Lt. Daniel A Rodriguez Phila. P.D. & D.A. Narcotics

Retired in May 21, 2010 Now in Federal Narcotics Task Force. Daniel was the Captain of the United States (team) entry of the Dragon Boat races in PTTAYA, THAILAND. In August he was part of Dragon Boat team that won eight Gold Medals; this was the first Win for the US in the Dragon Boat races! He has been racing since 2000 when Comm. Timoney created a team of Philadelphia Police to enter the National races. Daniel was in the races here on The Schuylkill river in 2000 and continued on till now. Daniel is retired from Philly P.D., he was appointed on 05/21/1984. What an honor for a Philly Police Officer to win eight gold medals, Competing for the USA in the Senior “C” category (above 60 yrs.). This group was undefeated! LODGE 5 PRESIDENT’S MESSAGE John McNesby, President

First let me start off by saying thank you for the confidence that you have shown in myself and the entire team to represent you for the next few years. I appreciate the support and I don’t take it lightly. My job is to represent you and deliver a fair contract that protects you and your family. Its going to be a tough few years but I believe we are well equipped to handle whatever comes at us. A lot has happened since the last edition of this magazine. We lost Rich Ross, in a move I believe no one saw coming. I worked well with the Commissioner, we did a lot of good things behind closed doors which may never be known. We also did not agree on a lot of issues and how things were handled, either on his side, or mine, but at the end of the day it was never personal. Let’s see who and how long it takes to put someone in his place. A “National Search” is not the answer. You have Commanders who are already here, on the department, who invested in the testing process, who invested in the department and the community, and know the officers and what is needed. It would be a slap in the face to all of these folks if the City brings in an outsider. Whether, it is Christine Coulter or any other qualified person, we here at the FOP would welcome working with them in the future. The political process is alive and well here in Philly. Especially after all this face book nonsense, the Commissioner leaving, etc., etc. The slimy process of “holding hearings” in City Council took place a few weeks back on the face book issue and discipline. Hearings are just that . . . . . . . hearings, nothing ever comes of them. Yet we had quite a few spineless Council people, who now since the primary is over, thought it was fair game to attack interim Commissioner Coulter with insults and empty questions for there own gain. Those same Council people who a few weeks prior were begging for support for re-election. A simple meaningless hearing on Facebook discipline turned into an assassination on character, an attack on officers, the discipline process, the arbitration process and residency. What’s even more appalling is those Council members who sat idly by and did nothing to speak up on behalf of the Commissioner or our Officers. A disgrace and we won’t forget. A lot of work needs to be done. Protecting your medical and all things important to your family. Keeping the pressure on and filing actions against the Defense Attorney we have disguised as the District Attorney. Helping the families of our officers who gave the ultimate sacrifice to this City as the District Attorney attempts to release those killers out of prison behind their backs. Rest assured we will not be a sleep at the wheel, and will be ready for any and all issues that are coming. Be safe and as always call me with any issues or concerns.

We are HONORED to be a part of the FOP FAMILY. I have a Son, and two Brothers in the Police Force. John III (OUR SON), Joseph a Sargent (My Brother), John (My Brother) we share the same name. My Maiden Name and Married are the same. I know it's weird we met in High School. John's Class 1974 and mine in 1975 from Cardinal Dougherty High School. I could go on and on because John and I were a couple since I was 15 Years old and he was 17 Years old. Dear John, On August 29th 2019, Officer-Involved Shooting Investigation (OISI) Unit set up training on the Clinical Evaluation/Interpretation of Gunshot Wounds. The instructor, Doctor William Smock, Police

Surgeon, Louisville Kentucky Police Department, an expert in the field, conducted the training at the Police Academy for nearly 80 members of the Philadelphia Police Department; aiong with our partners with the Pennsylvania State Police, Montgomery County Detectives, Delaware State Police, Newark (DE) Police, Wilmington (DE) Police and several other Law Enforcement Agencies. The course was eight (8) hours long, and due to the limited amount of time, and places to eat lunch, the Fraternal Order of Police, Lodge 5, came through in a big way, by supplying every LEO with a meal. Not just any meal, a very good and plentiful lunch was provided along with more than enough beverages. I just wanted to extend my heart-felt appreciation to you and the FOP for your generosity. VICE PRESIDENT/CHIEF OF STAFF’S MESSAGE BY ROOSEVELT POPLAR

As the year has quickly past us all, you have to sit back and wonder what has changed in the department besides the Police Commissioner. In past articles, I have tried to be a little humbler and considerate concerning the people responsible for running this department. The more positive thoughts I try to remember constantly get knocked down with the negative ones. As people, a lot of us know that there are good and bad everywhere. I just can’t figure out, how does the very small percentage of bad seems to always outweigh the good. I have never seen a city, especially one of the largest cities in the country get bullied by the media. From the top leaders of the city to cave into the media is very disappointing. When you think you have seen it all, you have to stop and wonder how did we get to this point. When was the last time we had so many politicians openly criticizing the police department? They all come around at election time and ask for our support, jump into pictures with our survivors, run to the cameras to get face time for an event, but yet and still come out against us when we are fighting for fairness at contract time. By the way, did I mention, they would like to do away with the arbitration and have any activist groups sit in on our contract negotiations. I guess I really don’t need to go any further on how they really feel about the concerns of the officers and their family’s wellbeing. Anytime there is an opportunity for them to crush us, they make sure they take advantage of it. Yes, we are public servants, but so are they. Do you hear them talking about cutting back on their medical benefits or salaries, or making any adjustments to their 14

pensions? Absolutely not. City council person(s) salaries range from $110,498$140,864/ $148,090, with a city vehicle free gas free parking, medical benefits, a much better pension than any office, and some eligible for the DROP program that was originated for Police and Fire. And on the top of that, they have legislation to amend the DROP program as well. If I’m not mistaken, I don’t remember ever hearing of anyone of the them proposing pay cuts or taking away any of their perks. I could be mistaking. I just don’t remember. Call the office for help with a community issue or complain about your street that has not been paved in 20 years and wait for the response or a return phone call. Hmmm. I have no idea why the police departments contracts and arbitration are so high on their agenda all of a sudden. Could it be that thing called being tried by the media without the facts? If I’m one of the people sitting in city council, I would focus on what the significant roles are as a council person, which is to enact laws and to adopt the city’s operating budget, not play judge and executor of the people who is hired to serve and protect the city. if you would like to save the world, then put on a uniform with a badge and a gun, go to a protest, get kicked and spat on with a smile on your face, and then tell the public that you were hired to get assassinated for wearing a uniform. I don’t think we will have too many volunteers for that job from city council. Don’t get this wrong, these statements are not for all of city council, but I do not have to name the ones that wants to be the heroes. It is a very small percentage of them, just like with crime, the very small percentage of people

