ROCCO’S GEARS UP FOR OPENING

It’s no longer the Kerry Hills, but the new place won’t disappoint. After all, you can still get your beer, wine and even specialty cocktails, but even better, some quality, fresh Italian food. Rocco’s of Roc Beach, a coal brick oven pizza bar on Rockaway Beach Boulevard is gearing up to open soon. The site of the old Kerry Hills Pub, located at 115-10 Rockaway Beach Boulevard, has gotten a floor-to-ceiling makeover, as the new owners make way for coal brick pizza oven pizza and Italian restaurant with a five-star chef from Italy. Rocco’s story begins 75 years ago with Peter Rocco Facinelli, an Italian Immigrant and lifelong restauranteur, who ran some of New York’s most iconic restaurants after coming to America in 1958. His legacy continues. Rocco’s Of Roc Beach is a family operated restaurant managed by co-owners Vincent P. and Rocco’s grandson Louis, along with Pizzaiola, Salvatore and Executive Five Star Chef Bruno from Italy. The owners purchased the building at the end of 2019. They built out the entire restaurant, from floor to ceiling with a chic, modern look that pays homage to the bare bones of the building with the original exposed brick. They put up televisions on almost

every wall to appeal to the sports lovers or to play classic movies for their planned theme nights. They cleaned up the backyard space to make it a prime spot for outdoor dining. And the star of the show—they built a brick coal oven on premises to dish up some high-quality pizza. The owners anticipated opening around September 2020 however, due to Covid and running into red tape and delays with the city, the opening was pushed back. Now Rocco’s is just one inspection away from being given the green light to open its doors. The owners anticipate opening sometime in the next few weeks. The owners say once open, Rocco’s will be a place for everyone. After all their slogan is “Welcome to the family.” The new spot will have a family-friendly atmosphere that is made for folks coming off the beach in flip flops and shorts to grab a meal, or those looking to get a little more dressed up for a night on the town. “We want it to be casual, but at the same time, when you come here, you feel something, you feel the energy of the place, but the food.. the food is going to be off the charts. When people come here and taste the food, they’re gonna be hooked,” Louis said. The menu is still in the works, but one thing is for sure—the food at Rocco’s will be fresh. Everything from the bread to even the pasta, will be made fresh on the premises. “What we do, everything is top shelf, we use all of the best ingredients. But it’ll be affordable,” Louis said. Before even opening, the owners are ready to dish up perks. They’re asking people to sign up for their mailing list to get the latest information on the restaurant. In exchange, everyone who signs up will get a customer loyalty rewards card that they can use to build up points with each purchase to receive discounts and deals in the future. FIRM PROPOSES REDUCING ST. JOHN’S TO 15-BED MICRO-HOSPITAL Rockaway demands more adequate hospital service. The New York State Department of Health is looking into taking what’s here away. According to an article by The Queens Daily Eagle, consulting firm ToneyKorf Partners LLC has recommended drastically cutting staff and services at St. John’s Hospital in Far Rockaway. One option offered up was making the only hospital in Rockaway a 15-bed micro hospital. The State Department of Health says it provides $60 million to St. John’s every year. The article about the proposals created instant uproar. St. John’s Board Chair Rev. Lawrence Provenzano and Queens Borough President Donovan Richards issued strong disapproval of the recommendations. “This is a death sentence for our community,” Queens Borough President Donovan Richards told the Eagle. “We should be talking about more access to healthcare, more hospitals, ex-

panding St. John’s footprint in the Rockaways instead of these ridiculous proposals to reduce bed capacity.” In a statement, Assemblywoman Stacey Pheffer Amato said, “I am stunned that the Deputy Secretary of Health and Human Services for New York State Department of Health, Dr. Richard Becker, would consider reducing St. John’s Episcopal Hospital’s capacity from 257 beds to 15 and take away obstetric services. This is not an acceptable plan for the only hospital on the Rockaway Peninsula. “Let me be abundantly clear - our community will not accept this and we deserve a better thought out strategic plan for financial sustainability for safety net hospitals. This plan is completely inconsistent with any messaging from the NYSDOH about equity and justice in healthcare for historically underserved black and brown communities, and we will not allow this to go forward.”

Some Rockaway St. Paddy’s Day Plans By Katie McFadden

You can cancel the parade, but you can’t stop the craic. This year’s Rockaway St. Patrick’s Day Parade may have been cancelled, but there will be plenty of ways to celebrate the spirit of what would have been parade day, Saturday, March 6. Due to the city not giving permits for parades due to coronavirus, the organizers were

forced to cancel this year’s 46th Annual Queens County St. Patrick’s Day Parade, scheduled for March 6. Instead, it is postponed until next year. Instead of the traditional parade, organizer Mike Benn says there will be a virtual parade with past parade highlights airing on Queens Public Television on Saturday at 1 p.m., which would have been the start of the parade. For information on how to watch, check out QPTV.org. Some unofficial groups have been organizing alterative events, though, as we go to press, finding details is like searching for a leprechaun. According to the Rockaway Point News, on Saturday, March 6 at noon, some groups will be meeting on the boardwalk at Beach 126th Street for a “Green Walk” that will continue to Beach 94th Street. All participants and onlookers are asked to socially distance and wear masks. There are also whispers of a drive-by parade on Saturday, along what would be the

normal parade route from Beach 130th on Newport Avenue, turning at Beach 116th Street and continuing down to Beach 100th Street along Rockaway Beach Boulevard. Unfortunately, it is not clear what time this would begin. We hear Whalemina may also be making an appearance at some point. The pipes, the pipes will be calling, as pipers have put out a call around the neighborhood for pipers and drummers to participate in a pipe band flash mob. The details of when and where the pipers will pop up are still to be determined as we go to press, but don’t be surprised if you hear some pipes in Broad Channel, Rockaway and Breezy Point on Saturday. Social distancing will be conducted throughout. The best advice we can give? Keep your eyes and ears open. The Rockaway St. Patrick’s Day spirit will be alive and well.

