The FOP lost Two Giants within 56 days in the latter part of 2021. Mike Lutz died October 8th, 2021, and Rich Costello died December 2nd, 2021, both of these men contributed so much to all of us. Both college grads – both rose to captain – both were Presidents of FOP Lodge #5 – both were great family men; we were fortunate enough to have them among us. ~ Bob Hurst
LODGE 5 PRESIDENT’S MESSAGE John McNesby, President
A lot has been made of a couple recent articles in the Daily rag they disguise as a newspaper. This article involved officers injured in the line of duty (IOD). Although I am sure some abuse occurs on both sides, let me fill you in on some of the points which were conveniently left out. Of the five hundred and some considered injured a good portion are waiting to be separated from City payroll. The stumbling blocks are that the city (almost 2 years now) is still working from home. We cannot separate employees from a living room. We also have a doctor who reviews each case and renders an opinion. That doctor works one day a week, reviews 2 or 3 cases, and takes months to issue the opinion. (I want that job). Additionally, there is a third-party Administrator who refuses to work with the FOP. We had a great working relationship with the prior company. (Even the City is now aware of this). We had the ability to meet with an adjuster and return these officers back to work with the stroke of a pen. Hopefully, we can get a new group in place and put police officers back on the street. We have made adjustments in this area in the last contract which should help, but what I won’t agree to is going back to the old days of sending police officers back to work with broken limbs. I will not even go into the delays on surgeries and other medical testing that this company routinely denies. Let us move on to One Philly which we currently have a lawsuit pending. Academy classes not paid for weeks. Sure, lets ask applicants to come to work for the Police Department, but we will pay you wrong, or not at all, deduct social security (which we do not pay in to) screw up withholdings, and different deductions, insurances, etc. And...Police Finance, also working from home (mostly). Pension checks taking 6 months or more, same with accumulated time checks (vacation, sick, or holiday). Invest 25, 30 or more years of City service and retire with dignity. Oh, and BTW we may pay your earnings next year. What normal company, business, or even a major City does this?? Let us move on to the deafening silence coming from City Hall in support of our officers. Instead, we worry about vaccines and a mask over your nose or . . . . . . better yet let us create an ordinance which they call a “Driving Equity” Bill. Basically, drive around the city in an unsafe car, without the worry of being held accountable (Reform at its best). Stay tuned on this one folks we will be attempting to stop this for the safety of our officers and the community. I could go on and on about a number of continuing issues .. . .Krasner, lenient Judges, guns, so called reform, etc. We are fighting everywhere we can to support officers and will continue to do so. The City and its Administrators would love nothing more then to see myself and my entire team removed from fighting for your rights. (Of course, they would have to leave the house to do this). I will be running again for another term. I am asking for your support and appreciate the confidence you have in my team. I believe we have delivered, and we will continue to do so. The following information is relative to the 2022 General Election of Officers (Executive Board Members), Lodge #5 Delegates, Pension Directors, Pension Director Regulation #17 and Pension Director Regulation #32. Please read each section in its entirety!!
This Election will be conducted via mail in ballots, per the By-Law change dated: September 21, 2021
If you are UNSURE IF YOU ARE ELIGIBLE TO VOTE, please contact Andrea at Lodge #5 Headquarters during normal business hours - 215-629-3612.
VOTING REQUIREMENTS:
An Active Member in good-standing with Lodge #5 is eligible to vote unless back dues are owed to the Lodge. All back dues owed MUST BE PAID IN FULL BY THURSDAY, JUNE 30, 2022 in order to vote in the Election.
If you are more than 90 days delinquent in dues payments to the F.O.P. because of a LEAVEOF-ABSENCE, YOU ARE NOT CONSIDERED A MEMBER IN GOOD-STANDING WITH LODGE #5 AND ARE INELIGIBLE TO VOTE IN THE F.O.P. GENERAL ELECTION.
YOU ARE NOT A MEMBER IN GOOD-STANDING if you were off City Payroll, paid NO dues to the F.O.P., returned to employment, and began to have dues automatically deducted. You still have an outstanding balance to the Lodge which must be paid. Therefore, you will be ineligible to vote. 6

Dear FOP President John McNesby, On behalf of the H.A.L.E.A. members, the Haitian community, and the victims of the major earthquake that recently took place in Haiti, I'm writing to relay a special thanks to you and the F.O.P Lodge #5 for your assistance by allowing H.A.L.E.A to utilize the ballroom to host the Haiti earthquake fundraising event on Friday, November 12th, 2021. The event was successful and we express our sincere gratitude to you and the F.O.P Lodge #5 for your help in making it possible. Many of the earthquake victims who lost their homes are still living under tents and are still without access to basic daily necessities. All proceeds from the fundraising event will be donated to Tearfund Haiti, which is a nonprofit organization that is currently on the ground in Haiti helping the victims. NAZARETH ACADEMY HIGH SCHOOL Dear John, With much gratitude for our most loyal donors! We are so incredibly grateful for your generous financial support over the last year. Your giving to Nazareth Academy High School impacts each of our students and their overall experience academically, spiritually and personally. Together with your help, we continue to challenge each of our 340 young women to attain their fullest potential - academically, spiritually and personally. Our girls excel in the classroom, in the community, in front of the bright lights, and on the playing fields. The following accomplishments and campus upgrades are a direct result of your support: • The Class of 2021 earned over 30 million dollars in college scholarships, and had a 100% acceptance rate, attending schools like the University of Pennsylvania, John Hopkins University and Emory University • Facility upgrades including a new security system and milling and paving of the parking lot, with new drainage and brick curbing • 15,000 hours of community service performed last school year • Technology upgrades including the completion of the Smartboard project and web cameras for virtual learning • Upgrades to the Performing Arts Center, including a new floor, painting, and a portable stage • Establishment of the Innovation Center including 3 maker spaces and home of the Nazareth nationally-ranked rocketry team, the Nazareth Star Chasers • Scholarships and financial aid totaling more than $850,000 to more than 200 deserving young women It is our honor to have you as part of the Nazareth Academy High School family. Rising Crime Rates in Large Cities as a Direct Result of Progressive Policies Involving Bail and Charging Habits of Progressive District Attorneys and County Prosecutors and how this has affected Law Enforcement.
