Blue Sky Thinking: Frankton without the airport? You may have noticed that, despite the beauty of our environment and the exciting buzz of the town, there is a lot of angst about. Traffic congestion, accelerating visitor numbers, housing shortage, ribbon development, water quality, inadequate acute medical facilities to name but a few topics of concern. Have we reached a tipping point in Queenstown’s development, from a small resort into an overstretched town servicing a major tourism destination? Focussing on Frankton and the Airport, consider these factors: • Queenstown Airport Corporation’s wish to more than double current aircraft movements to meet airline demand cannot be accommodated within its current, or foreseeable future, social licence (the community’s acceptance of the external costs imposed by the airport’s operations). Not to mention negative impacts on our community, infrastructure, environment and tourism industry. • The speed and scale of development in Queenstown and Wakatipu Basin are moving the centre of gravity from Queenstown Bay to Frankton; and • The Airport is now a drag on our overall economic development, inhibiting necessary infrastructure in and around Frankton - hospital, schools, homes - because they are ‘noise sensitive activities’. The current location is an accident of history: the strip of land used as a racecourse for entertaining gold miners was designated an aerodrome in 1935. Its growth into an international airport only began to accelerate in the last 30 years. Now that growth is exponential – noise boundaries approved in 2009 on the basis they would last until 2037 will be reached in the next couple of years. To cater for airline demand, QAC not only wants to more than double flights into Queenstown, it wants to develop Wanaka for jet aircraft as part of its “dual airport business model”. So, the facts on the ground have changed. Can we carry on muddling through; or is progressive, big picture thinking required for the next 50 years? ‘Blue Sky Thinking – Frankton without the Airport’ is the plan to be presented to our community on 29 April by two local urban designers, Gillian Macleod and David Jerram. They will challenge the assumption that growth of the Airport is ‘inevitable’ and consider the facts and figures that lead to a radically different conclusion – that what IS inevitable is relocation of the Airport. They – with the support of both local community associations, want to get feedback from our community on whether their blue sky thinking resonates with people who live and work here. An engaged and informed community can then help set the agenda for the local elections later this year. See you there. Where: Remarkables Primary School hall When: Monday, 29 April at 8pm Hosts: Frankton and Kelvin Peninsula Community Associations David Mayhew, Chair KPCA

I W I’ve
Wow Queenstown, what a place.
picked up your publication while visiting from the US and wanted to pass on to the local population, just what an amazing place you have in Queenstown. There are 6 of us who have had NZ on our bucket lists and finally we’ve made the effort. Having never visited Queenstown we are blown away by the scenery, of course but the quality of air, its crispness and the clarity of water caught us slightly unawares. OMG its stunning. Every where we have been we have met nothing but politeness and its something I’ve rarely
witnessed elsewhere. I’d like to think that if you visit my city you would be met with similar hospitality that you have shown us. I wanted to call out The Bunker for special praise as we had dinner there on Sunday and the open fire, the service and friendliness of the staff was perfect. Two of us are chefs and the flavors was world class. Congratulations. Thank you Queenstown, three days was not long enough but the impression made will last years. Frank R
Penalty Rates Over the Easter period the restaurants took the opportunity to gouge the poor customer once again by charging a 15% surcharge on Friday and Monday. How do they get away with this? All the retail stores were open on Monday and I didn’t
see any of those charging an additional 15% on their products. I get it’s a burden on the employer having to pay time and a half but build it into the overall pricing for the year. Unhappy Customer
Survey Suggestion Hi Jim How difficult would it be to insert the following question in your survey. Do you want to allow this or successive councils to continue the policy of unbridled growth before suitable and sustainable infrastructure is available? We know of course that their is little likelyhood this seeing the light of day, in the main because you already know what the ratepayers response will be and that it will not suit those special interest groups that wish exploit the area and its residents for their own nefarious interests. That this council hope either through apathy and or not providing a full accounting of how the money will be spent, that it will somehow slip through, giving this and future councils an unbridled mandate to move forward
on an ever expanding wish list of vanity projects If the tax does see the light of day and the councils coffers start overflowing and somehow the current infrastructure problems are resolved this will no doubt encourage even further development and problems and on it goes in a never ending cycle. Won’t it be more prudent and democratic, that before we go down this fiasco of a referendum, that the ratepayers and the ratepayers only are given an opportunity to decided whether we want further unfretted development or a quality of life balance that most of us aspire to for our self’s and future generations. Somehow I however regret to say the horse has already Bolted. Over&Out
Does it need a celebrity to get noticed? Peter Jackson wrote a scathing letter to Wellington Council last week which of course all the media picked up on. Peters letter certainly got the mayors and councils attention and dragged them off their leave to respond. Do we need a serious celebrity to get on board to stop the crazy development proposals that are sailing through council. Local residents are up in arms at the developers who are
making a fortune whilst creating slums of the future and with no requirement to contribute to the infrastructure that will mitigate the mayhem in the making. It seems local resident resistance is have a limited affect. Peter has stood up for Shelly Bay in Wellington, who can make the same impact here? Cry for help!

