What makes us unique Our brand is a reflection of our unique community and our sense of place in the world.
Our culture and diversity
We keep it real. Always.
Our loyalty to each other
A sense of evolution and growth
We are one of Melbourne’s most culturally rich municipalities, where cultural identity is celebrated.
We have genuine grit and character. We’re bold, quirky, unpretentious, and a little weird in the best possible way.
People in the City of Maribyrnong genuinely look out for each other.
We are changing fast – but we’re still grounded in who we have always been.
Our creativity and energy
The place and our history
Our identity and pride
Our unpretentious food scene
A vibrancy and happiness that shows up in our arts scene, the street life, and the people who live here.
Our connection to the river, to our history and to Country gives Maribyrnong a sense of legacy and depth.
There is a strong sense of pride in being from the west, and an underdog spirit that hasn’t been lost even as the area evolves.
A genuine expression of who Maribyrnong is – diverse, unpretentious, and exceptional.

Our logo
Our logo is a bold, contemporary expression of place. It’s grounded in where we are and open to what’s ahead. The square, turned on its side, represents the bluestone blocks quarried in the area, depicting the City’s solid foundations and strong traditions. The fluid shapes symbolise the Maribyrnong River, a constant force in shaping the city and a focus for many exciting opportunities in the future. The arrow, pointing west, is indicative of a progressive, energetic and dynamic organisation.

This year’s Budget would not be possible without the valued input from our community. We thank those who shared their spending priorities and thoughts as we started planning this Budget. We have, as much as practicable, reflected what is most important to you in our decisions, and have considered both the cost of living challenges for ratepayers and the challenging economic climate in which we also operate. This Budget shows our continued investment in some of the core functions our community values such as improving amenity of the Footscray CBD, the maintenance and improvement of existing assets, the continuation of significant multi-year projects, and the delivery of essential services. As the gap between how much our income has grown and how much costs have increased continues to expand, it is becoming harder to provide the services our growing community demands within the funding we have while maintaining the State Government imposed rate cap of three per cent.

Off-leash areas, shaded paths and water stations mean more time outdoors, more often. A good park isn't just green space. It's where the whole neighbourhood, four legs and two, gets to know each other.
City of Maribyrnong
With traffic management and road maintenance and repairs identified as residents’ top issues in the 2024 Annual Community Survey, the Budget also includes an investment of around $15.5 million in this area. Just under $10 million would go to road rehabilitation projects, including completing distributor road upgrades along Summerhill Road in West Footscray and Mitchell Street in Maribyrnong. We are also allocating $1 million for new tree plantings across the City as we work towards increasing our canopy cover to 20 per cent by 2040.
million to deliver sustainable initiatives to reduce emissions and improve our environment. With a continued focus on addressing challenges in the Footscray CBD, $1.7 million would go to improve pedestrian walkways, and other improvements including to the lifts at the Little Saigon Carpark. We believe this year’s budget responsibly manages resources while positioning our City for long-term growth and better services. This brochure shows where your rates go and how they help make the City of Maribyrnong an even better place to live, work and visit.

Of the top five ranked community priorities, just under $9 million is allocated for parks and gardens, almost $1 million for cycling and pedestrian infrastructure, $4.3 million for community centres and libraries, and $2
This year you will notice a new charge on your rates notice – the Emergency Services and Volunteers Fund Levy – which is replacing the Fire Services Property Levy.

This year you will notice a new charge on your rates notice – the Emergency Services and Volunteers Fund Levy – which is replacing the Fire Services Property Levy. The State Government requires all Councils to collect the levy from ratepayers to help support a broader range of emergency services, and for the first time this includes VICSES, Triple

As the gap between how much our income has grown and how much costs have increased continues to expand, it is becoming harder to provide the services our growing community demands within the funding we have while maintaining the State Government imposed rate cap of three per cent.

Intro copy Satoshi Regular Subhead Satoshi Black
Body copy Satoshi Regular
Using Satoshi Light Light tends to work best in larger-scale applications, where its scale allows the fine detail to show through, such as large pull quotes or hero statements. For body copy and smaller applications, Regular is generally the better choice for the lightest weight, offering stronger legibility across screen and print.

Use the AA text swatches for a more noticeable punch of colour. This approach is useful in longer form documents such as reports and publications.
On coloured backgrounds, use the dark swatches for text. Dark text against these tones maintains sufficient contrast for legibility across all applications.

