A LETTER FROM YOUR MAYOR

As Mayor, I am proud to introduce the Autumn edition of Liverpool Life –a snapshot of a city on the move.

Across Liverpool, work is underway, parks are taking shape and new community facilities are moving from plan to reality.

This edition highlights the scale of development underway and, to deliver the services and facilities our residents deserve.

In our CBD, a $28.5 million streetscape transformation is reshaping Macquarie, Railway and Scott Streets into vibrant, welcoming public spaces.

These upgrades will support local businesses, improve walkability and create a modern city centre that reflects Liverpool’s energy and diversity.

At Light Horse Park, work is underway on a major revitalisation that will deliver a new playground, waterplay area, community building and expanded parking. This will become a true destination park for families across our city.

We’re also progressing the $53.4 million Carnes Hill Aquatic and Recreation Centre – a game-changing facility that will provide year-round swimming, fitness and recreation opportunities for our growing population.

In Edmondson Park, Council has negotiated one of the largest Voluntary Planning Agreements in Australia: a $209 million package that will deliver five new parks, playing fields, open space, road upgrades and a new urban plaza. It’s proof that in Liverpool, growth is planned and negotiated to benefit ratepayers.

And in Austral, five new parks are in the pipeline, and two more are being upgraded, ensuring our fastestgrowing suburbs are supported with quality open space from day one.

Liverpool is booming – but we are determined that development does not outpace liveability. We are securing funding, delivering infrastructure and building a city that is future-ready.

I invite you to explore this edition, explore the events underway and see how Liverpool’s growth is creating opportunity, amenity and a stronger future for us all.

Celebrating Community Achievements

More than 10,000 people gathered at Woodward Park for a vibrant and uplifting Australia Day celebration that showcased the very best of Liverpool’s community spirit. Families from across the city enjoyed live entertainment, children’s activities, community displays and a diverse range of food stalls reflecting Liverpool’s rich multicultural character.

Mayor Ned Mannoun said the day highlighted the values that define Liverpool: respect, opportunity, and unity. “We also welcomed 80 new citizens from 24 countries who proudly pledged their commitment to Australia, reinforcing Liverpool’s proud tradition as a gateway city for new Australians,” he said.

The 2026 Liverpool Australia Day Award winners were also announced, celebrating outstanding local contributions.

Citizen of the Year Gary Karavellas, Vice President of the Chipping Norton Charges and Kickstart FC, was recognised for his dedication and service to the community and fostering an inclusive environment for children and families.

Young Citizen of the Year Daniya Syed, founder of TinkerLab Australia, was honoured for her leadership and development of healthcare assistant MediBot, as well as mentor and youth ambassador.

The Community Group Award, in honour of Peter Fraser, went to the City of Liverpool and District Historical Society Inc for its tireless work preserving local history and preserving more than 10,000 historical items maintained by volunteers.

The Woodward Park Spectacular was a joyful celebration of a diverse, proud and united city.

LIVERPOOL CIVIC AWARDS

Recognise a local who has made an outstanding contribution to the community by nominating for a Liverpool Civic Award. These prestigious awards celebrate individuals, community groups and organisations whose dedication, service and achievements make Liverpool a better place to live.

CITIZEN OF THE YEAR AWARDS

Recognising the outstanding community service of those who go above and beyond. Areas of achievement may include sports, education, environmental care, community engagement, business, welfare, arts and culture, leadership, civic responsibility, volunteering, and acts of kindness and bravery.

ORDER OF LIVERPOOL AWARDS

Celebrating Liverpool’s foundation day, these awards recognise accumulated years of volunteer work and community service that enhance the quality of life in the Liverpool local government area.

SOUTH WARD COUNCIL BY-ELECTION

Residents in South Ward are reminded that a local by-election will be held on Saturday, 18 April.

Liverpool City Council is one of three councils across New South Wales holding polls on that day. The election has been called to fill a vacancy representing South Ward on Council. Residents of North Ward do not need to vote. Voting in local government elections in NSW is compulsory for eligible voters.

If you are enrolled to vote and live in South Ward, you must cast a ballot on election day, or face potential penalties under state voting laws.

Liverpool City Council (South Ward) by-election will be held on Saturday, 18 April 2026. Check your voting options at elections.nsw.gov.au

If you were enrolled to vote in the Liverpool local government area for the South Ward as at 6pm Monday, 9 March 2026 you must vote. If you are enrolled in North Ward, you cannot vote at this by-election. You can check where you are enrolled on our website.