My home city is Philadelphia, and this happens to be one of the leading examples of a Progressive trend when it comes to prosecuting violent offenders. In Philadelphia one could almost believe we do not have a prosecutor as our current district attorney’s only experience in being a prosecutor was his first term as an elected official. His previous work in the law was as an aggressive defender, suing police officers over seventy-five times throughout his career. Through the efforts of west coast activists and a billionaire funding his campaign, he easily won reelection to continue his destruction of the prosecution side of things here in Philly. Under his guidance, Philadelphia now has a revolving door policy as it relates to violent offenders, with many getting little or no bail to hold them for hideous crimes.
This local District Attorney just continues this behavior in low balling both charges and the bail these violent offenders are facing. The end result in this town is that Homicides are up over 13% from the same time as last year’s record pace and that does not include an additional 140 so called “S Cases” which are deaths that are listed as suspicious in nature.
In a disturbing national trend, fiftynine law enforcement officers killed from the period of January 1, 2021 thru September 30th, 2021, and that marks a 51% percent increase over the same time period as last year. Another disturbing national trend is in the area of assaults on police. In 2020, there were 60,105 assaults on police which represents an increase of 4,071 assaults on police nationally versus 2019.
It is quite obvious that the progressive policies, especially in the big cities, have endangered those of us in law enforcement. It speaks loud and clear that elections matter in all facets of electoral process from the Presidential elections to the local officials such as District Attorneys and County Prosecutors.
Our lives are in their hands and that is not a comfortable place to be. Fraternally,

Where Are We??
What has become of this world, we all sit here and think. I just do not remember when the normalcy of life was taken away from all of us overnight. This world has become a big dream that we cannot seem to wake up from. That is just some of the thoughts I hear constantly from people around me daily. At this point it is hard to blame it on any one person or thing. Just remember we are all in it for the long hall. This has been an incredibly challenging couple of years. The department, I just do not have the right word to put together to describe how I feel and what I think needs to be said. I am lost on words, and as you all know, that does not happen often. One good thing is that I have been learning the ends and outs of the pension board from Rom Stagliano, and I can tell you, I have an elevated level of respect for him, and what he has done for or members the time he was our pension trustee. It has been a learning experience for sure. Through everything going on in our world, I can also say that we have stayed focused on what we needed to do for our members, through out the last couple of years. Times when all you can do is shake your head and say, what is next. What more can happen, who else is turning their backs on us, and so on. I am quite sure; I am not the only one saying and or feeling this. Just going back to 2020 when the entire world shut down around us, we did not have a choice in the matter of if we were working or not. Most of us took pride in coming to work and doing the job, always with the thought in the back of your mind to help someone in need while 18
trying to stay alive from an unknown killer. The real heroes who always must take a back seat to the media propaganda. Pat yourselves on the back for job well done. We have not completed the mission, but we are always there for the tasks. As we prepare for our upcoming FOP election in October, I ask myself, where has the time gone, and where is it taking us. Since being elected to the FOP and serving, I can honestly say, I am proud of the accomplishment we have gained for our members and their families. Things were gotten, that was told that we would never be able to get. An extensive list of accomplishments that the city cringed upon when we were awarded. Not only the raises but maintaining medical benefits that is top throughout the nation, retaining residency that city council so desperately wanted to take back from us, maintain the ability to bargain for our members under ACT 111. For most of us, those are wins, that was so hard fought for, and to maintain. We must stay focused on the big picture, now that the city has come to grips that they can not do without law enforcement. The public is in demand for more officers on the streets because city council has failed them once again with their numerous bills to defeat the police in the city as their constituents cry everyday to find a solution to stop the bloodshed in their communities. Keep in mind that we have fought on every level to try and help this city combat the crime that most of our families and loved ones must endure daily. We want to do the right thing, but when the roadblocks do not stop, what are we to do. Who do you focus the blame on? The Police depart-
ment is doing all we are allowed to do, given the circumstances. Your voices must be loud, so we can be heard. Power comes in numbers, meaning that we all must stick together. We are allowed to agree to disagree if we do it professionally and with respect for each other. There is nothing wrong with expressing your opinion about something you honestly believe in. I do not agree with anyone not having a choice and being forced to do something that is politically motivated. That sums it up on how I feel in reference to any mandates or personal choices for women. One last thing I would like to touch upon, we have an FOP election coming up this year again. How does the time flies, and especially the last few years with the chaos of the world. I do not normally talk FOP politics, and I do not intend to do so now. I wanted to make you all aware of the upcoming election. If you need more information in reference to the election and proce-
dures, please feel free to reach out to any of the Board members, and we will be glad to answer any questions you may have. Let us hope this year of violence calms down for everyone sake and we can have a decent summer for once. All growth depends upon you. There is no development physically or intellectually without effort, and effort means work. You get out, what you put in. Challenges are what make life interesting and overcoming them is what makes life meaningful.

