Nexus Luxembourg: from momentum to European relevance
For its third edition, Nexus Luxembourg enters a new phase. While the event continues to expand its international footprint—bringing together more than 8,500 participants from over 50 countries last year—it also sharpens its focus on one of Europe’s defining challenges: technological sovereignty.
This year, Nexus Luxembourg places European Tech Sovereignty at the centre of the agenda, convening some of the continent’s most influential technology players, including Odoo, OVHcloud and Mistral AI. Their presence reflects a broader shift: Europe is no longer only a regulatory power—it is building the industrial and technological capabilities required to compete globally.
Nexus Luxembourg is also part of a wider ambition: to position Luxembourg as a European hub for international startups and scaleups. With its unique combination of financial expertise, international outlook and institutional agility, the country provides fertile ground for innovation to grow, scale and connect across borders.
To support this evolution, the 2026 edition introduces a redesigned 4-in-1 format, structured around four dedicated zones:

1 Mobiliser les bons experts
Idéalement positionné au cœur de l’Europe, bien connecté à l’international, le Luxembourg est une destination de choix pour l’organisation de congrès ou de conférences internationales. Dans ce contexte, le Luxembourg Convention Bureau (LCB) contribue à l’attraction d’événements internationaux. Cela commence par une identification proactive des congrès potentiels et des experts locaux liés aux secteurs économiques concernés.
Ces experts, actifs au sein de réseaux et d’associations au Luxembourg et à l’international, jouent un rôle essentiel pour attirer et organiser des congrès dans le pays. Grâce à leur expertise et à leur engagement, ils renforcent la crédibilité de la destination et ils contribuent à la promotion du Luxembourg ainsi que de ses secteurs économiques auprès de leur réseau. Leur mobilisation marque le point de départ à l’attraction d’événements majeurs.

Construire un dossier solide
Une fois l’expert local mobilisé, le Luxembourg Convention Bureau l’accompagne dans l’ensemble du processus de candidature d’un congrès ou d’une conférence internationale. Cet accompagnement consiste à structurer une réponse solide et compétitive à un appel d’offres, en tenant compte des critères définis par l’association internationale. Au-delà d’une présentation détaillée du Luxembourg en tant que destination (incluant les infrastructures de congrès, l’accessibilité, la capacité hôtelière, l’écosystème économique…), le dossier intégrera un budget structuré. L’équipe du LCB a la capacité de mobiliser des acteurs institutionnels, via des lettres de soutien, pour renforcer la crédibilité du projet. Dans ce contexte, c’est souvent la cohérence d’ensemble qui permet de faire la différence. Tout au long de ce processus, le LCB assure un suivi continu afin de garantir la qualité du dossier et de le positionner face à la concurrence d’autres grandes destinations internationales.
3 Activer
un réseau de partenaires
Le Luxembourg compte de nombreux prestataires de qualité sur lesquels s’appuyer pour un événement réussi. Le LCB agit comme un facilitateur vis-à-vis de cet écosystème. Via un processus de « Request for Proposal » (RFP), les prestataires correspondant aux exigences de l’appel d’offres (lieux événementiels, hôtels, fournisseurs de services) sont sollicités et invités à soumettre une proposition détaillée.
Cette démarche permet de constituer une offre complète, réaliste et alignée avec les attentes de l’association internationale. Elle garantit également une estimation budgétaire fiable et une vision claire des capacités opérationnelles locales.
Afin de convaincre les comités de sélection internationaux, la candidature peut faire valoir un fort ancrage local et un haut niveau de professionnalisme.
4 Assurer la visibilité de l’événement
Si le Luxembourg est retenu comme destination hôte, l’accompagnement dont bénéficient les organisateurs se poursuit jusqu’à l’événement. Le LCB apporte son soutien à la communication et à la promotion, afin de renforcer la visibilité du congrès à l’échelle internationale et de valoriser le Luxembourg comme destination phare pour les Business Events.
Cette promotion met en avant les atouts distinctifs du pays : proximité avec les institutions européennes, dimension humaine, écosystème économique dynamique et soutien institutionnel fort.
L’objectif est de positionner le Luxembourg comme un lieu pertinent et attractif, en cohérence avec la thématique du congrès, afin de maximiser l’impact de l’événement pour les organisateurs comme pour les participants.

