Policing in Malahide and Sacking the Barracks Contributed by Malahide Historical Society

Peel set up the Irish Constabulary (Peelers). It was later reorganized by Thomas Drummond, Under

Secretary, Dublin Castle (1839-

1840). Queen Victoria’s gratitude for the behaviour of the force

during the 1867 Fenian rising

saw it renamed the Royal Irish

Constabulary (R.I.C.). In 1868,

the Inspector General decreed that

barrack premises should be spacious, dry and slated. There was also a

requirement for a water supply on

or near the premises. In Malahide, Lord Talbot had a house on the Diamond which met all these

requirements and it was duly rented as the local barracks, superceding the famine times premises in

Old Street. It was from the latter

that the constable known as ‘Old

Bang’ commenced his beat around the village. He wore a long dark

uniform coat with silver buttons

and a broad leather belt with a

great silver buckle and on his head a top-hat. In the early part of the

last century, before the 1916 Rising, the Malahide barracks had a staff of four constables and one head

constable. These gentlemen would

have been respected members of the

community until sentiment changed

in 1919/1920. The barracks stood on The Diamond for over eighty years until one night in August 1920,

during the War of Independence,

the constables were ushered out at gunpoint to watch their barracks

sent up in flames. In January 1921, Lord Talbot was awarded £1,750 in the Recorders Court for the

destruction of the building and he subsequently rebuilt the property. Contrary to popular belief the

burning was not in retaliation for the sacking of Balbriggan by the

Black and Tans, as that occurred the following month on the night of 20th/21st September 1920.

School Streets – Road Safety Initiative Fingal County Council has introduced School Streets,

an initiative to improve the safety and well-being of pupils

attending two primary schools in Malahide.To show how the School Streets initiative is working.The initiative, which is

being run on a pilot basis, is the first of its kind to be rolled

out in Ireland by a local authority. School Streets originated in

Italy in the early 1990s and has been successfully introduced in

London, Bristol, Birmingham and other UK cities in recent years following trial periods.

Primary School is temporarily transformed each school-day into a car-free, pedestrian and cycling zone from 8.30am

to 9.15am and 1pm to 2.45pm to create a safer, cleaner and

more environmentally friendly space outside the school. The

School Streets scheme is being implemented due to the current challenges that are faced outside both St Oliver Plunkett’s and

St Andrew’s Primary Schools, which are adjoined to Grove Road and Church Road respectively.The challenges include school

gate congestion, unsafe parking and blocking of footpaths, road

safety risks due to vehicular movements, children being exposed to excess air pollution, and car-dependent children being less The road congestion before and after the initiative

physically active. Over 1,100 pupils between the two schools are affected.

Launch of Fingal CC’s Arts Plan 2019 – 2025

Swords Castle was the venue for the launch of the new Fingal County Council’s Arts Plan 2019-2025 which will set out the strategy for arts in the county for the next seven years. Mayor of Fingal, Councillor Eoghan O’Brien was joined by AnnMarie Farrelly, Chief Executive of Fingal County Council, Rory O’Byrne, County Arts Officer and special guest speaker Art O’Leary, Secretary-General to the President, in welcoming an audience of artists, cultural policymakers, educators, families and the general public. The content of the plan was informed by a process of public consultation that took place over six weeks from May to June 2018. The first stage of public consultation took the form of an online survey. The second stage of the consultation employed the ‘World Café’ methodology, whereby the Arts Office hosted two half-day workshops with invited stakeholders. Guests were invited to experience two special exhibitions programmed for the occasion, which align with the planning and vision for Swords as a site for contemporary art in the context of the proposed new Cultural Masterplan.

Artist Michele Hetherington presented Talk softly, new site-specific work at Swords Castle. Hetherington is a local Fingal artist and was the recipient of the Fingal Arts Graduate Award in 2018.Alan James Burns presented Silicon Synapse, a Virtual Reality and psycho-acoustic installation in the historic Carnegie Library, Swords. This artwork is jointly commissioned by Fingal County Council and the European Commission’s SciArt programme and is funded by Arts Council of Ireland Open Call Award. The arts plan also features the artwork of photographer Rich Gilligan. Originally a native of Fingal, Gilligan has been commissioned by Fingal Arts Office to document and capture the cultural landscape of the county. This process began in August 2019 and will continue through 2020.Rory O’Byrne concluded that, ‘The arts plan is a celebration of the people and places that define our great county, and we look forward to working with as many people as possible over the coming years to realise our purpose - to bring the arts to life in Fingal and Fingal to life through the Arts’.

