PRESIDENT’S MESSAGE John McNesby, President

It is getting harder and harder to be a Police Officer today. It seems that no matter what you do, you will be subjected to Monday morning quarter backing by everyone from the media up to and including City Hall. If you do your job, we have a District Attorney who declines charges; and you feel helpless. Look at the protestors who were arrested at the very small Blue Lives Matter March a few weeks back. Sixteen people arrested, all let go. NOT ONE charged. What kind of message does that send? Officers on the street and assigned to these details have two options. Arrest the bottom feeders, and risk getting injured or disciplined (possibly lose your career) and have the charges declined, OR stand on the sidelines and do nothing. I hope it isn’t the latter, but travelling the city and speaking to officers, I have never seen morale lower, and I am sure the numbers will reflect that in the coming weeks and months. People ask how do the officers put up with this, or this city is going downhill, or the best yet “I wouldn’t want to be a Police Officer today”. My answer is we have a great department with hard working professional officers. My answer is not the “Blue Flu” or a shut down. Its times like this that you should move forward, work harder and rely on each other and the FOP. We have filed a number of charges with the State Labor board, and continue to do so. We have filed a number of grievances and will continue to do so. We are keeping track of everyone who walks out the back door of a Detective Division, with no charges, and continue to do so. We also are in the final stages of filing a lawsuit against the District Attorney, and will do so again and again. Everything from hiring people to do Police Officers work hiding under the guise of “Investigators or Consultants” to the list of officers he has targeted without just cause. This all takes time, but we are confident we will prevail. Keep your head up, keep doing your job, and keep calling me (no matter what day or what time). We will eventually prevail, and eventually “Let em out Larry” will self-implode. Stand by and more importantly be safe. John J. McNesby, President 4

As you may know, the Cooties are a part of the Veterans of Foreign Wars, whose mission is to bring a little happiness to our veterans confined in homes and hospitals. All of the money donated goes to this cause. Our chapter concentrates 95% of our efforts on the Pennsylvania Veterans Home on Southampton Rd. Because of contributions such as yours, in 2018 we are able to take the vets both fresh and saltwater fishing, have a big summer picnic, have several Monte Carlo nights (everybody wins!), and a Christmas Party with live entertainment and all 175 residents receiving a Christmas present. Good Night Lights

Dear Father Wetzel, My name is Chris Lewis and I was blessed to take in the sights and sounds of last week’s Good Night Lights by the Philadelphia Police Department for the children in residence at Shriner’s Hospital. Our son, Timothy, has received incredible care from Shriner’s over the past 12 years of his life. Last week, he checked-off surgery numbers 13 and 14 (but who’s counting?!). Timothy thinks of Philadelphia as his true hometown, not by circumstance, but by heart — he loves Philly!! To be there for the Good Night Lights event was a highlight, making a challenging week much brighter. Over the years, my heart has grown in appreciation for the PPD, as I have witnessed firsthand the kindness, sacrifice, and dedication they put forth. Many evenings from our home in Greensboro, NC, I listen to all the PPD does through a scanner, and I’m continually reminded of their service. Moreover, as a pastor whose best friend is a police officer, I’m appreciative of the needs you meet as a chaplain. How awesome it was to be at Shriner’s with our son during the Good Night Lights event. Being in the hospital with him and other patients during the event, I can assure you, what the PPD did was a big deal!! How affirming the event was to kids and families who often see the world only passing by through their hospital window. To see everything come to a halt in love toward them ... it was a blessing. I happened to sneak out and take a few pictures from street level, which I am attaching. We are now back home in NC, anticipating a next surgery in December/January. Perhaps in a future trip I could put a face to a name, offer a handshake, and say thank you in person. For now, I hope this email affirms you and the effort you and others put forward to tell some great kids goodnight in an unforgettable way! Thank you. VICE PRESIDENT/CHIEF OF STAFF’S MESSAGE BY ROOSEVELT POPLAR It’s becoming harder to start off my article with any one particular subject going on in the police department. Where do I begin? Almost daily we take calls at the FOP in reference to multiple issues in the department, that’s to be expected. But as you all know, the one time of the year that the calls become overwhelming, is when the annual evaluations are given to the employees of the Police Department. Looking at the evaluations over a period of time, makes you realize, they are for the most part a wasted piece of paper. I have read thousands of evaluations, and still today, the department has not realized how meaningless they are to most of the officers that receive them. They are used in the wrong format by some people who should not even be supervisors. They are used for retaliation, bullying, and you name it. This is the one time a supervisor can crush you without having to substantiate their explanation. They make sure the overall rating is satisfactory, and then destroy you with their negative comments. I’m trying to understand why the Philadelphia Police Department is so far behind the modern technology of today, with most things they do. We are playing catch up to a lot of departments around the country old and outdated technology. Paper is becoming a thing of the past, and that’s one of the easiest comparisons I can give you to the technology of the police department. Evaluations were used years ago when the department and the city went through financial stress, and had to lay officers off from the job. The evaluation was used as a tool to weed out the subpar officers, and give the department leverage for laying that particular officer off. Now you have supervisors cutting and pasting the same story on the majority of the officers in their squad, with the only thing changing are the names, badge# and payroll number. So generic and plain. This has been past practice and learned behavior in the police 16

department. You don’t see many evaluations written anymore coming from the guts of the supervisors, unless, as I stated, they are using the evaluation as their retaliation tool, or they are forced to write something they totally don’t agree with, in other words, they are being coerced by a higher rank. Or, does that still happen. No one gets bullied on this department anymore, women are treated fair and equal as to their counter parts. Don’t fool yourself. This department has not changed, nor will it in the near future. One particular evaluation this year, that really stood out to me was one conducted by an Inspector of a Staff Inspector. Without me going into full details about the evaluation, I will just say, that any person with just a little hint of common sense could see that there was a major issue with that evaluation. My first question was how someone evaluates a person, who took the same test to move up to the next rank in the police department; by the way, she scored higher than him on the chief’s exam. Oops, did I say that? Come on, get with the program. All of the outside distractions, that’s already causing undue stress to the officers on a daily basis, and then have to come to work and worry, yet again about someone’s personal opinion is enough. What’s even more amazing is that, some officers have been given their outstanding evaluations, and called in off the street a couple hours into their tour to sign their 18’s. I am not saying that some of the evaluations are not warranted, but don’t wait until that one time of the year and take that shot at someone who you should have been addressing the issues prior to that evaluation. As we always have stated, documentations goes a long way, and it protects the interest of all parties. If you’re right, then you have your proof to support your actions. Without the documentations, it’s really hard to prove your reasoning. To still see all of the activity on social

media, and officers getting in trouble for their postings or responses is very puzzling. You are told constantly not to engage in inappropriate behavior on or off the job yet and still we have our one percenters that have to be made an example. When are you going to wise up? The more you put yourself out there on social media, the more you give the public a reason to target you. We don’t need any more unnecessary attention brought to the police department from the outside. Especially, when you have someone on the inside giving information out to just anyone to post and slam the department. Speaking of that, when information from a confidential internal investigation is leaked and we see it posted on some crazy blog, who do we hold responsible for that? Let me see, it absolutely, positively can’t be anyone from internal affairs. No, that would never happen in our department. Don’t fool yourself. That’s almost like me telling you that the Mayor and the DA have your backs out there. If any of you believe that to be the case, then you need to get out of your sheltered world and take some reality base training for your mental stability. I really don’t need to speak much about the DA and his attitude towards the police department in general. His whole campaign was ran and based on his crime reform and police corruption in the city. He has proven himself in a short period of time with the decisions already made that will have a lasting impact on a lot of families on this city, and mainly law enforcement. With officers being put on the Brady list, to just not prosecuting criminals should be your wake up call to what he represents. It is very hard for me to tell you to go to work and put the blinders on, if they don’t call you, don’t go looking for them in other words. If you are going to work, and thinking that you will be the difference maker, then you need to ask someone that’s been around for a while and thought the same thing. In order to make a difference, you need full support from all of city government, starting with the department you work for. Don’t get caught in the political war that

has driven this city to become one of the most violent per capita in the country. Sad to say, it doesn’t look like it’s going to get better anytime soon with the people running it. Your job is to go to work, protect the people that wants and need protecting, and go home in one piece to your family. Those days of running around for people that are not willing to protect you are over. If you’re worried about overtime, the department is loaded with overtime; unfortunately, you have to know which ring to kiss. Just remember; WE DO NOT HAVE A QUOTA FOR ACTIVITY….. No matter what your supervisor say. The only thing that is going to happen, you will stop that person, they will more than likely be back out there on that same corner, before you start your tour the following day. No one in the city is being held or prosecuted, unless you are a police officer. It’s the facts. If you think the mayor cares, keep thinking. If you are not Meek Mills, or Jay-Z, then you’re just another payroll number in the city of Philadelphia. The mayor would rather meet Meek Mills at prison and make sure he is out, before showing up at one of our Heroes (Robert Wilson III) murder trial. He would rather do whatever it takes to keep Jay-Z here on the parkway, but I’m not familiar with one bottle of water or one box lunch he offered to provide for the officers working the detail in the park. But, come election time, he will be the first one running to the FOP for an endorsement. I don’t know what else to say. It’s very confusing in the city with all of the politicians. We only ask that all of our members are treated fairly across the board. We understand that we are held to a higher standard, but being fair across the board is not something unreasonable that we ask for. We ask for simple things that would go a long way. Just coming to work without your locker room being flooded is simple. We ask to have clean drinking water in the building. We ask to have equipment that works, that save lives, tools to do the job. Tell me what other facilities in the city have similar problems like we have in 85% of

