Legacy Provides Hope and Help for Families of Children with Autism When Robert Martinez came to Legacy three years ago at the age of 14, he didn’t like to talk to people, much less look them in the eye. “I couldn’t get him out of his room by himself,” says Idalia, his mother. “He was uncomfortable around other people. I wasn’t sure what was wrong.” The Behavioral Health team at Legacy diagnosed Robert with autism, and he soon began receiving treatment and attending support classes at our Southwest campus. “Many of our patients’ parents had never heard of autism before their child was diagnosed with it,” says Dr. Jeannette Valdivieso, Medical Director of Behavioral Health. “It’s important to diagnose a disorder like autism as early as possible, and unfortunately we’re often seeing children for the first time two to three years later than normal.”

Legacy’s Autism Support Program is driving healthy change by meeting patients where they are, and adapting our programs to fit their needs. “We provide in-house psychiatric evaluations and treatment, behavior therapy, and psychological testing to anyone who walks through our doors,” says Dr. Monica Garza, Director of Psychology Services. “Our program also has weekly autism social skills support groups and a bi-monthly support group for families that have proven incredibly successful,” Dr. Garza says. “All of these meetings are facilitated by bilingual providers, a crucial feature since the community surrounding this campus primarily speaks Spanish.” There’s still much to be done to expand the program, such as adding bilingual resources that can improve diagnoses, treatments, and outcomes. The Behavioral Health team plans to create a Legacy Autism Assessment Kit with evidence-based tasks, materials, and toys specifically designed to let us tailor our treatment and assessment of children with Autism Spectrum Disorders. The social skills support groups have brought great changes to Robert’s personality and outlook. Now 17, he’s independent, quicker to smile, and able to make his own meals and get ready for school without help. “He’s the best-dressed in the family,” says Idalia. “I’m optimistic about his future.”

Spotlight on Legacy’s Employees What is your job at Legacy? I have been the Autism Group Coordinator at Legacy Southwest for the past Emily Santiago two and half years, working with parents Autism Group of children who have autism and learnCoordinator ing disabilities. Our group, supported by a grant from the O’Quinn Foundation, meets twice a month to provide support to parents of children with autism and help them learn how to work with their children to improve their prognosis. When they first come in, some parents don’t want to accept the situation because they don’t understand the diagnosis. In most cases they feel very differently after spending time with other parents who’ve shared their own stories. They find comfort in hearing about other people in similar situations, and that keeps them coming back week after week. One of the largest hurdles for parents is working with their children’s schools, in part because they don’t always understand the laws regarding special needs children. The schools must provide speech therapy, occupational therapy, and time in specialized classes, but they must provide time in mainstream classes, too. Parents also need to learn what they can do at home to complement school activities.
Why are these autism groups so important to the Southwest community? We are seeing a growing number of children every year developing autism. It’s important that parents have their children tested early so they can begin interventions early. In addition, many of our patient families speak only Spanish, so we offer the groups in Spanish. What is the best part of your job? I like to help people and this job lets me focus on families with children with disabilities. I think it’s very important to recognize that each child is unique and that we must respect and love them without comparing them to others. My own child has childhood apraxia of speech, a motor speech disorder in which the child has difficulty saying sounds and words. She understands Spanish and English, but she can’t physically talk. I know how difficult it can be to live with a child with special needs, and how hard it is to find information and know what to do. I am happy when the parents feel comforted. They tell me, “I know now what to do. I know how to help my child. I feel better about how my child will adapt to different areas.” It’s incredibly rewarding to not only make a difference, but to see on a daily basis the impact our work has.

