Since the last article that I wrote the climate has changed dramatically in policing. We lost a great cop, husband, and father in Jimmy O’Connor. As we all know Jimmy was gunned down serving a warrant in the early morning hours of March 13th. We as a police family rallied around the O’Connor family during these tough times, but what made it harder was the fact that we could not put Jimmy to rest with a proper burial. As this was taking place, the virus hit and everything shut down. These were times that no one has ever seen or even would have imagined. As we moved along with the unknown of this virus, we began, with the help of Jack Gaittens and Ray Convery of LEHB to furnish masks, hand sanitizer, sanitizer for vehicles and work stations as well as gloves and sanitizing wipes. We worked as hard as we possibly could finding the supplies, coordinating with the districts and units, and getting them out. All this while being price gouged (approximately $250,000 spent) As we were still in mourning for Jimmy, and still unsure as to the status of his funeral, the city organized a ride by of the O’Connor house with as many Philly police as possible as well as outside agencies. All put together in less than a two days. None of this could bring a husband or father back, but it showed the love and support for Jimmy and his family. It was at this time that I spoke to the Mayor and his people about the idea of a contract extension. With us being ready to start the formal hearings, and usually leading the pack, I couldn’t really get a handle on the economic end as we would literally be shooting in the dark at a moving target. The entire city shut down, projected shortfalls and the market taking a bath, it seemed like a good idea. After all, when this eventually opens, people will be back to work, the economy SHOULD rebound and hopefully we as a big city will get some federal aid. After a few lengthy days and back and forth with basic numbers, we were able to lockdown 2.5 percent and a 750 bonus. As we did this, other unions began to attempt to do the same. As this turns out it was a great move……back to that in a second. As this pandemic progressed we lost another well respected officer……Lt Jimmy Walker. Jimmy was a dear friend to many and lost his battle to COVID 19. Everyone knew Jimmy and I know I say it a lot, but no one ever had a bad word to say about him. He was well respected and was a great supervisor. Again we were there for the Walker family and we will see to it we give him a proper send off for his family. As we battled thru this we had many members effected. Some hospitalized. Some barely hanging on. We checked and reached out to every officer or his or her family to see what if anything was needed. 4

As this carried on week after week, we also visited every unit and district around the city addressing officers on the contract as well as feeding each shift, as places were hard to find that were open during regular tours. Then the incident in Minneapolis. A couple of officers needlessly and literally choking the life out of someone, and the whole Law Enforcement profession once again gets a bad name. Protests around the country, which led to widespread looting from a group of thugs who thought it was Christmas season. Vehicles being burned, orders to stand down, miscommunication, officers being hurt with some serious, especially Officer Nieves who was run down by a car filled with looters attempting to flee. We also had Lt. Bob Friel who was shot in the line of duty in South Division wrestling with what was an apparent deranged male possibly a 302. Bobby has a few surgeries scheduled and a long road to recovery but he is still here with us today. Now as these protests continue, not only here but around the country, policing is going to be tougher and harder. You have legislation being introduced on every level, every politician reaching far and wide to get their name attached to something without even being properly informed as to what the legislation even is. We will have our hands full over the next few months both locally here in council as well as in Harrisburg, we have a total lack of support from the city administration, as well as a deafening silence from local politicians who always scream that they support the police and the work we do. They know who they are and they know we won’t forget. Go out, do your job and let us do ours for you as we navigate this process and continue to protect your rights, even when no one else is willing. We will keep everyone informed as to how all this progresses but please be safe… …it is apparent that the only thing we have is each other thru all of this. Watch out for one another. The city sure as hell won’t. We have a strong team and will be on top of it. Be safe. John McNesby 5

This is a time in all of our lives that has tested our beliefs and faiths. I would like to start my article off by saying to the O’Connor and Walker families, that I will always keep your loved ones in my heart and daily prayers. They will be missed, but never forgotten. As I look back on the past several weeks and what’s been going on in the world(Pandemic), I have come up with a few words of my own that describes my thoughts about dealing with the situation in the city. I’m very confused and puzzled by some of the policies that was put in place, and some policies that was not implemented. In a situation like this, which none of us has ever had to experience before in our lifetime. I’m most confused about how some people saw this as an advantage to get over any way they could. I’m most disappointed in the lack of leadership that has occurred during such hard times. This Pandemic has shown the world who is strong, and who is week. It has promoted some of the leadership to Doctors with all of the knowledge in the world to diagnose officers and make decisions on their own, totally ignoring the CDC recommendations for this Pandemic. I believe there was a total breakdown in communications across the board. All that being said, I know we were all caught off guard and totally shocked at how the world changed before our eyes in a matter of minutes. A lot of what I want to say, I can’t and will not, for the simple reason, the people I’m talking about, could care less. I will say one thing that I’m for certain that is true, this Pandemic was supposed to pull us all together, but in this department, it did the total opposite. People were made to feel that they 12
were unappreciated and no one cared. Officers were told to go out there and do activity with the fear of threats from their supervisors, after the CDC has made it very clear that the main cause of contracting this possible deadly virus is person to person contact. But the geniuses in the department decided they were going to show who runs the show. No common sense. There have been laws put in place to protect our officers when they have contracted or have come in contact with someone with the virus, but once again, our department operate from a different standard. As with everything in the past, the double standard rule applied during these critical times. Half the third floor, worked half the time (from home), and the grunts on the front line worked their full tours without a simple thank you, but instead they were told to go out there and get activity while taking the chance that the person you are coming in contact with does not have the virus. No matter how much PPE, which according to my calculation, was not much at all, you give out, there is not enough to protect the mental state of mind of the people you are asking to put their lives on the line at a time like this. Once again, not much common sense used when given these orders. This has changed the world as we once knew it for the time being. Will the department make the necessary changes as time goes on? I don’t know what else to say about this situation and how the department has handled is so far. SAD… I hope all of the officers take every measure to keep your family and yourself as safe as possible during these life altering changes. Fraternally yours Roosevelt Poplar

Due to COVID-19, the Fraternal Order of Police – Lodge 5 has been functioning with limited personnel. However, that does not mean that Team McNesby has not been working on your behalf. The city’s “OnePhilly” payroll system continues to be a quandary for the Philadelphia Police Department and the root of numerous complaints received here at the FOP. Although it has been very frustrating when dealing with the Philadelphia Police Department’s (PPD) Finance / Payroll Office, I do believe Lieutenant James Ferguson, assigned to Deputy Police Commissioner Christine Coulter’s Office, Organizational Services is working hard on your behalf. In addition to all his other duties, he is tasked with being the liaison between the PPD’s Finance / Payroll Office and the Human Resources Office. I was informed that on all payroll issues the PPD is the lead on all resolutions. Please do not call the PPD Finance / Payroll Office because they will not be of any assistance. Most callers have been advised by the person they have spoken to that a supervisor, usually Melissa Lumpkin will get back to you. Well, Melissa Lumpkin is missing in action, she has stopped returning calls and / or emails. Not sure what her issues may be, but hopefully not COVID-19 related. I personally believe she is just trying to recover from her vexation of dealing with the abundance of OnePhilly complaints. So going forward, anyone with payroll
complaints, please submit a detailed email to police.payroll@phila.gov and it is alleged a response will be received within twenty four hours. In order to maintain a list of names from officers who continue to have complaints please follow up with a call to me at 215-629-3627 or email at wsierra@fop5.org. I will continue to communicate the names compiled to Lieutenant Ferguson in hopes of reaching a resolution. If all else fails, keep in mind the FOP has an active lawsuit pending against “OnePhilly” and we are confident, at some point after COVID-19 that we will be triumphant in court. In closing, please keep the families of SWAT Officer, Corporal James “Jimmy” R. O’Connor IV #8162- (End of Watch – March 13, 2020), Traffic Unit Officer Lieutenant James “Jimmy” Walker #435 (End of Watch – April 5, 2020), District Attorney’s Office Police Officer Jerry Torres #5136 (Date of Death: May 21, 2020), and 9th District Police Officer Jose M. Novoa #6710 (End of Watch: June 3, 2020) in your prayers. Cpl. O’Connor was lost to the senseless gun violence that plagues our city. Lt. Walker & Officer Novoa were lost due to complications from COVID-19. Police Officer Torres’ death was related to an infection unrelated to COVID-19. They will be sorely missed.