the police facilities. Strange, how the city finds money in the budget to fix certain parts of the city, yet everything else around it is totally falling apart. You can’t keep putting BandAids on gunshot wounds. They expect you to come to work with a smile on your face, while the mold and the feces in the locker rooms overwhelm you as you’re getting dressed and ready to take the streets and get beat down by the supervisors who think the department cares about their stats. I am just so frustrated at this point with the city and the department. Their priorities definitely aren’t you. Sad to say, but it doesn’t look like much is focused on the crime in the city as well. I think we have moved up on the charts of major cities with the most crime per capita. What an accomplishment the city doesn’t want credit for. What are they doing to change the stats? It doesn’t look like the stats are going to change anytime soon with the new crime policies that’s implemented by the DA. Don’t put yourself and family in jeopardy, knowing what

you’re faced with on the other end of the political side of this game. Go to work, get your reimbursable overtime, and go home safe to your family. If I wrote about every screwed up issue in the department, I would need the whole book to tell you the stories. But, I’ll focus on the more important ones. Building conditions, the use of manpower, discrimination, hostile work environments, to just name a few. What are we doing to get these issues under control? In the meantime the government wants to take away every right you have as a police officer, send you away with no medical, and possibly a 401K... People, it’s time to wake up. MORE THAN EVER – Be careful out there. We all took the job knowing the dangers of police work. We accepted that. We accepted putting ourselves on the line to protect others. We accepted the crazy hours We accepted the weekends, holidays and family events missed because of work. Not only did we accept this, our families were forced to accept this unique lifestyle because of the profession we chose. What we and our families did not sign up for is outright attacks on us by elected officials and a militant left wing agenda that directly works against law enforcement and good and decent citizens. What is happening on our streets today is outright contempt for the rule of law and nothing short of anarchy. From time to time, these sorts of things have occurred down through US history. What has not occurred in history is disregard for the rule of law and anarchy openly supported by those in elected office. That is what we have here in Philadelphia. We have an individual running the DAs office who has begun carrying out his promise to go after police officers. This guy is looking at every action our members engage in on the dangerous streets of Philadelphia and trying to match the action of police to a section in the crimes code. Quite simply, he is trying to put cops in jail. He already has. His office is reviewing the actions of police officers with a microscope. The dishonest way in which our officers are investigated is a major concern. All of this is happening at the same time his office is opening the doors of the jailhouse and allowing hardened criminals back onto our streets. Here at the FOP,

we are prepared to fight against this guy and his agenda on behalf of you and your families. We have already done so. We will continue to do so on many fronts. As we actively oppose this guy and our agenda, we note that many of our elected officials have remained silent on the travesty that is the current operations of the District Attorney’s Office. We are very cognizant of this fact If you stand with us, if you stand with police, you stand with us ALL the time. We are aware of who are friends are and who is abandoning us. We are involved in fights here at the FOP on multiple fronts. Several years ago, we prevailed on a multi-year fight to have a PAC Fund that can be contributed to via paycheck deductions. Please consider contributing even a couple bucks a month to this valuable asset that we collectively have at our disposal. It is another avenue at which the McNesby Team can fight on behalf of you, your families and your profession. What has happened to our brother, Ryan Pownall and his family, is a disgrace of immense proportions. It is unfathomable what the DAs office is doing to this fine man and his family. The charges against are borne of dishonesty and improper conduct by the DAs office fueled by an agenda. To say more at this point may harm Ryan and his family. In the words of his attorney Fred Perri, not only has Officer Pownall not engaged in 1st degree murder, he hasn’t even committed a crime. We are doing everything we can to ensure that Ryan Pownall is returned to his family as soon as possible. The support for Ryan and his family has been overwhelming. The crowds of officers in the courtroom and

in the courthouse supporting Ryan and his family during each court session is testament to the support that our FOP and our families display to our brothers and sisters. In the end, I am confident that good will triumph over evil. For some reason, the Department is slashing overtime at unprecedented levels. The overtime that is being cut and slashed is overtime that is necessary to complete the necessary mission of the police department. The command staff is cutting overtime on investigations and other matters. Homicide detectives are being sent home midinvestigation, there is not enough overtime budgeted to complete the job. Detective and districts throughout the city are also cutting overtime. There is no reason for this. A report was just released by the City Controller revealing that the city budget surplus is the highest it has been in ten years. The police department is cutting necessary overtime with a 769 million dollar budget surplus. Murder rates are up. Violent crime rates are up. The Homicide clearance rate is at its lowest rate in years. The city administration and police commanders are cutting the police department budget for no reason. There have been police budget reductions and police budget cuts down through the years. What has NEVER been cut though, is the comp time that commanders get. When comp time starts getting cut, then Iâ€™ll believe we are in a budget crisis. One of the main issues faced in patrol is the lack of manpower out on the streets responding to jobs and answering calls for service. The strength of the police department is at the highest point in years. However, needed resources are not being directed to the most important police function, PATROL. Quite simply there are too many officers assigned to duties other than patrol. The 5 and 7 squads are beefed up to the detriment of patrol The administrative staffs are also at all time highs. Another issue is mandatory beats

and posts that have to be manned on a daily basis based on orders from high ranking commanders. These officers are not permitted to move at all from these assignments. That is a waste of valuable police resources. Patrol needs to be beefed up at the squad and platoon level. PATROL has always been and will always be the most important force and function in the department. As we attempt to take care of one another in the workplace, please remember your families. Remember to have proper planning and preparation in place in the areas of estate planning, deferred comp contributions and the necessary amount of life insurance. The FOP can assist in the preparation of a will Every police officer should have a will. Labor unions all across the country are struggling with the impact of the JANUS court decision, which impacts labor unions and fair share non-members. Many labor unions are losing members in the wake of this Supreme Court decision. Not us. Not here. Our members and their families value membership in FOP Lodge 5 and realize the great strength we have in numbers in fighting to maintain your wages, medical benefits and working conditions. Not only have we not lost membership, we have actually GAINED members. We did have several members who were fair share members and when they were notified of their membership status, they rejoined the union and became full FOP members. FOP Membership has never been more important and FOP MEMEBERSHIP MATTERS. More than ever, please protect yourselves, your fellow officers and most importantly, your families.

Problems with Getting Official Approval for Vacation time, Insubordination, Saving Sick Time, Upswing In Gun Violence and the Tour de Shore By Steve Weiler, Vice President

Donation from Mission BBQ It’s the same problem year after year in some Commands; timely approval for Vacation time. Why does it seem to be no problem in some commands yet in others it’s a convoluted process that never gets approved until the last minute, if at all? In some cases, Disapproval will come at a very late date which in some cases is after deposits and plans have been solidified. It has also been reported that some supervisors, while truly trying to help, have advised on the side that members use sick time to get the needed time off. The problem with that solution is that it can create other problems such as “unexcused sick days and/or land on the sick abuse list for patterns or number of days off sick. I suggest that members make all requests for vacation time in two manners. The first would be the traditional method of memos or thru the yearly vacation selection process. The second method would utilize making an identical request of your original request via email to your immediate supervisor. The sole purpose of this email request would ensure that there’s a record of your request and this would eliminate the “lost

paperwork” issue that seems to crop up from time to time. I’ve written about Insubordination from time to time and will continue to do so every chance I get. Once you are accused of this offense and found guilty, it can be a career stopper for advancement. Arguing with a supervisor will only create problems. Once you and a supervisor disagree about any given subject it can evolve into a full blown shouting match which usually results in the subordinate getting charged with Insubordination. You can’t win that fight. When you have a disagreement with a supervisor, ensure that your responses are calm and given with respect. If possible, having a witness present can also be to your advantage. As far as Sick time goes, save it all and cash it all in for health care. There’s no better investment! Sure, you’ll be taxed on this conversion but it’s certainly a better option than buying health care when your older and possible sickly. I’ve listened to many pensioners languish over their lack of health care or the cost it’s placing on their quality of life. Most, if not all bemoan the fact that they 26

doesn’t and has placed a target on each and everyone’s back out there. He will second and third guess every single decision and he will do so with a vengeance. He’s currently digging into a myriad of old jobs to see what he can dig up. Let’s hope the walls to the holes he digs in collapse all around him. In closing I just want to thank all that participated in the Tour de Shore this year. It was a huge success. Many participants have done so for multiple years and their numbers are growing! Why not addyour name to the list and I promise you that you won’t be disappointed. Be safe out there!

Vice President’s Report by Nick DeNofa Let me start my article by saying September 4, 2018, is a day we all should remember when voting in Philadelphia in upcoming elections. We have a District Attorney who has campaigned to prosecute as many police officers that his office legally can; unfortunately for Police Officer Ryan Pownall and his family. They have become the sacrificial lamb to this anti-police movement in this city. Police Officer Pownall was formally charged with criminal homicide which in Pennsylvania means you are not eligible for monetary bail. • Police Officer Ryan Pownall’s preliminary hearing was postponed on September 19, 2018, Judge Dugan agreed to reassign the case for the on-duty shooting death of a fleeing suspect. • The district attorney’s office had asked Judge Patrick Dugan to step aside from former Police Officer Pownall’s criminal homicide case because Judge Dugan had overseen the grand jury’s case before the district attorney filed charges. A spokesman for the district attorney’s office said the move is procedural and unrelated to Judge Dugan’s being married to a retired Philadelphia police officer. • September 18, 2018, President McNesby was notified that an eight year old Mayfair boy’s wheelchair was stolen from out front of his family’s home. President McNesby immediately asked that we contact the family and see what we could do to help them. We are working with our contractors to have a ramp built for him and his family. • Make sure you do your civic duty and get out to vote for the midterm elections are very important! I was reading an article in the Philadelphia Daily News, which was 30

