Freedom camp [free-duh-m kamp]: the practice of putting up tents or parking up campervans in areas not designated for camping. Touchy: easily upset, needing to be dealt with carefully. People are hiring or buying campervans in droves. NZ is such a desirable destination, and seeing it at your own pace and without spending much money makes this kind of tourism a very popular option. Some campervans are self-contained, meaning there is adequate toilet, fresh and waste water storage on board to permit a minimum three-day-stay away. Having a certified self-contained camper is an advantage, as it permits you to camp in remote places without requiring external services. However, some rental agencies actively promote cheaper, non-certified vehicles – hugely appealing to the thrifty traveller who arrives penniless while wanting to see it all. I spent the summer working as a Responsible Camping Ambassador and I quickly learnt how crazily complicated freedom camping is. Every day, multiples of campers arrived (to the Hub) in assortments of cars and vans (many of these adorned with dream-catchers and potted cacti). Once parked, these vehicles unfold into a kitchen, bedroom, dining room and laundry, with socks hung out to dry on the steering wheel. While campers can be commendably inventive and incredibly engineered, for many of these vehicles, a bathroom never fits. The space a toilet requires is just the right size for something more important, so it’s dispensed with. After all, there are toilets along the way, right? Every day I’d explain to campers that ‘freedom camping’ didn’t actually mean they could camp anywhere they liked. I advised them about our deficient infrastructure (read: a complete lack of toilets on the route). I cautioned them about the disapproval they might encounter from Mr and Mrs New Zealand, who didn’t always approve of freedom camping. Further, the issue of our easy-to-fake certification system kept coming up. If you are a rule bender you will adore the certification process. Presently unregulated, it’s so full of loop-holes that it’s simple to jazz up forged documents and certificates. You could easily rip it off if you wanted to. Personally, I don’t care about certification, as it does so little to stop a camper from disrespectfully abluting in our woodlands. When they’ve gotta go they do go, absolutely anywhere. In my view, what matters most now is finding the best solutions to fix the many problems freedom camping has. Responsible Campers Association say camping responsibly depends on the camper, not their campervan. It can be argued that enforcing self-containment on travellers is not the point; it’s the behaviour of the person camping that needs attention and certification. How do you do that? So all the plastic bags got removed from supermarkets and shops. It’s a step in the right direction, but you still walk around the supermarkets and see roll after roll of smaller plastic bags which they dispense for loose fresh produce. That is of course unless you’re buying mushrooms. Mushrooms are treated like the royalty of the fresh produce world and have their very own PAPER bags with a nice little mushroom printed on the side. The reasoning for this is the paper absorbs any
excess moisture and keeps your mushrooms fresher, but my whinge isn’t about the mushrooms but the equality of all fresh produce. Would it be that difficult to provide little paper bags for all the fruits and veg? It just leaves me baffled how single use plastic bags are banned so supermarkets got rid of the big ones but the little ones are allowed to slip through the net? They say size doesn’t matter but in this case it clearly does. Concerned Shopper
Visitor Levy I propose that a visitor levy already exists in Queenstown but those funds don’t come back to QT and instead are spent nationally - hundreds of companies charge tourists for products and services in town and collect GST paying this to the government (including our accommodation business). Charging a visitor levy through hotels wouldn’t be fair on hotels as it would make a vast difference to the price of backpacker accommodation (dorm bed rates could be 25% higher) and even at $100-200 per night for a double room that could be 15% (if 2pax at $7.50) before any costs come out. This would actually make most small businesses in Queenstown quite unprofitable and allows the huge companies in town such as Real Journeys and Skyline to completely escape collecting any levy at all. Where’s the issue with hotels collecting a
levy you might ask? Well a competitive room night is made up on comparing and price matching the competition in town - for this reason the levy would be largely paid by hotels rather than the tourists making it actually a tax on hotels and not a levy on tourists. Far better would be to approach the IRD with the 34 visitors to each rate payer figure and ask for a higher % of the taxes paid by companies with registered offices or premises inside the 9300 postcode (and maybe surrounding area) so that all companies in and around Queenstown pay their fair share in the revenue generated by our 34:1 numbers! I’m sure a certain mayor that happens to be in the board of a certain huge company in town could get behind this surely? Anonymous
Tax Returns Its coming up to the end of the financial year and I am a home host preparing my tax return. QLDC charges an extra rate for home hosting and they give a likely range for the amount. However its fully 100% deductable against my Airbnb income unlike my regular
rates. Therefore I need the actual amount. QLDC says its between 25-35% but that’s not good enough for the IRD. I am happy to pay but why is it too hard for QLDC to be precise about the amount? AirBnB Host
Response from QLDC The range of 25-35% is due to the fact that QLDC has a number of targeted rates and wards within the district which makes it impossible to stipulate an exact percentage increase as it is different for the range of properties in the district.