Grounded in place. Grounded in Maribyrnong. The graphic ‘M’ underpins our visual layout system. It’s built from the sawtooth roof, a symbol of Maribyrnong’s industrial past and working-class roots. The silhouette adapts into a symbolic ‘M’, tying our identity back to place.

When scaling the M shape, it may be scaled proportionally to any size. When elongating or shortening the height of the M, there is a specific tolerance within which it can be adjusted to ensure it retains its recognisability – see below.
Scale the M shape proportionally
Extending the height of the M shape
When scaling the M shape it can be scaled to any size proportionality.
The peak-to-lower-curve measurement of the top should sit between 30% and 40% of the overall M height.
Note: If extending the M shape, always use the Direct Selection tool in Illustrator to drag the bottom points and ensure the angle of the sawtooth M is not stretched.
Closer to 30% at taller scales, closer to 40% at shorter scales. Peak to lower curve 30% of overall height Peak to lower curve 40% of overall height

There are four overarching approaches to layout that can be used interchangeably across all Council applications.
M as a frame device
M keyline
M top in frame device
M angle notched in frame device
We can use the ‘M’ in its original form to house imagery and content. This is the most iconic and recognisable use of the ‘M’ graphic.
For a lighter touch, we can use the ‘M’ in outline form – a keyline that interacts with images and content without dominating them.
We can use a simple frame device with just the top of the ‘M’. This allows for imagery and content that might not work within the full ‘M’ graphic.
For an even lighter touch, we can use the angle of the ‘M’s peak notched into the frame device.

Every scrap has a place Bin day doesn't have to be complicated. Food and garden scraps go in the green FOGO bin, giving them a second life as compost instead of landfill. Bottles, paper and cans go in yellow for recycling. Everything else goes in red. Add in regular hard rubbish collections for the bulky stuff, and keeping Maribyrnong clean becomes second nature. Our dog parks
City of Maribyrnong
Off-leash areas, shaded paths and water stations mean more time outdoors, more often. A good park isn't just green space. It's where the whole neighbourhood, four legs and two, gets to know each other.
Good for tails. Good for trails.

Avoid illustrations of people in despair
Avoid illustrations with generic or inaccurate details. Ensure illustrations are edited to feel anchored to place
Avoid overly detailed sketched-style illustrations
Avoid illustrations that are obviously not the Council area. Ensure settings, landmarks, or details feel specific to place

Iconography helps to support messaging at a secondary level. There are two alternative approaches for iconography within the brand depending on your content needs.
Simple icons
More complex icons
Intended to be used as small-scale icons to help readers better navigate text-based applications. These icons are available for free and are all drawn from Google’s Material Icons platform for efficiency, consistency and ease.
Where more complex icons may be required please discuss with our Communications team.

Data, charts and tables Data and charts
Tables
Our data visualisation style combines our core, light, and dark colour palette to create distinction and highlight key data points where needed. We can use a monochromatic or multi-coloured approach, as shown below. In bar and pie charts, each data point is outlined in a dark tone to ensure accessibility and clear differentiation between points.
Note: For the most accessible approach, always try to label data points directly on a graph or chart, rather than creating a key.
In tables strokes or alternating tints of a colour can be used to indicate rows. The example below alternates light pink at 60% and 30% — as tints vary by colour and application, a minimum 30% difference is recommended for clear distinction.

Everyone deserves equal access to Council services, with the opportunity for a positive experience regardless of individual needs. Accessibility means everyone can understand, navigate and interact with Council information and be an engaged member of the Maribyrnong community.
Text colour
Descriptions for images
Use plain English
Summary translations
Font and colour contrast needs to be considered for people with low vision.
Alt text descriptions need to be added to images for people using screen readers:
We aim for a WCAG 2.0 AA standard. Accessibility ratios can be assessed using an online colour contrast checker: webaim.org/resources/contrastchecker/
To add a description, right click on the image and click ‘View Alt Text’.
The City of Maribyrnong is made up of people from 80 countries, speaking over 100 community languages.
Include a translated summary of the key message in the major languages relevant to your audience. Beneath it, add details on how readers can access an interpreter to find out more.
Following the approved colour combinations for text as shown in these guidelines will ensure you meet AA accessibility. Heading styles Always use heading styles sequentially, as this impacts the way screen readers interpret your content e.g. heading order should always be 1, 2, 3 not 3, 1, 2. Never skip heading levels e.g. heading 1 should always be followed by heading 2, not heading 3.
To see an example of this, right click on the image below and click ‘View Alt Text’. Hearing & Speech Accessibility Where appropriate use the National Relay Service icons for people who are deaf or have a hearing or speech impairment. The icons should be accompanied by the TIS and NRS numbers. (See below)
TIS 131 450 Call the Translation and Interpreting Service and ask them to call Council on 03 9688 0200 for help with this document.
Please ensure your writing is clear and uses plain English, free of jargon. Text should be easily understood by readers for whom English is a second language, and should take into account readers of varying literacy levels. Refer to Council’s Writing Style Guide for more information, or contact the Communications Team. Include translations where possible.
Example: English This is the Summer edition of the Memo — a Maribyrnong City Council newsletter. It has information on events, programs and services in the City of Maribyrnong. If you would like to know more about the information in this newsletter, please call the Telephone Interpreter Service on 131 450 and ask them to call Maribyrnong Council on 9688 0200 for assistance.

