Now is the time we start to see people crawl out of the woodwork, and try and position themselves for the upcoming Mayoral election. The field appears to be large, and at this time mostly current City Council folks. Remember a couple of years ago. That is all I have to say. All but a select few grabbing every microphone they could find, and camera they could get in front of, or get their name on any piece of legislation that was against the Police. Two years ago, this group wanted to slash funding, stick their nose in our contract (which they lost by the way) and institute needless policies by way of resolution which meant nothing. One piece that directly hurt us as officers was the hiring practice. Banging their chests and screaming reform, they passed legislation saying you must live in the city for a year before being hired. That makes no sense - no one is going to move into a city with the hope of getting a position. This hampered recruitment big time. Luckily, this has since been addressed and we are back to normal hiring. POINT IS WE NEED TO REMEMBER THOSE WHO HURT US.

Fast forward till now this same group is saying just the opposite, refund the police, increase budget, more boots on the street, etc. One would only hope someone steps up other then this group and emerges as a front runner. Instead of focusing on Police, put the spotlight where it belongs, right on the District Attorney. Why this group, along with the Mayor, are afraid to call this guy out is beyond me. You were elected to do a job. Do it or leave. Too many people being killed not to. I hear it everyday. This city is not safe, and I agree. Refund the police, give us another 700 cops, boost morale to close the flood gates of officers leaving, call out those that need to be called out, support us and let us do our job, and hopefully this can be turned around. Most importantly, be safe out there. Your most important task of the day is to make it home at night. Be safe this summer and get some time with the family. John J. McNesby, President

The following information is relative to the 2022 General Election of Officers (Executive Board Members), Lodge #5 Delegates, Pension Directors, Pension Director Regulation #17 and Pension Director Regulation #32. Please read each section in its entirety!!

This Election will be conducted via mail in ballots, per the By-Law change dated: September 21, 2021

If you are UNSURE IF YOU ARE ELIGIBLE TO VOTE, please contact Andrea at Lodge #5 Headquarters during normal business hours - 215-629-3612.

VOTING REQUIREMENTS:

An Active Member in good-standing with Lodge #5 is eligible to vote unless back dues are owed to the Lodge. All back dues owed MUST BE PAID IN FULL BY THURSDAY, JUNE 30, 2022 in order to vote in the Election.

If you are more than 90 days delinquent in dues payments to the F.O.P. because of a LEAVEOF-ABSENCE, YOU ARE NOT CONSIDERED A MEMBER IN GOOD-STANDING WITH LODGE #5 AND ARE INELIGIBLE TO VOTE IN THE F.O.P. GENERAL ELECTION.

YOU ARE NOT A MEMBER IN GOOD-STANDING if you were off City Payroll, paid NO dues to the F.O.P., returned to employment, and began to have dues automatically deducted. You still have an outstanding balance to the Lodge which must be paid. Therefore, you will be ineligible to vote. 10

SCOUTS BSA, TROOP 290 Dear President John McNesby: Greetings! We hope you are doing well. Thank you so much for your very generous donation to our Eagle Scout projects at the Philadelphia Police Training Center. They were completed on the weekends of December 11 & 18, 2021. Our fellow scouts with Troop 290 at St. Cecilia in Fox Chase, family, Philadelphia Police Training Bureau staff and recruits volunteered to participate in the project. We chose the creation of a memorial grove at the Philadelphia Police Training Center dedicated to training staff who died while still working as police officers. Your funds were able to greatly help in defraying the costs of new lumber, paint, hardware and plaques for the benches, in addition to work gloves and safety goggles for the volunteers. The final result of this project allows Philadelphia Police recruits, Training Center staff, all Philadelphia Police, and survivor families a shaded place to rest and remember those who have gone before us. Issues recurring nationally have an effect on all in Law Enforcement and here in Philadelphia that is no exception, and a common funding source is not surprising… by Steve Weiler, Vice President National and Philadelphia, Fraternal Order of Police

As I approach serving on the board of the National Fraternal Order of Police for a full year, I am not surprised that issues occurring here in Philadelphia are quite the same as those in other big cities across the nation. Recruitment is the biggest problem in my travels to areas like LA, Chicago, Seattle, and San Francisco and that combined with the high officer resignations and retirements are a dangerous mix. Public Safety and that of the officers are at their highest risks due to dangerous manpower levels and it does not appear to be easing anytime soon. Most of the cities listed, including Philadelphia are headed by progressive mayors or city managers who know little to nothing about crime or law enforcement. In addition, these cities also have progressive prosecutors who view the police as the problem. Here in Philadelphia, our prosecutor is a lifelongdefense attorney who actually sued the police department over seventy-five times prior to running for election. Those two factors are in place across the nation and funding to get them elected came from a similar source, George Soros. These things are concerted efforts and not only are they nationally occurring, but they are also occurring worldwide, and we need to get on track and let the voters be aware, wherever you may be, that an outsider is affecting the policies and safety of your neighborhoods. We need to focus on this and reverse this trend. In my national travels, I have been for-

tunate to meet with other local FOP executives and members and this experience has been invaluable. The same issues are being faced in rural areas, much the same as in large metropolitan areas. There is gang activity everywhere you find drugs, and where you find both of them,you will also find illegal immigrants who brought their “home” gangs into the United States and are thriving extensions of the cartels of South America. These folks are dangerous and need to be dealt with immediately or they will continue to grow and flourish.

On the home front, here in Philly we recent got a taste of the upcoming summer with a 95+ degree Saturday and Sunday as a preview of what is to come. I am also sure that manpower and its related problems will continue to be a problem in every assignment. Be sure that you take every single day of vacation time that is coming to you, even if you stay home. Everyone needs a few days off to recharge the batteries. As to when you are working, be safe out there and back each other up. I know that on some days and nights during the vacation season, your backup could be coming from a distance. You need to remember that and employ every trick you can think off to ensure your safety and that of the cars and wagons that are working your shift. Be safe! Fraternally,

By the time this article comes out, we will be in the middle of planning summer events with family and friends. Hopefully, we will not have any issues that will prevent you from having your precious time with family interrupted.

As we all know, the past few years has been incredibly challenging with the events that have occurred on an alarming rate around this country and the world. We have been forced to look at crime and life in a different light that we have been accustomed to in the past. The politics have brainwashed and manipulated people to the point of them emphasizing, the us against them mentality. We as law enforcement totally lost control of law and order. The politicians proposed changes to every law on the books to protect the few that are out there causing havoc on the many.