Facebook/Website Comments Lime Scooter Question - 692 My concerns with the Lime scooters are this: These things actually go quite fast. After witnessing many lime scooters weaving in and out of pedestrians at a fair clip in Auckland I wondered how many people are knocked down by them. Aren’t they actually a cycle? If so shouldn’t the same rules apply as to cyclists? i.e. not on footpaths. Or will that slow down the traffic even more. :-/? I don’t think they are the silver bullet to our transport problems. We need investment in a regular and reliable ferry service Nervous Lime Scooter Question - 692 Seriously? Our CBD is about 500 meters across so why do you need to hire a Lime scooter? There is a little known QLDC bylaw that no skateboards are allowed to be used in the CBD area (so little known that a council staff member still rides his electric skateboard through the CBD to work). A scooter would fall into the same category as a skateboard so the QLDC can not legally give Lime a resource consent to operate. Hooray - Us pedestrians will be happy there is one less thing to dodge in the CBD. Pissed-off Pedestrian Event Cancellation A devastating incident occurred last week in Christchurch where alot of people lost their lives needlessly in a terror attack. After this tragedy it was decided to cancel a number of events around town out of respect for those who have lost their lives. One event was the Holi festival, a celebration of the victory of good over evil. To cancel these events in my eyes is a direct victory for terrorism and one person trying to disrupt the lives of others. A stronger message would have been to remember those that were lost at these events, with a few moments silence and some words spoken on behalf of those affected. That way we show that they have not won and demonstrate how strong the New Zealand community is, by learning from what has happened and continuing to move forward with our lives free from terror. Freedom Camping to Responsible Camping This week, the LWBTV team looks at the contentious camping issue – Here’s what they found…
1990s
Kiwi’s camped freely until the 1990s, when consistently poor disposal of toilet waste near waterways caused a national outbreak of giardia – a parasite which causes gastrointestinal diseases. Local by-laws were introduced to restrict free camping to certain areas.

The Freedom Camping Act was fast-tracked to accommodate the influx of international visitors for the Rugby World Cup because motor camps were full, and hotels charged too much!

The Responsible Camping Group was formed by Minister of Tourism Kelvin Davis to conduct nationwide research on freedom camping to help review and rewrite the 2011 Act. Our Mayor Jim Boult is on the committee.
The Responsible Camping Group Pledge • To keep and protect New Zealanders’ rights to visit and use our public spaces • To improve the camping systems by providing better resources • To ensure camping has a positive economic, social and environmental impact overall. • To provide immediate short-term practical actions to help councils manage camping during the 2018/19 peak summer season.
Pilot Project – Service Hubs 2018/2019 What are the Service Hubs? Set up in six weeks, the Service Hubs are used as pit stops for self-contained campers. Hot showers, toilets, water refill, recycling, rubbish and a place to dispose grey water are onsite. QLDC got $530K from the Tourism Facilities Development Fund to build pilot Service Hubs at Queenstown, Wanaka, Kingston and Red Bridge. 12 Ambassadors were employed to oversee the activity from 8am to 8pm. 16 tonnes of rubbish have been removed from the four sites.
To access an hour of free WiFi, campers had to fill out a seven-question survey about where they’d travelled from and how they’d found out about the service hub. Key information from survey so far: • 12,451 individuals have filled in the Wi-Fi survey in Queenstown and 15,988 individuals have filled in the survey in Wanaka. • 70% found out about the Service Hub via the Campermate App. • By stretching the funds available, QLDC were able to stay open for an additional fortnight. The Service Hubs are now closed as of the 25th of March.

