School board revisits date for start of year

he Stafford County School Board discussed school start dates for the 2019-2020 and 2020-2021 school years. The discussion was for information only, with the board planning to make a decision at an upcoming meeting. Under consideration is whether to go with a preLabor Day start or a post-Labor Day start to the school years. School year 2018-2019 will begin with a post-Labor Day start on Sept. 4. Proposed calendars for both pre- and post-Labor Day starts were created for the 2019-2020 and the 2020-2021 school years. “This has been a tough issue for us for years,” said SCPS Superintendent Bruce Benson, explaining that the difficulty lies with people who are passionate about their reasons for wanting one or the other. “They hang on to that one thing,” Benson said, asking the board to think about the big picture in moving forward. If the school year began before Labor Day, students would start school Aug. 12 in 2019. Spring Break would be moved to March and the school year would wrap up May 27 – two days after Memorial Day, according to the proposed calendar. The post-Labor Day option in the 2019-2020 school year would mean that students start school Sept. 3—a day after Labor Day—with the last day of school being June 12. hree Democrats are in contention for the nomination to take on U.S. Rep. Rob Wittman with the race for the party standard-bearer headed toward the June 12 primary. The five-term GOP congressman representing a swath of Virginia from the D.C. suburbs to Hampton Roads will face a challenge this fall from one of three people who want to represent the 1st District: Edwin Santana Jr., John Suddarth and Vangie Williams.

Democratic Party voters in the heavily Republican district, which has been held by the GOP since 1977, will decide which candidate will be the next to take on a con-

gressman who has been in office since winning a special election in 2007. Santana, an engineer and secondgeneration Puerto Rican, is hoping to tie Wittman to the Trump administration, saying the Republican is part of what he calls a leadership vacuum in Washington. As of the last reporting period his campaign had raised $36,014. A long-ago lesson on the cost of war I must have been 6, or maybe just a little older, but I was with my Mom, Dad and Grandmother. We were visiting some dear friends of DAVID KERR Grandmother’s, the Whitakers. This was Goldsboro, North Carolina, and “visiting” on Sunday afternoons after church was an important part of the culture. However, Mr. and Mrs. Whitaker were special. They were longtime family friends. They were charming, gracious and cheerful. But as I found out that day, they bore a special kind of sadness for a loss that occurred over 20 years before in a place halfway around the world. During the visit I remember being a little bored, as little boys are apt to be when the adults are talking, and taking notice of a picture on the mantel. I found myself studying it closely. It was a photo of a young man, dashingly handsome in his World War II flight suit. There was an unmistakable good nature to his smile. I didn’t know who he was, but right away, I liked him. It’s rare that a single photo can capture so much of a man’s personality, but in this case it did. I learned many years later that while he was at Atlantic Christian College in North Carolina he was a regular steady of a fellow student named Ava Gardner. With all the tact a 6-year-old can muster, I asked my father, who was sitting next to me, who the man in the picture was. My dad was a little nervous in answering. Not just because I was talking when I should have been quiet, even though the topic of conversation was a mind deadening back and forth on various approaches to planting rose bushes, but because it was a sensitive topic. The young man in the photo was the Whitakers’ only child, and he had been killed in World War II. My father, hoping not to draw attention to our father and son exchange, said it was very sad but like a lot of young men in the war, Gor-

don didn’t come home. Though only 6, I readily understood what that sanitized phrase meant. Mr. Whitaker, having caught a hint of our conversation, began to explain to me who this young man was. I think my parents were surprised by Mr. Whitakers’ willingness to talk about his lost son. He told me his son’s name was Gordon. Just like his Dad. They called him Gordon Junior and that he was their only child and that they had sent him off to war back in 1942. Mr. Whitaker said that Gordon Junior was their great joy in life and they had never stopped missing him. I may have been little, but for the first time in my life I had a sudden, though gently offered, lesson in the cost of war. Gordon was just about ready to graduate from college when he asked his Dad if he could take flying lessons. He wanted to get a leg up in qualifying for the Army Air Corps’ Aviation Officer Cadet Program. With war seeming more and more likely, he knew he wanted to be a fighter pilot. His father agreed and paid for the lessons. Gordon was accepted into the cadet program, commissioned in the Air Corps and sent to the Pacific. He was an outstanding aviator, flying in the closing weeks of the battle for Guadalcanal and later assigned to fly top-cover

