Growing up in Hagerman Valley
Willa Arizona Frost Justice “A Woman of Strength” Willa Arizona Frost Justice lived a full and productive faith filled life. I knew my maternal great-grandmother as a young girl. She lived up the street from her daughter, my grandmother, Ethel Justice Jones, in a simple single story white house. She was almost 6 feet tall and my mom, Florence Mary Jones, and Sandy, her granddaughter, always said she made her own clothes to accommodate her tall and slender frame with lovely hand sewn dresses and beautiful blouses tucked in with bolero style vests over the top. She was very stately and didn’t mind speaking out if there was something going wrong. I admired her very much as every Sunday she would be in church and often taught the junior high boys and girls in Sunday School at the local Methodist Church which she and her husband William Justice helped to start. As the story goes, a certain denomination in town wouldn’t let Willa or her husband, William, take communion because they weren’t church members. Willa cried about it and on the way home they decided to start a Methodist church in town. The first Sunday service was held at their home in the yard. William had his organ moved outside so he could play for the congregational hymn singing. And the Methodist church began in Hagerman.

Willa was born on July 26, 1870, the eldest of four siblings. In 1882, she came with her family to the Hagerman Valley by train, first from Arkansas to Kelton, Utah, then they traveled by wagon from Kelton to the Malad Stage Stop in 1882. She was around 13 years old. When the family first arrived, Shelby Frost, Willa’s father, had to go find wild game to feed the family. Willa’s mother, Maria (pronounced Myriah), started hearing loud noises. She thought it was Indians hollering so she quickly walked the children down into the canyon where they spent the night in fear! The next day a man coming by on horseback cleared up the mystery. He said, “The howling sounds were coyotes,” as he let out a chuckle.
Shelby and his wife claimed and signed legally for land on Malad Island. Her father was quite industrious selling food and drink to the miners. A stage ran from Kelton bringing supplies to the Hagerman area, then went on to Boise, and then to Oregon. The stage crossed the river at 1000 springs on what was known as the Payne Ferry. According to Willa, Len Lewis was operating the Malad Stage Station in 1873 and took over from Payne. The stage ran until 1883 until the Oregon Shortline railroad was finished to Shoshone.
Willa was adventurous as a young woman. As

a teenager she rode a horse from Hagerman to Hailey to visit a friend. This was most likely a two-day ride. Riding side saddle, her horse was spooked by a snake. She was bucked off and her horse ran off. She walked several miles to a nearby ranch and they were kind enough to loan her a horse and regular saddle. She asked the woman of the house if she could use scissors, a needle, and thread. She then proceeded to make culottes so she could ride on a regular saddle.
When she was 16, it became too much for her to help at her fathers’ place. The miners got out of hand as she served food and beverage causing an argument with her dad, and she threw a plate of biscuits at him. She left in exasperation, saddled up her horse and rode all the way to Hailey to live with a Judge and his family to finish up her High School studies in an uninterrupted manner. That girl had gumption!
From the stories told about Willa, I was always proud of my great-grandma. She landed in Hagerman when the native American Indians lived alongside the new settlers. Her husband, William (Bill) Justice, arrived in the Territory in 1877. According to his youngest daughter, Majorie, he was born in Indiana and raised in Nebraska before moving to Idaho. William didn’t know his exact birth year because the family Bible fell out of the wagon and was lost in a river when they

were moving from one place to another. William started placer mining on the Snake River, then became a stockman. William was 15 years her senior and they married on February 27, 1893, in Caldwell, Idaho. After marrying, they built a large house at the base of the Justice Grade, which was on an Indian trail. As they settled into married life, there were many times Willa intereacted with the local Indians. Willa befriended them and would often be gifted freshly caught sturgeon in exchange for tobacco. She would give them freshly baked biscuits instead.
The home has been remodeled and changed over the years. I remember it was like going into a child’s wonderland when visiting her son, Art Justice, and his family years later at the Justice home. There were rows of trees on either side of the long shady lane punctuated by a grand white Victorian two story house with a wraparound porch. I like to imagine Willa’s life there with her husband and 5 children, a fresh garden, a cow to milk, and chickens for food provision.
A team of horses pulling a wagon and a horse drawn buggy were their mode of transportation. It was an awful day when William (age 69) was killed in a horse and wagon accident. Willa was widowed at the age of 53 after being married for 31 years. With her youngest daughter, Majorie, age nine, life became challenging.

