A LETTER FROM YOUR MAYOR The budget is the most important part of the role of the Mayor and Councillors. We know you work hard for your money and when you pay rates, we know you want to make sure it is being properly managed. This year, we have delivered another balanced budget. We are not spending more than we have or what we are borrowing. This is the second year in a row and this demonstrates functionality, careful financial management, and fiscal discipline, are all at the core of what we do. Balancing the budget means we can deliver more services that you want.

Liverpool City Council has handed down a surplus 2026–27 Budget packed with major investment; committing approximately $303 million in operating expenditure and a $244 million capital works program to drive growth across the city. At the core of the budget is a significant infrastructure push, with around 32 per cent of capital funding directed to roads, bridges and footpaths; alongside 22 per cent allocated to land acquisition and improvements. Drainage, floodplain management, and parks and recreation each account for a further 19 per cent, reflecting the scale of investment in essential services and liveability. Major projects headline the program, including the $57.7 million Carnes Hill Aquatic and Recreation Centre and the $44.3 million Brickmakers Creek revitalisation, alongside extensive streetscape upgrades across Scott, Macquarie and Railway Streets.
Local upgrades continue with projects such as the $400,000 Ernie Smith Reserve improvement and ongoing enhancements to parks and open space across the LGA. BRICKMAKERS CREEK _ WOODWARD PARK

Operational spending is equally targeted, with $650,000 allocated to a new neighbourhood compliance and presentation model and $675,000 to boost parks services during peak periods. Waste services are also expanding, with household pickups doubling from two to four collections annually. The budget supports a workforce delivering frontline services, while managing an infrastructure portfolio backed by approximately $202 million in borrowings. Overall, the figures underline a council investing heavily in infrastructure, services and community facilities while maintaining a disciplined, surplus financial position.

Liverpool City Council’s 2026–27 budget is led by a strong commitment to employment and service delivery, supporting around 1,000 staff with no job cuts and the addition of frontline roles focused on cleaning, maintenance and city presentation. This stable workforce underpins essential services across a fast-growing community, forming the backbone of an operating budget of approximately $303 million. 4

The budget also reflects a clear plan to manage and reduce Council’s debt, with structured annual repayments built into the financial outlook to ensure long-term sustainability. Beyond this, the capital works program totals $244 million, targeting major infrastructure and community priorities across the city. The largest allocation is $53 million for land acquisition to secure future sites for roads, parks and

civic uses, along with $20.1 million for Edmondson Avenue land linked to transport upgrades. Flood mitigation remains a major focus, with $18.4 million for Flood Detention Basin 14 at Edmondson Park and $17.3 million for Brickmakers Creek works. A further $6 million is committed to Basin 5 in Austral and Leppington North, supported by additional drainage and erosion control projects.
Transport upgrades include $11.48 million for the design of the Governor Macquarie Drive and Hume Highway intersection and $5.75 million for the Kurrajong Road and Lyn Parade intersection, plus $5 million for traffic improvements in growth areas. Recreation investment features $8.33 million for Lighthorse Park and $6.69 million for the Carnes Hill Aquatic Centre, alongside broader park upgrades citywide. LIVERPOOL LIFE | WINTER 2026

Parks Are Being Rolled Out in Austral Liverpool City Council is rolling out a major network of new parks across Austral, marking a significant step in shaping one of Southwest Sydney’s fastest-growing communities. The opening of two of the 13 parks planned for Austral signals the start of a long-term investment in green space to support the suburb’s rapid population growth.
The two parks have opened their first stages - featuring a children’s playground, with landscaping, an outdoor gym, pathways and a multi-purpose court to come soon.
Upgrades are also underway at WV Scott Memorial Park and Craik Park, including new playgrounds, floodlit sports fields and improved amenities.
Three additional parks are already under construction at Sixth Avenue, Tenth Avenue and Sixteenth Avenue, with completion due by March 2027.
A further eight parks are in planning, ensuring a steady pipeline of open space for the growing Austral community.
