PROPOSED LONG TERM PLAN What we know so far ... Selwyn District Council (SDC) deliberations were held over two full days last week and are now complete. The full Long Term Plan (LTP) document is being prepared for final adoption on July 3. The following is a summary of the key decisions: • Big Decision 1 - Public Transport: 46% said don’t build Park and Rides or upgrade infrastructure and 54% said to go ahead with or without NZTA Waka Kptahi funding. Council’s decision was to go ahead, if they receive co-funding • Big Decision 2a - Whata Rau (Leeston): 54% said to build Whata Rau as planned or more or less than was planned. The Council has decided to go ahead as well as form and work with a community reference group. • Big Decision 2b - Leeston Park Improvements: The Council has decided to go with the 51% who wanted the improvements done to budget. • Big Decision 3 - Malvern Recreation and Sports Facility: 37% said not to build. The other 63% said to build with either one or two courts. The Council have decided to build two courts, in Darfield, to allow for future growth. Other important decisions included: • Sheffield Memorial Pool: 39% said don’t close the pool. The Council’s decision is to work with the community to transfer to a community-led operation. The SDC will run the pool for the 2024/25 season to allow for transfer. • Enhancing customer experience through digital solution: The Council will continue to develop a plan to digitally transfer, based off 64.4% being in support of it. • Economic Development: 62% said Council should play a more active role in the district’s economic development. Other key decisions for the Malvern area include: • Hororata Reserve funding fully reinstated. • Permanent solution for Arthurs Pass water storage.

Explore Dark Sky accreditation though economic development fund. • Additional budget for Kirwee stormwater investigation. • Business case development for extra public transport services. • Review on rates to be undertaken before the next LTP. • Development contribution policy - we can now claim for community facilities. • Proceeding with engagement on kea protection bylaw. • Funding for Hororata stormwater. • Funding for Springfield stormwater. • Whitecliffs bridge replacement. •

All up a $200 million spend for Malvern over the next 10 years. Also, Ecan have approved Selwyn targeted rate for river resilience.
