MAYOR’S MOMENT

I joined City Council in December of 2019 and cost inflation has been a persistent reality facing our community over the past 6 years. As a result of these cost increases, affordability for all Madeirans remains a priority of City Council and the Administration We are focused on keeping Madeira affordable for younger generations to relocate here and we are focused on enabling current residents to stay in Madeira for as long as they would like. Balancing the budget to meet our affordability goals while providing top rate services that are expected by residents and visitors of Madeira is not only a challenge, it is our job description We’ve made good progress on maintaining that balance and here are some highlights

Increased earnings tax credit beginning in January 2027

The current earnings tax credit will be modified for some residents to keep more money in their pockets. Residents who work outside of Madeira and pay earnings tax to another municipality will see this benefit next year This change reflects our on-going commitment to being efficient with your tax dollars and represents a key milestone signaling the near completion of our infrastructure renewal.

Quality water delivered consistently at an affordable rate.

Eastern Madeira will transition its water service to Greater Cincinnati Water Works (GCWW) in November 2027. This transition delivers the most cost-effective and reliable solution for providing all Madeira residents with water treated for PFAS By pivoting from Indian Hill Water Works (IHWW) to GCWW, the City will also strengthen water supply resilience and the long-term sustainability of our distribution infrastructure. Just as importantly, Madeira households changing providers can expect average monthly water bills to decrease by approximately 20% as a direct result of this change.

Strengthening the tax base.

The City of Madeira is partnering with Urban Fast Forward and the Madeira Chamber of Commerce to perform a thorough evaluation of our Central Business District that will result in recommendations for economic development. These recommendations are envisioned to align with our Comprehensive Plan and will create community gathering spaces in our downtown area The long-term, diversification of our tax revenue sources is a nice added bonus.

Recognition for Public Works

With the heavy snow fall to begin 2026, the Public Works Department is ready to get out of the plows and onto its Spring maintenance program This includes caring for the City’s infrastructure, like cleaning out stormwater catch basins and patching potholes, tending the landscaping at the City’s parks, and preparing for the City’s annual limb and brush pickup program (April 13th through April 24th). If you see the City crews out and about, be sure to give them a shout- they work hard to serve the residents of Madeira.

Construction Season

As we move into the 2026 Construction Season, work is already underway in Madeira’s downtown, with Adleta Construction working to enhance the streetscape on Laurel Avenue (hereafter “Laurel”). This work, which is slated for completion around June will be the first example of the City’s new streetscape design, featuring decorative brick pavers and new pedestrian lighting. These features will be replicated throughout the downtown with streetscape projects on Miami Avenue and Camargo Road, both of which are set to kick off later this year (more about these projects below) The contractor is aware of the Madeira Woman’s Club’s annual Art Fair on May 3, 2026 and should have the street open and available for the festivities.

As noted above, work is set to resume on Miami Avenue and Camargo Road (hereafter “Miami” and “Camargo,” respectively) later this year. With the underground utility work largely complete, the 2026 work will focus on the streetscape elements (ie sidewalks, street furnishings, and pavement repair) We are pleased that Ford Development Corporation will be returning as the Phase 2 Miami contractor; their crews did an exceptional job during the Phase 1 underground work. They intend to mobilize in late April and will begin by focusing on the eastern side of the street, near the railroad crossing.

Then, likely towards the summer months, work will begin on the Camargo streetscape. The priority for this project is coordination, specifically with the City’s other construction projects To maintain an EastWest route through the City, the Camargo project will not begin until after the Laurel streetscape is complete, and similar to Laurel, Camargo will be converted to a one-way street during construction. Additionally, City staff will work with the various contractors and the Chamber of Commerce to ensure there is adequate access to our local businesses and wayfinding signage during construction.

Aside from these strategic investments in the downtown, the City will be continuing its annual repaving program for residential streets The following streets are included in the 2026 program:

We understand that there may be delays and detours due to construction and we appreciate everyone ’ s patience as we continue with these important investments in the City’s infrastructure. With all of the projects in the City, some with overlapping timelines, we encourage everyone to check the City’s Facebook page or website for any traffic and detour updates.

Planning for the Future

While contractors and Public Works are busy tackling the City’s current infrastructure projects, City staff are diligently working to implement the other strategies of the 2023 Comprehensive Plan Some of these efforts require more planning in the near term to provide direction for future projects and opportunities for outside grant funds. With this in mind, the City is currently involved in three (3) smaller planning initiatives:

Regional Trail Feasibility Study:

With the help of a $75,000 grant from the Ohio Department of Transportation, the City hired Arcadis to complete a regional trail feasibility study with the intent of connecting Madeira to hikebike trials in surrounding communities One possible route is to use an abandoned swingline railroad along Camargo Road; though the tracks have long since been removed, the right-of-way remains and the terrain is relatively flat, potentially lending itself to the creation of a future hike/bike trail.