Leading in AI & Tech: from strategy to impact
Artificial intelligence - and deep tech at largeis reshaping economies, redefining competitiveness, and redrawing the map of power.
Luxembourg has the assets: a sovereign cloud infrastructure, Tier IV data centres, a high-performance supercomputer, soon reinforced by MeluXina-AI and MeluXina-Q. Add an AI Factory, strong regulatory expertise, financial solidity, political stability, an agile policy framework, and a multilingual talent pool. The foundations are there, but assets are not outcomes. The three national strategies - AI, Data and Quantum - set a clear ambition: strengthen digital sovereignty and lead in deep tech by 2030. The vision is clear. The architecture is sound. Now comes the hard part: turning ambition into impact, strategy into execution, infrastructure into adoption. This is where the Chamber of Commerce steps in. The LuxAIhub report delivers 30 recommendations. A roadmap, not a wishlist. The House of Training is building the AI literacy pipeline the workforce needs. Momentum is building. Now it must accelerate. On the eve of Nexus Luxembourg, Odoo founder and CEO Fabien Pinckaers reflects on the company’s trajectory from Belgian startup to European software champion. Product, pricing, recruitment and AI: the entrepreneur advocates for rapid yet highly pragmatic growth.

How do you pronounce Odoo?
Like Google or Yahoo. It’s “Odoo”. That simplicity already says something about the company: we want business software to be accessible and usable for everyone.
You sold your first software at 13. Do you still remember who you sold it to?
Yes, to Transports Verts, a transport company in Brussels. It belonged to a friend of my father. I was developing invoicing and customer management tools and that’s how I learned how VAT worked. But at the time, I mostly saw it as a fun project. I was simply looking for things to build. If it hadn’t been that, it would have been something else.
Even today, you still spend a large part of your time on the product. That’s unusual at your level. Because there’s nothing more important than the product. Many executives completely lose focus on that. They spend their time in business circles, positioning discussions, creating new departments and structures. I think many companies would benefit from returning to the core of the business.
When you say “product”, you don’t just mean code?
No. I work with developers, product teams and the people writing specifications. I’m not alone in front of a screen programming. And I also speak with a huge number of people. Product isn’t just about writing lines of code.
How would you describe Odoo without sounding too much like a product brochure?
A suite of business applications for all companies. But that’s a bit boring as a description. So sometimes I say: the difference between us and SAP is that our users are happy.
That’s not just a punchline?
No. For a long time, software mainly existed to structure information for finance departments. The goal was to consolidate figures and workflows. Today, that has become the baseline. The real challenge is each employee’s productivity. The salesperson has to be more efficient, the accountant too, the logistics manager too, the project manager too.
You push salary transparency very far.
Yes. We already publish average salaries by role and experience. On our website, candidates can configure their own package: company car, fuel, holidays, benefits. For us, these are normal tools.
That logic will become increasingly important with the European directive on pay transparency. Yes, but I think many companies overcomplicate issues that shouldn’t be complicated. Once you decide how you operate and how you compensate people, things become fairly simple. After that, each company can still choose to put more emphasis on training, benefits or support.
Do you think companies underestimate their tools?
Completely. Many invest heavily in consulting, while tools remain underestimated. Yet transforming a company’s tools is a real game changer. It concretely changes the daily lives of all employees.
You often talk about “vibe coding” and AI. Aren’t SMEs afraid of it?
Small SMEs often don’t even need it. Standard modules already cover a huge number of cases. Then, as companies become more complex, they want to adapt the tools to their needs.

That is the valuation of this 100% European player, which made open-source software the foundation of its impact strategy.
An alliance with PwC
The Big Four are increasingly formalising partnerships with private technology companies, effectively becoming integrators either for themselves or for their clients. In this context, Odoo and PwC Luxembourg, through Frédéric Chapelle and Julie Martin, became partners in early May.
And clients are asking for it. They are already doing things themselves with AI.
You believe AI is still largely communication-driven?
Yes, because there are huge numbers of hallucinations and marketing announcements. We remain very pragmatic. What interests us are useful applications. We see many small DIY tools that quickly become impossible to maintain. We prefer starting from solid building blocks that already work.
