SHERIFF’S BRIEFS MAN CHARGED WITH SHOPLIFTING AT TARGET A man was arrested June 21 and charged with shoplifting at North Stafford’s Target, located at 1090 Stafford Market Place, according to the Stafford County Sheriff ’s Office. Austin Jacob Baxter, 22, of no fixed address, attempted to run from deputies after a loss prevention employee alerted the authorities. The employee saw Baxter cutting wireless headphones from a secure rack in the electronics department and concealing them in a backpack he was carrying. Baxter attempted to leave the store at the same time sheriff ’s office Deputy B.J. Reed was entering. Baxter saw Reed and fled back into the store. Reed and Deputy A.C. Wolford tried to apprehend Reed, who allegedly assaulted and struggled with both deputies. Deputy R.T. Kulbeth arrived to assist and they were able to get him handcuffed, according to the sheriff ’s office. Baxter, however, slipped one of his hands from the handcuffs and ran from the store. He ran across the store parking lot, down an embankment behind the store and across the southbound lanes of Interstate 95. He was ultimately apprehended in the center median of I-95 by Deputy A.S. Smith and his police dog, Lobo, along with Sgt. J.D. Floirendo. Baxter was charged with grand larceny, petit larceny (third or subsequent offense), two counts of assault and battery on a law enforcement Officer, obstruction of justice, fleeing from a law enforcement officer, escape, possession of burglarious tools and destruction of property. He was incarcerated at the Rappahannock Regional Jail under no bond. HEROIN OVERDOSE LEADS TO ARRESTS A Stafford man and a Fredericksburg woman were arrested June 25 after a heroin overdose at the Motel 6 in south Stafford, according to the Stafford County Sheriff ’s Office. Tara Michelle Sussman was charged with possession of a schedule I or II controlled substance (heroin) and possession of controlled paraphernalia. Cody Andrew Godwin was charged with distribution of a controlled substance (heroin), possession of a controlled substance (suboxone) and obstruction of justice. At 5:30 p.m., sheriff ’s deputies were dispatched to the motel, 401 Warrenton Road, for an unconscious woman’s drug overdose. Nasal Narcan was administered and Sussman, 31, regained consciousness. Godwin, 23, was found in another part of the motel complex appearing to be under the influence of drugs. He resisted being taken into custody, according to the sheriff ’s office. Deputies found heroin and suboxone on Godwin and found that Godwin had injected Sussman with heroin. Godwin was held at the Rappannock Regional Jail under no bond. Sussman was incarcerated at the Rappahannock Regional Jail in lieu of a $1,000 secured bond. — Staff report SPORTS

Soaring higher than Eagles mind, In his youth, Chris Greer earned 54 merit badges, a number his son Zac knew well. Until recently, Zac had earned exactly 55, one more than his father, even earning his Eagle Scout in 2013 at the age of 14, according to a news release. All these additional merit badges, 34 more than are required for Eagle, allowed Zac to be awarded six eagle palms. Each palm is for earning an additional five merit badges, actively participating in scouting and exhibiting leadership for an additional three months. Despite clobbering his dad in their friendly merit badge competition, Zac had never completed the snow sports merit badge, a badge his father had helped him start at the age of 12. “My dad kept telling me that I was going to turn eighteen, and I would always regret not getting that one,” Zac said. The reason? The Greers ski. Chris Greer is a former junior Olympic skier, and his children have grown up sharing his love of the sport. As his 18 birthday approached, Zac, a senior at North Stafford High School, decided to concentrate not on what gifts he would receive, but rather what gift he could give. As a gift to his father, Zac scrambled to find a merit badge counselor who could help him complete the missing requirements for his snow sports merit badge. He succeeded with only four

U.S. Navy Lt. Cmdr. Sean Ricks, a Stafford resident, will join more than 250 seriously wounded, ill and injured service members and veterans at the Department of Defense Warrior Games on June 30 – July 8 in Chicago. Ricks will be competing against athletes from the Army, Marine Corps, Navy, Coast Guard, Air Force and Special Operations Command. “I’ve been an athlete all of my life and thought those days were over after my illness and surgeries,” said Ricks. “The Warrior Games has given me a chance to realize that even though my participation has changed, I am still able to perform and compete. Being around other wounded warriors has been very therapeutic as we’ve all walked similar paths and it’s helpful to have someone that understands to talk to about it.” During the nine days Ricks will compete in cycling, shooting and swimming. “Our Navy athletes who are participating in this year’s Department of Defense Warrior Games are an inspiration for us all,” said Vice Adm. Mary Jackson, commander, Navy Installations Command. “Their involvement in the Games brings home the importance of the Navy’s adaptive sports program, which has a significant impact on a wounded warrior’s CLASSIFIED