They have attempted to destroy what was built and put in place to protect everyone’s rights against chaos. We must sit back and constantly listen to them tell us that we are the cause of the problems of the world, because they have not figured out how to deal with the issues they were elected to deal with, called the LAW. Instead of listening to the professionals that are out there doing it every day, they have decided to join the cause of the media hype and go against Law Enforcement. That is call shifting the blame on the

public servants who took the oath to uphold and protect the laws as we know them. But they tell us they care about the people that live and work in the city. I must disagree with that perception of concern. My one example of that will be Kensington Avenue. If you walk or ride through Kensington Avenue and see the deplorable conditions that the city acts like it does not exist, you will realize that they have no concern about the people that live, work, and own businesses in the area. That area has been voted one of the worse areas in this country.

Police officers are expected to walk through there and not enforce the law, instead administer Narcan, when someone that overdosed in front of them falls to the ground unconscious. Provide first aid and proceed about their business, just to come back hours later and repeat the same thing to the next person. How did we lose control of an area that was one of your most prominent areas in the state of Pennsylvania at one time? The past couple of years, all you heard from the politicians, was defunding, and not supporting police budgets. Now lets fast forward, all you are hearing now is we don not have enough police to police the communities and what they need to do to retain police officers. They should be refunding the police instead of defunding them. They want to shift the police budget fi-

John McNesby asked me to join the FOP Team in 2007. To be honest, it was a tough decision and when I agreed to come on board, I thought I’s serve for a term or two and had no clue I’d be here in 2022. The FOP and our entire police family were shaken recently by the untimely passing of Father Steven Wetzel. Father Steve founded and guided the St Michael The Archangel Ministry Program here at the FOP. On a continuous 24/7 basis, he stood with our members and their families. He stood beside us, alongside us and behind us. When confronted by evil and he was needed the most, he stood in front of us as a shield. It is very difficult for those in our profession to ask for help or ask for assistance and Father Steve was placed in our midst to be that support when we needed it the most He helped “the helpers”. In the most trying of times, Father Steve would confidently say “Pray, Hope & Don’t Worry. In a sense, he was our 911. Father Steve touched countless lives and we will never fully know the extent of his outreach and service to others. He always insisted that the program was not a non-denominational ministry, it was

MULTI-denominational. He was a spiritual advisor and friend. He met his flock where we were, on the streets, in a patrol car, in an operations room and in our homes and at your FOP. We will never meet a truer selfless servant. The current anti-police climate in Philadelphia is furthered by misinformed members of the public and many public officials. Quite frankly, the men and women need more public support from our command staff both in deeds and we need less vilification from the command staff and more advocacy and public support. It continues to be my honor to work on our collective mission to protect, promote and improve the working conditions, salary, legal rights, benefits and pensions of our hard-working members. I remain in awe of our members who serve honorably and courageously on a daily basis in performing the most difficult police job in the nation. We are indeed in the midst of very trying times in policing and in society. Please Stay Safe and remember to Pray, Hope and Don’t Worry !

Legislative and Political Updates Vice President’s Report by Nick DeNofa

Here is a recap of the May 17th, Primary Election. • Philadelphia had a 23 percent voter turnout of 1,048, 790 registered voters with only 242,139 ballots were casted. • In Pennsylvania, with the population of 12,805,190, we have 8,722,217 register voters in the Commonwealth, which is 68 percent of the population. Estimated voter turnout is 29%. There were two special elections for vacant seats. • In the PA 5th Senatorial District, Democrat Jimmy Dillion defeated Republican candidate Sam Oropeza, by a margin of 56.28 percent 17,163 votes to 43.36 percent 13,222 votes. • In the 6th Council District, Former PA 173rd State Representative Democrat Mike Driscoll ran unopposed and will be the newly elected City Councilmember, representing former City Councilmember Bobby Henon’s district. There were 10,928 votes cast for his election with no opposition from the Republican party. • In the PA 173rd House District, Democrat Pat Gallagher defeated his opponent Democrat Pete McDermott by a margin of 63.81 percent 2,883 votes to 35.92 percent 1,623 votes to fill the seat vacated by Rep. Mike Driscoll. There was no Republican Primary for this seat. There will be several races in November that could impact our membership. • The PA Governor’s race will have Democrat Attorney General Josh Shapiro running against Republican PA State Senator Doug Mastriano. We will not

make an endorsement until the Fall. • I ask that you keep in mind that we support and endorse candidates who represent and defend our rights as the Fraternal Order of Police. Apparently, there is a settlement agreement in place regarding the OnePhilly lawsuit. The FOP and the city have agreed to create an expedited process to resolve OnePhilly payroll issues. This is how it works. The FOP will participate in a consolidated arbitration hearing to sort out any outstanding OnePhilly payroll disputes. The arbitrator used for the consolidated hearing will have jurisdiction for any other disputes moving forward. Members with OnePhilly payroll issues will now submit complaints to a Claims Portal. Initially all claims will be addressed in what is termed a “Consolidated Meeting” with representatives from OnePhilly, Labor, Operating Departments / Offices (Finance Departments for Police, Sheriff, & Register of Wills), and the FOP to discuss unresolved issues. If after the consolidated meeting the issues remain unresolved, the FOP may submit those issues to a neutral arbitrator for a consolidated arbitration hearing. Now, we know the OnePhilly complaints will not stop, however, at minimum we will have a process in place to address those issues. It is only a matter of time after the neutral arbitrator continues to hear repetitive and similar on-going complaints that he or she forces the city to pay penalties. The idea is the neutral arbitrator will hear unresolved OnePhilly payroll disputes every three months. I simply wish none of you have to use it going forward. 32

For most of our members, this does not apply to but I feel I have to mention this again. Any member who owes back dues is not a member in “Good Standing.” Anyone, who went off the payroll, for whatever reason, with the exception of Military Leave of Absence, is personally responsible to keep his or her dues up to date. When a member returns to payroll and FOP dues continue via payroll deductions, those back dues are still your responsibility. We know this may place a unique burden on some because not all circumstances are the same. The FOP will take into consideration your circumstance, but ultimately, your dues are still your responsibility. As an option, the FOP is willing to accept smaller cash or credit card payments until your back dues are fully paid. Please contact Andrea Mruk at 215-629-3612 and she will assist you. While at it, update your personal contact information and insurances beneficiaries. In closing, I hope everyone enjoys a great summer, not only COVID free, but riot free. Recording Secretary’s Message by John Hoyt

Summer time is here. I sincerely hope each and everyone of you are able to use your vacation time to spend time with friends and family. The demands on Philadelphia Police Officers are greater than ever. Historic levels of violent crime, increasingly dangerously low manpower, and the continued failing leadership of our elected officials have made it harder than ever to be a Police Officer in this town. That’s why its so important to be able to take a step away from it once and a while and decompress.

