Election ends demolition push

BY RIKKI MASSAND In his final regular Board of Trustees meeting as a village official, Trustee Bruce Torino moved to take demolition off the table for the future of the St. Paul’s main building. During the March 19th meeting, Trustee Torino introduced a motion that would rescind a recent Request For Proposals (RFP) which invited companies to propose plans to demolish the building. Village staff had sent out RFPs to interested companies on February 19th. Trustee Torino referenced the topic of the week—the March 18th village trustees election—and the victory by the Community Agreement Party, including three of his fellow sitting trustees, who advocated for historic preservation of the building through the “Landmark Compromise proposal.” The candidates campaigned on a proposal to spend approximately See page 40

A Village of Garden City trustee with a unique history is leaving public service following his most recent four-year term on the village Board of Trustees. Trustee Bruce Torino was praised by several attendees at the Board’s March 19th meeting as he completed his final regular meeting. (The Board will hold two public budget review sessions next week—on Tuesday, March 31st, and Thursday,

April 2nd—and Trustee Torino will continue to participate in those sessions as a sitting trustee. His term officially ends on Monday, April 6th, when trustee-elect Gerard Smith of the Community Agreement Party takes office. Trustees Jessica Tai, Vinny Muldoon, and Deputy Mayor Judy Courtney will also be sworn in for new two-year terms. Mayor Ed Finneran led a round of accolades for Torino, recognizing his contributions

across two distinct periods of service on the Board. The mayor presented Torino with a hat bearing the phrase “So Moved.” Finneran explained that the phrase referenced Torino’s frequent use of the term during Board meetings, as well as his tradition of gifting baseball caps to department heads with nicknames reflecting their roles. The Garden City Board of Trustees, at its meeting on Thursday night, March 19th, approved multiple items related to village Public Works planning and operations. The Board approved a proposal submitted by D & B Engineers and Architects of Woodbury for $19,100 to continue assisting the village in maintaining the MS4 stormwater system permit. This permit, required by the New York State Department of Environmental Conservation (DEC), is essential for the village to discharge rainwater into regulated bodies of water. Before the Board approved the item, Mayor Ed Finneran asked how stormwater is accumulated and where it would be tested. Superintendent of Public Works John Borroni explained that whenever it rains, water is collected in the town’s catch basins.