Some other happenings are more predictable as some local restaurants will be hosting live music and dishing up St. Paddy’s Day-inspired menus. But make sure to make those reservations! As restaurants and bars are still subject to 35% capacity for indoor dining and other rules, seating will be limited indoors. Bungalow Bar on Beach 92nd Street will be hosting Yee Mutts of Olde featuring live music by Bobby Butler, PJ O’Connor and Billy Ryan. ***** The first week of March. We normally have a parade to get ready for. This year, we’re just marking the year anniversary of Covid’s arrival in New York. St. John’s Hospital had the first reported case in Queens on parade day. What a year it’s been. ***** After that brief bit, a couple weeks back, about the Neponsit Home being demolished and handed over to NYC Parks, there is now a sense of same ol’ same ol’. From the current agency in charge (NYC Health and Hospitals Corporation): A timeline for the transfer of the Neponsit Beach Hospital site to Parks has not been determined. “Once transferred and funding is acquired, we will engage the community for their feedback to help shape the future of this site.” And we got the same message from

Parks though they added: Newly acquired parkland undergoes site assessments and review to inform our capital renovation process. And then they have a design process. In short, don’t hold your breath on anything. ***** NYC Parks has confirmed that it’s full steam ahead for the boardwalk concessions with the people from Riis Park Bazaar getting the greenlight to be the new operators. The latest info represents changes between 02/21/202102/28/2021. Vaccination stats are now available. In 11691, positive cases increased by 147 from 5,950 to 6,097. There were five new deaths in this period, bringing the total number of deaths to 417. 6% or 2,774 people have been fully vaccinated. In 11692, cases went up by 39, from 1,428 to 1,467. There were no new deaths in this period, and the total remains at 98. 6% or 933 people have been vaccinated.

Black 47’s Larry Kirwan Gives Rockaway the Literary Treatment By Katie McFadden

It’s not every day that Rockaway appears in literature. But singer and songwriter Larry Kirwan of Black 47 has used the peninsula as his muse for his latest creative work. This time, it’s a book—"Rockaway Blue.” Kirwan has set his main characters on the peninsula as he explores how a fictional Irish American family navigates the aftermath of the death of a loved one after 9/11 and the mystery behind it. Many know Kirwan from his 25-year career as the front man of popular Irish American band Black 47. And Kirwan knows Rockaway well from gracing the stages of local pubs and Irish festivals, and from visiting his brother who lives in Breezy Point. It only made sense that he’d use it as the setting for his novel that depicts a fictional story of a very real event that affected the peninsula deeply—9/11.

“Rockaway Blue” tells the story of how the Murphy family of Rockaway deals with the death of NYPD Lieutenant Brian Murphy three years after he was killed on 9/11. Rescuing seven people that morning, Brian Murphy died a hero, but he wasn’t even supposed to be near the World Trade Center that day. His father, Jimmy Murphy goes on a mission to find out why Brian was there, intertwining the story of an Egyptian family in Bay Ridge and fellow

officers who might have answers, while the Murphy family navigates trying to pull itself together and heal the wounds opened by Brian’s death. Kirwan says “Rockaway Blue” was a story in the making for about 15 years. The idea came to him as the ripples of 9/11 resonated everywhere. Living within walking distance of the World Trade Center, Kirwan saw the events unfold with his own eyes, and it was felt deeply as Black 47 returned to the stage for their residency at Connolly’s in midtown just a week after. “All the first responders used to come there, and it was really intense because nobody knew who was alive or dead,” Kirwan said. In the weeks after, as that answer became more clear, fans would make requests to the band to play songs that used to be the favorite of a loved one or friend who had died that day. “I just wanted to tell that story through the eyes of regular people,” Kirwan said. He dedicated the book to two victims he knew personally—Father Mychal Judge and Firefighter Richard T. Muldowney. In this story, Kirwan used the real-life events and emotions of 9/11 to tell the story of a fictional family based in Rockaway and Breezy Point. “It’s set in Rockaway because I know how much Rockaway and Breezy had gone through losing so many people. I know the area well and I’d never seen anything really written about Rockaway apart from the beach. The first time I went to play there, it always interested me as a community. Here was this Irish community out there, isolated from the rest of the city but still part of it. There was something that always drew me to it—a community in New York where the Atlantic is your backyard,” Kirwan said. The Atlantic Ocean is something that character Jimmy Murphy finds himself staring out at often as he stands on the old wooden boardwalk. But it isn’t just the beach that Kirwan mentions. Through his characters, Kirwan captures the vibe of what it means to be a local in the small,

