LODGE 5 PRESIDENT’S MESSAGE John McNesby, President

Never has it been more demanding to be a Philadelphia Police Officer. Everyone is focused on “reform” or “defunding”. But some who are doing this actually have no clue, and it is quite apparent that they do not care. One such group is our current City Council. They are hell bent on passing legislation that actually hurts the city, not help. One such piece is the recent passing of a bill which hampers the hiring of much needed new recruits. A few years back we worked on a bill to bring officers on board from across the United States, Military bases, College campuses as well as Universities. Once hired you must establish a residence inside the City limits. It worked for everyone. Not anymore, with this latest passage, you must live in the city before you are hired. This cuts the hiring pool drastically. No one will move to this City “hoping to secure a position”. The next is border line insane. The creation of a Police Oversight Board where it bans any member or former member of Law Enforcement from being able to serve on the board. The rules are different if you are a convicted felon. This so-called Oversight Board welcomes you with open arms if you are a criminal. Just imagine, this a person convicted of saying . . . . . selling narcotics, now could possibly sit in judgement of a Narcotics officer. This is reform? Just this past weekend over 1,000 of illegally driven ATV’s and motor vehicles terrorized an area of East Division. One person was shot and killed. Not one witness to this shooting. 1,000 people, and not one single witness! If the tables were turned and an officer was

accused of wrongdoing, I can bet you would have 1,000 witnesses! So, step in City Council . . . . . . now they want to reward these folks who are terrorizing neighborhoods with these ATV’s with a private area to be able to ride in safety. This just shows how out of touch they are. These people have no interest in gathering and riding safely in a designated area. They enjoy riding up and down Broad Street terrorizing the community, that is their enjoyment. We have very few friends on Council these days. Those that stand on the right side of the Law and support Law Enforcement, we thank you. I would like to take a minute to thank Bob Hurst, Jim Wheeler, and Harry Marnie, for the service they have given to our members, year after year since I have been President. All three are retiring this year, and we wish them all well in the future. They sure deserve it. Also, as I am preparing this article, I would like to announce that Pension Representative Ron Stagliano will not be seeking another term on the Pension Board. I would like to thank Ron for his expertise and his willingness to stay on board in the future to support and guide his recommended replacement who I whole heartedly support . . . . Roosevelt Poplar. Roosevelt Poplar has served as my Chief of Staff for years and will fill that role under the guidance of Ron Stagliano.

This election will be taking place in the fall, and you will be hearing more on this from me. We are now in the middle of Contract hearings. As always do not believe the rumors. Krasner obviously doesn't care about justice being served. He doesn't care about violence being perpetrated against law enforcement officers and innocent Americans, and he doesn't care about how his reckless policies affect the families of the victims. I'm retired now, but I'll be glad to write letters to members of your state legislature and to members of Congress to draw attention to what Krasner is doing to our justice system. I disagree with today's OP-ED "Reevaluating policing.” The public has a duty to communicate that he or she IS NOT a threat to a Police Officer. When a person ignores the commands of a police officer that person is communicating the intention to harm the Police Officer. All of the people Mr. Pearson referenced to support his argument ignored police commands and resisted arrest. I drive approximately 21,000 miles a year. Subsequently I am occasionally pulled over by law enforcement for a traffic violation. I always 1) shut the engine off so that the officer knows I do not intend to flee, 2) put my dome light on in order to assist the officer in making visual observations and 3) place both hands on the steering wheel with my fingers spread apart so that the officer can see that I am not holding a weapon. I am usually asked "Do you know why I pulled you over?" If I know why I answer affirmatively. Then I am asked for "License and Registration." I always announce where I keep my license and registration before retrieving the documents so that the officer is not surprised by my movement. In all cases the officer returns to my vehicle and hands me my documents back with a ticket or warning and wishes me a good day to end the matter. It could not have been more professional and efficient. My interaction with law enforcement is different not because of my race but because of the respect I communicate to law enforcement. The principles of honest, ethical people compel them to make the best effort to obey all laws. On the other hand, criminals have no principles and disregard every law that is inconvenient for them obey. I do not want law enforcement to begin ignoring traffic violations. I reject Mr. Pearson's invitation for an increase in the urban anarchy already occurring in Philadelphia. As Heather Mac Donald, a senior fel-

Summer is here and along with Vacations and the like; we still have a job to do, and it has not gotten any easier… by Vice President Steve Weiler

Here we are, in the middle of what is looking to be a long, hot summer. Last Summer was a nightmare with all the details and protests and in reality, we know that it only takes one incident to bring that ugly truth to the present and have it occur once again. It does not matter if we are right or wrong, it only matters that people now are divided and it seems they like it that way. The world has turned upside down and politicians and the elite want to keep it there so we can never unite and makes things better. There are several things I will never do, and I am sure most of you feel the same. Progressives are trying to change everything, even how we refer to people we love. I will tell you most certainly that I will not be thinking of my Mom, my wife, my daughters as “birthing people”, just not going to happen. I also will not be thinking of any kids who enter their first year of high school or college as “first year students”, they will be freshmen. So having said all of that let me talk about things that matter to cops.

I know that manpower issues will continue to be an issue, not just through the summer, but will continue for the foreseeable future. The city here basically took a year off in the hiring process and they are responsible for this issue. They will cry “pandemic” at every corner but let us face First and foremost, I want to thank all facts here; most if not all of the police deof you who came to my fundraising event partment was working, we did not have rerecently. I was humbled by the large mote jobs or four-hour days. Our people 16

were out there facing the everyday dangers of the street on top of the dangers related to COVID. I’ve yet to see a lot of gratitude from the current city administration or from the top commanders for this effort. WE LOST PEOPLE DUE TO COVID and we still did the job. How about some acknowledgement! Currently, we here at the FOP are engaged in a Contract battle that should be brutal. The city wants everything, and they are offering nothing. Basically, in a nutshell they want to be able to change your hours and shifts at will, and not pay you any overtime. They want to tell you where to live and who you can live with. They want to say what can go to arbitration what can not. It should be a circus.