Each year, the Valuer-General Victoria assesses all properties and assigns a Capital Improved Value (CIV). Council uses this value to calculate rates. Your rates are calculated by multiplying your property’s CIV by the rate in the dollar. This rate is set by dividing the total rates revenue Council needs to fund services and facilities by the total value of all rateable properties in Maribyrnong. Different rates may apply depending on your property type.

New business: Mr Baxter’s
Councillor Mohamed Semra Mayor of the City of Maribyrnong
You may notice Council looking a little different over the coming months.
October Tuesday 20 October, 6.30pm November Tuesday 17 November, 6.30pm
The refreshed identity will make Council information feel clearer, warmer and easier to recognise. The services you use and the support you receive will stay the same. You’ll see brighter colours and more photos that showcase the people, places and stories that make our City unique.
Council meeting dates September Tuesday 15 September, 6.30pm
You’ll start to see a refreshed Council look over the coming months.
Born in Footscray a month after her parents arrived in Melbourne from Cambodia as refugees, Alice exemplifies what makes this area extraordinary.
A new saw-tooth design element will also feature throughout our communications. Inspired by the rooftops of the factories and warehouses that helped shape our municipality, it celebrates Maribyrnong’s proud industrial heritage, hardworking spirit and blue-collar roots.
Given the name Alice because her father thought Australia was like a wonderland, she was raised by a family who always wanted better for their children.
You’ll be able to recognise Council information more easily and find what you need faster.
Her primary school years were spent at Dinjerra Primary School – back then known as Tottenham North Primary School. In her high school years, she attended five different high schools, as her parents were always looking for the best opportunity for their children.
Thank you to everyone who completed our communications postcard survey. The results confirmed that 62 per cent of respondents feel they hear from Council about the right amount, while 46 per cent prefer to receive information by email and 61 per cent by letterbox delivery. The topics people value most are local events
and activities, Council decisions and roadworks. We also heard requests for more information about seniors’ services and Council spending. The good news is we’re already putting your feedback into action.

This consideration for his family’s future is evident even in Alice’s name. Named as such because after surviving Cambodia’s Killing Fields – this place was like a wonderland. It’s a connection that was carried through to Alice’s first book Unpolished Gem, a memoir of life and family in Footscray – which is this year celebrating its 20th anniversary. Originally created from a short story, Unpolished Gem was written at Footscray Library when she was aged 19-24.
“I was more drawn to telling a story that was distinctly telling a story set in Australia, because that’s my upbringing. My parents survived war and famine and genocide – but I didn’t. “I grew up very much like my Australian friends. The very first sentence of Unpolished Gem is ‘This story does not begin on a boat’, and looking back in retrospect, there were things happening politically at the time, where we had a government that was really adverse to “boat people”, so it was stigma that you were a refugee.
“I was born in Australia, and a lot of the books I was reading at the time were about young women like me, who look like me and were culturally very similar to me, but were born overseas. They survived communism in China, or the war in Vietnam, or terrible things and they followed a very particular narrative,” Alice said.
Alice was also recognised for her services to literature in 2022, when she was awarded the Medal of the Order of Australia.
The book after Unpolished Gem was a memoir called Her Father’s Daughter, about her father’s experiences in Cambodia. Alice said, originally, she wanted to write this story first but didn’t have the life experience.
She studied an Arts Law degree at Melbourne University, and her endeavours extend beyond her literary works. She is a mother, and has worked for the Fair Work Commission for 20 years.
These two are just the earliest among Alice’s extensive library of 15 books. In addition to these memoirs, she’s written essays, novels and children’s books.
Reflecting on her 20 years in the workforce, and as a published author, Alice said she looks back on Footscray Library as “such a special place to me”.
It was a match made in heaven then, for Alice to be able to launch the 20th anniversary of Unpolished Gem in July at Footscray Library, as part of the Creative West design announcement. Creative West, she said is a project close to her heart, considering her love of the library. “So much thought has gone into the design of the space, they really have thought about everyone.”