tightknit community. True locals will also recognize mentions of places near and dear to Rockaway from Rogers to the Irish Circle and Connolly’s, to Kennedy’s in Breezy Point, but for the main local watering hole that his characters frequent, Kirwan uses a fictional place—The Inn—so as not to ruffle feathers with anyone who may own or work in one of Rockaway’s many real establishments. Kirwan says he originally wrote the story as a play, but he wanted to develop the characters deeper and realized the best way to do that would be through a novel. In between gigs on the road with Black 47, he’d work on it but with the rawness of 9/11 still in the air, he wasn’t sure the time was right to release it. “I thought about promoting it in 2010 but it still seemed too raw to me, it felt like it was still a little close to 9/11, so I put it aside,” Kirwan said. However, it would always come to mind with each anniversary. In 2018, as he was doing a show on 9/11 for Celtic Crush SiriusXM radio, he read excerpts from the book and the head of publishing for Cornell University Press, Dean Smith, happened to be listening. Smith read it and helped Kirwan to edit it, giving “Rockaway Blue” renewed life. Now it’s ready for audiences to read. Pre-orders have already started to go out and the reviews are in—"Rockaway Blue" is a great read. It is a novel for all audiences, but it may especially

resonate with those in Rockaway and Breezy Point, those who like a bit of mystery or those with a connection to 9/11. “It was a difficult period for so many people and there’s still a lot of pain out there for people. But in a small way, I hope maybe the book can help people deal with it a little bit and allow people to think about it, but not in a sensational way,” Kirwan said. Due to the pandemic, Kirwan can’t do the usual book tours and signings to promote his work, but he did find a creative way to get the word out. Late last month, Kirwan filmed a promotional event for the book at the Noble Maritime Collection museum in Staten Island where he read passages from the novel and brought in a bit of music, of course. Kirwan has written three original songs about some of the characters, which he performed during the filming. The film will make its debut online on Saturday, March 13. A Peek At the New P.S. 47Q By Katie McFadden

On Tuesday, March 2, Broad Channel got a glimpse of what’s to come for the new P.S. 47Q, and many approved of the latest design. A few Broad Channel residents joined with Broad Channel Civic Association President Dan Mundy, the School Construction Authority’s (SCA) Community Assistant for Queens, Danielle Schaaff, Purcell Everett architect, Ray Everett and others in a virtual meeting to see the latest design for Broad Channel’s elementary/ middle school and hear more details about the construction timeline. Students of P.S./M.S. 47Q, who aren’t currently learning remotely, have been attending school at the site of the old Stella Maris/ Martin de Porres school in Rockaway at 140 Beach 112th Street as they await the much anticipated rebuild of their new school building at 9 Power Road in Broad

Channel. On Tuesday, the updated design for the new building was unveiled with a new stone façade, making the building look more welcoming. Everett also showed slides of the layout of the interior. The first floor, decorated with warm colors, will include the lobby, administration office, the medical office, cafeteria and classroom space for 3K- to Kindergarten students. The second floor, with a blue theme, would include more classrooms for upper grades and a media room or library with window views of Jamaica Bay. The third floor, with a green design, is where the gymnasium will be. The building will be fully ADA compliant, will have a play yard and

a standby generator outside that will be able to power most of the first floor if needed. Mundy was pleased. “The addition of the stone to me is really a great idea. It gives it a warmer texture. Overall, the whole design is very impressive,” he said. He brought up some questions about the views, expressing concerns that it might be hard to see the bay and other scenery. Schaaff explained that the views were planned with the neighborhood in mind, as homes will be close to the building. Keeping neighbors in the loop with the project is a priority for the SCA. Schaaff explained that they have mailed out information to some and would be in Broad Channel the following day with a project manager to hand deliver letters to neighbors around 8th, 9th and 10th roads. The letters include information about anticipated construction and contact info for Schaaff if they have questions.

Schaaf said that things will be moving forward quickly. “We are going to hit the ground running and you will see some activity within the next few weeks,” she said. A construction fence to secure the perimeter of the area will go up in the beginning of April. Demolition of the old school will begin shortly after and is expected to be complete sometime in August. Construction of the new building will begin immediately after and it is anticipated the new building will be finished by August 2023. Mundy was impressed with the timeline. Schaaff expressed that they are eager to get started. “We are as excited to start this project as I hope the community is to receive it. We’re very proud of this design. CB14: Parks Committee Meeting Recap By Marina Cregan

On Tuesday, March 2, Community Board 14 (CB14)’s Parks and Public Safety Committee held a meeting to provide an update for summer 2021’s beach season. The New York City Parks Department report presented by Queens Borough Commissioner Mike Dockett, included updates regarding the Summer 2021 beach season, beach erosion impacts, the CB14 capital project update, COVID-19 safety measures that must be addressed this summer, and plans for the boardwalk concessions for summer 2021 and beyond. Dockett began his report with a brief update regarding the upcoming summer beach season. He stated that Parks’ staffing numbers will be similar to those in 2019. In addition to the regular staff, they are actively recruiting ambassadors to help pick up trash around parks, on the boardwalk, and on the beaches. Regarding lifeguard staff, Dockett reported that lifeguard recruitment is underway. If any person is interested in becoming a lifeguard, they can apply for the qualifying test on the Parks website. Dockett assured CB14 that the City is designating lifeguards as first responder personnel, meaning they will be supplied with all necessary PPE and other COVID-19 considerations, as well as be eligible to be vaccinated. Next, Dockett reported on beach erosion that could potentially impact this summer’s season. He stated that because of this harsh winter, the peninsula’s beaches have lost substantially more sand since its last replenishment in 2019. The beaches most impacted by beach erosion are between Beach 90th and Beach 100th, and Beach 50th and Beach 30th. Dockett also stated that the dunes in Belle Harbor and Neponsit have suffered substantial sand loss. Because of the severity of the beach’s erosion, Dockett reported that erosion surveys are being performed as part of ongoing management. With the help of the Department of Sanitation donating a bulldozer to the Park’s Department, the bulldoz-

