Stafford County has debated borrowing millions of dollars to purchase and expand Fredericksburg Christian School’s now-closed North Stafford location. Under a county administration recommendation, the Stafford would borrow $22.5 million over the next several years for the project, but the school board has concerns that Ferry Farm Elementary School is in need of attention. At a recent school board meeting, board member Patricia Healy, Rock Hill District, said that it’s al-

ways been North Stafford versus south Stafford since her time on the board, but that’s not the case for Ferry Farm. She explained that years ago, Ferry Farm was at the top of the priority list, but the school community didn’t want to expand. The community was happy to receive renovations but liked the small, personal school the way it was. Earlier last month, the school board and board of supervisors met to talk about converting the FCS school building, located off Garrisonville and Shelton Shop roads, into a school for Head Start students

and pre-schoolers in a special education program. The school board first discussed purchasing and renovating the school at a cost of more than $10 million; however, a county administration recommendation increased the project work load with the addition of 30 classrooms and the much steeper price. School board member Dewayne McOsker, George Washington District, has been a strong proponent of giving the Ferry Farm school the improvements that are due. SCHOOL

ost volunteers in Stafford County go home at the end of the day. Foster parents volunteer around the clock to give a child a sense of permanency, well-being and safety – the mantra of the Stafford Department of Social Services, according to the county. “Foster families are our work engine. We could not do what we do without them,” said Karen Stidsen, a 30-year Department of Social Services veteran. “Everybody needs a family, and every child needs permanency. We start thinking about that as soon as a child comes into foster care.” The number of children in foster care in Stafford is half of what it was 10 years ago. Stidsen credits this to the work by Social Services caseworkers. They do preventive work with families in crisis and work toward a permanent home with relatives or adoptive families. Stidsen shared several stories of children who have gone on to overcome difficult conditions with the care of a loving foster family. Stidsen remembers when staffers were called to a home where they saw what they thought was a baby doll but turned out to be an infant who weighed less than five pounds at 3 months of age. An experienced foster mother took her in, and that baby is thriving today. There was also another child who had been moved to different foster homes because of her behavior. Fortunately, she was adPARENTS » PAGE 3

The Stafford County Board of Supervisors is expected to make a decision on its Capital Improvement Program on June 5. The school board was asked to bring feedback to supervisors prior to the meeting. On May 22, the school board agreed by a 6-1 vote to OK a recommended school project CIP within the financial parameters set by the board of supervisors, stipulating that $3.4 million in improvements to the Gari Melchers Complex is still a priority to address as funds become available.

School board member Sarah Chase, Falmouth District, cast the dissenting vote. The CIP list includes Ferry Farm Elementary School, high school number six, Hartwood Elementary School, Fredericksburg Christian School and elementary school 18. Early discussion included $5 million in the CIP for Ferry Farm, with more funding provided in 2027; however, Ferry Farm should not be pushed aside for other projects or have to wait another 10 years, the school board said.

Stafford man faces assault, choking charges Deputies with the Stafford County Sheriff ’s Office arrested a suspect on assault and battery and strangulation charges following a domestic dispute. Deputy J.A. Mangan responded to a domestic violence call in the area of Woodstream Boulevard in North Stafford on May 20. A caller said witnesses saw a man and woman fighting in the middle of the street and several children appeared to be with them. Deputies set up a perimeter in an attempt to locate the suspect who had fled the scene. The deputy also made contact with the victim who had substantial bruising with visible fingerprint marks around her neck and forearms. Rescue personnel were requested to examine the victim. The victim told the deputy she and the suspect got into a verbal argument, and

the suspect asked her to leave. She left the home, and got in a vehicle with her children. The suspect followed them to the vehicle, grabbed the rear view mirror and ripped it off the windshield. The victim got our of the vehicle and attempted to retrieve her phone to call 911. The suspect took the phone away from the victim and threw it on the ground. He then began choking the victim to the point she could no longer breathe and felt like she might pass out. In the meantime, deputies located the suspect, Devaughan Marquelle Elder, 18, of Stafford, and took him into custody. The suspect was incarcerated at Rappahannock Regional Jail on charges of assault and battery, strangulation, disorderly conduct and unlawfully keeping another from calling 911.