that do most of the crime gets new laws passed to protect them for the civilians, that one day may have to protect themselves from the law breakers. Why are laws passed, to protect the ones that are breaking them, or protect the people that never break the law? Not a trick question. I don’t know what is worse, the top prosecutor of the city or city council. Looks pretty even if you asked my opinion. Stop faking the crime issues in the city by trying to cover it up on the backs of the police department. The people that try and take the guns and violence off the streets, are the only ones being prosecuted. Let you constituents know how much you really care about protecting them, by attacking the police department. I’ll hear you say how we need reform in the police department, but never do you address the issues in the neighborhoods that have the city on another record pace of homicides. Go to Kensington and support the safe injection project and tell the lifelong citizens that they really don’t matter, because they have a choice to leave, but the junkie who just robbed your child coming back from the corner store needs somewhere to shoot up…. If I can recall, back in the late 80’s and early 90’s, people homes we seized for one vial of crack cocaine, but its ok for the city to support setting up a safe house to shoot up heroin, which I think is still illegal. Damn, I thought the police department has double standards, but this takes the cake. So, you go on and continue to try and take away the rights of the police officers ability to bargain, and have representation for a better life for their families, and we will wait for you to show up at election time, asking the same people for their endorsements and support. Did I mention, they would also like to take back the residency for officers as well? What in their right minds, do they think by having the very small percentage of officer in the city is going to impact or deter crime? Face the facts, Philadelphia has become

one of the most violent cities in the country and the Mayor, Chief Prosecutor and City Council do not care about the people or the families who has to live here, pay taxes, and see their family members get murdered. In August we had 6 Philadelphia Police Heroes shot by a federal career criminal. Thank goodness, all of the officers lived to tell about it. But, what will be their quality of life after this incident. What about the numerous officers on the scene that had to put their lives on the line to protect people who will protest against them when they listen to the media and city council about how it was the police officers fault for not executing the search warrant the right way. This crap gets old, and I’m tired writing about all of the people that has turned their backs on us. As long as I have breath in me, and I’m of sound mind, my voice will be for the police officers of the city and their families. The city people we elect are politicians, once a politician, always a politician. Can anyone please explain to me the purpose of the wasted paper we use when you are issued a counseling memo or your annual evaluations? I’ll just leave it at that for now. Contract time is quickly approaching. It would be nice to see all abled bodies at the hearings to show the people how much you care about your careers. Show up and take part in history. Every contract is a part of the city’s history with the police department and the FOP. Come show your support. I hope you all have a wonderful holiday season and a safe new year. VICE PRESIDENT’S MESSAGE BY JOHN MCGRODY

I write this article the day after our September Board of Directors Meeting. At that meeting, the membership spoke and your FOP Team was unanimously reelected to serve you. Under the leadership of John McNesby, we set out every day to do what is in the best interest of you and your families and to safeguard your pay, medical benefits and working conditions. Philadelphia Police Officers have been attacked on all fronts for several years now. We all signed up for this job knowing the criminals would be against us. That is expected. What we and our families did not sign up for is the assaults we are receiving by those in positions of public trust who do not back law enforcement. We also did not sign up for assaults upon our constitutional rights and our rights to due process. As a larger segment of society seems to be trying to empty the jails and allow criminals back upon the streets, the public seems to be trying to hold police officers accountable for every little real or perceived infraction. Facebook On the Facebook issue, the Mayor and Departmental leaders publicly stated officers would be fired before an any investigation had even begun, then the Department completed no real investigation, deprived our officers of due process and then summarily fired officers without cause. Hundreds of police officers had discipline handed down and the Department simply paste and cut the discipline documents because the Department couldn’t be bothered to take the time to file the appropriate charges in the proper fashion and afford our members even a semblance of due process. Our Department headquarters is about two blocks away from where the US Constitution and the US Bill of Rights was ratified. These documents grant all the right to free

speech and due process in the United States. Rather than provide due process, the Police Department and the city administration chose to appease a left wing anti police group and cast cops aside in the face of a mob mentality. As I write this, we just concluded meetings with our attorneys and others as we plan on the best way to defend our members at PBI and at arbitration. We will fight these charges vigorously at PBI and at arbitration and we really don’t care how long it takes. The Department is already concerned about how long it will be tied up with Facebook cases Frankly, that is a concern they should have addressed in June before they embarked on a witch-hunt. When we were talking here at the FOP when the Social Media debacle hit the media, I predicted that a concerted attack on the arbitration process would follow in about 90 days. This always happens when police commissioners fire officers for no reason. I was about ten days off in my prediction as the Sunday paper had a front page story on the arbitration system a few weeks back. There are those who are understandably upset at some of the comments that were made and I’ve been asked how we feel about that. My response – there is not one instance of any of these officers bringing any conduct into the workplace based on any of the factors that the public was outraged about. There should be no room in a free society for the thought police imposing their beliefs upon others and trying to incite a panic in order to suppress opinions that don’t match their way of thinking. Our brothers and sisters are under assault literally. This was evident with the 6 police officers who were recently shot by a drug dealer after narcotics hit a drug house. We are thankful that none of our people were killed nor injured severely. This incident 20

was not limited to the 6 officers who were shot, many officers that day were in harms’ way and acted courageously and heroically in the face of grave danger. Through and through, Philadelphia cops are the best of the best. Heroism was everywhere that day, whether it was helping a fellow officer or protecting a community member. Also, police officers are under attack internally by our own department. Officers are being investigated and often disciplined for the smallest misstep or mistake. Nine months into this year and there are 1100 Police Board of Inquiry numbers issued. This means there were 1100 instances of discipline dished out to our brother and sister officers ranging from a dismissal, a suspension or a reprimand or counseling form issued. There were 800 PBI numbers issued in all of 2018. It absolutely defies logic that 1/6th of our Department is violating police. I think the real culprit in these numbers is an increasing culture of hurting cops and the Deep State that operates on Dungan Road that is largely unchecked. I’m hopeful that Department leaders can reverse this mindset. Either way, the FOP is here and has your back. Some folks of my generation are invariably talking about millennials in society and millennials in our department and the way they act. I can’t disagree more. The younger officers who stepped up and decided to be members of our department are the best of their generation. Who else would sacrifice themselves to pin on a badge and gun in today’s anti-police climate are fearless. In my interactions with the newer and younger officers, I am constantly impressed with how smart, how squared they are and how driven they are. This generation of cops are doing a very difficult job when It seems the odds are stacked against them. They are the future of policing and it is my prediction that they will learn from the failings of other generations in attacking police officers and restore the rule of law in society. With our pension plan intact, it is never too early to plan for the best retirement pos21

sible. There will some changes coming soon to Deferred Comp. Firstly, you will now be able to direct a percentage of your pay to deferred comp rather than a fixed dollar amount. This will do away with the necessity of you change your election very time John McNesby gets you a raise. Additionally, deferred comp will soon be offering a Roth Plan, which allows you to pay taxes on your money prior to going into the plan. Some prefer this because your money then grows tax free over the years. Please see the message of our Pension Representative, Ron Stagliano, elsewhere in this issue. Of all the things done at the FOP, there is nothing more important than negotiating a contract that accurately reveals the sacrifices you and your family make in protecting the public. Our contract term ends June 2020 and we will be entering the interest arbitration proceedings under Act 111 in the coming months. We have been continuously preparing for this for years. Under John McNesby, there is nothing more important than securing raises for our member and protecting our pensions and our unmatched medical coverage. Recently, there have been several special interests rising up and stating they will have a say in our contract and change the arbitration system and revoke residency. I assure you that it will not happen. In closing, I want to thank everyone for the support you have shown to this FOP Team over the years. I always say that we are simply speaking for our members and their families and we are your voice. The fact that this Team was reelected without opposition this year is a testament to the faith and support you have in us. It does not and will not go unnoticed here.