Malahide Sea Scout Cubs visit a Tall Ship

A geat time was had by all recently when the Monday Cubs Malahide Sea Scouts took part in a recent visit to Fragata A.R.A Libartad. A training Tall Ship visiting Dublin Port from Argentina.. The scouters and cubs were given a full guided tour by the ships officer. Good flag etiquette was noted as the tri-colour was worn from the starboard side.Grateful thanks was expressed by the cubs by joining in some group photographs on the Quarter Deck.

Malahide Lions Club - Thanks to Our Community

It has been a busy time for Malahide Lions Club. There were two days of church gate collections to fund the annual Seniors Christmas Party. Many thanks to those who donated so generously. The Party took place on Sat 30th Nov. in the Grand Hotel and was an entertaining fun evening enjoyed by all. On Sunday 24th Nov Malahide Lions were invited by Malahide Chamber to take part in the Santa Parade. The Lions were supported by Swords Lions and Malahide

New Year Super Fish Supper Following the festive period, some of us may not want to see turkey or ham on the menu for quite a while! With the new year comes new years resolutions and a lot of people make goals to enhance their health. Fish is full of lots of nutritional goodness. Yet, despite being an island, our intakes of fish in Ireland are quite low. Some people say it’s the smell that fish may leave in the kitchen that turns them off or that they’re just not sure how to make it tasty. But the great news is that fish is quite easy and quick to cook. And a top tip to get rid of any unwanted odours is to place 1/2 lemon in water in a cup (cut side up) and heat in the oven/microwave for 4-6minutes. Burning a nice scented candle also helps! Ingredients: Serves 2 • • • • • 12

2 Salmon fillets 200g Tenderstem broccoli 250g Asparagus 2 teaspoons black pepper 1 tablespoon rapeseed oil

2 cloves garlic 1 tablespoon minced parsley leaves Juice of 1/2 of a lemon Sweet potato chips:

260g sweet potatoes 1 tablespoon rapeseed oil 1 teaspoon chilli powder 1/2 teaspoon paprika 1 teaspoon black pepper Method:

1. Preheat oven to 200’c. 2.The sweet potato chips take longer to cook, so do these first. Wash, peel and slice the sweet potato into chips. 3. Place the remaining ingredients for the sweet potato chips in a large bowl and stir well to combine. Then add the sliced sweet potatoes and coat in this mixture. 4. Place the sweet potato onto a baking tray and bake in the oven for 40-45minutes at 180’c. Turn them halfway through baking to

ensure they cook evenly. 5. Place the salmon onto a baking tray that is pre-greased or lined with parchment paper. 6. Mix the lemon juice, parsley leaves, oil and garlic together and brush the top and sides of the salmon with this mixture. Bake in the oven at 180’c for 12-15minutes (depending on the thickness of the salmon). When cooked through, the salmon will look opaque and flake easily with a fork. 7.Brush the remainder of the mixture from step 6 onto the broccoli and asparagus on a foil lined baking tray and sprinkle with black pepper. Bake in the oven at 180’c for 10-15minutes or until tender. 8.Serve up with a lemon wedge. Malahide Utd Girls for Man Utd Competition

This is huge news for the Swords based club. Malahide Utd Girls U14A Team are travelling to Manchester in April 2020 to compete in the Manchester Cup. This is the first team to travel outside the country to represent the Girls section of Malahide United. The team were at Tesco in Swords on Saturday December 14th bag packing to help raise money for the trip and lots more fundraising will be needed un the coming months. If you would like to sponsor the team for the trip please send a private mail to the Malahide United facebook page and the Club will get back to you with details. Congratulations to the girls, their mentors and coaches and best wishes with the fundraising.

Councillors meet with Irish Water Fingal County Councillors have met with representatives from Irish Water following the two recent Boiled Water Notices that affected water supply in the Greater Dublin region.Irish Water’s National Head of Asset Operations Michael O’Leary attended a meeting of the Organisation and Procedure Committee at County Hall in Swords.Mr O’Leary briefed councillors on the up-to-date position following the incidents that occurred at the Leixlip Water Treatment Plant in October and November. Since 2014 Fingal County Council has operated Leixlip Water Treatment Plant under a Service Level Agreement with Irish Water. Under the Agreement, Fingal County Council’s Water Services Department provides staffing on a 24-hour basis, Irish Water is responsible for all costs incurred. Any decisions regarding capital refurbishment and replacement at the Plant are made by Irish Water and paid for by Irish Water.Mayor of Fingal Cllr Eoghan O’Brien said: ‘I am pleased that Irish Water attended the meeting where councillors had the opportunity to hear directly from them about the recent Boil Water Notices. The two incidents had a significant impact on Fingal residents and it was important that councillors were able to outline their concerns and seek answers on behalf of their constituents.”