for the mission that killed the Japanese top strategist, Admiral Yamamoto. He survived that mission, but was shot down two weeks later while escorting a photo reconnaissance plane over Bougainville. Gordon’s parents have long since passed on. But to this day I have trouble imagining how they found the tenacity and the resolve to carry on after such a terrible loss. Even as a 6-year-old I could tell that this was a wound that had never healed. Gordon never had the chance to marry, have kids or ground his son for keeping the car out late. He never had the chance to grow old and reflect on times past. Seventy five years after Gordon’s death, I live a comfortable life. I make my living as I choose, think as I please, associate with whom I please, and worship as I please. I complain about my government and my elected officials whenever I feel like it. That’s all a part of being an American. And I owe that privilege to Gordon Whitaker, a kindly, decent and gifted young man, who, like thousands of others in his war, and other wars, didn’t come home. In the Matthews case, if the courts had a “mandated� veteran’s advocate who could of interceded, the state or federal government could have seen that the veteran had an opportunity to first be placed in a VA state home like the one in Roanoke, or the one being constructed in Fauquier County. But according to Martha Moore, admissions assistant for the Virginia Veterans Care Center in Roanoke, only veterans using Social Security, Medicaid or VA disability to finance their stay are admitted. Carol Berg, interim director for Virginia Veteran and Family Support, has indicated the Department of Veterans Services is trying to assist in processing Matthews for VA home care if he is qualified. Muse suggests if social services is aware that someone is a veteran and adult protective services is involved locally, they attempt to bring resources and partnering entities to give the veteran independence. But he admitted, “The devil is always in the details in every case.� And for married veterans, a state wavier for spouses that are not veterans would require new legislation. Bob Thomas, the 28th District delegate who’s a Marine veteran, has been keeping abreast of the issue. He and his fellow state representatives

should acknowledge the need for VSOs being permanently assigned to every Virginia court to aid in evaluating veteran cases for adjudication and protecting their assets. Thomas says he is looking at crafting legislation to do just that and work with Gov. Ralph Northam to improve the quality of life for veterans while respecting their privacy. And at the federal level, a recent RAND study, according to VA acting Secretary Robert Wilkie, says local veterans facility care sites like Roanoke, are the same or better than private facilities. It stands to reason we should be encouraging localities and veterans to use VA facilities over civilian comparatives. Certainly realistic costs in a region where one-third of area families are veterans should be promulgated by area officials at every opportunity. Perhaps now is the time for presidential and gubernatorial refocus for mandates to prevent inadvertent greed or insensitive social services action and to keep veteran families and their assets together. Thomas receives Virginia Chamber of Commerce award The Virginia Chamber of Commerce recently recognized Del. Virginia is one of three states that hasconflicting laws allowing state personnel to get historical data, such as where you were last week, while federal agencies can get real-time tracking. I believe there are appropriate times for real-time tracking. I recently used the Find My iPhone app to track my wife’s

phone that went missing. There are unquestionably other situations that realtime tracking can be very beneficial. The goal is to ensure those systems cannot be abused by authorized users or breached by hackers. We live in a culture that gives up privacy for speed or free stuff. At what point does it go too far? Forty-year-old Sandra Pahl of Dumfries came in first in the women’s division of the Devil Dog Double in the 2018 Marine Corps’ Historic Half Marathon on May 20. She finished 11 overall out of 449 finishers in the Devil Dog Double. Bryce Peterson, 23, of Quantico, finished first. The Devil Dog Double is a specialty event that requires participants to run the Semper Five Race and immediately complete the 13.1 miles of the Historic Half Marathon. Thomas Porter of Fredericksburg, Nick Reed of Fairfax and Mark Hopely of Fredericksburg were the top three men finishers in the HHM. Jillian Weisbeck of Fredericksburg, Patricia Walsh of Severn, Md., and Erica Brecher of Fredericksburg were the top three female finishers in the HHM. Randy Shelton of North Prince George, Va., Jonas Fuglem of Quantico and Samuel Lakulis Jr. of Stafford took the top three awards in the Semper Five. Devyn Ford chooses Penn State University » BY DAVID FAWCETT