Philly’s New Payroll Disaster and how it affects both Active and Retired Officers and how Fortunate we were with the 15th Street shooting. By Steve Weiler, Vice President

There’s no good reason that the men and women who work the dangerous streets of Philadelphia should have to worry about their paychecks; but in this city that is the case. The City has engaged a new program called Philly One to do all of the payrolls of the various city agencies. However, while it may work for most of the other city agencies, it so far doesn’t when it relates to police officers. The reasons are numerous but it has something to do with our contract which is different than other city workers and rightfully so; most of them aren’t reporting for work with the possibility of not returning at the end of their shift. The FOP is currently amassing information regarding this payroll problem to address the issue but we’re certain this will take some time, especially as every day & every event bring about a new problem that they didn’t think of. If you have issues or concerns on this problem, make copies and either drop them off here at the FOP with your name or payroll on it, or scan them to me at sweiler@fop5.org and I will ensure they get to the right person.

On a related matter, when people retire the Philly One problem has somehow morphed into this realm. Some retirees are waiting for almost a year for their payouts for a number of things. This can include payments for sick, holiday & vacation time. Timely payments for those things can help the average retiree fill the gap until the pension board kicks in with a regular retirement check. That is not the case anymore so I advise anyone who is retiring to please plan in advance and try to have a little nest egg available to fill the gap. We do have grievances in place regarding both of the

above issues but those too take time to run their course in the busy arbitration system.

On a brighter note, we recently, we completed the Doo-Wop event and it was a tremendous success. The weather couldn’t have been better and the crowd responded to the many performers who made the day a success. This event benefit our survivors and it should also be remembered that every performer dedicated their time and talent for free. Every penny raised, after costs goes directly into the Survivor’s Fund.

At the end of September the Philadelphia Emerald Society will be having their annual Fall Fling in the Wildwood Crest. They have two full motels in the Olympic and Bristol and are using an overflow motel, The Royal Palm, to adequately handle those that attend. I’d also like to tell you that I am 24

In a quick addendum to my article I just wanted to make all of you aware of a “new culture” that appears to be taking hold in Internal Affairs. I recently had the dishonor to be the FOP rep at what is called a Criminal Gniotek. This is a process by which the Internal Affairs Bureau makes criminal allegations against one of our members. Now mind you I have done this numerous times unfortunately but in this case I was dismayed by the actions taken by Police Commanders. Usually, in 99.9% of the cases, when the member leaves the Internal Affairs Bureau, he/she is driven to NE Detectives for

DON’T COMPLAIN-VOTE!!! He’s up for reelection in May of 2021. If you want a new District Attorney then Vote. The Northeast turns out roughly half of what Center City voters produce. As President Obama says “Elections come with consequences” and unfortunately for the victims of Philadelphia they continue to suffer long after their horrifying acts of violence against them and their families. We need to combat this with getting him out of office as soon as we possibly can. “There has been an organized push to denigrate and delegitimize the entire profession of law enforcement with over 230 officers shot this year compared to 170 this time last year while violent crime is down nationwide, it’s clear that push is having its intended impact and our officers are paying with their lives. Recording Secretary’s Message by John Hoyt

Thank you. Thank you for putting your faith and support in myself and the entire Executive Board for another term. As I wright this I have just finished my first term as Recording Secretary and I am looking forward to starting my second. The last three years have been extremely busy here. We negotiated another contract in 2017 and we have already started preparing for our next contract negotiations coming in 2020. A contract that you deserve through your constant hard work, dedication, and sacrifice. We have held countless fundraisers and rallies to support our brother and sister Officers in their times of need and or support. We have developed and implemented more community outreach programs to help improve the life of all Philadelphians. We have organized along with you the membership, donation drives that sent literally truckloads of desperately needed items to hurricane devastated areas like Texas and the Bahamas. We continue to raise money for the Survivors Fund year round so that our fallen Officers family members are never forgotten. The list goes on and on and it’s a list that we are proud of. You as the membership should also be proud of it because none of it could have been done without your support. Unfortunately there is one thing that has happen in the last three years that has also required our attention and energy. That is the election of our current District Attorney. I know most of my articles target him and his miscarriage of justice but I can think of no greater threat to the Philadelphia Police Officer than him. I understand that people will sometimes have different views on the criminal justice system but what I don’t understand is how

a radical defense attorney can be left as the prosecuting voice of the people. There is a difference between downgrading some crimes here and there and essentially making shooting someone consequence free in Philadelphia. This week alone the DA has downgraded a murder charge to manslaughter charge without even talking to the victim’s family. In the same week he announced that he’s going after employers for crimes against their workers. So apparently shootings and murders are less of a priority than workplace monetary disputes. It’s amazing. Let’s not forget what the DA did to the family of fallen Officer Robert Wilson. He blatantly lied to them and did everything he could to avoid talking to them when he offered a plea deal to Robert Wilson’s killers instead of prosecuting them for the death penalty. I could go on and on about the DA but I won’t. Instead I will simply say that the next District Attorney’s election race is the most import of any and all races for Police Officers. As I look to the future and the next three years I see that there is still a lot of work ahead of us. It appears as if the city is going to go after our arbitration process and our residency in the next contract. The DA will most likely be in office for at least the next 2 plus years. The national false narrative against Police will probably continue. But don’t worry, that’s why you elected us. To fight for you, and we will never stop fighting for you as long as we are here. “Never let the future disturb you. Dangers of a Progressive-Socialist in Elective Office, particularly in the capacity as a Prosecutor……. by Mike Trask, Financial Secretary

I was recently made aware of an alarming, ongoing process weaving its way thru the Federal Courts and others, more specifically here in Philadelphia. Investigators from the current District Attorney’s Office, along with high powered law firms in the city of Philadelphia are teaming up with members of the “Innocence Project”, seeking to overturn decades old convictions for Murder and other capital offenses in the city. Over the past few years, former respected investigators (retired Homicide Detectives), have been deposed and grilled by defense lawyers and investigators regarding matters that occurred over 25 years ago in this city. These retired Homicide Detectives are represented in these matters by the City Solicitors Office and they have praised the representation they have received to date from the City Solicitors Office. They have even said that to date, the lawyers representing them are very anxious to “go to court” rather than settle these lawsuits. What’s alarming to them is the latest twist by representatives from the District Attorney’s Office. Out of the blue, while sitting at their homes enjoying their retirement, investigators from the District Attorney’s Office showed up at their doors, wanting to question them about numerous cases in an adversarial manner. Now mind you, while these retired detectives have been cooperating all along in these cases, these representatives at the door were from the District Attorney’s Office and they never made an appointment nor did they make a phone call prior to just showing up at their door. These retired Detectives were savvy enough to decline to speak to them, claiming they had been instructed by the City Solicitor’s attorneys not to discuss these matters with anyone. In a bizarre twist, the representatives from the District Attorney’s office implied that the City Solicitor’s office was NOT representing them and that they need to bow to their request for information. As I said previously, the retired Detectives were not rattled by this and politely declined to discuss anything with them. The tactics employed by the representatives from the District Attorney’s office, one of whom is a prosecutor, are pure shock tactics that are employed by investigators when

