Supervisors agree to renovate schools, county courthouse TRACY BELL

he Stafford County Board of Supervisors agreed by a 5-2 vote Tuesday to approve its 2019-2018 Capital Improvement Plan, setting the wheels in motion for the renovation of Fredericksburg Christian School’s Stafford building. Supervisors Mark Dudenhefer, R-Garrisonville, and Cindy Shelton, R-Aquia, cast the dissenting votes on the CIP. The agreed-upon CIP was amended from an earlier phase-one plan for the FCS campus, which eliminates a 20-classroom addition previously considered. The amended version also reduces high school Number 6 plans by $20 million. The board deferred a vote on the CIP from its last meeting. On Tuesday, Dudenhefer said his no vote was due to a lack of attention in the CIP to transportation issues. There are “zero road projects” in this CIP, he said. “The single biggest problem in the county of Stafford, and our CIP or budget doesn’t address them one single bit, so I will be voting no,” he said before the vote. Shelton said she’d vote no because more preschools and early-childhood learning opportunities are needed in Stafford for the county’s youngest learners, who soak up so much knowledge before even entering grade school. The board’s vote also means that Ferry

.S. Sen. Tim Kaine kicked off his 2018 re-election campaign with a Meet and Greet at Adventure Brewery North on Thursday evening. Vangie Williams of King George County who is the first African American woman to secure the Democratic Party’s nomination in Virginia’s 1st Congressional District joined Kaine at the event. Stafford Democratic Committee Chairman Ben Litchfield discussed the Democratic Party primary wins before introducing Williams. The congressional candidate thanked the crowd for their support, especially for all the doors they knocked on during the primary. She went on to make a plea for

continued support, telling the crowd: “I’ve attended events in basements” and that no campaign event is too small to host. Williams introduced Kaine, who acknowledged her team of supporters who are called the “Vangelinas” and “Vangelinos.” Kaine said that Democrats are running in a mutually supportive manner in the 2018 General Election. “It’s got to be about Virginia; it’s got to be about the dignity of work,” Kaine said. Kaine spoke of working in his father’s ironworking shop and said people need to understand that not everyone has to go to college. He believes we need to get back to realizing the dignity of all types of work. “It’s got to be a Virginia that works for all,” he said.

“I love the final line of the pledge of allegiance ‘With liberty and justice for all,’ ” Kaine said. He believes the goal should be to be “all inclusive,” providing the same opportunities for all Virginians. Kaine spoke of some of the hateful rhetoric from his opponent, Prince William County supervisors Chair Corey Stewart, and said “Virginia is for Lovers.” Kaine has held elected office since 1994 in positions from city council to mayor to governor of Virginia before being elected to the U.S. Senate in 2012. He was Hillary Clinton’s running mate in the 2016 presidential election. Williams will be running against Republican incumbent Rep. Rob Wittman and she will be Virginia’s first woman of color elected to Congress is she wins.

They spoke about closets being used as offices, improvement plans getting kicked down the road for years and the courthouse not meeting legal standards for disabled people accessing the building. Man found in Walmart bathroom faces drug charges Deputies with the Stafford County Sheriff ’s Office arrested a Stafford man on drug charges after he used heroin and passed out in a Walmart bathroom, according to sheriff ’s office spokesperson Amanda Vicinanzo. He subsequently attempted to smuggle drugs concealed in his shoe into the jail. Deputy D.J. Taylor responded to a reported medical emergency at the store at 11 Village Parkway in the southern end of the county. When the deputy arrived rescue personnel were already treating a man. Taylor also saw in plain view several drugrelated items. Richard Carlton Garner, 29, was taken

into custody and subsequently admitted to using heroin. He was taken to a Magistrate’s Office and charged with possession of a controlled substance. During the intake process at Rappahannock RICHARD GARNER Regional Jail, a substance consistent with heroin was found in a clear plastic bag hidden in Garner’s shoe, Vicinanzo said. Garner was incarcerated without bond.

Stafford man flees deputies with pregnant passenger Stafford County Sheriff ’s Office deputies arrested a man who ran from them while under the influence of intoxicants Sunday night, according to spokesperson Amanda Vicinanzo. He had a pregnant passenger in the vehicle. Deputy J.A. Mangan tried to stop a vehicle with a defective headlight traveling south on U.S. 1 at 8:28 p.m. June 17. The vehicle accelerated and a chase started, prompting the deputy to radio for more units. The vehicle continued speeding and crossed the double yellow line into opposite lanes of travel to get around traffic in the area of U.S. 1 and Layhill Road. In the area of Truslow Road, the vehicle made a sharp right turn and crashed into a parked car. The driver got out of the vehicle and ran. The deputy caught up to him and ordered him to the ground. The man, identified as Joshua Stephen Jackson, 29, of Stafford, was taken into custody. The man’s license was revoked due to previous DUI charges. In addition, a search of Jackson yielded a small bag of marijuana and a search of his vehicle found an empty alcohol container.