er will help regrade the sand and allow for access to the beach entrances. Dockett happily reported that this work was expected to begin this spring but is already well underway. However, many CB14 members and members of the public did not share the same excitement for the bulldozers on the beach. CB14 members called for the use of bulldozers on our beaches to be stopped immediately, as that causes even more beach erosion. NYC Parks Rockaway Administrator Eric Peterson said that although the use of bulldozers may cause additional erosion, without them there would be no way for community members to have access to the beach. Peterson and Dockett agreed that there needs to be better steps taken for preventing erosion and they will look into possible alternatives. The meeting continued with Dockett providing an update regarding CB14’s Capital Projects. Dockett stated that much of the capital portfolios were put on pause for the past ten months due to COVID-19. This includes fully funded proposed projects that have not begun yet. However, all of these projects still remain in place and will begin construction as soon as possible. Given the large number of projects to restart, the Parks Department is working on a phased approach to get all projects started up again. This phased approach should make construction efforts less of a burden on traffic flow. Dockett then reported on each of the Parks projects that were put on hold due to COVID-19. He stated that all the projects expected to be built along Shorefront Parkway are in the procurement phase, meaning that once the design for the projects are completed, the project goes through legal review for the budget to be approved. Once the budget is approved, then construction is expected to begin. However, due to COVID-19, these projects were put on hold during the procurement stage. This update did not please many of CB14’s members. Many members spoke about the delay of these projects that were expected to begin approximately

two years prior to COVID-19. CB14 Chairperson Dolores Orr suggested that Parks still put the original start date on all Capital Projects as a way to be transparent to the public that these projects were supposed to begin and be completed by summer 2021. The fourth item on the agenda addressed COVID-19 safety measures that must be met for the beaches this summer. Dockett stated that the current executive order in NYC states that outdoor gatherings are limited to 50 people, and a special events permit must be issued in order to hold an outdoor gathering on Parks property. Social distancing and mask wearing in public spaces are still required. There will be no Parks staff specifically assigned to giving out masks, but park rangers will have them readily available for the public. Dockett concluded his report with plans for the boardwalk concessions for summer 2021 and beyond. Rockaway Beach Bazaar has been awarded a 15year contract, and it has been submitted to the controller’s office for registration. This contract includes development plans for concessions to be established eastward, beyond Beach 86th. Hours and schedules for the existing concessions are still to be determined for Summer 2021. NYC Parks Director of Concessions Alexander Han then gave a brief explanation regarding the RFP process for this contract. A number of proposals were received in response to the RFP, and no one criteria out of the five that was a determining fac-

tor. Han stated that out of all of the proposals received, Rockaway Beach Bazaar’s proposal activated a number of new additional locations, including a year-round location. These new locations will provide more job opportunities for local community members, including working for the vendors and construction employment. Also, their proposal includes a significant capital investment into the infrastructure for the three existing concessions, and for the new locations that will come in the future. Han assured CB14 that they are working with the Rockaway Beach Bazaar to continue working with the existing vendors as a way to try and help them remain at the concessions. Han concluded by asking CB14 and the community to give Rockaway Beach Bazaar a chance and approach the concessions with an open mind this summer. After the Parks report finished, the meeting became open to the public. CB14 members voted on a motion to add more signs on the boardwalk indicating the bike lane. CB14 voted that these signs must allow for pedestrians to have the right of way on the boardwalk, meaning that bicyclists must yield to pedestrians. Many members of the community utilized the public speaking portion of the meeting, reiterating concerns regarding beach erosion and the fact that the capital projects have been put on hold. The meeting concluded with Dockett stating he will come to Rockaway in person to observe the conditions of the beaches as the summer season gets closer.

I won't go into all of the lies and problems with the "Downtown Far Rockaway" plans here, but the story was made up of whole cloth. The existing DOT "mall" is a horror and an NYPD headache. All of the traffic engineers who have reviewed the city's development plans say that the new developments will bring a traffic horror show.

The story of Far Rockaway will, one day, be written up as a case study in not merely stupid, but anti-social and evil urban "planning." Of course, it started with Moses. No, not Moses Rabenu (Moses the Teacher who gave us the Bible), but Robert Moses. He converted middle class summer housing to slums, then "cleared" the slums. Then "city planners" living in SoHo, Brooklyn, and Long Island City decided to remake Rockaway in Manhattan's image. If large apartment houses were good for Manhattan, then mile after mile of NYCHA projects would certainly aid Rockaway. If hospitals were good for the Upper East Side, nursing homes, adult homes, and the like would be great for Rockaway. If there was anything that would make a neighborhood less attractive,

that was what the city would put in Far Rockaway. I am a third generation Rockaway resident. My grandparents lived in the Hamels Houses. I know what they are like. But that doesn't mean that all new public or publicly subsidized housing in the city should be, must be, in Rockaway. Nor does it mean that, on a narrow peninsula, with only two traffic lanes in each direction, greater population density is a good idea. It certainly doesn't seem like a smart idea to encourage people to move to a location with few jobs and even fewer support services. Of course, it won't really affect me. I have a car and can escape to the Five Towns. But what of the new residents who won't be allowed to have a car (since new developments won't have parking)? Eugene Falik

