hree Republicans are duking it out for a shot at taking on Democratic U.S. Sen. Tim Kaine this fall, including Corey Stewart, the Prince William Board of County Supervisors chairman, seeking a chance for a statewide political comeback in the June 12 GOP primary. Fresh off his surprisingly narrow loss in the Republican gubernatorial primary last year, Stewart jumped into the ring for the senatorial nomination, where he faces Del. Nick Freitas, R-30th, and E.W. Jackson, a conservative minister. Each of the three wanting to challenge Kaine generally toes the Trump line; Stewart in particular has aligned himself solidly with the president and has pledged a “vicious” campaign to unseat Kaine. The three candidates shared visions for the country and for Virginia that stand in stark contrast to the incumbent senator. As the primary race nears the wire, the candidates are circling the state, rounding up votes and campaign dollars, and while name recognition has been a challenge for all three, Stewart’s previous statewide runs appear to have benefited his war chest. He has raised more than twice as much money as Freitas, his closest fundraising rival. A close look at the issues showed on the surface a broad backing of Trump and his agenda among the three opponents, yet there were differences in the details of policy. For example, not everyone has agreed about building a wall along the

He told InsideNoVa that’s precisely why he thinks Kaine has to go, saying the senator has “advocated for increased taxes and regulations, which I think will hurt Virginia families. I have fought for low taxes and regulations in the General Assembly and pledge to do so in the United States Senate.” Freitas said his experience as a lawmaker and as a combat veteran provides “unique insight” into both the challenges of legislation and national security, “which is of paramount concern to both our military men and women in Virginia, and the industries which support them.” “I also believe that we need to return politics to a discussion of ideas rather than warring factions,” he said.

tafford County Supervisor Mark Dudenhefer, R-Garrisonville, expressed concern Tuesday about residents renting their properties out as Airbnbs. Airbnb, which stands for air bed and breakfast, is an American online company that assists people in leasing or renting their properties for short-term lodging. MARK Dudenhefer said DUDENHEFER there have been complaints about people doing so in Stafford County, and it raises concerns about safety and other issues. “These things are BRUCE BENSON popping up all over the place,” Dudenhefer said. “…It’s like having a hotel room in your neighborhood. I don’t think this is a situation that’s conducive to good neighborhoods where people feel safe.” It’s also a violation in Stafford County, according to Jeff Harvey, the

director of planning and zoning for Stafford County. Harvey said that Airbnbs are not currently in Stafford’s zoning code, which makes them a violation. Such violations have been handled based on a complaint-by-complaint basis, he said, also noting that many times absentee owners are renting out their properties when they’re either temporarily away or not living at the property, as opposed to being onsite and operating like a bed-andbreakfast with hosts. Regardless, Airbnbs are not permitted to run in Stafford, he said, though the county could change that if its leaders desired. The county would need the proper licensing, he said. Dudenhefer explained that complaints have run the gamut, from safety worries to parking problems to just plain “rude” people clashing with neighbors. He compared the Airbnbs versus hotels to competition between taxi and Uber drivers. CIP DEFERRED 2 WEEKS, FERRY FARM, FCS DISCUSSED

The board also discussed Stafford’s Capital Improvement Program, but deferred a vote on the matter for two weeks. Discussion included Ferry Farm Elementary School and the $10.6 million purchase and renovation of the now-closed Fredericksburg Christian School’s Stafford building. Supervisor Chair Meg Bohmke, R-Fal-

mouth, noted a potential one-hour bus ride to FCS for 3- and 4-year-old Head Start students in the early childhood special education program, which will be discussed later. As for Ferry Farm, some supervisors were concerned about the lack of a plan for the school renovation, but when Stafford County Public Schools’ Superintendent Bruce Benson addressed the board that day, some of those concerns seemed to be eased. Benson said that there is indeed a list of what needs to be done at Ferry Farm. Renovating the whole school would result in a $24 million price tag, he said, but prioritizing is what’s needed to make the project affordable, based on what can be borrowed. Instead of the $24 million, the current proposal is to renovate the oldest portion of the building completely, which would give the school a new library, art room and music rooms, and six to seven new classrooms/administrative areas, Benson said. The $10.3 million project would take place over two years, according to a proposal from the Stafford County School Board. Once an engineering and architectural firm is brought in, Benson said that more specific details can be given to the board of supervisors on the jobs needed to complete the overall project. Benson explained that he recommends connecting the rest of the building to pull it all together so that everyone can access the most modern part of the facility.