interviewing SUSPECTS. The members of these high powered law firms, along with members of the District Attorney’s office and members of the Innocence Project do NOT have your back regarding these things. If you are approached by anyone, even from the District Attorney’s office regarding older or even newer convictions, demand a representative from the Fraternal Order of Police and an Attorney before you speak to ANYONE! These are deep and troubling tactics involved and at play here in the Office of the District Attorney. It quite possibly could be the same ploy involved in what is playing out in the Mumia case where an appeal for a PCRA (post-conviction relief act) could be used and granted with the scary prospect that if granted this District Attorney could possibly “decline to prosecute” and the result of that could allow what had been a convicted murderer going free, who then turns around and sues the city. It is exactly what is going on in these other cases. The latest development in these cases is now members of the media, complete with cameras, have shown up at the retired Detectives homes, again unannounced and wanting to interview them regarding the same cases. Who do you think gave the media their addresses? Nothing had happened at their homes until AFTER the representatives from the District Attorney’s Office had paid them a visit there. Once again they declined to be interviewed. The news media claimed they were seeking answers regarding a recently filed lawsuit that claimed that an expert witness described that the Homicide investigators had engaged in and were part of a “clear pattern of PPD investigatory/operational and management misconduct.” Please keep a keen eye out for this story in the local media and remember, don’t talk to anyone until you talk to us if you are approached by anyone regarding this or similar matters. It is believed by many that this is a highly organized attempt to undermine and destroy past convictions for murder and other capital convictions, several of whom involve people convicted of killing or seriously injuring police officers and they have friends in the Office of the District Attorney which is chilling.

On August 12, thru 15 2019, the National Fraternal Order of Police held its 64th National Conference at the Convention Center in New Orleans, LA. While in New Orleans on August 14th we were faced with and Active Shooter back in our city. We had a total of six police officers shot and 3 injured while trying to help their fellow brother’s in blue. Thanks to Commissioner Richard Ross everyone walked out alive. This is the world we live in. We have to always be on guard for criminals having guns and our Politicians making it easier for them to obtain them. When will the lives of the innocent and hard working men and women in blue be a priority? Police Officers were running toward gunfire while everyone else was running away. Blue Lives matter to our love ones so District Attorney Krasner do your job and keep the criminals behind bars and the guns out of the hands of the ones that cannot carry them legally.

In the disability area we will continue to make sure your contractual rights are not being violated. It has been a year since the city has changed TPA (Third Party Administrator) to PMA. The transition has been a nightmare. This company has a full court press for injured Police Officers and violating every area of the well-established disability process. The adjusters are inexperienced and the treatment facilities are inadequate. The Compensation clinic known as Concentra employs doctors who have been instructed to put you back to work even if your injury persist. It is my suggestion that once your injury is deemed Heart you immediately transfer to one of our Heart and Lung providers. The members should document all conversations they have with PMA and their adjusters, if there are ever any issues your notes will ben-

efit you. If the problems persist, please do not hesitate to contact myself as 215-629-3620. Above all else please do not go home with an injury. The city and the police department will scrutinize everything. I would rather you be safe and report the injury even if it turns out to be nothing the next day. Read everything you sign regarding your injury. Remember it’s your injury to describe not your supervisor’s, although they are there to assist you with the paperwork it’s your report so make sure it adequately describes your injury. We here at the Fraternal Order of Police will not allow the City of Philadelphia to ruin a system that we have worked so hard to get for our members.

Now on a lighter note by the time this article goes to print we will be well into our holiday season. For me it’s a time for reflection and thanking God for all the blessings that God has given to me and my family. I would like to encourage you to also take some time with your family and tell them how much you appreciate their love and support during the holiday season and the entire year. I would like to start out by thanking all of you for the unprecedented levels of support that you have shown to our Team here at the FOP. It is often said that the FOP backs the cops. Our team just ran for reelection without any opposition, and that just proves that we will also have your backs, that the cops support John McNesby and the Team he has assembled to advocate for you. We will continue to do our best for you and your families in the next three years.

As the Summer months come to a close, you see everywhere that preparations are underway for many Fall/Holiday events. There is always something going on here at the FOP. As I write this, a huge screen is going up in the FOP parking lot for our outdoor Eagles game viewing party and the finishing touches are being added to the renovation of our outdoor deck and eating area to make it an all season event space.

Recently, also I’d like to announce, an all time high record breaking attendance was counted with the return of Philadelphia DOO WOP Festival featuring the DJ sounds of Philly’s Best Oldies and the area’s top vocal groups. It was a hot one and the continued support for the Survivor’s Fund events held just totally brings a different type of warmth to all of us. Please continue to make plans to come to YOUR LODGE. Drawbacks of Cronyism and the Politically Correct Environment and the Effect this has on Actual Police Work by the Men and Women of the Philadelphia Police Department By Al Kuchler – Legal Services

Not so long ago, the Philadelphia Police Department was pro-active in its approach to Law Enforcement in this city. Not anymore; it seems the Command Staff here has drastically changed and we now await the results of the Compstat grilling that takes place periodically. If you’re not familiar with Compstat, let me give you a brief overview of how it seems to work here in Philadelphia and later I’ll give you an overview of how it used to work within the various Commands of the department. Let’s focus on what happens now. The Departments schedules its weekly meetings at various city locations and they bring in Commanders from each Division and breakdown the crimes reported throughout the city. That’s where the Command Staff, in this case the Deputies and the ROC Commanders grill individual Inspectors and Captains on the crimes that were committed within their Commands and the remedies that these higher Commanders feel would solve these crime issues across the city. No mind you, these higher commanders are in no way in touch with the realities that these Inspectors and Captains are facing on a daily basis and in most situations they recommend round the clock foot beats in what they perceive as “hot spots” to combat crime spikes. We all know that these foot beats work as there is no crime on these beats; yet the criminal element in these communities also know the foot beats are out there and it doesn’t take a genius for them to move their activities elsewhere. Shocking, isn’t it! These remedies, imposed-not suggested, are morale killers and don’t work, except for the specific area of the foot beat but check a block or two away and you’ll see that the “dumb” criminal has moved their base of operation. Who’s really the dumb one there? Let’s not forget the additional pressure that gets placed on these Inspectors and Captains when some politically connected resident calls and get one of the higher commanders to place another ill-conceived foot beat elsewhere, further straining the manpower of each command.