February 100th Precinct Meeting Recap By Katie McFadden

The latest 100th Precinct Community Council meeting was packed with community updates and crime stats. On Wednesday, February 24, community members tuned in to Zoom for the monthly 100th Precinct Community Council meeting for the latest updates in the area. Council president Kathy Heavey kicked it off by relaying a message from Rockaway Parks Administrator Eric Peterson, letting people know not to park on the medians along Shore Front Parkway since the snow has melted, as it causes damage to the grass and people will be ticketed. As it was Black History Month, Reverend Joyce Dugger of First Congregational Church was asked to give a brief history lesson about some prominent black officers. She explained the story of Samuel J. Battle, the first African American police officer, and more recently, Juanita Holmes, the first woman chosen to be the NYPD’s Chief of Patrol. Heavey then introduced Community Board 14 Chairperson Dolores Orr to talk about herself and the role of the community board. Orr explained that she has been involved in community service since she was 12 years old. She explained that CB14 is an advisory board made up of volunteers who are obligated to attend every monthly board meeting, as well as serve on two committees. The board includes some paid staff, mainly the District Manager. About 21 people are up to be reappointed to the board. Applications were recently opened by the Queens Borough President, who ultimately decides who serves on the board, with some recommendations from local council members. Orr explained the board presents a budget of needs each year to the Borough President, which gets ratified by the borough board and then sent to city council. This includes capital and expense items that are reviewed by the various agencies they would involve. Last

year, for 75% of the items, the agencies responded that there was no funding available. Items that aren’t fulfilled usually get carried on. The oldest requested item, first requested in 1989, asks the city to reconstruct the sea wall in Bayswater. “They haven’t done it yet,” Orr said. Orr spoke of some specific concerns that will impact the peninsula or the city as a whole soon. “One of the biggest challenges we have is Land Use issues. We are slated for 10,000 new units of housing on the eastern end of the peninsula and we’re frightened because we don’t have schools, we don’t have hospitals, we don’t have roads. If you look at the roads we have, how are we going to bring 10,000 more families in? They don’t always look at what is the current situation,” Orr said. She also spoke of another upcoming development that can build as of right. This is a 118-unit building on Nameoke Street that will likely have no parking, and will reserve 71 units for previously homeless people with severe mental disorders. She was also asked about a proposal by Council Speaker Corey Johnson, who allegedly wants to get rid of the ULURP process that involves community boards reviewing land use issues. There are also concerns about plans to not require offstreet parking for any new construction, and a proposal for all future housing to not include one or two family homes in the city of New York. Orr says she hopes to have those who can talk more about this at the April

community board meeting. Orr advised people to utilize 311 as a tool to report any problems they may see around the community as this is the best way to have these issues addressed. Sharing some positive news, Orr said that at a recent Transportation Committee meeting, the MTA heard concerns about the longtime issue of the A train not lining up with the Shuttle schedule, leaving people waiting for as long as 20 minutes for the connection. The MTA agreed to start using a more sensible schedule starting March 5. The U.S. Army Corps of Engineers will be at the next CB14 meeting on March 9. Anyone who is interested in getting updates about Community Board 14 meetings can email Qn14@cb.nyc.gov Deputy Inspector Ronald McCall gave updates about Transit District 23. “We’ve only had two crimes this year which is down 50% from last year,” he said, explaining those crimes involved stolen cell phones. He also addressed the fatal stabbing on the A train on February 12, at the Mott Avenue train stop. McCall assured the attendees that the train remains safe in the area. “The Rockaways is pretty much a very safe area. We’ve very rarely had incidents of violence on the subway in this area and we’re going to try to keep it that way. We’ve had an increased presence of officers,” he said. Next, 100th Precinct Captain Carlos Fabara presented stats on crimes in the last 28 days.

“Overall, crime in the precinct is down 36% and down 41% for the year to date,” he said. There were no murders in the precinct or rapes. Robberies went up by one to four compared to three the same time last year. Felony assaults are down to six from 13 last year. Burglaries are down to one from two last year. Grand larcenies increased by two to 14. Grand larceny auto is down to two compared to six and both incidents involved white Ford vans. “Overall crime in the precinct is down and I’m happy to be able to report that our gun arrests are up significantly, and I think that’s a testament to the great work the public safety team and the rest of the precinct is doing, taking on those very dangerous criminals that pose a real threat that are out there with firearms,” he said. The captain thanked those who attended the recent successful LGBTQ-focused Build the Block meeting. “Any time the precinct can reach out and connect with members of the community, I think it’s a good thing,” he said. He also spoke about the precinct’s efforts to reach out to local youth. Every Wednesday at 4 p.m., the 100th Precinct hosts a youth chess club at the precinct at 92-24 Rockaway Beach Blvd. and more members are welcome. The floor was then opened to questions. District Leader Lew Simon asked about the status of selecting a new community affairs officer to fill the open position. Fabara said, “It’s in the works but it’s not a decision I want to rush to,” he said. He was also asked about an issue regarding constant double parking around Beach 88th and Rockaway Beach Blvd., as well as having a presence around schools that have welcomed middle school students back. The captain said the precinct was on top of both. Regarding a recent shooting in which a young lady was shot near Beach 81st Street, Fabara said the woman is recovering and no arrests have been made yet. The next 100th Precinct Community Council meeting will be Wednesday, March 31 at 7 p.m. on Zoom.