It was the best of times, it was the worst of times. This phrase is the opening of Charles Dickens novel, A Tale of Two Cities. This is a vivid description of our current plight. All we have to do is listen to the news and we are overwhelmed rapidly by the bad news of the pandemic. Many ask why God allowed this to happen, the answer is that we live in a fallen world, 5780 years ago our first parents Adam and Eve exercised their God given free will and disobeyed God. Their disobedience is described as sin, sin entered the world and as a result we have these consequences. We lost our Heaven on earth existence that God intended, for us instead we have been subjected to the punishment for disobedience. God is love, if we reject his love than we are subject to the penalties for our disobedience. The question then becomes, “How do we deal with the consequences of sin?” Victor E. Frankl, who was an Austrian Psychiatrist and a Holocaust survivor, offers faith in God and this explanation. “Everyone has his own specific vocation or mission in life: everyone must carry a concrete assignment. Therein, he cannot be replaced, nor can his life be repeated, thus, everyone’s task is unique as his specific opportunity to implement it.” Frankl concluded from his concentration camp experience that surviving was done by identifying a purpose in life to feel positive about, and then imaging that outcome. What does this mean to our mission? We as Peace Keepers in our beloved City of Philadelphia share a robust mission of servant leadership. We are on a mission from God and that mission means that we must fight the pandemic. Our fight is to help protect ourselves and our fellow citizens from all of the negative effects we are experiencing. We must search out the positives that are occurring as a result of this tragedy.
We as Philadelphia Police Officers and Sheriff’s Deputies enjoy a rich history of this

sense of mission. The Philadelphia Police and Sherriff Department were formed because of the yellow fever epidemic of 1797. Mayor Hilary Baker served as a servant leader providing support to the people of Philadelphia in dealing with the epidemic and created what later became our police force and sheriff department to assist in the mission. Then, as now, our mission as servant leaders is to provide the support that our fellow citizens need in order to work through this crisis. To live our vocation as peace keepers, to live our mission by demonstrating the leadership, direction, control and support that that is needed to tamp down the chaos. We see and hear from the public the tremendous appreciation they have for us and our mission. While on patrol hundreds of people have come up to us and thanked us for all that we do. We have had food, cleaning supplies, masks, gloves, cakes, cookies, candy, cards, snacks, and prayers sent to us from numerous churches, F.O.P., civic associations, businesses, individuals, elected representatives, and so many sources that we cannot identify. For example one man walked into the lobby of the 1st District tied a balloon to the rail that read “Thank you” and walked out. The show of support has been inspirational, my favorite is those who tell us that they are praying for us.
No one knows what our “new normal” will be, but hopefully it will be based on our faith in God and our Judeo-Christian principle of servant leadership. As peace keepers in Philadelphia we have a robust history on which we were founded and by the grace of God that foundation will serve us well to continue our Mission from God. Please continue to encourage all we meet to pray. When we look back on this time in history let all know we served our mission well, as God directed us.

Corporal James “Jimmy” o’Connor made the ultimate sacrifice on march 13, 2020. He lost his life in the line of duty, as he and his fellow officers served arrest warrants for two murder suspects. Corporal o’Connor served the Department and the City with distinction for nearly 23 years starting his career in the 2nd District. Quickly he was promoted to the rank of Corporal and was assigned to the 35th District. Jimmy then went to Police Radio before landing his dream job; SWAT. Jimmy was leader and a fixture at the Philadelphia Police Department SWAT Unit for over 14 years until making the ultimate sacrifice while working to make Philadelphia a safer city. His extraordinary courage and dedication serves as an inspiration to those who continue to serve the people of Philadelphia.
You can find evidence of his ability to inspire people in his very own family. His son Jimmy and daughter in law Nicole are both following in his footsteps as Philadelphia Police officers. While his daughter is serving her nation as an active duty member of the United States Air Force. He is truly a hero in every sense of the word and has inspired others to be Heroes as well.
To Jimmy’s family, his widow Terri, daughter Kelsey, son Jimmy, daughter-in-law Nicole, granddaughter Callie, brother John, parents James and Carol, in-laws, Greg and Joanne Glanzmann, and numerous relatives, who also wear the PPD badge with honor we stand with you. We can only imagine the grief that accompanies the loss of a loved one, under these extraordinary and unprecedented circumstances.
Corporal o’Connor is our family too, and we are here to help you through these difficult times in any way we can. As we salute Corporal o’Connor’s service and memorialize his life, please know that the wheels of justice are in motion. Yet, it is with a heavy heart that we bid our fallen brother farewell.

Captain James Walker, better known as Jimmy Walker Served the City of Philadelphia as a proud member of the PPD for 33 plus Yrs. Jimmy rose through the ranks from Patrolman to Lieutenant. He was most recently promoted posthumously to Captain.
Jimmy, was a well respected member of the force who wore many hats during his illustrious career; from the Kango hat of the Narcotic Strike Force, to the Baseball hat of major Crimes, and the ever so fashionable Fedora of IAD just to name a few. However, it was the Crushed Hat of the Traffic Division that would ultimately become his hat of Valor.
Jimmy Walker wore each hat with his infamous sense of style. No matter the assignment Jimmy was sure to make his mark. He was always a standout personality who was admired and sought after for his knowledge and understanding of the job.
Jimmy was always willing to lend a hand and advocate for his brothers and sisters in blue. Jimmy believe in a no nonsense manner of policing. But maintained a sense of honor and integrity that became his personal mission statement. 54
Jimmy was an officer who served with pride until the end. He believed that true nobility came from being better than your former self. That you should represent the mirror image of your expectation of those under your command.
Jimmy was a Husband, an officer, a Leader, a Scholar and so much more. He was the man you wanted to be by your side in good times and bad times. He was a servant leader who knew when to take the lead and knew when to be a team player .
Jimmy was a man among men, a man of Character. He could be tender, yet resilient, he was feared and respected, He was loyal and courageous... He was humble yet boast fully confident in his ability to serve.
He never wavered in his belief that every man and woman who adorned him or herself in the Police Uniform... a uniform of valor must be willing to sacrifice him or herself in the daily pursuit to protect the citizens of Philadelphia. In this regard, Jimmy who was month’s away from retirement when the Covid19 Virus mandated a massive State and Local Stay at home order continued to Suit Up daily and went fearlessly into that unknown battle without pause.
Jimmy like every Fallen Hero will never get a chance to see the realization of his retirement dreams come true. He will never have a opportunity to meet the old man he would have become. He will never have the opportunity to live out his happily ever after. But hopefully because of his sacrifice you and other’s will. Please allow his name and face to begin now and continue to serve as a constant reminder of the deadly nature of the Covid19 Virus and our determination to defeat it. Let his story become your cautionary tale.
Like every widow of a Fallen Hero, I want my husband’s killer brought to justice. But no arrest will be made, no court date, nor trial for me. But this killer must be stopped none the less. Consequently, I asked that the same due diligence be applied in eradicating this perpetrator. most certainly, there will be no need of guns and handcuffs in this pursuit. Hand Sanitizer, Face mask, and Social Distancing will be the weapons needed to bring this killer to justice. No monetary reward will be offered. But just maybe in taking on this mission; you’ll get a chance to fulfill your happily ever after and most importantly get to know the old man or old woman you inevitably will become. Owner of “The American Pub” Mr. Gerald Connor Jr. Growing up Gerald watched his uncle and father put on the uniform for many years. He saw them sacrifice many holidays with their families to stand along Market Street in the cold for hours; so that others could watch the New Year’s Day Parade with their family. Throughout the years Gerald was lucky enough to attend a few of the parades. Gerald’s parents raised him to be a kind person, a person who respects law enforcement along with all the sacrifices it brings. So when he opened The American Pub, being located at 15th and Market Street he knew he wanted to do something in support of the police. On New Year’s Day, January 2010 Gerald decided he would open his restaurant for all the police officers working the New Year’s Day Parade Detail. Over the last decade The American Pub has been providing Officers with a place to warm up, free hot beverages and clean restrooms to use while working one of the longest and coldest details of the year. Gerald we thank you and family for all your support and sacrifice.
FOP Attorney Danielle Nitti
Police have been under attack in the news media by politicians, internal affairs and a large number of those who investigate police. At times it seems as though few are standing by police officers. Danielle Nitti is has been the exception! A graduate of Notre Dame University and Temple University Law School; she has zealously protected the legal rights of our police officers. Since becoming an attorney in 2008, Danielle has dedicated her legal practice almost exclusively to representing our police officers. She has been an outstanding FOP attorney since becoming a member of the bar. Danielle has represented police officers at internal affairs interviews around the clock. She has also tenaciously represented our officers at over one thousand Police Board of Inquiry Disciplinary proceedings. She always ensures our officers are treated fairly and their legal rights are vigilantly protected. In turbulent times such as these, when police are constantly under attack our officers and their families are very fortunate to have Danielle Nitti alongside us. Thank you Danielle for all you do!
Ken and Joan Renshaw After retiring 10 years ago Ken began taking walks around his neighborhood. One day he notices a weathered and worn down “Welcome to Wissahickon Hills” sign on the island at Ridge and Acorn Street. Disturbed by its condition he goes over to get a closer look and discovers this is no ordinary sign. The sign was actually a memorial dedicated in memory of Officer Joseph C. Friel. On December 4, 1994 at 25yrs. old with only 6 months out the academy Officer Friel’s patrol vehicle was struck by a drunken driver ending his watch. Appalled by the deplorable condition of the memorial he started cleaning the area but noticed it