In April we lost a great man who not only understood the importance of mental health but was a tireless advocate for Philadelphia Police Officers and their mental health. Father Steve Wetzel passed away April 27th, 2022 at 64 years of age. I was lucky enough to get to know Father Steve over my years here at the FOP. His contribution to the membership of FOP Lodge 5 was greater than I think most people realized. He was truly there for us 24 hours a day 7 days week. I can’t remember one time he didn’t pick up the phone when I called him. He provided great comfort to so many of our members through out so many significant and sometimes tragic events. Time after time Father Steve would reach out to our members and make sure they were okay and see if they needed to talk (Something I believe we all need to do from time to time on this job). In many ways Father Steve was a leader, always making sure that his flock (our membership) was okay or that they had the resources they needed to get okay. One significant incident in particular was the 15th Street shootout on August 14th, 2019, in the 39th District. 6 Police Officers were shot and countless other Officers were shot at during a 7 hour standoff. When the suspect was in custody and it appeared to be over Father Steve recognized that it was far from over for the Officers who so bravely re-

sponded and risked their lives. Father Steve insisted on following up with the Officers that were there and making sure they would be okay. True concern for the physical and mental well being of our Officers is what real leadership looks like.

Unfortunately, once again our brother and sister Officers found themselves in a familiar scenario on April 6th, 2022. This time it was the 15th District who responded to an active shooter. Once again I couldn’t have been prouder as I watched and listened to how our Officers responded. The bravery and courage displayed by all on scene was awe inspiring. They worked as a team and took care to make sure each and every one of them were able to survive the incident. First line supervisors on scene calmly took control and gave life saving instructions that were clear, to the point, and delivered in a fashion that inspired not belittled. I wish I could say the same about all of our “Leaders” on location. In the middle of the chaos while our own Philadelphia Police Officers were pinned down by gunfire some felt that the need to take that opportunity to belittle Officers asking for help. Condescending and quite frankly arrogant delivery of commands in the middle of an Active shooter event were the last things our Cops needed at the time. Dwight D Eisenhower once said, “You do not lead by hitting people over the head -- that's assault, not leadership.” We must demand better from our leadership who demand so much from our rank and file. In closing I want you all to know how proud you all make me to be a Philadelphia Police Officer. Your continued commitment to this department and this city amazes me every day. I sometimes think about just how bad things would be if it wasn’t for your efforts. Please don’t hesitate to ask for help if you need it. It doesn’t make you weak, it makes you human. Myself and everyone here at the FOP are always here for you 24/7. Let’s Be Careful Out There! 34

Manpower shortages and how the Command Staff manage them by Mike Trask, Financial Secretary

The critical issue of manpower is easily revealed by going out to patrol districts at the various roll call times. Since I do a lot of interviews at most police districts around the city, at times I am in a district when a roll call is going on, especially on last out in any district. Recently, I was at a roll call in the upper northeast to conduct an interview for a complaint against police. When I arrived, it was just before the scheduled roll call time, and I went looking for the officer whom I was there to represent. I saw a group of three officers and approached and thankfully the officer was there, and we talked briefly about the complaint. He had to go to roll call, so I was in the area and watched, hoping to answer any questions any other officer might have and then get the interview done. The same three officers were in line for the roll call and there was no one else. Three police officers were being sent out to cover a busy district on last out, hopefully to be assisted in their work by more officers on the late end. We then got the supervisor to quickly get the interview done so we could get the officer back on the street before the next roll call, especially since the same sergeant had to do that roll call as he was the only street supervisor that night. We got it done in time and the sergeant was doing his sheet for the second roll call, and he had four officers but had to send one man to a cell room. That left this busy district with six solo cars and a sergeant working and I was told that in actuality they were “heavy” with manpower that night. There is a situation that really should have had at least one wagon running for that district and they should have been

supplemented by 5 Squad personnel working an overlapping shift but it was a Sunday night so there was nothing. It was a warmer than usual night, one that trouble could easily find a place to circulate. I asked the sergeant what his minimum manpower figures were, and he said he was well below that mark but “not allowed” to hire any RDO personnel. That was a disgrace to see what is actually on the street. It was unsafe for the police officers as much as it was for the public. When I asked the other police officers getting off how their night was on 4 x 12, they said it was nonstop, going from job to job. Who is in charge of these things downtown? Who makes decisions to not hire RDO personnel when you know there will not be enough manpower to serve on any shift? We all know that Lieutenants, Captains, and Inspectors do not make these decisions. They are made by Chief’s and above, the budget watchers. All you need is one major incident in any district on any given night and problems arise much like this district had and nothing is done, night after night. Do you think it will get better when vacations start? Here is where I will write what management has far been doing to help with this matter. I will write about that as soon as I see or hear that someone, somewhere has taken some action on this matter. Do not hold your breath. Things like this make it more important for all of you working out there to have each other’s back! Make sure you lend an ear to where and what is going on over the police radio chatter in your assigned area. If you do not do it, who will? Stay safe out there!

Conductors’ Message by Sharon Jonas

2022 seems to be in more of a rush than the last few years and I’m hoping it’s bringing some good times finally celebrated with your families. Spring is currently surrounding us and with a mini reflection thankfully we were able to gather with our Survivor families at our FOP Annual Easter Breakfast and Living Flame Memorial. We then topped it off with a beautifully celebrated luncheon held at Vie along with dedication trips that resumed to Harrisburg and Washington honoring our fallen and their families. As this article is written it’s quite a bustle around here with wrapping up the final plans for our “25th Annual FOP Survivor’s Benefit”. One of the many events supporting our Fallen Officer families and brothers/sisters in blue. A cause that means more than I can express. It’s those who buy a ticket, come on by, lend a hand and volunteer without question. That’s who make it happen. There’s too many to mention. It’s noticed, it matters, you matter. I’m confident to predict it as a huge success. Thanks again to all involved! I can’t even begin to also express the inside (good time!) gatherings scheduled for the Summer season. The Michael G. Lutz Room and Heroes Ballroom is the perfect setting, decorated with elegance to surround family/friends and is currently reserved and more than ready for those postponed/new weddings, graduation and birthdays. I can’t express enough to all of you to please think ahead, think next Spring/Summer and get those fabulous upcoming celebrations dates booked. President John McNesby and your team are working diligently to protect your working rights. The team successfully navigated the politically charged vaccine mandate and thru the hard work of our team no member will lose their job over the issue. The team here is also working on several lawsuits against the City and the DA over our working conditions and employment protections.

Another note, your 7C Lounge has again created a brand-new lunch/dinner menu and if you missed it’s debut be sure to come on by. Returning as a favorite is our “Summer of Sips” cocktails (virgin and not so…) to cool you off. Much needed refreshing thirst quenchers for body and soul! The pride in our children, is still, of course, a top priority... so we are loudly and proudly celebrating all our High School/College graduates for the Class of 2022 with a free salad, sandwich or burger for the ENTIRE month of June 2022. We are very fortunate as an FOP Family to have had the extraordinary Father Steven Wetzel as part of our team. Father Steve was an integral member our team and his sense of service to other had no limits. While we are all deeply saddened at the untimely passing of Father Steve, we are better for having had him in our midst and the lessons he imparted. Father Steve had probably the biggest congregation of any spiritual leader and he would want us to continue on with often provided advice of Pray, Hope and Don’t Worry. God Bless you Father Steve.