With the Paradeless Paddy’s Day approaching, it is fun and nostalgic to reflect on Rockaway St. Patrick’s Day, and what it means for the community. It's easy to recall fond memories of the holiday: Pipe bands, Irish Step dancers, fooling gigantic bouncers with chalked IDs, observing naked bar slides from socially distanced perches, and beer-soaked tent parties featuring loud lively Irish American music. Ahh, the memories. While those days are mere memories, the holiday is still a staple for this town and the small businesses that make it unique. With the parade cancellation, many small businesses are missing the boost that helps get them through the winter. Over the next three weeks, The Rockaway Mermaid Brigade is offering free raffle tickets that can be earned by supporting the businesses that

have helped the parade over the years. The winner will be drawn by the Brigade’s favorite internet queen, “TheGingerLadd” on March 19. The winner will receive $500! The Power of Taxation By Lou Pastina

The pandemic has produced some negative budgets for state governments, and while the presidential election has produced some hope that they might get bailed-out, states are looking for ways to plug the budget gaps. If you have watched a basketball or hockey game in New York, you can’t get past a timeout without a commercial for a gambling app. Which is interesting because gambling still isn’t legal in New York. But it is in New Jersey. And New York is just salivating at the prospect of adding those taxes to its revenues. Another big item on the agenda is legalizing marijuana. Notwithstanding the fact that there are people who have been sent to jail for decades for smoking a joint back in the day, the state governments see pot as a way to, well, refill their pots during these dry times. Both gambling and pot production and sales would be new revenue sources, and it would take away from the “tax the rich” rhetoric that typically gets rolled out during these times. Not that taxing the rich is off the table, I fully expect to see proposals drafted soon. One other potential tax opportunity for state governments was bandied about recently with some very high-profile public posturing by both the states and those that would be taxed, and that’s taxing high frequency trading. Taxing trading beyond the capital gains structure currently in place is never a good thing, and in most cases, removing these types of taxes usually results in a much more robust

Capital Markets infrastructure with increased liquidity and better markets for all investors and traders. Nevertheless, state governments taking advantage of situational opportunities like the GameStop trading scenario see dancing dollar signs to help bolster state revenues with what they perceive as achieving a social good as a kicker. And that is what happened recently as both New Jersey and New York floated the idea of taxing short-term, high frequency traders, both professional and retail. As soon as they did that, all the players began to position themselves against such a tax. They pointed out all sorts of evidence that the taxes would hurt the U.S. markets, and I believe them to be correct, because money will flow to wherever there is the least amount of friction. The Exchanges and other key players also pointed to the ubiquitous nature of technology today and how easy it is to move a datacenter to another location outside the jurisdiction of the taxing authority. And that is certainly true, look no further than Cloud providers to prove that true. But because of the unusual nature of equity trading and the need for speed and low latency, almost all primary data centers are located in the Northeast, and not just the Northeast but in New Jersey and New York, all within about thirty miles of each other. One of them could never move, because the others would have a latency advantage. But if they all moved, well then maybe that might work. And to prove their point some conducted

business for a day or week in their out-of-town backup locations. You know, the ones they pay as little as they can for, and hope to never use. Unfortunately, when this gang got together, they all decided to accept an invitation from Texas to come down and check out the great state. You see Texas told them that they would never tax them, that they had unlimited power, and heck, Texas is so big, that y’all can come down. If you have ever visited a datacenter, and trust me there is no reason to ever, you would note that a datacenter is nothing more than a power station that takes in raw power and breaks it down into usable parts. And power is the key, because it’s needed not just for the computers but for the air-conditioning to keep the computers from over-heating. I was part of the team that helped with the NYSE’s Mahwah facility. I wasn’t crazy about the site because it sits close to a nuclear plant (Indian Head) and on an earthquake fault line. Yes, New

So, will New Jersey and New York add taxing trading to gambling and pot? Assemblywoman Stacey Pheffer Amato announced on Wednesday that she strongly opposes the MTA’s toll increase of 7% for all New York City bridges and tunnels. The toll for the Cross Bay Veterans Memorial Bridge (CBB) will increase from $2.29 to $2.45 for Rockaway residents who receive the EZ-Pass rebate, and from $4.75 to $5.09 for all other drivers. The MTA will also be penalizing drivers without properly mounted EZPass devices in their car. Drivers with EZ-pass devices not in place will pay a toll halfway between the EZ-Pass rate and the non-EZ-Pass rate. “As I’ve said countless times, the Cross Bay Veterans Memorial Bridge is the ONLY intra-borough bridge in all of New York State. These toll increases are unjust, unnecessary, and unwanted, and place an additional burden on constituents during a time of economic un-

certainty,” Pheffer Amato said. “My bill, A.798, would eliminate the toll for the CBB entirely, and make sure we’re never subject to a toll increase again. My constituents use this bridge every day to conduct their daily lives - to take their kids to and from school, to visit their families, and get their groceries - all while having to pay a toll. This increase is another signal that now is the moment to re-evaluate the significance of the $14 million in toll revenue this bridge receives against the multi-billion-dollar MTA budget.” This marks the third term that Pheffer Amato has introduced this legislation since she started in office over the 2017-2018 legislative term. The bill passed the Assembly in 2017 but has not passed the Assembly or Senate since. The MTA toll increases are scheduled to take place in six to eight weeks.

Assemblywoman Stacey Pheffer Amato has started distributing PPE and hand sanitizer to local restaurants to help support safe indoor dining in her district. She began at the Harbor Light Pub and Restaurant in Belle Harbor after having a meal in their restaurant.