VICE PRESIDENT’S MESSAGE BY JOHN MCGRODY

It has never been harder to be a Philadelphia Police Officer. We are in the midst of an onslaught of attacks on our benefits, our working conditions and the very profession that we also chose to perform in service to others. It is quite fashionable to bash the police. The media does it, politicians do it, the public does it and police administrators are jumping on this band wagon. Now that we agree that it has never been harder to be a Philadelphia Police Officer, we must extend that to our loved ones and state the obvious, it has never harder to be a family member or loved one of a Philadelphia Police Officer. At the FOP, we represent you as a member but it is never lost on us that you have a family behind you that shares in the hardships of your chosen career. Nothing that the FOP does is more important than to obtain a good contract that maintains your health benefits, working conditions, pensions and get raises. No one can dispute that there is not enough money to properly compensate you for doing the job of a Philadelphia Police Officer. The contract term was actually up last year and we sought and obtained a 1 year extension to protect you and your families during the pandemic. We have been working diligently on the contract for the last two years and have been non-stop in our preparations for several months. By the time you read this, we will have concluded the first week of hearings in front of the arbitration panel. The city is coming hard at us and caving to special interest groups that dislike the police and work against us on a daily basis and even want the Department to cease to exist. We will update you as soon as we have any news on the contract. On the labor front, we have many challenges with the administration of the Police Commissioner. Under the current police

commissioner, we have seen a hardening of discipline and the almost complete refusal of the PPD to engage with the FOP on disciplinary matters. The Discipline First mentality is real and growing in the PPD. We have tools at our disposal in the contract and in our arbitration provisions in the contract to protect you and attempt to restore your good name once this unwarranted and harsh discipline is imposed. I can’t recall the last time the PPD leadership on the city leadership held a press conference or publicly praised the good work that your are doing out there on a daily basis. We have thousands or our officers working daily with a body camera attached to their torso and we all know that these BWC record amazing and inspirational interactions with the public on a daily basis. When is the last time a BWC was released to show the good and decent things that our members are doing on a daily basis. The answer: NEVER. On an administrative note, please remember to keep us up to date here at the FOP on any changes to your personal information such as address, phone number. Even though you may have reported these changes to the Department, the information does not always make its way here. It is also a good time to check on and update your beneficiary. And lastly, no matter your age or life circumstances, it is prudent to have a valid will. We can handle that for you and as the world opens up we look to resume our Wills for Heroes events here at the FOP. It is never been harder to be a Philadelphia Police Officer and we realize the sacrifices that you make on a daily basis. We appreciate that and work every day to make sure that you and your families get the benefits, pay and protections you so richly deserve. Treasurer’s Report

The Fraternal Order of Police – Lodge #5 7C Lounge is now fully operational, we are open for business. The mask mandate has been lifted for those members and their guests who are vaccinated. No news is not necessarily good news when it comes to OnePhilly, the City of Philadelphia continues with its experiment called OnePhilly. There are no new updates and the settlement conferences appear to be at a stalemate. We will keep you posted when we learned more. Speaking of OnePhilly, some of you, specifically members of Class 383 may have noticed that the City has not been withdrawing FOP dues from your payroll. In zoom conferences with the city, those members who voluntarily chose to pay dues through payroll deduction will be paying double dues bi-weekly until your dues are caught up. The city advised us they would make those members aware, but in case they have not, I wanted to mention it as well. It is also important to note, anyone not on payroll, whom have taken a leave of absence for whatever reason, except military leave, is responsible to personally pay FOP membership dues. This applies to members on Medical Leave of Absences, Members who were dismissed and seeking reinstatement, even while going through the arbitration process. A member seeking benefits beyond what is negotiated in the contract (Janus v. AFSCME, 6/27/18), such as FOP additional life insurances, additional follow up legal services, FOP License Plate, and the use of Lodge #5 facilities, to name a few, you must be a member in GoodStanding. Additionally, for those members currently paying dues via payroll deduction, but also have arrears that have accrued while off payroll. Those dues in arrears are your responsibility as well. FOP Lodge #5 will accept

Body Worn Cameras, the pros and cons as they are deployed and reviewed by the Philadelphia Police Department.... by Mike Trask, Financial Secretary

Body worn cameras can be a good thing for officers in this city; they can also be a bad thing. Take the case recently where a two man team were cruising the streets of West Philly. The radio chatter was constant and so were the sounds of the streets. As they were cruising, an Assist Officer came out, police by radio. They both responded with the driver heading towards the assist and the recorder answering the call. As required, they both reached up and activated their Body Worn Cameras, hearing the recognizable beeping noise. At least they thought they did. You see, the Body Worn Cameras make the same sound, so when these two officers reached up to activate their camera they both heard the beep and thought nothing more about it. They arrived as one of the later units at the assist and were not needed and resumed patrol. Only later did they find out that one officer’s camera had never activated. They only realized this after all cameras were checked as a result of the Assist. The officer whose camera that was not activated was now going to be disciplined. It was not going to be a counseling memo either. My question is why? The cameras make the same sound; they both thought they had done the right thing and activated the camera. Isn’t this a design flaw? Wouldn’t it make more sense to have two different cameras with the only difference being the sounds they emit? Makes sense to me;

most districts deploy two person units almost exclusively and that would eliminate the confusion. It also would make sense to alter the progressive discipline for these infractions. Why couldn’t the Department use a scaled discipline system on this particular problem by using two Counseling Memo’s first and then after that a Reprimand and then Suspensions? In this particular case the officers involved were not accused of any wrongdoing that was separate from the Camera activation. Both of their actions were documented by the single camera, in operation by the one camera they had operating between them. In a separate case, the Police charging unit was going after an officer who failed to activate his camera for four successive times. They wanted to discipline him for repeated violations of the same act on the progressive discipline scale in a reckoning period that would have made his discipline possibly 15 days to dismissal. The problem with that is they never disciplined him for the first three matters so the progressive discipline scale doesn’t apply. This is the department we’re dealing with, very petty at times and they can’t see the light at the end of the tunnel, they only see the tunnel. Be safe out there and don’t forget to activate your camera!

CHAPLAINS CORNER by: Lou Campione The spiritual battle continues Charles P. Mirarchi III, C.P. lost his battle to cancer on April 7th 2021. C.P. was one of our counselors who helped hundreds of our sisters and brothers fight through the demonic battles in their lives. At his funeral Mass we were reminded of the words of Stuart Scott “When you die, that does not mean that you lose to cancer. You beat cancer by how you live, why you live and in the manner in which you live.” WOW! CP was a servant leader who invested mightily in our law enforcement family. He lived well, invested in all he met, so that they would be the best person that they could be. We pray God grant rest to the soul of CP and comfort to his family. Speaking of demonic battles ours continue with the increase in violent crime, homicides, suicides, overdose deaths and for how we in our battle as peace keepers are being treated. Prime Minister Winston Churchill during WWII said, “If you are going through hell keep going.” Sage advice for a time such as this. However, we can find solace from our JudeoChristian history to help sure up our response to the demonic we are experiencing. For 5781 years God has provided the right response to the going through hell experience, the demonic battle. The answer is to be in right relationship with him, it does not mean that we do not have to endure the battle, what it means is that if we do it God’s way we shall be rewarded maybe not in this life, but in the next. It is very difficult for us to accept this result. As peace keepers we sacrifice to do what is right, we routinely help to save lives, protect others, help victims, and work to make a better world. Theologian Dietrich Bonhoeffer described the battle against evil as “we are not to simply bandage the wounds of victims beneath the wheels of injustice, we are to drive a spoke into the wheel itself.” We live our mission each day and it seems that all we receive in response to our sacrifice is condem-