CHAPLAINS CORNER by: Lou Campione WELL DONE, GOOD AND FAITHFUL SERVANT

On April 27th, 2022, Fr. Steven Wetzel was called home to his eternal reward. We lost a priceless friend and advocate who helped hundreds of our families,. Fr. Steve was a member of the Oblates of St. Francis De Sales, a Roman Catholic Religious Order that was founded to advance the Gospel through the teachings of St. Francis DeSales and St Jane Dechantal. The community was founded in Troyes, France, in 1875 by Louis Brisson. Fr. Steve was the Pastor of St. Joachim Roman Catholic Church from 2005 until its closing in 2013, which was located at Griscom and Penn Streets. During that time, he served as a member of the Police Clergy Program and developed a very strong friendship with the officers of the Northeast Police Division. He had a tremendous interest in serving the Police and Fire Communities in each of his prior assignments and even worked a volunteer firefighter. He was certified a Chaplain to Law Enforcement at the New Jersey State Police Regional Operations Intelligence Center. He had extensive training in critical incident stress management and used these gifts while providing for the needs of his parishioners. When St. Joachim closed in 2013 Fr. Steve requested permission to fulfill a dream to become a full-time Chaplain to Law Enforcement Officers and Firefighters in his hometown of Philadelphia. The request was not immediately granted by his Religious superiors, but he did not give up on the dream because he saw the tremendous need. His persistence paid off and Saints Michael and Florian Chaplain Program was born. One of the first interventions was to provide comfort to a fallen firefighters family. This intervention caused his role for the next

nine years. The name of the program went though several changes to be more munt-denominational and eventually became known as Michael the Archangel Chaplains Program. The work of the program did not change and the success of the work was in providing spiritual support and counseling for all 14,000 members, as well as doing works of mercy, such as providing food for the poor, blood drives, and spiritual training programs. This was all done to advance our work as peacekeepers, as Arch Bishop Perez recounted Fr. Steve had one of the largest Parish Populations in Philadelphia. Fr. Steve approached his duties in a most unconventional way. He frequently participated in ride alongs on the last out tour. Encouraging Police Officers whom he met in visits to patrol districts and special units. He counseled our members of all Faiths, as well as those of no Faith. He was frequently asked to respond to children and the elderly who were ill and requesting prayer. Fr. Steve was a big devotee of Padre Pio and offered the comfort of a Relic to those who were in need of healing. He frequently called upon the intercession of Michael the Archangel during these encounters. Michael the Archangel, who is seen as the leader of the heavenly army and Patron of Police by Jewish, Christian, and Muslim Faiths, provided a connection for these Faiths. Fr. Steve promoted Him as our Patron and Intercessor. We now have another intercessor in Fr. Wetzel. Our prayer is that when our earthly mission is complete, we may hear the same greeting that he heard. Well Done, Good and Faithful Servant. Thank You. Fr Steve; now enjoy your heavenly reward.

Violent Crime in Philadelphia grows as a Progressive Mayor, District Attorney, and Top Police Commanders point fingers and play the blame game…………

I know I am not alone in my opinion on this matter. I also know that the greater majority of the rank and file in the Police Department feel the same way. Crime, particularly crimes committed with a gun, are growing and will continue to grow in this city for one major reason. The Mayor, DA, and the Police Commissioner have no idea how to stop it. You see virtually every night, any one of those three will come out and give an emotional speech, condemning the violence that plaques this city, yet do nothing whatsoever to attack this problem. Producing cute little dances on some phone app or creating a phone number to call in rumors will do nothing to quell the spontaneous violence that occurs almost hourly in this city. As long as we continue to solely “react” to crime, nothing will happen. Police manpower is such that most patrol districts cannot effectively cover their own assigned areas. Currently, police commanders redeploy officers from districts that have less crime into districts that are high in crime stats. That does not work really well for a number of reasons. When you redeploy an officer from a low crime district (if there are any anymore) it takes time to take effect. So out of an eight-hour shift, you would be lucky to get six hours from the redeployed officer. You also have to consider that the redeployed officer knows none of the local players, the neighborhood, or local politics of the temporary assignment, so how effective can they be. There is also the inherent bias of the supervisors in this temporary assignment to give the detailed in officer the worst as-

signments, thus protecting his everyday people. It happens! As you can see from above, these solutions are only a nightly band aid that the Command Staff is applying. You would be better off selecting your best crime fighters from within your respective squads and pair them up, freeing them from answering radio calls, and get them to aggressively patrol the high crime areas. It would be best if these, we can call them “Crime Teams,” were on overtime as they would not have an adverse effect on the daily manpower. In the past, and I am talking about my past as a district officer there were several programs that worked well when fighting crime. We had an aggressive Highway Patrol who were dispatched in small groups to Police Divisions to roam these areas both as a deterrent and as arrest teams. We also had the ACT Teams (Anti-Crime) who were in plains clothes and unmarked vehicles and these too roamed specific divisions nightly and had a tremendous effect on crime fighting. Each District had at least two plainclothes teams, called Burglary Details, that aggressively went after Part 1 crimes throughout their respective districts. The districts also had TFP Teams who were in uniform, attacking the Part 2 crimes and the quality-of-life issues that each district was plagued by everywhere. Narcotics teams were added later but during most of my career they were centrally based, but I know that changed since. The point is, these programs worked, and people knew it, including the criminals on the street.

Compare then with now! Criminals know there are too few of us to effectively patrol our districts. They know there’s little chance of a Highway Team rolling past, conducting felony car and ped stops. They know that there’s also little chance of getting stopped by plainclothes crime fighters for any criminal activity. They also know that even when they do get caught, the probability of being prosecuted for a criminal act by the current district attorney’s office is exceptionally low. At the very least they will be out on low or no bail in less than 24hrs, free to continue in their lawlessness. Our current DA has always been a defense lawyer and will never change and the citizens elected him, twice! So, he is exactly what they asked for! So where do we go from here; those programs I listed above actually worked in reducing the violent crime in many areas. If things stay the same, please cut and paste the eloquent speeches that our Progressive Mayor and Police Commissioner give at crime scenes when they do come out of their offices. They seem to like to ZOOM lately! You will see what I have noticed over and over again. They say nothing, offer no plan to attack these problems but always promise to look into these things and make every effort to make arrests. They decry the loss of life and the fact that it is not just the victim who suffers but their families as well. Just the other day the Police Commissioner described the effort in fighting crime as an “Ecosystem” where she listed numerous entities that need to work together to fight crime. Really? Sounds a bit like an elitist, pandering to a variety of studies and federal ideas on fighting crime. When is the last time you saw a panelist working on some statistics or a federal law enforcement official walking a beat or pushing a sector car around? Does any of this sound 55