written by Chris Brennan and the gist of his article was we all have a decision to make on Election Day, on November 6th, 2018. He used the quote below in his article. "Let us not seek the Republican answer or the Democratic answer, but the right answer. Let us not seek to fix the blame for the past. Let us accept our own responsibility for the future." John F. I’m writing you my article for this issue in the beginning of October. As I sit here and review the FOP schedule for this month I can’t help but notice two dates on our calendar that stand out. Two dates that quite frankly shouldn’t be on our schedule. The dates are October 11th and October 16th. While these dates may have come and gone by the time you read this I want to highlight them and their significance. October 11th will be another hearing for Police Officer Ryan Pownall. October 16th will be a resentencing hearing for the killer of Retired Police Officer Frank King. Both of these dates have something in common and that is our current District Attorney. October 11th we will be standing with Officer Pownall for yet another hearing because the District Attorney decided to charge him with an open count charge of Murder. The significance of that charge is that Officer Pownall is not eligible for bail. He has been forced to remain in custody away from his family. An open count murder charge is completely inappropriate and the DA knows it. Why else would he be fighting so hard to avoid the normal procedure of a Preliminary Hearing? The District Attorney has made it very clear what his position towards the Police Department. October 16th we will be standing with the Survivors of retired Officer Frank King. He was gunned down as he tried to save a women who had a shotgun pointed at her during a robbery. Even in his retirement he took action to try and help others. There is no debate on if the man in prison charged

with his murder is guilty. He was convicted years ago and it is a conviction that has been upheld for almost 20 years. However his family will have to relive the tragedy as his murderer is likely to be resentenced and even worse he will most likely be released. The District Attorney’s Office defines itself by the following; “The Philadelphia District Attorney's Office provides a voice for victims of crime and protects the community through zealous, ethical and effective investigations and prosecutions.” The District Attorney has made it clear through his actions that Police Officers do not deserve a voice to him. We have a tough road ahead of us, but it is a road we can manage. We can manage this road because we have strength. Strength in numbers. Together we can get through anything. Please make sure you update your contact information with us so that we can get information to you. It is important that we have your correct email address, home address, and phone number. Please make sure you are contributing to the PAC fund. It is vitally important that we develop and grow our PAC fund. I am happy to report that nearly 100% of Officers coming out of the academy in the last few years are contributing to our PAC fund and we can already see the significance of their contribution. How does a Police Officer survive in the current climate, featuring a DA who is hostile and a Politically Correct Crowd who are too afraid to shut him down…by Mike Trask – Financial Secretary I can remember a police department that took great pride in its work; solving crime patterns with a pro-active approach to law enforcement. This department has no focus and is truly reactive to crime situations. They react to political pressure and then pressure the rank and file to “fix” things that we don’t even have the manpower to throw at any problem for a sustained period. Next, you factor in the current occupant of the District Attorney’s Office. We have had people across the city locking up droves of folks only to have them walk out the rear door due to the social-progressive attitude being applied to charges by this DA and his minions. Yet, the other day he got HIS folks out on the street and arrested 57 narcotic offenders and immediately had a press conference describing how great he was due to these arrests. He neglected to tell the press that a good number of his 57 arrests were recently arrested by our men & women in blue but were let go free due to his policies. I have spoken to many officers and they have told me that their court time has dramatically dropped since this individual took office. What’s the reason? Easy, the DA has decided that a number of these crimes are not crimes at all and he therefore has instructed his people to “nolle prose” a wide variety of crimes that HE considers victimless crimes. This DA has used the Grand Jury 38

process to incarcerate one of our own on a general charge of murder. He structured and led the Grand Jury in such a way to ensure the general charge so he could have Officer Pownall arrested with no bail. Mind you, he is fully aware that a charge of first degree murder wouldn’t stand up. Yet he continues down this road and parrots this to the press in any way he can to appease his constituent base. He’s getting his pound of flesh up front, knowing that he may get nothing down the road. This was a situation where this person was armed, and all he had to do was surrender and it would have ended right there. Instead he chose to try to use his weapon and struggle with the officer, immediately bringing the situation to a critical point. Times like these make you adjust your police work. I strongly advise all of you to volunteer for reimbursable overtime and let the DA reap the rewards of his inept attitude towards police work. Crime will sky rocket and even his base will be crying for change. He and his minions will need us before we need them. I know it’s tough to sit on your hands but in this climate I believe it’s your only recourse. Keep your family and your coworkers in mind and keep them all safe. Predators don’t always lurk in the shadows ready to pounce at the slightest provocation. Some sit in offices, with law degrees and have decided we’re the problem. Right now he’s throwing the stones – but he lives in a glass house and we will have our turn. Remember, your vote counts – it’s the only way to get rid of this problem. Stay safe out there!

September 2018 National (Crab) French Fry Day was Friday July 13th this year. For the fourth year in a row Chickie’s and Pete’s Crab house and sports bar has chosen the FOP to be the recipient of the proceeds during their celebration of National French Fry day. In appreciation of police officers’ service, the Crab Fry truck traveled the city feeding our officers. They stopped at Police HQ, East Division and the new Police Academy. They fed hundreds of officers, dispatchers and recruits throughout the day, and they ran specials at all the restaurants raising money to donate to the FOP Survivors’ fund. This year Pete Ciarrocchi presented a check for $31,629 to the FOP Survivors’ fund! In four years Chickie’s and Pete’s has donated almost $100,000 to the survivors’ fund. Thank you Pete and your entire Team for all you do for the Police and the Philadelphia community. Politics One year later and a new District Attorney. Last year around this time we warned our members to get out to vote, take your family and friends with you. As expected there was a low turnout in Philadelphia allowing a minority of voters to award the office of DA to this anti law enforcement, pro criminal defense attorney that has no business in a prosecutor’s seat. This man is reducing sentences for harden criminals, dropping charges at an alarming rate and allowing murderers to walk out the back door on charges of 3rd degree murder, while holding officers in custody for on duty shootings that were clearly justified. This man is doing exactly

what he set out to do, punish the police and make it easier on the criminal to commit and get away with crime. If this does not tell you how important your vote is, I don’t know what will. Political Action Committee If you have been watching the news and the Political circus out there, you know that we have an election that will most likely be over when you read this. We want to make sure the right people take office and whom we believe will have the best interests of our members and their families. We started a Political Action Committee (PAC) of our own. The PAC if you are not familiar is an account we have established where our members can make a donation, and we are able to use those funds to back political candidates of our choice in their pursuit of a political office. We fought hard for this right and won the right to contribute to our PAC through automatic deduction from our paychecks. We have become very active in supporting the candidates that we know will fight for our rights. Our position and our vote have become very important to the local candidates and are making us one of the most sought-after endorsements in the city today. It’s our only way to prevent more people like the DA to take important offices in the city that can have such an impact on you and your family. The end of the summer is here and we all begin to get back to our regular fall schedules. The kids are back in school and there is homework that needs to be done. Those things although tiring bring smiles to many of our faces, seeing our kids make accomplishments is every parents wish. But in order for our kids to succeed we have to go to work in the mean streets of Philadelphia where our lives are put on the line every day. If you are a working Police officer in today’s world you believe that the criminals have more rights than the police. This was never more evident than on sentencing day for the criminals who gunned down Sgt Robert Wilson. They were sparred the death penalty by the District Attorney of Philadelphia. And sadly Robert Wilson’s grandmother Connie Wilson passed away on September 24, 2018 some might say it was from a broken heart knowing that the persons that killed her grandson will never be sentence to death .He made campaign promises to let criminals have an easier time navigating through the criminal justice system and he is definitely keeping his promises. For the police officers his judgement is a bit harsher he believes that we are guilty till proven innocent and all the while we must continue to do our job. During this time of discord I just pray that all our officers make it safely home to their families. In the disability area we will continue to make sure your contractual rights are not being violated. The city has changed TPA (Third Party Administrator) and the name of the new company is PMA. The transition has been a nightmare from contracts impeding on our Act 111, members receiving. The 44

members should document all conversations they have with PMA and there adjusters if there is ever any issues your notes will benefit you. If the problems persist please do not hesitate to contact myself as 215-629-3620. Above all else please do not go home with an injury. The city and the police department will scrutinize everything. I would rather you be safe and report the injury even if it turns up to be nothing the next day. Read everything you sign regarding your injury. Remember it’s your injury to describe not your supervisor’s, although they are there to assist you with the paperwork it’s your report so make sure it adequately describes your injury. We here at the Fraternal Order of Police will not allow the City of Philadelphia to ruin a system that we have worked so hard to get for our members. As this magazine goes to print we will be attending our annual Police and Fire Hero Thrill Show at this event members of the community come out and support us. There will be many members of both the Police and Fire Department on hand to explain to anyone who will listen to what each and every day. The kids can put on certain pieces of equipment to pretend they are an actual Police Officer of Fire Fighter and of course there are the shows put on by the Highway Patrol Drill Team and K-9 unit. Conductors’ Message by Sharon Jonas It’s autumn, back to the grind, back to school, back to the police department without the low manpower that is the summer vacation schedule. Those summer nights, weekends away, that week escape or one day vacation may seem like a brief memory. Life goes by so quickly and the events here at the FOP, like life itself, are ever changing. It is fast paced and we strive to keep up and make every occasion, event or function memorable. Among the Summertime reflections was the thrilling “31st Annual Tour De Shore” which, as always, is a constant, unwavering, humbling, huge supporter of our Survivor’s Fund. We are all very grateful to those who were a part of this annual tradition and the funds that were raised, which will benefit our Survivor Families! It has never been more difficult to be a Philadelphia Police Officer. Crime is prevalent on the streets, districts and units are understaffed and support for law enforcement wanes on both the national and local level. Police officers are getting attacked from all quarters in the press, by elected officials and by militant anti-police groups. Through it all, police officers support one another and this FOP team under John McNesby support and defend you. With that said, this is YOUR FOP. As a members’ only venue, you are among those who walk the walk. In that sense, YOUR FOP serves as an oasis in an upside-down world. In an unprecedented shot at public sector labor unions, a recent US. Supreme Court decision made it possible for employees to opt out of union membership. In these turbulent times, YOUR FOP membership has never been more important as 48

it pertains to your pay, medical benefits and working conditions. Don’t be afraid, for I am with you. Do not be anxious I am your God. I will strengthen you. I will help you. I will uphold you with my victorious right hand. This advice, given by God to the prophet Isaiah believed to have been given twenty eight hundred years ago, is as priceless now as it was then. Bible scholars contend that God is recorded in the Bible three hundred and sixty five times, instructing us to be not afraid. God gives us this encouragement once for each day of the year. Today in our vocation as Police Officers and Sherriff Deputies, this advice is critical to our mission. We are under constant attack each day and the demands we face are always increasing. We must always be mindful we are on a mission from God.

