Two of the most important things on the radar are your contract and the upcoming District Attorney’s race. The contract can wait until the next issue. This DA race cannot. Simple and to the point, this guy is single handedly destroying the city. A couple of years ago it was just the FOP out there alone, banging our chest and screaming . Now the outcry is coming from every neighborhood, and city residents are seeing firsthand what is taking place in their community. People are losing family members, husbands, wives and young children. As I write this we just reached 100 homicides. Unacceptable period. It is time for city leaders to step up and take action. Prayer vigils will not work, you cannot pray your way out. Community “buy in” has hit a brick wall. The “pandemic” is not the reason people are shooting each other. The cooperation between the different departments is non existent . Weekly meetings after a deadly weekend won’t work. The criminal element on the street know that there is zero consequences for carrying a gun, committing a crime or even a murder. Four years of social experiments need to come to an end. The leadership in the city needs to push back against this defense attorney masquerading as a DA. Simply put we need to let the officers do the job they have been doing and we need to keep these criminals in jail. Give the officers the support we need. Let us do the job. PUSH BACK and TAKE BACK this city. The best and only choice for DA is Carlos Vega. Make the switch to democrat (we will switch you back) Have your entire household vote. Tell everyone you know. The future of the City and the safety of the officers is at stake. VEGA FOR DA period. BE SAFE

As we all know, 2021 is our ACT 111 contract negotiation hearings with the city of Philadelphia for our bargaining unit members (Police and Deputy Sheriffs).

Be prepared for the show of all shows from the city, and their presentations. For the past year police around the country have been blamed for the past 50 years at least for everything under the sun. it is the police fault that the city school system has failed, it is the police fault that we have poverty and homelessness at an alarming rate, it is the police fault that the crime rate around the country has skyrocketed to numbers never seen before. Yes, you get my drift, we are the cause and blame for everything that is wrong in society as we know it.

Let us not forget about the politicians that has been leading this country for decades, and has little to show for it, when it comes to the communities, health, education, social security, and a variety of things that law enforcement has absolutely no control over. We elect politicians, year after year with a failing grade, and yet they are the ones making and changing law, changing people lives in ways unimaginable. What are we doing as a whole? With numbers, you have power, when we all can come together and unite as one.

While city council sit back and make $110,000-$1400,00 a year, and watch this city being run down by a DA, whose only agendas are embarrassing the FOP and showing no respect or remorse for the hundreds of murders victims’ families, city councils only concerns are public hearings for the police contracts, and police reform. How about some of you start doing the job you are paid to do

for a change. Stop jumping on the bandwagon and be the leaders you were voted in to be. It is amazing to see how many have completely turned their backs on law enforcement, until they need law enforcement. Common theme around the country. Me saying all of this is leading to the most important part of this article.

We have contract hearings coming up very soon, and as you all know, according to the people that sit in city hall, you do not deserve anything that is humanly decent. As a matter of fact, they would like to see you working with the bare minimum of people and equipment. You and your families do not deserve medical coverage that is fitting for survival. This is basically what we are thought of throughout the city by our politicians.

Now is the time that we all stand up together and show our unity to these people that is totally set on dividing and destroying what we have worked for and will continue to do so.

Come out to the hearings, if you can and make them look you in the face and tell you they want to take everything away from you, that you have worked so hard for.

Bottom line folks, we are in the fight for our lives, and we can only be successful, if we all come together and stay united. I know lately fraternalism has not meant much, but this time, we need to show the city and all the non-believers what and who we really are for once. I hope to see you all soon.

Contract Proposals, Race for District Attorney, and other pressing matters… by Vice President Steve Weiler

I am hoping that all of you took the time to read the Contract Proposals that the City of Philadelphia countered our proposals for the upcoming negotiations. It is abundantly clear that the City has little or no regard for your position as a police officer in this town. They are literally looking to gut prior contract gains made in previous negotiations as they heel to every progressive position proposed by both our current District Attorney and also by the new progressive members of City Council. They are not even trying to hide the fact that they have contempt for the arbitration system currently in place in the city. They complain loudly that the arbitrators have no business altering the decisions made by the command staff that affect the fairness of discipline when it is meted out. That is the very purpose of a neutral arbitrator; to ferret out unfairness to workers so they have a voice in the process. What you will not see in these arbitration hearing is ANY member of the current Commissioners office or any of the many Deputies working for her making any presentation to the contrary relating to the City Proposals. They will simply follow the “company line” when it comes to negotiations. One might wonder why they do such things, and the answer is simple. While the Commissioner and the Deputies are all allegedly “police officers” they are not represented by the FOP. They are actually represented by the city as their salary and benefits are part of the Managing Director’s office expenses. That is where their bread is buttered. So, when the call goes out from the FOP asking any and all of you to appear for contract negotiations, I hope that all of your respond enthusiastically and take the time to help us fight for your future. As far as the District Attorney’s race we are asking you to take very clear action to rid the city of the defense attorney posing as the district attorney. I do not believe I have to go into detail regarding the practices of this office while under the total lack of leadership while