a moat. Yes, a moat. Just as in Europe, it was an effective defensive barrier. Being so accessible by water and with potential raiders from other tribes a continuing threat, the Patawomeck invested heavily in defense. The Patawomeck town was extensively excavated in the late 1930s as well as in subsequent digs. Rather sadly, these archeological digs removed the earthly remains of 134 individuals that are now kept by the Smithsonian Institution. The Patawomeck Tribe, which defying the odds still exists today, has been recognized by the state and hopes that if they are able to get federal recognition can then ask that the remains be returned to Stafford. That would be fitting. I could only imagine how I would feel if the grave of my great-great-great-great grandfather John McKeon Kerr, of Kirkcaldy, Scotland, had been dug up by an English expedition years ago and was now in a box at a British museum. The Native population in Stafford when the first Europeans arrived had a sophisticated economy, a language, no doubt a strong spiritual belief system and an organized government. That just about covers the usual definition of civilization. Sadly though, their world was overwhelmed. That can’t be undone, but we can remember them as more than the popularized, and often not so positive image of Native Americans, that still dominates our popular culture. David Kerr, a former member of the Stafford County School Board, is an instructor in political science at VCU and can be reached at StaffordNews@insidenova.com.

TO THE EDITOR Vangie Williams has been there “If you need 30 bullets to kill a deer, you need to go fishing,” says Vangie Williams, candidate for the House of Representatives in Virginia’s First Congressional District. Gun reform is just one of her many progressive positions. Williams is also for a Medicare-for-all healthcare system, a competitive wage for teachers and fixing our traffic issues, along with many other liberal ideals. However, this African-American woman does not consider herself a liberal or progressive. She hates labels and is running to be the people’s representative. Williams will advocate and fight for

Virginians in the First District. What sets her apart from the other candidates are her experience, education and leadership qualities. She is a strategic planner and problem solver, a real-world professional with 30 years of experience. Williams is currently working for a major government contractor managing critical infrastructure projects and strengthening our country’s national security. She knows the federal government and will hit the ground running once elected. Her background is most impressive, but what strikes me the most are the

challenges she overcame. She was raised in an addicted family and was homeless several times as a teenager. Then due to her children’s health issues, which occurred the same time as the 2007 housing crisis, she had to pay outrageous medical bills, sacrificing her mortgage and leading to bankruptcy. But Williams battled back and is stronger for it. She has been there and done that, and will make a remarkable representative. Vote Vangie Williams on June 12. Bill Johnson-Miles Stafford

Trail plays up a level at Mount Olive » BY DAVID DRIVER FOR INSIDENOVA

Keely Trail of Stafford ended up playing college lacrosse at a higher level than she originally planned. “I started my recruiting process at the end of my sophomore year of high school,” she said. “Basically when I started the process I was looking at small Division III schools. That was my focus; lacrosse was secondary.” Then she heard from a coach at Mount Olive, a Division II program in North Carolina. “We started talking. I ended up going for a visit the first week of September [2016]. I committed after that,” she said. Trail, a Stafford resident and Colonial Forge High graduate, just finished her freshman season at Mount Olive. She played four years of lacrosse and four years of field hockey in high school. “There was a lot of learning to be gained during fall ball,” she said. “It was definitely a change from high school to college. There are a lot more technical things, you could say. The team was very helpful and very supportive, especially the upper classmen. They were the ones that led and told us what we needed to do.” Trail played in 16 games with three starts this spring for Mount Olive, which was 14-5 overall and 9-1 in conference play.