Every day we work to protect life, to keep the peace, to improve the quality of life, and to be the voice of the voiceless. The Philadelphia Police Department and Sherriff’s Office trace the beginning of our mission to Philadelphia Mayor Hilary Baker who served from 1796 to 1797. Mayor Baker formed a group of Watchmen to help the citizens of Philadelphia to deal with the yellow fever epidemic. Mayor Baker died as a result of his exposure to yellow fever, which occurred as he was helping protect the citizens of Philadelphia. God describes this as servant leadership. Complaints against Police, Activity, Reimbursable Overtime and the Chain of Command in this city… By Al Kuchler – Legal and Labor Coordinator Being a police officer is not an easy task. Those of us who were in the profession and those that are now in the profession can attest to that. What is intolerable is the people who are not in this profession who seem to feel it is their obligation to tell us how to do this job. They have absolutely no training in law enforcement yet they put in their two cents at every opportunity. I was watching TV the other day and it was one of the major local networks on a panel show called Inside Story. The panel was four people who had no background in police work and they were offering their learned opinion on a recent incident whereupon an Officer from SWAT was almost shot to death. One of the panel said she never wanted to see an officer hurt while performing his duty yet she held more empathy for the man who shot the officer, who was eventually killed. I’m not saying this wasn’t a tragic incident but the SWAT team was there lawfully and they did numerous times announce their presence at the property, so much so that the neighbors have all given statements to that effect. These neighbors were doors away and heard the officers announce their presence. Yet the panel went on to give their own thoughts on this incident. One offered that maybe they were hard of hearing and that bright lights could have been used to alert them of the police presence. Another offered that bright lights and even the announcement wouldn’t have worked if the occupant was blind and deaf. The real story in this case is that the occupant heard something for him to go and arm himself and proceed to the stairwell. He never called out to who was at the bottom of the steps, he simply fired his weapon at someone he couldn’t see; the police didn’t fire first. The Officer shot wasn’t even the first in line, he was sec54

ond. He was doing his job and he almost paid for that with his life. He doesn’t deserve a panel second guessing him or any other cop, especially a panel that has no knowledge of law enforcement. Next was a recent article written by a left leaning publication that decries the amount of complaints that officers have received in mostly heavy crime infested areas of the city. Most, if not all of these officers are out there trying to do their very best to reduce crime in the same neighborhoods day in and day out. Active officers are always going to be the ones with more complaints against them, it goes with the turf. In recent times, criminals have been encouraged by many civic groups to make complaints in an effort to dilute the effects of active law enforcement. Why is it that when an officer is accused of wrong doing in many of these crime infested neighborhoods, “witnesses” drop out of the sky, falling all over each other to offer what they “saw.” Yet, when one of their neighbors or one of their friends is gunned down in cold blood in front of hundreds of residents…nothing. Nobody saw anything! These are the neighborhoods where the brave men and women of the police department are working. Now, the brave men and women in this department have a better idea of what they have in the District Attorney’s Office. They know what they can expect in the charging unit of this office and also what they have in the unit that prosecutes police officers. That is why the great majority of them are sitting on their hands. I know that if I was out there I too would sit on my hands as hard as that is. They don’t have your back and they don’t have the back of the citizens of this city. This office is being run by a defense attorney who has never backed cops. He fired pro–police as-

sistants and replaced them with other defense attorneys. It’s not going to get better either; it’s going to get worse. I am waiting to see what he intends to do with the remainder of the MOVE defendants currently in jail, one is already out. After that, can we expect Mumia to walk out of a cell while on this DA’s watch? There’s a hearing scheduled later this month for him. Then we have a mayor who in public refers to the President of the United States as an “idiot.” Now, no matter what your politics may be, do you think it’s a wise idea to call the man who heads the country by that moniker? This is the man that holds the purse strings for a number of things that cities go to, seeking funding through grants and other methods at numerous times throughout every year. Do you think he won’t remember these things? I’m certain it will be remembered, and not in a favorable way. This is what happens in a city with one party rule. Look around the country to places on the “left” coast, or even in the Midwest like Chicago. The same problems are happening and the same is true in most of these places; one party rule. This is what the brave men and women serving the police department have to look forward to; nothing! Crime is on the upswing mainly because we do not employ methods that have worked in the past. Under the current rule, they strive for “transparency” in all things. As long as it’s left leaning, progressive approaches, they’re all for it. This DA and the Mayor will never have your back and I’d be surprised if the Command Staff of the department did either. Make no mistake about this if you are a Commander. It’s easy to sit back and say that the FOP is always bashing the Commanders but is that the reality? There are better than 50% of the Command staff that works very diligently at making their commands work for them and their troops. They bend over backward to ensure that their people are taken care of at every level, including discipline. These men and women have the guts to use a counseling memo for

minor infractions for first time offenders. Commanders in the other 50% rarely use counseling memos and if they do, they use it as a tool to “build their case” down the road. From the vantage point of the FOP, certainly the Commanders who use the counseling memo as a tool to better their troops are using the right method. The others are drinking the “Kool-Aid.” I am not of the opinion that all of our members are angels either. We know that some of our folks are constantly late for work, sick abusers, and low activity screw ups! There’s always going to be a small percentage of those; including commanders. We work hard for every member in every instance and that cannot nor should it ever change. At times it leaves a sour taste in your mouth but it has to be that way. We don’t have the luxury of picking and choosing. If you were at the sentencing for the thugs that killed Sergeant Robert Wilson, you would have found a notable absence inside and outside the courtroom. Sure the Commissioner was there but where was everyone else? It’s a question I asked privately of another commander and he advised me in no uncertain terms that they were told to stay away as to not infuriate the new DA. One could say that that had some truth to it and that Commanders were trying to protect their troops from a back lash. I don’t believe that for one second…they didn’t show because they were protecting their own positions. Losing command of a district can be an 8% pay decrease. In some ways, I can accept that for there are a good portion of the Command Staff that protect their troops from behind the scenes. There are others that will flip their troops to the dogs on a whim or a suggestion from those up the chain. That’s a fact! In closing, here’s what I recommend. DO as little as possible but be sure that what you do ensures the protection of yourself and your fellow workers. Fill out a memo seeking to be included in reimbursable overtime and send it to your Commander. You must do this memo as it’s the only evidence that you vol-

unteered for reimbursable overtime. I strongly recommend you send a copy using the regular chain of command and also via email so as to create a paper trail. He or she can’t parcel out such overtime based on activity, it’s based on seniority. If it was based on activity, how could they give so much of this overtime to their administrative staffs, since most of them have NO ACTIVITY? Keep a close eye on just who works reimbursable overtime as you MUST be given a fair shot at getting it, otherwise it’s not an EQUAL EMPLOYMENT OPPORTUNITY. Like I said, they must maintain a wheel and be able to show that they were fair in dispensing the opportunity. The only restriction

on overtime is if you are on the sick abuse list and if so you can be excluded from working overtime. There’s also Grant overtime and here Commanders have more flexibility and do not have to dispense it by a wheel. A lot of this overtime is crime fighting and night-work, so administrative officers tend to shy away from that type of OT, preferring the reimbursable which is usually construction or special event related. This too is a fact! In other words protect yourself and your coworkers as best you can; make the thin blue line a major highway and never allow these social progressives to undermine your employment. This too shall pass!

Mission BBQ is one of the biggest supporters of Military and Law Enforcement families all over the country. They help provide support and much needed assistance to the families in need every day.

On August 12th Officers Baynes and Grover responded to a male in the river in the area of 63rd and Elmwood Ave. From past experience, the officers knew they had to use alternate routes to access the river at that location. The officers informed police radio of the access points and proceeded to the river.

Yes, they feed us great food on details and offer us great discounts in their wonderful restaurant; but what many people may not know is, from the day the doors opened at the Roosevelt Blvd. store, they have been one of the biggest contributors to the Lodge 5 Survivors’ Fund.

These officers observed a male who had been pulled from the river by two boaters. The male was laying on the trail unresponsive. The officers assessed the male and found no breathing or pulse. The officers quickly jumped into action and performed CPR while waiting for rescue.

Mission BBQ is truly a friend of Lodge 5 and Philadelphia Police Officers. Always giving and never asking for anything in return. You can’t ask for a better friend. So today we honor you and say

Backup officers Dollarton and Fuentez arrived on the scene and assisted. Just like they were trained, all 4 officers did several cycles of CPR before the first medic unit arrived. When the medic unit arrived, an AED machine was applied but a shock was not advised. The medics were able to administer medication while the officers continued CPR. A pulse was found, and the male was rushed to the hospital. The male survived due to the quick response, training, and teamwork of all involved.

12th District P/O Hugo Lemos On August 8th Officer Lemos was patrolling the area of 1900 S. 60th St., when he heard multiple gunshots. He began to survey the area and located the complainant lying on the ground suffering from multiple gunshot wounds. P/O Lemos was able to administer first aid to stop the heavy bleeding from his artery. He put the complainant in his police vehicle and transported him to the hospital, where he was listed in critical condition. The attending doctor informed Officer Lemosâ€™ Sergeant the complainant would not have survived his injuries if P/O Lemos had not administered first aid.

12th District P/O Timothy Dollarton #2325 P/O Daniel Lovina #5660 On October 23rd Officers Dollarton and Lovina where on patrol in the area of 6500 Greenway Avenue when they observed a male lying on the ground and a female standing over him attempting to pull something away. The officers initially believed they were witnessing a robbery but as they moved closer they realized the man on the ground was being viciously attacked by a pit-bull and the woman was attempting to pull the dog away. The officers were able to see the dog was biting the man on his face and he was bleeding heavily. Realizing they could not get the dog under control, and the male would suffer serious injury or death, Officers Dollarton and Lovina each drew their service weapons and fired a single shot, striking the dog. However, those shots were not enough to subdue the vicious dog. The dog turned toward the officers in attack mode when the officers discharged their weapons again, striking the dog putting an end to the threat. The officers immediately began giving first aid to the victim. The victim was transported to the hospital and treated for his injuries. Wonderful job officers!