familiar? It is what they always say, and then they go back to their new offices and work on the “next Progressive plan for community relations that they know will solve these problems” as if that could even remotely be true. I know the mayor was never a police officer so he can be excused for not knowing how to attack these problems but what about our top commanders, how many real years have any of them actually been in the trenches with the real men and women in blue. How much experience do they have as Police Officers since they became supervisors? The answer would shock you as in all probability they have four times the experience as a supervisor than they do as police officers. That is why they do not understand policework and never will! These administrators created mountains of procedures and paperwork to be filled out within an hour of an actual crime event. So, an on-street supervisor will be bogged down with getting this stuff done within that hour to let the Inspector or Chief know the event happened. The end result is an on-street supervisor will be compiling this information instead of marshaling whatever manpower he has to try to make an arrest on a crime that is minutes old. Sounds counterproductive to me. In closing, I ask all of you to keep an eye and ear out for your fellow officers. In times like this, its easy to get frustrated and shut down, avoiding all contact with any encounters while on patrol. Do not let this affect how you protect one another, you are all you have when manpower is so short. We are also coming into the vacation season, where manpower will be even more stressed and its important that you focus on officer safety at time like these. Back each other up no matter what and ensure that all of you return home to whatever family that is awaiting you.

Coordination of Benefits Form

One of the many forms that LEHB sends to our members every year is the Coordination of Benefits (COB form). The COB form is required by the State of Pennsylvania, Independence Blue Cross and the FOP/City of Philadelphia Contract. The forms are sent out every year at the end of October or beginning of November. If your form is not received by January 1st of the following year, your claims for that year will not be paid until your form is received. If you do not receive your form in the mail by December 1st each year, please call LEHB and we will have another copy sent to you or assist you in signing the form electronically.

Adding and Removing Dependents

When you get married or have a child it is important to contact LEHB immediately to add your spouse or child to the plan. You can visit our Center City location or LEHB will mail you out a form that you must fill out and return with additional documentation (Marriage certificate, birth record or birth certificate). We cannot add someone to the plan until we receive all proper documentation. If you add a spouse to your plan and they have not yet changed their name but plan to do so at a later date, we must receive an updated copy of their driver’s license or identification once they have changed their name so that we can make the change in our system. If you have not yet received your child’s social security card at the time that you submit your application, you can call us once you receive the social security number and give us that in-

formation over the phone. Step-children are not covered under the LEHB plan unless legally adopted. If you get divorced, LEHB must receive a copy of the divorce decree along with a completed application to remove. If your former spouse incurs any claims after the date of divorce due to your failure to remove them from the plan, you will be financially responsible for those claims.

Staying in the Network and Finding BlueCard Providers.

Whenever you are choosing a new provider, it is important to make sure you are choosing an in-network provider. If you receive services at an out of network provider you will incur out-of-pocket costs. For information on how to find an in-network medical provider please call LEHB at 215-763-8290. To find an in-network dental or vision provider please call Vision and Dental at 215-364-3259. To find an in-network behavioral health provider please call the LEHB Health and Wellness Center at 267-350-5405. If you receive medical services out of the Independence Blue Cross Service area (Bucks, Chester, Delaware, Philadelphia and Montgomery counties) you may also incur out-of-pocket costs if the provider is not a BlueCard provider. Medicare Documentation

When you enroll in Medicare it is important that LEHB receives a copy of your Medicare Card so that we can properly coordinate your benefits. If you enroll in Medicare when you are turning 65 and are still actively working, Medicare will be your secondary insurance and LEHB will be primary. If you have Medicare and are no longing actively working, Medicare is your primary insurance and LEHB is secondary. You should always show both cards when receiving services after you retire. Since Medicare primary only pays 80% of costs, you may receive bills in the mail. When you send your medical bills into LEHB, you must also submit a copy of the Medicare Explanation of Benefits (EOB). Independence Blue Cross Personal Choice will not pay secondary for any claims without a copy of the Medicare EOB. Please note that all information listed above is for LEHB members who currently have Independence Blue Cross Personal Choice. Father Steven P. Wetzel, O.S.F.S. CHAPLAIN/DIRECTOR MARCH 15, 1958 ~ APRIL 27, 2022 ORDAINATION: OCTOBER 11, 2003

I want to thank President McNesby and his executive board for allowing me to write about my friend and one of the most incredible people I have ever met. On March 15, 1958, Father Steve was born to Carol and Fred Wetzel. He was the loving brother to Donna Lebresco (James)and Deborah Wetzel. Fr. would affectionately talk about his grandparents and how his grandfather would make his wine. Fr. always cherished his time at home with his mom, who would cook for days and make his favorite, eggplant parmigiana. Fr. Steve attended St. Timothy Grade School and graduated from Father Judge High School in 1977. Fr. Steve was ordained on October 11, 2003, to the priesthood. He served as Parochial Vicar at Our Mother of Consolation Parish in Chestnut Hill and was named Pastor of St Joachim in 2005. I first met Fr. Steve in 2005 when I was working narcotics in the 15th district. Fr. called about drug activity around his church, and when we got there, I sent in an officer to check out the complaint and told the officer let’s not take all day. The second day we were there, I waited in the car. Now I was raised Catholic and went to church here and there, otherwise known as a C and E (Christmas and Easter) Catholic. Fr. came out to the car I was in and invited me for coffee, and we have been inseparable since. When Fr’s. parish closed, we shared a vision of a ministry for police, and we are forever thankful for the oblates, John McNesby, and John Givnish, for sharing that same vision and allowing Fr. to form Michael the Archangel Ministry Program. Fr. started the ministry with nothing and followed his Salesian training of "be who you are and be it well." A quote that Fr. frequently used, whether it was to a police recruit getting ready to graduate, or a high school senior figuring out their path in life. Fr. was our, and by that, I mean Police Officer's most prominent advocate and our loudest voice. I remember numerous times being out with Fr., and someone would make that fatal mistake and bad mouth the police to him or with an earshot, and Fr would unleash and defend us without hesitation. Fr. was never too busy to attend to the needs of any request. He always wanted to thank the officers for all that they do and let them know he was always there for them, and that was demonstrated on the feast day of Michael the Arch Angel when for two straight days, he went to visit every district and unit to thank the officers for everything they do and let them know that he was there for them 24/7. After working all day, Fr. would do hospital visits or visits with officers throughout the evening. Fr. was deeply devoted to Padre Pio and always wanted to share his passion. Fr. looked forward to his bus trips to the National Centre for Padre Pio in Barto, Pa.. Fr. Steve's other passion was cigars, and he always looked forward to sharing a cigar and the conversation that came with it. 70