this individual has been at the helm of this office. There is clearly no bond existing between police officers and the attorneys in this office and there will not be as long as “let em go Larry” remains in charge. You must take drastic action and you must do it now to avoid another drastic four years under this imposter. We are asking all of you to vote for Carlos Vega in the May Democratic Primary. If you are a registered Democratic, you will be able to do that as only Democrats can vote for democratic office seekers. If you are registered as a Republican or event as an Independent, we are asking you to switch your party affiliation to that of the Democrat Party so you can vote for Carlos Vega. You can always switch back after the primary, this is very important, and I hope all of you respond in a positive way in this endeavor. On a lighter note, the Polar Plunge will be taking place at all the same locations. The only change will be that it will be in April so were hoping this later time frame will bring out an enormous number of participants. Please join us as we celebrate the Polar Plunge and take the baby steps necessary to come out of this pandemic. In closing, I am asking all of you to take the time and have each other’s back out there as manpower is down and there are less of you out there. Take the necessary precautions relating to Covid-19 and if we can be of any help to anyone out there, do not hesitate to reach out to me at any time, day or night. For Philadelphia Police Officers and your families, the challenges are daily, the challenges are considerable and the challenges are real. You face physical danger, city leaders that have little respect for the job you do and the controlling institutions in society that have seemingly decided overnight that the Police are the bad guys. We continue to fight the unscrupulous and dishonest leadership in the District Attorneys Office that favors criminals over our city neighborhoods, crime victims and our police officers. This office is bent on destroying the careers of Philadelphia Police Officers in their quest to provide aid and comfort to the criminals who prey on our communities. Everyone NEEDS to vote for Carlos Vega in the May Primary election. The majority of City Council works against the best interests of Philadelphia Police Officers and their families. City Council passed a bill last year attempting to diminish our right to collectively bargain for you and your families for your hard-earned wages, benefits and conditions of employment. This bill is contrary to the Pennsylvania Act 111 statute which governs our collective bargaining for the last half century. The FOP sued to stop this attack on our bargaining rights

and I’m happy to report that a Philadelphia Common Pleas Court Judge ruled against the city’s objections to our lawsuit several days ago. So, you will have your day in court on this assault on our all-important bargaining rights. As you know, we are again in a contract year and we have a tremendous fight on our hands. The city proposals would be laughable if they weren’t such an extreme assault on you and your families. They are targeting your wages, your benefits and your working conditions. They are coming hard at our long fought right to enable you and your family to decide for yourself where you live. They want to revoke residency. They are also looking to dismantle overtime rules and they are looking to undo the protections against unwarranted discipline that we now have. The want to upend everything and take away your rights. The upcoming contract process is absolutely a serious assault on you and your families We will need all hands on deck to combat this. Please be at the ready. In the interim, stay safe and watch your back.

The most important political fight the FOP and its members have ever faced lay ahead of us. There has never been a local political figure more destructive than current district attorney Larry Krasner. The request I’m going to make of you in this fight will make some of you uncomfortable, but I assure you it is the only path to defeating him in his upcoming reelection bid. No matter where you fall on the political spectrum, there is an unavoidable, immutable truth about the politics of Philadlephia. It is a democratic city. If you’re not a registered Democrat, you don’t have a say. Now that’s not to say that there is anything wrong with voting republican, or voting republican out of a sense of political belief or principle. However, there is a mathematical truth that runs absolutely counter to that political principle. That mathematical truth is that a re-

publican vote in the election for district attorney is a vote for Larry Krasner. We need our members voting for democratic opposition to Krasner. It’s that simple. If our line of work has taught us anything it is that sound tactics and strategy can win the day. That is all this request is asking of you. Not a compromise of your political beliefs. The Fraternal Order of Police`Lodge #5 7C Lounge is once again open for business. Initially we started at twentyfive percent capacity and hopefully by the time you are reading this article we are at minimum fifty percent, if not a hundred percent. If you live in Philadelphia, you personally know the importance of the upcoming election for the Office of District Attorney. The FOP has been kindly requesting members who are registered as a Republican to make the switch to Democrat, in order to VOTE for Carlos VEGA in the Primary Election on Tuesday, May 18, 2021. Unlike the current DA, Carlos VEGA, endorsed by the FOP, is the only QUALIFIED candidate running for DA, so please encourage family, friends, and coworkers to VOTE VEGA FOR DA. It’s time to restore confidence in the Philly Judicial System. The City of Philadelphia continues to push this archaic OnePhilly payroll system. As I mentioned in my previous article, the city has entered into settlement conferences with the FOP, however the City is not negotiating in good faith. Their proposal does not mirror anything in the FOP’s proposal. The city ultimately wishes to set up a grievance system very similar to the Heart & Lung process. The city claims it will create a web based “Claim Portal” where you will have up to sixty days to make a claim. At the conclusion of the notification period, the city has thirty days to notified the President of the FOP, John McNesby with a summary of reported complaints. Then the city requested thirty to sixty days to set up a “Consolidated Meeting” to resolve the member’s issue. If the issue is resolved, the city will make its “BEST EFFORT” to make the member whole within two pay periods. My question, hasn’t the city’s “BEST EFFORT” been proven to be a farce to members currently dealing with OnePhilly issues? If not resolved, the city requested an additional one hundred and twenty days to enter into a “Consolidated Arbitration” where the issue should come to some conclusion. However, the city has no intentions of accepting responsibility, because nowhere in their proposal does it mention interest payments for monies delayed due to their miscalculations. We will keep you posted on the ongoing events regarding OnePhilly. Several months ago I had a disturbing phone conversation initiated by a Lieutenant that I prematurely gave some accolades to in a prior article