You also say AI models hallucinate less on Odoo code. Because Odoo represents around 2% of all publicly available Python code online. So models have seen a huge amount of our code during training. That helps.
You could probably make much more money by closing the model further? Of course. We could probably double our prices without losing many clients. But our objective has never been purely financial. We want to create impact and make these tools accessible.
Do you think your competitors missed the SME market?
Yes. SAP, Microsoft, Oracle… many failed in this market because of complexity and pricing. SMEs need simplicity. For a very long time, these software solutions were designed for very large organisations.
And yet you are now also attracting large groups. Because they now want the same thing as smaller companies: simplicity, agility and projects that can be deployed quickly. Nobody wants to wait three years to implement software anymore.
Have large companies become more open to technology?
Yes. Before, a solution had to go through dozens of committees. Today, companies have often already tested Odoo in one department, on one project or through an individual initiative. The brand now exists.
In Luxembourg, Odoo seems to have accelerated quietly.
Yes. We have been present in Windhof since 2012. But since 2021, we have really decided to attack the local market. We went from six to 45 employees and now we have 1,600 paying customers.
And many more if free users are included.
Yes. With free offers and accounting firms deploying Odoo for their clients, we are close to 5,000 active databases in Luxembourg. At the scale of the country, that becomes significant.
Could e-invoicing accelerate this momentum further?
Yes. In every country where it has arrived, it has served as an entry point. An SME starts with invoicing, then gradually discovers the rest of the tools.
You are valued at nearly $10bn with only $10m raised. Why not sell?
Because the market is enormous. Many companies still work with Excel or a multitude of improvised tools. We have less than a 1% market share.
Do you still see massive growth ahead?
Yes, because we are not only competing against rivals. We are also trying to create a market and educate companies that still do not have a true integrated management tool.

“ People say there is a war for talent, but often they haven’t put anything in place”
Recruitment at breakneck speed
At Odoo, recruitment has become an industrial process. Candidates discover their salary before even applying, directly book interviews in recruiters’ calendars, complete technical tests online and quickly receive an answer. “Between the moment someone applies and the moment we hire them, it takes one week on average,” explains Fabien Pinckaers.
You are recruiting 3,000 people this year. How do you manage that? With a huge amount of automation. Between the moment someone applies and the moment they are hired, it takes one week on average.
That’s extremely fast at this scale. Yes, but companies are often absurd on this topic. Many take three months to recruit. Who is going to wait three months for an offer? We automated a huge number of things.
You only recruit 1.5% of applicants? Yes. To recruit 3,000 people, you need around 200,000 candidates. So we built a real sourcing machine.
You often seem critical of traditional managers. What I mainly criticise is inaction. Making mistakes is not a problem. To innovate, you have to test things and therefore sometimes fail. What is more serious is living with problems without trying to solve them.
Has your organisation remained lightly hierarchical despite its size? Yes. The hierarchy is very light. We function more like a university project. Managers are there to help teams, not to control them.
Can you still maintain that spirit with more than 7,500 employees?
It’s harder. For a long time, I knew many people by their first names. Then I spent a year in India and, when I came back, the company had grown so much that it was no longer possible.
What is your very long-term objective?
In operating systems, only a few players remain. The same happened with office suites. I think management software will follow the same path. Our goal is that, when only two or three global players remain, Odoo will be one of them.
Yet you seem rather detached from the celebrity culture surrounding tech.
Yes, because I mainly see it as marketing for Odoo. If I do interviews, it’s to put the product and the company forward. Personally, I’m less interested in it.
Even if it opens doors?
Yes, that’s true. What surprised me over the past few years is how easily doors now open. We can speak with ministers, major executives or very large companies very easily.
And that doesn’t change the way you work?
No. Our responsibility remains towards our clients. The rest doesn’t change much.

20 ans après sa création, LuxConnect marque une étape de son développement avec le dévoilement d’une nouvelle identité. Portée par la signature « Innovation built to last – Shaping tomorrow’s digital infrastructure », elle traduit une vision où la performance s’inscrit dans la durée.