recovery efforts. I’m looking forward to supporting Team Navy in Chicago this summer.” The Navy honors the sacrifices of wounded warriors from the Navy and Coast Guard by providing them topnotch, non-medical support through Navy Wounded Warrior – Safe Harbor. All enrollees in NWW are encouraged to make athletics a key component of their recovery efforts. By promoting wounded warrior participation in competitions like the DOD Warrior Games, NWW helps enrollees heal through adaptive sports. Ricks was selected for Team Navy after the competitive Wounded Warrior Trials in February at Naval Base Ventura County in Oxnard, California. Team Navy includes service members and veterans with upper-body, lower-body, and spinal cord injuries; traumatic brain injuries; visual impairment; serious illnesses; and post-traumatic stress. These games provide an opportunity for athletes to grow physically, mentally and spiritually from the sportsmanship and camaraderie gained by representing their respective service teams in a friendly and spirited competition. It is an opportunity for athletes to showcase their enduring warrior spirit in the presence of their families and grateful nation. “I come from a Navy family so the desire to serve runs deep,” said Ricks. The pursuit of happiness. They are the three words that close the second paragraph of the Declaration of Independence. This DAVID KERR section of the Declaration, perhaps the most memorable of the entire document, states “…that we hold these truths to be self-evident, that all men are created equal, that they are endowed by their creator with certain unalienable rights that among these are life, liberty and the pursuit of happiness.” It was remarkable enough for the Founding Fathers to declare the equality of mankind and the sanctity of natural rights, but the closing phrase did something that no government document had ever done: That’s to state that the pursuit of individual happiness is a right of humankind. It’s a reference that doesn’t get the consideration it deserves. Consider the seriousness of the people who wrote it and the way they viewed self-government. These words, contained in an already profound statement regarding individual rights, offer a unique insight into the minds and the vision of our founders. What makes this statement so unique is that it stated that happiness, perhaps one of the most challenging notions there is to explain, is up to the individual to define. It isn’t a government responsibility,
but it is something that every individual has a right to seek on their own. This kind of thinking is indicative of the Enlightenment, the period of awareness and learning that at its height in the late 18th century gave rise to such notions as republican government, intense questioning and natural rights. Happiness existed, but since it was changeable, and by its nature unique to each individual, the only thing the government should do is to allow each individual to pursue that goal the best way they could. It’s been argued that the phrase was nothing more than a place holder. However, that’s unlikely. These men weren’t given to throw away phrases. While one of the earlier drafts had said “life, liberty and property,” at Ben Franklin’s suggestion, and with the ready concurrence of the Declaration Committee’s other members—Thomas Jefferson, John Adams and Roger Sherman —the phrase was changed to include “…the pursuit of happiness.” The Congress debated the Declaration for two days. They made dozens and dozens of changes, but the reference to happiness remained as it was. The Declaration of Independence, for all its fame, has no force of law. Many people are surprised at this, but it was not intended to be legislation, but rather a statement of the principles behind the Revolution. However, while that somewhat imprecise phrase about happiness may not have force of law, in the years
since 1776 this phrase been used to support all sorts of causes where the rights of the individual are in conflict with prevailing notions of society or the law. They have been repeated and discussed in debates in Congress, noted in Supreme Court decisions, and in speeches and discussions all over the world. Happiness, personal happiness, is hard to define and almost impossible to guarantee. But that wasn’t really the point. The objective in their revolutionary philosophy was to state that no government, whether it was Great Britain or something homegrown, should place unreasonable barriers and restrictions on its citizens that limit their potential fulfillment or happiness. Governments often attempt to try and tell us what will make us happy. However, the Founding Fathers would have readily reminded us that government can’t offer happiness. It simply isn’t possible. What’s more, when it tries, it usually fails. While having certain basic functions, which we will always be debating, sometimes the best course for any government, when it comes to assuring our personal happiness, is to stay out of our way and let each of us find it ourselves. It was a remarkable statement about individual freedom that was a radical concept then, and for many, still is today. The brutal attack by a demented gunman critically wounding Congressman Steve Scalise and others practicing for a congressional charity baseball game, tragically depicts the increasing level of vitriol and incivility besieging our nation since the election of President Donald Trump. For veterans, such events remain painful reminders of our need for vigilance and the right of self-defense. As final construction occurs at the brick and granite testimonial for our region’s veterans and their conflicts, carefully choreographed events are being staged for one-time warriors and families searching for serenity. For an area with 35 percent active duty military or veterans and their families,