VICE PRESIDENT’S MESSAGE BY JOHN MCGRODY
Much has changed in the Police Department and the FOP since John McNesby asked me to join the team in 2007. To be direct, it has become increasingly more difficult and complex in our mission to protect, promote and improve the working conditions, salary, legal rights, benefits and pensions of our hard-working members in the Police Department and the Office of the Sheriff. It continues to be a privilege to serve the members who honorably perform daily in probably the most difficult police job in the nation. When I began at the FOP, I was tasked with all things having to do with the collective bargaining agreement, the Contract. Most of the conflicts or issues that arose were contract issues, individuals not being paid properly, overtime issues, discipline and other issues in the contract. In recent years, events have caused us to seek out additional ways to protect you and your families. In the early years, we filed lawsuits against the city once or twice. Currently, we have several active lawsuits against the city, the department and the District Attorney. We currently have a suit in federal court regarding the city’s inept and unworkable One Philly Payroll system and we have a suit in county court regarding the attacks upon our officers by placement on the Do Not Call list by our horrible DA and the Department. We have also been involved in protracted litigation over the Vaccine Mandate before an arbitration panel. As I write this, we are preparing to file suit against City Council and the Mayor over the asinine bill and executive order restraining our folks from making car stops. A lot has changed for our FOP, our members and their families. The team John McNesby has in place here at the FOP is 22
well equipped to meet these changes and the constant attacks from others upon our department, our members and your families. No matter what it takes, we will protect you as you perform the toughest job in the city under unimaginable circumstances. Recently, your FOP has been able to deliver a very good contract that has provided you with 9.75% raises until 2024, a $ 1500 bonus, rank differential for the Command Ranks and 4 weeks of paid parental leave. As I write this, we await the arbitration award for our members in the Sheriffs Department. We understand that it has never been harder to be a Philadelphia Police Officer and that the difficulties of the job extend to home and family. We realize that our members are looking for a better work-life balance and toward this end John McNesby recently approached the city regarding a better shift schedule. We are now working with the department to start a pilot program to explore a ten-hour shift with more time off at home. We will keep you advised and look forward to your input. Departmental leadership has to increase its level of support of our folks in patrol. This is, and will always be, the backbone of the department. Patrol is the most important part of the Philadelphia Police Department and the folks in patrol need more support from the Command Staff. This can only occur when the harassment and second guessing of street cops ceases. Through no fault of the membership, the city continues to see a spike in crime and it is sad to see what is occurring to the city we love and serve. We desperately need a stronger level of support and backing from our elected officials and the departmental leadership. Stay Safe…..

On January 28th, Pennsylvania’s Commonwealth Court struck down Act 77 and its allowance of mail in ballots in the state’s mail voting law. The court cited the state’s constitution requires voters to cast ballots in person unless they meet specific requirements. With every major city, especially Philadelphia, bursting at the seams with crime in every category, added with the pressures of enforcing our laws, while also avoiding the sights of a local District Attorney whose main focus is locking up cops for doing their job, the least the Police Department could do, is pay our officers CORRECTLY for the hours they worked. Is that too much to ask? The OnePhilly WOES continue. Recently Recruits in Class 396 had social security deducted from their pay. At least three recruits haven’t received a paycheck since they started their Police Training. All three were already on the city’s payroll with other agencies. Baffling! I know I’ve been beating a dead horse when I speak about OnePhilly. However, it is important that all members pay close attention to your pay checks every two weeks. Make sure your deductions, your overtime, your step-pay increases, and your pay raises are all correct. If you go on any type of leave of absence, military, maternal, or family, make sure to account for your time off properly because it’s almost a guarantee you will be paid incorrectly while on leave and / or when you return. Also, with the upcoming tax season upon us, check your W-2’s too. The FOP has already fielded calls about them being incorrect. So far, W-2’s inaccuracies are mostly affecting those members on “Injured On Duty” (IOD) status. So please check your online paystubs for accuracy and I emphasized, please check your paystubs and W-2’s for accuracy. If you find any discrepancies, please contact me at wsierra@fop5.org so I can place you on our OnePhilly complaint list and provide you further instructions on who to email other than police.payroll@phila.gov. Every incident will be documented and submitted to our attorneys for possible use in the OnePhilly lawsuit. It’s important to note, depositions have begun regarding the FOP Lodge 5 OnePhilly Lawsuit. President McNesby & Vice President McGrody were deposed. I didn’t witness McNesby’ s, but I did McGrody’ s. It took the City’s attorney approximately two hours before he even asked a OnePhilly related question. Smoke & Mirrors!

However, the city abruptly ceased all other pending depositions, including mine, without an explanation. The OnePhilly payroll complaints continue till this day. Nothing has changed, in my opinion, nothing will change unless the upper echelon of our department and our elected leaders within city government scrap this payroll system. Maybe those in power came to the realization that this OnePhilly experiment has been disastrous, hence the cancellation of future depositions because they came to their senses. I highly doubt it, but I’m trying to be optimistic. What you will find interesting or maybe just coincidental, it appears Captains and above do not experience payroll issues. The majority of our members affected by OnePhilly blunders are the ones with their boots on the ground, COPS. Simply put, the FOP OnePhilly complaint list does not consist of one single person in the ranks of Captain or above. I often wonder if it did, would the responses to the innumerable OnePhilly complaints be handled a little different. Although we initially hit some technical bumps in the road setting it up, the FOP Cop Shop Online Store should be up and running prior to this edition printing. Please visit our website (fop5.org) and hit the link for the cop shop or go to www.fop5-cop-shop.myshopify.com. This is just another way of expanding the online shopping experience for FOP Lodge 5 merchandise to our members, especially those no longer residing within the city limits of Philadelphia. Recently, the FOP conducted a large mailing, mostly for retirees, and we were dumbfounded at the amount of members whose mail was returned. We cannot stress the importance of providing Lodge 5 with your new addresses, emails, cellular and / or home telephone numbers. In order for us to stay in touch, you must stay in touch. Dangerous times in a dangerous city made more dangerous by a progressive city government... by Mike Trask, Financial Secretary
I cannot help but cringe every time I visit the various police districts and units and I witness the dangerous levels of manpower we are putting on the streets for every shift. It seems like every command is putting out extremely low levels of officers. Whatever happened to “minimum manpower levels” where if that was reached, supervisors had the ability to hire RDO personnel to fill vacancies. I am sure there are times when supervisors are doing assignment sheets and they know they do not have enough people and are at dangerous levels. Why don’t they hire on days like that? Is it a policy decision at the command level? It is for these reasons that I consistently write about officer safety. All of you need to know that you have each other's backs out there. In times like this you must take every precaution to ensure the safety of the next car over. You must be vigilant, especially when dealing with car jackings. Most of the times, the people committing these crimes are armed and have shown time after time that they will use these weapons no matter who is around. As you know, both victims and innocent bystanders have been shot during these crimes. Be extremely careful

when you come up on one of the cars involved in these crimes. Do nothing unless backup is with you and radio is aware of your location. I have been in these situations, where you are so excited about making an arrest that you rush out of your car and in so doing you could be putting yourself in extreme danger. Do not do that, take the time to radio your location and await backup. Seconds could be the difference between going home after your shift or going to a hospital or worse. While speaking about encounters with armed adversaries, be vigilant about the ones you cannot see. Across the country, police have been lured into areas through false calls simply to ambush responding officers. Look around as you arrive at any location and pay less attention to things in your car. Look at everything around you as you arrive on location. The seconds you take doing these things could save your life and the lives of your coworkers. Remember to be safe out there. Pay attention to your surroundings and the people around you. Also remember to be cautious on your way to work while driving your private car; you could find yourself in a situation where you could become a victim of a crime.