relative to OnePhilly. I submitted an email regarding a member’s payroll issue to some folks of importance that included a Deputy Commissioner to his unliking. I won’t get into the specifics of the conversation but my hitch and reason for submitting the email was due to his unacceptable response to a prior email concerning a member’s issue. I’ll paraphrase, but it was something to the effect of we are aware of your issue, but there is no timeline when it will be resolved. That’s what the city considers their “BEST EFFORT!” Unfortunately, their “BEST EFFORTS” were directed towards me, by reporting false claims describing my email as disparaging. With all the hostility aim towards police nowadays, the least the City can do, is pay every member what is due to them whether actively working or in injured on duty status. Is this too much to ask? While on the subject of the city’s “BEST EFFORTS,” expect the same effort on the city’s behalf in negotiating our new contract. Their “BEST EFFORTS” will include attempts to weaken the FOP’s position based on today’s law enforcement climate as they echo “DEFUND THE POLICE and / or REALLOCATION” sentiments. The city hopes to make collective bargaining a thing of the past. What’s at stake? Everything, to name a few, your medical benefits, residency, your raises, and your rights. The FOP will go above and beyond our “BEST EFFORTS” to get you a fair contract. So we ask each and every one of you to make your “BEST EFFORTS” to attend the contract hearings and make your presence known. We will keep you posted on the pending hearing dates. In the meantime, please continue to email any OnePhilly Payroll issues to police.payroll@phila.gov, then CC Philadelphia Police Department Fiscal Officer at Finance, Sabrinea.Wallace@phila.gov, and Philadelphia Police Lieutenant, Liaison for OnePhilly James.Ferguson@phila.gov. Prosecution by District Attorneys is no longer a foregone conclusion in Philadelphia…. by Mike Trask, Financial Secretary

Everyone knew when the current district attorney was elected that dark days were ahead. He further made it abundantly clear of his motives when after a few days into his new role, he fired over 30 of the top prosecutors in the office. He claimed it was “the prerogative of the new boss”, but in actuality, new bosses take the time to review the staff of any program they take over and evaluate their effectiveness accordingly. In this instance, it was almost immediate, as if he was settling old scores for cases he had lost when he went up against these Assistant DA’s. We now need all of you to take an aggressive stance this election cycle. For those of you registered Democrats, please vote for Carlos Vega. He could care less about us while we’re alive, let alone for those who gave everything. This action was so blatant that every FOP social group called here to make their anger known. And most, if not all, then made the effort to post their outrage on their social media pages and also directly to this sham of a man. Thanks to all of you who took that action. Please be safe out there and back each other up. Safety is important and we need to take care of ourselves, remember the thin blue line. Disability Corner by Trustee Terry Reid

On the disability front the sad reality is that if you are an aggressive Police Officer you are more likely to get injured, if that occurs please report it the minute it happens. If you delay reporting the injury your claim could be denied and we would have to go down a long road to have it recognized by the City. If you are currently injured and receiving treatment please remember if you were injured in the performance of your duties and your injury is classified as a heart and lung you have the right to move out of the City of Philadelphia compensation clinic and treat with one of the heart and lung doctors. I encourage you to move to one of our doctors, they will listen to you and get you the treatment you need to get back to work. If you should have a problem navigating through the disability system please contact me here at the Fraternal Order of Police Lodge #5. I can be reached at 215-629-3620 and am available to answer all your questions. Just remember the Safety Office and their personnel work for the City. Although they are there to assist you with paperwork please contact me with your questions. Many of our members are constantly receiving bills that are the responsibility of the City, do you’re self a favor and bring the bill to myself or Joe Schrank at Lodge #5 so that we can get it paid by the City. DO NOT THOW IT OUT it will not go away and just end up as a negative item on your credit report. On another note when requesting a reoccurrence of and old injury please contact us first. We

can explain the process and alleviate you from getting the run around from the Safety Office. As you may already know it’s time to sign up for the Catastrophic Leave Bank. The enrollment period began January 1, 2021 and ends March 31, 2021. The Leave bank was created to help Police Officers who have serious medical issues and have depleted their own banks. The requests are decided by a committee and only granted for serious medical conditions. You are permitted to donate up to five vacation days to allow an ill member of our department to maintain his pay and health benefits. The forms can be obtained on our website www.fop5.org and at the front desk of the Lodge during normal business hours. On another note, we are preparing for our upcoming contract we are awaiting dates to be released. The upcoming contract will be one that we will be fighting for all our members. The city will claim they will not have the ability to pay us. The city of Philadelphia will try to lay out to the Neutral Arbitrator why we do not deserve a pay raise and it is our Job to tell the Neutral Arbitrator how hard all Police Officers work to make sure that the citizens of Philadelphia are protected. They risk injury to themselves and even death daily for the city and receiving fair wages and benefits is the city’s responsibility. Conductors’ Message by Sharon Jonas

I would like to begin with a quote I cling to, “Hope is stronger than Fear.” (r.d.) Something that we all seem to cling to during these times where uncertainty has reached levels no one predicted. It is something we’ve always counted on together, just sadly not on this unprecedented scale.