Before he officially announced his college choice, junior running back Devyn Ford needed help from his mother, Stephiana. Ford planned to announce his decision May 18 inside North Stafford High School’s auditorium by removing his North Face windbreaker to reveal the shirt he wore underneath. But the Velcro got stuck on the windbreaker, requiring Ford to turn to his mother on his right and ask her for assistance. Once she solved the holdup, Ford turned to the crowd and spoke the familiar words “We are” that let everyone attending know where he was headed. Ford finished the final part of his sentence in full view of those attendance by showing his Penn State dry shirt. The shirt was part of an ensemble that included Penn State dog tags and a Penn State cap, which Ford said he ordered online for his special day. Ford said he made his decision a few weeks ago after sitting down at the kitchen table with his father and weighing out the options between his two finalists, Penn State and Virginia Tech. It was a hard choice. Both schools offered Ford excellent academic and athletic opportunities. Ford kept his decision quiet until Friday. Until that point, no one else--outside of Ford’s father--knew

his choice. Recruiters from Penn State and Virginia Tech left North Stafford on Thursday in the dark. After receiving 40 scholarship offers, Ford narrowed his list down to Virginia Tech, Penn State and Ohio State, before eliminating Ohio State. Ford, who cannot sign his national letter of intent until December, chose to announce his decision on his paternal grandmother Barbara Clinkscales’ birthday.

Rivals.com ranks Ford as the top recruit in Virginia for the class of 2019 and the No. 9 overall player in the nation. He is also listed third nationally among running backs in 247Sports 2019 composite rankings. The Commonwealth District and 5A Region D Offensive player of the Year rushed for 2.056 yards in 2017 and scored 32 touchdowns. He has rushed for 5,071 yards in his three-year prep career and scored 76 touchdowns. Ford has been

invited to the 2019 Under Armour AllAmerican Game. Ford’s decision underscored how well Penn State continues to recruit in this area. North Stafford teammate Nana Asiedu and Hylton running back Ricky Slade have signed with the Nittany Lions. The chance to play with both in college was a huge factor in Ford committing to Penn State. “They are family,” said Ford.

Nathan Neff was part of a strong baseball program at Mountain View High School, but the Stafford resident was not heavily recruited while at the school. “Coming out of high school I talked to a couple of [Division III] schools in the ODAC. I didn’t have any offers until late in my senior year,” Neff said. That is when he heard of Concord University, a Division II program in West Virginia. A coach with ties to Massaponax High had some connections to Concord, where Kevin Garrett is the head coach, and Devin Smith is the hitting coach and recruiting coordinator. “He asked me to send him video of me hitting,” Neff said of coach Larry Runk. Neff ended up as the starting third baseman while a freshman at Concord in 2017. Smith “just noted he is a really gritty baseball player. That is the kind of kid we are looking for. His baseball IQ is really high,” Garrett said. “He does a great job with runners in scoring position. That is because he is a contact hitter.” Neff was a second-team all-MEC player as a freshman at Concord in 2017. He started 51 games at third base and hit .341 with 48 runs scored and 20

RBI. Neff hit leadoff most of the year and drew a team-high 37 walks and had two doubles. The Stafford County resident reached base in 28 games in a row at one point as a freshman and had a career-high three RBIs against Urbana on March 20, 2017. Neff, against Wheeling Jesuit, had a career-high four hits on March 25 as a freshman and he had 22 multi-hit games. This year as a sophomore he hit .288 and played in 47 games, all starts. Neff had one steal and drove in 16 runs. Concord was 26-23 overall this year and 18-14 in Mountain East Conference play. “I probably batted leadoff for 25 or 30 games. I hit ninth for a couple of games and hit second for another 15 or 20 games,” Neff said. Neff is one of several former Mountain View High graduates who played college baseball this past season. Others include pitcher Dylan Hall of Virginia Tech; pitcher Justin Pearson of William & Mary; pitcher Jacob Menders of Chattahoochee Community College; catcher Alex Smith at Navy; and infielder Jacob Pollock at Shippensburg (Pa.) University. Neff is studying finance and accounting, and is on a partial athletic scholarship at Concord. Neff played two years of junior varsity and two years of var-

A handful of speakers shared their opinions with the school board on the issue, with considerations including SOL test preparation time, summer fun, military families, vacations, teacher work days, excess heat on buses in the summer and the temperature in the schools in the winter after a break. Benson said that in looking at test scores for localities that switched to a preLabor Day start, there doesn’t seem to be a significant change. He noted on either side, however, that there doesn’t seem to be “a definitive one thing to push us” in either direction on the matter. School board member Irene Egan, Aquia District, said for her, there is. Egan said that a teacher workday that instructors would lose needs to be put back in, but otherwise, she supports a preLabor Day start. School board Vice-Chairman Dewayne McOsker, George Washington District, said that there are pros and cons to both options, but he’s always voted against a pre-Labor day start.