dialogue by invited speakers or found in the book by retired Army Lt. Gen. H.R. McMaster, Trump’s national security advisor, perhaps will be the most critical stated in decades. McMaster’s painful words of controversial truth found in his book “Dereliction of Duty,” chronicles how President Lyndon B. Johnson, Defense Secretary Robert McNamara and others deceived the public and the nation’s military and premier defense tacticians, forcing our involvement in Vietnam. Such deceit lead to the deaths of 58,000 of my fellow brothers and sisters in battle. Marine Commandant Robert Neller is the main speaker scheduled for the Stafford event and his words will be as critical to a war weary community. And for local veterans, the heartfelt words from Neller or retired Marine Lt. Gen. Ron Christmas, who followed orders without question in Vietnam as I did, and as a member of the Armed Forces Commission appointed to create the memorial carries more sway than anyone. Christmas’s words in the form of a direct endorsement were paramount in our military heavy community to help elect Supervisor Bob Thomas as the GOP candidate in the 28th House District. Hopefully politics will be kept to a minimum as it’s a time for courageous EDUCATION

The majority attending will understandably be veterans, including mothers of the fallen, like Coleen Lamar whose son, Marine Sgt. Donald J. Lamar II, was killed in action in Afghanistan in 2010. Decades ago former board chairman Alvin Bandy, an army WWII veteran himself, shared with several planning commission members his dream of a local memorial honoring veterans. That desire was resurrected by the Lamar family searching for a way to honor their son with a possible street named after him. Judiciously the collective concept was expanded and has come to fruition with the memorial. But what will be mostly needed will not be the oratory of a Patton acolyte or the patriotic military band and color guard in the usual military tribute, but the need for quiet reflection. Words not from warriors, but from worshipers like Thomas’s 28th District Democrat opponent, Joshua Cole, who’s an associate pastor with Union Bell Baptist Church. YOVASO KICKS OFF TEEN SUMMER RETREAT Nearly 100 teens representing 30 Virginia high and middle schools arrived at James Madison University on June 19 for four days of educational and handson activities that focused on safe driving practices and the importance of making responsible decisions while driving.
Stafford County schools represented at the 2017 Summer Leadership Retreat were Edward E. Drew Middle School and Stafford High School. The retreat was sponsored by Youth of Virginia Speak Out About Traffic Safety and the Virginia State Police, and is funded by a grant from the Virginia DMV Highway Safety Office. High school students and their YOVASO club advisors spent the week learning about how to reduce crash risks, studying negative consequences of poor driving behaviors and training to serve as youth traffic safety advocates. Participants use the information to work in peer-to-peer programs in the schools to promote safe teen driving and help prevent motor vehicle crashes among teens. A variety of interactive, team-building events also took place including a lip sync battle, talent show, comedy sportz with a traffic safety emphasis and “The Amazing Race” around the globe. The retreat concluded with an awards banquet to recognize students, schools, administrators, law enforcement and business partners for their dedicated and outstanding efforts in 2016 and 2017 to prevent teen-related traffic crashes and fatalities on Virginia highways. Schools host teaching, learning summit Stafford County Public Schools hosted the 2017 Teaching & Learning Summit that brought together some 500 teachers, plus division leaders and staff, to share best practices and promote teacher leadership and teamwork. During the symposium June 26 to 29, participants spoke of the relevance of C5W, School Improvement Plan and G Suite for Education for themselves and their students, and how to incorporate this learning into their instructional practice, according to a news release. “Providing opportunities for professional growth is part of our recruitment and retention strategy,” Stafford County Public Schools Superintendent W. Bruce Benson said. “The summit is unprecedented in both scope and scale, as well as the focus on teacher leadership.” He went on to note that the interaction will have a positive impact on teaching and learning across the division. Several months ago, the SCPS school board voted to expand professional learning opportunities for all educators across the school division with the introduction of a teaching & learning summit. The four-day summit, “Learning Together, Leading Together,” is part of an ongoing investment in high-quality, adult learning for SCPS educators focused on teamwork, school improvement, and learning new tools and skills to support student learning goals identified in Stafford County Public Schools’ 2017-2022