nation. This result is not new we can trace it to the beginning of recorded history. A classic example of this plight was experienced by Tobit. Tobit the star of the book of Tobit was serving in 721 B.C. in an early role as peacekeepersheriff-police officer. He suffers major misfortunes, loss of his job, loss of all his wealth, major health setbacks, condemnation of the public, and he prays that God allow him to die. God responds by sending the Archangel Raphael to the rescue. The demonic is met by the sacred and God wins, as he always does. We have to be reminded throughout all of history God wins and will continue to win, but we have to request his help in the battle, we must include him in the battle. God will not, cannot help without our request for his assistance. We cannot win the spiritual battle without employing spiritual weapons. We may not realize it as we are going through the crisis, but we must focus on the mission, we are here to know, love, and serve God in this life and be happy with him in the next. No matter how difficult the situation is we must respond with the response that God gives prayer, fasting, alms giving. The attack we are experiencing is a spiritual one. We are in a spiritual warfare and we must rely on our faith in God for our victory. The attack is on faith, the domestic church-the family, and our role as peace keepers. Each of us through God’s providence is given a Guardian Angel and we must ask our Guardian Angel for assistance. A prayer for the intercession of our Guardian Angel is Angel of God my guardian dear to whom God’s love commits us here be at our side to light and guard to rule and guide. We respond with childlike innocence and ask for God’s intercession and we connect to the power of our patron Michael the Archangel and all of God’s Angelic Army to join with us in the battle. May we always live the mission! 44

Being a Police Officer in a “Woke” world and its negative impact on Law Enforcement…

By Al Kuchler – Legal Services Here, in Philadelphia, we know that we are dealing with a progressive environment. We have a mayor who embraces the concept of a sanctuary city, providing no support to Federal Law Enforcement agencies when it comes to enforcing any immigration matters that the Feds attempt to take action on in Philadelphia. Funny thing about that is something I know I did when I was sworn in, and I am sure all of you did the same. We all swore to uphold the laws of the city, the Commonwealth, and the Federal government the first day we were brought into the Academy and once again when we graduated. When I was sworn in, I am positive we meant what we said and the party that administered the oath did also. Under the current regime, can you say that now? I would think the answer is no since the mayor of this city has openly voiced in so many words that we are not to enforce immigration laws. He has taken steps to impose his action onto police officers and barred all from cooperating with federal agencies when it relates to immigrations laws. I know he can and does do this, but can he legally do this? Can he legally force every one of you to violate your oath? My thoughts are that he cannot; those actions such as that violate the law and when he forces all of you to comply, that it constitutes an illegal order and need not be followed. That is my thoughts but can any one of you challenge that at the possible price of losing your job, I would think not. Do you think you would get a fair shake from the current district attorney on any interpretation of current laws as it relates to immigration? He does not enforce some laws that are on the books and yet he took a very similar oath, but cops get no benefit of the doubt. He has charged some without an investigation. He has shown that he will indict a cop at every available instance. Even when he loses, he 48

makes a second effort and has officers rearrested when cases are disposed of by jurists, no matter what they say. He has shown his bias over and over, yet no one holds him accountable. It is not going to get any better either. There is no one at the state level to counter him and the federal level has recently been turned over to an administration that seems hell bent to reinvent this country with a liberal, woke agenda. My advice to you is something that is necessary. You cannot expect help from the administration, and you certainly cannot expect help from the “3rd floor” as they follow lock step with administration proposals. City Council is on a liberal bent devised to “localize” the police department. They passed a requirement that all police applicants must live in the city for a year before getting into the Academy. It used to be that you had a year to move in but now it is the opposite. There were people on the current list who lived outside the city when they took the test, thinking they would move in if they were successful with their application. The city crushed their applications in bypassing all nonresidents for the next class. Forget the fact that the new regulation was not in effect when they applied; should be some interesting lawsuits there. Getting back to my advice, be careful in everything you do, and make as little effort as possible. Active police officers are always engaged in confrontations with the public. If you avoid these situations, you will have less district level interviews or trips up to Internal Affairs to answer to anonymous complaints. In the past, the more you worked at making arrests and enforcing traffic laws all for the safety of the public and yourself, you made more overtime in court. Now, the district attorney refuses to process many crimes and the overtime there has dried up. It also used to be

that inside personnel got their reward by not having to deal with the street danger or the complaints. Some in the Captains officer get every weekend off and all of the holidays. Now, the officers who work the street around the clock, facing the changes in the weather, driving ill equipped vehicles are a distant afterthought when it comes to overtime for reimbursable code 53 details. Making matters worse are the overtime details that the Commanders can populate like code 64. Commanders have shown that they give most of this to their own support staff and these are details that require some actual work, like tickets for seat belt violations and a myriad of other details that are geared to doing actual police work and no work is done. You cannot kill morale any faster than doing the things I mentioned above but almost everywhere I visit; cops and supervisors say the same thing.

We cannot help with the code 64 overtime as it is not covered by the contract, but code 53 is covered. They have to maintain a running list showing who has volunteered. They also must maintain a list by seniority and show that you were offered overtime before they move onto the next person. That is designed to avoid favoritism and when used properly it works. Sit back and imagine what would happen if the U.S. Attorney announced that 765 Philadelphia Police officers were under federal indictment. Can you imagine the giant headlines, the “breaking news,” the protests, the riots, the burning police cars, and the open looting which would follow? Can you imagine the outraged politicians, the demands for investigations, commissions, and hearings? 765 Officers would amount to about 12% of the Police Department. When you are finished imagining that scenario, consider the following facts, which are very real. 12% of the current Philadelphia City Council is under active federal indictment. Yet, there are no investigations, no hearings, no “citizen review boards”, no action of any kind taken by their partners on City Council. And very little, if any, press coverage other than a one-time brief mention. City Council appears perfectly content to protect and promote corruption within its own ranks. That would all be bad enough in itself. But our City Council is not content with protecting corruption within its own ranks. It is determined to actively destroy law enforcement throughout the rest of the City. As you already know, for more than 25 years, Philadelphia has had a civilian “Police Advisory Board.” But the current City Council took time out from protecting corrupt colleagues to institute something far more sinister. They have created a ‘Citizens Police Oversight Commission” and gave it the power to interfere with and actively disrupt ongoing Police investigations. The members of the “Commission” will be appointed by a “Selection Panel.” The majority of the “Selection Panel” is chosen by, you

