Stafford schoolboard urged to protect LGBTQ students TRACY BELL

ommunity members, many dressed in purple clothing, addressed the Stafford County School Board on Tuesday about the importance of protecting all students from discrimination. About 20 speakers addressed the school board, many urging board members to amend a written non-discrimination schools’ policy to fight back against prejudice and protect all of its students. They sought to add gender identity and sexual orientation to the school division’s policy. Speakers discussed their fears about potential and in some cases current bullying, and a lack of acceptance and support for lesbian, gay, bisexual, transgender and questioning students. They asked SCPS to support them and keep them safe. At the start of the meeting, school board Chairwoman Holly Hazard, Hartwood District, read a statement denouncing prejudice and hate. Hazard said that SCPS seeks to teach its 28,600 students about the limitless power in their potential and their ability to fulfill that potential. “That quest should not be derailed by acts of hate, bullying, intolerance or prejudice,” she said, noting that the school division appreciates the rich diversity of Stafford County. “All means all,” she said, and SCPS “wants a safe environment for all students and staff.” Hazard added: “To create a society and community free of discrimination in any form

ATM skimmer used at BB&T in south Stafford The Stafford County Sheriff ’s Office is investigating a series of fraudulent ATM withdrawals from BB&T customer accounts, Stafford County Sheriff ’s Office spokesman 1st Lt. Eric Quinn said. The sheriff has taken more than 30 fraud reports related to BB&T accounts since Sept. 10. All victims recently conducted business at the BB&T branch at 375 Chatham Heights Road, and the sheriff ’s office speculates that a skimming device was illegally placed on the ATM machine. Skimming devices are used by thieves to collect personal account information. These devices read and save the users card number and pin code, which is then replicated into a counterfeit copy for theft. Anyone who has information about who committed this crime is asked to contact the Stafford County Sheriff ’s Office at 540-658-4400, Stafford Crime Solvers at 540-659-2020 (where callers may remain anonymous) or TEXT “Stafford” + your tip to CRIMES (27463). Anyone who believes they are a victim should also contact the sheriff ’s office.

The day we learned to be afraid It’s been 42 years since two little girls had lunch at Wheaton Plaza in Maryland and then disappeared. In those days things like that didn’t happen. DAVID KERR Oh sure, there were crimes, many of them scary, but there was still a feeling that the world was safe. Children could play outside, roam at will, and yes, even venture off to a neighborhood mall by themselves. It was 1975 and I remember it all clearly. I was 16. The story dominated local news and received nationwide coverage for weeks. In fact, it never really left the region’s collective mind. The children were two sisters, Kathryn and Sheila Lyon, ages 10 and 12, respectively. Their father, John Lyon, was a prominent radio personality on WMAL. In those days WMAL was the most listened-to radio station in our region. He was well liked and his show was wholesome. It didn’t seem right that something so terrible could happen to his family. The girls have yet to be found and the case remained open all these years. However, law enforcement, to their credit, never gave up. There were thousands of leads, interviews and more than a few people of interest. But, alas, none ever panned out. The evil mystery continued. Fortunately, three years ago, these dogged policemen got a break. They reexamined old evidence and their hard work took them to a jailed sex offender in Delaware and to his relatives and friends

Things to say when ‘Officer Charlie’ calls you It seems to me…I haven’t made any progress in my attempt to stop the evil empire of telephone solicitors from calling both my cell phone, my HARVEY GOLD wife’s or our landline. We not only get human and “robo” calls, but now we are getting text messages. While it may sound as though I’ve become paranoid, it’s not my imagination and I’ve kept a log so that I can follow the situation. And my simple research indicates that reporting these electronic highwaymen may only encourage them to find the time and ways to not only continue calling but to be more aggressive in their nefarious methods. Letting the phone ring without answering it when you identify these telephone intruders doesn’t work at all. They just call again and again and again. This is not unique to only callers selling a product. Charities can be equally persistent and recently even more aggressive, rude and obnoxious. I know I’m not alone in experiencing this constant telephone home and