« Nos innovations sont conçues pour résister à l’épreuve du temps et servir de socle aux développements futurs », souligne son CEO, Paul Konsbruck. Loin de toute logique d’obsolescence, l’entreprise revendique une innovation responsable, conciliant progrès technologique et exigences environnementales. « Innover, oui, mais sans sacrifier l’avenir », ajoute-t-il. Cette évolution s’incarne aussi dans un nouveau site internet, attendu début juin, pensé pour refléter clarté et modernité.
Cet anniversaire ne constitue toutefois pas une finalité, mais une étape dans une trajectoire engagée en 2006 à l’initiative de l’État luxembourgeois. En deux décennies, LuxConnect a déployé quatre Data Centers, environ 1.900 km de fibre noire tout en renforçant la connectivité nationale du pays et en le connectant aux grands hubs européens.
Aujourd’hui, l’entreprise dépasse son rôle initial d’opérateur d’infrastructures pour devenir un
intégrateur global spécialisé. « Nous accompagnons désormais nos clients bien au-delà de notre rôle originel en planifiant et dimensionnant leurs projets d’infrastructure de bout en bout », explique Paul Konsbruck. Cette évolution s’appuie d’une part sur la création de ses filiales spécialisées, LuxProvide et Clarence, qui proposent des solutions basées sur l’IA mais aussi en renforçant l’intégration de services avec ses partenaires au sein de l’écosystème, dans une approche plus orientée business.
Malgré cette évolution dans l’approche, les fondamentaux restent inchangés. Sécurité, fiabilité, durabilité et flexibilité demeurent au cœur du modèle. Les infrastructures certifiées Tier IV assurent un haut niveau d’opérabilité, tandis que la gouvernance 100 % luxembourgeoise garantit une maîtrise locale.
« Nos missions évoluent, mais nos valeurs restent les mêmes », conclut Paul Konsbruck. Une constance qui entend continuer à soutenir durablement l’écosystème numérique du Luxembourg.
Free, open source, and used by hundreds of millions of people, VLC media player has become a European symbol of independent tech. Its main architect, Jean-Baptiste Kempf, looks back on the software’s history, his career, and the technological challenges ahead.

According to Jean-Baptiste Kempf, between 400 and 500 million people regularly use VLC media player worldwide, making it the most widely used European software in the world.
His journey
Jean-Baptiste Kempf is a French engineer and entrepreneur, and a major figure in the open-source world. President of the VideoLAN association and one of the key architects behind VLC media player, he also founded Videolabs and served as CTO of Scaleway after working at Shadow. He is now developing Kyber, a technology focused on remotely controlling machines and robots.
How was VLC Media Player born?
At first, VLC was not intended to be a market product at all. It was a student project at Centrale Paris in the late 1990s. We simply wanted to stream and play videos over the campus network, at a time when every file format caused problems. Gradually, we realised we needed to go further and create a player capable of reading everything without relying on proprietary software.
The real turning point came in 2001, when we decided to open the code. Open source completely changed the scale of the project. The community embraced VLC, improved it, expanded it… and that is how it became what it is today.
If VLC was never designed as a commercial product, how did you structure an economic model around it?
On the VideoLAN association side, there is not really a business model. VLC media player remains free, ad-free, and without data collection. We care deeply about that. The project mainly survives thanks to user donations.
Alongside that, I created Videolabs, a separate company with around twenty employees working on VLC and other technologies. Concretely, we develop video solutions for companies, for example to read, stream, or optimise content. That is what allows us to finance the team and continue improving VLC without turning it into a commercial product.
VLC received major acquisition offers. Why did you choose to remain open source? We turned down eight-figure offers. But they made no sense for the project. In the short term, yes, it would have brought in money. But it would
have completely changed the nature of VLC It is an open, collective project. Closing it or privatising it would have gone against everything we had built. And very concretely, VLC is not the work of one or two people. It represents hundreds of contributors across several generations. We never did this to sell it. We did it to create a useful tool, accessible to everyone, and we wanted it to stay that way.
With the rise of streaming platforms, hasn’t VLC become secondary?
Not at all. The need is still there: being able to play any file, simply. It may sound basic, but in reality many formats are still poorly supported, such as videos recorded on smartphones. Streaming platforms address another use case entirely: consuming online content.