Here, Jack B. Nimble continues to draw crowds with its specialty coffee, creative brunch menu and relaxed atmosphere. A few steps away, Good Good Burgers has earned a reputation for serving some of the area's most satisfying burgers, with juicy patties, crispy fried chicken and flavour-packed sides making it a go-to destination for casual dining. For a taste of the Mediterranean, Naughty Greek brings authentic Greek street food to the neighbourhood. Known for its traditional gyros, souvlaki wraps and fresh ingredients, it's a popular stop for those seeking bold flavours and generous portions.
Adding to Maidstone's multicultural appeal is Hủ Tiếu Gõ Ông Mập, a standout Vietnamese restaurant inspired by the bustling street-food culture of Saigon. Its signature noodle soups, seafood dishes and traditional specialties have quickly made it a favourite among diners from across Melbourne. Banh Me Drive Thru also serves Vietnamese bánh mì filled with crisp vegetables, herbs and savoury meats. It’s a popular grab-and-go option. Finish your food tour with something sweet at Scoopys, where you’ll find ice creams, gelato and treats that are especially popular during the warmer spring months. With leafy streets, local parks and a welcoming community, Maidstone shows that great food experiences are not limited to the inner city.

Creative West is one step closer, with Council unveiling the first concept designs for a new creative precinct in Footscray. The project will bring new spaces for learning, performance, community events and creative industries.
Building the case for investment Your support will help Council advocate to the State and Federal governments to deliver the $148 million project.
At Creative West, you’ll be able to read, learn, attend performances, enjoy community events and spend time in a new town park on the current Footscray Library site and nearby car park.
Designed with community Your feedback, along with co-design with community members and Wurundjeri Elders, shaped the concept design. This input brought local knowledge, creative ideas and cultural stories into the project.
Over 1,100 community responses helped test and refine the concept design so it reflects community needs, aspirations and Footscray’s multicultural richness.

Climate impacts in Maribyrnong
Building a sustainable community, together.
Climate change is already affecting everyday life in Maribyrnong. It influences how comfortable our homes are, how safe our streets and parks feel during extreme heat, how well our drainage systems cope with heavy rain, and how reliably services, businesses and community facilities can continue to operate during emergencies.
About this Strategy Climate change is already shaping the way people live, work, move through and care for Maribyrnong. Hotter days, heavier rainfall, flooding, pressure on trees and open space, rising costs, disrupted services and risks to health and wellbeing are no longer future concerns. They are practical issues for our community, our local economy, our infrastructure and the services Council provides every day. This Strategy sets out how Council will respond with urgency, care and accountability. It recognises that we need to keep reducing emissions while also preparing our places, services and communities for the impacts we are already experiencing. It also recognises that climate action must be fair, practical and connected to people’s daily lives.

What role we can play and how we work with others
Council cannot do this work alone. We will need to work with Traditional Owners, residents, community organisations, businesses, neighbouring councils, the Victorian Government and the Australian Government. But Council has an important leadership role: in the assets we manage, the services we provide, the decisions we make, the partnerships we build and the advocacy we undertake on behalf of our community. This Strategy is more than a statement of intent. It is intended to guide decisions, investment, delivery and public reporting over time. We will use it to strengthen accountability, embed climate considerations into Council systems, and keep improving as risks, evidence, technology and community needs change.
These impacts are not felt equally. People who are more exposed to heat, flooding, poor air quality, energy stress, social isolation, insecure housing or limited access to cool and safe places

Appendix A – Climate-related Council strategies, plans and policies
This is why climate action is about more than reducing emissions. It is also about creating cooler streets, safer homes, healthier public spaces, stronger community connections, more resilient services and practical support for the people and places most at risk.
What is changing in our environment Climate science is clear. Human activity is changing the climate, leading to hotter temperatures, more extreme weather and long‑term environmental change. With more frequent and severe extreme weather events, there are risks to health, infrastructure, the economy, the environment and essential services. See Figure 1 below
What this means for Maribyrnong Hotter days and heatwaves
Heavy rainfall
Which can affect our health, comfort, how we use public spaces, community facilities, energy use, outdoor activity and the way people move around the city.
Heavy rainfall, storms and flooding can place pressure on drainage, roads, buildings, open space, local businesses, mobility and essential services.