Vote Now! www.lwb.co.nz Do you believe Queenstown Airport growth is inevitable?
Facebook/Website Comments Have Your Say On The Visitor Levy Great idea to get out and vote - and hopefully most will vote yes. Dis-regarding the issues raised by some, this is about whether we get tourists to pay the cost of their stay, not whether Queenstown has become a less desirable place to live than it was 15 years ago. I have been paying for tourists to come here for over 20 years so it’s time the tourists started paying for some of their own expenses. Vote YES! Daniel Have Your Say On The Visitor Levy To my knowledge there has not been any economic analysis of the bed tax proposal. The Mayor says it will not cause any adverse effects to the accomodation providers businesses. Everyone knows if you put the price up demand will fall. GST collected in the last year from the tourist spend in the region was an incredible $437 million. How much of that was reinvested back in this region? Not much I suspect. The problem is Central Government is under funding the regions. Peter Have Your Say On The Visitor Levy Diminished visitor experience? Already there Jim. I have noticed the declining visitors and declining stay length Queenstown - we could have had stable numbers for years, instead you and other councils have gone for the growth path. Quiet simple it’s way too late to turn back the clock. The desecration of a quaint place now ripped to pieces by the neoliberal vultures who proclaim they are providing jobs and accomodation to the workers. But only if the Government allow access to poor countries workers who will live in a house that pays the bosses mortgages - 1800s slave plantations comes to mind. Maybe think about that on your next hour drive into town. I’m happy this government is ignoring the blackmailing of ‘we are special because tourists come here’. Enjoy the decline, I think it’s funny because of how predictable it was. New Zealand Government and it’s economists will find another industry to make money off before it tries to save Queenstown from itself. Jimmy No Shoes

Department Of Conservation Conundrum by Lou Sanson Director-General of the Department of Conservation (DOC)

The dual challenges of declining indigenous biodiversity and increasing tourism pressures are significant for DOC. We are responsible for overseeing the conservation of our natural heritage, and ensuring New Zealanders and others access to and enjoyment of this heritage. We must ensure our visitor industry is part of the solution for our biggest conservation challenges; notably pest species and habitat loss and degradation. These threats to New Zealand’s nature are increasingly exacerbated by a changing climate. This year may bring the biggest beech mast (heavy seeding) for more than 40 years, fuelling stoat and rat numbers. One single rain event this autumn will cost DOC millions in damage repairs to key destinations - the West Coast glaciers, Hooker Track and Routeburn included. Managed effectively, sustainable tourism brings significant advantages connecting people to nature, celebrating our cultural heritage, building the conservation effort and boosting our regional economies. Our Treaty Partner and tourism operators play vital roles here. Tourism also comes with challenges of capacity and environmental pressures. A big issue is that people tend to visit a few popular sites at popular times. Something those in the dearly-loved Lakes District will be acutely aware of. This place is also extremely dear to me. It is where I have spent my last 20 Christmases, camping with family, tramping in the mountains, seeing with pride DOC’s ranger work. Over this time, I have witnessed the changes brought by the area’s increasing popularity.