I was fortunate to talk to so many people that Fr. has impacted. They would say that his non-judgmental style attracted them back to their faith. Fr's. ministry was not brick and mortar; it was out in the streets. Fr. would do ride an along with officers because he wanted to be there for them, and because of that, Fr. developed strong bonds with everyone he came in contact with. During the time that we shared with Fr, the officers saw, through him, the need to help people, and this led to the formation of Michaels Brigade. Through the brigade, Fr. would call on volunteers to help with packing food boxes for families struggling during covid, families that needed a helping hand during Christmas or Easter, and people struggling who went to St Francis for a meal. As a result, Fr's. blood drive came about and is now the most significant blood drive. Fr's. life was always about helping people; while he was assigned to St. Thomas More School in Allentown, Fr. became a volunteer firefighter with the Upper Saucon Fire Department. However, Fr's. true calling was to work with the police, and the ministry allowed that calling to grow. In the early days of the program, as we developed an executive board to help with the program, Fr. would always say to us in the words of St. Francis DeSales, "ask for nothing, refuse nothing God will provide." God did provide, and the ministry serves over 14,000 active and retired officers and family members. Father had become a part of so many officers’ families. Fr. baptized many of the officer’s children, officiated countless marriages, and was there for many when their life had passed. Fr. started a monthly mass to remember all our fallen heroes killed in the line of duty, since the beginning of the police dept. I remember Fr. telling me about a woman calling him and thanking him for remembering her grandfather that was killed in the line of duty in the late 40s. When covid hit, Fr. started a mass live on Facebook. So, when Fr. started a mass on Facebook, we thought how hard it could be. In the bejust ginning, it was Fr. Steve, myself, and Brian Wolf., we used Fr's. cellphone as a camera. We used his IPad to play music, and John McNesby allowed us to use the ballroom. Simple, right? What could go wrong? After all, we were professionals at this. The first song goes off without a hitch, then we play the second song, and an ad for medical marijuana comes on, and now I panic to get the ad off, but things got worse until we discovered the mute button. The Facebook mass grew, and Fr. had a strong following for that mass. Fr. cared deeply for sick children and always sought ways to bring some happiness to them and their families. For example, Fr. would bring truckloads of snacks to the Ronald McDonald House at St Christopher's hospital, and Fr. developed his version of Good Nite Lights at Shriners Hospital. I could go on for hours and talk about how unique and caring Fr. was. I am truly blessed not only to know him but also to call him my friend. Since his passing, I have been contacted by so many people to let me know how Fr. Steve has impacted their life, and how they were so much better for meeting and knowing him. Others have said how Fr. had a way of making you feel at ease and how he made you feel like you were friends forever. I am sad about his passing, as I won't have him to talk to every day or go to lunch or dinner with, but I am happy for him. I know he is looking down on us sitting next to St. Padre Pio, smoking his cigar, and protecting us. So in closing, I want to remind everyone of Father Steve's favorite saying in times of trouble or despair. “Pray, Hope. Don't Worry.” By, Sgt. Mike Cerruti 71

The most glaring examples to everyone of course are the costs of food and gasoline. Inflation was 8.3% for April, close to a four-decade high. The U.S. has had seven straight months of inflation above 6% which is well above the Federal Reserve’s average 2% target. Of course, rising interest rates on consumer debt is also painful as

people start leaning on their credit cards when prices go up. Cutting discretionary spending is one tool you can use to fight inflation. Most people will dine out less and look to be judicious with their driving habits. As everyone knows the loss of Father Steve Wetzel was devastating for the membership of Lodge #5. Father Steve was a dear friend, and I personally will miss him terribly. Of course, we are all better people for having had him here. He set an unparalleled example of selflessness in his daily life. He touched the lives of so many people here and in our extended families. He was never too busy for someone in need. His faith was strong, and I know he is at home with God as he believed he would be. Have a safe and wonderful summer.

In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all of our programs and made a series of recommendations to President John McNesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens and Assistant Administrator Ray Convery. All of these recommendations were adopted, and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Health Transformation Program is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse and dependent children 16 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 7000 pounds of fat and gain 4000 pounds of muscle...The new state of the art 14000 square foot L.E.H.B. fitness center at 9432 Roosevelt Blvd. is now open Mon. thru Thurs. 5:00 A.M.-11:00 P.M. Fri. 5; 00 A.M.-10:00 P.M. Sat. 8:00 A.M.-6:00 P.M. Sun. 9:00A.M -5:00. P.M... Every New Year we make New Year’s resolutions. Every year the most common is to lose weight, exercise more, and eat healthier. One survey concluded 180 million people make New Year resolutions and 8% keep them. The most common reason for the failure is that we do not change the behavior that is causing us to make the resolutions. The fundamental issue is that the change must come from within, motivational speaker Matthew Kelly describes it as our lives change when our habits change. So, if the resolution is improved health, we strongly encourage you to join our L.E.H.B. trainer Damien Young at d.young@warriorworkoutcamps.com. The benefit of daily exercise also impacts reducing stress, anger, anxiety, depression, if you add prayer and meditation to your commitment, you can also gain a spiritual benefit and in these times, we all desperately need God’s help. Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. These programs assist in the healing process, as we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available: psychiatrists, psychologists, counselors, and social workers to address mental health concerns. Whatever the need is we can find a resource. Please use the programs, to help let the healing begin, to help get to a safe place. The Police Department, Fraternal Order of Police, Law Enforcement Health Benefits; and the Department of Health are partnering to bring our members a smoking cessation support and assistance programs Dr. Trisha Macnair and Dr. Olga Calof summarize years of research in the long-life equation published by Adams Media 2007, conclude smoking reduces life expectancy by eight years. They conclude, cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein. The good news is that research shows if you stop smoking you can undue most of the damage, contact L.E.H.B. at 215763-8290. There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together. A recent study concluded if a father practice’s his faith ninety one percent of the time the children will follow. Wow, what a powerful difference a father can make in the life of his children. The Judeo-Christian tradition of the father being the spiritual leader of his family is validated by social science. What a priceless legacy that a father can leave to his family for all eternity. God has ordained the family as the domestic church. In his book “When Divorce is not an option: How to Heal Your Marriage and Nurture Lasting Love.” The author Dr. Greg Popcak concludes “that people don’t just luck into successful marriages; it requires skills which can be taught.” He contends that if a couple seek a “marriage-friendly” counselor, meaning the counselor is committed to saving the marriage and has had formal training and supervision in martial therapy, they have success rates of 95 percent. Some of the resources that are committed to saving marriage can be found in Retrouvaille, Focus on the Family, New Life, Family Life Today, Pastoral Solutions Institute, Worldwide Marriage Encounter, and Catholic Counselors.Com. Each of these resources has as a foundation a spiritual commitment to saving your marriage. If you want to make spiritual exercise a part of your daily routine, than you can start by finding a place to worship, praying, reading religious literature, and listening to religious material. There are Bibles available in daily reading versions offering 365 segments in twenty minute sessions. All of this can help you develop the spiritual muscle that you can depend upon to get you through the stress of our chosen career. There is an old expression that there are no atheists in foxholes. Our careers in law enforcement are the fox hole experience, we need all the help we can get to get through it. "Never Let Them Walk Alone"