Downtown Development Strategy:

Building off their previous work assessing the City-owned properties in the downtown, the City and the Madeira Chamber of Commerce partnered to hire Urban Fast Forward (UFF) for a comprehensive evaluation and economic development strategy in the central business district A primary goal of the 2023 Comprehensive Plan was to attract more retail, dining and entertainment options, and UFF has expertise in creating unique, appropriately-sized downtown districts, and then recruiting new businesses.

Sellman Park Plan:

Rounding out the City’s planning initiatives is a comprehensive look at Sellman Park with the help of The Envision Group, which prepared the 2023 Comprehensive Plan. This effort is geared toward evaluating the parks current passive and active amenities and opportunities for new or modified offerings

Water Service Transition

Finally, to briefly touch on the water service transition, City staff are working with representatives from Greater Cincinnati Water Works to facilitate the transition within the two-year period. We are aware of the communication from the Village of Indian Hill to Madeira water customers, and in lieu of a response, we would encourage all residents to review the letter from Mayor Henning and the Frequently Asked Questions (FAQs) at https://wwwmadeiracitycom/water

POLICE DEPARTMENT

The City of Madeira Hires a New Police Officer

I’m excited to share that we have a new addition to our police department – please join me in welcoming Officer Ryan Ramos, who joined our police department on Monday, March 2, 2026

Ryan brings with him an abundance of police experience, including certifications such as, firearms instructor, field training officer and an International Police Mountain Bike Association (IPMBA) cyclist certification Ryan served with the Owensville Police Department, Fairfax Police Department and Norwood Police Department before joining our organization. We are confident that his prior experience, expertise and perspective on policing will be a great asset for our team.

Ryan is a graduate of both Milford High School and the University of Cincinnati where he earned a Bachelor of Applied Science degree Welcome aboard, Ryan – we ’ re glad to have you with us

Electric Scooters & Personal Assistive Mobility Devices

Spring is finally here, and that means scooters will be out and about on city sidewalks However, as the City of Madeira begins work again in it’s "Central Business District," construction will bring in heavy equipment, lane closures, and an increase in stopped traffic. The Police Department has witnessed a rise in incidents involving electric scooters being operated recklessly and breaking traffic laws, posing risks to pedestrians and motorists. To ensure safety for everyone - drivers, pedestrians, and construction workers - the City is reminding everyone that the use of all electric motorized devices within the defined "Central Business District" area is PROHIBITED. This means no electric scooters, bicycles, skateboards, or any other electric vehicles will be allowed on the sidewalks within Miami Avenue, from Euclid Avenue to Camargo Road. However, these devices can be walked on the sidewalks within the district. If an electric device operator is under 18, they must wear a protective helmet with a securely fastened chin strap

Please take responsibility for educating your children and others about electric mobility device safety and the electric scooters and personal assistive mobility devices ban in the "Central Business District" to ensure the safety of all residents and visitors

MADEIRA INDIAN HILL JOINT FIRE DISTRICT

Madeira–Indian Hill Firefighter’s Association: 2025 Year in Review

In 2025, the members of the Madeira and Indian Hill Firefighters Union, Local 2236, identified a need for a more direct and effective approach to fundraising and charitable giving. Recognizing that a focused effort would allow us to better support the communities we proudly serve, we established the Madeira–Indian Hill Firefighter’s Association.

A Board of Trustees was elected at the Association’s inception to guide its development The Board oversaw the creation of core values, the drafting of bylaws, and the setting of goals to ensure responsible and impactful charitable practices. The Association is committed to strengthening our community through collective action. Our mission is to raise and distribute funds to support first responders and local causes, ensuring that both our members and our neighbors receive meaningful assistance when it is needed most.

In our first year, the Association began identifying both new and existing opportunities to raise funds and to provide support within the district. We successfully hosted our first annual Pickleball Tournament and organized several additional fundraising initiatives, including a bourbon raffle, our long running bowling tournament, and donation campaigns supported by residents and local organizations, generating $24,429 in income.