Rescue was called to examine injuries he sustained during the crash and he was subsequently transported to Stafford Hospital. The passenger in the vehicle, who was five months pregnant, was also examined by rescue personJOSHUA JACKSON nel but she denied transport against medical advice. She told deputies she asked Jackson several times to let her out of the vehicle during the chase, and he refused. After Jackson was released from the hospital, he was transported to Rappahannock Regional Jail and incarcerated without bond. Jackson was charged with abduction, resisting arrest, destruction of property, driving with a revoked license, driving after forfeiture of license, driving under the influence, possession of marijuana, eluding police, hit and run, reckless driving and several traffic offenses.

A Fredericksburg man has pleaded guilty to running a drug-trafficking conspiracy and illegally dealing more than 200 firearms, announced the U.S. Department of Justice. According to court documents, beginning in August 2015 and continuing through his arrest in March 2018, Bobby Perkins, Jr., 29, supervised a conspiracy to distribute marijuana, ecstasy, cocaine, crack cocaine and heroin in Fredericksburg and Stafford County. Perkins routinely carried semi-automatic

pistols to avoid being robbed of drugs and money. He also supplied his co-conspirators with firearms, according to court documents. In 2015, Perkins also dealt firearms without a license in Stafford, Hanover and Henrico counties. He acquired and re-sold more than 200 semi-automatic pistols, at least 106 of which have been recovered by law enforcement, court records said. Perkins faces a mandatory minimum of 10 years and a maximum of life in prison when sentenced Aug. 31.

Stafford Democrats endorse Coen for George Washington supervisor The Stafford County Democratic Committee unanimously endorsed the independent candidacy of Thomas C. Coen for George Washington District supervisor at its general membership meeting June 9. Coen is currently serving as interim supervisor and is vying to serve out the remaining term of Del. Robert M. Thomas Jr., R-28th, who vacated his seat on the Stafford County Board of Supervisors following his election to the House of Delegates last year. The special election to fill the vacant George Washington District seat will be held Nov. 6. Coen faces Republican challenger Gordon Silver to fill the remaining

year left in Thomas’ term. “The residents in the George Washington District deserve a supervisor who will champion their interests on the Board of Supervisors,” said Stafford County Democratic Committee Chair Benjamin M. Litchfield. “Having reviewed Mr. Coen’s record as interim supervisor and as a member of numerous Stafford County boards and commissions over the years, including the Planning Commission, the Agricultural Commission, and the Stafford County Schools Capital Improvement Program Committee, we believe that Tom is the right person for the job.”

One school that the county is talking about is the “Sixth High School.” The rule of thumb is that there is a new high school student for every four houses. I think it’s higher in my neighborhood, but there is always a trade-off. Supervisor Tom Coen, I-George Washington, if the growth models indicate it’s needed, supports a high school, but he hopes there will be a more transparent process during its development. He thinks its current price tag at $141 million is way too high and can be brought down. Oh yes, and at the same time, we’re building and upgrading elementary and middle schools. It’s a complex and expensive problem. Most of our community recognizes that our school system has been and continues to be one of our shining lights. It’s one of the first things the Economic Development Office mentions when it’s trying to attract new businesses. But we have to face the fact that to keep that light shining is going to require more money and more uncomfortable political decisions. Every year is filled with days like these and even the pickle has its own day so mark your calendar for Nov. 14 so you spend that days honoring the pickle just like you do Dad and Mom. While we still celebrate long-standing holidays recognizing significant historical and social events, many of these have slowly started to fade. Flag Day just passed and the number of flags that fluttered has decreased again, by my estimation. Christmas, while still strong in the hearts of many, now shares celebration standing with Halloween. Don’t misunderstand. I like a celebration just like the next guy. But when we diminish the value of something that is priceless and raise the value of what is of little or no real value, we diminish our belief in what makes the real value in our lives and what is worth living for. When they write the history of the world, what will our civilization be remembered for? Will it be the Nat’s Cup or a fictitious cat named Garfield or a day when folks dressed up like ghosts and goblins? Or will they remember the days that changed the course of history, like Christmas? And will it be noted in future history books whom we chose to give the greatest honor, as our Judeo-Christian beliefs along with those of other religions extant in our time commanded us to do; to honor and praise those who gave us life and breath and the ability to change the world? Isn’t it weird that even in our schools we teach what sex is all about but not the value of parenting? Perhaps we need to start a movement for thousands or millions to gather in cities, towns and villages with signs, speeches, songs and parades cheering the praises of our mothers and fathers. I can see it now, children lined up along the curb watching big floating balloons of mothers and dads of all shapes, sizes and colors floating over 34th Street past Macy’s on Mother’s and Father’s Day. No pickle or Garfield balloons in that parade. But we might allow a Martini Balloon to toast all the Moms and Dads around the world. I’ll drink to that. There will need to be a lot of rules and regulations to be sorted out, including pilot training, navigating urban airspace and communicating between aircraft. The transition from Colonial Forge High to Division II women’s lacrosse was a big adjustment for Micayla Starnes. But the Stafford resident saw action as a freshman goalie at Lincoln Memorial University in Tennessee and is on track to be a key goalie. “The game was a lot faster and obviously the new rules at the college game … the transition from high school to college was even faster,” she said. “The athleticism of the girls was a lot faster. I had to step up my game at all levels. I had to be smart on the field when I played. Every aspect of the game was harder.” Starnes played in eight games with two starts and played 261 minutes in goal. She allowed 48 goals and had 31 saves. “She did a great job and got some minutes and started some games,” said Caitlyn Corace, the LMU head coach. Starnes was the backup to regular goalie Shannon Novak, who was a senior and ended her college eligibility. “I am guessing I am going to see more time in the cage,” Starnes said. “I am excited.” The Railsplitters of LMU were 8-8 overall and 3-5 in conference play. The team made the playoffs in its conference for the first time and next year will begin its fifth