14th District Sgt Marc Monachello #564 P/O James Bragg #4686 On May 25th Sgt Monachello and Officer Bragg responded to a house fire in the area of 6000 Chew Ave. Upon their arrival, the officers observed flames and heavy smoke coming from the third floor of a residence. Witnesses on location stated to the officers there was a male inside the property who was bedridden. Without regard for their personal safety, Sgt. Monachello and Officer Bragg ran into the burning property and carried out the male to safety. Due to the officersâ€™ quick response and bravery, this maleâ€™s life was saved. Great job officers!

On April 22nd in the area of 1400 Adams Avenue, a complainant met up with a female he met on a social media dating site. The female led the complainant into a second-floor bedroom. While in the bedroom two males and another female busted into the room. One of the males had a gun. They made the complaint remove his clothing and instructed him to turn over his car keys, bank card, jewelry and cell phone along with all the codes. The males then provided a verbal script and told the complaint they were going to video tape him with the females. After threatening to kill him several times, the males then told the complainant to continue making payments on his vehicle and if he calls the police they will kill his family. They made the complainant get dressed and drove him a few blocks away and let him out of the vehicle. The complaint immediately called the police. He took the police back to the location where the robbery had occurred. Upon arrival Detectives observed the complainantâ€™s vehicle. They then observed two males exit the vehicle and flee on foot. One of the males had a firearm. Detectives went in pursuit of the male with the firearm and radioed for back up. Officer Murphy and Toman responding to the call for back up were able to taser and apprehend the offender. The officers recovered a .380 firearm loaded with ten live rounds. Ultimately, all of the offenders were apprehended and all of the complainantâ€™s belongings were recovered. NOTE TO SELF NEVER GO TO THE HOUSE OF SOMEONE YOU MEET ON A SOCIAL MEDIA DATING SITE.

On Feb 3rd, the officers responded to a fire the 4600 block of Penn St. upon their arrival they observed heavy smoke emanating from the second floor of the property. They were informed by neighbors that there were still adults and children inside the property. P/O Wrzesinski, notified radio they were going inside the property. P/O Vazquez went to the rear of the property only to find that the second-floor rear was fully engulfed. P/O Vazquez forced, his way into the first-floor rear and once inside he encountered a handicapped male that had become confused and unable to exit on his own. He was able to safely evacuate the male without injury. Officers Wrzesinski and Cintron-Negron were able to gain entry in the first floor through the front. Upon their entry they found a handicapped male that was confined to a wheel chair unable to escape. They quickly devised a plan to bring the disabled male out to safety. They were able to locate P/O Vazquez and were able to assist in the removal of several more adults from the property. It is due to the unbridled courage and dedication to duty these officers were able to save the lives of fourteen people. The courage shown by these officers are what reflect positively on the Police Department and instills a sense of confidence within the citizens of Philadelphia. A job well done!

On May 27th Officers Diamond and Sprague responded to 5200 Frankford Avenue for a report of someone walking on the catwalk of the Frankford El. Upon arriving the officers observed a male standing on the ledge holding onto a wire, threatening to jump. The officers notified police radio and requested Septa be contacted so the power to the tracks could be turned off. Once it was safe the officers moved to an area of the platform where they could remain in contact with the male. They also gave continuing updates to police radio. Lt Kearney and Detective Zielinski, who are both trained negotiators, were monitoring the situation while responding to the location. Upon arriving they immediately established contact with the male and began to build a trust with him. After a lengthy negotiation they were able to convince the male to seek help for his problems. They provided him a ladder sustaining only minor injuries, he safely climbed down. He was later voluntarily committed and treated for his illness. This was a great display of teamwork, patience, and training. We commend you on a job well done.

On November 20th the officers responded to the area of 4300 Brown Street for a fire with people trapped. The officers arrived on location prior to the arrival of the Fire Department. The officers could hear a man screaming for help from inside the burning house. With no regard for their own safety, the officers went into the burning house and located a man in a room on the first floor. The officers were able to safely get the man out of the burning house. The men along with both officers were treated at the hospital for smoke inhalation. The officers risked their lives to rescue a citizen in need. Outstanding Job Officers!

16th District PO Travis Terrell PO Eric Bond On April 22nd the officers responded to the area of 74

3400 Girard Avenue for a male acting suspicious. When the officers arrived, they saw a male climbing up onto the bridge. The officers immediately made contact with the man establishing a rapport. The male told the officers he had a lot of problems and jumping off the bridge would be the only way to resolve them. After approximately fifteen minutes of dialog the officers were able to persuade the male to let them assist him from off the bridge. Once off the bridge the officers transported the male to the crisis center for treatment. Fantastic Job Guys!

The following day both Officers Murray and Czarnecki went to the hospital to see if they could ascertain the identity of the complainant. They were pleased to learn the complainant was expected to make a full recovery. Due to the alert and quick lifesaving actions of these officers, they are a positive reflection on the entire police department. Great Job!

26TH District P/O Michael Fischbach #1123 P/O Anthony Hurley #3307 P/O Melissa Tracton #5370 25th District P/O Shawn Murray P/O Jason Czarnecki P/O Craig VanSciver On May 6th, at Officers Murray and Czarnecki were patrolling the area of 900 West Hunting Park Ave inside of the park. They observed a female hanging from a tree with a cord around her neck. The officers ran over to her and lifted her up to alleviate the tension around her neck. Officer Czarnecki went over radio requesting a medic unit and another officer to take their location. Officer VanSciver responded to the scene and was able to cut the cord. The Officers then lowered her to the ground. After checking her vitals and observing she was unresponsive and not breathing they immediately began CPR until the medics arrived and transported the female to hospital. While the officers waited for an update on the complainantâ€™s condition, the attending Physician walked over to them and personally commended the Officers for saving the complainantâ€™s life.

On August 7th Officers Fischbach, Hurley, and Tracton responded to a radio call for a person with a gun in the area of 2200 N. Fairhill Street. Upon arriving the officers observed a male with a 9mm handgun in his hand attempting to enter a vehicle. The officers immediately engaged the suspect and ordered him to drop the weapon, but the male refused. The three officers then took cover and continued giving commands to drop the gun. As they approached the male he raised his gun and fired two rounds in their direction. The officers returned fire striking the suspect forcing him to drop the gun. As they approached they observed the male attempting to retrieve his weapon. After a short struggle the officers were able to get the suspect under control and place him in custody. Further investigation revealed earlier in the day the suspect carjacked an elderly man point of gun and the handgun used had been taken in a robbery. These officers displayed extraordinary courage in bringing and armed and dangerous felon to justice. We thank them for their service. Great Job!

35th District P/O Timothy McGonigle #3912 P/O Judith Kinnery #5133 On March 13th Officers McMonigle and Kinnery were on patrol in the area of 16th and Nedro St when they observed a male pull out a black handgun and point it at another male. Realizing they were witnessing a robbery in progress, the officers exited their vehicle and began to command the male to drop the gun. The male with the gun began to flee on foot. The officers gave chase while broadcasting flash information to police radio. During the pursuit the officers observed the male discard the firearm. After which they lost sight of the male. The officers quickly recovered the firearm. Remembering they ran past a corner store, the officers went back to see if they store had cameras. The officers were able to view video footage from the store which showed the male enter a house in the area.

35th District P/O Brian Kensey #3574 P/O Mark Robinson #1416 On November 8th a 35th District patrol car was struck at in the area of 6200 N. 21st Street, seriously injuring the two officers who were operating it. The suspect from the striking vehicle fled the scene on foot. Officers Kensey and Robinson, were at 35th District headquarters processing an arrest when they heard the radio call and flash information. They immediately rushed to the street to help. The officers began searching numerous alleys and driveways in the vicinity. Officers Kensey and Robinson eventually located the male banging on a rear door of 5700 block of Woodstock Street. The officers approached the male and were able to apprehend him without further incident. Although preoccupied with their own arrest, officers Kensey and Robinson responded to calls for help from a fellow officer. They rushed to the street, tracked down a suspect who hurt one of their own and arrested him without incident. We commend their dedication. Awesome job!

The officers set up a perimeter around the house along with other responding officers. The suspect was observed in the residence. The male opened the door and surrendered without further incident. Through aggressive patrol and teamwork, these officers were able to take a gun off the streets of Philadelphia and arrest a robbery suspect. Great job officers!

P/O Rameen Johnson #2653 On March 20th Officers Marko and Pacell were on routine patrol when they were flagged down by a female who informed them that there was a male at the corners of 22nd and Toronto Streets armed with a shotgun. The officers immediately responded to the area to survey for the gunman. Upon arriving at that location, the officers observed a male standing on the corner with a shotgun in his hand. Officers Pacell and Marko quickly exited their vehicle and ordered the suspect to drop the weapon. The male immediately fled with both officers in pursuit. Not long after the suspect turned and pointed the shotgun in the direction of the officers. Officer Pacell discharged his service weapon at the suspect forcing him to drop the shotgun. The male continued to flee and was later observed running down Clearfield Street where he was apprehended by Officers Sperry and Johnson without further incident. The shotgun was recovered from the highway by Officer Marko. These Officers displayed remarkable bravery in the face of extremely dangerous circumstances. Tremendous job by all involved!

39th District P/O Michael McGrady P/O Joacquin Kent On March 14th both Officers McGrady and Kent were on routine patrol and responded to a radio call for an auto accident at 1600 Allegheny Ave. Upon their arrival they observed a vehicle that had crashed head on into an unoccupied vehicle. They also observed the operator of the vehicle unresponsive, with pale skin and barely breathing. The officers carefully removed the male operator from the vehicle. They were unable to find a pulse or see his chest rise for breathing. They immediately administered CPR. They continued CPR until Medics arrived on scene. Medics administered Narcan to the operator prior to transporting him to the hospital. The paramedics stated that the life saving efforts of the officers contributed greatly to the operatorâ€™s survival and maintained his vital signs until they got there. Job well done!