guessed it, City Council. It is when you carefully review the legislation that the sheepskin drops off the wolf. Section 21-1203 of the law determines “qualifications” for both the “Commission” and the “Selection Panel.” While current and former police officers are banned from membership, the same does NOT apply to current or former criminals. There is no provision banning people with criminal records from membership. In fact, Section 21-1203 (7) states that members can be disqualified based on “a postappointment conviction for a felony.” This clearly means that any and all pre-appointment convictions for felonies or other crimes are totally acceptable. So Council’s plan appears to be to have drug dealers sit in judgment of narcotics officers. Krasner killer clients can sit in judgment of Homicide Detectives. Read the law. You can’t make this stuff up. This is all brought to you by a group called “The Progressives.” Progressive is the sheepskin covering an extremist left wing hatemonger wolf who supports white collar crime and political corruption while at the same time actively hating and seeking to destroy law enforcement. We used to lock these people up. Now, we apparently elect them. While the citizens of Philadelphia were busy watching mediocre sports teams and playing with their cellphones, the “progressives” quietly changed the Democratic Party into the demoncrats. This is what happens when only 18% of eligible voters show up to vote. Right under our noses, the “progressives” have reduced a once proud, once vibrant City to the status of a backed-up toilet. Someone, please call a plumber.

Dear Brothers and Sisters,

As I write this, we are approaching the end of the fiscal year (06/30/2021). There is no question: The COVID-19 pandemic has had a substantial impact on the lives of all Americans, and it will continue to do so. It has disrupted work, education, health care, the economy, and relationships, with some groups more negatively impacted than others. Fortunately, your pension fund has held up extremely well through these very difficult times. The pension fund investment return was up slightly over 24% through the end of May 2021. The pension fund currently holds assets of over $7 Billion. The pension trustees, the investment staff and consultants have done a great job navigating this tumultuous time. There are still challenging times ahead. Political gridlock in Washington, disruptions in the supply chain, rising commodity prices and creeping inflation are all a threat to the economy moving forward.

One question I am frequently asked is about the possibility of a payout from the pension adjustment to pensioners. There is a formula specified in the pension code that mandates a payout of excess earnings when certain performance metrics are obtained using a five-year smoothing method. It has been some time since we have exceeded that threshold. Because of the strong performance of the fund this fiscal year there is the possibility of a payout in 2022. We will not know until we receive the annual actuarial valuation report sometime in early in 2022.

We will never forget what happened in the world beginning early March 2020. Suddenly, our lives changed almost overnight. We began to hear in the media about a worldwide Pandemic which was being identified as Covid-19. Panic slowly started to overcome almost all aspects of everyday life in our society. More and more people were becoming ill, and the death rate began to rise quickly because of the Coronavirus. It showed no partiality among us. Rich and poor alike, and people from all walks of life were now being impacted and affected on all levels. Perhaps we ourselves received a positive diagnose of Covid-19 and had to spend time in quarantine. We would begin to learn each day that the number of people being tested received a positive Covid-19 test result. Family members, friends, neighbors, fellow colleagues at work and strangers were all being diagnosed positive. Everyday experiences that were common to us started to change. Churches started to close, stores were running out of supplies and many people found themselves for the first time working from home just to stay safe. During all of this, police, fire, emergency services and healthcare workers remained steadfast and worked endless hours to help deal with everyday life in a time of distress. This crisis would soon spread worldwide. To make things worse, many of our cities throughout the country were now starting to witness a tremendous amount of violence in their streets. Looting, rioting, and violent acts were occurring in many places even as Covid19 was spreading throughout the world. It continued to take from us people who we knew and loved.

At the beginning of the pandemic and during the summer of 2020, I found myself working side by side with President John McNesby and the executive board of FOP Lodge #5 distributing face masks, hand sanitizers, food, water, and other critical supplies to our officers on the front lines. These brave men and women were relentless in completing their mission to help the citizens of Philadelphia. We are proud of them all. During this time, Michael the Archangel Ministry Program assisted with food distribution in the front of Archbishop Ryan High School almost immediately. We were able to feed four hundred families and individuals on one day. In November we were able to distribute fifty turkeys along with a Thanksgiving meal to families of five and more. On Last Out, I was able to bless and offer support to Philadelphia Police Officers on the front lines of the pandemic. Faith has carried us into the unknown.

Our faith in God was strong and steadfast and continues to be a comfort to many of our members. Religious services became available on Facebook live and continues to be available even today to our members. On one occasion, President John McNesby and the FOP team joined me as a blessing of the medical staff at Jefferson Torresdale Hospital was offered to two hundred doctors, nurses, and staff present outside of the emergency room. In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all of our programs and made a series of recommendations to President John McNesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens and Assistant Administrator Ray Convery. All of these recommendations were adopted, and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Health Transformation Program is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse, and dependent children 18 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 3000 pounds of fat and gain 1000 pounds of muscle... Every New Year we make New Year’s resolutions. Every year the most common is to lose weight, exercise more, and eat healthier. One survey concluded 180 million people make New Year resolutions and 8% keep them. The most common reason for the failure is that we do not change the behavior that is causing us to make the resolutions. The fundamental issue is that the change has to come from within motivational speaker Matthew Kelly describes it as our lives change when our habits change. So, if the resolution is improved health, we strongly encourage you to join our L.E.H.B. trainer Damien Young at d.young@warriorworkoutcamps.com. The benefit of daily exercise also impacts reducing stress, anger, anxiety, depression, if you add prayer and meditation to your commitment, you can also gain a spiritual benefit and in these times, we all desperately need God’s help. Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. These programs assist in the healing process, as we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available: psychiatrists, psychologists, counselors, and social workers to address mental health concerns. Whatever the need is we can find a resource. Please use the programs, to help let the healing begin, to help get to a safe place. Father Steve Wetzel leads our Michael the Archangel Chaplains program. They conclude, cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein. Auxiliary President’s Message...

