Dear LGA community,
In 2025, the Lake George Association celebrated an important milestone: 140 years of protecting Lake George.
While our work remained firmly focused on the Lake itself, we also spent much of the year looking inward to strengthen our organization, grow our team and chart a clear path into the future.
Throughout the year, our Board and staff, supporters, partners and community members came together to help shape what has become the LGA’s new 2026-2030 Strategic Plan. Across all our conversations, one theme kept emerging: the power of our history.
For more than a century, generations of dedicated individuals have used their voice to speak up for the protection of Lake George. Their leadership helped establish many of the protections, partnerships and scientific programs that continue to safeguard the Lake today.
As we explored our archives and unearthed old scientific reports, newsletters, Board minutes, watershed- and state-level policy recommendations, and even our original 1885 certificate of incorporation, we were reminded that every generation has faced its own challenges... and opportunities.
Reflecting on this history raised an important question for us:
What will future generations say when they look back at this moment?
Will they see that we understood the threats facing Lake George and its watershed? Will they recognize this as a time when science was translated into meaningful action? Will they see a community that came together to protect a resource that sustains drinking water, recreation, the local economy and generations of family memories?

As we look ahead, we are embracing our long history and role as the Voice of the Lake: an organization, together with its members and partners, that listens to what the science says, develops and funds practical solutions to complex water quality challenges, and speaks out on the Lake’s behalf through watershed- and state-level advocacy for the policies and actions needed to protect Lake George’s water quality for the next generation.
The pages that follow reflect this commitment. They highlight the science, solutions, advocacy, community engagement and partnerships that defined our work in 2025, while also illustrating how we are building the capacity, expertise and momentum needed in the years ahead.

From 1885 through 2025, the water quality threats facing Lake George have evolved. Today, challenges such as road salt pollution, invasive species, aging wastewater infrastructure, stormwater runoff, climate change and harmful algal blooms require more than awareness to combat.
These water quality threats require a thoughtful, long-term strategy that uses science to inform solutions to address them at their source, and the advocacy and policy recommendations that ensure protection for generations.
Practical, adaptable, real-world solutions must be built from a scientific foundation and then continually demonstrated, tested and refined. Elected officials, businesses, residents and tourists must be engaged. Policies must be improved. Investments must be made. Only then can meaningful, long-lasting change occur.
This approach — a Continuous Cycle of Lake Protection through science, solutions, advocacy, community engagement and partnerships — guides everything we do.
The following stories illustrate how this model is helping protect Lake George today, while preparing for the challenges of tomorrow.
OUR LEGACY OF PROTECTION
The Lake George Association officially forms as the nation’s first lake conservation organization.
LGA hires watershed-wide sanitation inspectors on behalf of municipalities to encourage wastewater pollution control.
LGA helps establish the Lake George Park and Lake George Park Commission.
LGA advocacy helps revitalize the Lake George Park Commission through New York State Environmental Conservation Law Chapter 617, strengthening the Commission’s authority, governance and regulatory framework for increased watershed protection.
Lake George Waterkeeper program — a member of the Waterkeeper Alliance — is established, acting as the Lake’s watch dog.
The Jefferson Project begins, creating a sophisticated Lake-wide sensor network that makes Lake George “The Smartest Lake in the World.”
The LGA merges with The FUND for Lake George, combining science, solutions, advocacy and community engagement into one united organization.
The LGA introduces its Lake Impact Fund grant program, available to watershed municipalities and property owners to accelerate Lake protection solutions.
Our

LGA science and advocacy leads to the creation of state-wide policy that enforces Lake water levels.
Eurasian Watermilfoil is identified as the first aquatic invasive in Lake George. A lake-wide hand-harvesting program begins a year later.
The LGA Floating Classroom sets sail for the first time.
The LGA and Waterkeeper help create a watershed-wide partnership, S.A.V.E. Lake George, leading to the Mandatory Boat Inspection Program, enacted by the Lake George Park Commission, to prevent aquatic invasive species from entering the Lake.
Lake George Road Salt Reduction MOU is signed, kicking off official road salt reduction efforts and the first annual Salt Summit. This MOU stemmed from the S.A.V.E. Lake George partnership.
A watershed-wide Mandatory Septic Inspection Program is enacted by the Lake George Park Commission, with technical guidance from the LGA and Waterkeeper.
The LGA adopts its new 5-Year Strategic Plan, with a sharp focus on advocating for systems change to create enduring protection of the Lake George watershed.
ROAD SALT TURNING SCIENCE INTO ACTION
THE THREAT BENEATH THE SURFACE: LISTENING TO THE LAKE
Every winter, road salt — primarily sodium chloride — is one of the tools that helps keep roads safe across the Lake George watershed and New York State.
But once salt is applied, it doesn’t just disappear.
Instead, it washes into streams, groundwater and eventually waterbodies like Lake George. Over time, chloride can accumulate in the environment, threatening the long-term health of freshwater ecosystems and drinking water.
Since the 1980s, scientific monitoring showed a troubling trend in Lake George: chloride levels have
been steadily increasing primarily due to excess road salt use. The data was clear, showing that road salt pollution had become a major water quality threat to the future of Lake George.
The solution to reduce salt use without compromising public safety would require collaboration across municipalities, government agencies, businesses, scientists and community leaders.
What followed became one of the most ambitious — and successful — road salt reduction initiatives in the United States.
Sodium & Chloride Trends in Lake George
FROM SCIENCE TO PARTNERSHIPS
Once road salt became a scientifically clear threat to Lake George water quality, in 2015, the Lake George Association and Lake George Waterkeeper launched the Lake George Road Salt Reduction Initiative.
This effort united watershed municipalities, state agencies, residential road salt applicators, businesses and other watershed partners around a common goal: reduce road salt pollution while maintaining safe winter travel.
That same year, the first Salt Summit was organized, creating a forum in which road crews, scientists, engineers, policymakers, nonprofit organizations, government officials and the public could gather to share ideas, new technologies and best practices to reduce road salt overuse.
Over the next decade, participation grew steadily throughout the watershed, and beyond.
New winter maintenance practices were created and adopted alongside WIT Advisers through the Sustainable Winter Management program (SWiM®). Salt applicators received training and collaborations with private businesses and local governments strengthened.
In 2025, ten years after the original Lake George Road Salt Reduction Initiative Memorandum of Understanding was signed, watershed municipalities renewed their commitment by unanimously readopting the Memorandum, demonstrating the power of committed collaboration.

