One on One with Bobby Hilliard The top job at Legacy, the largest Federally Qualified Health Center in Southeast Texas, isn’t one to be taken lightly. Leading an organization more than 200,000 people each year rely on for their health care is a great responsibility. But that’s what Dr. Robert “Bobby” Hilliard, Jr., Legacy’s new CEO, signed up for, and he’s more than up to the challenge. “I’m a third generation Texan who has called Houston home since 1997,” says Hilliard, “so I’ve known about Legacy for a long time. In fact, I inquired about volunteering my medical services to the organization back when it was the Montrose Clinic.” He eventually served on Legacy’s Board of Directors. “Working with low-income families, helping them get what they need, is a passion of mine,” says Hilliard, “And there’s no better place in Houston to accomplish this than Legacy.”

This passion for helping people has led Hilliard from the Board room, to the exam room, and even to the halls of Congress. “I was a registered lobbyist for a time, and in that role I spoke to Senators and Representatives about, among other things, the importance of Medicaid,” Hilliard tells us. “I spoke about the hugely positive impact Medicaid has on families struggling to make ends meet, as well as the program’s impact on organizations that try to do a lot with a little.” Legacy sees almost 60,000 Medicaid patients per year, so Hilliard’s understanding of all sides of this issue makes him a true asset. Looking forward, Hilliard wants to see Legacy continue to innovate so that we stay on the cutting edge of
health care. “We have a Board of Directors that has been incredibly supportive during this transition [to a new CEO],” he says. “We have a management team that is constantly looking to the horizon to identify the next thing that will help us anticipate what our patients will need three to five years down the line. And we have an exceptional staff in place that is able to adapt to new advances in health care and find ways to reach more and more underserved communities.” Hilliard is excited about Legacy’s ongoing transition to value-based care, as well as new technologies that give patients a better view of their overall health so they can be proactive about accessing our services. So yes, steering Legacy into uncharted territory is a monumental task, but Hilliard is confident in his ability to persevere. “My partner and I raised two sons who are now 25 and 18, so I know I can take on most challenges,” says Hilliard. “Now is the perfect time, and Legacy is the perfect place, for me to start giving back to the state that gave my family so much, and to continue helping people in need stay happy and healthy.” Learn more about Dr. Hilliard in a candid conversation with Legacy Chief Development Officer Chree Boydstun. Cindy Garza Roberts, former Legacy board member My cousin died of complications from AIDS, and before he passed I committed to him that I would get involved, and be his voice as well as part of his legacy. Because of that commitment, I served on the board, and I purchased a brick with his name on it when Legacy built the Montrose Campus. People needed to know AIDS not only affected the person, but all of their family and friends. And Legacy was helping them.

Lynne Tyer, former HIV educator and Legacy Sr. Director of Development: Some of the people we’re seeing in the COVID pandemic were involved in HIV medication research and treatment. Anthony Fauci worked with AIDS activists to change the way the government handles clinical drug trials, giving more patients access to experimental HIV/AIDS treatments. He worked to fast track more medications to the point of getting them out quicker, not to circumvent any of the procedures that keep medications safe, but to be able to release medications quicker to the public. Dr. Natalie Vanek, Legacy physician: I keep this old chart on my wall of HIV medications that shows how many pills people used to take for HIV – up to 16 every day. Now, we can give them one pill. It’s an astounding transformation. We have an amazing program with medications like PreP and PEP that can prevent HIV. I’m so proud of it. Bryan Hlavinka, Legacy Endowment board member: 40 years have gone by, and perhaps in the next 40 years we won’t need as many HIV treatments. Medication and care will evolve, much like Legacy has: growing to meet the needs of the community.

Every human being deserves an equal chance at success, and the support that we provide to schools, students, and their families helps move the needle in that direction. Jani Lopez, former Legacy board member: When I was chairing the development committee, I encouraged the team to think, “What is the next big idea that will create a stronger image for Legacy?” That was how we started the Frank Billingsley Golf Classic, and building new corporate alliances with Shell and other companies. Bob Lawson, former Legacy board member: My six years on the Legacy board were some of the most impactful and fulfilling years in my life. The board dreamed big dreams for its growth, built a foundation for its financial strength, and adopted a new name that honored its past. We will always be proud that our names are on the donor wall at the Montrose location and my mom’s name is on one of the pavers. It’s very special to me. Daniel Ford, CHRISTUS Southeast Texas Health System & Legacy Beaumont advisory board member: CHRISTUS Health provided a grant of $375,000 to Legacy in 2012 to help bring their presence to Beaumont. In addition to providing crucial health care to HIV/AIDS patients as their original focus, Legacy has increasingly expanded by leaps and bounds to serve patients of all backgrounds in need of basic primary care, OB care, dental care and many other services. These are patients that would otherwise not have a “medical home” and end up in the revolving door of our Emergency Room.

Congresswoman Sylvia R. Garcia: Legacy’s response to COVID-19 has been unparalleled. I have been proud to work with Legacy hand-in-hand throughout the last year, delivering thousands of masks to Legacy’s medical team in Houston’s East End, Northside, and Southwest communities, and working with the agency’s medical teams to provide vaccine events across Houston. Tanner Williams, Past President of the Diana Foundation: The Dianas are the oldest gay organization in the United States. Our first president, Charles Hebert, believed that we needed some type of health services organization that was going to be center stage in the community to provide services. Legacy fulfilled that dream. Theirs is a place people can go and seek refuge and resources, and the Dianas have been proud to support it.