As we all settle back into our busy lives dealing with an especially cold winter and the dreaded COVID that just won’t go away that took the lives of (7) Philadelphia Police Officers. John McNesby along with his Team is busy fighting for your rights and while also entering another election season. I would like to take this opportunity to highlight a few things that Team McNesby has accomplished for our members. September 14, 2021, our new contract was announced. It will cover the period July 1, 2021, thru June 30, 2023, with a 2.75% pay raise across the board retroactive to July 1, 2021. There will be two additional raises 3.5% will be given July 1, 2022, and 3.5% July 1, 2023.
We were also able to get for our members a $1500.00 bonus along with an additional $200.00 in clothing allowance. Our team lead by John McNesby and our legal team were also able to convince most of the panel that our members deserve a fair contract by not allowing any changes to our health care, pensions and residency and adding an additional paid holiday. We were able to obtain 4 weeks paid parental leave for male and female officers. Effective July 1, 2023, Commanders who do not receive the 8% district commander differential in Article 17(I) of the CBA shall receive a 2% differential. Our retired member trust will receive $4.5 million each year of this award.

In the disability area, we will continue to make sure your contractual rights are not being violated. We continue to deal with the worst TPA the City has ever had. Neither the Risk Department nor PMA care about treating and fixing injured law enforcement officers before sending them back to work. The Risk Management Department is only concerned with the bottom line and how quickly it can close claims and get Police Officers back on the streets.
Instead, the City’s Risk Manager, Barry Scott, and its hand pick Risk Attorney Sharolyn Murphy are more concerned with attending conferences in Las Vegas and getting a self-serving publicity award that was sponsored by (PMA)—a company they paid more than $6 million yearly to be the TPA. Instead of managing the risk, they are doing interviews with the Philadelphia Inquirer from the comforts of their home where they John McNesby has assembled a team have been since the pandemic hit in March that has made it their number one priority of 2020. The adjusters are inexperienced and have no idea what police officers do daily. As a result, it takes months to litigate a claim based on frivolous denials.
Clearly, the above information was not taken into consideration when the misinformation smear campaign went to press. The approximately 594 full IOD officers and 103 limited duties, at least 150 are assigned to the C.S. Regulation 32 panel doctors and are waiting to be separated pursuant to that process. They are unable to be separated because they are waiting for Dr. Marilyn Howarth (another part time city employee still working from home) to get around to reading the file and offering her biased City favored “Permanent & Partial Disability” opinion.
The reason why prices have skyrocketed is because of an inexperienced TPA who has no relationship with a company that can offer the deep discount that were a part of the success of IBC. You have a Risk Manager who took a flame thrower to a claims system that was working and saving the city money to a TPA who doesn’t have any idea how to handle a system as large as the city of Philadelphia and refuses to learn instead they hire people to over adjust the claims create unnecessary delays in treatment and then turn around and blame the injured worker.
I would like to emphasize a few points for Police Officers to follow while treating with the city of Philadelphia disability system. 1) It is your injury. If you do not like the way you are being treated by any City provider, immediately report the incident
to the Safety Office in the form of a memorandum and get a copy to the FOP. 2) Taking a urine test is not a prerequisite to being treated by any City panel physician. If you are asked to take a urine drug screen prior to treatment, leave immediately and contact the FOP. 3) If you are getting resistance from PMA while treating with a specialist or if you have lost confidence in a specialist, please reach out to myself or Joe Schrank at the FOP. 4) Please note that body cam footage cannot be used by supervisor to accept or deny work related disability claims. All claims must be submitted to the Safety Office for a determination on compensability to be made.
I am constantly looking for doctors who will make it a priority to put the needs of the injured officers first. The Heart and Lung system took us decades to obtain and making it better has and will always be my number one priority. I would be remiss if I didn’t offer you a little advice: we ask our members to return to work when they are healed and not to abuse a program that took us decades to build. Above all else, please do not go home with an injury. I would rather you be safe and report the injury even if it turns up to be nothing the next day. Read everything you sign regarding your injury. Remember it’s your injury to describe not your supervisor’s, although they are there to assist you with the paperwork it’s your report so make sure it adequately describes your injury. CHAPLAINS CORNER by: Lou Campione IT’S A WONDERFUL LIFE
As we look back to 2021 we can be very disappointed with all of the loss that we experienced. As peace keepers in our beloved home town the reality for us seems pretty bleak. We responded to two million four hundred thousand requests for assistance. We responded to record setting number of homicides, shootings, robberies, overdoses, suicides, and persons in mental crisis. The influence of the demonic continues to increase and we police officers and sheriff’s deputies are in the battle as servant leaders to help all those in crisis. We have heard the mantra from the cancel culture calling for our defunding and we know firsthand how destructive that demand is. Every day, every tour we continue to give our all to battle the demonic and protect all. I was reminded of the cancel culture in the movie it’s a Wonderful Life. Frank Capra was a brilliant writer, producer, director, who subscribed to the philosophy “my films must let every man, woman, and child know that God loves them.” In 1946 he produced a movie in which the lead character, George Bailey played by Jimmy Stewart gets his wish to cancel himself. George Bailey is a classic servant leader, whose world comes crashing in around him and he prays he had never been born. God grants his prayer and George is shown what would have happened if he was not born. The impact is tremendous, for example, George saved his younger brother’s life when he was a child and the brother becomes a decorated United States Army Pilot, (United States Air force was not created until 1947). He shot down an enemy plane that was about to sink a United States Navy Battleship, so that if he had not saved that crew, hundreds of lives would have been lost and those lives in turn could not have returned home after WWII and created families. If he had not been born he would have not had a wife and children, his mother would have been destitute after her husband early death, and his uncle would have lost the family business and suffered a breakdown. Hundreds of people were helped by George. George was given the gift, from God to
see in real time what positive impact his life had made. One of the back stories to the movie is that the George Bailey character played by Jimmy Stewart, was that Stewart was a heavily decorated United States Army Pilot during WWII and flew dozens of combat missions. He suffered from Post-Traumatic Stress Disorder which he portrayed on film and he worked to deal with his illness. He stayed in the military reserve and retired in May 1968 as a brigadier general. None of us are fortunate enough to learn what impact our lives have had until our death. Judeo-Christian teaching tells us we will learn our fate at the end of our life. That is when we will have our life comp-stat review and stand God’s roll call and our goal is for God to say well done. In 2021 two hundred and forty three of our brothers and sisters were given that final comp-stat and stood a final roll call. Like George Bailey we have the opportunity to be servant leaders to do it God’s way, to be in right relationship with God. We cannot listen to the cancel culture, which seeks to degrade our work. We are on a mission from God. Every tour we are given the privilege to save lives, to make a positive difference, to be a voice for the voice less, to protect the vulnerable. We are servant leaders who commit our all to those Godly principles. When we represent all of us at the services of those who have been called home, we are reminded by their families, the domestic church, how proud there love one and the family were of their mission of servant leadership. Those of us who remain behind, offer this prayer of intercession to our patron Michael the Archangel, who is the General in charge of God’s Army. Michael the Archangel defend us in the day of battle. Be our protection against the wickedness and snares of the devil. May God rebuke him, we humbly pray. And do thou O Prince of the Heavenly Host, by the power of God, thrust into hell Satan and all the evil spirits who wonder through the world seeking the ruins of souls. AMEN. May we always live the mission!