Her Christian faith sustained her as she lived a life of dignity, kindness, and strength. Her grandson, Perry A. Justice, wrote a fitting description of his grandmother. “Everyone said Willa Arizona Frost Justice was a wonderful and remarkable woman. To her credit, she was one of the first lady telegraphers at Bliss, she bought a man’s saddle in her teens, and carried a pistol. Her green velvet riding habit was in the State Museum in Boise, and she fought for women's right to vote.”
She started the temperance movement in Hagerman Valley. If a man was in the pool hall with a large family at home, she wasn’t above marching in and telling him to get home and take care of his kids.
She would never miss church, even if she had to walk the two miles into town from her ranch.
I was 13 years old when I attended her 90th Birthday at the home of her daughter, Ethel Justice Jones, in Hagerman. I marveled at someone living so long, and standing so straight, tall, and dignified. In her beautiful fashionable dress with her small hat covering the crown of her head, she looked rather saintly and regal. A cross between Mother Teresa and Margaret Thatcher, with her calm demeanor and sturdy strength embracing her tall willowy stature. She was surrounded by her 5 children, their spouses, and a myriad of grandchildren and great grandchildren, all there to celebrate a life well lived.
I loved Willa. She was a sweet and gentle presence in my life at church and family gatherings. I feel so special that I belonged to a family of grounded women of purpose and faith.
Looking back, I wonder if my heart of purpose and adventure was passed down from Willa to me. She was quite independent, yet didn’t drive a car. In the early days, a horse would do, or a horse and buggy. Willa would walk the 2 miles into town for church at times, even though her family was available to chauffeur her around to wherever she needed to go. The family later purchased a Ford Model T. Her daughter, Majorie, said that her older sister, Florence, was the only one who drove it!
In her earlier years, she told the story of a near death experience where she felt herself slipping away to a place beyond this earth. She was ill at the time, and suddenly felt drawn to heaven by the most beautiful angelic voices that sounded far beyond an earthly choir. It wasn’t her time, but she felt sure and comforted in knowing she was heaven bound.
Her world was the Hagerman Valley with an occasional trip to visit two of her three daughters, Majorie and Florence, who lived and raised families in the Bay area and Pacific Grove, California. Willa went to heaven at the age of 94 1/2 while living at her daughter, Ethel Justice Jones’, home in Hagerman. I don’t remember so much about what she said during my brief time knowing her, but I

Growing up in Hagerman Valley P 6, 12, 20, 21,
23, 29 do remember her strength of character and her kind eyes as she faced challenging and changing times. From traveling to Idaho by train and then wagons to riding in cars, from Native Americans as neighbors on Billingsley Creek to seeing Hagerman become a proper town, from communicating by telegraph to talking on the telephone, from coping with becoming a young widow to living out her years with dignity. Her primary position was always growing in her faith and living out her Christian life.
Willa, who stands so straight and tall among the women of her day.
Unafraid to speak the truth and on the high ground stay.
Facing change from wild west horses and stage coach rides.
From east to west valleys and mountain sides.
From telegraphs to telephone talks, from Indian trails to city blocks.
From youthful adventures on horseback trails to church on Sunday without fail.
To raising children in western lands, to helping her neighbors with giving hands.
To voicing the need for women to vote, to keeping the family faith afloat.
To passing our heritage of women of faith to future generations to stand in her place.