39th District Sgt. Vincent Dayton #417 Sgt. Joseph Busa #454 On July 31st, Sergeants Dayton and Busa were in the area of 1400 Mayfield Street when they observed a male standing in the middle of the street holding a silver revolver. The male appeared to be in an argument with another male at the time. Shortly thereafter they observed the male raise the revolver and fire a single shot into the air. The Sergeants immediately exited their vehicle and took tactical positions behind cover. The Sergeants gave verbal commands to drop the weapon, but the suspect ignored them. The Sergeants continued to engage the male with verbal commands until he eventually obeyed and placed the firearm on the ground. The Sergeants recovered the weapon and placed the two males under arrest. Through their investigation the Sergeants discovered the second suspect had just burglarized the home of the male who was armed with the firearm. Sergeants Busa and Dayton utilized their training and teamwork to avoid what could have been a deadly confrontation. Their dedication and quick thinking resulted in taking two dangerous criminals off the street A job well done Sirs!

Training Education Services Inspector Verdell Johnson On December 29, Inspector Johnson was in the area of 2500 Island Avenue when he heard three gunshots in the rear driveway. He looked in the direction where he heard the shots and saw two males pointing guns. Both males started walking southbound on Island Avenue with the guns down by their waist area. As Inspector Johnson was driving and following the males, he was relaying flash information over police radio. While waiting for back up Inspector Johnson followed both males to the area of 7300 Garman St. where he exited his vehicle and identified himself. He was able to hold both males until other officers arrived and placed both males into custody. Recovered from both men were numerous amounts of narcotics and two firearms. A third firearm was recovered at the original scene on Island Ave. The Inspectorâ€™s actions removed two dangerous repeat offenders off the streets of Philadelphia. Great Job!

P/O Melanie Dailey #5981 P/O William Phillips #6393 On January 13th the officers responded to a call for an unconscious male on an American Airlines flight. Upon arrival the officers observed the male unconscious and not breathing. The male had an AED machine properly attached to his body. Without hesitation, the officers assessed the situation and a shock was advised by the AED machine. After the shock, the officers immediately utilized their training and began 2-person CPR by giving chest compressions and rescue breathing. The officers continued CPR for approximately 5-10 minutes at which point a pulse was found on the male. The male was successfully resuscitated.

Rescue arrived on location and the male was transported to the hospital. Due to the quick action and training of these officers, a life was saved. Great job Officers!

On April 8th while working the Villanova parade, both Officers Torres and Scott were flagged down by a concerned citizen on the block 1700 of Market St. The officers observed a male lying on the ground unresponsive and bleeding from the forehead. The officers checked for a pulse and realized that the male was not breathing. The officers immediately called for medics and started CPR on the male, until medics arrived. The male was rushed to the hospital by medics and is now recovering from a triple bypass surgery. If not from the quick life saving actions by both of79

HIGHWAY PATROL PO Sharrod Davis PO Robin Song On August 1st the officers were conducting a vehicle investigation in the area of 6300 Cottage Street. The vehicle had an expired registration. As the officers were approaching the vehicle they could see the driver reaching toward the center console. The officers ordered the driver to exit the vehicle. As he exited the vehicle the officers could see the handle of a firearm on the driverâ€™s waistband. When the officers ordered the driver to put his hand up the driver pushed one of the officers and fled on foot. While in pursuit of the offender he reached for his firearm causing Officer Davis to deploy his taser. The taser struck the male causing him to ground allowing the officers to safely apprehend him. The officers recovered a .40 caliber handgun loaded with 15 live rounds from the offenderâ€™s waist band. Great Job Officers!

During the pursuit one of the offenders exited the vehicle and began to flee on foot. Officer Mooney then exited the patrol vehicle and engaged in a short foot pursuit apprehending the offender. Officer Stephan continued to pursue the stolen vehicle when the driver decided to exit the vehicle through the sun roof and continue to flee on foot. After a brief foot pursuit Officer Stephan apprehended the offender. Both offenders were positively identified by the complainant. The officers also recovered a .22 caliber handgun loaded with eight live rounds. Outstanding Job Officers!

HIGHWAY PATROL PO Jason Reid PO Daniel Rivera 25th DISTRICT PO Brendan McCauley PO Matthew Kalita On December 16th Officers Rivera and Reid responded to the area of 3000 Leithgow Street for a person with a gun when they observed eight males in the middle of the block arguing. The officers observed one of the males holding a firearm in his hand then placing it in his front pant pocket. As the officers approached the male then tried to walk away but the Officer Rivera was able to grab him.

The male then places his hand into his pocket which contained the firearm and a struggle ensued. Luckily Officers McCauley and Kalita were also on location and were able to assist. The male refused to listen to any verbal commands from the officers as he struggled with them and attempted to flee. The officers were able to take the male down to the ground and gain control of him. Recovered from the male’s right front pocket was a .45 caliber hand gun loaded with seven live rounds. Good Job Guys!

with his two-year-old daughter after walking his dog. As soon as the complainant exited his vehicle he was approached by two individuals, one of which was armed with a handgun. The suspect held the gun to the complainant’s face and demanded his wallet and keys. The suspects took those items and then shot the complainant twice as his daughter looked on from the car. Both suspects fled the scene on foot; shortly after the victim had succumbed to his injuries while at the hospital. The Crime Scene Unit responded to the scene and began to survey for evidence to process. A copious amount of evidence was recovered, including the complainant’s wallet and surveillance video from a nearby subway station the suspects were seen entering. On the video members of the Crime Scene Unit observed the suspects seated on a bench with their palms touching the bench. A latent print was lifted from the bench and submitted for examination. From that print an arrest was obtained which lead to the apprehension of both suspects. The professionalism, expertise, and hard work of the Crime Scene Unit lead to the removal of two vicious murderers from our city’s streets. Awesome job!\

A retirement seminar was held at the FOP on Wednesday September 26, 2018. Approximately 300 members were in attendance for this very informative event. Hopefully we will repeat this seminar sometime in the spring for people who were unable to attend. A recurring topic at the seminar was the importance of having your beneficiaries up to date. Make sure your life insurance, pension and Deferred Compensation beneficiaries are current. Another question that was asked at the seminar related to being in injured on duty status and whether or not IOD time was pensionable. There is no break in your pension service credit when you are injured on duty. As long as you are in pay status, your pension contributions are being paid. Being injured does not negatively impact your pension service credit. DROP: We have been getting calls at the FOP asking if DROP is going to be eliminated. The answer is NO! DROP is not going away, please don’t listen to rumors. Upcoming pension pay dates; November 30th 2018, December 18th, 2018, January 31st 2019, February 28th 2019, March 29, 2019 and April 30, 2019. Your Deferred Compensation Plan holds over $1.1 billion dollars in assets. That shows our members have made a great commitment to planning for their future. If you don’t belong you’re missing out. Every now and then, a sudden thunderclap renders a previously foggy issue crystal clear. Over the years, the FOP has had its battles with the NRA. The topics ranged from fully automated rapid-fire weapons, to armor piercing “cop killer” bullets to rantings by an NRA official referring to law enforcement officers as “jack-booted thugs.” These attacks on law enforcement led the first President George Bush to resign from the NRA. Nevertheless, most officers’ own firearms and believe in the responsible exercise of Second Amendment rights. So the gun control issue remained foggy. Then came the thunderclap.

And there it is. When you connect all the dots, you discover that the leftist “gun control” advocates are ALSO anti-law enforcement and pro violent criminal. As the sheepskin slips off the wolf, you realize that the real strategy of the “gun control” crowd is to disarm the innocent; disarm the lawabiding; disarm the victims. While at the same time, they work to protect and promote the ability of the violent criminal to continue to prey upon a now disarmed citizenry. While I still think that the NRA should seek out responsible spokesmen who can reasonably get their point across, they have an excellent argument when they point out that the left does not really want true gun control, since they refuse to enforce the already existing laws against gun violence. The left actually just wants to disarm the honest citizens in addition to handcuffing and attempting to disarm law enforcement.

Well, fall is upon us and we’re so glad it’s here. It’s one of our favorite seasons. I think it will be Thanksgiving before we dry out. I never saw so much rain. Anyway, I hope you all enjoyed your summer. We here at the “Retiree Trust” are almost finished with our five hundred ($500.00) dollar medical reimbursement program for this year. It was a tough one for us due to the big change of mailing out checks and now this year for the first time going strictly “direct deposit”. It certainly saves the “Retiree Trust” a lot of money with postage and all. A lot of Retiree’s did not mail us in a voided check, hence the back and forth with our members, but we finally got it cleanedup. We still have some Retiree’s that we need to clear things up a little bit. The FOP Finance Office told us that we would experience some growing pains in the

first year of administering the direct deposit program and they were right, but next year should run like a Swiss watch. We really don’t like ending on a sour note, but I have to tell you, I feel sorry for the Police Officers on the street today. We’re not on the street any longer, but to see the men and women here at the FOP on a daily basis trying their best to deal with this new District Attorney who I’m sorry to say this about any human being, but this D.A. is bordering on evil. Hats are off to President John McNesby and his team for the way they keep fighting for the Officers on the street. When you see any of his team out and about – a simple thank you would go a long way. Michael the Archangel Ministry Program “Praying for our Brothers and Sisters in Blue” By: Father Steven P. Wetzel, O.S.F.S. Director/Chaplain MICHAEL’S BRIGADE When the Michael the Archangel Ministry Program was founded, we discovered that there was a need to assemble a group of volunteers who would be willing to go out into the community to respond to various needs. Some of the needs included food and clothing for the less fortunate as well as manual labor projects to help the elderly and disabled. As we found out, the needs were wide and varied. The goal from the beginning was to invite Philadelphia police officers active and retired, as well as their families to join us. The response was overwhelming.