privacy invasion. My friends also report suffering with these invaders. Some have just stopped answering the phone after recognizing the number or name. Last week, after not answering a caller earlier in the evening whose area code was from San Diego, California, I was awakened later at 10 minutes after midnight by a “robo” call about fixing my computer. Some other totally nuisance calls have included pests trying to sell me a walkin shower/tub, reducing my non-existent student loan and the foreign accented people who want to fix my computer. There were several even more disturbing calls from a “robo” someone who identified himself as “officer Charlie Williams” and claimed my computer had been hacked and would be fixed if I called a number he provided. I have sought help and called the Stafford sheriff ’s non-emergency number as suggested by a friend of mine who suffered from the same problems. I was told that I should go on-line and enter “blocking unwanted telephone calls.” From this advice I found that, for $99.99 (reduced from $149.99 and with free shipping) I could buy a “CPR V5000 Call Blocker that promises to “Block All Robocalls, EDUCATION

Political Calls, Scam Calls, Unwanted Calls. Block All Nuisance Calls at The Touch of a Button.” While this device might do the trick, I fear this will just get me on another list for other calls. Our government offers help if I sign up for The National Do Not Call Registry. The website says: “You can register your home or mobile phone for free.” But it advises that, “After you register and are on the registry for 31 days other types of organizations may still call you, such as charities, political groups, debt collectors and surveys.” In that event, it says “… you should report it to the FTC National Do Not Call Registry.” This sounds like a Congressional committee wrote it. The site also provides for “Sellers and telemarketers” to register, and they must abide by rules and regulations that require, among other things, respecting the wishes of folks who have signed up on the do not call list. Who are you kidding? Why would any of the creeps who continue to call me ever take that pledge? Their business requires that they be invasive, rude and obnoxiously persistent. government agencies and major corporations have been hacked on a grand scale, I don’t want to risk having my name and contact information out there waiting for some scoundrel to obtain. Another reason is that friends tell me it doesn’t help. I’ll let you decide if you want to register. Now, I’ve come up with my own methods of combating these nefarious people. When I receive one of these calls and the caller asks if I am Harvey Gold, I say no and tell them he moved and is in the witness protection program. Also, if I am in the mood, I just say, in a loud voice, “CAN YOU TALK LOUDER?” And then just keep repeating, “CAN YOU TALK LOUDER” until they hang up. When I don’t have time, I simple say, “Excuse me but I am on another call, give me your telephone number and I’ll call you back.” Sometimes I ask for their home phone so I can reach them anytime. I also have

told them to call me back on the number that the man claiming to be Officer Charlie Williams gave me to fix my computer. For those callers who want to sell me a back or leg brace or something for arthritis, my reply has been, “Are you kidding, I’m a member of the Lower Slobovian Olympic pole vaulting team.” All these approaches do bring on a quick dial tone. “Robo” calls are a bit more difficult to deal with. However, when they tell me to press “1” to be transferred for further details, I press “1” and when the person answers, I say, in my best “robo” voice, “This is a recording, press ‘1’ for further details.” I don’t know if any of my remedies will stop these people from calling, but it does provide me with a bit of satisfaction and beats watching TV. Stafford public schools maintain full accreditation All 30 schools in Stafford County Public Schools earned the highest accreditation rating of “Fully Accredited” for the 2017-2018 school year, according to the Virginia Department of Education State Accreditation Report. “Our teachers, staff, and school administrators do an exceptional job preparing our students to be successful on SOL assessments,” schools’ Superintendent W. Bruce Benson said. “We will continue to strive for excellence, on SOL assessments and beyond, ensuring our students are prepared for further education, work, and citizenship.” As Virginia transitions from the Elementary and Secondary Education Act of 1965 (ESEA) to the newly authorized Every Student Succeeds Act of 2015 (ESSA), federal accountability targets will not receive reports for the 2017-2018 school year. State Accreditation Determinations will remain based on the state’s Standards of Accreditation (SOA). Public schools in Virginia are designated with annual accreditation ratings by the state, which are based on Standards of Learning test scores from the previous school year. Accreditation ratings are based on student achievement on the Standards of Learning in English, History/Social Science, Mathematics, and Science.