In the past, when manpower was higher we had real answers that worked. We had sectors that a car was assigned to patrol and wagons that overlapped individual sectors to supplement the cars. We had ACT Teams and Stake Out trucks roaming the high crime areas and we had the Highway Patrol Units that also flooded high crime areas. Each District had two plainclothes teams that worked in their own cars, not department issued vehicles with police lights and sirens aboard that practically announce they are cops. The Plainclothes officers used pin maps and Part One Sheets on a daily basis, not weekly, and could see spikes in crimes as they occurred and react accordingly. Districts also had TFP units that really were two man teams that weren’t “slaved” to the radio and sought out or attacked problems areas within their districts. Those things worked! Now look at where we’re at in this department. We have high commanders that have staffs that could almost staff a full squad in most districts cranking out this “data” for use at the weekly grilling sessions at Comstat. These sessions really are unprofessional in that there is very little give and take. Its most take for the Inspectors and Captains with unrealistic solutions that further drain the manpower of each command. Then the Inspectors and Captains, with their own personal administrative staffs have to figure out this data and react to the crime solution offered by the High Command, knowing that these solutions won’t work. We all have to deal with a District Attorney’s office that is turning that part of Law Enforcement into an extension of the Public Defender’s office. The political correctness of that office is astounding in that they actually provide and speak for criminals more that the Defenders office and other liberal bastions combined. Remember, we can beat them at this as there’s still the AG’s Office and the US Attorney for them to answer to and that won’t be and hasn’t been easy for them to date.

Getting back to the crime problems, I believe I can offer a solution. I’ve heard that the High Command Staff has told Inspectors and Captains that any and all Code 64 Overtime be only offered to Officers that have good activity. While I disagree with that mentality, I’d further restrict it to people who work PATROL ONLY with assignments that are STREET related. The men and women who work in Patrol on the streets get nothing first; just the scraps after the administrative types gobble up their preferred slots. How can that happen if it’s supposed to be based on ACTIVITY! I believe people who interact with the public on a daily basis ON THE STREETS, in the hot and cold weather; facing the high probability of complaints, and never get time off when they want it should get FIRST CRACK AT ANY AND ALL OVERTIME. It should NEVER be what’s left over after the staff of the HIGH COMMAND and INSPECTORS and CAPTAINS are done cherry picking. It should also be administered by a SUPERVISOR in each Squad, not an administrative officer working for the Captain or Inspector. It should be on a posted WHEEL, vis-

ible for ALL to SEE. If you take the time to remove all the Politically Correct Crap, the Cronyism, and the Favoritism out of this job, maybe, just maybe we’ll be able to fight crime. The effects of all this crap has just toppled a good man from the top job in this department. Thankfully, a competent, trustworthy individual was left in charge; but for how long? We’ve seen the weak attempt to discredit her, coming from a member of City Council, the same City Council who has a member under federal investigation, who maybe would like to explain her activities in a controversial fund called the Philadelphia Activities Fund and another political candidate for Sheriff who again gave her slant who had problems of her own with issues in Colwyn Borough. I’d just like to know why anyone would listen to them when they don’t address their own issues; or why the press doesn’t pepper them with ethical questions regarding their past actions as they decry another. Be safe out there and aware that we have your back; please have each other’s.

Update on Deferred Compensation Plan for active officers. You can now participate in a Roth option for your deferred compensation. There is also now an option for a percentage deduction vs. a flat dollar amount. The percentage deduction gives you the advantage of not having to make an adjustment when you get a pay increase. WHAT ARE ROTH CONTRIBUTIONS?

Contributions to the Roth 457(b) are deducted from your pay on an after-tax basis, unlike regular pre-tax deferral contributions that reduce your gross taxable income. Contributions grow tax deferred, and when a distribution is qualified, it is not subject to federal or state income taxes. The availability of tax-free distributions is what makes the Roth feature attractive. HOW ARE ROTH CONTRIBUTIONS SHOWN IN MY ACCOUNT?

Roth contributions are held in a separate source within your Plan account, as required by law. Although separately recorded, they will be included in your quarterly statements and in all the summaries and totals. There are no additional Plan fees related to the creation of the Roth source. HOW MUCH CAN I CONTRIBUTE?

Roth contributions, combined with pre-tax deferrals, can be made up to Plan limits. Participants choose how to allocate their deferrals in dollars between pre-tax and Roth contributions. For the past few years, we have been continually bombarded with the claim that “phantom Russians” were responsible for the white collar crime queen’s defeat in 2016. Despite the total absence of ANY evidence to support their ranting, the media and certain extremist politicians continue to whine about “phantom Russians.”

Meanwhile, a far more sinister situation is unfolding with absolutely NO investigation by the Russian hunting media. Consider the recent “Farcebook” issue. A carefully pre-selected group of alleged posts were gathered and publicized by a syndicate calling itself the “Plain View Project.”

The media smugly stated that the so-called “Plain View Project” was composed of a team of attorneys in Philadelphia. Yet the group’s website lists a Post Office Box in San Francisco as their contact point. There were no media questions about why a group of attorneys in Philadelphia need a post office box in San Francisco. No Philadelphia address was given.

The website includes no names of members, officers or administrators of the so called “Plain View Project.” Yet their targets included not only Philadelphia, but serveral other cities as well. The man-hours necessary and the extent of the work involved indicate a very expensive project. Yet NO source of funding is provided. No names, no local address, no source of funding. In short, NOTHING in “plain view” about this

anonymous, sinister, well financed group.

And not one media story investigating ANY of the above. Without any facts to the contrary, one is free to suspect that the “Project” is financed by a wealthy Soros styled extremist left wing hate group bent on destroying law enforcement from within by attempting to pit black and white officers against each other. And this hate fueled attack is being promoted and protected by the two most corrupt groups in the nation. The legal gang and the media gang have a lot in common.

Neither lawyers nor the press are subject to ANY public scrutiny or correction. Disciplinary practices, if any exist at all, are totally secret. The public has absolutely NO protection from lies, fraud or abuse by reporters or lawyers. As a result, both of these groups are undisciplined, unethical, dishonest and totally out of control with no public accountability and no independent public oversight. Is it any wonder they are conspiring to attack and weaken law enforcement?

Forget the “Russians.” There really are anonymous, sinister forces out there working on your destruction. And right now, we appear to be defenseless. The only thing in “plain view” is that NOTHING is in “plain view.” Your enemies are wealthy, organized and active. Watch your back.