Working at the FOP, a never-ending labor that takes place 24hrs a day, 7 days a week…

I retired from the department back in 2009 and for me, it was time. Luckily, I was offered a position here at the FOP that I am glad I took advantage of for many reasons. First, it is as if I never left, staying connected with members on a daily basis, helping them with the myriad of problems they face daily as a direct result of the current administration and Command staff. I can tell you, and some of you will remember, that the FOP does so much more for members than in the past. The reason for that is the current leadership in place here. There is not a day that goes by where we are in direct communication with a member about deplorable conditions in police facilities. In an effort to try to get some response from the city, John McNesby has created a small group of us to go directly to these problem areas and investigate exactly the issue that is reported to us. Once there, we take pictures and speak to people at the particular district or unit and then base a report on the actual conditions that members are facing. Following that we have been able to cull several contacts at Public Property who have been very receptive and make every effort to correct these problems. It is a process that actually expedites the “work order” process that has been in use for eternity. We all know how well that works when left by itself. In other matters here, John has set up small groups of board members and appointed staff that “attack” problems as they arise, and they could range from issues with injured officers to family issues 54
that some officers may be facing. John repeatedly states, “we work for the members” and never stops in that effort. I work in the legal services area, attending to issues that present themselves, whether it is an active member or a retiree. In actuality, it makes no difference, they get the same service. Many members take to social media to voice their concerns and John is constantly checking those platforms for any issues affecting members. If he sees something that needs addressing, he does not hesitate to contact my self or any other board members and directs us to look into things. From a person involved in these matters on a daily basis, I can report to you that our method of dealing with member services here is great. I can remember from when I was on the job and there were times when you had no where to turn, including at the FOP. That is not the case now under the leadership currently in place at the FOP. I hope that all of you take advantage of the services afforded here at the FOP but there is one service that you need to take care of right away: it is Free Wills for you and your spouse. In Memory of Michael G. Lutz MAY 8, 1942 - OCTOBER 9, 2021
"A friend to many and an inspiration to all” The best things in life are the people we love, the friends we make, the places we've been and the memories we made along the way. Over 50 years ago I made a friend of one of the nicest persons I have ever met in my life, "Mike Lutz". Mike possessed lots of gifts; Trust, Courage, Sacrifice, Humility, and he was only too willing to share them with others. A man like Michael rarely comes along in one's lifetime. Thank God he shared Mike with all of us. Mike treated everyone like a gentleman, not because they were, but because he was. He fought his way out of Kensington, becoming a 2-time Golden Glove Champion of PA. After graduating from North Catholic HighSchool, he joined the Air Force. When he left the military, he joined the Philadelphia Police department. Mike was assigned to the 3rd and 9th districts before being assigned to his beloved Stakeout Unit where he partnered up with guys like Jim Downs, Jimmy Berghaier, Johnny Monaghan, and many others, and became a phenomenal decoy on the Granny Squads along with many others. Chief Justice Ron Castille called Mike "Brick Head" because of all the hits he took. Mike rose to the rank of captain after attending night school and graduating from St.Joseph's University. He married his wife Annette, a beautiful woman also from the old neighborhood. They were inseparable throughout their 54 years of marriage. They had two beautiful girls, Michelle and Jeannine whom they fiercely loved. This was truly a marriage made in heaven. This was the Mike Lutz I knew and deeply respected. He was a person who made a difference in your life. Not the ones with the most credentials, the most money or the most awards. That's not Mike Lutz, he just liked you for who you were. I'm really going to miss my friend. It's really hard to explain, but sometimes when this feeling takes hold of you so hard that it won't let you see things as they really are. It seems that when people like Mike Lutz, the ones you care about most in life are gone - the emotions that follow are so deep they cannot be expressed in vocabulary. They named FOP Lodge #5 after Mike because he had such a passionate belief in professionalism and just playing by the rules. I know that President John McNesby had great confidence in Mike's counsel. The feeling I have for Mike will never be sealed in the silence of death. Rest in peace my dear friend until we meet again. ~ Bob Hurst 58

Richard B. Costello (Rich) APRIL 6, 1951 - DECEMBER 2, 2021

Richard B. Costello passed away on December 2, 2021, at age 70 of heart failure. What a loss, not only for his family which he loved dearly, but also for the Philadelphia Police and FOP Lodge #5. Rich always put his heart and soul into everything he was involved in. For starters he was absolutely brilliant. He attended Gwynedd Mercy Academy and Holy Ghost Preparatory school before graduating from St. Joseph’s University with a bachelor’s degree in political science. I would often say to Rich “you should be writing books instead of tickets” he would just laugh it off. The man could talk the b_ _ ls off a pool table. After graduating from the Police Academy in 1973 he was assigned to the 22nd district. Three months later while on patrol he was ambushed and shot twice in the head leaving him fighting for his life. After months of recuperating leaving him deaf in his left ear and almost blind in his left eye. Ailments that he suffered with for the rest of his life. Talk about perseverance, he had It in spades. He stayed on the job after the shooting and was assigned to the research and planning unit and thank the good lord he did because he mastered in rehabilitation benefits and compensation. I was approached by Mike Lutz and Jim Wheeler encouraging me to ask Rich Costello to join on our slate. Truthfully, I didn’t need any encouraging, Rich was just that talented. He accepted. My