It probably goes without saying that we at Legacy are strong believers in the Affordable Care Act (ACA). We work every day to connect our communities Executive Director to healthcare, and a federal law designed to help us do just that will always have our full support. We don’t just talk about our high regard for this law; we back it up by actively helping our patients and clients register for the health plan that’s right for them. From October 2014 through February 2015, for example, we helped more than 2,500 Texans navigate the sometimes complex healthcare insurance marketplace. We successfully submitted just over 2,000 ACA applications and, thus far, have helped more than 1,700 people join an insurance plan. But we can do more.
Medicaid expansion is a hot button topic right now, and with good reason. The ACA includes a provision that allows states to expand their Medicaid coverage to include anyone at or below 138% of the federal poverty line. States that chose not to expand Medicaid made it more difficult for those already uninsured to secure adequate coverage. These states also made it more challenging for low income HIV-positive individuals to receive medical care. Legacy’s history as an HIV/STD clinic and our current status as a comprehensive community clinic meant that we were particularly interested how the State of Texas would approach this important issue. Texas declined to expand Medicaid. As we so often do, Legacy formulated a plan to fight for our patients’ rights. We had a strong presence in Austin on February 18, 2015, for the Texas HIV/AIDS Coalition Advocacy Day, and met with state legislators to make the case for expanded coverage. Legacy employees and volunteers spoke passionately about their experiences working on behalf of underserved and underinsured Texans. We outlined how Medicaid expansion would make a real, tangible, and meaningful difference in the lives of not just our patients, who now number in the hundreds of thousands, but in the lives of all Texans. But we can’t continue this fight alone. We need the help of people like you, people willing to write letters, send emails, or pick up the phone and call your representative to advocate for change. Together, we can give a voice to those who struggle to be heard and champion a cause that will benefit Texans from Brownsville to Amarillo, and from Texarkana to El Paso.
Getting to Zero: Legacy Takes Action at the 2015 Texas HIV/AIDS Advocacy Day Someone in Greater Houston contracts HIV every seven hours… Heterosexual contact accounts for about one of every four new HIV diagnoses… 80% of new HIV diagnoses are in young adults under 29… These sobering statistics aren’t about some far off place; they all apply to the state of HIV right here in Texas. Although the virus isn’t the death sentence it used to be, HIV is still a health concern that is often misunderstood by the public and our public servants. Educating our state’s top officials was the goal of the 3rd Annual Texas HIV/AIDS Advocacy Day at the Capitol on February 18. More than 50 activists from Houston, Beaumont, Austin, San Antonio, and Dallas joined Legacy Community Health Services to talk with our legislators about issues concerning the HIV/AIDS community. This day began with training to cover the issues:
Senate Bill 194, a bill introduced by State Senator Ellis, would mandate opt-out HIV testing as part of the routine medical screening for health benefit/insurance plans. Under the bill doctors would tell patients they will be tested, at which time patients may decide to opt out.

A Texas solution to Medicaid expansion, providing coverage to those who otherwise cannot afford it or are not eligible for Medicaid. “Local property taxes are already paying more than $1 billion for indigent healthcare services in their counties each year,” said Jennifer Banda of the Texas Hospital Association. “We need to bring Texas tax dollars home to provide care to Texans.” Continued state funding for HIV medication, treatment, and prevention. Three in four people are not accessing the spectrum of care they need to lower their viral load so they can stay healthier longer.
Participants met with 35 senators, representatives, and staff to promote HIV/ AIDS education. “The face-to-face testimonies are important to legislators who are juggling several issues,” said Representative Senfronia Thompson. “You have an impact on people who may be unaware, but are sensitive to wanting to do something about important issues that impact people around our state. Early awareness is always critical.”

This year’s Advocacy Day was the first to feature a strong social media effort. The goal was to include others unable to attend, and share top issues with Facebook and Twitter users. Legacy tracked our outreach using the hashtags #TXHIV and #Get2Zero.

Legacy Events & Community Outreach Legacy in Beaumont Legacy’s Beaumont employees drive healthy change with community outreach and screenings. The team offered screenings and scheduled adult primary care and OB/GYN appointments at the St. Katharine Drexel Health Fair.
Adult Literacy and ESL Legacy Adult Literacy students were awarded adult education certificates after completing training at Legacy. The certificates pave the way for GED classes and higher education.
Legacy’s Director of Public Health, Maria Cantu-Ondarza, received recognition from the Mexican consulate for her outstanding leadership and support of the Literacy Program at Legacy Southwest.

ERSICSS chooses Legacy as 2015 Beneficiary Did you know three out of every five Houston area children don’t have the expected reading-readiness skills upon entering kindergarten? Reading proficiency by the end of third grade is a crucial marker in a child’s educational development, and too many of Houston’s next generation are being left behind. These are two of the reasons we’ve launched the Legacy’s Little Readers program. Children between the ages of Legacy Southwest Pediatrician, six months and five years will receive a free, age-appropriate Dr. Salma Vawda, reads a book (in English or Spanish) at each well-child visit. We are grateful and excited that Empire of the Royal Sovereign and Imperial Court of the Single Star of Houston Incorporated (ERSICSS) has chosen Legacy and its Body Positive Wellness Program as one of its beneficiaries for 2015! ERSICSS, an organization of entertainers and volunteers, participates in and organizes events through the year. Its mission is to sponsor, support, and promote community charitable and educational programs and efforts; to promote and recognize community leaders; and to promote harmony among the people in the community. Legacy representatives were on hand when the announcement was made at the Royal Investitures of the Reign XXXI, with Emperor Susan Hayes and Empress Angela Mercy presiding. “For over thirty years, this hard-working group of people has helped many organizations in Houston,” said Tim Martinez, Sr. Director of Development. “We have a long and proud history with ERSICSS and are honored to be a beneficiary.
