Last Thursday was a day of great significance for our district. I felt a huge sense of pride when our Council adopted what was, by a long shot, the most ambitious and bold Ten Year Plan any Council in our district has ever before embarked upon. We proposed, and our community approved, a level of capital expenditure three times greater than anything Council has undertaken in the past. It wasn’t a case of just putting up some big numbers though. We have responded to the enormous challenges facing our district. Blindingly fast growth means we need urgent action to ensure we protect the lifestyle of our residents, and the economic lifeblood of our towns through investment in tourism-related infrastructure. Council received 586 submissions on the Ten Year Plan. On the whole we received almost a clean sweep of support for the big issues and the community has given us a mandate to get on with it. We certainly valued the well-considered suggestions for enhancement and made changes accordingly. There are a lot of thank yous that need to be issued. Firstly, I want to thank the entire district for joining us on this path to deliver better outcomes for all who make this incredible part of the world home. I also wish to thank the QLDC team for the enormous job they have undertaken in delivering this Ten Year Plan. The workload has been daunting and they should all feel very pleased with and proud of the outcome. Thanks too, goes out to our Councillors. They are an outstanding team and have worked in a positive, challenging yet collaborative manner to bring the plan to fruition. I truly believe they have done the best for the community as a whole.
Queenstown made ‘Pride’ history last week when Pride Pledge founder Martin King presented Queenstown’s first Pride Pledge certificate to Skycity Queenstown Casino General Manager Jonathan Browne at Skycity last Wednesday.
If I have a personal disappointment around the Ten Year Plan, it is the ongoing frustration we face with Central Government’s lack of traction in recognising the important role that our district plays as the focal point for New Zealand’s largest industry. Our district should not have to shoulder the financial burden of this on its own. In effect, our ratepayers are paying to support the New Zealand economy and sustain New Zealand’s jewel in the tourism crown. This does not sit at all comfortably with me. Failure is not an option and I see this as another challenge we will overcome. Nothing will stymie our drive to deliver the right outcomes, it simply makes our future choices more difficult and potentially our delivery more stretched. That may not be tenable. Rest assured, I am not going to shy away from the Central Government conversation. These challenges are not going away and neither are we. No plan is perfect and while our new Ten Year Plan is an excellent one, there will be future enhancements. We have a strong focus coming in the Upper Clutha. I also think we have a task before us in better recognising the part arts and culture and particularly our māoritanga will play in our district in the future. These will be addressed in future Annual Plans. In my view, our Council is a bold one but not a reckless one. Our plan is fit for purpose and I now look forward to being part of a council team which delivers on our powerful vision: Vibrant Communities, Enduring Landscapes and Bold Leadership. Mayor Jim Boult

Inconsiderate parking?
So the council some time ago decided that instead of giving people parking tickets they will now give them tickets for “Inconsiderate Parking”. The later fine is $60 while a standard parking violation of less than 30 minutes is $12. The QLDC justify issuing tickets because in their opinion “someone else may want to park there, so it is inconsiderate to stay longer than the time limit”. I have that in writing from them. By their rationale there will never again be a parking ticket issued, all tickets will be for inconsiderate parking. They seem oblivious to the fact that inconsiderate parking is intended to be for parking over a driveway, in the middle of a street or on a footpath. It was clearly not the legislators intent to enable councils to issue tickets for inconsiderate parking for every parking offence. It is simply a way for the QLDC to increase revenue. I have no doubt at some time in the future someone will challenge the validity of this new parking enforcement idea and the QLDC will be forced to repay thousands of dollars in revenue. When I successfully argued my
way out of one of these tickets, they informed me they had been issuing these tickets for over two years - that will be a lot of refunds. After initially refusing to waive the ticket they eventually agreed to waive the ticket after I said I wanted to make submissions to the court that I had been charged with the wrong offence - I should have had a parking ticket for exceeding the time limit not one for inconsiderate parking. They clearly didn’t want it going to court. I see a regular columnist in another local paper also reports in last weeks edition he had the same ticket for parking in an empty carpark late at night. Could someone in the council explain why they continue to issue tickets that won’t stand up in a court of law and undoubtedly at some stage in the future will require full refunds for everyone who has ever had one in the past?

Response from Lee Webster, QLDC Regulatory Mananger Thank you for your comments and for the opportunity to respond. Council has a number of different types of parking tickets (set in law) including the matters as you describe. E.g. time restricted parking, parking on footpaths and over driveways, etc along with one for inconsiderate parking. Inconsiderate parking is when you have parked in a manner without reasonable consideration to other road users. While I accept this is subjective, Council does not use this as a catch all/revenue gathering approach. Around 50,000 parking tickets have been issued in the past year, most for parking over time. Only around 3,000 of these were issued for inconsiderate parking. Don’t you think it’s fair to say it is inconsiderate when for example someone parks in a P15 space for an hour?
The driver has taken four times as much time allowed causing knock-on effects such as increased traffic flow due to vehicles circulating looking for parks or even parking illegally. This action does have effects on other road users and the ticket would be avoidable if everyone followed the rules and considered other drivers. Our parking officers do a fantastic job but like the rest of us, they are human and on rare occasions they do make mistakes. However, they do not issue tickets for no reason. So if there has been an error, we are more likely to re-issue the ticket with a correction… because whether it’s inconsiderate parking or parking over time, an offence remains and the ticket should be paid.

FACEBOOK/WEBSITE COMMENTS Let’s Be Serious - 657 Ciggy buts are only part of the litter problem plaguing the district especially in the wider Queenstown CDB. News flash QLDC, it doesn’t need a bed tax or other handouts to minimise this horible blight, rather a genuine will to do so. Perhaps the QLDC are too busy planning their environmentaly friendly flash new HQ rather than focusing on undertaking their primary responsbility of keeping our streets, footpaths and verges clean.
Over & Out Don’t get me wrong, I despise cigarette butt litter and smokers for that matter. But I also think that whenever people bring up a flash new headquarters for QLDC when they don’t take action on something, it’s hilarious! I think a new HQ is a great idea and will help streamline council services. The real crime is that it has been put off for so long and in that time building costs have skyrocketed. Common sense people, just be courteous! You and your backpacking mates don’t own the streets! Don’t take up the entire sidewalk! It’s getting annoying!