“We did really well this season. We had some huge success,” said the Colonial Forge graduate. Trail has been versatile on the field. “I played midfield in high school and club. I was recruited as a defender then became a midfielder [at Mount Olive],” she said. Trail is majoring in graphic design with a minor in marketing. Another key freshman for Mount Olive was Jordan Shughrue, who is from Maryland and played club ball with Trail. The Laurel, Maryland, resident scored 71 goals to set a school record as a freshman. She was one of the top players in the conference. “She has that gift in lacrosse to see the net and place it in. She has that ability that people have to work for,” Trail said. Some of Trail’s high school teammates at the college level this year included Brigid Gavin, a freshman attack who played in four games with Division III Lynchburg of the Old Dominion Athletic Conference; Anna Maupin, a freshman for Division III Catholic who scored 22 goals with 13 assists for the Cardinals; and Micayla Starnes, a freshman goalie for Lincoln Memorial University who had 31 saves and a record of 1-1. Trail plans to become TRAIL a marketing agent for an PAGE 13 athletic products company

After four years of lacrosse and four years of field hockey in high school, Keely Trail played in 16 games with three starts this spring for Mount Olive in North Carolina. SUBMITTED

Colonial Forge’s Zack Kindel loves running » BY HUGH RIST

FOR INSIDENOVA

Maybe it’s in the blood. Or perhaps, it just emerged naturally, given his athleticism and inner drive to push himself to the limits and always achieve the utmost. For whatever reason, Colonial Forge junior Zack Kindel simply loves running, something he has done consistently well since taking up track as a 6-year-old when ran with a youth track club in Colorado. He lived there before moving to Stafford where his father, Rich, found a new job when Zack was in the eighth grade. Kindel has become a standout football player for the Eagles, but it has been his distance ability in track that has opened a lot of eyes recently. During the indoor season, Kindel made states at the 500-meters and was a member of the Eagles’ state-title-winning 1,600-relay team. Now that he is running outdoor track, Kindel said he hopes to save his best runs for when it counts most— the state finals this coming weekend. “My main goal is always just to run my best time,” Kindel said. “During regular season meets, that’s definitely my focus. But depending on the circumstances, if I’m in the final 50 of a regional or state race and need to [accelerate the pace] to catch someone, I focus on that. This season, I have looked to steadily increase my endurance and speed, so I am saving my best runs for late in the season.”

When Kindel came to Forge as a freshman, he said, there was a bit of intimidation and nervousness as he watched the upperclassmen run. Although he had run for most of his life, it was different running with older kids. “They had a different rhythm, so it took some getting used to,” Kindel said. But taking part in a winning sprint medley relay during a meet that same season convinced Kindel he had found his track niche—mid-distance running. “Once I took part in that [race], I got more confidence because I found the team around me pushed me a lot more because of how good they were,” Kindel said. Forge coach Harry Booth said Kindel is the kind of athlete who benefits from the Eagles’ overall depth in distance running. “We’re blessed with some good milers, so they really push him,” Booth said. “He’s the kind of kid that can give it that extra push at the end of a race, because he’s got great anaerobic strength. A lot of high school runners fade at the end, but Zack is the kind of kid that can [take it to another gear].” Combine the increased confidence and strong finishing ability with the right mental approach and Kindel found a recipe for success. Kindel said his mental outlook has been perhaps KINDEL his biggest area of improvePAGE 13 ment, a factor he credits to

Besides being a standout football player, Colonial Forge’s Zack Kindel is an all-state track performer.

Combine the increased confidence and strong finishing ability with the right mental approach and Kindel found a recipe for success. Kindel said his mental outlook has been perhaps his biggest area of improvement, a factor he credits to two people: his father, who ran track and played football at the Clarion University of Pennsylvania in the late 1990s, and his mid-distance coach, Dalvin Jackson. “I’m really close with him,” Kindel said of Jackson. “He’s focused me on making steady increases. He’s good at pushing me to my limit and always tryTRAIL

ing to place as high as I can. Both he and my father have certainly given me a lot of good advice.” The road to running prominence has not always been easy, Kindel said. For two years between his sixth-grade year and his eighth-grade year (when he moved to Virginia), he stopped running due to a bout with Sever’s disease, a repetitive motion heel injury common in young runners. But when Kindel started running again once he came to Stafford, he found the running conditions in Virginia were to his liking.

after college, she said on the Mount Olive website. Why did she pick Mount Olive? “Because it offered a great lacrosse program and art department,” she said on the school website.