needed more work than cleaning. So he and Joan took the initiative to rehabilitate memorial. Joan loves gardening so she makes sure the foliage is always kept neat, presentable and free of debris. They’ve ensured the stability and toughed up the paint resurrecting the memorial to its original glory. Over the last ten years on their own accord the Renshaws have been the sole care takers of the Officer Freil memorial. They’ve selflessly dedicate their time, service and finances to honoring the memory of a fallen officer. Mr. and Mrs. Renshaw we truly thank you!

2nd District Officer Michael Panarello #3073
On May 05th Officer Panarello was in the area of 1500 Stevens Drive he heard two to three gunshots. Immediately after hearing the gunshots he observed a silver jeep stopped in the middle of the 1400 block of Stevens Street with no head light suddenly take off at a high rate of speed. Officer Panarello was able to stop the vehicle. Upon approaching the vehicle, the officer observed a firearm on the passenger seat. The operator was removed from the vehicle and placed into custody. The firearm recovered was a 9mm loaded with one round in the chamber. Police also recovered from the vehicle marijuana and from under the driver side floor mat another firearm loaded with one round in the chamber. Subsequent investigation revealed the offender did possess a valid permit to carry and the 9mm was registered to him. However, there was no information on file for the second firearm. The offender ultimately gave a full confession to the assigned detective. He was charged with multiple offences. Officer Panaerllo was able to remove several
On April 27th Officers Ceravolo and Morales responded to the 800 block of N. 8th Street for a person with a gun. Upon arrival the officers were met by a complainant who stated her stepfather pointed a black handgun at her and her mother. She told the officers her mother and stepfather was still in the apartment. When the officers entered the apartment, they observed the complainant’s mother and stepfather in the back room. Immediately the officers were informed the stepfather was still armed. At this point the offender was partially obstructed by the doorway making it difficult for the officers to see his hands. Officers Ceravolo and Morales drew their weapons and ordered the offender to show his hands. The offender became irate and refused the officer’s commands. He suddenly flung his right hand which was toward the officers while clutching a black object. The offender began yelling “just shoot me” to the officers while pointing the object which the offices could now see was a cell phone. The officers remained calm and continued ordering the offender to place his hands on his head. The offender eventually complied and was placed under arrest. Once the offender was in custody the officers were able to recover a black 9mm Ruger loaded with nine rounds from the area where the offender was originally standing in the bedroom. Officers Ceravolo and Morales displayed great courage and restraint in bringing an extremely volatile situation to a safe end. Outstanding job!

On September 13th a complainant reported he was carjacked point of gun in the area of 1300 Green St. Taken was his Ford Mustang. Video of the incident was recovered by Central Detectives and posted on the Police Department’s YouTube channel. Officers Ferrero and Thornton observed the video and were able to identify the male offender. This male was well known to both officers. On September 20th, the officers received information the offender would be in the area of 200 S. 13th St and he was still armed with a gun. Officers Wenger and Henry were working a plainclothes assignment and set up surveillance in the area. A short time later, they observed the offender walking down the block. All four officers attempted to stop the male when he fled on foot. During the foot pursuit the male threw a handgun to the ground. The officers were able to catch the male at which time he resisted arrest and a taser was deployed. The male was taken into custody. The firearm recovered was loaded. Further investigation revealed the gun was stolen. Through teamwork in a dangerous situation these officers were able to affect the arrest and take a violent criminal off the streets. Great Job!

On November 22nd Sgt McAlorum was monitoring the camera which covers the area of Popular and Vineyard St. A call was dispatched that approximately 10-15 males were attacking one person at 17th & Poplar Street. Sgt McAlorum observed a male on the 1700 block of Vineyard Street cross the street and place a dark colored object in the wheel well of a silver SUV. Sgt McAlorum notifies Officers Dobbins and Feeney via phone and directs them to the area. The officers arrived on scene and attempted to stop the male, but he fled on foot. Officer Feeney chased the male, while Officer Dobbins recovered a black handgun from the wheel well of the silver SUV. The handgun had 10 live rounds including one in the chamber. After a brief foot pursuit, the male was apprehended and transported to Central Detectives for processing. Great teamwork!
12th District P/O Gregory Dixon P/O Amir Watson
On June 4th the officers were patrolling the area of 6100 Elmwood Ave. While patrolling they observed a male walking on Elmwood Ave. with a large bulge in his left cargo pants pocket consistent with what they believed were narcotics packaging. The officers stop the male for investigation. During the investigation the male appeared to be extremely nervous. The officers asked the male if he had any weapons on him and he replied yes. The officers proceeded to do a frisk and recovered a semi-automatic handgun which was loaded with seven live rounds and one in the chamber. The male did not have a valid license to carry and was arrested incident. Further invest showed that the large bulge in his pocket was illegal narcotics that were seized during the arrest.
12th District P/O Jennifer Gresham P/O Owen Schaeffer On December 13th Officers were on patrol in the area of 2600 S. Robinson Street when they observed a male get out of a gray Nissan go to the rear of the vehicle and open the trunk. As the officers drove past they could smell a strong odor of marijuana coming from the vehicle. The officers road around the block. When they came back the driver was gone but a passenger was inside the vehicle. As the officers approached the vehicle they could see a clear package with marijuana in it on the dashboard. They removed the male passenger from the vehicle and conducted a further investigation, during which the male was asked if there was any additional narcotics. The male handed the officers 7 containers of marijuana. A search of the male led to officers finding additional narcotics and a large amount of cash. After securing the male the officers went back to the vehicle and observed a large amount of cash in the cup holder and the handle of a firearm protruding

from the rear of the passenger seat. The officers then secured the vehicle and requested another unit to hold the vehicle as a scene. The male was taken in for processing. A brief time later Southwest detectives executed a search warrant on the vehicle and recovered a semiautomatic gun with 10 live rounds and one in the chamber, 3 packages containing a large amount of marijuana, a large amount of cash and a large amount of Oxycodone pills. A check on the firearm revealed it had been reported stolen in Philadelphia. The Officers showed a high degree of dedication while aggressively patrolling in their area. Great Job!

On March 13th police responded to Gorgas Ln for a burglary on progress. Once on location, Officers McGorry and Goshert secured the front and back of the location. The officers noticed signs of forced entry and waited for backup officers. While waiting for backup, P/O McGorry observed 2 males inside the house. The males fled the house on foot and Officer’s McGorry and Goshert gave chase while giving flash to responding officers. Officer’s McGorry and Goshert caught one male who resisted arrested. A taser was deployed and the male was taken into custody. Recovered from the male were numerous burglary tools along with items taken from the house. Police were alerted the second male climbed on a roof in the area. With assistance from fireboard Sgt. Mellett was able to access the roof and observe
the second male. The male fled along the rooftops. After a brief foot pursuit, the male was apprehended by Officer’s Jala and Mahan. Both males were positively identified, and numerous items taken from the house were identified and recovered. The quick and tactical response of these officers led to the arrest of two burglars. Great job!

On December 12th while in the area of Brous and Ryan Officer Seislove responded to a call for a gunpoint robbery involving four males that fled the area in a blue van with New Jersey license plates. Officer Seislove observed a van meeting the flash driving with no lights in the area of 3400 Princeton Ave. The van passed him, and he put out the flash information. Officers Owens and Davenport receiving the flash observed the van and attempted to stop it. The officers pursued the vehicle. Officer Seislove joined the pursuit as the secondary vehicle. The vehicle attempted to elude police. Officers Boone and Culver responded to the area taking over as the primary vehicle in the pursuit. The officers were able to stop the vehicle take all 4 males into custody. Recovered from the vehicle was a black handgun. Upon further inspection it was determined the firearm was actually a pellet gun. The alertness and immediate actions of all police officers involved took 4 violent offenders off the streets. Great job officers!