Holland prepares for senior year with Princeton basketball DAVID DRIVER » BY For InsideNoVa
Last season was a challenging one for Colonial Forge High graduate Kenya Holland, a guard for Division I Princeton in college basketball. She missed several games in the middle of the season with a leg injury and had to watch as the Tigers struggled at times with a younger team than previous seasons. “I think I did well. I improved on some of things I have focused on, especially a leadership role,” she said Tuesday. “I tore my meniscus and was out for a good chunk of the season. That kind of hurt [development] but it made me want to come back [and] that has driven me since the end of last season until now.” And now the 5-foot-8 performer, who has played the point and off guard spot for the Tigers, is getting ready for her senior year at Princeton as one of three players who has been in the program for four years. The team was 31-1 in 2014-15 when she was a freshman and 14-0 in the Ivy League. But that team lost several key seniors. “That was a great class,” Holland said. “We took a little bit of a hit.” The Tigers were 23-6 overall her sophomore year and then went 16-14 overall and 9-5 in the Ivy League last season. “Last year when I realized I was an upperclassman that was kind of scary,” she
said. “To think I’m going to be a senior is crazy. More is expected from you, being more vocal and bringing [younger] people along. Last year I would say I had to find myself doing more [leadership] than I had the past two years.” This summer Holland is working on campus for the Office of Public Affairs and the Office of Communications. She hopes to come back to Virginia for a few weeks in August before school begins again. “I am doing administrative and secretarial work, and a lot of research for the Office of Public Affairs,” said Holland, a sociology major who has interest in law school one day. Some of her teammates are on campus this summer as well, and they are able to work out together. Sydney Jordan, a graduate of Stonewall Jackson High, was a sophomore for the Tigers last season. The Manassas resident played in every game and started 24 times. She was travel teammates with Holland while they were in high school. The head coach for Princeton is Courtney Banghart, a native of New Hampshire who was the Naismith Coach of the Year in 2015 with the Tigers. Holland played in 23 games last season as a junior for the Tigers and played 405 minutes and had 30 rebounds, 16 steals and 116 points. That was an increase over her sophomore year in 2015-16, when she played in 25 games and had a season-high four
assists at Rider on Nov. 24, 2015, and a career-best four rebounds at Marist on Dec. 29, 2015. Holland had 10 points in nine minutes of play against Columbia when she was a sophomore. She played a season-high 22 minutes against Harvard in her sophomore season. The Stafford resident played in 22 games as a freshman and made her college debut against Pittsburgh. She scored her first collegiate points against Duquesne, a member of the Atlantic 10 that is also in Pittsburgh. Her first college rebound was against Drexel, a member of the Colonial Athletic Association, while her first steal was against Montana. Holland was a four-year varsity player at Colonial Forge and was a captain for three years. She helped Colonial Forge to a firstever conference title as a freshman, a first regional crown as a sophomore and a first state appearance when she was a senior. Holland set a county mark with 90 three-pointers in a season and nine in one game. She was the district player of the year as a junior and ended her career with more than 1,000 points and 500 rebounds. Curtis Park Pool will be open from noon to 5 p.m. Woodlands Pool will be open from 11 a.m. to 5 p.m. STAFFORD OPERA TROUPE TO HOST SUMMER PROGRAM Stafford Opera Troupe will be hosting the 2017 Summer Opera Program at Mountain View High School from July 18 to Aug. 4. The program serves singers ages 15 and older with one-on-one voice coachings, group rehearsals, masterclasses and workshop sessions designed to prepare students for collegiate studies in voice. The tuition-free program will culminate in a public performance of Henry Purcell’s opera, “Dido and Aeneas” on Aug. 4. Applications are now open; singers may audition via recording to participate in the program and be cast in the opera. Volunteers founded the group in 2016 to nurture local singers to grow in an exciting and encouraging environment. The inaugural Summer Opera Program was held in 2016, culminating in a performance of classic opera scenes. The entire program was funded through community donations totaling less than $600.