You worked at Shadow, which allowed users to access a powerful remote PC over the internet, particularly for gaming. The project looked very promising. Why did it fail? The problem was mainly the business model. To put it simply, each hour of use cost around one euro. A gamer can easily spend 50 to 100 hours per month on the service, which means costs of €50 to €100 per user. Meanwhile, people are generally only willing to pay around €20 per month for this kind of offer. The gap was simply too large to make the model profitable.
During Shadow’s restructuring in 2021, you submitted a takeover offer against Octave Klaba’s bid, which was ultimately selected. What did you learn from that episode? It mainly showed me how complex the takeover of tech companies can be. Valuing technological assets is extremely difficult, especially when trying to revive them. It is a real skill set that
Why a cone?
The VLC media player logo comes from a student joke at Centrale Paris. Members of the VideoLAN project used to collect traffic cones and stack them in their offices. The cone gradually became the project’s symbol almost by accident. By the time VLC gained popularity, the logo had already become too iconic to replace.
remains quite rare, even though there are many great opportunities. It also reminds us of a fairly simple reality: creating a company that does not work is unfortunately quite easy.
Throughout your career, you have worked alongside entrepreneurs such as Xavier Niel and JacquesAntoine Granjon. In your view, what distinguishes a good entrepreneur from a weaker one?
Several things. First, we should not underestimate the role of luck: being in the right place, at the right time, in the right market. But beyond that, the real difference lies in execution. Having an idea is relatively easy. What truly matters is the ability to execute it effectively.
You are now CTO of Scaleway. Against American giants such as AWS or Google Cloud, what can a European player realistically offer? The main advantage is sovereignty. We are not subject to American laws that can force companies to give authorities access to data. For many clients, that is a crucial issue. They want to know where their data is stored, who can access it, and under which legal framework.
Where does Europe stand today on technological sovereignty, particularly in cloud computing? Europe is making progress, even if it remains a long process. Today, we have credible alternatives that actually work, which was not necessarily the case a few years ago. Catching up takes time, but it is happening. Most importantly, technological cycles move extremely fast. The rise of artificial intelligence, for example, is reshuffling the cards and creating new opportunities. You can miss one wave and reposition yourself on
the next. The challenge now is simply not to miss the upcoming ones.
If AI dominates today’s discussions, what could be the next major technological disruption?
Robotics. With ageing populations and declining demographics, we will increasingly rely on robots to perform certain tasks.
Is Europe structurally lagging behind in tech because of regulation, or is the problem elsewhere? In Europe, we have a stronger aversion to risk. While Americans invest massively and take bold bets, we remain more cautious. They also have access to much larger amounts of capital.
The Chinese, meanwhile, move forward with a clear vision and an explicit strategy. Europe often finds itself in a more passive position, with fewer resources and sometimes less conviction about technology as a driver of value creation.
That said, not everything is negative. We have key players such as ASML, which plays a central role globally. The issue is therefore not only about access, but also about Europe’s strategic positioning within this global ecosystem.
What are you focusing your energy on today?
Today, I am fully focused on Kyber. It is a project that extends some of the ideas behind Shadow, but with a different approach and broader applications. The idea is to remotely control machines: computers, but also robots, drones, or connected vehicles that may require human intervention at certain moments. Gaming remains possible, but it is no longer the core focus. We mainly target industrial companies in automotive, drones, and other sectors needing reliable remote-control systems.

What led you to create Women in Tech?
Discrimination is something I was confronted with from a very early age. I grew up in South Africa during apartheid. At the time, discrimination was not only about race, but also about gender. At school, girls had to learn cooking or sewing while boys were doing other activities. It was the same in sports. With my friends, we were actually the first female rowing team in the school.
Later, when I entered the technology sector, I realised how difficult it was for women to find their place in that world. But this was the 2000s, and I genuinely believed the situation would naturally improve over time.
Then, in 2017, I realised the problem was not getting smaller — quite the opposite. The lack of women in tech was becoming increasingly visible. That was the moment I decided to create Women in Tech Global.
Why does the tech sector remain so male-dominated today?
There are still many unconscious biases. For a long time, the image of the ideal developer was that of a white, slightly nerdy man. At the same time, many girls still grow up believing that maths, physics or science are not for them. Laws evolve, companies evolve too, but mentalities change much more slowly.