On December 1st Officers Murphy and Livingston were on patrol when they responded to an armed robbery in progress in the 4500 block of Overbrook Avenue. The robbery suspects were armed with a silver handgun which he used to strike the victim in the face. Officers Murphy and Livingston started to canvass the area looking for the suspects. After countless minutes of searching, the officers observed two suspects who matched the flash information on the 2700 block of N. 47th Street. As the officers approached in their patrol vehicle, the suspects fled on foot. After a lengthy foot pursuit, the officers apprehended one suspect and disseminated flash information on the second suspect. Officer Noga responded to the foot pursuit aggressively searching the area for the second suspect. He spotted second suspect, as he attempted to approach the suspect fled on foot again. Officer Noga pursued the male for several blocks through driveways and over fence before he was finally apprehended. Both suspects were positively identified by the victims. The following day officers responded to the 2600 block of N. 46th Street to investigate an object. From that location police recovered a black and silver air assault pistol from the highway. The victim of the robbery was contacted by detectives and positively identified the pistol as the weapon used in the robbery. Further investigation revealed the suspects also committed additional robbery a few days earlier. These officers are the example of what it means to persevere and never give up. Great Work!
Coolbaugh and Doorley expeditiously made their way to their fellow officers and were able assist in apprehending the male. The male was charged with aggravated assault, DUI and related offenses. Outstanding Job!

On February 7th Officers Coolbaugh and Doorley were on patrol in the area of 5200 Lancaster Ave due to an increase of alcohol related vehicle accidents in that area. The officers observed a vehicle traveling without headlights. As the officers followed the vehicle, they see it continuously swerving into the bicycle lane as well as the opposing traffic lane. Upon stopping the vehicle, the driver was observed ducking in the vehicle out of the view of the officers. As the officers’ approached they immediately detected a strong odor of alcohol coming from the inside of the vehicle. The officers observed the male had glassy bloodshot eyes, appeared very nervous, and he was breathing heavily and shaking. In attempt to deescalate an apparently tense situation, the officers told the male to relax and to shut the car off. At this time, the male attempted to drive off striking Officer Coolbaugh knocking him off balance and dragging him approximately 30 feet. Both officers ordered the male to stop but he disregarded their commands. The officer sustained injury to his right leg and ankle. Officer Doorley immediately rendered aide to his partner and gave flash information to police radio identifying both the vehicle and the male. As the information about the vehicle was being broadcasted over radio, the same vehicle was reported to have been involved in an auto accident with injuries. The male jumped out of the vehicle and fled on foot. After a brief foot pursuit Officers Marko and Santiago captured the male and a struggle ensued. Despite being injured Officers

On August 13th a local star athlete from Penn State University was tragically gunned down in the area 1800 E. Pastorious Street. In the days after the shooting there were no known suspects or motive for the shooting. On August 22nd Officers Crocket and Gallagher responded to an anonymous call stating the male who killed the athlete was in the area 2300 Carlisle Street. The officers arrived in the area and immediately observed suspicious movement outside one of the houses on the block. The officers approached and a foot pursuit immediately ensued. They chased two male suspects who hid in the area. The Officers calmly and quickly coordinated with responding officers to setting up a perimeter and systematic search of the area. During the search the offices observed one of the males attempting to climb a nearby wall. The male was apprehended and taken into custody. He was subsequently positively identified as the shooter charged with homicide. Wonderful Job!

On November 25th Officers Thompson, Bradbury and Babcock were all on bike patrol in the area of 600 E. Ontario Street when they observed a silver Honda Accord parked illegally. The officers observed a male exiting the vehicle. As the Officers were approaching to speak with the male, they could smell a strong fresh odor of marijuana emanating from the vehicle. The male immediately sat back in the car attempting to close the door on the investigating officers. The officers attempted to detain Santos who immediately grabbed for his waist. A short struggle ensued which took several officers to detain the suspect. The suspect continually attempted to reach for his waist during struggle, but officers were still able to recover a fully loaded .380 hand gun from his waist area during the struggle. Officers eventually had to deploy a taser in order to subdue the suspect. In a subsequent of the suspect officers recovered several bags of marijuana. Also recovered from the vehicle were several jars and bags of marijuana. The defendant did not have a gun permit. He was arrested and charge. You never know when a simple encounter can go from zero to sixty! The officers working together were able to remove a dangerous individual from the streets without injury to themselves or the public. Outstanding job officers.
On May 12th, a male was shot once in the back of the head in an execution style murder on the 1300 block of Somerset Street. Homicide Detectives and the Crime Scene Unit responded to the scene and were able to recover surveillance video from nearby businesses which captured the murder. Officers Carapucci and Heuser reviewed the surveillance video with detectives and immediately recognized the offender as someone they knew from previous encounters. Officers Carapucci and would monitor local drug dealers’ social media pages and pulled up the offender’s Instagram which has a picture of the offender wearing the same sweatshirt that was used in the commission of the murder. Because of the officers’ positive identification of the offender and the corroborative evidence recovered from social media, an arrest warrant was approved for the offender. With the warrant in hand the officers started to search for the offender for several days and finally located him on the 1300 block of W. Somerset Street where he was taken into custody without incident. A subsequent search warrant was conducted on the offender’s mother’s residence, where the hooded sweatshirt he wore during the murder was recovered. The suspect was later convicted of 1st Degree Murder and was sentenced to life in prison. Excellent work!

On October 9th, the complainant went into a gas station at 5th & Lehigh Av. As the complainant was making a purchase, he observed an unknown male attempting to steal his bicycle. When the complainant confronted the male, the male punched him the face reached into his pockets and threatened to shoot him before fleeing on the complaints bike. The complainant flagged down Officers Perez and Oyana. After explaining the situation, the officers drove him around the neighborhood to see if he could point the male out to them. While riding in the 2900 block of N. Fairhill Street the complainant spotted the male and pointed him out to the officers. When the male saw police he ran, after a brief foot pursuit, the officers were able to take the male into custody. Great Job!
Due to a recent rash of shootings and homicides in the area of 3400 Tampa, On December 11th the 25th District NETS personnel set up a surveillance in the area of 3400 Tampa St. The officers observed numerous drug transactions on the block and observed a male going in and out of a house on the street. The male was arrested and the house was held for a warrant. As a result of the warrant, numerous shotguns and handguns were recovered from the residence. Along with the guns, there was large amounts of money and narcotics recovered Through the hard work of these officers, numerous high powered guns were taken off the streets of Philadelphia along with a large amount of narcotics. This arrest possibly saved many officers and civilians of harm. Great work officers!

On October 28th while on patrol the officers received information on the whereabouts of a suspect who is currently wanted for several gun point robberies. The male was supposedly in the area of Broad and Olney Avenues. Officers Fleming and Officer McGovern started to actively survey the area and observed the suspect standing on the 1300 block of Olney Avenue next to a mailbox. As the officers approached the suspect, he fled on foot
clutching his waistband weaving in and out of traffic, trying to use the vehicles as an obstacle course for the officers to get through. The officers were able to catch up to the suspect and take him down to the ground where a struggle ensued. Once the officers were able to get the suspect into custody, they recovered a black Glock 9mm semiautomatic handgun from his waistband. Also recovered from the suspect was a clear baggie containing crack cocaine and a black ski mask. Further investigation revealed that the gun was in stolen status and the suspect was arrested for the outstanding robbery warrants. The male was also the suspect in two separate shootings and a homicide which occurred in the 1600 block of W. Nedro Avenue. This suspect was ultimately charged with that Homicide on December 28th. These officers were able to apprehend an armed and dangerous murderer getting him off the streets of Philadelphia. Excellent Job!