“Now that our restaurants are open for indoor dining, even at just 35%, I want to do my part to help support them,” Pheffer Amato said. “Our restaurant owners have been New York tough from the beginning of this pandemic, and they know how to keep their customers, communities, and employees safe. If you are comfortable, I highly encourage everyone to make a reservation and show your support for our local restaurants!” Indoor dining was expanded to 35% capacity on Friday, February 26. Assemblywoman Pheffer Amato supports the expansion of safe indoor dining to 50% capacity. With all the hype and drama associated with the recent Presidential race, late last year the Supreme Court did something that few of us noticed. What they did may very well affect how pandemics are treated, and that includes our current pandemic. As you know, many state governors, including ours, placed arbitrary limits on the rights of people to assemble, to dine, to shop, to work out in a gym, etc.… While they claimed to be “following the science,” many of their orders and edicts had little to no basis in real medical science. Naturally, people affected by these edicts sued the state governments and/or the governors themselves. On November 25 of last year, as we prepared to celebrate Thanksgiving during a pandemic (i.e., alone), the U.S. Supreme Court, by a vote of

5-to-4, undermined the states’ ability to control the pandemic. In Roman Catholic Diocese of Brooklyn v. Cuomo, the Court blocked limits on in-person religious worship imposed by Andrew Cuomo. Although this decision will have little effect because the restrictions were no longer in place at the time of the ruling, the decision has the potential to impact public health law during this pandemic and others to follow. Starting about a year ago, U.S. governors began placing numerous restrictions on public gatherings in an attempt to limit the spread of COVID-19. Many of these limits have been challenged in court as violating a broad array of constitutional rights, for example the free exercise of religion, freedom of speech, freedom of assembly, and the right to travel. Initially, most courts rejected these claims, citing the Supreme Court’s 1905 decision in Jacobson v. Massachusetts, which upheld a Cambridge, Massa-

chusetts, regulation mandating smallpox vaccination during an outbreak. For example, on May 29, the Supreme Court issued its first COVID-19-related decision in South Bay United Pentecostal Church v. Newsome. In this case, by a 5-to-4 vote, the court declined to block a California limit on attendance at places of worship. Chief Justice Roberts noted that the state had placed similar limits on secular gatherings. Quoting Jacobson, he added that the Constitution “principally entrusts ‘the safety and the health of people’ to the politically accountable officials of the States.” Several other cases came before the Court, all with the same results, and all citing Jacobson. However, by the time the Roman Catholic Diocese case got to the Supreme Court, its composition had changed. In particular, the death of liberal Justice Ginsberg caused her to be replaced by conservative Justice Barrett. Be that as it may, Cuomo had limited in-person wor-

ship in red zones to 10 people, 25 in orange zones. He placed no such caps on other activities such as grocery shopping and education. In this decision, the majority held that the governor’s orders “single out houses of worship for harsh treatment” and that no such caps were placed on stores, factories, or schools. Facing litigation, Cuomo changed the religious limits to 50% of capacity, but it was too late because while this decision devalues federalism and public health, its most important legacy may be in dethroning . By sidelining Jacobson, the future of many public health laws, including and especially vaccine mandates, may be in jeopardy. In case you were wondering, I am a medical expert, not a legal scholar. And then I would get super mad and I don't want to be mean to him and call him a roommate or a brother, but that's what he feels like. I haven't mentioned any of this to him, I just go along with what we are doing. Ugh, what should I do?

I am stuck, I know a lot of the people you write back to are stuck. I'm afraid to speak up. I am in a loving beautiful relationship, we live together, and everything is "fine," and I am completely bored. We have survived and are surviving quarantine and this pandemic together. We have two dogs and two cats, and all the electronic setup (which seems important). We take turns cooking, cleaning and everything, and I am outrageousDear Bratty Barbara, ly bored. This is indeed a tough and kind and easy to get along moment, and I commend you

for reaching out. It feels wrong to give advice here, so rather I will ask questions that hopefully brings you clarity. 1. On a scale of 1-10, how much have you given up totally on this relationship? 2. Do you have a group of trusted women in your life where you feel totally supported, or can be? 3. Can you imagine bringing your dissatisfaction to your boyfriend (in a loving and gentle way?) 4. Do you have exciting interests and hobbies that you can go deep into? Preferably something creative? Figuring out things by yourself is a disconnection with him to start. What I do recommend (and give yourself permission to be messy) is to bring your feelings to him. Begin by asking when would be a good time to have a conversation, that you have stuff to share that's on your mind. And then give him a couple of specific choices; day and time, bonus points to you for limiting it to 30 minutes. "Hey, there is something weighing on me and it would feel so good if we could talk about it, how is tomorrow around 3 for like 30

minutes?" Depending on his response you may need several options. It's easier for people to hear a request when there are defined parameters. When you set that begin by sharing "this is really hard for me to share with you, and really important.” I suggest using the above questions to do writing first, then go to him. Be aware to not go to him for this conversation when you are fired up. Including him in this figuring out process is the first step towards something different than you are doing now. It's important to use this method as a first step. Pay attention to really staying curious to his responses, from the request to have the conversation, to the conversation itself. Be aware you may not come up with any answers with this first discussion, but you will be "in something" together, and make sure you listen to him with the most open mind you have. It’s been a heck of a year. A tiny virus has decimated some populations, taken more than half a million lives and confined most people to their homes since March 2020. But as Little Orphan Annie sang: “The sun will come out tomorrow.” Two vaccines have been joined by a third, more viable medicine that needs only regular refrigeration and one dose as opposed to two. That means more people, more quickly will be free and able to move around again. And that means safe travel. Sue Bonchi, Marketing Vice President for Odysseys Unlimited, is predicting a return to travel and tourism that will serve a quarantined population starving to get on the move again. “As rates of vaccination increase and the pandemic starts to show signs of diminishing, Odysseys plans to operate different tours in 2021,” Bonchi said. “This, of

course, will be as conditions permit. At all times the well-being of our guests and staff members on tour will continue to be our highest priority. “To that end, we have established guidelines for international travel,” she continued. “That will include the requirement that guests have proof of either having taken vaccinations or negative Covid-19 tests prior to joining the tour. On tour we will be taking significant steps to maintain a healthy environment for travel with Covid-19 safety protocols, as well as creating safety procedures for each tour.” One of the new protocols Odysseys is developing is a “Private Departures,” that will offer guests the opportunity to tour with friends and family as a private group on any of the company’s worldwide trips. These groups, a design for others to follow, would offer groups ranging from five guests to eight. That would depend on the tour.