by Donna Giulian, Lodge 5 Auxiliary, President Here we are 5 months into 2021, finally things are heading in the right direction. Onward and upward as we move into the summer months, being able to socialize and do some of our favorite things. Our auxiliary members tried to keep busy over the past few months with limited abilities. We were able to host our favorite group event, “Cookie for Cops”. Normally this event is held in February but of course with changes in 2021 we moved the deliveries to May. On May 2nd because of the generosity of over 20 bakeries and monetary donations from Local Police Supporters we were able to assemble and deliver over 300 cookie trays to the officers in districts, special units and divisions, PAB including the Police Commissioner. The generous monetary donations received allowed us to purchase products from those donating bakeries enabling us to help small businesses. The cookie day was special Thank you to VP Steve Weiler for accepting the ceremonial tray before the group headed out to a few special districts. Along with our friends and helpers from The Hell Raisers Motorcycle club we were able to make deliveries to the new Kensington Mini Station, 24th and 25th districts along with AID unit. Book Summary: In the 1970's the Philadelphia Police Department resisted hiring women to the rank and file of police patrol. The Philadelphia Police Commissioner testified in Federal Court that "God in His infinite wisdom made men and woman different" in an effort to argue against the hiring of women. Four fictional female police recruits serve as a surrogate to tell the story of the challenges and experiences of the women that defied social norms to develop skills and rise to the challenges. The obstacles along the way were at times created by society standards and others were caused by chauvinism, jealousy and a rejection of social progress. Officer AJ Harris was the inspiration for friends, Kate Rossi, Samantha Kelly and Michelle Jones as they forged their way through the Police Academy as the first class of female recruits. The bond they developed continued after graduation as they learned how to depend on each other to develop skills and work toward promotion. When AJ Harris is found dead by a bullet from her police service revolver they are initially devastated. As they strive to fully understand what would drive their friend to such a drastic end, they risk relationships with their love interests, colleagues, family and the Philadelphia Police Department. As they dig for information, they navigate some twists and turns and are surprised that their biggest allies in their fight for truth were in plain sight. The end of the story affirms the instincts, self-training and skills of the three officers and sets the stage for another whodunit. The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. ALBErT A. LOrY, Jr. DOD: 04/08/1941 DOD: 07/09/2020 rET: 2/1987 79 YEArS OLD Albert A Lory Jr passed away peacefully on July 9th 2020 at his home in Mount Laurel, NJ with his family close by, he was 79 years young. Al grew up in North Philadelphia and graduated in 1959 from North Catholic High School. He then enlisted in the US Air Force where he went on to be stationed at Torrejon Air base in Spain, a country he embraced and explored. It was a chance meeting at a café in Madrid where Al met and courted his future bride Consuelo (“Connie”). They married in 1962 and in 1963 following the birth of their first child Michael, Al and family came home to Philadelphia to begin chapter 2 of their lives. Following his Honorable Discharge from the Air Force, Al followed a path to law enforcement where he attended and graduated from the Philadelphia Police Academy in October of 1964. His first assignment as patrolman was to the 6th district station where he served until

his promotion to corporal and transferred to the transit unit in 1970. In this decade Al’s life and career flourished, he and Connie were blessed with the births of their daughters Monica and Melissa and Al was promoted to detective, a great fit for an inquisitive and studious guy. Al spent most of the 1970’s at Central Detectives, there he would eventually train and qualify as a Polygraphist. If life were not full enough, Al even found time to attend night classes and earn a business degree from Temple University in 1974. The pinnacle of Al’s career was reached when he was promoted to the Elite Homicide Unit at 8th and Race, where he worked cases for 9 more years until his retirement from the Philadelphia Police Department in 1987. Al served his city with honor and pride throughout an era tumultuous change and challenge. In retirement, yet not quite ready for the pasture, Al and Connie moved the family to South Jersey where Al put his training and skill to work joining the Burlington County Prosecutor’s office in charge of their polygraph testing. The role provided the challenges he needed while transitioning towards full time-retirement in 2000. Unfortunately shortly in to retirement tragedy would test there family with the sudden loss of their daughter Monica, Al and Con123

nie’s next challenge came in raising and nurturing their there granddaughter Julia, once more “pop-pop” stepped up to raise a wonderful young woman. While work may define the man, Al Lory the person was so much more. He was a committed husband, dad and loving grandfather, as well as a warm and embracing soul who made everyone feel like a friend, making you laugh with ease ore lightening you on a current topic or historical event with a most thoughtprovoking point of view and unique perspective. Al lived his retirement years in peace surrounded by the ones he loved most and embraced his love of food, wine, Jazz and the ultimate comfort of his backyard sanctuary where he relaxed with the birds he loved, the sound of a soothing fountain and the contentment in having lived a good life, contributing more than he ever received. Albert Lory lived the American dream, he gave his all to his Country, his City and most of all his Family, and as he left this world content with the condition of all and proud of his contribution to each…

McCLOSKEY CPL. #8105 DOB: 10/01/1949 DOD: 11/14/2020 APPT: 11/07/1981 RET: 01/15/2010 ASSN: 22nd, 9th and 1st districts, Juvenile Aid Division, Morals Squad and the Narcotics Field Unit : Relatives, friends and former co-workers will be sad to learn of the passing of Charles A. McCloskey on November 14th, 2020 after a long bout with cancer. He was 71 and lived in Brigantine, New Jersey. He was the son of Elizabeth P. and Joseph C. “Goople” McCloskey, a founding officer of Philadelphia’s Police Athletic League. Charles is survived by fiancee Joanne Waninger Troutner, sons

Joseph P. McCloskey (Heather), John P. Troutner and daughter Jacqlyn Troutner, grandchildren Declan J. and Killeen P; and by many close relatives and friends. Charles was a graduate of Father Judge High School and the College of Steubenville (now Franciscan University) in Steubenville, Ohio, and joined the Philadelphia Police Department in November 1971. He served for over thirtyeight years, retiring in 2010. He was assigned to the 22nd, 9th and 1st districts, Juvenile Aid Division, Morals Squad and the Narcotics Field Unit. He served for over twenty years in the Field Unit, serving narcotics search warrants in Southwest, North Central and East (“The Badlands”) divisions. He was decorated for valor in 2000. After retirement, Charles pursued his dream of researching the pre-Disston history of his beloved neighborhood of Tacony. He wrote two books which were accepted into the stacks of the Free Library of Philadelphia and Historical Society of Pennsylvania: Tacony: Era of William H. Gatzmer and the Philadelphia & Trenton Rail Road and Descriptive Inventory and Transcription of the Gordon, Saltar, Wharton Family Papers, 17231858. He served on the boards of three historical societies and lectured at several venues on the findings of his research, as well as the history of the “Bake House” property, now the Delaire Landing residential complex in Northeast Philadelphia.