LAKE GEORGE TO ALBANY: SPEAKING FOR THE LAKE
As local progress accelerated, road salt pollution as a water quality threat to freshwater bodies everywhere became increasingly clear.
Communities across New York State faced similar challenges, including rising chloride levels in lakes and streams, undrinkable water in private wells, increased damage to infrastructure and a subsequent burden on taxpayer dollars.
The Lake George Association and Lake George Waterkeeper, alongside other regional nonprofit partners, helped elevate the conversation beyond the Lake George watershed, bringing real-world solutions, case studies and scientific expertise directly to state policymakers.
Lake George Waterkeeper Chris Navitsky was appointed by Governor Kathy Hochul to the New York State Adirondack Road Salt Reduction Task Force, helping shape statewide road salt reduction recommendations that were ultimately delivered to the New York State Legislature.
In 2025, the LGA actively advocated in Albany for legislation designed to implement the Task Force’s recommendations and create a framework for statewide salt reduction efforts.
Through testimony before the New York State Legislature, policy engagement, coalition building, and public education and outreach, the LGA continued to champion practical solutions that protect both public safety and clean freshwater.
The message was and still is clear: Lake George has shown that progress is possible.
LOOKING AHEAD: PROGRESS REMAINS POSSIBLE
Ten years after the Lake George Road Salt Reduction Initiative began, the results of collaboration are becoming increasingly clear.
Across the watershed, municipalities have continued to improve Sustainable Winter Management Practices. Businesses, property owners and private contractors have joined the effort as well, recognizing that protecting water quality requires participation from anyone who applies salt during winter months.
In 2025, the Fort William Henry Hotel and Conference Center became the first business in the Lake George watershed to achieve a SWiM® Certification, demonstrating that responsible winter maintenance extends beyond municipal roads and into the private business sector.
Most importantly, the scientific data is beginning to reflect these collective efforts.
After decades of increasing chloride concentrations, long-term monitoring is showing encouraging signs that chloride levels in Lake George are stabilizing and even showing early signs of decline. While continued monitoring and collaborative action remain essential, these scientific trends offer proof that coordinated, science-based solutions make a real difference.
The impact of this work is also being recognized far beyond the Lake George watershed. In 2025, The Lake George road salt success story received national media coverage and the LGA helped advance State-level policy discussions. Communities across New York and beyond are increasingly looking to the Lake George watershed and Lake George Association as a model and leader for addressing one of the most widespread freshwater pollution challenges anywhere it snows in North America.