Happy Spring now bring on Summer. Time sure is flying by fast. It feels like we just put our holiday decorations away and now we are preparing for Memorial Day and BBQ season. But before Memorial Day, however, the National Police Family will be remembering those who made the ultimate sacrifice during National Police Week. Our heroes will finally be honored and glorified for their sacrifices. Their families will gather on the White House grounds and place carnations on the National Wreath in their honor. May 15th is dedicated to those who gave of themself, so their cities could be protected. This past April 27th the Auxiliary was heartbroken over the loss of our beloved Father Steve Wetzel OSFS. The Police Department lost a good friend, the FOP lost a devoted, genuine man who was always there in time of need. His generosity to the Philadelphia community was found in many ways that went above and beyond the police department. You would find Father during the holidays setting up food and give aways to help those in need, helping to feed and clothe those less fortunate on the streets or shelters with his FOP friends. Father was responsible for the development of St. Michaels Ministry, along with his good friend Mike Cerruti. We never missed a Sunday Mass during the Covid lock down as Father made sure there was a mass live streamed on social media for all those who wanted to keep their devotion to their faith strong. I personally had many talks with Father about different family issues and he always made time, never making you feel that you were bothering him. On behalf of the members of the Auxiliary, we pray that he is now resting in peace. Auxiliary members have been meeting for the past 11 plus years and during each meeting or publication we are always hoping to welcome new members. As President, I have the privilege to speak with new recruits when they enter the academy to start their careers. In addition to welcoming the recruits to a wonderful career, my dream is always that this wel-

come greeting will also extend out to fresh, new families who are energetic and want to support their officer. I am happy to report that over the past 3 meetings we have welcomed new members from the current class of cadets. This is a good starting point for the families because if they have questions or just some concerns on police family life, what better way to have your questioned answered, than by our members who have or do live that police family life. Anyone with a loved one on the job knows it is a different world than your typical family. As a police family you learn how to celebrate special events such as birthdays, anniversaries, graduations earlier or later than actual dates; maybe have holiday dinners on a different level or scale. We are not experts by any means - just a group, who quickly become good friends - who have real life experiences to help others who are just starting out on their journey. We hope this article will spark some interest, enabling us to welcome even more new members who have loved ones who are active or retired, that would like to join in supporting our officers and meet some fun-loving folks. The summer months are relatively quiet for the Auxiliary, except for a meeting in June and July, we are trying to plan a nice family day but other than that nothing big as we focus on growing our membership. Look out come September we will be in full force promoting and planning our annual Designer Bag Bingo. Save the date - Mark your calendars:

The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. JAMES T. DOWNS DOB:06/18/1947 DOD: 02/13/2022 APPT: 12/08/1969 RET: 07/08/1990 ASSN: 5th

James T. Downs (Jim) passed away surrounded by his loving family on Sunday, February 13, 2022, at the age of 74, from Multiple Myeloma Cancer. James was the beloved husband of Concetta (Connie) Downs (Sepielli) for 50 years. Loving Father of James Downs, PhD., Jeffrey Downs, and Jaclynn (Jaci) Downs, adoring grandfather of Jada Downs. He is also survived by his siblings Patricia O’Neill (Ret. Col. Peter), Joseph (Joan), and John (Beverley); sisters-in-law Lynn Ferrara (Jim) and Sue Pettola (Ray). Jim was predeceased by his parents Joseph and Florence Downs and his brother, Martin Downs (Debbie) and many nieces and nephews. Jim graduated from Father Judge High School and St. Joseph’s University, where he earned a degree in Criminal Justice. In 1966, he enlisted in the U.S. Marine Corps and was deployed to Vietnam and throughout the world. He received the Combat Action Ribbon, Presidential Unit Citation, Rifle Marksmanship Badge,

and Good Conduct Medal (1st Award). When he returned home, he was inducted in the Philadelphia Police Department in 1969. He had a storied career and worked as a Philadelphia Police Officer, serving in some of the most elite squads in the Police Dept, including Stakeout, Highway Patrol, Narcotics, Northeast Detectives, Northwest Detectives, Homicide, North Central Detectives, Organized Crime Intelligence, and Internal Affairs. He was also actively involved in the Fraternal of Order of Police in Philadelphia, and was the Chairman of Legal Committee. Also, he was elected as the National Conductor from 198587. He retired as a Lieutenant Detective in 1992 and then became an entrepreneur. He and his wife, Connie, owned Sir Speedy Printing in Southampton, PA. After selling that business in 2002, he returned to real estate—having earned his license in the 1980s—and was a broker and partner at Keller Williams in Newtown until his death. JOHN A. SALDUTTI SR. DOB: 02/28/1937 DOD: 04/14/2022 APPT: 02/29/1960 RET:006/04/1986 ASSN: John A. Saldutti Sr., 85, passed away on April 14, 2022, due to medical complications. He was the second eldest son of Anthony and Mary Saldutti (Santoro), born to them on Feb 28, 1937. John was raised in the Nicetown section of Philadelphia by a generation of hard-working immigrants. His learned strong work ethic was evident since his childhood. He was a tremendous help in his parents’ household, cranking grapes twice a day each fall to aid his father and grandmother in making wine, and tending to the coal heater all winter. His early interests included playing with live eels in the basement sink of his grandmother’s corner store, traveling to Lansdale with his Uncle Jerry to visit his beloved cousins Gigi, Reds and the rest of the family on Sundays, and trading comic books with his friends in the neighborhood. He met his wife to be, MaryLinda, a native of Germantown, while attending Saint Michael of the Saints grade school. This early encounter would lead to a lifelong bond, as the two were married on Sept 30, 1961. The couple joyfully

