This past December 1st, I was sworn in as your 42nd Mayor of Madeira. I am truly honored to fulfill this significant responsibility on behalf of our community. After a combined 10 years, Doug Moormann and Tim Brock retired from Madeira City Council at the end of 2025. I greatly appreciate their service, leadership, and everything that we accomplished during our time together on Council. Congratulations to the four Council members who recently won their elected positions. New members Jodi Whitted and Kaity Rowe, along with re-elected members, Alicia Camper & Vice Mayor Ramzi Takieddine will join existing Council members Chad Shaffer, Logan Junger and myself to form your dedicated Team that will continue to Make Madeira a Great Place to Live. At our final 2025 Council meeting of the year, we passed our 2026 budget. This is one of the most important responsibilities of City Council and the 2026 budget was the 7th consecutive, unanimous Council vote on our appropriations. The successful vote reflects our highly capable Administration and our proven fiscal policies and process. Madeira 2026 will be remembered for three significant milestones. First, this will be the ‘year of the sidewalk’ as we enhance the walkability in our business districts. We will continue to strengthen our partnership with the Madeira Chamber of Commerce to develop and execute a comprehensive downtown strategy for economic development. We will also celebrate of our nation’s 250th birthday and recognize Madeira’s contributions to this land that we love. Madeira has been recognized as an Official America 250-Ohio community so please keep an eye out for our semiquincentennial-themed announcements and events leading up to the big Independence Day celebration. it here As we did last year, I thought it fitting to provide a review of the Frequently Asked Questions (FAQs) fielded by City staff for 2025. Please note, these are just a few of the inquiries we receive. Where did the Leaf Trucks go? Leaf collection is by far the busiest time of the year for the Madeira Public Works Department. In addition to the City’s complete complement of service workers, the City brings on temporary laborers to help with the physically demanding task of raking and vacuuming leaves. This year’s leaf collection program kicked off at the end of October and made reasonably good progress with multiple passes through both Zones A and B; then came a series of early winter snowstorms, which are unseasonable for late fall. Madeira maintains three (3) Ford F-750 heavy dump trucks which are utilized for both leaf collection and snow removal, and unfortunately these equipment packages are mutually exclusive. With the first December snowfall, crews converted two (2) of the large dumps for plowing/salting, leaving only one crew for leaf collection. At the same time, the snow knocked the remaining leaves from the trees and below freezing temperatures soaked and then froze the existing piles at the curb, significantly increasing the physical demands on our workers. All these factors combined resulted in a significantly prolonged leaf season, which has yet to be completed. Crews anticipate making a final pass through the City before tearing the equipment down for the winter. (Continued on Page 3)

(Continued from Page 2) Why was my garbage missed, again? Garbage collection once again was a source of frustration from both residents and City staff this year, much of it stemming from several issues faced by Republic Services (“Republic”); notably workforce availability, turnover, and equipment failures. As we have in the past, City staff met with Republic representatives to outline our concerns and identify proactive process solutions that could reduce waste service interruptions and provide more accountability when pickups are missed. All of these issues are top of mind for City leaders as we look to negotiating a new five-year waste contract in 2026. I would be remiss if I did not mention that, given the challenges with leaf collection, Republic worked with City staff to create a two-week grace period for yard waste bags. Beginning December 29, 2025 andMichael running through January 9, 2026, any bags at the curb are not required to have stickers. We By Norton-Smith, City Manager appreciate Republic’s willingness to assist our Public Works crews. Why can’t Madeira have holiday lights like other communities? In addition to the holiday lights on Dawson Road, and the Christmas Tree that is lit during the “LightUp Madeira” festivities, the City has traditionally strung lights in the street trees along Miami Avenue. In fact, the lights from last year can still be seen. The problem is power; in preparation for the installation of the new paver sidewalks, the electric service to the existing street tree outlets was cut, eliminating the ability to turn the lights on. However, new outlets (and trees) are included in the upcoming sidewalk work, so hopefully the lights will make their return for the 2026 holiday season. What’s the next construction project? As mentioned above, in early 2026 work will begin on the sidewalks and streetscape on Miami Avenue. Referred to as “Phase 2” of the project, this work will be managed by the Ohio Department of Transportation (ODOT) and completed by Ford Development Corporation, the contractor responsible for much of the initial underground utility work. Also kicking off in early 2026, Adleta Construction will begin the streetscape work on Laurel Avenue; this work will be complete by May of 2026, at which point, the City will shift focus to Camargo Road. Outside of the downtown, there will be another round of residential repaving with streets yet to be determined. As always, we appreciate the continued patience of our residents and businesses.