Thanks to the generosity of our community partners, we were able to provide financial and tangible support to a variety of individuals and programs. This included contributions to the Indian Hill Rangers Hockey Tournament, Madeira Helping Hands, the family of a fallen Hamilton County Sheriff’s deputy, local healthcare workers, and several first responders battling cancer and other health challenges. We also assisted a resident by constructing a wheelchair ramp. In total, we were able to donate $16,918 back to our communities

In addition, the Association launched two scholarships for students within our district pursuing higher education. These include a Public Safety Service Scholarship for students entering fields such as firefighting, EMS, or law enforcement, and a General Studies Scholarship for students attending a college, university, or vocational program.

As we look ahead, the Madeira–Indian Hill Firefighter’s Association remains dedicated to expanding our impact and continuing our service to the community both in and beyond emergency response. We invite you to join in our efforts so that we can continue to grow and further our outreach. TAX AND FINANCE

City of Madeira taxes are due on APRIL 15, 2026. Taxes can be filed and paid ONLINE (3.5% fee applied or send a check to the city building to avoid the fee) on the City's website Taxes can also be filed and paid by printing off the form on the City's website and returning the paperwork and payment to the City office.

Taxpayer assistance is offered with your local tax filing; please set up an appointment by emailing tax@madeiracitycom with a preferred date and time Questions can be directed to the Tax Department by calling (513) 272-4212 or by emailing: tax@madeiracity.com.

As Spring begins, the Madeira Public Works Department has been working hard to close the door on winter and get ready for the outdoor season Here are some of the highlights:

Chipping the Christmas Trees - The trees brought to Sellman Park are chipped and the resulting wood chips are used for ground cover along park trails

Repairing Plows - Replacing the cutting blades on two of the snow plows to bring them back to full readiness.

Replenishing Salt - Following multiple winter storms which used almost 900 tons of salt, Madeira’s salt dome was running lower than is optimal Public Works received and stored a 300 ton shipment in early March to ensure availablilty until Fall.

Catch Basin Work - Cleaning out and beginning repairs to roadway catch basins. These repairs ensure stormwater can flow correctly and roadways retain integrity

General Maintenance - In-house maintenance on vehicles and equipment to prepare for Spring.

MADEIRA PUBLIC WORKS

CONSTRUCTION UPDATES

The City of Madeira is working hard to bring three major road construction projects to completion in the near future. Current information on each project is included below; however, for more precise updates, please subscribe to the weekly e-newsletter at Madeiracity.com/Flash

LAUREL AVENUE

A new streetscape is being installed on Laurel Avenue - between Miami and Euclid. Work began in early March and is scheduled to be complete by the beginning of June. The project will include new sidewalk, new street lighting - including pedestrian level lighting, curb & gutter work, and repaving of the road SORTA grant dollars are being used to offset 80% of the cost of this project

Please note - all businesses are fully accessible via one-way westbound access down Laurel - entering at Euclid.

MIAMI AVENUE

Over the winter, the last pieces of major utliity work wrapped up with Duke Energy completing the gas line replacement and various utilities finishing removal of above ground utility cabling on Miami. Beginning in late April, Ford Construction will return to complete the final phase of the Miami Avenue project - including widened paver sidewalks, streetscape, safer aligned lanes, and wrapping up with new pavement. CAMARGO ROAD

In 2025, crews from Howell Construction completed the first portion of the Camargo Road project by replacing a 100 year old water main - laying the foundation to complete above ground work Remaining work will consist of stormwater repairs, gutter, sidewalk, parking, streetscape improvements, and pavement. The business district hardscape design from Miami and Laurel Avenues will be continued on Camargo Road. Duke Energy will also be performing gas line work along the road to prevent additional work in the near-future. This phase of work will be contracted in mid-April and is anticipated to begin in mid-2026, but will be guaranteed to not start prior to the reopening of Laurel Avenue SORTA grant funding is anticipated to cover 80% of the project cost

MEMORIAL TREE PROGRAM

The City is pleased to announce the launch of a new memorial tree program. The Memorial Tree Program is for those that would like to memorialize special milestones and life events with the planting of a tree. The introductory cost of a Memorial Tree is $300 for the first 50 donations After that, the price is $325 per donation The donation includes an engraved plaque that will be part of a permanent memorial display at McDonald Commons - the memorial will be installed near the playground. Donated trees will be planted at one of the City's parks, streetscape, plazas, or neighborhood rights-of-way. In addition to providing recognition for loved ones, your donation will help to enhance Madeira’s urban tree canopy, benefiting the whole community. Memorial trees can be ordered here or a paper form can be downloaded at Madeiracity.com/TreeMemorial and returned to the City offices.

Looking for a way to become involved in the community? The City of Madeira relies on several dozen resident volunteers to serve on various boards and commissions. These groups review and decide planning & zoning cases, rule on tax and civil service matters, plan & execute community events, and do many other things which help us have a vibrant community.