On September 22nd while Officers Robinson and Daniels observed a dark SUV operating at a high rate of speed in the 4300 block of Wissahickon Avenue. The vehicle was swerving, screeching tires and nearly hitting other vehicles on the street. The officers turned their RPC around in an attempt to stop the vehicle for investigation. The SUV initially pulled over and the officers ordered the operator to put the vehicle in park. Instead they fled from the officers at a high rate of speed. A short distance away the SUV struck the rear of another vehicle. The officers observed the operator exit the vehicle and a foot pursuit ensued. P/O Gunter, who

On February 20th a “Point of Gun Bank Robbery� occurred at a PNC Bank in Lower Merion Twp. Flash information of three males and the vehicle bearing a Pa Tag number was disseminated to Philadelphia Police via police radio. The bank clerk at PNC bank placed a GPS tracking device in the money bag that was given to the robbers. Police radio tracked the device to the area of Wissahickon Avenue and Abbottsford Avenue, where Lower Merion Police Officers were able to apprehend two of the suspects in that area. However, the third suspect was still at large in the getaway car. Officer Panacoast responded to the immediate area aggressively surveying for the suspect vehicle. The officer located the vehicle travelling in the area of Roberts Avenue and King Street. He followed the vehicle and gave out the flash information and direction of travel while waiting for backup units. Officers Switaj and Allen were able to catch up to Officer Panacoast and followed behind until they were able to initiate a felony car stop. As the officers attempted to stop the vehicle, the vehicle fled from them at a high rate of speed.
The officers pursued the vehicle for several blocks until the suspect crashed and bailed from the vehicle. While fleeing he began removing his clothing and throwing large amounts of money on the street. Officer Switaj chased the male on foot, while Officer Allen cleared the vehicle for additional offenders and secured it as a scene. P/O Switaj pursued the male into a heavily overgrown alleyway where he briefly lost sight of the male. He located the offender hiding in the brush. After a lengthy struggle, the male was taken into custody. The officers were able to recover the suspect’s clothing. Recovered from his sweatshirt was the demand note used in the robbery. The suspect vehicle was held as a crime scene and a search warrant was executed. Recovered from the vehicle was empty packaging for costume beards, which were used in the commission of the robbery. Excellent work officers!

valuables totaling over ten thousand dollars. Each detective was investigating a different home invasion, so they started pooling their information together including several videos of suspects that were collected at different locations. In several of the videos there was distinctive footage of a suspect with a tattoo that said “52 4 life” as well as other distinctive features and clothing in addition to a black revolver. Lt. John Walker met with the Asian Business Association in Chinatown to discuss this pattern and released a compilation video of the incidents to the persons attending this meeting and the media. Shortly after the news stations aired the robbery videos an anonymous source contacted the ATF providing the name of one possible suspect. A comparison of the possible suspect to the suspect in the videos was conducted yielding consistent results. Additionally, it was discovered the suspect and another male stopped together around the time one of the home invasions occurred. That male matched the overall physical appearance of the 2nd second suspect in the video. This information was relayed to SWDD. Based on this information Det. Wilson was able to compare the second offender’s tattoos to the surveillance videos, Department of Corrections Data base, and the suspects Facebook page. Several of the tattoos especially a right forearm “lucky 7” was identical with tattoo documented in the arrest data base of as well. The Detectives were able to get positive ID’s by all the complainants allowing then to obtain a search. The search warrant was executed. Both suspects were apprehended and most of the stolen items recovered. This was a great collaborative effort by all. Great Job!
On August 8 members of SWDD began an investigation into a series of 12 home invasion. The suspects were targeting Asian owned businesses where the store is on the first floor and owners reside on the second floor above their business. The offenders always forced entry inside the properties usually between 4:00am and 6:00am when the stores were closed. Once inside the offenders would make their way to the second-floor assaulting and tying up the occupants then robbing them DA’S OFFICE at gun point. On April 20th, Detective Smith was off duty in the area of 2000 Princeton Avenue when he observed an irate female screaming for help. Detective Smith was able to ascertain the female had just been robbed and the offender was still in the immediate area. Detective Smith was able to locate the suspect. When he approached a foot pursuit ensued. Detective Smith was able to catch up to the offender maintaining custody of him until uniformed officers arrived. He was also able to recover the complainant’s property which was taken during the robbery. Great Job!

On October 21, Officers Solvinile and Chichearo were working in the area of Frankford Ave. and Brill street, when they heard multiple guns shots coming from the rear alley of the 1700 block of Brill St. They observed a male standing on the rear steps of a home wearing only boxers and holding a black handgun. The officers instructed the offender to drop his gun. Ignoring the commands, the offender fell down the staircase. While getting up he racked his firearm and fled with all four officers in pursuit. During the lengthy foot pursuit, the offender climbed an 8-foot fence. His foot became stuck in the fence causing him to fall hitting his face and rendering him unconscious. The officers were then able to secure the offender. Located next to the him was a 9mm handgun which was reported stolen from NJ. Officers also recovered three 9mm shell casing in the rear driveway and yard of the home in which the offender was originally ob-
In May the Major Crimes Auto Squad began a citywide investigation involving over 30 thefts of mostly Jeep Wranglers or batteries from that vehicle. The officers meticulously processed each scene, reviewed video surveillance, conducted numerous interviews and set-up surveillances targeting at specific locations. While reviewing video from one of the theft locations, Officer Kent recognized the suspect as someone he had previously arrested. The suspect was identified, and this led the officers to a salvage yard located in Philadelphia. When the owner of the salvage yard was interviewed, he was able to provide the officers with documentation, photo identification and video surveillance. It was discovered the suspect entered the property over the course of several months with 5 stolen vehicles and 26 stolen batteries. As a result of the investigation, an arrest warrant was issued for the suspect he was found to be in custody in a New Jersey State prison for unrelated charges. After waiving extradition, he was transported to Philadelphia and arrested by members of the Auto Squad. Great teamwork!

Dear Brothers and Sisters, I have received many inquiries since the beginning of this pandemic regarding the current status of the pension fund and possible effects on the fund going forward. We have all seen that the financial markets have been in turmoil since March. However, the pension fund has held up extremely well during this time considering all that has gone on. Through the middle of May, the fund is only slightly negative for the fiscal year. The fiscal year ends on June 30th so there is still time for the fund to get back in positive territory. Because the pension fund smooths investment returns over a 10-year period, one year of under performance does not have a big impact on the fund. Members have also expressed concern about the Mayor’s statements regarding the city budget and loss of revenue due to the pandemic. The city is required by law to make their mandated contribution to the pension fund. The budget for the up-
coming fiscal year includes the city’s required payment to the fund of approximately $720 million. The fund also will receive a percentage share of the city sales tax revenue. The Philadelphia Board of Pensions recently received an award from the Government Finance Officers Association (GFOA). The award is for “Excellence in Government Finance” for the Association’s “Road to Pension Recovery” project. The award recognizes the collaborative efforts of the city and the Labor Unions that will result in a strengthening of the fund and the resulting goal to reach approximately 80% funding by the year 2030. HELP! BY LOU CAMPIONE In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all of our programs and made a series of recommendations to President John McNesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens and Assistant Administrator Ray Convery. All of these recommendations were adopted, and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Health Transformation Program is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse and dependent children 18 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 3000 pounds of fat and gain 1000 pounds of muscle. Damien Young our fitness expert, reports the program has helped dozens of our brothers and sisters, improve health, and reduce or eliminate medications. This Health Transformation Program provides a customized exercise program that can be done at home or anywhere. The participants will receive a nutrition program and access to your own fitness expert. The program begins with an assessment and every six weeks an update will be done; however, your questions will be answered on a daily basis. This is one more partnership that we are proud to be a part of, to help our F.O.P. family to get and stay physically fit Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. These programs assist in the healing process, as we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available: psychiatrists, psychologists, counselors, and social workers to address mental health concerns. Whatever the need is we can find a resource. Please use the programs, to help let the healing begin, to help get to a safe place. Father Steve Wetzel leads our Michael the Archangel Chaplains program. The Police Department, Fraternal Order of Police, Law Enforcement Health Benefits; and the Department of Health are partnering to bring our members a smoking cessation support and assistance programs Dr. Trisha Macnair and Dr. Olga Calof summarize years of research in the long-life equation published by Adams Media 2007, conclude smoking reduces life expectancy by eight years. They conclude, cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein. The good news is that research shows if you stop smoking you can undue most of the damage. • Bottles and Badges AA Support Group Meetings are every Wednesday at 7:00pm, the Fraternal Order of Police 11630 Caroline Road. We can help provide the support you need to stop drinking. Program o Livengrin Foundation has been treating Philadelphia Police Officers Since 1966. This program was designed and run by one of our own Lodge 5 members. The staff of the FRAT program is a mixture of active and retired law enforcement, peer and professional counselors. They can help with all addictions or a combination of addiction and mental health concerns. Both inpatient and outpatient needs are addressed with this program. There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together. A recent study concluded if a father practice’s his faith ninety one percent of the time the children will follow. Wow, what a powerful difference a father can make in the life of his children. The Judeo-Christian tradition of the father being the spiritual leader of his family is validated by social science. What a priceless legacy we can leave to our families for all eternity. In his book “When Divorce is not an option: How to Heal Your Marriage and Nurture Lasting Love.” The author Dr. Greg Popcak concludes “that people don’t just luck into successful marriages; it requires skills which can be taught.” He contends that if a couple seek a “marriagefriendly” counselor, meaning the counselor is committed to saving the marriage and has had formal training and supervision in martial therapy, they have success rates of 95 percent. Some of the resources that are committed to saving marriage can be found in Retrouvaille, Focus on the Family, New Life, Family Life Today, and Catholic Counselors.Com. Each of these resources has as a foundation a spiritual commitment to saving your marriage. All of the research concludes that practicing your faith by praying, attending weekly service, being a part of a faith community, helps deal with all of life stressors in a positive constructive way. If you want to make spiritual exercise a part of your daily routine, then you can start by finding a place to worship, praying, reading religious literature, and listening to religious material. There are Bibles available in daily reading versions offering 365 segments in twenty-minute sessions. All of this can help you develop the spiritual muscle that you can depend upon to get you through the stress of our chosen career. There is an old expression that there are no atheists in foxholes. Our careers in law enforcement are the fox hole experience, we need all the help we can get to get through it. Auxiliary President’s Message...