first assignment for Rich was that of medical director and let him select his own members to his committee. In just a couple of months Rich and some of his committee came into my office with a plan. He said that of the 7800 members of the Phila. Police department approximately 700 were in blue cross plan, the rest were members of the Police and Fire medical association (PRMA). Rich said that the blue cross and blue shield plan the police had was awful and that we must negotiate for a much better plan. We were able to get a much better plan. Rich and his committee formed a unit which was called Law Enforcement Health Benefits. I was only too happy to see the creation of LEHB. We bought a building, selected directors, to run it under the leadership of Tom Lamb. When Tom retired John McNesby appointed former Deputy Police Commissioner Jack Gaittens to run “LEHB”. Jack like Tom Lamb has “LEHB” running like a swiss watch. Thanks Rich, now the police know who was instrumental in creating LEHB. Rich was also an incredible writer. Police would tell me that after reading the death notices in the “Peace Officer Magazine” they would read Rich Costello’s article first because he did not pull any punches. The troops loved it. I enjoyed being around Rich, I just liked his style. So did a lot of other police officers because they elected him as FOP President five times. No one would run against him. Even at the “FOP” meeting which could get awful loud at times, no one took him on. Even those who were not on your side would hesitate to take the “Mic”. He had such broad verbal skills. I truly admired him. One of his favorite sayings was “your word is your bond” and “always do the right thing” he lived by them. Rich Costello was a private man. He would have lots of photos of his family and loved ones on his desk. He loved them very much – especially his grandchildren. If you asked him about them, he would light-up like a Christmas tree. Family meant everything to him. He was happy at the FOP just helping people. He helped President John McNesby in contract talks and writing letters. The FOP was good to him as well. Chairman of the Joint Healthcare Trust Dear Brothers and Sisters, I just wanted to share some thoughts on the time I spent as Pension Trustee during the time John McNesby has been President of FOP Lodge #5. Much has been accomplished during John’s tenure as President. The assets of the Fund are approaching $8 billion, well more than double what they were when John was first elected President. John has ensured full funding of the city’s obligation to the pension fund as well as a share of the city sales tax. This fiscal year the city will put approximately $700 million into the pension fund. Numerous attempts were made to do away with DROP because of political and media pressure. The FOP led by John has ensured through the arbitration process that DROP is never going away for our members. The retention of a defined benefit plan for our new hires, all newly hired civilian employees now go into a hybrid plan. The FOP has ensured that our new hires all have the right to be placed in Plan B, the same defined benefit plan as all current officers. The Pension Fund will pay out $76 million over the next two years to our older retirees. Several years ago, $77 million was paid out over three years. John and his team have ensured the Pension Adjustment Fund Legislation that was passed by council has remained in place despite repeated attempts by PICA to have it changed. I still serve as Chairman of the Joint Healthcare Trust between the City of Philadelphia and Lodge #5. “A Tribute to Rich Costello” By: Father Steven P. Wetzel, O.S.F.S. Chaplain/Director
Every so often in life we meet certain people who we really seem to connect with almost immediately, for me Rich Costello was one of those people. I was reflecting recently when I first arrived at FOP Lodge #5 when I met Rich for the first time. I remember seeing him on the news on TV when I was in high school. One morning I walked into his office and said to him, “Hello Mr. Costello, I’m Father Steve. I remember seeing you on TV on the news when I was younger.” He seemed to get a big kick out of it and smiled and then asked me to have a seat. It was from that day forward; Rich and I became good friends. In the days, months, and years since, he shared with me a great deal of wisdom and knowledge around the life of Philadelphia Police Officers active and retired as well as their families. As our newly formed ministry program “Michael the Archangel Ministry Program” launched and became an established part of everyday life at the FOP, I approached Rich and asked him if he would consider accepting my invitation to join the board of directors for the program. He said yes without hesitation and said he would be happy to serve within the new ministry for officers and that he would serve in any way he could and serve he did. Rich served Michael the Archangel Ministry Program as Recording Secretary and board member from 2014 until his recent death on December 2, 2021. He was not only a great resource and friend to me personally but also to members of the board as well. His wealth of knowledge and experience both in
the department as well as within the FOP as past President was invaluable to all of us. At one point early in the program we were exploring how we could dedicate a segment of our work to include active and retired members as well as their families in assisting the community in special projects. It was at that point “Michaels Brigade” was established. It was at Rich’s suggestion we name it “Michaels Brigade,” he said it would be considered a subsidiary of Michael the Archangel Ministry. Whether we were serving meals at Ronald McDonald House, collecting items for the needy, coming together to pray for and remember our Fallen Heroes, visiting Shriners Hospital, working on fund raising events, or simply meeting to explore other ways to assist our officers, Rich was present and always willing to contribute by offering his time and talents. I know I speak on behalf of all of us by saying I am deeply grateful to him for all he has done to help us build such an important support system and ministry for police officers. Rich was always thinking about the next step or event that could be offered to our officers to help them. When it came to someone in need, he was always there ready to help. I was privileged to be with him in his last days. He talked about how much he loved Philly cops and was proud of them. Thank you, Rich for saying yes to joining us in our mission to offer pastoral care and support to our men and women of the Philadelphia Police Department. Rest in Peace!