HELP! BY LOU CAMPIONE In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all of our programs and made a series of recommendations to President John McNesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens and Assistant Administrator Ray Convery. All of these recommendations were adopted, and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Health Transformation Program is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse and dependent children 18 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 3000 pounds of fat and gain 1000 pounds of muscle. Damien Young our fitness expert, reports the program has helped dozens of our brothers and sisters, improve health, and reduce or eliminate medications. This Health Transformation Program provides a customized exercise program that can be done at home or anywhere. The participants will receive a nutrition program and access to your own fitness expert. The program begins with an assessment and every six weeks an update will be done; however, your questions will be answered on a daily basis. There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together. A recent study concluded if a father practice’s his faith ninety one percent of the time the children will follow. Wow, what a powerful difference a father can make in the life of his children. The Judeo-Christian tradition of the father being the spiritual leader of his family is validated by social science. What a priceless legacy we can leave to our families for all eternity. In his book “When Divorce is not an option: How to Heal Your Marriage and Nurture Lasting Love.” The author Dr. Greg Popcak concludes “that people don’t just luck into successful marriages; it requires skills which can be taught.” He contends that if a couple seek a “marriagefriendly” counselor, meaning the counselor is committed to saving the marriage and has had formal training and supervision in martial therapy, they have success rates of 95 percent. Each of these resources has as a foundation a spiritual commitment to saving your marriage. All of the research concludes that practicing your faith by praying, attending weekly service, being a part of a faith community, helps deal with all of life stressors in a positive constructive way. A fellow board member and I just returned from paying our respects to the family of P/O Alexis Montanez after his sudden passing. Times like these, visits like this, make me proud of the work that is done by our Auxiliary. We are here in good times and bad, through sickness and health, and even after death, which sounds like we are married to the Police Officers and their families. In a way, we are, and this is the reason we formed during those dark times ten years ago to say we will “Never Let Them Walk Alone”. Though summer is over, we were active as a group working but still having fun. Several of our members joined Operation Gratitude to pack small pouches for our Police Officers, Fire Fighters, and military personnel. What a great experience this opportunity was for our members – a nice way of showing we care. Then we were off to the Lehigh Valley for a Sunday afternoon of fun at the Iron Pigs game, together as a Blue family. The night of 8-14-19 was awful for all our police families watching the ugly events on TV. The Auxiliary was grateful for the outcome of the long night, because of the great work by our highly trained Officers. Of course, our members joined the event hosted by the FOP to meet those heroes in person and were grateful to have been given that opportunity to say “Thank You”. Our member, Kathy Perpetua, who is known for her hand made rosaries from twine, was proud to present each of these officers and their families with a set for their heroic actions. Our September meeting was packed with excitement as we are proud to be volunteering in the BLUE RUN sponsored by the Police Foundation and WAWA to be held on the 27th of October. Look for our members at the registration line and thorough out the race route. By the time this article is printed our annual Designer Bag bingo will be over and hopefully another success, as this is our only fund raiser for the year. We are fortunate to have a good reputa-

tion for a wonderful day and devoted sponsors who help us with the cost of making this event a success. This year at the bingo we are kicking off a special event. We were fortunate to receive 2 special Blue Line Watches from Time After Time watch company, a man’s and a woman’s silver Citizen watch each styled with a thin blue line. We are raising money with all profits going to our designated charities by selling chances on these fabulous watches starting at the bingo on 10-6-19 and continue until 02-29-2020. Chances for these watches will be $10.00 each or 3 for $25.00. Each ticket will have a spot to indicate which watch you prefer. The watch drawings will be held during our gala, after we honor our special guest for all their support to the Auxiliary. (It is a secret…so come to the party to see who it is!) As I mentioned briefly above, we are now in our 10th year as an organization. We know this is something to be very proud of as we have overcome a lot of obstacles internally as well as outside interference, but we have persevered to become a group that works together as a family. We are strong, we are proud, and we are HERE to STAY! To celebrate this anniversary, we will be hosting a gala for our members and all police supporters. Save the date 2-29-2020! Looking to do something different in 2020? Consider joining the Auxiliary! It’s a great way to meet people and make new friends. There are plans for guest speakers in the future, one of which to illustrate the need for gun safety. We all share a little something in common, our love and support for the Philadelphia Police Officer. Wishing each and every one of our Officers a safe tour of duty - may you return home safe each day. Our Motto: “Never Let Them Walk Alone”

The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. JOHN “JACk” DEL VECCHIO DOB: 02/01/1934 DOD: 04/13/2019 APPT: 07/14/1960 John “Jack” DelVecchio left us on April 13, 2019 after battling colon cancer. Jack was raised in South Philadelphia. He attended La Salle High School where he played football and earned the All Catholic Title. From there he attended West Chester University on a football scholarship. He enlisted during the Korean War. After his Honorable Discharge, he joined the Philadelphia Police Department and retired after 25 years of service. After another 20 years, he served the Philadelphia School Police. He finally retired after a lifetime of public service to enjoy himself. He was married in 1961 and had three beautiful daughters who he loved dearly, and six talented grandchildren: Alexandra, Christian (himself an officer), Lucas, Jake, Drew, and Trevor. Sharing his love, kindness, compassion, and humor with his family was always so important to him. He was so proud of his family. He always talked about his days in the Philadelphia Police Department, and he loved every minute of it. Jack

was proud of being an officer and proud of his country. He always made sure he displayed the American flag and PPD flag flying outside the house. Jack had many friends. He loved just talking about his heritage and the country. He loved to travel with his wife and friends. He especially loved any social gathering where he would entertain family and friends with his stories and songs. He loved the Philadelphia Eagles. He never missed a game. Jack got to see his team win the Super Bowl. He always hosted the first game at home with family and friends. The world has lost an extraordinary man. He was a wonderful husband, father, and “Pop”. Howard “Reds” E. Spencer, 91, of Newtown Square and formerly of Overbrook, PA passed away on April 23, 2019. 138

Born in Philadelphia in 1927, he was the beloved son of the late George and Grace (Callahan) Spencer. Howard served honorably in the US Navy during World War II and worked as a Policeman for Philadelphia until his retirement in 1986. He then worked as a Villanova Public Safety officer until 1999. Howard fully embraced retirement and enjoyed listening to music, betting the horses, playing cards with his family, and was always up for a trip to the casino. But nothing brought him more joy than spending time with his grandchildren and “Poppy” was so looking forward to meeting the newest grandchild due this summer. He will be remembered for his dry quick wit and long list of one-liners that could always make you laugh. Howard was the beloved husband of Mary Anne (Colahan) Spencer; loving father of Maryann Purifico (Danny), Catherine Tweedie (Scott), Howard R. Spencer (Lisa) and Walter Spencer (Yamel); devoted grandfather of Deanna, Nicole, Kyra, Caitlyn, Matthew, Ethan, Conor, Oliver, Desmond and Everett; dear brother of Anne Arters, Joan Spencer and Raymond Spencer. Joseph F. O’Neil, 94 years old died Wednesday May 22nd in treatment center, in Seaville, N.J. where he was admitted after suffering a fall in his Jersey Shore home. His tenure during his tenure was in the cacophonous 70’s which he handled with his professionalism and command presence. The Justice Department examined complainants against police Officers. He also was in command during the first Move encounter and all their various activities of protest and anti-police demonstrations throughout the city. But amid those troubling times of protest and civil disobedience, even his sharpest critics described the steadfast Commissioner as a devoted Irish Catholic with a wicked sense of humor, a strong adherent to family values, and a staunch defender of the men and women who served under his command. He cared about the city, His city. He cared about the everyday people his people,” said many of his subordinates. The city of Philadelphia was first and foremost in his heart and