BRUSH AND LIMB PICK

UP - APRIL 13 to APRIL 24

Brush and Limb Pick-up is scheduled from April 13th to April 24th. Public Works crews will be working city-wide to collect your clippings Brush will be collected by the same zones as fall leaf collection

Streets in ZONE A will have their brush picked up the week of April 13th Streets in ZONE B will have their brush picked up the week of April 20th Please check the City’s website for zone listings

Please have all brush and limbs neatly stacked at the curb by 7 AM Monday of your week.

Brush & Limb Pick-Up Guidelines:

• Limbs should be no larger than 8 in. in diameter and no longer than 10 ft.

• Place brush and limbs at the curb with the cut sections facing the street.

• Small twigs/sticks should be bundled with twine and no longer than 8 in. in diameter or placed in an empty garbage can or box.

• PLEASE DO NOT USE PLASTIC BAGS OR LAWN

BAGS

• Pine branches may be placed at the curb in containers, but, please, NO LOOSE PINE NEEDLES!

• Do not include any type of yard waste, e.g, grass clippings, leaves or ornamental grasses.

• No stumps, root balls, railroad ties, or wood fencing. This program is strictly for the removal of brush and limbs that MAY BE CHIPPED. Materials not meeting these guidelines will be left at the curb.

If you would like a load of wood chips delivered to your home, please call (513) 561 -7228 or email: information@madeiracitycom to be put on the "Wood Chip List" by 4/20; we will need name, address, and daytime phone number A load is equivalent to 3-4 cubic yards All deliveries will be made during the 2 weeks following the Spring Brush and Limb Pick-Up. These chips are very raw and are not recommended for use near your foundation, plants or shrubs.

Large item pick up days are FREE - no stickers required!

Upholstered items (eg couch, mattress/box spring, etc) must be completely wrapped in plastic Items containing freon (e.g. refrigerators/air conditioners) must have the freon removed and be tagged by a certified technician.

Madeira Stories Live is presented quarterly to enrich community connections and increase shared understanding of the people, stories, and traditions that make up the fabric of our community. Through the eleven storytelling sessions presented since the program began in 2023, it's provided a venue supporting new dialog and building relationships across Madeira's residents both new and longstanding.

D esidents of Madeira presented fascinating stories from Madeiras past at the Community Room in McDonald Commons in an event hosted by City Council member Kaity Rowe Former Madeira Mayor, Mary Anne Christie, told about the successful effort to keep Kroger from moving out of Madeira in 1981 when she was Mayor. The solution was for the hardware and Kroger to switch places, with Kroger moving from Laurel Avenue to its current location on Miami.

Terry Medert, son of Charles Medert (of Madeira High School’s Medert Auditorium fame) told of coming home in 1973 to find his house on fire and his family’s effort to recover from that serious event

Mark Holland, parishioner of St. Gertrude’s, told of the 1969 tornado that tore through Madeira, causing serious damage to homes and destroying the St. Gertrude Festival setup, thankfully without any major injuries

Long-time residents Mark Ingram and Bonnie Blanck told engaging stories of growing up in Madeira, including visiting Dot and Mack’s store, plus painting scenes on local store windows for Halloween.

Wiffleball Wiffleball

The Madeira Youth Wiffleball League (MYWL) is set to return for its 38th season!

The 8-week league is set to begin this year at McDonald Commons on Monday June 1st and conclude with the Championship slated for Friday July 24th The league is for kids entering grades 4th-9th Each team will play once a day, Monday – Thursday with Friday being a rainout date if needed. Game times are 8:45am, 10:00am or 11:15am. The MYWL is a great opportunity to keep kids active during the summer and to play wiffleball games with their friends and classmates!

Registration opens on April 1st on the City website. - Registration fee is $25.

VINTAGE BASEBALL GAME

You may have caught a baseball game or two at McDonald Commons this season, but you ' re not going to want to miss this one! On Saturday, April 25 at 4 PM, Madeira Parks and Recreation will host Cincinnati Vintage Base Ball Club featuring the 1869 Cincinnati Red Stockings and Cincinnati Buckeyes, recreating the sport of base ball as it was played in 1869. Burgers, beer, popcorn, concessions and a great game of ball, complete with announcers and the way it used to be played, will greet all those at the park Bring the whole family out to watch one of the oldest professional sports

It's guaranteed to be a good time!