BY LOU CAMPIONE In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all our programs and made a series of recommendations to President John McNesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens and Assistant Administrator Ray Convery. All of these recommendations were adopted, and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Health Transformation Program is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse, and dependent children 16 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 7000 pounds of fat and gain 4000 pounds of muscle...The new state of the art 14000 square foot L.E.H.B. fitness center at 9432 Roosevelt Blvd. is now open Mon. thru Thurs. 5:00 A.M.11:00 P.M. Fri. 5; 00 A.M.-10:00 P.M. Sat. 8:00 A.M.-6:00 P.M. Sun. 9:00A.M -5:00. P.M... Every New Year we make New Year’s resolutions. Every year the most common is to lose weight, exercise more, and eat healthier. One survey concluded 180 million people make New Year resolutions and 8% keep them. The most common reason for the failure is that we do not change the behavior that is causing us to make the resolutions. The fundamental issue is that the change must come from within, motivational speaker Matthew Kelly describes it as our lives change when our habits change. These programs assist in the healing process, as we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available: psychiatrists, psychologists, counselors, and social workers to address mental health concerns. Whatever the need is we can find a resource. They conclude, cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein. There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together. A recent study concluded if a father practice’s his faith ninety one percent of the time the children will follow. Wow, what a powerful difference a father can make in the life of his children. The Judeo-Christian tradition of the father being the spiritual leader of his family is validated by social science. What a priceless legacy that a father can leave to his family for all eternity. God has ordained the family as the domestic church. In his book “When Divorce is not an option: How to Heal Your Marriage and Nurture Lasting Love.” The author Dr. Greg Popcak concludes “that people don’t just luck into successful marriages; it requires skills which can be taught.” He contends that if a couple seek a “marriage-friendly” counselor, meaning the counselor is committed to saving the marriage and has had formal training and supervision in martial therapy, they have success rates of 95 percent. Some of the resources that are committed to saving marriage can be found in Retrouvaille, Focus on the Family, New Life, Family Life Today, Pastoral Solutions Institute, Worldwide Marriage Encounter, and Catholic Counselors.Com. Each of these resources has as a foundation a spiritual commitment to saving your marriage. If you want to make spiritual exercise a part of your daily routine, then you can start by finding a place to worship, praying, reading religious literature, and listening to religious material. Auxiliary President’s Message... by Donna Giulian, Lodge 5 Auxiliary, President
"Never Let Them Walk Alone" Hello from The Auxiliary, hope your winter is not too taxing and everyone is able to manage with their daily activities. The Auxiliary is managing to try to get back to some sense of normalcy with our meetings and events. This publication will be after our February and March events, we are excited to try and get these events off the ground. On March 19th,2022 the members of the Auxiliary along with our friends The Hell Raisers Motorcycle club, will be busy making our famous cookie deliveries to every police district, special units, the FOP and administration offices. This is all possible because of our current campaign to ask local bakeries to support our endeavor by, making a donation then in turn the Auxiliary will match their donation with a purchase of the same amount. We take pride in being able to help small local businesses who help us. We are able to match these donations due to the generosity of supporters from across the city and state who want to say they care and would like to sponsor a tray which helps defray the cost of over 320 cookie trays. We are in the planning stages of a fun night out for our members around April 24th at a wood working shop where we can hang out laugh, paint and maybe have a few libations all while being together and making a masterpiece for our homes. Remember the Auxiliary is here for all families of Philadelphia Police Officers active or retired. We welcome all Police Supporters, during these trying times we will never say no to anyone who wishes to become part of a nice family group, with all the same issues and knows what it is like to be part of a First Responders life. The rotation of shifts, the cancellation of scheduled days off at the last minute. Breaking news stories which happen to be in the district or area your Police officer is working in at the time. All these are common life situations that we have all lived and shared and know how it feels.
October is our annual membership renewal month; HOWEVER, we will continue to accept new members all year long. If you are a family member or supporter of Philadelphia Police Officer. The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. SGT. MICHAEL J. SIMON # 392 DOB: 9-24-1944 DOD: 9-19-2021 APTT: 10-4-1965 RET.: 12-10-1990 ASSN: 18th District, A.I.D., 1st Dist., S.W., Plain Clothes, 1st Dist., CPL Subway, Det. SW Detective, Hqd., Gft. Det. Hdq., Sgt. EAD. Mike would say that he enjoyed his years working with the men and women of the Philadelphia Police Department. But most of all the credit goes to our Fraternal Order of Police for all they have done over the years to help make conditions better. He would thank the FOP because he remembered when he had to work over 8 hours, with no pay, and the FOP, under contract, fought for straight time, for over 8 hours of time. My husband Mike was dedicated and served proudly as a Philadelphia Police Officer and all his assignments throughout his 25 year career. He always fought for what he felt was right. After retiring, he continued to serve the people in Camden County, New Jersey, where we have lived. He stopped layoffs for the Runnemede Borough Police Department and also had the rank of Captain reinstated back to the Runnemede Po-
lice Department, which had been dismissed from their rank. My husband told many stories from his yeas on the Philadelphia Police Department and continued to tell great stories to share, and there was always a good laugh at the end. He has always served the people in one way or another. Most of all Mike loved his family. Above allelse his family always came first. Mike was a Gold Member of the Fraternal Order of Police for 53years. He was an Ambassador for the Rothman Institute. Mike was a member of the Runnemede Seniors Club and fought for senior's rights. He was a member of the Runnemede-BellmawrGlendora Rotary Club as well as the NRA. Most of all, Mike loved his family, and above all, his family alway came first. We love and miss him with broken hearts. His wife Gina, son Michael, grandchildren Isabella Skidmore, Sophia and great granddaughter Rosalie. Hes erved the people of Philadelphia for 25 years until December 1990, when he retired with the rank of Sergeant. He served proudly withthe 116