Poor air quality and compounding emergencies can affect physical health, mental wellbeing, service continuity, community connection and people’s ability to recover.

Changes in land use and growing seasons
Changes in infectious diseases and vector transmissions
Injuries and death Mental and neurological disorders
Increasing allergens Zoonotic, vector‑ and water‑ borne diseases
Community engagement
Climate impacts are already affecting our community Across Maribyrnong, flooding affects more than roads, drainage and buildings. It can disrupt access to services, affect local businesses, damage community facilities and make recovery more difficult for people already facing social, health or financial challenges. The climate risk assessment identified flooding as one of the municipality’s most significant climate risks, while community participants highlighted the importance of understanding local risks and preparing before emergencies occur.
“People want to know what flood risk means for their own street, their own home and their own neighbourhood, and what they can do before an emergency occurs.”
What this demonstrates
Climate resilience starts before an emergency occurs. Evidence, preparedness, community knowledge and coordinated action all play a role in helping communities adapt to a changing climate.

How Council will respond to climate change challenges This Strategy explains the different ways Council can help respond to climate change. Sometimes Council can act directly. At other times, we need to work with the community, partner organisations and other levels of government to make change happen.
Control
Partner and enable
Council will take action on the things it is directly responsible for, such as Council buildings, vehicles, services, budgets, local infrastructure, parks, waste services, community facilities and internal policies.
Council will work with Traditional Owners, residents, community groups, local businesses, schools, service providers, government agencies and neighbouring councils to support local action, share knowledge and make it easier for people to take part.
Influence
Advocate
Council will use its planning, policies, funding, education, communications and community connections to encourage better climate outcomes where responsibility is shared.
Council will speak up for the funding, rules, infrastructure and stronger climate action our community needs, especially when decisions are made by state or federal government, infrastructure providers, business or industry.
What this demonstrates
Conclusion This Strategy is about making Maribyrnong more climate ready, climate fair and climate accountable. It will guide how Council plans, invests, delivers, partners, advocates and reports over time. It brings together the work Council already does to reduce emissions, prepare for climate impacts, protect people and places most at risk, and make climate action part of everyday decisions. It is an evolution of our continued response to the Climate Emergency, first acknowledged by Maribyrnong City Council in 2019.
This approach helps make Council’s role clear. It shows what Council can do directly, where we need others to work with us, and where we will advocate for change on behalf of the community. It will also help us report back honestly on progress over time.

Evidence based decisions that drive measurable community outcomes.
Community infrastructure is planned and operated as an interconnected network of services and spaces, designed to meet community needs at the local, precinct and regional scale.
The planning and delivery of community infrastructure is informed by evidence about the community and service needs, as well as the condition, functionality and performance of existing infrastructure.
Household income distribution is similar to the City overall, though median weekly household income ($1,866) is 6% lower than the City overall ($1,993). A high proportion of residents born overseas (46%). Between 2026 and 2046, the dominant household type will be ‘lone person households’. Community infrastructure planning and asset management must be directly informed by ‘service planning’. Service planning includes the process of defining current and future needs and establishing appropriate service-delivery models and levels of service. See Figure 3 for the City of Maribyrnong’s

Guiding principles
Council’s vision is for community infrastructure in Maribyrnong to be a network of high-quality, welcoming and accessible places where people of all ages, abilities and backgrounds can connect, learn, create and thrive.
While short term solutions that respond to immediate pressure will – at times – be required, long term planning will ensure the projects delivered address the highest priority needs.

Successful implementation of the Framework will require ongoing monitoring and reviewing to ensure it is achieving its purpose. Monitoring will examine the extent to which:
The Guiding Principles are being applied to Council's community infrastructure decisions The Planning Process is effectively identifying and prioritising projects that reflect community needs and deliver tangible benefits, and Council is working towards achieving its vision for community infrastructure.
Figure 3 City of Maribyrnong Community Infrastructure Planning Process
The Framework will be reviewed periodically to ensure it remains relevant to the City of Maribyrnong's changing demographic, legislative and financial context. A review stage is built into the Planning Process so that each iteration builds on and improves the last. Reviews should also be triggered by significant changes in legislation, policy or service standards that materially affect the scope or direction of the Framework.