Stafford commemorates 9/11

Stafford County hosted a commemoration ceremony Monday, marking the 16th anniversary of the attack on The Pentagon and the Twin Towers of New York's World Trade Center. County supervisors’ Chairman Paul Milde officiated at the morning gathering of some 50 people at the government center. Sheriff ’s Office Lt. Deuntay Diggs sang the national anthem to begin the ceremony. After introductory words and a prayer by Milde for those lost at the Pentagon, World Trade Center and in Shanksville, Pa., Sheriff David Decatur shared his thoughts and then turned the podium to Fire and Rescue Chief Mark Lockhart for his remarks. Fire and rescue honor guard commander Denny Kelly Jr. rang four sets of five bells to honor the victims of 9/11. Five bells signify a completed task. The “last alarm” of five bell rings is used at funerals of fire personnel. Taps played by Deputy Jason Aubry concluded the ceremony.

Three games into its season, North Stafford has done what it expected to do: Start off 3-0. The Wolverines have defeated teams who are a combined 0-9 by outscoring them 149-33. North Stafford faces another winless team Friday when its hosts 0-3 William Fleming from Roanoke. In preparation, head coach Joe Mangano will remind his players of the importance of staying focused instead of becoming complacent. It’s a point he’s emphasized again and again as the Wolverines opened up with wins over Osbourn (56-15), Briar Woods (45-6) and Potomac (48-12). “We’ve won and won big,” Mangano said. “But we should have. The fight is against ourselves.” North Stafford returned most of its players from last season and haven’t missed a beat, especially on offense with the blocking up front and the running of quarterback Devin Ravenel and running back Devyn Ford. The two are each averaging 10 yards a carry and have combined for 19 touchdowns. Ford, rated the nation’s top running back for the class of 2019 by Rivals.com, has 14 total touchdowns, including one off a kickoff and another off a punt. As two of the team’s four captains, Ravenel and Ford have led by example in keeping the team grounded.

The James Madison University women’s soccer team lost several key senior starters from last year’s team. But the current sophomore and junior class has formed a strong nucleus, according to Colonial Forge High graduate Stephanie Hendrie. And Hendrie is a large part of that core as a junior now in her third season with the Dukes. “I have the most experience in the midfield,” she said. “It is a lot of pressure to show the girls the ropes for those that have not played there.” “We actually lost about five seniors who started,” added midfielder Hendrie, who made 19 starts last season. “But this year all of the underclassmen who are juniors and sophomores … as a group, we are doing a lot better than we did last year. Our team is younger.” JMU was 9-11 overall and 5-4 in the Colonial Athletic Association last season and lost to No. 2 seed Drexel 2-0 on Nov. 4 in the CAA tournament. The Dukes, when Hendrie was a freshman in 2015, were 14-7-2 overall and 5-22 in the CAA. “We always have a rivalry with William and Mary. And Northeastern, they won the CAA last year. It would be nice to win it this year,” Hendrie said. The Stafford resident has been called on to play more of an offensive role this year. “If you look at the cast of midfielders right now, she is the one who has logged the most game-time experience,” said Dave Lombardo, the veteran head coach at JMU. “She has the game experience that we look for. She hates to lose a game of cards, never mind a soccer game. She trains the way you like a kid to train. She has a big motor. She will go from sideline to sideline.” And Hendrie has adapted. “My freshman year and last year I played more of a [holding] center midfield. This year I am attacking [the goal] more as a center midfielder,” she said. “We are all figuring out our role in the middle. I feel like we mesh really well.” Hendrie was very interested in attending college at the University of Pennsylvania. Then the soccer coach left and she began to look at other schools. “I was not even looking at JMU but I was sold after seeing the school. I knew that was the school I wanted,” she said. Hendrie comes from an athletic family. Her father competed in rowing in college while her mother played basketball. Her older sister took part in rowing at the University of Virginia. This year JMU began the season with a 4-3 overtime loss to Boston College on Aug. 18. The Dukes bounced back to win their next three games: 4-0 over Providence on Aug. 20, a 3-1 win over Villanova on Aug. 24 and a 2-1 win over state foe Richmond on Aug. 27. Yankees in Falmouth host Confederates at annual gathering Yankee and Confederate re-enactors shared the land around the Moncure House in Falmouth over the weekend, with only a few skirmishes— and those were for the benefit of visitors to the annual campin and historical exhibition dubbed Yankees in Falmouth. Both sides pitched tents that were replicas of the shelters used during the Civil War. Several re-enactors presented demonstrations on specific professions during the war, including a physician, an embalmer and a washer woman. The near-by Shelton’s cottage gave visitors a realistic view of the living conditions available to area residents in the late 1800s. R-Board ends fiscal 2017 with increased cash reserves