“If we do this right, we should be able to connect the rest of the building in a way that they belong together and everybody in the facility will feel like it’s a win,” Benson said. He said lighting will be a challenge, but he wants Ferry Farm to be the first school to move to LED lighting. Trailers for some students at Ferry Farm would potentially need to be used, according to discussion. Also at the meeting, the board of supervisors: • recognized the outgoing Benson for serving four years and two months on the Stafford County School Board and 35 years in Virginia schools. Bohmke said Benson improved the relationship between the two boards and accomplished a lot during his time served. • heard from Stafford County School Board member, Holly Hazard, Hartwood District, about the need for cameras on school buses. Hazard said that there was a recent school bus hit-andrun accident, during which no injuries occurred, along with continued complaints about cars passing buses when they come to a stop. • deferred a vote on an Enon Road elevated water-storage tank, for more information. • commended Joseph Murray, outgoing commander of Quantico Marine Corps base, for his time served.

FIRE-RESCUE CREW HELPS DELIVER BABY The Stafford County Fire & Rescue Department helped deliver a baby boy on Memorial Day. The delivery took place at about 12:45 a.m., when baby Max made his way into the world at his parents’ home. A dispatcher helped the baby’s father know what to do until fire-rescue arrived, about 12 minutes before Max was born. The crew decided it was best not to move the mother, according to Brian Thompson, a lieutenant with the fire-rescue department. After the birth the pair was transported to Mary Washington Hospital in Fredericksburg. The Stafford mother and her 20.5-inch, 8-pound, 3-ounce baby were both healthy following the delivery and doing well, according to the fire-rescue department, which posted the happy news and photos on Facebook. - Tracy Bell

They were just funny. Shortly before he left office, former Virginia U.S. Sen. John Warner suggested that we stop putting more coal on the fire and tell few funny stories instead. Stewart has name recognition after being fired as Virginia’s co-chairman by the Trump campaign for protesting in front of Republican National Committee headquarters in 2016. Freitas’s growing grass roots movement has allowed him to win a number of straw polls and his popularity continues to grow. The winner takes on the former vice presidential candidate, Sen. Tim Kaine. It will be a formidable task in November to defeat Kaine, who has the backing of Gov. Ralph Northam, Lt. Gov. Justin Fairfax and Attorney General Mark Herring. Trump’s administration must be credited with a booming stock market, a pending Korean summit and the recent release of a positive jobs report that have non-managerial wages up 2.7 percent in a 12-month period, which is the highest in a decade. Couple that with manufacturing jobs that have increased to 322,000 since Trump took office, according to the Bureau of Labor Statistics, and the

lowest jobless rates in years for Hispanics and blacks. These facts should be a boom to incumbents like Wittman, Comstock and other conservatives, but the all too familiar intraparty squabbling may counter Trump’s successes. Political arrogance has even developed in Stafford against freshman Del. Bob Thomas, R-28th, who already has a conservative opponent for next year’s primary.

Former Aquia Supervisor Paul Milde, a Republican, has indicated he will fight in the primary against Thomas over his vote supporting Medicaid in the General Assembly. In actuality Thomas’s vote showed great compassion for thousands of uninsured residents by providing a realistic path to insure health care with a work component for the indigent and a “taxpayer safety switch” that would end the

plan if the federal government reneges on paying 90 percent of needed funding. On primary day it will come down to truly knowing the facts about a candidate and the administration…so VOTE.

He also voted to repeal FCC regulations on ISPs so they can now sell your personal information, web searches and web browsing history to the highest bidder; insert ads into you’re your web traffic; and install software on your phone to track you. They also are no longer required to alert you of potential data breaches. I wonder if Verizon will voluntarily tell me if they are hacked and my data is stolen or sold to the next Cambridge Analytica? So Mr. Wittman wants to be sure people can access the internet but only by paying rates they can’t fight, in order to access only sites that their ISP

approves, at speeds their ISP sets, while that ISP takes information and sells it with no regard for your privacy Does this vision of expanded broadband benefit consumers or the ISPs? It seems Mr. Wittman thinks it is the ISPs.

Over the past two weeks, I received a few emails from First District Republican Congressman Rob Wittman, touting how he is “leading the charge to expand access to rural broadband.” While expanded access is a desirable goal, let’s take a look at what he has done to achieve this. He has sponsored no bills related to expanding access, but he did note that he sent a letter to the president calling for expanded access and recommending the “elimination of the labyrinth of red tape and regulations” on internet service providers like Verizon and AT&T. In what I guess are examples, he signed a letter to the FCC supporting the repeal of net neutrality protections that ensure ISPs can’t slow down specific websites, block opinions they disagree with, or charge extra for high-speed access. government’s focus to its proper constitutional role. Meaning, we need the government to move away from excessive taxation and regulation and the micromanagement of decisions made by its constituents, which are best left to the individual and their communities. “ The major problem facing America, he said, “is the resurgence of the idea that you can lease your freedom to a political elite in hopes that they will take care of you.” Along those same lines, Freitas hopes to build a strategy to win the fall election. “Rather than dividing people along political or social lines, we should be focused on cooperation to mutual benefit where we agree, and likewise agreeing to live and let live where we do not.” A survey by the League of Women Voters showed that while Freitas agrees with his competitors on a host of issues, he offers different solutions in areas such as immigration. Jackson and Stewart both emphatically said a border wall is needed, but Freitas focused instead on “meritbased” immigration – coupled with increased border security. “I support a legal and easy-to-understand immigration policy,” he said. “This would include a merit-based immigration policy which would set up immigrants for economic success.” JACKSON TARGETS CULTURAL ISSUES