Light Horse Park galloping ahead

Liverpool City Council is revitalising Light Horse Park, creating a modern, inclusive community hub on the banks of the Georges River. The project has begun, supported by $27.7 million from the Western Sydney Infrastructure Grants Program and $2.2 million from the Thriving Suburbs Program.

The upgrade will deliver a larger car park, a colourful playground with waterplay, a multipurpose community building, and a historical treasure trail featuring 20 milestones that share significant stories from Liverpool’s rich history.

Carnes Hill swimming along

Council is progressing the Carnes Hill Aquatic and Recreation Centre, supported by $53.4 million from the Western Sydney Infrastructure Grants Program.

The centre will include a 25 metre, eight-lane pool, a dedicated learn to swim pool and an indoor children’s splash pad with waterplay features, all designed to meet community needs.

The project is currently in detailed design, with the Development Application underway, and the search for a main construction contractor is in progress.

Revitalising Liverpool’s heart

Liverpool’s city centre is being transformed with $28.5 million in Western Sydney Infrastructure Grants Program funding supporting major CBD streetscape upgrades. Improvements along Macquarie Street, Railway Street and Scott Street/Memorial Avenue are creating a more walkable, welcoming destination. The works include new street furniture, modern lighting, updated paving and enhanced landscaping to deliver a vibrant, people-friendly environment that supports local businesses.

Brickmakers Creek channelling change

Woodward Park’s Brickmakers Creek is getting a makeover. The concrete creek will become a naturalised waterway with new green spaces, native landscaping and recreational areas.

Key features will include creek rehabilitation, water sensitive urban design, playgrounds, pedestrian bridges, amenities and cultural elements.

The project is supported by $43.9 million from the Western Sydney Infrastructure Grants Program, with Council contributing a further $400,000, bringing the total project value to $44.3 million.

209 million reasons why Liverpool is booming

Liverpool City Council has more than $200 million worth of planned infrastructure on show in two massive deals that will shape the future of Edmondson Park. Two Voluntary Planning Agreements (VPA) for the area with a combined investment of $209 million lay out the future for the fast-developing suburb.

Planning Agreements are voluntary agreements between a planning authority and a developer that can be used in connection with planning proposals or development applications to deliver infrastructure solutions that maximise public benefit.

Mayor Ned Mannoun said the deal proves Council is fighting hard to secure the infrastructure residents deserve. “This is a great win for our community,” he said. “Growth must be matched with parks, public spaces and transport improvements, and that’s exactly what this agreement delivers.”

One VPA, struck with Frasers Property Australia, will deliver almost $54 million of new infrastructure, land and monetary contributions for Edmondson Park.

The other, struck with state developer Landcom and worth $155 million, sets out five new parks including four full-sized playing fields, a synthetic cricket pitch and almost two hectares of quality open space.

There’s also a brand-new urban plaza next to Edmondson Park Station, plus key local road upgrades as the area grows and a monetary contribution towards a new community centre.

“It will deliver significant public spaces and parks while ensuring growth is matched with the infrastructure our residents deserve,” Mayor Mannoun said. “This is one of the biggest VPAs ever negotiated by Council, and it reflects our strong commitment to securing long-term benefits for Liverpool.”

Five parks in the pipeline for Austral

Austral is one of Liverpool Council’s fastest-growing areas, and there are currently five parks in the pipeline with massive upgrades for two more.

Of the five, two have just finished public exhibition for residents’ feedback, two are due for completion by the end of June and the fifth is due by December this year.

Concept designs for parks at Tenth Avenue and Gurner Avenue show features including shaded playgrounds, open lawn areas, and picnic shelters with tables and chairs.

Park playgrounds at Sixth Avenue, and Tenth Avenue are scheduled for completion by the end of June 2026 with the fifth on Sixteenth Avenue due for completion in December 2026.

Additional facilities for these parks such as outdoor gyms, picnic facilities, and multipurpose courts will follow in the next financial year.

In addition, there are massive upgrades happening at Scott Memorial Park and Craik Park.

A new inclusive playground and sports field floodlighting is happening at Scott Memorial and is also due for completion in June 2026.

In Craik Park, work on new sports oval, fencing, floodlighting, amenities building, car park and pathways is underway to be completed in the next financial year.

Liverpool Council realises there is a lot to be done to create a new suburb from what was farmland and is working hard to get the job done.