The past holidays that were mildly celebrated in our homes hopefully brought a few extra moments together that may normally get away. Also, a special remembrance of those we had to say a gentle, quiet goodbye (much differently to) that will never be forgotten. Memories that will be treasured and spoken in our hearts, every day, now until forever.

Our own holiday “wrap up” was brought to our Fallen Officer Families via pick up/transport of some goodies along with a dinner to enjoy over their holidays. Again, not exactly as we hoped, but the loud message of never missed, forever remembered is President McNesby and the team’s honored mission.

*Update on my last “Looking ahead”… The North Wildwood Annual Fallen Heroes Polar Bear Plunge has been delayed and will now take place on Saturday, April 10th, 2021, at the 15th Street Beach. This may give a little more warmth to that North Wildwood ocean chilling-body shocker of pure ice that is usually endured in February. I hope everyone is good to jump on in and can adjust their schedules to come on out and support our FOP Survivor’s Fund. The reason all this works is from the generosity of all of you and it definitely never goes unnoticed!

The most important thing that we do here at the FOP is to ensure that you and your families are taken care of via the contract. This year, we have a very tough contract fight coming up with the city. Under the leadership of our president, John McNesby along with the Executive Board, will fight at any cost and tirelessly for our upcoming contract. We understand the dangers you face first hand and places our union as a first priority. We have recently been out to the districts and units discussing the draconian contract proposals that the city dropped on us. We understand the concern you have for your wages, benefits and working conditions and we promise a full and comprising fight in the upcoming contract for you and your family.

As challenging as our journey, we are definitely traveling it together, while continuing the dedication and commitment to our families of our fallen officers and each other. Now, more than ever, you and your family are in need of a place to be able to put your worries aside and enjoy yourself. That place is the 7C Lounge, the Heroes Ballroom and the MGL Room here at the FOP. It is your FOP!

Also, another final note regarding personal wellbeing. The gym here at the FOP is open from sun up past sun down for all of your fitness needs. As your Conductor, I have the honor of swearing in new FOP members. While doing so, these members also elect their beneficiaries for both their city and FOP insurance policies. Please remember to update your beneficiary here at the FOP as the need arises. When swearing in folks, we always encourage our folks to sign up for Deferred Comp. In 2020 we were part of what was the most difficult time in my nearly forty four years’ policing experience. We as police officers and sheriff’s deputies had firsthand experience of the destruction of all that we risk our lives to protect. During 2020 the influence of the demonic was powerful. We experienced double digit Increases in crime, homicides, suicides, overdoses, divorces, and families (the domestic church) being torn apart by fear and isolation. Fear of the virus preventing families from seeing parents and If we listened to those who promote the cancel culture, the response is to promote fear. We can trace this cancel culture response in the bible. Jobs wife when she was faced with the unexpected tragic deaths of their entire family, her response was for her husband to curse God and die. This is the demonic response when we are faced with adversity, curse God and die. Job refused to be part of the demonic, he refused to curse God and die. Job instead questioned God and prayed. Likewise Judas Maccabeus leader of We mourned the loss of 300 our brothers and sisters from the Fraternal Order of Police Lodge #5 Philadelphia in 2020. Many of these deaths were unexpected and our level of fear and anxiety rose. One of our F.O.P. brothers relayed that his 95 year old mother compared our current crisis to what her generation went through with the depression and WW II. She concluded that the difference between then and now is that they prayed, begged God for help and attended religious services. As a result of that tribulation they were united by their faith in God. They followed the faith response, which is one of the reasons they earned the title the greatest generation. This reminded me of a lesson my father taught me, he served from 1939 to 1945 in the United States Army 1st Infantry Division earned the rank of Master Sgt. . He relayed that in preparing for the Normandy invasion the soldiers found a Rabbi or Priest or Minister and made their peace with God. When faced with adversity or death they embraced their faith. When we are faced with adversity our response should be to pray for God’s guidance and forgiveness. Our faith provides all of the answers to the horrors

grandparents creating tremendous conflict, caused by isolation. We witness morale among our peace keepers decline. When I was young there was a TV show that I hated which was titled “The Twilight Zone”, it was a bizarre combination of horror, science-fiction, and superstition. I believe in 2020 that we lived a yearlong episode of the show being produced and directed by the demonic and it continues in 2021. What a horrible experience. What have we learned?

The answer to all the tragedies in life is to be in right relationship with God at all times. We can question him as Job did, but our questioning must always lead to the same conclusion, that is to accept his will and pray for his strength and courage. We are here on earth to know, love and serve God in this life and to be given our reward of being happy with him in the next life. We must always live our mission as peace keepers, we are here to do his will, no matter how difficult it may be. God is in control, we may not understand or accept it, but he has been in control and remains in control. God cannot be canceled by any culture, when we mourn the loss of one of our peace keepers we are to pray for them and their families and to assist their families. By embracing our faith and being in right relationship with God our families can be assured death had no victory, death had no sting. May we always live our mission!