As a result, the Board of Directors of Michael the Archangel Ministry Program established “Michael’s Brigade” which is a sub-division under the overall direction of Michael the Archangel Ministry Program here at Lodge #5. Over the past few years, Michael’s Brigade with the help of officers and their families, helped collect donated peanut butter, jelly, and supplies to make peanut butter and jelly sandwiches. The sandwiches were then made by those who volunteered in the Michael G Lutz room and were distributed the following day at St. Francis Inn on Kensington Ave. In the cold weather season we also responded to the community by providing donated socks, hats and gloves

and other items which we also distributed at St. Francis Inn. In addition to these occasions, President McNesby along with the FOP staff participated in distributing boxed lunches at Thanksgiving, Christmas and Easter in the community to families in need. There was always a very positive response from the people we served, always very grateful. Each time we walked away from the experience knowing that as a police family we were able to make a difference in someone’s life, especially those most in need. On several other occasions “Michael’s Brigade” was called on to assist a retired disabled Philadelphia police officer who was no longer able to maintain his garden due to overgrown weeds. Several times a year, men and women from within the police department, now members of Michaels Brigade, go on location to assist him at his home where we provide manual labor by cleaning up his property. Perhaps more importantly they provide an opportunity for some interaction with people he feels comfortable with; Philadelphia police officers. They may walk away never knowing how much of an impact they really made on a person just by their presence pulling weeds. Throughout the year, Michael’s Brigade is called on to fulfill a mission by helping a brother or sister in Blue as well as helping out in the community. This new program is being offered for free to all Philadelphia Police Officers, their spouses and dependents age 18 and older who are actively enrolled in an LEHB medical plan. This program provides participants access to a customized exercise program that they can do anywhere and at any time, a nutrition plan designed to help them reach their goals and full, unlimited access to their own fitness expert. The program starts with a 15 minute assessment taking place at convenient locations throughout the City. Every 6 weeks a fitness expert from Warrior Consultants, LLC will call each member to get updates on progress, answer any questions and, if applicable, will create an updated exercise program to help improve progress. Every 6 months the member will receive another 15 minute assessment to track progress and make any adjustments if necessary. The Health Transformation Program is designed to do exactly what its name reads, transforming the health of participants. Whether it’s losing fat, building muscle, reducing or eliminating medications or simply improving the quality of life; this new program will give you the tools to do so. In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all of our programs and made a series of recommendations to President John Mc Nesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens. All of these recommendations were adopted and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Fitness Challenge is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse and dependent children 18 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 2400 pounds of fat and gain 800 pounds of muscle. Damien Young our fitness expert, reports the program has helped dozens of our brothers and sisters, improve health, and reduce or eliminate medications. This Health Transformation Program provides a customized exercise program that can be done at home or anywhere. The participants will receive a nutrition program and access to your own fitness expert. This is one more partnership that we are proud to be a part of, to help our F.O.P. family to get and stay physically fit Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. These programs assist in the healing process, as we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available: psychiatrists, psychologists, counselors, and social workers to address mental health concerns. Whatever the need is we can find a resource. Please use the programs, to help let the healing begin, to help get to a safe place. Father Steve Wetzel leads our Michael the Archangel Chaplains program. The Police Department, Fraternal Order of Police, Law Enforcement Health Benefits; and the Department of Health are partnering to bring our members a smoking cessation support and assistance programs Dr. Trisha Macnair and Dr. Olga Calof summarize years of research in the long life equation published by Adams Media 2007, conclude smoking reduces life expectancy by eight years. They conclude, cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein. The good news is that research shows if you stop smoking you can undue most of the damage. So we offer the following to help you stop. Summer is coming to an end, the Auxiliary is ready to start another year of open membership in October, same $20.00 membership fee for 2019 year. Before we start our next membership campaign we are excited to Re instate some of our Board members and welcome 2 new members to the board. As a Police support group that is made up of members from Police families we were heart broken this week over the decision by our DA to file charges against Officer Ryan Pownall. He was doing his job that all our families members do every day, to uphold the oath they all swore on upon entering the Academy for their intense and highly qualified training. We stand with Ryan, his wife and children in support of his actions and pray that the DA will come to terms with his decision and realize a mistake was made. You can’t succumb to pressure from one political group to destroy another’s career and tear a family apart. All the other officers in Philadelphia do a great job each day and we pray that no one else endures this pain and suffering that the en-

tire Pownall family is currently facing. God Bless and protect the Pownall family. Now on a lighter note, over the past year we are working to support our Veterans, to help with any Group or organization that is truly deserving and in need of some assistance. Well we have been very successful in our efforts, proud to list some of our 2018 donations made as of September. Donations made to Global War on Terror Memorial, Nazareth Hospital Blankets for Veterans program, The Veterans Multi Service Center in Philadelphia, supported a local hair dresser who gives haircuts to homeless vets with gift card for supplies, and finally Sneakers for Soldiers program. These programs were very appreciative of our support and we look forward to any continual support on services they may need. The Auxiliary continues to grow with new members almost every month. HOWARD G. KELLY SR. #4918 DOB: 01-21-1934 DOD: 01-30-2018 APPT: 07-06-1962 RET.: 08-06-1982 ASSIGNED: 1st, 17th & 18th Districts; Special Investigation Squad (“Fergie Squad”), Police Athletic League (PAL), Evidence Room and U.S. Army Vet. Howard G. Kelly Sr. passed away on Tuesday, January 30, 2018 after a two-year bout with prostatebladder cancer at the age of 84 at Germantown Home in Philadelphia. Howard was born and raised in Jacksonville, Florida. Howard was a star outfielder at Jacksonville’s Stanton High School. Howard was awarded a baseball scholarship to Florida A & M University (FAMU) in Tallahassee, where he majored in business. Howard helped lead the Rattlers to four consecutive Southern Intercollegiate Athletic Conference (SIAC) championships from 1952-1956. He also led FAMU in home runs and RBIs during that period and was inducted into FAMU’s Sports Hall Fame in 1993. After serving one year in the U.S. Army in Seattle, Washington, Howard relocated to Philadelphia in 1958. On July 6, 1962, Kelly gradu-

ated from the Philadelphia Police Department Academy. During his 20-year Philadelphia Police career, Howard was a Police Officer in the 1st, 17th and 18th Districts. Howard was promoted to detective in 1965 and selected for the department’s elite Special Investigation Squad headed by Captain Clarence Ferguson. Affectionately known as “Fergie Squad,” Special Investigation Squad was the predecessor to the department’s current Narcotics Strike Force and Five Squad operations. Fergie Squad conducted city-wide undercover criminal investigations. In 1969, Howard was transferred to the Philadelphia Police Athletic League (PAL). During his 12 years in PAL, Howard was the supervisor or director at five different PAL Centers across the city. Most notably, he was appointed director of the newlyconstructed Martin Luther King PAL Center in 1971. At MLK PAL, Howard coached several championship youth baseball and basketball teams. He also coached and mentored hundreds of young people throughout his PAL officer career, including retired Philadelphia Police Deputy Commissioner Kevin Bethel. Howard is survived by his wife of 57 years, Rochella; sons Howard Jr. (“Howie”) and Darryl; daughter Renee; six grandsons: Jason, Marcus, Keenan, Dimetri, Justin and

Retired Phila. Police Lieutenant and former Executive Director of the Police Athletic League (PAL). Beloved husband of the late Jane (nee Walker) and loving father of Nancy Clark (Huck), Hon. Vincent W. Furlong (Pat), Karen Conway (the late Bill), Jane O'Neill (Patrick) and the late Mark V. Furlong. Vince was born and raised in Port Richmond and was a 1950 graduate of Northeast Catholic High School where he played fullback on the 1949 championship football team. The team was undefeated and won both the Catholic League and City Titles that year. He was inducted into both the Northeast Catholic High School Hall of Fame

and Pennsylvania Sports Hall of Fame. Vince entered the Philadelphia Police Department in 1956. He was assigned to the Police Athletic League (PAL) in 1962, and became Executive Director in 1968. At PAL he supervised a 26 officer unit and oversaw activities for 30,000 boys and girls at 18 locations throughout the city. He was a Commissioner of PAL's football and basketball leagues and helped initiate a college scholarship program for disadvantaged PAL youth. For 12 years Vince was active with the Maxwell Football Club and served on the staff of the Philadelphia Little Quakers Football Team. He was twice elected President of the National Police Conference on PAL and youth activities. He retired from the Police Department as a Lieutenant and later worked as a legislative aide for State Senator Hank Salvatore and State Representative George Kenney. He was married for 56 years to his beloved late wife, Jane Walker Furlong. He was a devoted grandfather of 11, great-grandfather of 4, and brother of the late Betty Landay and Joan Cohen. Family, friends and members of F.O.P. Lodge 5 are invited to Vince's Life Celebration, from 6-8pm, Tuesday, July 31st, at John F. He was an auto mechanic for the first half of his life and in 1963 he joined the Police force which chanaged his life forever ~ always said he loved being in Law Enforcement ~ there was no better job. He came from a very large and loving family. He was #7 in the line of 12 children . . . 6 brothers and 5 sisters. He married my mom, Joan, in 1950 and in a course of 13 years had 4 daughters. As him being a police-