What is interesting is that the situation varies greatly depending on the country. In some regions of the world, there are more women graduating in engineering or scientific fields than men. This is notably the case in several North African and Middle Eastern countries.
Yet despite this, many of these women do not pursue careers in tech afterwards. In the professional world, the share of women in the sector often falls back to around 30 to 35%.
Is tech still difficult to access for people changing careers?
You can always reinvent yourself, whatever the field. Of course, becoming a surgeon overnight would probably be more complicated… But tech is much more accessible than people think.
Today, a large number of the jobs that will exist in ten or twenty years do not even exist yet. Life has become a continuous learning process. And given the speed at which technology evolves, people need to reinvent themselves to remain professionally relevant.
Tech Global is precisely one of those sectors where career changes are possible, and it has become much easier than before. Thanks to digital tools and now AI, everyone can access resources adapted to their own profile directly from home.
When I learned to code, resources were very limited and you had to figure things out mostly on your own. Today, if someone wants to learn, the opportunities are really there.
Women in Tech Global aims to impact five million women by 2030. Where do you stand today?
We have already reached nearly one million women. But it is important to clarify that we are not talking about one million members. We are talking about one million women who have genuinely been impacted through our actions.
We work across several areas, from entrepreneurship and digital inclusion to education and career development. We are present in very different countries, from Burundi and South Africa to Brazil and Kazakhstan. The objective remains the same everywhere: creating measurable and meaningful impact adapted to each country’s realities.
Who is Ayumi Moore Aoki?
Founder and CEO of Women in Tech Global and president of the Tech Diplomacy Global Institute, Ayumi Moore Aoki is an entrepreneur and expert in the geopolitical implications of technology. Born in Brazil and raised in South Africa during apartheid, she now advises international institutions, governments and economic organisations on AI, cybersecurity and digital governance.
How do you measure the concrete impact of Women in Tech?
We have a dedicated reporting team, and each local chapter must define an annual roadmap with clear objectives. We then track very concrete indicators: how many people completed a programme, participated in mentoring sessions, attended events, or how many startups secured funding after being connected with investors.
The quantitative side is relatively easy to measure. But there is also a more qualitative dimension. We receive many stories from women who found a job, gained confidence or launched their own projects thanks to our programmes.
Numbers are important to make sure we are moving in the right direction. But behind every person impacted, there is often an entire family. Even changing one life at a time remains extremely meaningful for us.
You also work on tech diplomacy. What exactly does that mean? It is still a relatively new discipline, but it is becoming essential today. Simply put, technology and geopolitics are now completely interconnected. Tech is no longer only about technology companies, just as international relations are no longer only about states and diplomats. Today, the two have become inseparable.
Why did tech diplomacy take so long to emerge as a strategic issue? Because institutions always evolve much more slowly than technology. Even when it comes to creating laws or adapting public policies, governments need time.
The first real “Tech Ambassador” position was created by Denmark in 2017. Denmark’s first tech ambassador, Casper Klynge, was not assigned to a country but to
an economic sector: technology. It was a world first. His role was to represent Denmark within the global technology ecosystem.
Afterwards, several countries — especially in Europe — started appointing digital ambassadors, cyber ambassadors or specialised attachés focused on technological issues. That is really when tech diplomacy started becoming structured.
Can you give a concrete example of how tech influences geopolitics? When the war in Ukraine started, one of the first infrastructures to be hit was telecommunications and electricity. Internet access was heavily disrupted. At that moment, Starlink intervened to restore connectivity through its satellites.
This shows how private technology companies can now play a strategic role in major geopolitical issues. A company controlling a key technology today holds a significant form of power.

Alphabet, Apple, Meta, Amazon and Microsoft together command a combined market capitalization approaching that of the entire STOXX Europe 600, which represents around 600 major European listed companies.
We also saw this during the United States presidential inauguration: the leaders of major technology companies were sitting in the front row. That is not a coincidence. Those who master technology now participate in global power dynamics.
Today, the debate is often framed as a confrontation between the United States and China. But I believe that vision is too binary. Developing countries also have a lot to contribute to the way the global technological future will be shaped.
In that context, how can smaller countries find their place against global tech giants?