Contract Negotiations, why it has never been more important for all Members of every rank…

By Al Kuchler – Legal Services I hope that all of you have taken the time to read the city’s proposals for our new contract. In reality, there is no valid “negotiation” aspect to their proposals; it is just givebacks. They want to destroy collective bargaining for every member in all ranks. Their very first proposal is to get back residency, requiring all hires after July 1st, 2016 to live in the city. That means that all members who were hired after that date would have no option to move out of the city and would create two classes of members; those that live in the city and those that do not. On discipline, they want to limit arbitrators in their decision-making process from reducing penalties or eliminating them altogether. Another real creative move by the city is to ban the FOP from using any funds derived for Legal Services, from being used to make claims against the city or to defend claims from grievances or arbitrations, heart & lung matters, civil services proceedings, or any other employment related action. They have devoted a three page “offer” that actually guts the Heart & Lung process and gives them sole control of the fate of those injured while performing the duties of a police officer. We all know where that led before Heart & Lung. They also propose to “civilianize” the department making them the sole deciders of what jobs they wish to change to civilians, regardless of the fact that these jobs were performed by sworn officers in the past. They even mention the creation civilian public safety officers. In the grievance category, they propose that any suspension of 10 days or less is NOT subject to arbitration. Thus, even if it can be proven they screwed you, you cannot grieve it. Sound fair to you? They also want to substantially reduce the back pay awards or eliminate back pay awards totally. There are many more nonsensical proposals brought by the city in regard to ar48

bitrations, but you need to take the time to read them to fully understand just what your employer is proposing to affect your employment. On Health & Welfare, they are looking for all to pay a co-pay each and every month. On Compensation, they offer nothing. No raises or anything. On Work Schedules they want the ability to change shifts whenever they deem it appropriate without the payment of overtime On Vacations, they want the vacations to be based on a 52-week period, based on seniority. In other words, new hires will not get a summer vacation until they have around 20 years on the job. On sick usage, you will be placed in the sick abuse list after 5 days, not the current 8-day yearly number. In addition, they will be able to look at multiple years of sick time usage. They also seek to impose periodic medical exams and to impose a policy regarding Fraternization. So those of you married or dating supervisors beware, they are looking to govern your private lives. In short, I have never seen a worse array of proposals from the City. It seems that they have aligned themselves with the anti-police agenda that permeates throughout all progressive municipalities across this country. They also have to do this in front of city council, who in all probability demand even more shameful givebacks or concessions. This is why, whenever summoned by President McNesby to appear for Contract Hearing, everyone must make the time to show that you care about these matters. Sitting back and thinking that others will do so is unacceptable. Everyone needs to turn out. No excuses, it is that important! Stay safe out there.

We must stop the growing crime wave and escalating murder rate brought about by a vertical dog turd who has spent his entire career coddling killers and hating cops. uation has become. I know a lot of you have become cynical over the entire electoral process. But not voting is NOT the answer. I know this sounds over-dramatic, but it is true. This is the most important election facing Philadelphia for the foreseeable future. Right now, the street Officers are unsupported and unprotected, (except for the protection they give each other). Four more years of this will kill Philadelphia. Please hear the pleas of your fellow Officers and back them up, by voting for Carlos Vega in this year’s district attorney primary election. This is an “Assist Officer” call you can’t refuse.

PENSION FUND AND DEFERRED COMPENSATION UPDATE by Ron Stagliano Dear Brothers and Sisters,

At the Pension Fund meeting February 25th, 2021, the annual actuarial evaluation report was given. This was for the fiscal year that ended June 30th, 2020.

A few highlights include: • The funding percentage increased from 49.7% to 52.1% • The fund paid down an additional 2.35% in Unfunded Actuarial Liability (UAL). • Cash flow was positive for the 3rd consecutive fiscal year. • The fund should achieve 75% funding level by 2028.

As of this writing (2/16/21) your pension fund has assets of $6.43 billion. The investment return for the fund since July 1, 2020 to date is 20.5%. While there will be no payout from the pension adjustment fund to retirees in 2021, there will possibly be a payout in 2022 if the investment returns hold up through June 30th 2021.

The city is scheduled to make their final obligation payment of $555 million dollars to the fund for this fiscal year on 3/11/2021. That is the balance of their total contribution for this fiscal year of approximately $710 million. The city’s obligation to the fund for the next fiscal year is approximately $720 million. That money has been budgeted.

This past year the pension fund was recognized by the Government Finance Officers Association (GFOA) for “Excellence in Government Finance”. You can access details of the award at the gfoa.org website.

This past year has been difficult for everyone. The FOP has experienced many deaths among our active and retired officers due to COVID-19.

Unfortunately, the aftermath of those deaths is made more difficult sometimes because people have not done their job and kept their beneficiaries up to date. I cannot tell you the additional pain that this causes the surviving families, and yes it makes our job here at the FOP more difficult than it needs to be because people do not periodically review their financial situation. If you have gotten married or had a child since you joined the police force you should make certain you have the proper beneficiary designations. I know we constantly preach about this, but it seems to be necessary. We can only assume that who you have designated is the proper person to receive your benefits. Please, make changes if necessary. It is highly recommended that you get a Covid-19 vaccination this year. TheR Center for Disease Control has established a prioritization order according to phases. PhaseAssi 1a includes healthcare personnel and long-term care facility residents. Phase 1b includes people ≥75 years of age and frontline essential workers. The City of Philadelphia included Police Officers, Sheriffs and County Detectives as “frontline essential workers” in the Phase 1b designation.

