 46%, while online parent and baby sites and social media accounts influenced 23% and 15% respectively. Of those respondents citing ‘other’ reasons, one mentioned seeking out clear scientific evidence when deciding on the safest product to buy.
THE OVERALL EXPERIENCE
For those parents who shopped in store, the buying experience was largely a positive one. When asked ‘How helpful was the store assistant?’, the average score out of 10 given

NEW CAR SEATS
The new egg Shell 360 and Oyster Capsule 360 from BabyStyle are i-Size (R129) approved infant car seats, suitable from 40–87cm.
Used with the corresponding ISOFIX base, they offer 360° rotation for easy access, while an antimisuse button helps prevent forwardfacing, encouraging rearward facing travel.
Features include side-impact protection, removable newborn inserts, a one-pull height-adjustable headrest and a UPF50+ canopy, plus a lie-flat position with recline adjustment when used on the chassis. A 5-second memory release button and one-hand ISOFIX base removal add everyday convenience.

The Oyster Vee, joining the Oyster range this summer, is a versatile and practical travel system designed for modern families. Its carrycot folds in half on and off the chassis and stands freely when folded, whether the carrycot or seat unit is attached.

In January, Venicci introduced its new urban pram, Tila, available in four colours: Latte, Noce, Olive and Sabbia.