As we sit here in our homes and wonder if & when things will be normal again. What was normal? For the Auxiliary it was being together, sharing ideas, helping our police and families. Volunteering at many events, helping other organizations with their fund raisers and remembering our Fallen in the month of May during National Police Memorial Week. As we all know since March 2020 nothing is the same. Our 10th Anniversary gala was just 2 weeks before all this social distancing, staying at home unless essential, wearing PPE when in public happened. What a great night it was, nice memory to have during these trying times. The Lutz Room was packed, friends and family celebrated our Auxiliary and our guest of honor. The Hell Raisers motorcycle club was our 2020 honorees with President Joey Dee getting a real surprise when we presented him with a beautiful painting by PO Tonya Brown and the beautiful Heart with badge trophy. He had no idea because he was our event DJ, it was a special time. The real shocker was when State Senator Christine Tartaglione came to present the Auxiliary with a special State Accommodation from herself and Senator Sabatini for the 10 years of hard work and dedication given to the Police and their families from our members. The citation is memorable, but the presentation and dedication are forever memorable. It was a memorable night. Then the world came to a standstill and we all stopped. During this quarantine time, we have been listening to our government officials and staying within our homes. We have called the FOP and Police Department to officer our help but for safety reasons, we stayed away but prayed and hoped our officers were safe. We hope the officers know we are with them in spirit and we will make sure they know how much we appreciate them once the quarantine is over. Everyone is looking forward to a time to have fun and the Auxiliary will be able to offer that once again. Our annual Designer Bag Bingo is all set for 10-4-2020 at the FOP Ballroom. It is known as one of the better bingos in the area and tickets go fast so please call to reserve your tickets. Donna Giulian, President