man on the streets of Phila., he was a very strict father. No matter where my sisters’ and I went in the city you never knew when daddy would pop up ... and check on us, but he had to with raising four girls. The next thing that he loved was hunting with all his brothers and nephews. The Sunday after Thanksgiving was his favorite day. My dad and his brothers all met up the Poconos for a week long (all male) hunting trip. This was done for over 60 years ~ this made him a very happy man. He was a great influence with his younger brother and nephews in law enforcement, from policemen, DEA and Secret Service. My dad was very active, at 86 he was still walking at least a mile per walk from Oregon Avenue to City Hall in Philadelphia without losing a breath. Another love for him and my mom was the Casinos’ .. it was their happy place ~ no aches or pains, every Friday they would dress up and hit AC. If you knew Gilbert you knew what a special guy he was, from a fabulous dresser, he was very sharp with his appearance and for being a true friend through and through. Whyn my left us in August 2013 my dad lost his life partner and best friend of 62 years. Hopefully he has found her and they are hitting allthe casinos up there. Dad left behind his four grieving daughters Tina (Larry) Rivello, JoAnn (Tony) Ferro, Gail (Tom) Pino, Donna (Todd) Walker, also 10 grandchildren and 6 great grandchildren. I WOULD TO TAKE THIS TIME TO WRITE SPME WORDS AOUT MY BROTHER GIL, WHO PASSED AWAY ON 06-24-18 AT THE AGE OF 87 YEARS. He was my older brother, my Father and also my best friend. In my eyes he could do no wrong. He took me hunting when I was only 11 years old. We hunted together ever since, I am now 75 years old. He did the best he could in this crurel world, he was well liked by everyone who knew him. I used to tell him he was like “George” from the movie “It’s a Wonderful Life”. Because without him there would be no mechanics or policemen in the family. When we had coffee on Monday, Wednesday and Friday, he would always say how much he loved his kids and grandkids and how much he missed his late wife Joan. He would go visit our sick family members who were in the hospital, bringing them candy and flowers. He also his big smile trying to make them feel better. But little did I know he was down in the dumps himself. I am so glad I had coffee with him on the Saturday before he passed away. Little did I know, that was the day we said our last good bye. Before he got out of the car I told him I loved him, he told me in return that he loved me too. He said he would see me on Monday to have coffee. So now I will have a void in my life without him. FREDERICK JOHN “FRITZ” BRENNAN DOB:4/3/1947 DOD: 8/23/2018 APPT: 7/7/1969 RET: 12/7/2007 What can I say about Fritz? He was a great son, a great father, a great husband, a great cop and a great friend. Fritz, as everybody knew him, was born in Philadelphia to parents John & Alice (nee - Cocco) Brennan. He attended St. Bernard Grammar School and Father Judge High School. After graduating high school in 1965, being it was a wartime era, instead of pursuing a college degree, Fritz enlisted in the Army. His goal was to be a Military Policeman. After going through boot camp at Ft. Benning, GA., instead of being shipped off to Viet Nam, Fritz was sent overseas to Germany and was assigned to the NATO Forces. It was in Germany that Fritz met Ilse Reisigel. It was love at first sight for both of them. While still active in the Army, Fritz received special permission to marry Ilse. The wedding took place in Rheinau, Germany. Then, after receiving a transfer to the Army Reserve in 1968, he was awarded an honorable discharge in 1971. Fritz and Ilse then moved back to the Mayfair section of Philadelphia, where they were blessed with their only child, John. Fritz immediately took the test for the Police Department and entered the Academy in June of 1969. After graduation, he was assigned to the 22nd and 26th Districts. During those three years in the districts, Fritz was able to observe some “Boot-cops” in action and knew then

what he wanted to do in the department. Fritz put in a transfer and was assigned to the Highway Patrol Unit in 1972. This is where I originally met Fritz. Although we were assigned to different Line Squads, on the unit’s “fat days,” I had the pleasure of working with Fritz frequently. We worked well together and made a lot of arrests. This was an important function for Highway Patrol’s Line Squads. Each of the four squads were assigned ten Harley Davidson police motorcycles. Those line officers, who led in arrests within their respective squads, would be “assigned” a Harley for take-home use. This was a coveted perk and something that Fritz would enjoy his entire stay there. It was always an adventure working with Fritz because of his main ability; telling stories. He would keep the conversation going all night long. During our time there, we worked the 6PM to 2AM shift three out of 4 weeks and toward the end of the shift, his stories would keep us alert. Fritz was chosen to be a member of the elite Police Motorcycle Drill Team. At that time, the Hero Scholarship Thrill Show was held at JFK Memorial Stadium. The Drill Team members would ride the motorcycles to the top of the “RAMP” and park them there until it was their time to perform. When descending the RAMP, one would want to hit the “mark” so the motorcycle would ride down the middle of the ramp. On one of the Family Night shows, Fritz gave the entire team a rush when he veered off the ramp and rode the bench seats all the way down to the track, without injuring himself or the motorcycle, a hard feat to accomplish. 140

Fritz stayed in Highway Patrol until he was promoted to detective in 1984, and was transferred to North Central Detective Division. After being promoted to sergeant, he was asked to transfer to the Major Crimes Unit’s Auto Squad. Fritz stayed in that position where he and his team solved many large auto theft cases. In 2002, Fritz was transferred to his last assignment where he stayed until his retirement, the Internal Affairs Division, lucky for me, we became partners once again. Because of our experience in Highway Patrol and the detective division, we were assigned many of the more complex investigations. On the lighter side, Fritz never lost his ability to tell stories. One of the highlights at IAD, was during lunch time, everyone in our squad (and others who wanted a laugh) would wait for Fritz to go outside to the patio. We all followed him so we could listen to one of his stories. The funniest story was about “The Mouse in the House.” YOU HAD TO BE THERE! Fritz retired from the police department in 2007 and joined the Philadelphia Housing P.D. After a few years, he and Ilse moved from their row house in Mayfair, to a condo at the Salem Harbor complex in Bensalem. While there and in good health, Fritz enjoyed golfing at their executive course, fishing in the Delaware, feeding the squirrels, building quite intricate models of tanks and boats and enjoying the rest of his life with Ilse. After his retirement, I kept in daily contact with Fritz, usually by phone. While working for the state, I would have to drive to Harrisburg and back frequently and Fritz with his talking ability would keep me

alert on those trips, something I looked forward to then and will really miss now. Going back in time a bit, Fritz’ father, John Joseph Brennan, also served in the U.S. Army. He was assigned to the European Theater of Operations during World War II. That truly was the GREATEST GENERATION! John Brennan passed away at the age of forty-three from complications with Diabetes, a disease that Fritz unfortunately inherited. Fritz would then be the caretaker for his aging mother, until she passed away in 2008. Fritz’ diabetes worsened in his retirement years to the point where the pills and needles failed to keep him in check. Fritz was then put on dialysis. These treatments quickly accelerated to four times a week at four hours per treatment. Fritz (and Ilse) went through this dialysis regiment for three long years. Even with Fritz following his diet and keeping up with his treatments, which took a dire toll on him, on 8/21/2018, Fritz developed a high fever and became delirious. He was immediately transported to Aria-Jefferson Hospital where he slipped into a coma and passed away on 8/23/2018 with Ilse and Johnny at his side. Fritz is survived by his wife Ilse, son John, a brother Edward and sister Susan. He will be greatly missed by his family, friends and all the officers, supervisors and commanders who had the pleasure of working with Fritz. At his request, a private interment was held at the Washington Crossing National Cemetery in Newtown, PA, where he received a proper military ceremony, including a “21 Gun Salute.” He was then honorably laid to rest inside of “The Wall.”

NUNEZ #8055 DETECTIVE DOB: 03-18-1962 DOD: 09-21-2018 APPOINTED; 09-18-1995 ACTIVE ASSIGN: 9TH DIST., SWDD, Active Detective Angel Nunez passed away peacefully on 9-212019.Angel put up a courageous fight against an unrelenting disease. Angel will be missed by everyone he worked with and without a doubt everyone in his family and extended family. Angel was in his 23rd year of service to the citizens of Philadelphia and was very proud to be a Police Detective in Philadelphia. He especially love his Philly sports teams especially the Eagles. He was out of his mind crazy happy when the Eagles won the Super bowl. Of course his biggest fan and the love of his life is his wife Maryann K. Helfer Nunez who he now leaves behind along with his beautiful children Aden L. and Lucas Nunez. Angel is the dear son of Ceaser and the late Aurielia Nunez. Many family and friends attended the Life Celebration and Funeral Mass and left moving messages for Angel’s family such as the following: We are so sorry for your loss. Angel was a great person and a great

sense of humor and a wonderful sense of family. He will be sadly missed but he left behind a lot of wonderful memories. These memories will always remain in the hearts that knew him. You are in our prayers at this sad time. Karen& George May Angel’s love for you and the boys give you courage to endure this difficult time. He was a fine man, loving father and a great husband. You all are in my prayers. Marlene I am so sorry and sad that Angel is no longer with us, but I know he lives on in the hearts of Maryann, Aden and Lucas and everyone who knew him. (Art) asking him what he would write about himself for the Peace Officer. So here is what he wrote down in his own style (Monica Ashby.) If you are reading the Peace Officer, letâ€™s just say I went our for a cheesesteak. In September of 1965, I went from the Police Academy to the 14th District. Eighteen months went by and I was transferred to the 16th District. In 1968 I was drafted. I was twenty-five years old, married and in the Army. I was an MP at Fort Leavenworth, in Kansas. Twenty-one months later I returned to the Police Department. They wanted me to go to someplace called the 2nd District. This may sound weird but I had to beg to go back to the 16th. Some guys hated the District but I loved it. Twenty-seven years in the 16th, six of those on the burglary detail with Danny Palermo. Great!!! To everyone I worked with, I

will miss you all. I leave my wonderful Barbara. My two daughters Monica Ashby and Caroline Maddock. My sister Karen Hutchinson and her husband James. The best grandkids Kevin and Chloe Ashby, Abby and Oline Maddock. And my Sons-in-Law Alan Maddock and David Ashby. Could not be more proud of all of t hem. his fellow policemen. Everyone in our family always knew that Buddy was extremely smart. He finished High School at the age of sixteen. He joined the Army and was awarded many medals including the Bronze Star. When he came back home, Buddy joined the Philadelphia Police Force and made the rank of Corporal, he spent two years with the Move situation which resulted in a house explosion and he lost a dear friend at that time. Buddy received a fifty-year certificate and pin form the FOP. He is sadly missed by his wife of sixty-four years Junita, his son Tony and his daughter Rhonda. He always spoke proud Of his service in the Philadelphia police dept. Rest in Peace Buddy, you earned it.