It is obviously not easy, but smaller countries still have important strategic advantages. Some possess resources essential to major

A self-taught career shift
In 2008, while seeking a better work-life balance, Ayumi Moore Aoki left her job and decided to teach herself coding. At a time when online learning resources were still limited, she trained independently using educational CD-ROMs. This career shift marked the beginning of her journey into technology and entrepreneurship.
technological industries. Others hold key geographical positions or strategic infrastructures.
Take Cape Verde for example: it is an island of around 500,000 inhabitants in the middle of the Atlantic Ocean, yet its position is extremely strategic. Cables connecting North America, Brazil, Africa and Europe pass through it. The country also benefits from political stability, which gives it the potential to become a technological hub or a key location for critical infrastructures such as sovereign data centers for West Africa.
Could AI increase social and technological inequalities?
AI tends to amplify existing inequalities. It can widen the gap between those who have access to tools, skills and education and those who do not. In some regions of the world, where part of the population is still struggling simply to access stable electricity or internet, these inequalities could inevitably grow.
At the same time, these technologies also represent an extraordinary opportunity. Instead of gradually catching up with more advanced countries, some states can directly leapfrog stages of development thanks to new technologies and move much faster.
And this matters even more because Africa will play a central role
in the decades ahead. By 2050, one in four people in the world will be African. It is also the youngest region demographically: in many African countries, more than half of the population will be under 30 in the coming decades.
If these young populations gain access to the right tools, education and infrastructures, the potential is enormous. The coming years will show whether this technological revolution becomes an opportunity for development or an additional source of inequality.
Has the growing power of large technology companies become a democratic issue?
Absolutely. And that is precisely why tech diplomacy has become necessary.
The first step is recognising this reality. These companies operate within national legal frameworks: they must comply with the laws of the countries where they are established, but also those where they operate.
The goal is not to oppose states and technology companies. On the contrary, we need real discussions to build trust and move forward together. States want innovation, economic growth and successful companies. But their primary responsibility remains the well-being of their citizens.
We therefore need to find a balance between innovation, economic interests and the protection of populations. And that requires dialogue.
That is precisely the role of tech diplomacy: creating spaces for discussion and cooperation around global digital policies, AI and emerging technologies. These conversations no longer involve governments alone. They also bring together major technology companies, the private sector, NGOs, civil society and academia so that all parts of society are represented in these debates.

L’IA n’est pas une bulle, c’est une arme
Le débat récurrent sur la rentabilité de l’IA occulte l’essentiel. Derrière l’innovation technologique se joue une recomposition des rapports de force mondiaux.
La question revient sans cesse dans les comités de direction : la « bulle IA » va-t-elle éclater ? Si l’on s’en tient aux critères classiques, à savoir le décalage entre capitaux investis et profits attendus, certains signaux pourraient le suggérer. En 2025, les huit premiers groupes technologiques mondiaux ont dépensé plus de 400 milliards de dollars en infrastructures, contre 170 milliards trois ans plus tôt. Et seules 5 % des organisations attribuent à l’IA générative un impact supérieur à 10 % de leur résultat opérationnel.
Appliquer un raisonnement purement financier à l’IA, c’est pourtant commettre une erreur de perspective. Les investissements en cours dans les datacenters, puces spécialisées, capacités de calcul haute performance, ne relèvent pas d’une logique de marché. Ils relèvent d’une logique de puissance.
Les faits le confirment Washington a lancé Stargate : 500 milliards de dollars sur 4 ans. Pékin mobilise l’appareil d’État à une échelle comparable, une fois prise en compte la structure de coûts chinoise. Aucune de ces deux puissances ne raisonne en retour sur investissement. Elles raisonnent en souveraineté : contrôle des infrastructures critiques, maîtrise des normes, capacité à rendre les autres dépendants de leurs technologies.
L’Europe aborde le sujet différemment Elle traite l’IA comme un secteur économique à réguler, là où ses compétiteurs la traitent comme un actif stratégique, au même titre que la défense ou l’énergie. Personne ne demande le ROI d’un Rafale. La question n’est pas « Combien cela rapporte-t-il ? » mais « Peut-on se permettre de dépendre de celle des autres ? ».