A Chesapeake minister, lawyer and conservative commentator, Jackson calls

himself a “true believer” who is far from being a politician. In 2013 Jackson made his statewide mark by capturing the GOP nomination for lieutenant governor after a lengthy convention vote. He lost the general election to Ralph Northam. He was also a Senate candidate in 2012 but received only 5 percent of the primary vote. Jackson names as his top issues building the border wall; protecting religious liberty; following the Constitution; cutting taxes and spending; giving parents choice in education; strengthening the military; taking care of veterans; expanding gun rights; making cities safe, and creating free-market health care. Adopting the president’s motto to “drain the swamp,” Jackson has said he will “fight for us and oppose the corrupt DC establishment” and “end the rule of the few.” The minister also promised to support Trump and not side with Republicans who attack the president or won’t support his agenda. “This campaign is built on the simple truth that we must shake up the status quo in Washington, D.C.” Echoing Trump, Jackson walks a tough immigration line. He supports adding a citizenship question to the 2020 Census, according to the League of Women Voters survey, “to determine as accurately as possible how many non-citizens reside in the country.” “Build a wall. Ban any and all illegal immigrants from ever becoming citizens,” he said in the survey. “Residency in some cases perhaps, but no citizenship once

you have violated our borders and laws. Add surveillance and more border patrol agents. End catch and release. Add more immigration judges to process back log. He became a bishop in 1998. STEWART PROMISES ‘BRUTAL’ KAINE TAKEDOWN

On a campaign swing through central and southwest Virginia on June 5, Stewart told InsideNoVa he is the only can-

didate who can smash the Democrats’ firewall in the northern counties, where Republicans have been weak in recent years. “I’ve got a ready-made base in Northern Virginia. I won Prince William County county-wide four times,” he said. “All these Republicans … they all got wiped out in Northern Virginia. That’s the Achilles heel.” Another reason he thinks his party should back him, Stewart said, is that “I never back down; I’m a fighter.” By Stewart’s account, it’s likely to get very ugly if he’s the candidate. “Republicans are looking for someone who’s going to run a very, very aggressive, brutal race against Tim Kaine and the Democrats,” he said. If he wins the nomination, Stewart plans a “brutal, vicious, ruthless race” -- and that also means he expects it to turn personal. The county chairman said he does in fact have a personal beef with Kaine due to the senator’s views and consistent opposition to Trump. “I think he’s trying to undermine the president,” said Stewart, who served as Trump’s state chairman during the 2016 race but was fired after questioning national Republicans’ loyalty to Trump. BRIEFS VEHICLE WITH DOG STOLEN FROM STAFFORD WAWA A vehicle with a pet dog inside was stolen from a Garrisonville Road Wawa on May 23, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. The victim, who is a veterinarian and had a customer’s pet in the vehicle, also told Deputy Dominic Torrice that her wallet and Social Security card also were in the vehicle. KELVIN K. BROWN Security camera footage showed three people enter the vehicle and drive from the parking lot. The information was relayed to Virginia State Police, who found the vehicle traveling north on InDAVANTE E. terstate 95. WHITMORE A short pursuit ended when the vehicle crashed. What began as a recreational pursuit while she watched her parents play as a third-grader in Sacramento, Calif., has become a serious competitive endeavor for Colonial Forge senior Mikayla Cunney. As a child, Cunney tagged along while her parents, Andrew and Miho Cunney, played recreational tennis against friends. Cunney said she would hit the ball around and regularly watch, all the while gaining a love for the game that has made her one of the area’s top talents. Cunney is undefeated this season and figures to be a top contender for an individual state title this season, while being the centerpiece of a Colonial Forge team that has a lot of dynamic young talent. For the past two seasons, Cunney has made states as an individual player and advanced to the state semifinals for the second straight season. When asked what her strongest attribute as a tennis player was, Cunney did not hesitate to respond. “My competitive fire, without a doubt. I really want to win, and that’s what drives me,” Cunney said. Perhaps everything she does is fueled by this drive to be the best because Cunney, who currently ranks fifth in her class with a 4.69 GPA, possesses qualities that are rivaled by few athletes “who are as talented as she is,” Colonial Forge coach Augusta Harris said.