DET. EDWArD “TED” WOOTTEN III DOB: 2/22/1946 DOD: 8/18/2020 APPT: 2/22/1968 RET: 1989 US Navy Veteran ASSN: Patrol - 18th District, JAD, South Detective, Major Crimes, Dignitary Protection, Intelligence Ted, 74, passed away peacefully surrounded by his loving family on August 18, 2020. Ted was born and raised in Overbrook and then spent his adult life in the Pennsport section of South Philadelphia with his devoted wife of 45 years, Maureen, and his two daughters Courtney (Gabriel) Gliwa and Erica (Sean) McDermott, and as well as his beloved granddaughter Sloane Gliwa. Ted was a proud Navy veteran who served in the Vietnam War and the Navy Reserves. After retiring from the Police Department, he continued his law enforcement career with the Office of the Attorney General Bureau of Narcotics Investigation, retiring in 1999. More recently, he worked for the Forrest Theatre as security chief. Ted had many assignments within the police department starting as a patrolman in the 18th District, JAD, South Detectives, Motorcycle Gangs Police Intelligence Unit. He was a true “Cop’s cop” and professional. His strong work ethic couple with his sense of humor eased the daily pressures of the job. One of his favorite assignments was guarding Pope John

Paul II on his visit to Philadelphia in 1979. In 2019, Teddy was honored to be part of the 50th year membership in the FOP and enjoyed catching up with old colleagues at the reception. He was so proud of the friendships he made over his many years of dedicated service. Ted was an avid Philadelphia sports fan and enjoyed hunting and fishing at his hunting club, travelling with his wife and friends, and spending time with his beloved family at their shore house in North Wildwood. Ted will remain in our hearts forever as a loving father, husband, Pop Pop, brother, and friend to so many.

WALTEr J. COUgHLIN, SErgEANT #473 DOB: 10-02-1927 DOD: 04-02-2021 APPT: 11-19-1956 RET: 02-29-2004 ASSN: 31st District, 22nd District, Intelligence, Mayor’s Detail / Dignitary Protection, Polygraph, East Detective Division, Organized Crime Intelligence / Organized Crime Unit/Major Investigations Division/Criminal Intelligence Unit Who was Walt Coughlin? My dad, Walter J. Coughlin, was born on October 2, 1927 to Helen M. Coughlin (nee McAvoy) and Walter A. Coughlin. Walt was the youngest of five children. He spent his childhood and early teen years in Germantown. Like most boys of that era, my dad became a fan of the Phillies and the relatively new Philadelphia Eagles. His love of

Philadelphia sports teams would continue through his entire life. On December 7, 1941, Walt, along with the rest of the country, got the news of the Japanese attack on the United States Naval Base at Pearl Harbor. He told me the story of how he and a few friends were walking down Chew St. when a woman came onto her porch screaming that the “Japs bombed Pearl Harbor.” Walt was only 14, but the United States entry into World War 2 had a big impact on him. During the first years of the war, Walt was a student at North Catholic High School. “North” always had a special place in my dad’s heart. Wanting to do his part in the war, Walt joined the U.S. Navy on June 14, 1945. He was 17 years old. For those of you that knew him this may be surprising but he was, in fact, in the Navy before joining the United States Marine Corps. He recounted to me that during his basic training he and the other seamen were told they were training for the invasion of Japan. It was expected that the U.S. would have as many as 46,000 killed during the invasion. He also told me that if President Truman did not use the atomic bomb to end the war, he felt that he probably would not have survived the invasion. On August 14, 1945, the day before Japan surrendered, Walt left for his service in the pacific. He served on Kwajalein, Marshall Islands, from November 1945 to July 1946. He was discharged from the Navy on July 19, 1946. Ironically, when he came home from his naval service, being 18 he 125

had to register for the draft on July 22, 1946. The following year, he completed the requirements for high school and officially graduated from North Catholic in 1947. In 1948, Walt considered police work. In those days, according to what he told me, you needed a political connection, like a ward boss, to get “the job.” He had no political connection so he gave up on the idea and decided to go back in the military. In July of 1949, Walt entered military service for the second time in his young life. He became a United States Marine. Based on his past naval service, he was assigned the rank of corporal after he completed boot camp. He was part of the United States Marine Corps Detachment on board the heavy cruiser, U.S.S. Newport News. He served aboard the Newport News from 1949 to 1951. He was promoted to sergeant while serving on the Newport News. The Newport News sailed the Mediterranean and my dad was able to see places like Barcelona, Gibraltar, Naples, Istanbul and Casablanca. It was during his time at sea that Walt developed an interest in the American Civil War. Later in life, he would work as a volunteer at Philadelphia’s Civil War museum on Pine Street. Upon returning stateside, Walt stayed in the Marines. From 19511956 he reached the rank of Tech Sergeant (Grade E-6). Walt’s service in the 1950s was with the 2nd and 3rd Marine Divisions. Within these divisions, he served in primarily with artillery batteries. His duty sent him to Japan (where he climbed Mount Fuji), Territory of

Hawaii, and stateside assignments in Annapolis, MD and Camp Lejeune, NC. He left the Marine Corps, as a Staff Sergeant, in October of 1956. On November 19, 1956, Walt Coughlin entered the Police Academy with recruit class #131. This began his 47 years, 3 months, 10 days career with the PPD. He was given badge 2235 and was assigned to the 31st District at 26th and York. He recounted to me that on the first day of the academy the class was sworn in and they received their badges. They had already purchased their own firearms. He also said that his class was told that they needed policemen to work the Thanksgiving Day Parade the following week. His whole class was assigned to the parade with less than two weeks training. To top it off, after the parade detail was done, they were assigned to districts until they were recalled to the academy in January of 1957. As he put it, “we were all pretty salty when we got back to the academy.” It was during this time that my dad met my mom, Anna Kempista. They met at a wedding of mutual friends. They got married on April 29, 1961. They bought a house in Parkwood and began raising a family shortly after. Their first child Walter Jr. was born in July 1962. Their first daughter, Georgeanne, was born the following year in October. Life was getting more complicated for the Coughlins. My dad figured that the police salary was not enough to raise an expanding family so he went back into the Marine Corps Reserve. In fact, his

picture appeared in the paper as a human-interest piece that was captioned something like “Marine arrests cop.” The picture was my dad being fingerprinted by a Marine Corps sergeant. He was fingerprinted as part of the re-enlistment into the reserves. Life went on and my dad stayed in patrol. In 1962, the City re-aligned the districts and closed the “old 31st.” Walt was moved to the then new 22nd District at 17th and Montgomery. He would say to me “when I was in patrol, I helped my share of people, made my share of arrests, delivered a baby, and worked the Columbia Avenue Riots in August of 64.” In March of 1965, two months after the birth of their third child, Helen, Walt earned promotion to the rank of detective. He was given badge number 739. My dad was immediately assigned to the Intelligence Unit. In addition to his other responsibilities, he worked in direct contact with Mayor James Tate. He liked Mayor Tate. In 1967, Walt and Anna’s last child, James, was born. Walt worked as an Intelligence Detective until he was transferred to the Polygraph Unit in January 1969. He told me about the night P/O Frederick Cione was killed. All of the polygraph unit members were called into work. He said that they put a lot of people “on the box” that night and the following days. He always said that he regretted that, even though the PD had some good suspect leads, the killing of Policeman Cione was never solved. My dad enjoyed his plainclothes time but would always say that it would 126