decisions. He would make any sacrifice in order to create a better Philadelphia for its citizens. He grew up in South Philadelphia at the height of the great Depression, the man who would become the police commissioner started out with more limited wishful career ambitions. Born in 1924, Commissioner O’Neil planned to become an auto mechanic after graduating from John Bartram High School, but he was drafted into the Army during World War II and deployed to Europe as a part of the 53rd Armored Engineer Battalion. While there, he earned a Silver Star for bravery under fire and later, a Purple Heart. He returned to his hometown after the war, enrolled at St Joseph’s College under the GI Bill and began dating a high school classmate, Elinore Newman, who would later become his wife. As he attended classes at St Joseph’s by day he worked on a beat by night, he quickly rose through the ranks after graduating and as he climbed the police department ranks he was CO of Homicide and also Juvenile crime units. By the late 60’s, he had caught the eye of Police Commissioner Frank Rizzo who was being in line to run for Mayor. Commissioner began grooming Commissioner O’Neil to replace him and, when elected Mayor, appointed him to commissioner in 1970 to lead the Department. The commissioner was the first college-educated man to hold the position. Though Commissioner O’Neil’s style markedly from his Predecessor, the reserved leader quickly developed a reputation as a stickler for police standards and family values. He was very concerned about an 139

officers’ appearance, even had police radio remind the officers on the air stating “When you get out of your car, wear your hat.” That’s’ how who set the tone. As many of the police department and elected officials both admired O’Neil’s commitment to his principles and found him to be an honorable, a true professional and a gentleman. After leaving the Philadelphia police he worked for many years as director of police for Conrail. His waning years were spent enjoyment, caring for his wife before her death in 2014 and doting on his grandchildren and great-grandchildren. JAMES A. On Friday April 26th, 2019, God in His infinite wisdom gently closed the eyes of our beloved James A. Martin, Jr. (Jimmy), also lovingly referred to as “Buddy”. James was born on June 5, 1939 to the late James A. and Rose Martin. He was one of five children, Barbara (deceased), Paulette, Jerry (deceased) and Debbie (deceased). Raised in Philadelphia, he attended and graduated from Northeast/Edison High School. James served in the US Air Force and Philadelphia National Guard for six years and was honorably discharged in July of 1962. James joined the Philadelphia Police Department in 1965 and retired after 20 years of service, in 1985. He held several part-time security positions after his retirement

from law enforcement and officially turned in his uniform/badge in 2015. In 1983, James married his soul mate, Mildred Barr, and the two became one. JOINTLY, THEY RAISED SIX CHILDREN, Betty (Anthony-deceased), Beverly (Lewis), Donna (Wayne), Erik (Angelika), James III, and Mia (deceased). James attended the most Precious Blood Catholic Church and was a member of its’ Choir until he re-located to South Carolina in 1996. He and Mildred moved back to Dover Delaware in 2006, to be closed to family. James was a “gentle giant” who loved to speak his version of Japanese when he greeted people and he also loved to make animal noises in his effort to make them smile. Ron served in various communities in this service to the citizens of Philadelphia. He was respected and appreciated for his sense of duty and fair play by the citizens of Philadelphia; his fellow officers and top brass as well. Ron continued to meet his buddies, “The Breakfast Club”, until his illness prevented mobility in the last two years. He served dutifully and faithfully for twenty-seven years until his retirement in 1984.

James and Elizabeth were joined in Holy Matrimony on October, 1958. This union produced a daughter and three sons and two granddaughters. Ronald is survived by his wife Elizabeth, Regina, Ronald, Christopher, and David. As noted by Christopher S.: We pray that his aunt Mae Collins was there when Ronald closed his eyes for the last time in this life. Born in Philadelphia, PA. he was the son of the late Rudolph and Bernice Langston. Rudolph was a proud Native American, and he along with his wife, resided for about 20 years on the homeland of his heritage, the Pamunkey Indian Reservation in King William, Va. Where he also spent time in his younger years. Following his graduation from high school at 17, he enlisted in the United States Army. A veteran of WW II, he served with the Headquarters Battery 25th Div. Artillery. Attained the rank of Private First Class and was later stationed in Japan during the course of his enlistment. He began his career in law enforcement upon completion of his service in the Army, first as a patrolman, then a plainclothes detective for the city of Philadelphia Police 140

department. He also worked as an investigator for the Philadelphia Board of Education. Later, he served as a narcotics agent for the Pennsylvania Attorney General and later as a private investigator. He relocated to Virginia and worked as a security officer at Colonial Downs racetrack then, as a deputy Sheriff for New Kent Co. Sheriff’s Department. In 2011 he fully retired. A member of the Fraternal Order of Police Lodge #5, American Legion, Rhawnhurst-Castor Memorial Post754, Veterans of Foreign was Mechanicsville, VA. And Police Fire and prison Guard Assoc of Philadelphia. He is survived by five children. In addition to his wife and parents, he was preceded in death by his sister Bernice. Lt. John Gallagher passed away peacefully at home on June 8th, 2019 surrounded by his family at the age of 72. He was one of six children. John graduated from Bishop Neuman High School in 1966. He was a member of the US Army who served in Vietnam from 1966-1968. After returning, he worked for a while at Boeing and then signed up for the Philadelphia Police Department and was assigned to the 12th district. He valued the friendships he developed early on. As time went by

he was also assigned to the 18th dist. & 39th dist., ACT Unit, Internal Affairs and commander of the Marine Unit as his final duty. John was proud to be a part of the FOP for 31 years. He worked alongside some of the best Police Officers and met many wonderful people. At one point he was featured in an article in “Time” magazine. One of our proudest moments was seeing his children (Susan & John) graduate from La Salle University where he worked after retiring from the Phily PD. John was an avid golfer and would jump at any opportunity to play. After being married to him for 49 years, I can say this, he was a good man, husband, father, and grandfather and he is cherished by his friends. We will always cherish his memory and hold him dear to our hearts. He would thank you for your brotherhood extended to him during his life. I thank you for all your support over the years. Tom was born in Philadelphia to Marion (Tustin) and Stephen Hodgetts (dec’d.) on March 4th, 1946. He was raised in Kensington and graduated from North Catholic HS in 1964 then joined the Philadelphia Police Dept. He works for the De-

partment for the next twenty years before being forced out with an injury disability (broken neck). He had many fond memories of the years he spent in the Stakeout Unit with numerous stories to share and remember. He was always a fighter and never gave up, even after his disabling injury and still in Stakeout. They used to refer to him as the 6-million-dollar man. We eventually moved to Florida but he stillmissed Philly and his friends from Stakeout and neighbors from Parkwood. He is surved by his wife Letitia (Cookie) Hodgetts, daughter Kim and Bill Sheehan and son Brian Hodgetts & Nicole. He will finally get to see his son Tommy Hodgetts jr in heaven. He had none grandchildren, 2 of which he raised: Nicole Rush Nagy (Zoli) and Alex Rush-Cherry (Jordan). Jaclyn Flagler (Tyler), Jimmy & Jessica Sheehan, Nicole Hodgetts, Christina Cherry, Annie & Kenny Rush. And of course many cousins, who never failed to keep in touch. Preston of Blue Bell, formally of Roxborough passed away after a battle with a killer disease which took a much-loved Lady much too soon from her family, 141