The Police Department sent out a District/Unit survey to determine who wanted the Covid-19 vaccine requesting a response of: yes, no or maybe. Upon collecting those surveys, the PPD sent LEHB the list of eligible active duty Officers who replied “yes” and instructed us to offer the vaccinations to Officers in payroll number order. If an active duty Officer, for one reason or another, is not on the list and wants to receive the Covid-19 vaccination, they can contact LEHB, we will put together a list of Officers requesting to be added to the list and we will coordinate with Deputy Commissioner Coulter’s Office to update the eligibility list. The Philadelphia Department of Public Health is allocating 500 doses of the vaccine to LEHB per week to continue administering the first vaccination to Officers and we receive another 500 doses to provide Officers with their second inoculation, scheduled 4 weeks after the initial one.

It is important for members to stick to their appointed times. Please call to cancel if you find out you cannot keep your appointment so that we can schedule another Officer. Officers who are on the eligible list will be sent: an e-mail and a robo call from LEHB advising them to contact our office to schedule a vaccination appointment.

BY LOU CAMPIONE In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all our programs and made a series of recommendations to President John McNesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens and Assistant Administrator Ray Convery. All of these recommendations were adopted, and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Health Transformation Program is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse, and dependent children 18 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 3000 pounds of fat and gain 1000 pounds of muscle... Every New Year we make New Year’s resolutions. Every year the most common is to lose weight, exercise more, and eat healthier. One survey concluded 180 million people make New Year resolutions and 8% keep them. The most common reason for the failure is that we do not change the behavior that is causing us to make the resolutions. The fundamental issue is that the change has to come from within motivational speaker Matthew Kelly describes it as our lives change when our habits change. So, if the resolution is improved health, we strongly encourage you to join our L.E.H.B. trainer Damien Young at d.young@warriorworkoutcamps.com. The benefit of daily exercise also impacts reducing stress, anger, anxiety, depression, if you add prayer and meditation to your commitment you can also gain a spiritual benefit and in these times, we all desperately need God’s help. Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. These programs assist in the healing process, as we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available: psychiatrists, psychologists, counselors, and social workers to address mental health concerns. Whatever the need is we can find a resource. Please use the programs, to help let the healing begin, to help get to a safe place. Father Steve Wetzel leads our Michael the Archangel Chaplains program. They conclude, cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein. The good news is that research shows if you stop smoking you can undue most of the damage. • o • o

There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together. A recent study concluded if a father practice’s his faith ninety one percent of the time the children will follow. Wow, what a powerful difference a father can make in the life of his children. The Judeo-Christian tradition of the father being the spiritual leader of his family is validated by social science. What a priceless legacy we can leave to our families for all eternity. In his book “When Divorce is not an option: How to Heal Your Marriage and Nurture Lasting Love.” The author Dr. Greg Popcak concludes “that people don’t just luck into successful marriages; it requires skills which can be taught.” He contends that if a couple seek a “marriagefriendly” counselor, meaning the counselor is committed to saving the marriage and has had formal training and supervision in martial therapy, they have success rates of 95 percent. Book Summary: In the 1970's the Philadelphia Police Department resisted hiring women to the rank and file of police patrol. The Philadelphia Police Commissioner testified in Federal Court that "God in His infinite wisdom made men and woman different" in an effort to argue against the hiring of women. Four fictional female police recruits serve as a surrogate to tell the story of the challenges and experiences of the women that defied social norms to develop skills and rise to the challenges. The obstacles along the way were at times created by society standards and others were caused by chauvinism, jealousy and a rejection of social progress. Officer AJ Harris was the inspiration for friends, Kate Rossi, Samantha Kelly and Michelle Jones as they forged their way through the Police Academy as the first class of female recruits. The bond they developed continued after graduation as they learned how to depend on each other to develop skills and work toward promotion. When AJ Harris is found dead by a bullet from her police service revolver they are initially devastated. As they strive to fully understand what would drive their friend to such a drastic end, they risk relationships with their love interests, colleagues, family and the Philadelphia Police Department. As they dig for information, they navigate some twists and turns and are surprised that their biggest allies in their fight for truth were in plain sight. The end of the story affirms the instincts, self-training and skills of the three officers and sets the stage for another whodunit. Auxiliary President’s Message...

by Donna Giulian, Lodge 5 Auxiliary, President Well, here is it 2021 and we are still feeling the effects of the Corona virus causing the Pandemic. This time last year we knew little regarding the Corona Virus and had a lot of questions, some people were very scared and worried, the fear of the unknown was scary to most of us. Now almost a year later we are still living each day in the unknown. Who would of thought that a year later we still worry, being told we must always wear a face mask, use hand sanitizer more than we ever did, adding another vaccination to our lives? The Auxiliary like most organizations has been limited in our ability to do meetings, volunteer with the FOP or just show support for our hard-working officers. In September for National Law Enforcement Day, we were able to deliver special boxes of chocolates to each district with a little Thank You Note. It really hurts that we are not able to perform our normal activities, always saying maybe next year. Cancellation of our Annual Designer Bag bingo this past October hurt a lot. I received several calls from guest who have been supporting us for years pleading with us to continue in 2021. We listened and the date is set for FOP Auxiliary Designer Bingo, 10-3-2021 hope to see as many people as possible, enjoying a fun afternoon of 12 rounds of bingo, 12 beautiful bags for the winners, Chinese auction with some beautiful baskets. Stay tuned for details in early summer. Because of our inability to host the bingo this year we had to come up with another way to raise some funds for future needs. The Board met and decided to try our luck with a Monthly Lottery ticket. During the Months of January and February we are hosting a PA nightly lottery chance. Winners are determined on the Nightly PA lottery drawing. Thus far it has been a success, not only for the auxiliary but for several of our customers who purchased tickets. A special shout out to the Blue Flame Football team and Lynn productions for allowing us to attend 2 of their vendor events which proved to be very profitable in sales. We hope by the end of February that we will be able to help a little bit more because of this project throughout 2021.