not bother him if he had to go back into uniform. My dad was promoted to sergeant on September 25, 1972, a week before his 45th birthday. His badge, which I now proudly carry, was 473. As it turns out, he did not have to go back to uniform. He was assigned to East Detectives until November when he was transferred to the newly formed Organized Crime Unit. This is where my dad found his true police calling. Virtually everyone that knew him from his Organized Crime days would say he was THE expert on Philadelphia’s Mafia. He investigated the Angelo Bruno killing, the bombing of Phil Testa’s house, and all the other Mafia related events of the time. In the time that he was in OCU/OCI he worked at 3rd and Race, 4th and Girard, and the Frankford Arsenal. I believe that this was my dad’s favorite time on the job. Dad’s Marine Corps Reserve time ended in the 1980’s because of the military’s mandatory retirement. He asked for and received one extension but was denied a second extension request. He finished his military service to his country with 32 years active and reserve time. He retired as an E9, Master Gunnery Sergeant. People that called him “gunny” know how much he loved that term of endearment. In 2000, my dad got in the DROP with about 43 ½ years on the job. Some people would criticize his decision to stay after 40 years and they would say he was “losing money.” He didn’t stay for the money; he stayed because he

loved the people and he loved the work. He told me the job kept him young because he was always dealing with young cops coming into the unit. Nine months into the DROP, my mom, his wife of 39 ½ years died. Her death hit us hard. I’m glad he decided to continue working after her death. I think the job gave him purpose and it kept him sharp. Walt retired on February 29, 2004. In retirement, he continued to go to the arsenal and feed the cats (much to the dismay of some people). He once said to me “what are they going to do, lock me up?” His retirement also allowed him to become more active in Catholic pro-life activities. He would still watch the Phillies, Flyers and Eagles (and still scream at the TV when there was a bad play). In 2012, Walt had a fall at home. He broke his neck. The injury would have killed most people but arthritis in his neck actually saved him from suffering a severed spine. Unfortunately, this event was the beginning of his health decline. Based on the doctor’s recommendation, he stopped driving. However, he would still walk to St. Anselm to attend mass. In his last years, his memory and body failed and he was called “home” on Good Friday, April 2, 2021. He had a full life, saw the world, raised a family, and dedicated the majority of his life in service to the country and the city. So who was Walt Coughlin? He was a devout Catholic. He was a husband. He was a father. He was a grandfather. He was a son. He was a brother. He was an uncle.

He was a marine. He was a cop. He was a North Catholic Falcon. He was a Civil War historian. He was a Philadelphia sports fan. It does not matter how you knew him. He left an impression. Upon his return home, he studied Structural and Mechanical Drafting via the GI Bill. A registered contractor, Ken worked with his father building homes until his entrance in the Police Academy. While on the force, Ken also served in the Fourth Naval Command as an Instructing Gunnery Petty Officer aboard the DDE Fox. Ken was part of many districts over his 22 years and passed on many fond memories of his time with the PPD to family and friends. Even in his final years, to anyone who was open to hearing of the old days. His favorite saying was “Everyone goes on the books, no matter who they are!” Ken moved to Ind Rks Beach, FL after retiring from the Police Dept, and remained there until 2014 when he moved to Port 127

Richey FL to be nearer to family in his final years. He was a lifetime member of the American Legion and served as Adjutant for Post #128. He continued to work in construction while raising his youngest sons, before completely retiring in 2001. Ken passed in the afternoon April 29, 2019 from mostly natural causes, but the decline was triggered by a broken hip the year before. Ken's remains were interred in Bay Pines National Cemetery (Bay Pines, FL) on June 19, 2019 after services, surrounded by family, friends, and fellow officers Ken is survived by his brother Robert; four sons Ken, Steve, Vince & Al ; nieces Jacqui & Sherri; nephews Peter & Robert; five grandchildren, five greatgrandchildren, two great-nephews and two great-nieces. Heinze II was appointed to the Police Academy on December 6, 1965 and his first assignment was to the 9th District where he worked patrol and vice. He was transferred to Highway Patrol in 1967 where he remained until October 1969 when he was

promoted to Detective and assigned to NEDD. He was promoted to Sergeant in 1972 originally assigned to NEDD, but later reassigned to Highway Patrol. In 1976 he was promoted to Lieutenant and remained in Highway Patrol. Frank was promoted to Captain in 1979 and assigned to the 35th District. Two years later Frank was transferred back to Highway Patrol and became one of a few men to serve all ranks in Highway Patrol. In fact, Frank was even an Inspector in Highway for a few weeks in 1982. Promotions were announced that year, but the Tall Ships were visiting Philadelphia, so Commissioner Solomon made the promotions and had everyone remain where they were assigned until after the event. So, Frank was a Highway Patrol Inspector! The officers in Highway Patrol bought a crushed hat with ‘scrambled eggs’ on the brim and presented it to Highway Patrol Inspector Frank Heinze at roll call. That hat is still in a glass case in his home. Frank served as Commanding Officer of North Division until 1986 when he was promoted to Chief Inspector and assigned to the Training Bureau. Frank started his education while serving as an officer by taking police science classes at Temple University. While at Temple, he earned an Associate’s Degree and a Bachelor’s Degree in Criminal Justice. He also attended Penn State University, at the Radnor Campus, and earned a Masters of Public Administration. Frank later obtained a certification as a substance abuse

counselor. Frank was an alcoholic who went into treatment while an Inspector. He was always proud of the Department for the way they handled his addiction with treatment and did not stand in the way of his promotion to Chief Inspector. He always felt that the policy of the Department helped many officers receive addiction treatment. Frank retired in 1987 to become part of Mustard Seed Inc., a company founded by police to help officers with addiction problems. After a couple of years with Mustard Seed, Frank missed police work. He found a position as Police Chief in Yardley Borough and was there for three years. After that, he was hired as Chief of Police, in the larger, Lansdale Police Department and served there four years. Tired of the snow and cold, Frank moved to Jacksonville, Florida. There he obtained a position with Florida State College where he worked in the Criminal Justice area and as a student advisor. Frank was an avid reader of crime novels. His favorite activities included riding his motorcycle, fishing, kayaking and bicycling. On Friday, April 3, 2020, Frank H. Heinze II died of a heart attack prior to leaving his home to attend an Alcoholics Anonymous meeting. Frank is survived by his wife Sue; his children Amy-Morgen Heinze, Susan Kottler, and Robert Del Vecchio; his granddaughter Morgen Jones and his great-grandchildren Taylor and Easton; his sister Linda Heinze-Mitchell; his 128

brothers Edward Heinze, Peter Heinze and Paul Heinze; plus numerous nieces and nephews. Frank was always proud of his police service. He often said that he knew he helped untold numbers of people and felt he made a difference in the world.