friends a and co-workers in the Police Department and the Giant stores. She is the daughter of Rosealinde and (late) Harry Preston. A 29-year veteran of the Philadelphia P.D. and a long time part time and full time employee of Giant stores. When Karen graduated from the police academy she was assigned to the 16th district, later was promoted to Corporal and assigned to the 22nd district. She was then assigned to the Community Relations and attached to the school based “Dare” programs. She also worked in the “Great Program” for the Northeastern section of the nation. While in this last assignment Karen was instrumental in maintaining Financial Grants to all of these programs to continue to operate with little or no effect on the Police budget. She continued this great work until her retirement in 02/25/2011. In her Spare time, she was also a long time member of Law Enforcement Lions Club; she was also a committee member of the Fraternal Order of Police, Lodge #5 election committee since 2000. Her time on the election committee she held the positions of Chairwomen or coChair of that election committee for the last four FOP Elections. That is one high pressure job! All those who knew her were touched by her smile, joyful personality and demeanor. She is just one of those people who enter one’s life that are not like any before or after; her caring and respected. She was all of this to whoever she encountered.

THOMAS HESSON Jr., P/O #2783 DOB: 04/15/1938 DOD: 07/06/2019 APPT: 04/02/1962 RET: 12/24/1979 ASSN: 23rd District Highway Patrol, Stakeout, (S/C Disability, shot in line of duty) US Army Thomas Hesson was born and raised in the Port Richmond section of Philadelphia, PA. He lived with his mother, Helen Masterson and father Thomas Hesson, and his older sister Helen Madon and younger brother Mike Hesson. Tom was an Army Veteran before joining the Philadelphia Police Department in 1962. He was one the most awarded and dedicated police officers who served honorably for this City of Philadelphia. His police career was full of commendations and accolades. He was critically wounded during the first MOVE in 1978, when he was shot in the chest while attempting to aid his fellow officer, friend and partner, James Ramp, who unfortunately was fatally injured that day. Tom retired from the Philadelphia Police Department in 1979. Tom was married to the love of his life, Dorothy, and had two children Dorothy (Dinky) and Tomy. He enjoyed time with this family, taking trips up to their mountain house and to conventions. He spent time with his friends and family hunting and fishing. Unfortunately, Tom came to endure the most unbelievable pain, losing both of his children and his wife in a short time span, at early ages. Where most men would have given up, Tom dedicated his life to the City of Philadelphia, where he

was an active member and elected official of the Fraternal Order of Police serving as an officer on the Board of Directors assisting President. He attended hearing on early prisoner release testifying in opposition to the leniency supported by the District Attorney. He attended most functions supporting the families of officers who lost their lives in the line of duty. Tom made a difference in the lives of everyone he came in contact with. He was a brave, caring a loyal man. He was a hero of many; a mentor, a warrior, a LEGEND! He was bulletproof, literally. He spent his life making people laugh and feel loved and supported. He enjoyed driving fast and speaking his mind. He made sure he was there for the rest of his family. He was there for Eddie’s re-enlistment in the Marine Corps, went on trips with his family. He was there for our weddings, the births of our babies and graduations. He was our biggest support system. He was there for us whenever we needed him. He never told you what you wanted to hear, but what you needed to hear. He was a stubborn man but his dedication for what he believed in is what inspired us all. ~ ~ ~ Tom passed away on July 6, 2019 at his home. It was a shock. I think we truly believed he would live forever. He was one in a million and it shows with all of the exceptional words that have been spoken of him and the fond memories that have been shared. There will never be another Tom Hesson. His brother Mike, niece Raine, nephew Eddie, and all of his family and friends miss him dearly but know he is finally at peace with his family again. 142

Retired P/O Barry Beddis, formerly of the 6th District, passed away peacefully at home on August 5, 2019. Survived by his wife of 50 years, Jeanette (nee McGuinn), 3 children and 10 grandchildren. Also survived by 2 brothers. Barry had many cousins, among them being retired P/O Benjamin Beddis, formerly of the 6th District, 16th District and the DAO. A 1967 graduate of Father Judge High School, Barry served on the Philadelphia Police Department from 1970 to 1984, followed by a long career with Jefferson Hospital Security. Grateful 1996 Heart Transplant recipient, after which he returned to his career at Jefferson as well as doing volunteer work delivering food to shut-ins for Aid for Friends and driving the shuttle for Gift of Life. Before moving to Huntingdon Valley, he was a member of Christ the King Parish in Philadelphia for 34 years, serving as a softball coach for many of those years. One of the things he enjoyed most was spending his Christmas Eves playing Santa in the Neonatal Intensive Care Unit of Jefferson Hospital so the newborns could have their first "Santa and Me" picture taken. Loving Husband, Father, Brother and Grandfather. Denver Robinson, age 78 passed away peacefully Saturday morning August 31, 2019 at Maggie Valley Nursing Home and Rehabilitation.. Denver was born in Jackson County and came as a little lad to live in Waynescille, until leaving for his military years in the Navy. He is preceded in death by his parents, Henry Robinson and Lorena Broom Robinson. Surviving are his beloved wife and lifelong love, Bonnie Robinson; one son, Jeff (Rosa) Robinson; daughters, Keri Robinson and Cheryl Robinson all of Philadelphia, Jennifer Lacey of Waynesville and Lisa Enloe of Sylva; two sisters, Linda (Eddie) Ledbetter of Candler and Jackie (Spencer) Kent of Waynesville, as well as being a loving grandfather. He retired with twenty years of service in law enforcement as an Assistant to the District Attorney in Philadelphia. After he retired, he returned to Waynesville and the mountains he so dearly loved, working and retiring as a security officer at Haywood Regional Medical Center. Denver was a devoted husband, loving father, grandfather and brother. He will always be known for

having a contagious sense of humor and being a great storyteller. He was a member of the Shriners and a Mason. Denver was a terrific baseball player, golfer and hunter. Growing up in Philadelphia influenced Alex to become a Philadelphia Police Officer. He wanted to serve and protect the community he lived in. He was a dedicated and compassionate Police Officer, who treated everyone with dignity and respect. Which made Alex’s choice to become a Police Officer an easy decision for him. Alex’s parents Antonio and Carmen instilled his core values and the humanitarian in him. Their strong Catholic beliefs and family upbring-

ing made him the devoted family man he was. His children exemplify the same core family values and will continue his legacy. Alex was a kind and gentle person who strived everyday to see the positive things in life and the good in every person. He made everyone laugh with his humor, he was known as a prankster by his family and friends. Often playing pranks on his loved ones or sending out funny memes through texts daily. His smile always made everyone feel warm and welcomed in any situation. He had such a friendly and inviting personality which made him very easy going and a great conversationalist. He loved music, from the classic Frank Sinatra to new country Thomas Rhett, so he often sang to his family and friends to make us smile. Some of his favorite tv shows included Homeland, Blue Bloods and Impractical Jokers. The love for this City made him a sports fan, he enjoyed watching the Eagles and Phillies games with family and friends. Alex loved life, family and his profession and will be missed greatly by all who knew and loved him. May He Rest In Peace Always.