The Stafford County, Fredericksburg and the Rappahannock Regional Solid Waste Management Board, R-Board, announced a financial recovery in fiscal 2017 for the regional landfill, Stafford County information officer Shannon Howell said. The landfill had faced declining revenues which dropped the reserve fund below a safe threshold, while at the same time facing capital expenses to construct new solid waste disposal cells. Also, the Virginia Department of Environmental Quality notified the R-Board that it exceeded the 25 percent state-mandated minimum recycling rate by recycling 41.1 percent of materials. The R-Board reduced the budget, and the two participating localities passed ordinances to keep solid waste from leaving the region for private landfills. The two localities also provided financing for the recent solid waste cell expansion, the permanent closure of recently

filled landfill cells and purchase of a large piece of landfill equipment. The board also instituted fees for residents to use the residential and the commercial dump facilities. As a result of these measures, the board increased cash reserves by some $2.2 million in the last two years and placed over $1 million of that into the reserve investment fund, the first increase in this fund in over 10 years, Howell said. “The last two years of landfill management have been a great success story,” said Paul Milde, chairman of the Stafford Board of Supervisors and of the R-Board. “A few years ago, the financial situation was very different. This group of leaders from Stafford County, Fredericksburg and the R-Board worked successfully to find a sustainable way to provide solid waste service to our residential and commercial customers for years to come.”

begins with awareness, understanding and empathy.” Despite the statement, speakers said that they seek a more solid backing to make them less vulnerable to harassment, discomfort and incidents that put them at risk. Some speakers mentioned that transgender students being made to use isolated bathrooms is a violation of human rights. Stafford is just one of a few localities in Virginia taking that approach. Several people, including gay and transgender speakers, spoke to the board about their own experiences. Some spoke about the elevated suicide risk to LGBTQ students or the lack of acceptance in communities, schools and often in their own families. They shared stories of their suffering and a common hope that the up-and-coming generation can avoid such heartache and be allowed to be their true selves. Discrimination against anyone is wrong, they told the board, pleading to its members for help. Amy Adams, president of Equality Stafford and a former student in SCPS, said she has three children who attend SCPS — including one transgender child whom the school board voted to “ban from gendersegregated facilities in 2015,” in favor of a bathroom used for staff. “You have students that feel left behind and forgotten,” she told the school board, noting that the group’s plea is about much more than restrooms. Adams was one speaker who asked for protection in place in the form of adding sexual orientation and gender identity to the schools division’s anti-discrimination policy to protect students and staff. She also asked for training for staff to advocate for and support LGBTQ youth and an advisory committee that would research and report to the board issues that LGBTQ and minorities face.

Equality Stafford is a community of parents, students and allies in Virginia seeking inclusive policies for LGBTQ students and staff in Stafford County schools. Several speakers expressed concern about a recent Snapchat post that depicts Stafford students burning a rainbow-colored flag. Willow Woycke of Herndon, a transgender woman, told the school board that in childhood she did not have a choice to identify as transgender. Instead, her only choice was to hide her true self. She spoke about “the simple fear of not knowing if the next person you meet will accept you,” the joy she sees in transgender children in moments when they can be themselves and the fear in their eyes when they cannot. Also at the meeting, the board heard a summary of a teaching and learning summit held June 26-29. The summit drew 500 teachers and included 138 leadership and support participants, according to Jan Streich, executive director of learning and organizational development for SCPS. Another teaching and learning summit is planned for June 25-28, 2018. Also at Tuesday’s meeting, the school board adopted its fiscal 2019 budget priorities. They include funding the teaching and learning summit, reducing classroom sizes, providing a market-based compensation system for all SCPS employees including a 1 percent increase for all employees; establishing cyclic replacement funding levels; and developing a funding agreement with the Stafford County Board of Supervisors that provides the school board with a predictable level of funding. It also includes monitoring spending and funding with particular respect to salary lapses,and funding a Focus teacher in each elementary school and diagnostician staffing in those schools.