“You certainly don’t see many like her,” Harris said. “She’s amazing in that she gives lessons to other players off the court and is someone I make my spokesperson at times when I have important information to give to the team. Yet her personality is so humble. She is approachable, yet she is very talented and she is at the top of her class.” Cunney’s intelligence is notable and remarkable as she has already been conditionally admitted to the medical program at Virginia Commonwealth University, assuming she keeps up with her schooling before entering the program. For that reason, Cunney will not play tennis at VCU, though she may try out for the team at some point if her schedule is

not too busy, and she said she definitely plans to play club tennis to stay close to the game. The gradual transition from a nervous newcomer to Colonial Forge in 2014 after her father had a job transfer that brought her family from Northern California to Stafford into a confident, proficient expert of the game has mirrored her rise into one of the area’s top players. “During my freshman year, I actually lost in a close match in the regional finals, so I just missed making it to states,” Cunney said. “But that just made me more determined to make it the next year, which I did. Definitely, the experience I have at states will help me this year as I hopefully make it to states again.”

Practicing three to four times a week for two hours at a time has definitely solidified Cunney’s game. She said her mental approach has been another important factor. “There are times [every player] gets nervous in the big spots,” Cunney said. “But I’m getting to the point where now I just tell myself to play [an important point] like any other point, and that keeps me calm and helps me win.” It’s also that mental edge that allows Cunney to balance the rigors of her academic workload, her tennis responsibilities and the day-to-day demands of being a typical teenager. “I usually use Fridays and Sundays as rest days from practicing, and that’s when I get whatever studying I didn’t get done during the week in,” Cunney said. “Saturdays, there’s early practice, and I take some time for myself after that. These days top athletes are recruited at nearly every level, including Division III women’s lacrosse. But that was not really the case for Anna Maupin, a graduate of Colonial Forge High School. “She got on our radar really late,” said Megan McDonogh, the head coach at Division III Catholic University in Washington, D.C. “Literally she showed up on acceptedstudent day.” Maupin gave some video of her playing lacrosse to McDonogh. “We were really impressed and we met with her,” said the coach. Maupin was also interested in attending the University of Virginia, where she may have played at the club level. But the Stafford resident ended up at Catholic, where this spring she played in 22 games with 22 goals and 13 assists as a freshman attack/midfielder. The Cardinals were 15-7 overall and 7-0 in conference play. The Cardinals won the conference title and took part in the NCAA national tournament at the Division III level before losing in Vermont to No. 8 York (Pa.) College on May 19 by a score of 13-6. Catholic, ranked No. 14 when defeated by York, beat Johnson & Wales of Rhode Island 23-10 on May 12 in the first round of the MAUPIN NCAA tourney and then PAGE 13 downed No. 21 Rowan by

a score of 14-11 on May 13 as Maupin had three goals and two assists. “She is a physical athlete and a very smart young woman,” McDonogh said. “We are really excited to add her. Her quickness and her speed are some of the best I have seen. We are really excited for her potential. “She has speed and quickness, and that has translated very well to the college level. She is normally one of the fastest players on the field. She was kind of forced to increase her level of speed.” Maupin looked at other Division III schools earlier in high school but an injury set that back somewhat, McDonogh said.

Maupin tore her ACL going into her junior year of high school but did play as a senior. She had planned to attend Tufts, a Division III program near Boston, prior to her senior year of high school. “It ended up not working out,” she said. “I found that out in the wintertime in my senior year. I started applying to other schools in the spring. I was trying to figure out what I wanted to do.” Then she spoke to McDonogh at Catholic. “She had not seen me play,” Maupin said. She had brothers, Nick and Jake, who played lacrosse at Colonial Forge and one

PROJECT SEARCH HOLDS GRADUATION The first Mary Washington Healthcare Project SEARCH graduation will take place at 4 p.m. June 14 at the Fick Conference Center. played with a club team at the University of Virginia. That is something she considered doing if she went to Virginia. By going to Catholic she was able to play right away. “I just think the game changed a lot,” she said. “You have the shot clock in college. Overall, it is a lot faster pace.” She is a dual major in architecture and civil engineering, and hopes to take part in an internship in her field while in college. “There is a ton of opportunities for engineers and architects in the city. I plan to do one next summer,” she said. This summer she is taking a class at Mary

Washington and may look into playing in a lacrosse league in the Washington area. “I am really happy with my decision [to attend Catholic],” she said. She said Division I lacrosse would have been difficult with time restraints. “And you get the spirit of the sport [at the Division III level],” she said. Other Colonial Forge products at the college level this year included freshman goalie Micayla Starnes and sophomore attacker Kennedy Buecher, both at Lincoln Memorial University in Pennsylvania.