There will be the opportunity for larger groups of up to 24 to participate with appropriate precautions. Bruce Epstein, Odysseys president added: “We’re delighted to be able to offer our guests the chance to tour with their selected group of companions. We hope this expands the possibilities for people as they consider a return to worldwide travel.” Hotels and venues have been carefully selected for quality and safety protocols and the firm will dedicate a tour director for each of the friends and family groups. Importantly each such group will be exclusively with its chosen companions and no one else will be included. That will go a long way to ensure the safety and health of participants. Guests can choose sailing aboard a private yacht on Turkey’s Turquoise Coast, go on a safari or enjoy the “good life” in Italy.There is also the exciting opportunity for visiting Ameri-

With three vaccines on the market and more in the pipeline, it is conceivable that leisure travel will be back in near full swing by early summer. LARRY McCRORY - February 23, 2021 Larry McCrory passed away peacefully on Tuesday, February 23rd surrounded by his family. He was the loving son of Marie and Jim McCrory and grew up in Manhattan and Rockaway Beach along with his brothers Jim and Frank. Larry proudly served in the U.S. Army during the Korean War followed by a successful career with the NYC Police Department. He retired at the rank of Sergeant in 1984 and enjoyed working at Allstate for sixteen more years. Larry attended Mount St. Joseph in Newburgh NY, Xavier High School in NYC and graduated from St. Francis College. Larry met the love of his life, Helen (Gruner) as a young teenager in Rockaway Beach and they were married for 63 wonderful years. It truly was a match made in heaven and their love for one another was what fairy tales are made of and which created Larry’s greatest legacy, his adoring and loving children, grandchildren and great-grandchildren. Larry’s passions were many and included long summer days on the beach with his family, backyard

b-b-q’s at his house and a good round of golf which was always about being with friends and not the final score. He loved treating his family to dinners at Snug Harbor and Kennedy’s. He cherished Thanksgiving, Christmas and

birthday celebrations when his immediate family of 35 would all be together. He was a devoted parishioner at St. Francis de Sales. Larry is survived by his beloved wife Helen and their seven children and spouses, Kathleen and Dennis Dier, Lawrence, Helen and Brendan Moloney, Patrick, Maryanne and Bruce Mueller, Regina McCrory and Jim Nickas, Elizabeth and Tim Hickey. His 13 grandchildren and spouses, Dennis Lawrence and Agustina, Kelly and Joe, Michael and Amber, Mairead, Michele, Meghan, Christopher, John, Jennifer, Taylor, Julie and Rob, Helen and Aliceanne already miss him so much. Lastly, his six great grandsons Joseph, Timothy, Daniel Lawrence, Grayson, Robert and Robert Lawrence all brought a smile to Larry’s face along with a high-five on every visit. Larry also leaves behind his brother-in-law and wife, John and Kathy Gruner and sister-in-law Suzanne McCrory along with many loving nieces, nephews and close friends. Larry will always live on in our hearts.

Wrestle Talk WRESTLING INJURIES By Eric Jayden

Last week, we reported that as of late more and more wrestling superstars have been suffering, so I have decided to talk about injuries and its effects on wrestlers. Eventually, in a wrestler's career, he or she will encounter an injury. This could be a minor injury like a pulled muscle or sprained ankle/wrist to a major injury like torn ligaments/broken bones. The fact of the matter is injuries are a part of life for a professional wrestler and we deal with them on a daily basis. The majority of times, wrestlers still compete while suffering with some form of an injury and you're probably asking why? To be injured in the wrestling world means the potential loss of income, losing a spot on a storyline and possible future bookings. To admit that you're

injured is almost "taboo" in the wrestling world, so most wrestlers tend to keep quiet and continue working while they are injured. Unless you are signed to a major wrestling promotion, the majority of wrestlers are working without healthcare insurance and any time spent tending to an injury means loss of income and paying for medical bills. The worst injury for a wrestler is the type that ends their career. This is never easy to handle and it's an unfortunate fact that lingers in a wrestler's head that he or she will never wrestle again. Like all athletes in sports, a career-ending injury is a punishing blow. Some wrestlers are able to take out insurance policies to cover those injuries but the majority can't and fall back on prior education and job skills they had acquired before joining the wrestling profession. Whatever type of inju-

ry a wrestler might face during his/ her career, all wrestlers train very hard to work safe and avoid injuries as much as possible. We never like to see anyone injured because we as wrestlers know the outcomes of a potential injury are never favorable. The question of the week comes from Peter A. in Far Rockaway and he asked, "What are your thoughts on Ring of Honor?" I have always been a Ring of Honor fan since the promotion started and many of today's well known wrestling stars came from or pass through ROH. My only frus-

tration with the company is its inability to further grow into a national brand. I feel that the promotion has grown stagnant and needs to be featured more prominently by its owners on their network.
