What is changing for 2027?

Open Enrollment is your opportunity to elect benefits that work best for you and your family. For 2027, we have increases to HSA and FSA plan limits, a dental plan enhancement and changes to employee health insurance premiums. To ensure you make informed decisions, please review this guide carefully. It contains details and resources to help you make your decisions.

Do I have to do anything? Yes, if you want to:

Special Health Care Needs Benefit added to Delta Dental coverage. (Page 6) Health Care Flexible Spending Account annual maximum increases to $3,400. The annual rollover maximum will increase per IRS maximum allowable. (Page 8) Health Savings Account (HSA) annual maximums increase to $4,500 for employee only and $9,000 for employee + one or more. y Make changes to your health insurance elections including the dependents that you are covering. This is the only time you can change your health insurance elections without a qualifying life event.

The IRS will announce 403(b) and 457 annual contribution maximums later in the year.

y Enroll, add or change coverage in a critical illness policy, accidental injury policy, hospital care policy or long-term disability policy (VRS Plan 1 and Plan 2 members only).

You are required to upload all necessary documentation by 11/15/2026 to complete your online enrollment.

y Elect a Flexible Spending Account (FSA) for 2027. Remember you must make an election each year you wish to contribute. FSA elections do not roll over from year to year.

You will receive an email confirming your Oracle submission, including a confirmation statement, within 24-hours of your election. This is your proof of the elections you made. Documentation is only required for NEW dependents added to your coverage. We will contact you if we don’t receive the documentation required. You will also receive a final email confirming your choices after Open Enrollment closes.

No, if you don’t want to make changes to your current elections or want an FSA. It’s a good idea to review your benefits every year to make sure your current plans still meet your needs. Not sure or want to learn more? Talk to ALEX! your virtual benefits counselor (see page 10).

Where and how do I make changes? Elections and changes are made in Oracle Self-Service. Links to Oracle Self-Service and the Benefit Online Manual can be found on the Open Enrollment website or through ALEX. Important: If you are adding a NEW dependent, documentation is required to show their relationship to you. It’s best to have all documentation (such as marriage certificate or birth/adoption certificates) saved to your computer when you enroll.

How can I be sure changes were made?

Will I get new cards? CVS Caremark will be issuing new cards for 2027. Additionally, employees who enroll for the first time in medical, dental or vision will get cards. Each covered member gets their own medical card, but dental, vision and prescription cards are shared with the family. You can request additional cards if desired. Health Care FSA and HSA debit cards will be sent to first-time enrollees and to those with cards expiring. New cards will arrive by January 1, 2027. You can also download or print health insurance cards from the vendor websites or apps on or after January 1, 2027.


2027 Health Insurance Premiums Health insurance premiums will increase by 20% for 2027. This is driven by rising costs of medical services, prescription drugs and medical technologies, which directly impact claim expenses for our self-insured plan. Premium increases make it possible for us to continue to provide you a robust benefits package. Depending on your selected medical plan, per-paycheck increases will range between $1.07 (for Employee Only HDHP) to $75.92 (for Family OAP HIGH). 2027 premiums will begin on the January 22nd paycheck.

Open Access Plus High (OAP HIGH)

OAP is a type of PPO plan offering both in- and out-of-network coverage through a broad national provider network. Deductible: The amount that you are responsible for paying out-of pocket before the plan starts paying for services. Coinsurance: The percentage of costs you pay after you have met your deductible. For example, 10%. Out-of-Pocket Maximum: The Maximum amount of money you might pay in a plan year, not including the cost of premiums. If you reach the Out-of-Pocket Maximum, you are covered at 100% for the remainder of the plan year. Premium: The amount you pay each pay period for your medical insurance coverage. Your Premium is based on the plan and level of coverage that you choose and is deducted pre-tax. Preventive Services: Annual physical screenings, wellbaby services and childhood immunizations that are covered in full when using in-network providers. In-Network: Providers or health care facilities that are part of the health plan’s network of providers with which it has negotiated a discount. Out-of-Network services will cost more.