ANTHONY JOSEPH MArTINO DOB: 01/09/1933 DOD: 06/24/2020 APPT: 11/01/1956 RET: 09/05/1979 Anthony (Tony) passed away at the age of 87 surrounded by his loved ones at his home. He is survived by his wife of 64 years, Rose Marie, his daughters Rosemarie, Laura (James), his sons Anthony (Rita), Steven (Pam), his predeceased son Joseph, eight grandchildren and eight great grandchildren. Tony was a veteran of the

Army and served during the Korean War. After his honorable discharge he joined the Philadelphia Police Department where he was employed as a Park Police Officer. He eventually moved into the Accident Investigation Unit from which he retired in 1979. After Tony retired he worked for AllState Insurance Company where he did claims investigation. Sitting behind a desk was not his thing so he opened his own business, Anthony Investigations, and was commissioned by some of the most prominent lawyers in Philadelphia. His love for his family was unparalleled to anything else in his life. Vacations at the Jersey shore and day trips to lakes and parks on a hot Sunday afternoon filled their summers. All seven members of the family would pile up in the old green van and off they would go. Winter weekends were filled with trips to the poconos and family gettogethers created more memories. Tony had so many friends. The last 20 years of his life he resided in Maple Shade, New Jersey and enjoyed all the community events. He was an active member of the Sons of Italy and Knights of Columbus, giving of his time volunteering for fundraisers and so much more. He enjoyed playing bocce ball and participated on several teams. He was a friend to everyone and was always the first person to help anyone who needed it. Gereaghty, age 96, passed away on December 31st the last evening of2020. Joe was born and raised in FISHTOWN where he spent his life until moving to North Wildwood, NJ some thirty years ago. He attended Immaculate Conception grade school and Northeast High School. He worked as a welder for the old Kensington Ship Yard before joining the United States Navy on August 13, 1943. Joe was a World War II veteran. He was a seaman first class and served with U.S. Naval Amphibious Forces Pacific on Tank Landing Ships LST 599, LST-780and LST 824. He survived a Japanese Kamikaze attack which struck LST 599 in 1945, and saw action in Eniwetok, Guam, Saipan and participated in the assault and occupation of Okinawa 1946. For his service Joe received numerous recognitions, including the Navy Good Conduct Medal, Combat Action Ribbon, China Service Medal, American Campaign Medal, Asiatic Pacific Campaign Medal with one bronze battle star, World War II Victory Medal and Navy Occupational Service Medal with Asia Clasp. He received an Honorable Discharge on December 29, 1945. When Joe re129

turned home he worked as a Teamster for nine years. In June 1953 Joe joined the ranks of the Philadelphia Police Department class # 1 07, was issued BADGE # 1951 and assigned to the 6th District in Center City Philadelphia before being transferred in 1963 to the Philadelphia District Attorney's Office as a District Attorney Detective (County Detective). He served as an investigator under four of Philadelphia's District Attorneys - Crumlish, Spector, Fitzpatrick and Rendell. In the mid 1960's Joe was one of three Detectives who worked on the "President Kennedy - One Bullet Theory" for then District Attorney Arlen Spector. Joe worked in Major Trials, Private Complaints, Sex Crimes, Special Investigations and Homicide. He also was a sworn Special Deputy U.S. Marshal traveling throughout the United States on various assignments. Before retirement he assisted with the reorganization of the DA's Office Witness Subpoena Unit. In 1978 after 25 years of service Joe retired from Philadelphia Police Department. He was one of the 13 founding members of County Detectives Association of Pennsylvania and cofounder of Pennsylvania Region 13 International Police Association assisting with getting a charter and serving two terms as President of the Pennsylvania Region 13. Joe remained an active member of this organization until his passing. Joe was a loving son, brother, husband, father and grandfather. His wife, Anne, passed away in 2017 leaving a noticeable void in

his heart and in the hearts of their three children, Bunny, Joe and Diane. He was Pop Pop to five grandsons, eight great grandchildren and one great great grandson. His son, Joseph W. is a retired Philadelphia Police Officer and his grandson, Joseph C. is a retired Washington Township Police Officer. In addition to being an active member of the County and State Detectives Association of PA, he was a member of the International Police Association Pennsylvania Region 13, the Fraternal Order of Police Philadelphia Lodge 5, the Cape May County Emerald Society, the Knights of Columbus Our Lady of the Rosary Council #2572, the Loyal Order of the Moose Wildwood Lodge #585 and the Greater Wildwood BOP Elks Lodge #1896. Joe was truly "OLD SCHOOL", he was a "Cop's Cop" and a "Man's Man". Now it's time to take your place of honor among those that have gone before you, Dad, and know you will be remembered for now and forever by those whose lives you touched.

Philadelphia, P A and was a graduate of Archbishop Ryan High School and the Philadelphia Police Academy. Michael dedicated his life to serving and protecting others. His career in law enforcement spanned over 45 years. As a Homicide Detective he earned countless awards and commendations for his excellence in police work. It was important to Mike that the communities he served were safe and that people felt secure, treating everyone fairly and with respect. He retired from his law enforcement career as a Lieutenant of Homicide in Delaware County in 2017. In addition to his successful career, he pursued a lifelong dream and obtained his private pilot's license. He enjoyed several years of flying small aircraft and taking family and friends on short trips to destinations or just to see the ocean. He loved to read, spend time with family, play Pinochle at family parties, and watch John Wayne movies. His family also has wonderful memories of numerous "camping" weekends in his RV, sharing stories and s'mores by the campfire. He was extremely proud of "his girls" and his grandchildren and enjoyed watching them participate in the activities that made each of them shine. He went out of his way to provide support and encouragement to his family. Everyone who met Mike knew instantly that he was a man that you could depend on, trust, and always knew just the right words to say to ease your mind. or loving husband you knew that he would be there for you in a heartbeat. He will forever be in the hearts of all those that had the privilege of knowing him.
