Commitment to achieving net zero The Housing Network (THN) remains committed to providing more than a roof to some of the most vulnerable in our communities. We believe that everyone deserves a safe, stable place to call home, a place where they can rebuild their lives and look to the future. At the same time, we all share responsibility for the planet we call home. As the climate emergency continues to unfold, THN is fully committed to ensuring more than our future, recognising that our environmental impact affects everyone. We are proud to have collaborated across the organisation to further develop and embed our Net Zero Commitment, a genuine pledge to understand our impact and work innovatively to reduce it over the coming years. Current emissions will be compared directly with the 2022/23 baseline to assess progress.
Understanding where we are Our journey begins with understanding our current position. For the 2023/24 financial year, we have carefully measured our total emissions using established methodologies. Our assessment considers all three Greenhouse Gas (GHG) emission scopes, including a defined set of Scope 3 emissions: Scope 1: Direct emissions (e.g. fleet vehicles, organisational offices). Scope 2: Indirect emissions (e.g. purchased utilities and refrigerants). Scope 3: Defined and measurable indirect emissions (e.g. train and air travel). Following a thorough review of internal records and using the Carbon Trust SME Carbon Footprint Calculator, we have identified a total tCO2e of 168. This increase from last year is due to positive growth across our organisation, including more residents, expanded operational areas, additional staff, and increased resources as part of our mission to support even more vulnerable single people and families as part of our mission to help even more vulnerable single people and families. Our defined Scope 3 emissions continue to focus on organisational travel and air travel as a manageable sample of broader supply chain impacts. Our baseline position Our baseline emissions (146,000 tCO2e) are recorded for the financial year 1 April 2022 – 31 March 2023, and form the reference point against which we will measure our progress, which is calculated as 36.4kg per resident. Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions. Baseline emissions are the reference point against which emissions reduction can be measured.

Principles and approach Achieving Net Zero requires collective effort. THN is embedding three core foundations across our organisation, considering environmental impact alongside financial and social factors in all decisions: Communication: Transparent reporting, visible messaging, executive sponsorship, and consistent engagement with stakeholders. Efficiency: Targeting major emission sources, leveraging technology to reduce travel, and data-led improvements in resource use. Mitigation: Investment in senior leadership, ICT systems, and asset management to reduce emissions and explore future carbon offsetting. Activity and action Our early steps focus on continuous monitoring, feedback, and improvement: Communication: Maintain visibility across all communications, agenda items in executive meetings, and transparency in reporting. Efficiency: Reduce fleet emissions, optimise office energy use, and embed systems to capture and act on data. Mitigation: Resource senior management to lead Net Zero initiatives, invest in technology to increase efficiency, and evaluate residual emissions offsetting.
Looking ahead While most reductions will come from Scope 1 and 2 sources, we plan to expand Scope 3 coverage in the future. Accurate measurement and reduction of supply chain emissions will be a key focus between 2033 and 2050. By working closely with our teams, stakeholders, and residents, we aim to embed a Net Zero culture across the organisation, ensuring sustained progress.

Summary The Housing Network is committed to more than our future. With our updated baseline of 168,000 tCO2e (33.6kg per resident), clear principles, actionable strategies, and ambitious targets, we are taking steps to minimise our environmental impact while continuing to provide more than a roof for those who need it most. Together, we will deliver on our Net Zero Commitment by 2050.
Declaration and sign off This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and associated guidance and reporting standard for Carbon Reduction Plans. Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard and uses the appropriate Government emission conversion factors for greenhouse gas company reporting. Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements, and the required subset of Scope 3 emissions have been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard. In addition, the number of residents and properties within our portfolio grew, naturally resulting in higher overall energy consumption, travel requirements, and associated emissions.

The increase in total tCO₂e emissions recorded between 2023 and 2024 can be largely attributed to the organisation’s continued growth and expansion. During this period, The Housing Network experienced an increase in staffing levels and operational resources to meet rising service demands.