Your Vision and Dental Coverage Options LCPS offers comprehensive dental and vision plans for benefits-eligible employees and their eligible dependents. These plans are designed to provide you with a wide range of coverage options and broad provider networks to meet the diverse needs of you and your family. Dental coverage is provided through Delta Dental and vision coverage is provided through Davis Vision.

NEW Delta Dental Special Health Care Needs Benefit The LCPS Delta Dental plan will expand coverage in 2027 for those with special needs. These additional benefits help ensure every patient receives the coverage necessary for a comfortable, positive dental visit.

What’s included?

Who qualifies?

y Up to four dental cleanings in a benefit year.

All covered members with a qualifying special health care need are eligible for this benefit. This includes individuals with physical, developmental, mental, sensory, behavioral, cognitive, emotional impairment or limiting condition that requires medical management, health care intervention, and/or the use of specialized services or programs. There is no age limit.

y Treatment delivery modifications necessary for dental staff to provide oral health care for patients with sensory sensitivities, behavioral challenges, severe anxiety or other barriers to treatment (including anesthesia).

y Additional consultations with the dentist that may be necessary to help patients understand what to expect prior to treatment.

Eligible members should let their dentist know that their plan includes the Special Health Care Needs benefit and that they have a qualifying need. The dentist should verify the benefit before rendering services.

Flexible Spending Accounts and Health Savings Accounts Flexible Spending Accounts Flexible spending accounts (FSAs) are a simple way to save pre-tax money to be used for out-of-pocket health care expenses or for eligible dependent day care expenses. You save pre-tax money and then use that money to pay for, or reimburse yourself, for eligible expenses. LCPS offers two types of FSA accounts; health care FSAs and dependent care FSAs. Health care FSAs are for medical, dental, vision and prescription expenses for you and your eligible depenedents. Dependent care FSAs are for day care expenses incurred for an eligible dependent while you work. FSAs are available to all full-time employees, even if not enrolled in a medical plan. Employees enrolled in the HDHP with HSA plan who also want a health care FSA are eligible for the limited purpose health care FSA which covers dental and vision expenses only. Maximum annual contributions to an FSA in 2027: | $3,400 for health care FSA y Maximum rollover at the end of the 2027 plan year will be determined by the IRS this fall y Maximum rollover from 2026 into 2027 for current participants is $680) | $7,500 ($3,750 if married and filing separately) for dependent care FSA y No rollover FSA accounts have a use-it-or-lose-it provision. You must make a new annual election for each year you want to contribute. Your prior year FSA contribution elections do not continue into the next year. You can only elect or change an FSA during Open Enrollment or within 30 days of an IRS qualifying life event. Note that your election in Oracle SelfService should be an annual amount for the calendar year.

Health Savings Account—HDHP Participants Only If you are enrolled in the High Deductible Health Plan (HDHP), you will be provided with a health savings account (HSA). You can use HSA money to pay out-of-pocket health care expenses, watch your money grow into retirement or both. There are many advantages to an HSA: y You receive an employer contribution in January of each year: $1,100 for employee only/$2,200 for employee + one or more dependent. Employee contributions will begin on the January 8th paycheck. The employer contribution will be made soon after January 22nd paycheck. y You can make pre-tax contributions to your HSA through payroll deductions. You elect a per-pay amount, and it can be changed at any time. y Pre-tax contributions to an HSA reduce your taxable income. y HSA funds earn interest tax free and when used for eligible health care expenses, withdrawals are also free from tax. 2027 HSA maximum annual contributions: y Employee only: $4,500 (includes LCPS $1,100) y Employee + one or more: $9,000 (includes LCPS $2,200) y 55+ Catch Up: an extra $1,000

Am I eligible to have an HSA? To be eligible for an HSA you must: y be covered only by a qualified high-deductible health plan (HDHP); y not be covered by any other health coverage (ex. Medicare, Tricare, spouse’s non-HDHP medical plan or spouse’s full-purpose health care flexible spending account); y not be enrolled in Medicare (part A or B); and y not be claimed as a dependent under someone’s tax return (spouse filing jointly is okay).

What Other Benefits Are Available During Open Enrollment? LCPS offers a range of supplemental programs for benefits-eligible employees. Visit the Open Enrollment website or Talk to ALEX for more details about these options.