men and women in Philadelphia and rose through the ranks of Corporal, Detective, and Sergeant. Some of his many assignments were the Accident Investigation Division (A.I.D.), Detective, Plainclothes, and Ethics Accountability Division (E.A.D.). Upon his retirement Mikeworked as an investigator with Camden County in the Child Support Unit for 16 years, a job he came to enjoy. When he finally retired in June of 2007, he loved talking to people. He had so many stories to share and there was always a good laugh at the end. Mike was very outspoken about things he was passionate about and wasn't afraid to stand up forwhat he believed in. bor, NJ, a decorated Philadelphia police inspector, former head of security at La Salle University, and home security business owner died at home Friday, August 20, after a long illness. One of four brothers who followed their father into the Philadelphia Police Department. Robert joined the force in 1964 as a patrolman in the 25th District and rose through the ranks to retire as inspector in 1995. During the late 60s and early 70s, Robert was assigned to the Civil Affairs Unit policing protesters against the war in Viet Nam while his younger brother Thomas was serving a combat tour of duty with 173rd airborne division in Viet Nam. For Robert, policing was more than a job for his family. "It was a way of life", he said in a 1987 newspaper article. " He always wanted to help people", said his wife Helen of 35 years. At La Salle, Robert hired and trained security officers, budgeted and purchased equipment, and coordinated with community leaders. He left the university in 2003 and relocated to Stone Harbor and opened a home security service. Robert served in Marine Corps Reserves for eight years. He graduated from the FBI national academy in Quantico, VA., and earned a BA in criminal justice at La Salle University. Away from work he loved tennis, softball, skiing, motorcycles, refurbishing his 1965 Mustang and his 100 year old home in Stone Harbor. While living in Stone Harbor he was active in local politics, the American Legion and the Stone Harbor Museum. Richard Neil, Sr. was born March 11, 1940, in Philadelphia Pennsylvania to the late Robert and Rebecca Neil. He was the youngest of four brothers who preceded him in death. He spent his final days in the loving company of his family. On Saturday, December 11, 2021, Richard entered his eternal resting place. On October 6, 1962, Richard married Dolores Rodgers. From this union, two sons were born. Richard, Jr., and Jason. Richard was a gentle giant who was devoted to his wife and children. He was stern yet loving and could brighten up any room with his incredible smile. “Hon,” as the family and close friends affectionately called him, lived a purposeful life. He was the wind beneath his wife’s wings. Richard received his formal education in the Philadelphia public school system, graduating from Bok Vocational Technical High School in 1957. Richard entered the Philadelphia Police Department on April 2, 1962. During his thirty-six-year career in law enforcement, he accomplished outstanding achievements moving up the ranks of the police department. On August 20, 1992, he received his appointment as the 11th Police Commissioner of Philadelphia. During his tenure as commissioner, his goal was to focus on the mission of the police department and 117
enact improvements that supported the police department’s mission. To aid in accomplishing these goals, he implemented the following programs: splitting the patrol bureau and decentralizing the field detectives, combined patrol districts, mobile mini stations, instituting citywide bike patrols, cultural diversity training, hate crime training and investigation, youth initiatives, citizens police academy, crime analysis committee, and implemented the helicopter unit. As a police officer, he understood the importance of developing future police officers and made significant training improvements at the police academy. Under the Federal Cops Ahead program, he obtained funding to construct a new police academy training facility. Richard Was a member of numerous law enforcement professional associations and received numerous honors and awards. To name a few: The US Attorney General’s William French Smith Award for outstanding contribution to cooperative law enforcement; citations from the Pennsylvania House of Representative and the Philadelphia City Council; awards from the Korean Association, the citywide antidrug group network, the Wolf Baron Lodge Overbrook, he Philadelphia Housing Authority and the National Association for the Advancement of Colored People (NAACP.) Richard will always be cherished and remain in the hearts of: his wife of fifty-nine years, Dolores: sons, Richard, Jr. and Jason; daughters-in-love, Laila and Jenelle; his granddaughters, Chelsea and Gabrielle and Simone; a host of other family members and friends.
JOSEPH ROBERT MATKOVIC DOB:12/01/1939 DOD: 01/18/2022 APPT:12/1965 RET: 02/08/1991 J o s e p h Matkovic, age 82, of Smyrna, DE, formerly of Philadelphia, PA, went home to Our Lord Jesus Christ on January 18, 2022. He is the beloved husband of the late Theresa (nee Murzyn) and son of the late Mary and Stephen Matkovic. Upon his mother’s death, Joe was raised by his Aunt Rose Borkowski, who was like a mother to him. Joseph was a loving brother to Mark Borkowski, and loving father to Joe Matkovic, Mike Matkovic (Dana), and Jennifer Kairis (Dennis), and dear grandfather to Matthew Matkovic, Amanda Matkovic, Michael Matkovic Jr., and Sean Matkovic, Jill Miles (Will), and Matthew Kairis, and great grandfather to Fulton John Miles. Joseph served our country in the U.S. Army and protected the citizens of the City of Brotherly Love as Philadelphia Police Officer for three decades. He was devoted to his profession and wore his badge proudly. He valued the brotherhood of the F.O.P. and was truly a Cop’s Cop. While Joseph had many passions in life including, hunting, fishing, and car racing, more than anything in life, his family was his true passion. He demonstrated the importance of being a devoted husband and father to his family every day of his life. We will miss him dearly as we lost our Hero. Voiceprint Laboratories Voice Identification, Somerset, New Jersey and Community College of Philadelphia, Pa. Shelton had assignments in the Juvenile Aid Division and Gang Control Unit. From there he moved to the Homicide Division, Special Investigation Team. From there until his retirement, he was assigned to the Polygraph and Voiceprint Lab at Detective Headquarters. Shelton received many commendations throughout his career. December 4th, 1976, he retired after 21 years of Police Service. But he did not stop working!! Shelton became the Chief Polygraph operator for Globe Security. From there he went to the Public Defender Association. Shelton was also President of the National Polygraph Operators of Pennsylvania. Outside of his overachieving work ethic, for generations Shelton and his Family spent leisure time at their summer homes in Cape May, NJ. Shelton leaves behind a loving Family. His wife of 75 years Phyllis, two daughters Lynda and Angela; 8 Grandchildren, Christopher (Sheila), Earlene (Matt), Lori (Eric), Devon (Danni), Shawnee (Dennis), Shannon, Samantha, and Gabriel.