Book Summary: In the 1970's the Philadelphia Police Department resisted hiring women to the rank and file of police patrol. The Philadelphia Police Commissioner testified in Federal Court that "God in His infinite wisdom made men and woman different" in an effort to argue against the hiring of women. Four fictional female police recruits serve as a surrogate to tell the story of the challenges and experiences of the women that defied social norms to develop skills and rise to the challenges. The obstacles along the way were at times created by society standards and others were caused by chauvinism, jealousy and a rejection of social progress. officer AJ Harris was the inspiration for friends, Kate Rossi, Samantha Kelly and michelle Jones as they forged their way through the Police Academy as the first class of female recruits. The bond they developed continued after graduation as they learned how to depend on each other to develop skills and work toward promotion. When AJ Harris is found dead by a bullet from her police service revolver they are initially devastated. As they strive to fully understand what would drive their friend to such a drastic end, they risk relationships with their love interests, colleagues, family and the Philadelphia Police Department. As they dig for information, they navigate some twists and turns and are surprised that their biggest allies in their fight for truth were in plain sight. The end of the story affirms the instincts, self-training and skills of the three officers and sets the stage for another whodunit. The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. MArTIN JOSEPH grAWL DOB: 01/09/1945 DOD: 02/14/2020 APPT: 02/21/1966 Assn: 16th District 18th District Martin Joseph Grawl passed away February 4th after a courageous battle with illness. Martin was born in Philadelphia, PA and resided in Egg Harbor Township, NJ with his “loving” wife Jane. He was a graduate of West Cathoic High School and attended University of Penn Wharton School. Marty worked as a Philadelphia Police officer in the 16th and 18th Districts and as a Detective in SIU until he retired in 1990. After his retirement from the PPD Martin worked in the private sector for two major companies in their Special Investigation units as a Special Investigator, until 2016. Thru his career Marty received numerous honors and awards. Marty was a member of the Fraternal Organization of Police, League of the Sacred Heart, Police Athletic League, Emerald Society, NJVTI, IATTI, NEIATTI, and NJSIA Associations. Surviving Marty is his wife Jane (Dessner) Grawl and Granddaughter Samantha Grawl, his children Michael (Rose), Martin (Nga), Terrence
(Michelina), Step son Steven Dessner (Donna), and brother John Grawl. He will be greatly missed by all who knew him. Marty's warm generous and quick one liners will live on. His loving and helpful heart will be fond memories to his numerous recipients. A treasure left behind for the special love his grandchildren, cousins, nieces, nephews and many friends. frANk H. HEINzE, II DOB: 11/13/1942 DOD: 04/03/2020 APPT: 12/06/1965 RET: 12/11/1987 Frank H. Heinze II was appointed to the Police Academy on December 6, 1965 and his first assignment was to the 9th District where he worked patrol and vice. He was transferred to Highway Patrol in 1967 where he remained until October 1969 when he was promoted to Detective and assigned to NEDD. He was promoted to Sergeant in 1972 originally assigned to NEDD, but later reassigned to Highway Patrol. In 1976 he was promoted to Lieutenant and remained in Highway Patrol. Frank was promoted to Captain in 1979 and assigned to the 35th District. Two years later Frank was transferred back to Highway Patrol and became one of a few men to serve all ranks in Highway Patrol. In fact, Frank was even an Inspector in Highway for a few weeks in 1982. Promotions were announced that year, but the Tall Ships were visiting Philadelphia, so Commissioner Solomon made the promotions and had everyone remain where they were assigned until after the event. So, Frank was a Highway Patrol Inspec-
tor! The officers in Highway Patrol bought a crushed hat with ‘scrambled eggs’ on the brim and presented it to Highway Patrol Inspector Frank Heinze at roll call. That hat is still in a glass case in his home. Frank served as Commanding Officer of North Division until 1986 when he was promoted to Chief Inspector and assigned to the Training Bureau. Frank started his education while serving as an officer by taking police science classes at Temple University. While at Temple, he earned an Associate’s Degree and a Bachelor’s Degree in Criminal Justice. He also attended Penn State University, at the Radnor Campus, and earned a Masters of Public Administration. Frank later obtained a certification as a substance abuse counselor. Frank was an alcoholic who went into treatment while an Inspector. He was always proud of the Department for the way they handled his addiction with treatment and did not stand in the way of his promotion to Chief Inspector. He always felt that the policy of the Department helped many officers receive addiction treatment. Frank retired in 1987 to become part of Mustard Seed Inc., a company founded by police to help officers with addiction problems. After a couple of years with Mustard Seed, Frank missed police work. He found a position as Police Chief in Yardley Borough and was there for three years. After that, he was hired as Chief of Police, in the larger, Lansdale Police Department and served there four years. Tired of the snow and cold, Frank moved to Jacksonville, Florida. There he obtained a position with Florida State College where he worked in the Criminal Justice area and as a student advisor.
On Friday, April 3, 2020, Frank H. Heinze II died of a heart attack prior to leaving his home to attend an Alcoholics Anonymous meeting. Frank is survived by his wife Sue; his children Amy-Morgen Susan, and Robert, his granddaughter Morgen and his great-grandchildren Taylor and Easton. Frank was always proud of his police service. He often said that he knew he helped untold numbers of people and felt he made a difference in the world.
frANk D. WALLACE DOB: 09/22/1938 DOD: 02/22/2020 APPT: 08/01/1959 RET: 08/21/1987 Assn: North Police Division WALLACE, Frank D. passed away peacefully on Saturday, February 22, 2020. Frank was a retired Philadelphia Police Inspector and is survived by his wife, Jean (a retired police officer) his son, Frank, an active Philadelphia Police Detective, his daughter, Mary, three grandchildren, two great-grandchildren and many nieces and nephews. Frank was predeceased by his son Anthony and his brother Fred, also a retired officer. Following in the footsteps of his father, uncle and brother, Frank joined the Philadelphia PD in 1959. He rose through the ranks working undercover, uniform, Highway Patrol, and Narcotics, and graduated from the FBI Academy. As a Lieutenant, Frank commanded the Organized Crime Unit at the height of the Philadelphia mob wars. As an inspector, he commanded the North Division. He retired from the Department in 1987. After retiring from the PD, Frank 131
became Director of Public Safety of Woodbridge, NJ. He then spent close to 30 years as a security consultant, expert witness, and private investigator. Frank had a stellar career and received numerous commendations and awards. He will be dearly missed by the family and friends who knew him and loved him. Frank had a great life and, in his honor, his family will be holding a celebration of his life, which will be announced in the near future. Frank’s daughter, Mary, would love to know your favorite story about her dad. WILLIAM E. DOYLE (#1430) DOB: 04/10/1938 DOD: 02/13/2020 APPT: 09/25/1967 Assn: 35th District, Canine
Bill “Mad Dog” Doyle passed away on Thursday, February 13, 2020, at the age of 81. He was the son of Harp and Sadie Doyle and was the eldest of fourteen children. Bill was raised in the Germantown section of the city and after graduating from Germantown High School he joined the US Marine Corps. On September 25th, 1967, he entered the Philadelphia Police Department’s Class of 186. His assignments included the 35th District and the Canine Unit where he spent the majority of his career alongside his canine partner “Sarge”. Bill’s brothers Harry and Jim also followed in his footsteps and joined the Police Department. He retired on July 6th, 1984, after the department informed him that his partner “Sarge” had to be retired as a result of too many “incidents”. Bill decided that the two would retire together and move to their new home in
the Poconos on Lake Wallenpaupack. Bill was an avid collector of antiques and other collectibles which kept him occupied throughout his retirement years. In his later years, Bill moved into the FOP Senior Citizens Apartments on Byberry Road where he spent his last days surrounded by his extended police family and his surviving siblings. Bill was the patriarch of the family and will be truly missed by all. Submitted by his nephew: Lt. Joseph P. Dougherty, South Detective Division rONALD PAYNE LYLES, Sr. No PHoTo DOB: 04/13/1942 AVAILABLE DOD: 02/10/2020 APPT: 04/26/1965 RET: 04/01/1988 ASSN:39th District, Act Unit, Civil Affairs On April 13, 1942, Ronald Payne Lyles, Sr. was welcomed into the arms of his loving parents, the late Ruth Payne Lyles and John Aloysius Lyles, Sr. in the city of Philadelphia, PA. Ron was the 3rd child and the 2nd son born into a family of 9 children. Of the children, an unnamed sister died at birth, John, Jr. (Jack), Gary, Richard (Rick), Kenny and Terri who all preceded him in death. On February 10, 2020 Ron transitioned into his arms of his Heavenly Father giving a clear testimony to his family about Jesus calling him to heaven. Because Ron had asked the Lord Jesus Christ to come into his heart, he had the assurance from scripture in 2 Corinthians 5:8 that once he was summoned to leave this earth, "that to be absent from the body is to be present with the Lord.” (2 Corinthians 1-21)
Ron was educated through the Philadelphia School System and graduated from Edison High School in June of 1960. He later attended the Community College of Philadelphia with a concentration in criminal justice. Ron and his wife, Blanche Dicks Lyles, met at Gillespie Junior High school and have known each other since they were 12 years old. They united in matrimony on January 28, 1962 and celebrated their 58th anniversary in 2020. To this union were born 3 sons, Ronald Payne, Jr. (Pay), Craig Anthony (Tony) and Kelly Brandon. Ron became a Philadelphia Police Officer in 1965. He happened to have entered the department at a critical time when civil rights activist and member of Philadelphia’s City Council, Cecil B. Moore, led the charge to integrate Girard College. After only 5 days in the Police Academy, Ron and his class were assigned to the Girard College detail. After the situation was under control, he spent several weeks in the Academy and was assigned to the 6th Police District. Ron worked in several capacities in his career. He served in the Highway Patrol Unit, the Gang Control Unit when gangs were prevalent in the 70’s and as a plain clothes undercover officer. After being promoted to Sergeant in 1977, he served in the 39th Police District, the ACT Unit better described as the “Starsky and Hutch” unit, and the Civil Affairs Unit working under the late Chief Inspector George Fencl. As supervisor there, Ron handled labor strikes which included the teacher's union and many racially related situations. He was 1 of 2 supervisors in charge of the surveillance at the MOVE location on Osage Avenue and was present during the ac132
tual confrontation in May of 1985. He spent many days and hours at the City Council hearings. Ron found his police experience to be quite invigorating. His men came to respect him as a leader as he was not afraid to defend them before his superiors. He corrected his squad when they were wrong and praised them when they were right. His men came to trust his judgment and respect his leadership. He was not afraid to say to them, “Not on my watch. Ron decided to retire after 23 years on the force. During his career, Ron received 20 departmental commendations including Heroism as well as many complimentary letters from citizens for his job performance. Before long Ron decided to take a position with Spectaguard as Director of Security at Prudential insurance Company in Willow Grove, PA. He worked there for 8 years and in 1995 was honored as "Manager of the Year." Still determined that retirement was not for him, in 2000 Ron began working for the State of Pennsylvania as a Welfare Fraud Investigator. After working 9 years he finally retired because of a physical disability. Ron possessed a wonderful work ethic and was a true believer in excellence. A master at storytelling and blessed with a wonderful sense of humor, Ron could keep you in stitches laughing much of the time. He had the ability to mesmerize his audience entertaining them for hours with stories of his police adventures. He was fascinated with the game of boxing and easily rattled off names of personalities, facts, and details of the sport. He loved football as well. So all he needed was a listening ear. Ron was often told that he missed his calling; that he should have studied law because in essence he became a
lot of people's lawyer. His telephone was busy ringing because folks knew that Ron could give good counsel. Some were in troubling situations and Ron many times became their advocate. He was asked advice about automobile accidents, purchasing a car, housing situations, personal problems and on and on. He was consulted about transferring to different departments within the police force and intervened in many cases to make that happen. He truly enjoyed helping people. Ron often commented on how blessed he was to be able to count on his sons. It was especially felt when he became ill. But it didn't stop there. Our grandchildren, nieces and nephews and family in general were there to the rescue each time there was a need. Ron commented often how grateful he was for his support system. Because Ron, known as “Poppy” to his grands, was involved in the rearing of both Angie and Tyra, Ron looked upon them as the daughters he didn’t have even though both of them are granddaughters. And yet none of that took away from his other grands because he had relationship with each one that was indeed special even as they grew into adulthood. Children in general held a special place in Ron’s heart and they just naturally gravitated towards him. Somehow he could speak to them on their level and reach them where they were. It was fascinating both to hear and watch their interactions. They flocked to him and suddenly he had friends for life. With that energy and that human spirit that made him Ron, we can’t help but mourn his loss. He leaves to mourn his wife, Blanche, his sons Ronald, Jr. (Pay), Craig Anthony (Tony) and his wife Wendy, Kelly Brandon (Stephanie); 8 grandchildren,