Critical Illness Policy A critical illness policy provides a lump sum cash benefit when you or a covered dependent are diagnosed with a covered critical illness during your policy coverage period. Employees can purchase critical illness coverage for themselves and their eligible dependents. Employees enrolled in the High Deductible Health Plan automatically receive a $5,000 policy on themselves, and can buy more and purchase coverage for their dependents. Please note: Smoker/Non-Smoker has changed to Tobacco/ Non-Tobacco user. More detail can be found on the Open Enrollment website. Please adjust your election if necessary.

Accidental Injury Policy An accidental injury policy provides a cash benefit to you or a covered dependent for a broad range of accident treatments and conditions, based on the approved schedule. This policy is for non-job-related injuries. Choose between a low and mid-level plan option.

Hospital Care Policy A hospital care policy pays a fixed cash benefit directly to you or your covered dependent for each day confined to a hospital due to a covered illness or injury. Hospital care benefits are paid directly to the policyholder, regardless of other insurance coverage, and can be used for any purpose.

Optional Group Life Insurance LCPS provides full-time employees with a basic life insurance policy at 2X your base annual salary. You may also purchase additional life insurance coverage for yourself, your spouse and eligible dependents. Purchase from 1X to 8X your salary (not to exceed $975K). Evidence of insurability is required. Apply directly with Securian Financial through your VRS account or the direct link provided in Oracle Self-Service and on the Open Enrollment website.

Disability Insurance LCPS provides short-term disability coverage to all benefit-eligible employees. Short-term disability coverage provides partial income replacement for the first 90 days of a qualifying disability (waiting period applies). If you want continued income replacement benefits after 90 days, this is where long-term disability coverage can help. Optional long-term disability coverage is available to VRS Plan 1 & VRS Plan 2 members only. VRS Hybrid members are automatically enrolled through the Virginia Local Disability Program (VLDP). Guaranteed issue during open enrollment—This means no medical questions for new enrollees or employees making a change to their long-term disability coverage.

Long Term Care Long term care insurance provides a variety of services and support to meet health or personal care needs over an extended period due to physical or cognitive disability. Most long term care is non-skilled personal care assistance, such as help performing everyday activities of daily living. Employees may purchase long term care policies for themselves and their family members through LCPS affiliate relationships and direct pay to the vendor. Note: VRS Hybrid members have a long term care benefit through their VRS Hybrid plan but can purchase additional coverage if desired. y Genworth: Apply online at genworth.com/cov or call 1-866-859-6060. y Creekside Insurance: Call 1-800-467-5425.

Critical Illness and Accidental Injury Plan Wellness Incentive Benefit The critical illness and accidental injury insurance plans each come with a $50 wellness incentive benefit. This benefit is paid for each covered person who completes at least one wellness treatment, health screening test or preventive care service on the list. If you are a Cigna member, this payment will be issued automatically when you receive an eligible wellness service. Non-Cigna members or eligible dependents not covered under your medical plan will need to submit a claim at myCigna.com.

Wellness Works! Incentive Program Don’t Miss Out on $330 With the Wellness Works! Incentive Program you can earn rewards for taking charge of and improving your health. All full-time employees access the program through your account at myCigna.com (register if it’s your first time visiting). Once logged in select Wellness > My Health Assessment and complete your online health assessment for a $100 reward. Then track other wellness activities to earn even more!

Some activities will be automatically processed by Cigna through claims and others you can self-report. Save for your Future with Voluntary Retirement Programs Investing in your retirement plan is an important step towards helping to secure your financial future. In addition to your VRS pension plan, LCPS offers two voluntary retirement savings plans, a 403(b) Elective Deferral Plan through Lincoln Financial and a 457 Deferred Compensation Plan through VRS. Both plans offer pre-tax or Roth (after-tax) contribution options.

Are you—or a dependent on your insurance—eligible for Medicare? If so, there are couple things you need to know about your prescription coverage. Medicare prescription drug coverage is available to everyone with Medicare and it provides a standard level of coverage set by Medicare. The LCPS prescription drug plan, through CVS Caremark, provides coverage that exceeds the standard set by Medicare. This is called Creditable Coverage and means you will not pay a penalty if you elect a Medicare drug plan later during a special enrollment period.