What is a self-contained? And how do I get a sticker? Anybody who plans on living in their vehicle while camping must be certified as self-contained and have this sticker. To be classes as self-contained, you must be able to camp in your vehicle for three days without requiring any external services. 12 Mile Delta Campsite
Where Can I Responsibly Camp? Freedom camping is banned in a large area of the Wakatipu Basin, particularly near the rivers and lake. Town and residential areas have also been ‘red zoned’ for freedom camping. If you’re caught camping in one of these zones, you’ll get a $200 fine.
The self-contained checklist: • Freshwater tank • A sink • Grey/black waste water tank • Evacuation hose • Sealable refuse container • Toilet (portable or fixed) that can be used inside the vehicle, even when the bed is fully set up.

The Trials and Tribulations of Indy Vinyl If you’re looking for blues-driven country folk with brilliant finger-picking guitar and soulful vocals, check out Brendon and Alison Turner. The duo’s touring New Zealand with their new album, Ghost of a Friend and they’ll be at the Sherwood on Friday 12th April (7:30pm, tickets $20, undertheradar.co.nz). The show includes two sets; one of songs which resonate with the pair (think Old Country Blues, Bob Dylan and Blaze Foley et al), the second features their own original music. “We’ll be playing music from artists that some will have never heard of, plus some more well-known music that we’ve re-arranged, twisted and distorted to our own… New Zealand sort of style. There’s not really a Bluegrass scene here so you have to pick and mix Americana in an NZ way,” says Brendon. The couple say many of the songs on Ghost of a Friend were written years ago after a personal tragedy. “We lost a friend and music was a response to that extreme emotion. The album was finished in 2016 and since then, we’ve been working through the trials and tribulations of being independent artists,” he adds. The album is due to be released on vinyl on 30th March 2019. It’s been a long time coming, with much of the production done by Alison’s brother, Alex Selman, at his home studio in rural Northland. The album art was done by a friend – well-known US artist Jim Auckland. “There’s so much involved in creating an album – not just writing and recording, that’s just the prologue! We knew we needed to get a master as we went with intention to release on vinyl, but as an indy, brand new artist who only wanted a small run, we had to find a plant to take us on,” says Alison. London-based Mandy Parnell (who’s worked with the likes of Nick Cave and Bjork) created the master copy and the album was eventually printed by a plant in Germany. Another impediment was Alison and Brendon themselves, who wanted to be sure they were ready – both sonically and emotionally – to complete the project and take the album on tour. “It’s funny, it’s been such a long time,” says Alison, “The romance of it is… agh! Elating. But the work does not stop. We’re ready to let it go, to let the songs get back to life […] we have such a love of being on the road and a real sense of joy being on stage.”

#TheyAreUs Artwork by Wellingtonian Ruby Jones has gone viral in the aftermath of the 15th March terror attack. After the shootings at two Mosques in Christchurch, Ruby Jones turned to art to try and make sense of the tragedy. The self-taught illustrator felt helpless watching the news, so she drew an image of two women embracing – one a Muslim wearing a hijab – with the message: “This is your home and you should have been safe here.” The image has since been shared widely online, printed and taken to Mosques and even redrawn and placed beside other memorial messages. Talking to Stuff (Amber-Leigh Woolf, 17th March 2019), Ruby said, “People need something to hold onto, and to channel their emotions into, and I think art, regardless of how small or simple it may be, does that for people.”