MADEIRA INDIAN HILL JOINT FIRE DISTRICT By Stephen Oughterson, Fire Chief
Soon, residents of Hamilton County will join City of Cincinnati residents with access to a life saving application called PulsePoint. PulsePoint is a free, location-based mobile app, available on IOS, Android and web, that connects Hamilton County dispatchers to the community. When a cardiac arrest is reported in a public place, nearby CPR-trained community members will be alerted in real time to assist, potentially before first responders. App users will also be able to access AED (Automatic External Defibrillator) locations, enabling quicker defibrillation. Every year, hundreds of thousands of people in the U.S. suffer cardiac arrest outside the hospital. Immediate CPR and access to an AED can double or triple survival odds. This is where PulsePoint comes in. Imagine you are shopping at a local big box store, you receive an alert for a person in cardiac arrest within a couple hundred yards of your location. You can respond to that location, knowing where the closest AED is located, and deliver compressions or electricity needed to restart a pulse. The app has potential to save many lives. Even in best case scenarios, it takes time for a 911 call to be processed, first responders notified and respond to a cardiac arrest. Our goal is to be on the scene within 4 minutes of a dispatch to a cardiac arrest to deliver CPR, defibrillation and cardiac drugs. This app has cut that time significantly by alerting CPR trained individuals close by to fill the gap for travel time to the scene for our EMTs and paramedics. The City of Cincinnati has been using the app for a few years and now, through the generous gift of the Christ Hospital, the rest of Hamilton County will have access to the life-saving app. The app tracks compelling metrics in real time to include 1.24 million CPR activations, 2.34 million cardiac arrest incidents tracked, 5,514 communities connected, nearly 1.34 million active monthly user and over 200,000 AED’s registered. The app has reduced introduction to CPR by 1 min and 39 seconds! Anyone can download PulsePoint and the app will verify what tier is available according to your training or what alerts you would like to receive. Community members can be connected through the app to receive other non-CPR alerts like floods, utility disruptions, traffic incidents and live 911 dispatch audio from your community and other connected communities across the country. To get started, download the app to your IOS or android device and follow the prompts. If you are not CPR trained, contact the Madeira & Indian Hill Joint Fire District to sign up for a CPR class today.

MIAMI AVENUE UPDATE The City of Madeira’s work on Phase 1 of the Miami Avenue Reconstruction mostly concluded in early Summer 2025; however, outside gas main replacement from Duke Energy continued and is now expected to be completely wrapped up in January 2026. This will allow for Phase 2 work to commence. Phase 2 will be the above ground portion of the reconstruction project and does not include expansive and time consuming below grade work as was needed in Phase 1. Click on “Tax Filing” and follow the instructions on the screen. Each year, you will create a new PIN. After you complete your filing, MAIL the signed copy of your return ALONG WITH YOUR W-2s, federal schedules included in your reported income (if applicable), and your payment made payable to: City of Madeira Tax Office. You also have the option of UPLOADING your documents and paying online (3.5% fee applied). Taxes are due April 15, 2026. YOUR FILING IS NOT COMPLETE UNTIL WE RECEIVE ALL OF THE ABOVE INFORMATION. The City of Madeira tax rate remains at 1% for 2026 and the credit for tax paid to other municipalities is .6% of the wages taxed. Estimated Payments: If your tax liability exceeds $200, you are required to make quarterly estimated payments. First quarter estimated payments are due April 15th. PARK IMPROVEMENTS HOSBROOK BIRD SANCUARY Madeira Public Works staff and Madeira Parks and Recreation Board Project Team volunteers worked on improvements to the Hosbrook Bird Sanctuary in early October! Work included: Removal of invasive species Widening of the main entrance Addition of a Little Free Library Planting of native species More to come in 2026 as we celebrate the 50th anniversary (1975-2025) of this special oasis!
SELLMAN PARK TRAIL During the Fall, the crew from Madeira Public Works constructed a replacement trail leading from the Sellman Playground down to the Sellman Meadows/Sycamore Creek. This new trail replaced a failed asphalt path and incorporates a new location, wider width, and a generally less steep climb. In 2026, the asphalt access path (adjacent to the volleyball court) will also be repaved.