Most of our family holiday activities had to be postponed in 2020, it was not any different for us, we had to cancel our Holiday Luncheon. Thankfully, as this article goes to print, we are excited about being able to hold our luncheon in February. It is a nice time to get together and mingle with our spouses or other guest. We all need a night out with friends in the safest way possible. In March a few of our members are gathering at the AR Woodshop in Newtown so we can have a fun day and make a project for our own personal use. It is nice that we can gather and have a good time with so many people who have lived this crazy life over the past year. Our officers and their families have had months of turmoil worrying about contracting the Virus and bringing it home, then all the issues with the protest. Those long days and nights with the officer at work, our families were alone at home, while their police officer was on the streets protecting all law-abiding citizens and trying to keep safe. With this afternoon of fun our members can gather put their talents to good use, relax and then have a nice project for their homes. It is about the comradery that all our lives have in common, we get to mingle with others who know what it is like to be part of a police officer family. One of the favorite events for the members is the Cookie for Cops day usually in February but as you can imagine the time has to be moved in 2021 like everything else. We are hoping to have this event on Saturday 5-1-2021. Due to the pandemic the board voted to change the donation portion of the event. Instead of asking for outside donations, we are going to ask those bakeries who have supported us in past for a donation but this year The Auxiliary will match their donation to show our support and help the small businesses as much as they are helping us. It will not be limited to past donors we will appeal to some new local small bakeries as well. If you would like to show your support for the PHILADELPHIA POLICE OFFICER, we will be accepting a $25.00 donation to sponsor a cookie tray. As this letter goes to print, we are still working out the final details for donations to

a specific squad or unit. All donations will be gladly accepted. The auxiliary is here to offer an outlet for those who live the life of a police family, want to show the police you support them. WE are the spouses, children, parents, grandparents, neighbors, even retired officers, who want to show the Philadelphia Police Officer we care. WE consider our AUXILIARY to be the frontline supporter for our Police Officers who work the streets of Philadelphia. The Motto of the Auxiliary is “We Will Never Let Them Walk Alone”. As long as, the FOP Lodge 5 Auxiliary is here the officer, and their families will never walk alone. We are always willing to accept new members, you do not need to be a blood relative to an officer to become a member. All you must do is show that you are willing to show support for the Philadelphia Police Officer, our doors are always open to welcome all. 2021 will be a year for new elections to the Auxiliary Board. Any active member is eligible to run for any of the positions on the Board. May and June will

I hope our members think hard and make a choice that will keep this Auxiliary open for many years to come. Over 12 years ago in February this group met on a cold night down at the old FOP there was a lot of tears and stories of fear that night here we are many years later still ready, willing and able to show our support and help all Police officers and their families. Remember to always pray for the safety of each Officer that they come home safe and sound after their tour of duty. The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. James M. Strom was born in Philadelphia to Frank Alvin Strom and Edith Burns Strom. The second youngest of ten children, Jim didn’t have the opportunity for a college education. In order to help out his family, he enlisted in the Army at age 17 and was stationed as a military police officer with the occupation forces in Germany from 1946-47. At the end of his military duty, Jim returned home and worked for the railroad before becoming a Philadelphia police officer, where he served for 28 years, always taking great pride in his career. He was initially assigned to the 1st district at 24th and Wolf, serving the citizens in the area in which he was born. Eleven years later, he became Corporal and was sent to the 12th district at 65th and Woodland. In 1979, he was transferred to the 93rd district in Fairmount Park. In 1980, he returned to the 1st district, where he first began his illustrious law enforcement career and retired in 1984.

Never one to sit idle, after a 28-year stint with the Philadelphia Police department, he took a job on the maintenance team at Methodist Hospital for another 27 years before reluctantly retiring at the age 83. Jim loved the Jersey shore and no visit would be complete without swinging by a local casino for “allyou-can-eat” mussels and video poker. He was a kind soul with a warm smile and never met a stranger. He met the love of his life, Julia Rita Masciantonio, and they married in 1956. They enjoyed a wonderful life together in South Philadelphia. Jim was preceded in death by his spouse and parents, as well as all of his siblings; his brothers Charlie and Frank, as well as his sisters Thelma, Edyth, Ann, Florence, Dorothy, Betty, and Ruth. men who helped him succeed throughout his career, Sgt. Ray Royds, and the late P/O Frank O'Reily. Vince appreciated both of their hard work, loyalty, and most of all, the extreme close friendships that developed with Ray and Frank over the years. Nobody in the world made Vince laugh like Ray did, day in and day out. Vince once treated Frank to a cross country road trip where they had an absolute blast. Vince's two favorite assignments were when he was a Lieutenant in North Central Detectives and a Chief Inspector of the Detective Bureau. Former Police Commissioner John Timoney wrote in a published book that C/I DeBlasis had the "Moxie" to head a brand-new unit in the Police Department since he was an avid Dallas Cowboy fan who lived in Philadelphia. He was mentioned in several other published books one quoting, "C/I DeBlasis knew the Uniformed Crime Reporting (UCR) better than anyone in the country." C/I DeBlasis also teamed up with Jack Maple (NYPD) playing a huge role in implementing COMPSTAT to the Philadelphia Police Department. C/I DeBlasis demanded much from his Bureaus and was known as a hard charger. He was also known to take care of the people he worked with and often preached, "Family First." C/I DeBlasis proudly and honorably served the city of Philadelphia for forty-four (44) years until he retired in 2003. It was then when he and his wife built their dream home in Skippack, PA. Anyone who knew Vince realized right away that his family meant everything to him. From his beloved wife of over sixty-three (63) years, his daughter Lori who will always be his princess, his four sons Robert,

