LI Business News Honors Chamber President Phil Andrews at Executive Circle Awards. Phil Andrews is the president of the Long Island African American Chamber of Commerce New York State’s largest African American Chamber. Mr. Andrews has been named 2019 Small Business Champion by the New York District Office of the United States Small Business Administration. The New York District Office covers 14 counties in Downstate, New York.