International visitor arrivals to New Zealand have grown by 43 percent in the last five years. Domestic tourism is also growing. It’s estimated Blue Pools visits have gone from 3,400 in 2015/16 to 102,000 in 2018/19. Ben Lomond Track has just about doubled in visits from 2015/16 to present. This year, while numbers are still on the increase, we’ve seen a general slowing of this visitor growth. MBIE’s regional tourism growth estimates for Otago is 7 % (in the year ending February 2019). This growth is reflected at Blue Pools (102,000 visits/7 % increase on last year) and Roys Peak (75,000 visits/6 % increase).
L A K E S W E E K LY B U L L E T I N
New Zealand’s tourism system, DOC included, wasn’t set up to cope with the industry’s level of growth and rapid change. In response the government is taking a more active and coordinated approach to managing future growth and mitigating tourism’s impacts. DOC is playing its part to achieve this.
ON THE QUEENSTOWN APP
DOC’s 2018/19 additional tourism pressures funding for the southern South Island rose 68% to $990,000, with $406,000 towards DOC’s Wakatipu/ Queenstown-Lakes and Central Otago districts including: • Upgrading popular facilities including Mt Iron and Ben Lomond tracks and Blue Pools carpark. • Building our ranger presence at key sites, such as Blue Pools - $73,000 was put towards story-telling ranger roles across Wakatipu and Wanaka. • Extra compliance work, including freedom camping, and concession monitoring. To address problematic visitor behaviours, such as inappropriate toileting, DOC launched its summer campaign ‘visit the Kiwi way’ in December last year. We are also exploring ways in which we can better manage visitor flow and ensure access for New Zealanders through initiatives such as differential pricing on our Great Walks. While DOC is working hard in this space, we all have a role to play in caring for New Zealand’s heritage. It’s our nature, it’s who we are as Kiwis. Through initiatives like Predator Free 2050, Tourism Industry Aotearoa’s Sustainability Commitment or the Backcountry Trust, the key to success lies in all of us working together. Lou Sanson, Director-General of the Department of Conservation (DOC)

LAKES WEEKLY BULLETIN CRUSADERS vs LIONS Friday 26 April - 7:35pm The Lions monstered the Chiefs pack last week. Can’t see them having the same success this week. SUNWOLVES vs HIGHLANDERS Friday 26 April - 10:00pm Leaving Ben Smith at home is a big risk. The Southern Men should still get the job done and bag the points. HURRICANES vs CHIEFS Saturday 27 April - 7:35pm On last week’s form you would pick another draw. Neither side looks like it wants to win. With BB back in the starting lineout hopefully the Canes will find their mojo. WARATAHS vs SHARKS Saturday 27 April - 9:45pm After last week’s determined performance the Tah’s look set for the Aussie Conference lead. STORMERS vs BULLS Sunday 28 April - 1:05am It’s hard to get excited about this game. Battle of the blockheads. JAGUARES vs BRUMBIES Sunday 28 April - 9:40am If you were betting on the next team to get cut from Super Rugby the Jaguares would be a sure thing. Time to show they are worthy of support.