celebrated 60 years of marriage in September of 2021. Together they raised their four children, Maria, Tony, John, and Ann. Aside from his role as doting husband and father, John served the citizens of Philadelphia as a Corporal in the Philadelphia Police Department. He built a successful career as a respected policeman, retiring in 1986 after 26 dedicated years of service. During most of that time, John held a second job at Metalweld in Hunting Park and a third job as a day laborer Union Carpenter, all to ensure his children could go to college and have an even better life than he did. Upon retirement in 1986, John embarked on a second career in personal security, as a bodyguard and chauffeur for Alan Fellheimer (CEO of Equibank), Nick Martino (Chief Security Officer at Unisys) and Leonard Abramson (CEO of US Healthcare- now Aetna). The stories from these experiences were endless, and ones he loved to share. In his retirement, he moved his family to the Jersey Shore and made Ocean City his new home. The shore house was always a welcome spot for friends, whether new or old, which allowed visitors to make unforgettable summer memories. John was a people person and flourished in the company of others. He was a loving and proud father, grandfather, and great-grandfather. He never missed an opportunity to spend time with the newest members of the family in person or through FaceTime, and gleamed as he shared the accomplishments of his children and grandchildren. He enjoyed playing cards with friends, fishing, crossword puzzles, and watching movies at night with his wife. John was a big Frank Sinatra fan, dedicating his Fri-

day nights to “Friday with Frank” and his Sunday mornings to “Sunday with Sinatra“ when they aired. Although he was abruptly taken from this earth, his stories and memories will remain with those who knew his hospitality. He will be truly missed. Although his end is here, he lived a life that was full and more much more - and he lived it his way. John is survived by his devoted wife of 60 years, MaryLinda Saldutti, his four children, Maria (Fred), Tony (Mercedes), John (Yyvonne), Ann (Jay), and his grandchildren Saidet (Matt), Jacquelene (Bob), Jessica, Ricky (Nicole), Felisa (Devin), Mariella (Kyle), Amanda, Giovanni, Brogan and Brant. He is also survived by his great-grandchildren Jameson, Jack, Cole, Case, Zoella, Ladania, Savannah, and Eliana. He is survived by his younger sister, MaryLou Klussman, and countless nephews, nieces, cousins and other family members and friends. He was preceded in death by his brother, Felix Saldutti, his best friend, Joe Kidwell, his father, Anthony Saldutti and his mother, Mary Saldutti. RETIRED P/O ROBERT M. IPRI #4058 DOB: 06/10/1938 DOD: 04/02/2022 RET: 02/14/1993 APPT: 03/05/1967 ASSN: 92nd District, Mounted, 94th Mounted, 7th District Robert was appointed on March 25th to the Fairmount Park Police 125

then to the Philadelphia Police on July 7th, 1972. He was assigned to the 92nd, Mounted, 94th Mounted. Robert retired February 14th 1992, and later moved to Saint Petersburg, Florida where he lived for the last 21 years. Robert served in the United States Army 82nd Airborne Division from 1957 to 1963. Bob also served as the head coach of Archbiship Ryan’s varsity hockey team. He led them to the Flyers Cup Scholastic Championship in their 1983-1984 season. His dedication and love of horses allowed him to own, train, and race his horse Big Boy Joe to a victory in 1979 at the Liberty Bell Park. Robert Passed away on Saturday, April 2nd, 2022 at the age of 83 with his wife Marie and his family by his side. RETIRED SGT. JAMES J. James was the Brother-in-law of retired Firefighter Robert Jones, Retired Lt Richard Jones #81, Retired Sgt. Edward Jones #8639. He was married to Nancy Curry on February 2nd, 1963 and they spent 59 happy years together. James was the proud father of James, Christopher, and Michael Curry. Sgt. James J. Curry passed away on May 3rd, 2022. at the age of 77.

Joe served in the U.S. Coast Guard from August 1956 to August 1960. He was appointed to the Philadelphia Police Academy in February 1964. After graduation from the academy, he was assigned to the 17th district and served there for 10 years. After which he was transferred to the 15th district for an additional 10 years until his retirement. Out of his 20 years of service, 17 years were spent working various emergency patrol wagons. He was surely a dedicated member of the Philadelphia Police Department and a 50-year member of the F.O.P. He will truly be missed by all in his family. Albert J. Kelly passed away April 24, 2022, after a courageous battle with cancer. Born on June 14, 1943, to Agnes Marie Kelly (nee Lavery) and Albert Joseph Kelly, Sr,. Albert was raised in northeast Philadelphia with his older sister and closest confidant, Charlotte. Albert graduated from Father Judge High School in 1962. He then enlisted in the United States Navy, where he served during the Vietnam Conflict as a Ra-

dioman, E-5, on a destroyer. Albert took great pride in his service to his country and served in his role from 1962 until 1966. Upon his discharge from the Navy, Al attended Community College of Philadelphia and Temple University, where he studied Criminal Justice. Al joined the Philadelphia Police Force on April 20, 1970 and began as a patrolman, badge #4221. While working, he attended Philadelphia Police University. Promoted to detective, badge #958, in 1976, Al was then assigned to West Detectives and was later assigned to the Philadelphia International Airport. Al retired from the force on May 17, 1990. During his career, he was awarded several Official Commendations, Merit Awards, and a Unit Award, for the S.I.U. Auto Squad. Albert was also featured multiple times for his participation in the Delinquent 49 Marathon. He also served as the Vice Commander of the American Legion Post 166, Homosassa, Florida, from 2016 to 2018.. Al attended numerous veteran and community service events, and taught troops of Boy Scouts how to properly dispose of American flags. After retiring from the Philadelphia Police Department, Al moved to Florida where he continued to work, holding positions with the U.S. Department of Commerce and Amcor, International, followed by several years as a supervisor for Home Shopping Network in loss prevention. Al spent the majority of his life in service to his country. However, his most important titles, and those he took the greatest pride in, were “Dad” and “P-Pop”. Al was a hardworking and dedicated father to Michael, Joseph, Lisa, Beth and 126

Sean. They remember his joy for life, his sharp wit and his charm, which never went unnoticed. Always the life of the party, he approached every challenge with strength and humor! Al is also survived by his grandchildren, Kayla, Ryan, Allie, Shannon, and Alyssa. Additionally, Al will be missed by his niece, Holly, and nephew, as well as good friends. Most importantly, he will be fondly remembered as a dad, grandfather, uncle, and friend who was always there to help others, especially when it came to anything mechanical. Al was the guy who could put anything together or fix almost anything that was broken. He was always ahead of his time in keeping up with the latest technology, and will be remembered as a “gadget guy”. In his free time, when he wasn’t tinkering with his tools, he loved to boat, fish, and swim with sharks as a certified scuba instructor, travel the world, drive cool cars, and enjoy a few cold ones. He was an avid animal lover and his home was filled with a large variety of pets over the years including dogs, a cat, parrots, ducks, tortoises, fish, and more! Al was also a dedicated amatuer photographer, even having several of his photos featured in the local paper. Albert was preceded in death by his parents, Agnes and Albert, his sister Charlotte, and his son, Michael. His family will miss him terribly, but take heart in the fact that he is at peace.