The Madeira Inclusion Committee brought back the popular Children’s Holiday Passport celebrating and teaching about the various cultural holidays that occur at this time of the year. Each holiday station included the opportunity to make an associated craft, and ask questions to learn about the particular culture or holiday. A Holiday Shopping Passport was launched this year to encourage visitors, new and old, to explore the diverse Madeira small business community. MADEIRA HISTORICAL SOCIETY The Madeira Historical Society is announcing a year of special events to commemorate the 250th anniversary of the United States in 2026 in connection with the Madeira Public Library. On Saturday, February 7th, 1:00 pm at the Library, the Society will present a program titled "Spaulding Businesses". Proctor L. Spaulding, Sr. was a barber in Norwood and Madeira, and his wife, Lena, was a teacher, seamstress and artist. Mr. Spaulding also ran a successful trash collection business that was in operation in the 1930's and 1940's. On Sunday, March 29th, 1:00 p.m., the Society will present its "Old Fashioned Easter Egg Hunt" at the Miller House Museum on MIami Avenue, for children ages 1-7. And on Saturday, April 4th, 1-4pm, the Miller House Museum will have its first Open House of the year and all are invited to stop by and visit. All are welcome for these free public events.
MADEIRA CITY SCHOOLS Madeira parents will be using an online registration process to register their students for Kindergarten for the 2026-2027 school year. To be eligible for Kindergarten enrollment, you must reside within the school district boundaries and demonstrate proof of residence as outlined in the online registration process, and your child must be five years old on or before September 30, 2026. The online registration link can be found at www.madeiracityschools.org under “Kindergarten Registration” on the Madeira Elementary School page. For Madeira parents who wish to register preschoolers for the 2026-2027 school year, children must be 3 by August 31, 2026 and must live in Madeira (unless a parent is employed by Madeira City Schools). MADEIRA’S NEW ELECTRONICS BIN If you’re like many Americans who pile up old electronics in your garage, you’re not alone! And did you know there’s now a FREE electronics recycling location in Madeira? The new partnership began in September, and between September and November 2025, Madeira residents helped keep 1,768 pounds of electronics recycling out of the landfill! The electronics recycling bin is located at 7618 Goff Terrace (near the railroad tracks) and is run by Reboot Electronics Reuse and Recycling. All Madeira residents can utilize the bin 24/7 by dropping off most electronic items to be recycled. Items that are accepted include computers (with hardware destruction), phones, small electronics, computer accessories, data cords, old holiday string lights, etc. They DO NOT accept televisions or clothing in this bin. For a complete list of what you can recycle, check out www.rebootrecyclers.com. They charge a small fee to recycle old TVs and are not accepted in the bins. You can contact them directly if you would like to recycle a TV.

Kamia Jackson is the great-granddaughter of Samuel and Lena Spaulding who settled in the village of Madeira around 1905, becoming pioneers among its early African American residents. MADEIRA WOMANS CLUB The Madeira Woman’s Club would like to thank the community for your support this year. The monies collected at the raffle at Ali’s and more recently, the bake sale at Light Up Madeira helped us to fund Christmas stockings for Joseph House, Christmas goodies for women and children at Women Helping Women and finally helping us to fill back packs for foster children at ProKids. Recent works include: Eight meals for Joseph House per year - ranging from sub sandwichs to full Thanksgiving dinners. Christmas Stockings for the veterans at Joseph House who are working to get back on their feet. 30 gifts with books, toys, slippers, and gift cards for battered women at Women Helping Women. Working on 10 backpacks with necessities for foster children at ProKids. Upcoming - there will be Bingocize with light exercise via the Council on Aging starting Jan 5 and running through March twice a week at 11AM for one hour. This is free and open to the community and you can sign up by going to www.help4seniors.org, Select “Programs and Services”, then “Health and Wellness Workshop” under Health and Wellness programs, then finally close to the bottom of the page is a listing of programs, our program is at McDonald Commons Community Room and you can register there. While doing all these projects, the Art Fair committee is gearing up for the annual Art Fair which will help fund two scholarships and half a scholarship that is shared with the Madeira Chamber of Commerce. This is always the first Sunday in May, so save the date! Hope to see you there. We are a busy group of women, but we have fun too! Monthly luncheons, games, and other outings. SPIRIT OF MADEIRA AWARD WINNER Our Spirit of Madeira award is already in its fourth year and has had some great winners over the years. The award was created to celebrate those who celebrate Madeira, who share a passion for seeing our community thrive, not just for themselves, but for everyone. And this year's recipient joins this outstanding list of winners, as a Madeira resident, now Madeira business owner. Year one has not come without challenges as 2025 may have been one of the hardest years to open a business on Miami Avenue. But despite two road closures, epic snow storms, shipping delays, tariffs and more, this business has remained true to its passion - creating not only one of the coolest shops in Madeira, but a safe place for Madeira kids and collectors to gather, hang, and swap trading cards. We are honored to present the Spirit of Madeira Award to one of our great Madeira men, Madeira dads and now Madeira business owners, Trey Connally and the Hobii House. NEW MADEIRA BUSINESS OF THE YEAR WINNER Like Trey, our New Madeira Business of the Year Award recipient has dealt with their own set of challenges - from internal construction delays to an 11th hour scramble just to get their liquor permit. Thankfully, when the Madeira mayor has a personal relationship with the Ohio governor, you can get things done pretty quickly. Most importantly, they jumped into the Madeira community with both feet, offering help and support at local events before even opening their doors. And God knows, it seemed like it took forever for them to open their doors! But when they finally opened this past Memorial Day, it was obviously worth the wait to see an old CVS that once was home to flu shots and teenagers leaving their backpacks at the front door for a bag of Takis transformed into an indoor golf destination - and one of the best smelling businesses in all of Madeira. Thank you to Ben, Marissa, CJ and the whole crew for taking a chance on Madeira, and for sticking with it through all the adversity.