PICKS OF THE WEEK Arrowtown Autumn Festival The 35th Akarua Arrowtown Autumn Festival celebrates one of our favourite seasons with more than five days of activities and events. There’s something for everyone from the annual art exhibition to Pie, Pint and Pinot, a fabulous way to enjoy handmade pies, craft beer and local wine. The locals’ favourite is the parade and market day on Saturday 27 April with busking, vintage cars, community floats and a friendly, welcoming atmosphere. There’s so much going on: a free outdoor movie, competitions and workshops for the kids, and a fun dog show. There’s a night of music, comedy and intrigue called La Nuit d’Extraordinaire, a quiz night and a country music concert...the list goes on and on. This is one of NZ’s iconic community events with something for every age and interest. When: 23 - 28 April Where: Arrowtown For more information check out: arrowtownautumnfestival.co.nz Camp Disco #3 With DJs from 9pm why not gather your pals early and get down to Bungalow for another fabulous evening of disco and funk. As always the bar staff will be adding a little jazz to their uniforms so don’t be shy to go all out. When: 25 April, 9pm - 4am Where: Bungalow, Queenstown Free entry Norah Jones We are thrilled for the long-awaited return to New Zealand by one of the USA’s most critically acclaimed singer/songwriters – nine-time Grammy winner Norah Jones. Lara Laverdure
Arts+Culture
Meet the Artist Lara Laverdure: Jeweller and Cellist You might know Lara Laverdure from Queenstown’s bustling arts and crafts markets, held weekly at Earnslaw Park. The jeweller and cellist got into jewellery making around three years ago after a friend, gold and silversmith Colin Forster encouraged her to attend a workshop. “I did a few classes with Colin and he was kind enough to let me use his studio for about a year – he still does classes, I recommend him! I now have my own studio at home and I find myself working without stopping and buying more and more tools,” says Lara.

Art News Notre Dame Cathedral Damaged in Fire One of Paris’ most notable buildings, the Notre Dame Cathedral, was damaged in a blaze last week (15th April). The 12th-century cathedral is home to priceless works of art and is one of the world’s most famous tourist landmarks. Early reports say that the spire and three-quarters of the roof have been destroyed, but the building’s main structure was saved. Most of the artworks and religious relics have been relocated. The cathedral was popularised in Hugo Victor’s 1831 novel, The Hunchback of Notre Dame (English title). The story follows Esmerelda, a beautiful young gypsy girl and the men who attempt to woo her, including the simple, hunchbacked Quasimodo. However, large sections of the book describe Notre Dame Cathedral in vivid detail. Scholars suggest that the intent of the book was to reinvigorate interest in the cathedral’s Gothic architecture, which had fallen out of fashion at the time. Many buildings from the same era had been destroyed and replaced by modern architecture which Victor detested. If this was his intent, it worked – the cathedral now attracts more than 13 million visitors per year and French President Emmanuel Macron was quick to promise that the cathedral’s spire and roof will be rebuilt.
Originally from Canada, Lara began studying the violin at the age of four and fell in love with cello at the age of eight. She went on to do formal cello exams with Vincent D’Indy Music Conservatory and studied classical cello performance and Jazz interpretation at College Lionel-Groulx, Canada. She performs at weddings and other events, but took a brief break while travelling (cellos are hard to come by on the road), and that’s when she fell in love with jewellery making. She now works as both a jeweller and professional cellist in town. “When I’m making jewellery, time goes fast. I’ve got to make sure I take breaks to go for a run and play cello. The balance is quite nice, cello is quite easy for me because I’ve being doing it for so long, I can close my eyes and just play. Jewellery is very hands-on, I get back ache and have to be very focussed but I could do it all day.” Lara is inspired by Russian filigree – an ancient technique made with tiny beads or twisted threads, or both in combination, soldered together. “It’s a little bit of a lost art,” she says. “There is one artist in the US who’s creating 3D shapes using this technique, I’m inspired by this and love transforming filigree into modern forms too. I also love working with stones and have been doing other styles that are very different from filigree, very modern, minimalist in style; I’ve just finished a hollow pendant which I call ‘the box you can’t open’.” Selling her jewellery at the Queenstown Arts n’ Crafts Market has been key for Lara. She says selling online through stores like Etsy is difficult because independent artists are hard to track down online. Similarly, selling through shops in Queenstown is tricky unless you have a strong connection with the shop owner. “The market works really well. I know of quite a few jewellers who have been there a long time and find that it works well and is more relaxed. The market is very popular with customers for that too – everything there is handmade from scratch and sold by the artist, there’s leather work, pottery, jewellery, drawings, paintings and of course greenstone. It’s good fun and I get lots of positive feedback.” Find out more about Lara’s work on Facebook (@LLJewelleryDesign and @Queenstowncello), or say hello the next time you’re at the market. This week, the market is on Friday 26th and Saturday 27th April, 9am – 4:30pm at Earnslaw Park, central Queenstown.