GW FALLS TO MASON IN BASEBALL, BOUNCES BACK AGAINST VCU George Washington lost to rival George Mason 11-3 on May 23 in the opening round of the Atlantic 10 conference baseball tournament in Arlington at Tucker Field. GW bounced back to beat VCU 4-1 the same day in an elimination game of the double-elimination event. In that game Jaret Edwards started on the mound for GW and allowed just one run, and came within two outs of a complete game. GW shortstop Robbie Metz had two hits while the Rams ended the year 34-23. The Colonials stayed alive with a 5-0 win over Fordham on May 24 but lost 9-4 to George Mason on May 25 and was knocked out of the Atlantic 10 tourney. Atlantic 10 champ Saint Louis will play Friday, June 1, at Ole Miss in the NCAA national tourney. GW is coached by Gregg Ritchie, a graduate of North Stafford High and GW. George Mason is coached by Bill Brown, a graduate of Marshall High in

Falls Church. He has coached Mason for 37 years.

YELLOW JACKETS APPEAR IN DIVISION III TOURNAMENT Several Stafford residents aided power Randolph-Macon in baseball this year. The Yellows Jackets were 35-7-1 through May 24 with a roster that included Colonial Forge High products Cole Migliorini, Michael Nickles, Shawn Nickles, Matt Nickles and senior pitcher Cullen Moore of North Stafford High. Senior outfielder Migliorini, the ODAC player of the year in 2017, was hitting .374 with six homers in the first 43 games. Michael Nickles was hitting .273, Shawn Nickles was batting .266 and Matt Nickles had a record of 5-0 as a pitcher in games through May 24. Moore had an ERA of 3.00 in his first 10 outings. The Yellow Jackets were nationally ranked and took part in the Division III World Series in Wisconsin last weekend as the top seed. Randolph-Macon was eliminated from the national tourney in an 8-6 loss May 28 to Texas-Tyler. Migliorini and Michael Nickles had two hits and Moore was the starting and losing pitcher in that game. David Driver can be reached at StaffordNews@insidenova.com.

Alexandra Walker, a Stafford Senior High student graduating in June, was recently awarded a $1,000 WoodmenLife Focus Forward Scholarship. Walker, who is a WoodmenLife member, submitted an application highlighting her high school grades, activities and volunteerism, as well as an essay on patriotism. In addition to academics, Allie, the daughter of Michael and Kelly Walker, participates in the National Honor Society, the Key Club and Fellowship of Christian Athletes. She is also active in her church. She will be attending Shorter University next year, where she plans to major in Spanish and Bible studies.

AMERICAN RED CROSS SEEKS BLOOD DONORS The American Red Cross is counting on volunteer donors to give blood and help ensure patient needs can be met this summer. Around Memorial Day, the organization sees a steep decline in blood donations. Busy summer schedules, vacations and school breaks also cause a drop in donations. Accidents and medical emergencies don’t take a summer break – patients need blood every minute, every day. Upcoming opportunities to give blood in Stafford include: June 1, 11 a.m. to 3 p.m., Stafford Hospital, 101 Hospital Center Blvd. June 5, 3 to 7 p.m., Jeff Rouse Swim & Sport Center, 1600 Mine Road

give it all I’ve got,” Kindel said. “That’s when it counts the most. What I like most about running is that it is individually-based and you are always working on yourself, trying to better your time. That pursuit [is what drives me].” Booth cited Kindel’s maturity as the key to his development as a runner. “He’s definitely maturing,” Booth said. “He’s a modest kid, but he’s working hard to develop himself into someone who is one of the top [distance] runners in the state.” Hugh Rist can be reached at StaffordNews@insidenova.com. “When I was running in Colorado, I didn’t really feel the [effects of running at a higher] elevation, but when I got to Virginia, I noticed a big difference. I didn’t get as tired by running farther, and I didn’t need a break as often,” Kindel said. Improving on his personal best time is a constant quest for Kindel. That number is currently at 1:56 in the 400, so he is hoping to whittle away at that number, while keeping it in his mind as a benchmark as the post-season meets roll on. “At regionals and states, I’m going to