Memorial Day Commemorations

May 25th

Remembrance March - 10AM Ceremony - 10:30AM

The City of Madeira and the Madeira Parks & Recreation Board invite the community to take part in the annual Memorial Day Silent March & Ceremony

The Silent March will be held on Monday, May 25, 2026, beginning at 10:00 am Participants should gather at the St. Gertrude Church parking lot at 9:45 a.m. The march will proceed north on Miami Avenue and then west on Dawson Road, concluding with a ceremony at the Veterans Memorial at McDonald Commons. Following the ceremony, complimentary shuttle service will be available to return participants to St Gertrude Church

As in years past, the march will be conducted in silence to honor and express gratitude to the men and women who gave their lives protecting freedom around the world Veterans are encouraged to wear their uniforms so they may be recognized and personally thanked for their service

Community members are encouraged to share this information with friends and neighbors and join us for this meaningful morning of remembrance.

The 1.4 mile parade route begins at Madeira High School and will proceed south on Miami Avenue ending at St Gertrude Parish

TREE SEEDLING PLANTING

Looking for a fun outdoor activity for you and your loved ones that also benefits both our community and the environment? The Madeira Parks and Recreation Board and the Tree Board along with many passionate volunteers have been making Madeira greener every year through community tree plantings. We have planted more than 200 Ohio native tree saplings donated by Ohio Valley Forestry Fellowship (OVFF) over the last 2 years! 2026 will mark our 300 trees planted milestone. Native trees and shrubs have been planted at all 3 Madeira parks: McDonald’s Commons, Sellman Park and the Nelle V Hosbrook Bird Sanctuary The saplings planted include species of pine, white oak, overcup oak, eastern redbud, black gum and pawpaw While not every one of those saplings, shrubs or trees survive, we have had a significant survival success rate and are looking to continue monitoring and reporting on the impact. These natives offer so many benefits to the environment and for us too! From beautiful blooms in the spring to delightful fall colors, and creating habitats for native animal species, these trees are making a tangible impact on our Madeira community The saplings' growth supports the re-establishment and expansion of native species while also helping combat the rise of invasive species in our ecosystems such as honeysuckle and the tree of heaven. Join the Parks and Recreation Board/Tree Board on April 11th to help continue this newfound tradition that makes an impact.

Saturday, May 2 at 1:00 pm at the Madeira Library “Madeira’s Bicentennial Quilts and Quilt Making” The Madeira Historical Society partners with the Madeira Library to present this program to commemorate the celebration of “America 250” Two Bicentennial quilts will be on display with additional quilts on May 2nd A special presentation on quilt making will give the attendees an idea of the detailed work that goes into making a masterpiece quilt. The two quilts on display were both created by groups of Madeira women in the 1970's featuring patriotic, historical, and area features Bring the family and learn some American History!

Madeira Kindergarten Registration for the 2026-2027 School Year

Children of Madeira residents that will be five (5) years old on or before September 30, 2026 are eligible to be registered for Kindergarten for the 2026-2027 school year. Parents will be using the online registration process to register their students To be eligible for enrollment, you must reside within the school district boundaries and demonstrate proof of residence as outlined in the online registration process. Welcome Spring from the Madeira Woman’s Club!

The Madeira Woman’s Club is gearing up for a busy and exciting spring and summer, with activities and events planned throughout April, May, June, and July

The annual Yard Sale kicks things off on April 25th, and this year it’ll be located at 3117 Wallace Ave. Stop by and browse we’ll have lots of great items for sale!

Also in April, members will be filling backpacks for foster children through ProKids, one of the newer service projects. These backpacks include age appropriate items for children from birth through age 18, helping meet real needs in our community.

The signature event, the Art Fair, will take place on May 3rd We’re excited to welcome many talented vendors selling their goods. The fair is open to the public from 11:00 a.m. to 5:00 p.m., and proceeds help sustain our scholarship program.

Scholarship recipients will be selected shortly after the Art Fair by judges from outside the Madeira area. Winners will be celebrated at an Awards Luncheon on May 20 at Ferrari’s.

Tickets are now available for Cabaret at Mariemont Players. We’ll attend the final dress rehearsal on July 8th for $20 per ticket, with proceeds shared with the theater Join us at 6:30 pm for a social gathering with treats and non‑alcoholic beverages before the show begins at 7:30 pm Tickets can be purchased from any club member or via Venmo (@cmheinsler).

The Madeira Woman’s Club is a service organization dedicated to making a difference Our projects include providing meals to Joseph House, awarding scholarships through our Art Fair, filling backpacks for children at ProKids, creating Christmas bags for domestic abuse survivors and their children, and more. We also host monthly game days and value the lifelong friendships that grow through our club.