Gary, Vincent, and Nicholas, whom all proudly followed in their father's footsteps in the Philadelphia Police Department, all who are retired except for Nicholas who currently and proudly shares his father's Captains badge, his sister, many grandchildren, great grandchildren, daughtersin-law, son-in-law, aunts, and many cousins. Vince fought the terrible "c" for 4.5 years simply because he did not want to leave his family that he loved so much. Vince made many sacrifices, and his family always viewed him as the most UNSELFISH person in the world who was ALWAYS there to help. There is currently a huge void in the DeBlasis family with their PATRIARCH now gone, but they will cherish all the amazing and wonderful memories of Vince DeBlasis until they will one day, be together again. No news people were there to chronicle Bob's years of service or to recognise his dedication to his profession. Nor were they there to talk about his many awards or his time in the service. It seems like today's leader's like to preach about being more understanding and compassionate to the public but look

at how they treated one of their own. You lead by example and theirs was pathetic.

Now read this.... A Hero Died Today- His name was Bob Ingram His family, friends, and co-workers were there to offer their support to Bob's wife and family. Co-workers who rose through the ranks, from Corporal to Deputy Commissioner, were there to fondly remember Bob by telling Mary Ellen funny stories about the jobs they were on with Bob. For example, how the police vehicle looked like it was on fire due to all the smoke coming from Bob's cigarette habit and how it was only lunch time when Bob got hungry. Bob was notorious for the many pranks he pulled on rookies and many more countless stories. I worked with Bob in the 23rd District starting in 1978 as his partner on a wagon in the era when no one had a vest and the only radio was mounted on the inside of the wagon. We were young and hungry and became adrenaline junkies, going from job-to-job, building memories along the way. We had to depend on one another and neither one of us ever failed the other. Eventually, we were picked to work as a plainclothes burglary detail team from 1983-1995. We were transferred in 1995 by order of the commissioner who wanted anyone with more than 15 years on the force transferred to another district for "Career Development" aka forcing old timers to retire. I know Bob is walking his beat in front of the pearly gate of Heaven waiting for the rest of us to join him so he can show us the ropes. A Hero Died Today and his name was Bob Ingram!

DOMINIC A. PIETrOPAULA DOB:11/20/1931 DOD:05/20/2020 APPT:06/17/1957 RET: 08/02/1979 Dominic A. Pietropaula died on May 20th, 2020. He was born November 20th, 1931, the youngest of a large Italian family. He had many nicknames: Dom, Junior, Dad, Pete. Uncle Don, Poppy, Juju. He loved his parents, Dominic Pietropaula and Assunta Carrullo, and was adored by his siblings. He loved to reminisce about the "old days:' By the age of 30, he lost both parents, enlisted in the army (Korean conflict) where he was given an honorable discharge and then became a Philadelphia Police Officer. He married his childhood sweetheart, Sophie Grillo, and had three children, Dominic, Deborah and Rosemarie. As a husband and a father he made our house a home, played in the sand and strived to hold onto family traditions. He now has seven grandchildren and six great-grandchildren who he is very proud of and spoke about with great enthusiasm. There was always a game of Pinochle going on when Poppy was around. Ending his marriage after 28 years and retiring from the police force, he went into security working at Trump Plaza and Trump Castle where he advanced to manager. Many of his proudest stories include occasions where he met Donald Trump and assisted with his family's needs while they were visiting the casinos. Following his employment at the 111

casinos, he guarded the US cargo ships on the Riverfront. A new relationship grew between Junior and Theresa Horvath (Terry) which lasted 40+ years. She has four sons, Joe, Gary, Steve and Scott. Their wives and children became Dominic's second family. One of Junior's favorite things to do was to go to the casino with Terry. When they were not at the casino, they were home playing Rummikub and going to family parties. At full retirement, Dominic spent his time taking friends shopping and to doctor's appointments. He was tough on the outside but a softy on the inside. He loved looking at old movies of his family. He saved every piece of memorabilia from his life and put them in multiple scrapbooks during his last years. He was a great family historian and couldn't get enough of seeing his great-grandchildren. Dominic played Cribbage with an old friend and kept umbrellas in his trunk and gave them to people who were caught in the rain. He loved to read historical books. He could play the piano by ear. When you think of Dominic remember the ways in which he touched your life. He was a songwriter, a poet, an artist, a singer and our family photographer. He was proud, playful and a protector. Dominic will be with us always.