season of existence as a Division II program. The season came to end with an 18-10 loss to Catawba of North Carolina in the playoffs April 24. “That was a really big deal for us,” Starnes said of making the playoffs. Starnes played four years of lacrosse and field hockey at Colonial Forge. She did not plan to play in college before a chance encounter a few years ago.

“I think my junior year I was playing in a regular-season game. I had a coach come up to me and ask if I wanted to play in college,” she said. “I just wanted to go to school.” But then she got in touch with the coaches at LMU through high school teammate Kennedy Buechner, who was a key sophomore this season for the Railsplitters. “After I talked to the coaches, every-

thing fell into place. They have a good nursing program. I felt I could make a difference [in lacrosse]. Lincoln Memorial was the only school I visited for lacrosse,” Starnes said. Starnes applied to James Madison and East Carolina, and figures she would have ended up at JMU if she had decided against playing lacrosse in college. But she is glad she ended up at LMU. “She is going to be our main goalie [in 2019],” said Corace, who is from New York and has a relative who lives in Arlington. Starnes is helping to coach two youth lacrosse programs this summer in the Stafford area. One of those is the Wolfpack Lacrosse Club based in Prince William County. Potomac High graduate Amara Moss, a junior this past season for Lincoln, is a product of the Wolfpack program. Moss and Buechner will also be key players in the future for the new program. Buechner started all 16 games for LMU and had 40 goals and 12 assists this season. “She had a good year. She stepped it up from last year,” Starnes said of Buechner. “She had more goals and assists [this year]. In the final 100 meters of Sunday’s 1,600-meter relay at the New Balance Nationals Outdoor, Zack Kindel did what he usually does to secure a victory for Colonial Forge. The junior found an extra gear to blow past his fellow anchors from East Orange (N.J.) and Western Branch high schools to come from third place and claim the national title for the Eagles in a personalbest time of 3:13.58. “We stayed close and [my teammates] did their job and put me in position,” Kindel said. Colonial Forge entered the race at North Carolina A&T University in Greensboro as the No. 2 seed behind East Orange. Western Branch was No. 3. Of the four, Kindel is the only junior. The other three, Jonathan Gray, Johnnie Walker and Rafael Mas, graduated in June and will compete next for Virginia Military Institute. “It’s definitely awesome to send them out on top,” Kindel said. Kindel, who is also a standout football player, hopes to do both sports in college. But he remains undecided yet where he will end up. “We’ll see who gives me the best opportunity,” Kindel said.

Class of 2018 turns the page The five high schools in Stafford County hosted graduation ceremonies on a perfect morning June 16. The school division includes these highlights from North Stafford and Colonial Forge graduations: North Stafford High School graduated 443 seniors, with senior Hadley Baker singing the national anthem. Administrators recognized veterans and students who are enlisted or received an appointment, along with those who were the first

to graduate in their family. Also each graduate turned the tassel of one of their classmates. Over 460 seniors received diplomas at Colonial Forge High School, with scholarship awards totaling over $2.7 million. There was one service academy appointment and four ROTC scholarships .
