NO TO GENDER BASED VIOLENCE The recent spate of violence against women and children continues to undermine the efforts of government and civil society to rid this evil from our communities. As the W&RSETA, we must take a stand to condemn the senseless brutal killings of women by those who are meant to protect them – men. We encourage the men of our organisation to lend their voices to condemn these acts. Please stop violence against women and children. MAINTAINING SERVICE DELIVERY DURING LOCKDOWN LEVEL 3 As the SETA continues to operate predominantly remotely during the lockdown, let us adhere to the provisions of the Return to Work Plan to ensure that we minimise service delivery disruptions to our stakeholders. Please be reminded of the following arrangements: • Office hours for those who are working from the office are 09H00 to 15H00. • Normal office hours apply to remote work and you must be available during these hours for internal and external stakeholders. • Apply for leave if you are not able to perform your duties. There are stakeholders that have been visiting the offices due to delayed or non-response. We need to limit the number of walkin to reduce the risk of infection, and this can only be done by ensuring that we attend to stakeholder queries timeously.

MANDELA DAY UNDER COVID-19
Using our lockdown savings to save someone from hunger
This year’s Mandela Day is particularly important as our country grapples with the impact of COVID-19 on the health and economy of our country. Sadly, the pandemic has claimed many lives and left a trail of devastation in job losses. As employees of the W&RSETA, we can count ourselves fortunate enough to still have our jobs and regular income. It is at this time that the spirit of Ubuntu is needed. In this time of need, let us reach out to support our adopted schools and/or charities by providing basic necessities to the vulnerable people of our society. At HO, we will support our adopted school, Steve Tshwete Secondary in Olivenhoutbosch with food parcels. We encourage all staff to please contribute to this initiative. That amount that you have saved on petrol or taxi fare because we haven’t been traveling much to the office or at all, can help put a meal on someone’s table. Contributions: You are welcome to contribute money and previously loved winter items for the learners aged between 13 and 18 years old. Please register your contributions with Desmond/Connie or send an e-wallet to Rhulani on 0747905299 by 10 July 2020. A clothing bank will be placed at reception. Food parcels will be distributed on 17 July 2020. CSI Champions in the regions are requested to arrange similar initiatives and confirm activities with Rhulani by 10 July 2020. The number of people visiting the schools or charities must be approved by the Provincial Managers in line with the safety and health protocols.

REVISED 2020/2021 ANNUAL PERFORMANCE PLAN (APP) As a response to the impact of COVID-19 pandemic which has resulted in the current lockdown and the implementation of various government measures which include the SDL holiday for companies, the SETA has finalised the revision of the 2020/2021 APP. The purpose of this process was to reprioritise our targets within the projected budget and stakeholder needs. Our targets for the current financial year have been reduced from 69 to 44 and are as follows:
PROGRAMME 1 – ADMINISTRATION (Finance, IT, Strategic Planning and Marketing & Communication) • 90% implementation of approved structure • 65% levy resources directed to low-level skills • Direct 15% levy resources to intermediate-level skills • 20% levy resources directed tow high-level skills • 10 stakeholder sessions to advocate skills development • 80% reduction of manual processes • Unqualified audit opinion
PROGRAMME 2 - RESEARCH & INNOVATION • 2 research interventions responding to strategic partnerships • Conduct 2 research reports • Complete 2 sector directed tracer, evaluation and impact study reports • Approved SSP and SP /APP

PROGRAMME 3 – DELIVERY UNIT (Regions, Rural Dev, SME Support, Disability and Bursaries & Placements) • WSPs/ATRs approved for 2800 small, 700 medium and 350 large companies • 2000 bursaries for new unemployed and 500 continuing students • 200 bursars completing qualifications • 3000 unemployed learners registered on NQF levels 2-5 learnerships and 1500 completions • 800 unemployed learners registered on skills programmes and 200 completions • 500 employed learners complete NQF levels 2-5 learnerships • 8000 employed learners registered on skills programmes and 1000 completions • A needs analysis conducted on candidacy programmes • Place 1200 graduates in the workplace to assist with implementation of COVID-19 measures • 600 graduates placed on internships and 200 completions • Establish partnerships with 10 TVETCs and HETIs for workplace opportunities • 50 employed learners complete RPL programmes • Support 2400 SMEs to participate in skills development • Conduct capacitation workshops for 2400 informal traders and micro enterprises • Support 20 co-operatives and 100 NGOs/CBOs/ NPOs to participate in mainstream economy • 200 apprenticeships for employed and unemployed learners • 200 people trained on Entrepreneurship Development Programmes • Capacitate 800 trade union officials
PROGRAMME 4 - QQA • Establish partnerships with 10 TVET colleges and HETIs for workplace opportunities • Develop 1 W&RSETA model for Centres of Specialisation for the sector • Establish 1 working group for the sector curriculum review • Support 3 TVETCs to become assessment centres for retail occupational programmes

Youth Month is about commemorating the youth of 1976 and their contribution towards attaining the freedom we enjoy today and also to celebrate the youth of today. Their contribution has ensured that young people can take up space as leaders in the boardrooms of companies including government. OD process recap… We are now a year and eight months on our restructuring journey to move our good organisation to a great SETA that it can be! The structure is taking shape every week with each new appointment or advert.
WHAT? The W&RSETA is implementing a decentralised service delivery model to strengthen the capacity to deliver at the coalface of skills development – the regions. This model requires an organisational restructuring to ensure that we respond to stakeholder needs. The restructuring is based on the principles of job security, fairness and consultation as well as consideration of other key imperatives such as employment equity.
