Is Costco really retail’s big bad wolf? There has been plenty of discussion about what Costco’s arrival will mean for Lloydminster. For some local business owners, the excitement surrounding the new warehouse is tempered by concern. They worry the retail giant will draw customers away from the small and independent businesses that have helped build the Border City. Those concerns are understandable. Costco is a massive company with considerable buying power, and it would be foolish to pretend its arrival won’t change the local retail landscape. But there is another side to the Costco story that deserves some attention. The warehouse isn’t even open yet, and Costco is already giving back to the community. Food donations, school supply donations and other contributions to local organizations are helping people in Lloydminster before the first shopping cart rolls through the doors. The City of Lloydminster will conduct its 2026 Point-in-Time homeless count on Oct. 21 to gather critical data on the local unhoused population. The single-day enumeration, running from 8 a.m. to 11:59 p.m., will combine surveys and direct headcount methods. Municipal organizers say the initiative aims to build a comprehensive picture of homelessness across the Border City to guide future social program planning and resource allocation. On June 9, 2025, the City of Lloydminster (City) adopted Land Use Bylaw 05-2025, at which time Planning Services committed to initiating an administrative review to evaluate the Bylaw's performance and identify administrative, technical or housekeeping matters requiring clarification once the Bylaw had been in effect for 6 months. Since that time, Planning Services has been gaining feedback from bylaw users. The proposed amendments are not intended to introduce substantive policy changes or alter the intended Land Use Districts; rather, the intent is to focus on ensuring clarity, efficient administration and consistency with current planning practices and legislation while continuing to reduce red tape where possible. Proposed changes include: Correction of grammar, spelling and formatting; Clarification of key terminology, policies and administrative processes; Resolution of differing policies to support fair and consistent decision making; Introduction of additional land use categories to reflect current development trends; Added flexibility in development regulations to reduce red tape; Adjusted mapping for clarification; and Alignment of policies with legislative requirements and best practices. Following the legislated review period, Planning Services will present a recommendation to Council for consideration. The Bea Fisher Centre Inc. is gearing up for two major fundraising events this fall, including a growing pickleball tournament and a 1970s-themed ladies’ night. The third annual Bea Fisher Centre Pickleball Tournament is set for Oct. 3 and 4 at the Servus Sports Centre, with registration continuing to build. A traffic stop in Cold Lake last month led to the seizure of dozens of firearms and ammunition, along with multiple charges against a local resident. Cold Lake RCMP say officers pulled over a vehicle on 50 Ave. at about 3:50 a.m. on Aug. 19. The driver was issued a 24-hour immediate roadside sanction and the vehicle was seized pending a search warrant. After obtaining a warrant, police searched the vehicle the following day and located 72 long-barrel firearms and a crate of ammunition. Police say the driver and sole occupant of the vehicle was subject to a five-year firearms prohibition and has a history of firearm-related offences. Christopher Lawrence Starchuk, 36, of Cold Lake, was arrested on Sept. 3 and charged with possession o f firearms cont rary t o an ord er, possession of a firearm knowing possession is unauthorized, resisting or obstructing a peace officer and breach of recognizance. Starchuk was remanded into custody following a hearing before a justice of the peace. He was scheduled to appear in Alberta Court of Justice in Cold Lake on Sept. 8.