His brother Steven (Sybil), his sister Crystal, his sisters-in-laws Feronda, Cassandra and Trudy as well as his nieces, nephews, cousins and close friends will all miss his presence in their lives. frANCIS DALY DOB: 07/19/1952 DOD: 05/06/2020 APPT: 11/19/1973 RET: 02/24/1998 ASSN:18th, 39th, and Central Detectives Francis Xavier Daly, 67, well known to many as Frank, Doc, Fran, and “band dad” passed away on May 6, 2020 after a short battle with pancreatic cancer. Frank was born to the late Rosemarie (Collins) and Francis Daly in South Philadelphia. At the age of six Frank’s family moved to Northeast Philadelphia. Frank graduated from St. Timothy Catholic grade school. In 1966 Frank’s family moved to the Far Northeast where he attended Archbishop Ryan High School. He was very proud of his alma mater, as a 1970 graduate he boasted about being the first four year class at Ryan. He also took great pride in being a varsity football player all four years, although technically that was against league regulations. After High School, Frank was offered a partial scholarship to The University of Pittsburgh, but Frank had dreams of becoming a Philadelphia Police officer and in 1974 that dream came true when he was offered a spot in the incoming recruit 133
class. Frank spent his time in the force in the 18th, 39th, and central detectives. In 1999, after 25 years on the force, Frank retired. Upon retirement Frank had various careers, he was always seeking opportunity and was never afraid to take a chance. Frank’s careers ranged from private investigator, to security, to the head of the Criminal Justice Department at CHI Institute. Anyone familiar with Frank knew about his love for the Philadelphia Eagles and Philadelphia Phillies. Throughout the years he traveled far and wide to attend games. He was a 20+ year season ticket holder for the Eagles and within the past few years had taken the time to do a partial season for the Phillies. Frank’s greatest accomplishment was his family. He constantly bragged about his children and grandchildren. Frank was the helper to all, he stood outside of the spotlight, but he was always there. He loved having a big family and always made himself available to be the fan for all the accomplishments, games, graduations, and shows. Frank is survived by his children, Maureen Daly Schwegler, Francis Xavier Daly III, Susan Daly Hemphill, and Kelly Daly (John Collins). He was the proud Pop to Kylie, Christina, Brynn, Connal, William, Maya, Amelia, Melanie, April, Callaghan, Bobbi, Grace, and Brayden and step Pop to Kevin, Meghan, and Colleen. Frank was the loving brother to Patricia Daly and brother in law James Verdon. Frank was uncle Fran to James (Jackie), Brian (Aimee), Melissa (Jason), and great uncle to Brittney (Cody), Chaz, Kori, Alanya, Maggie, Brian, and Ayden. Frank also leaves behind his true love, Valerie Craig. Frank was preceded in death by his sister, Rose-
mary Verdon, his niece, Deborah Verdon, his daughter in law Shannon Dunne, and his son in law John Hemphill. Due to the restriction of COVID-19, services will be private. LT. PATrICk J. CUrLEY DOB: 11/04/1960 DOD: 03/24/2020 APPT: 04/23/1990 Assn: Advanced Training Unit Lieutenant Patrick J Curley was born on November 14, 1960. He was the third of six children born into a loving Irish Catholic family. He had two sisters, Kathy and Mary Lou and three brothers, John, Terry, and Mike. He was father to Patrick, Jr (Teresa) and Ryan and grandfather to triplets, Sophie, Patrick and Gavin. He was preceded in death by his loving parents, John and Mary Joan and his beloved wife, Millie. In his younger years, Pat was most definitely the child that made things the most interesting at home. He was fun-loving and mischievous and kept everyone on their toes, especially his parents. His siblings often joked that Pat kept the “heat” off of them because whatever trouble they got into it was not usually as bad as the trouble he got into! Pat was a hard worker and landed his first job washing dishes at the Mill Race Inn in Holland, PA. With his typical dedication and perseverance,
he worked his way up to become a chef at the Mill Race while attending Bucks County Community College. There he met his wife, Millie. After they married they moved to Florida where Pat attended culinary school for a time. They returned to Pennsylvania after the sudden death of his father, and Pat knew then that he wanted to stay home to be close to family and raise his sons. At this time he realized that while he loved working as a chef, his real desire was to become a police officer. When Pat passed away he was just two months shy of his 30 year anniversary as a justifiably proud member of the Philadelphia Police Department. Pat was respected for his dedication to his work, his compassion for others and the desire to serve and protect his community. While Pat was a true professional who embodied the department’s credo of honor, integrity and service he was first and foremost a dedicated family man. As a husband, he loved Millie dearly and could not have been a better ally in the battle against her cancer. As a father, he and Millie provided a loving and secure home in which to raise their two sons. His younger son suffers from significant physical and developmental disabilities. He faced many more than his fair share of parental challenges and he did so with faith, common sense and a healthy dose of good humor. As an uncle, he was second to none and he treated his nieces and nephews as if they were his own. Whether it was entertaining and teaching them with stories from his police work or letting them sit on his Highway Patrol motorcycle and hit the siren, his influence will last throughout their lives. Over the years, the family (all 134
six siblings and all of their children) took beach vacations together at the Jersey Shore, Hilton Head, and North Carolina. Pat cherished this family time together and could usually be found in the kitchen whipping up the next meal (his breakfasts were incredible!) or keeping all the kids enthralled and entertained. He was also the driving force behind the placement of a plaque in honor of our parents on an Ocean City, NJ boardwalk bench. However, the highlight of Pat’s life was the birth of his three grandchildren. He took immense pride in them and was happiest when he was spending time with them, especially at his mountain cabin. Pat was also a dedicated and loyal friend who was always available to those that he cared about. He was never too busy to lend a hand or an ear to anyone in need. Pat knew how to enjoy the moment he was in and the people he was with, despite whatever difficulties he was facing personally. Sadly, both Pat and Millie were diagnosed with cancer in 2019 — Millie in June and Pat in December. He dealt with both of their illnesses with dignity, grace and courage and without any trace of self-pity. He sought no favors but never hesitated to tell his family and friends how much he loved them and appreciated their support. Despite hard fights Pat and Millie passed away within three weeks of each other in March 2020. Those fortunate enough to get to know Pat did not need long to learn that here was a truly good and decent man who treated all around him with love and respect. Pat earned the admiration of all who knew him and will be dearly and sorely missed. His was truly a life well lived.

John was appointed to the Philadelphia Police Department on November 19th, 1962. On November 5th, 1963 he was assigned to the 39th. On August 13th, 1966 he was assigned to Canine. On February 3rd, 1973 he was assigned to 14th,
and was assigned to Mayor Rizzo’s security detail. November 22nd, 1979 he was assigned to Police Athletic League. On November 11th, 1980 he returned to Canine and was assigned to 8th district. He retired on November 4th, 1984 and immediately began a second career with Philadelphia Gas Works in which he remained until 1995. On Sunday, May the 3rd he passed peacefully at home with his family by his side. The family tradition of service in Philadelphia Police Department, his son Christopher is a Sgt. in the Aviation Unit. On May 2, 2019 our heavenly father called Eric home.Throughout the 80’s and the early 90’s, Eric served in the United States Coast Guard, United States Army and the United States Air Force. In December of 1996, Eric became a Philadelphia Police Officer and in 2012, Eric was promoted to Sergeant. Eric's passion was in teaching, and in 2014, Eric joined the Philadelphia Police Advanced Training Unit and was known to be a ''phenomenal instructor". In May of 2017, Eric graduated from Alvernia University with a bachelor's in Criminal Justice. Eric was currently enrolled in a graduate program for his master's-in Criminal Justice at St. Joseph's University. Anyone who knew Eric, knew 135

He aimed to always do what was right and doing it right the first time. He was a very honest man. He had a bigger heart than you could even imagine underneath his sometimes-stubborn exterior. He had a charming smile and contagious laugh that would brighten the room. He was so intelligent and capable that he worked on anything from houses to cars to computers. He was certainly an excellent example of a father, a husband, a son, a brother, an uncle, a friend and a good person. He lived to celebrate his 50th birthday with family and friends. He loved his wife above and beyond any love you had ever seen for a prosperous 30 years. He raised three wonderful kids who have learned so
much from him and aim carry on his legacy. He was a “dog dad” who had a special bond with his furry little ones. He was part of a large family that will miss him dearly. He made many close friends throughout his life that will never forget him. Ed was able to enjoy many things in his life. He traveled often with his wife, Alaska being one of his favorite places. He took pictures often of others and of places he visited – not many pictures of himself, of course. He loved to ride his motorcycle, once from Pennsylvania down to Florida and back! He enjoyed the peace and serenity of camping, going nearly every weekend at one point in his life. There probably was not a given time when he was not remodeling a room in his home or someone else’s home. He watched Nascar and even had the opportunity to drive one of the cars at high speeds. He loved working on cars and would always lend a hand to others with their car. He loved listening to his favorite band ACDC and having a Captain and coke. Without a doubt, Ed was one-of-akind. Ed served 23 years as a Philadelphia Police Officer and he loved
every single second of it. Some notable stories he shared include assisting with a childbirth in an emergency, capturing a run-away horse in the city, escorting a wellknown celebrity and assisting with the Pope’s visit to Philadelphia. However, one can argue his most notable duty was working in traffic. He spoke of working in the traffic division often and when he did you could hear in his voice how much he loved his job. He had goals of one day overseeing the traffic division. Officer Sterling enjoyed traffic duty so much he obtained his CDL and certification to be one of a small number of cops in the city able to inspect and drive large tractor trailers. He was extremely proud of this. His service for the Philadelphia Police Department is nothing short of honorable. Although Ed’s life was short, it was very much meaningful. He did so much and touched so many people with his adventures, his wits and his willingness to help. He left behind an outstanding impression on all of us.