Helped create a local brine co-op with Lake George Village
Total investments in salt reduction programs have exceeded $2M
But, this milestone is not the end of the story. While Lake George’s trends are positive, continued efforts across the watershed, and by the state, are crucial to ensuring a Lake-wide chloride decline. And water bodies elsewhere remain threatened.
In 2025, scientists discovered that a major reservoir providing New York City with drinking water could be undrinkable by the year 2100, if road salt reduction is not properly addressed. In other parts of the Adirondacks, many households still cannot utilize their tap water due to excess sodium and chloride polluting their well water, stemming from road salt overuse.
As the Lake George Association looks ahead, we remain focused on advancing practical solutions, strengthening partnerships and ensuring that future generations inherit a Lake — and a state — that is as clear, healthy and resilient as the one we enjoy today.
The first ten years of road salt reduction proved that the science is real and solutions exist. The next ten years will determine just how far this progress can go.
INVASIVES
PREVENTION IS PROTECTION
LEADING THE NATION: AIS PREVENTION
Every year, tens of thousands of boats travel to Lake George from other water bodies. Some arrive carrying something difficult to see: Aquatic Invasive Species (AIS). These aquatic hitchhikers attach to boats, trailers, fishing gear and other water-based recreational equipment. Once introduced into a new water body, AIS can spread rapidly, disrupting native ecosystems, degrading recreational opportunities and creating costly long-term management.
For years, the LGA has helped lead efforts to prevent AIS from entering the Lake, and managing them once they do. Recognizing that prevention is the most effective and affordable management strategy, the LGA has supported programs that have transformed how boaters enter and use Lake George.
Today, thanks to the leadership of the Lake George Park Commission (LGPC) in working with New York State to implement the Lake George Mandatory Boat Inspection Program, all trailered boats entering the Lake are required to undergo inspection. This Program was the first of its kind east of the Mississippi River and is still one of the most comprehensive AIS prevention programs in the country.
The Lake George Association has long been a key supporter of these efforts through funding, advocacy, public outreach and education. Through initiatives such as S.A.V.E. Lake George Partnership — Stop Aquatic Invasives from Entering the Lake — the LGA has educated the public about the simple actions that can prevent ecological damage before it occurs. Annually, the LGA contributes $79,000 toward the Inspection Program, with municipal partners and the LGPC contributing to the Program, as well.
Overall, this would not be possible without strong partnerships between the LGPC, municipalities, state agencies, residents and visitors of Lake George. Every inspected boat represents a potential threat avoided. And every season of prevention protects Lake George’s ecological integrity, drinking water and recreation.

SCIENCE-GUIDED AIS MANAGEMENT DECISIONS
While prevention will always be the first line of defense, aquatic invasive species already established in the Lake require active, science-based management.
First identified in Lake George in 1985, Eurasian watermilfoil (EWM) has been one of the primary AIS targeted through management efforts. The Lake George Association continues to support the Lake George Park Commission’s EWM hand-harvesting program, helping reduce infestations while minimizing impacts to native aquatic vegetation. Since 2009, the LGA has invested nearly $2 million into the hand-harvesting program, in addition to staff hours supporting the Park Commission and contracted divers as needed.
At the same time, the LGA has invested in scientific research to better understand emerging management tools.
In 2025, the LGA released the results of first-of-its-kind research examining the persistence of the herbicide ProcellaCOR in Lake George sediments following treatment applications by the Lake George Park Commission. The study provided new information for lake managers, state and watershed regulators, scientists and residents around the country who are considering future ProcellaCOR applications.
The scientific findings also reinforced the importance of science-based decision making when evaluating AIS management options that protect the Lake’s water quality for the next generation.
LOOKING AHEAD: AIS MANAGEMENT
As recreation and tourism increase, boating technology evolves and climate conditions change, new AIS will continue to emerge. Protecting Lake George will require increased vigilance, investment and coordination.
While Lake George has built one of the nation’s strongest AIS prevention programs, there is an opportunity to better coordinate prevention, monitoring, management, research, and funding by advocating for and developing a comprehensive Lake George Aquatic Invasive Species Management Plan.
A management plan provides a sciencebased roadmap for how invasive species are controlled in Lake George. It should weigh the effectiveness and risks of all methods, establish protocols for monitoring and ensure long-term decisions aren’t made on shortterm assumptions. It should include a robust stakeholder engagement process to ensure all perspectives and input are considered when making management decisions, and it should set a baseline for existing conditions to be compared to in the future.
The lessons learned over the past 40 years of milfoil management, as well as a decade of Mandatory Boat Inspection Program results, provide a clear summary: prevention works, partnerships matter and science must remain at the center of decision making.
Protecting Lake George is a sustained commitment to stewardship. By continuing to invest in prevention, the most appropriate management solutions, research and collaboration, we can ensure that future generations inherit a Lake that remains as healthy and resilient as it is today.
WASTEWATER UPDATING FAILING SYSTEMS
PREVENTION STARTS ON LAND
Every home, business and community within the watershed generates wastewater. When septic systems fail or aging infrastructure leaks nutrients into groundwater and streams, these pollutants eventually make their way into Lake George.
The greatest concern is phosphorus, a nutrient that fuels excessive algae growth and threatens the long-term clarity and health of the Lake.
For decades, the Lake George Association has recognized that protecting water quality means addressing wastewater pollution at its source, before it ever reaches the shoreline.
The solution? Investments in infrastructure and system-wide improvements throughout watershed communities, because clean water starts on land.
BUILDING SMARTER SYSTEMS
The Lake George Association has long championed improvements to wastewater infrastructure throughout the watershed by supporting projects that reduce nutrient pollution into the Lake.
In 2025, we supported the following projects:
Foster Brook Sewer Line Burial:
The LGA provided a $40,000 grant to the Town of Dresden toward a $235,000 project to bury a sewer main that crossed above Foster Brook within a hundred feet of the Lake. In recent years, the integrity of the main has been threatened as large storms washed trees and other debris down the brook. Had the sewer line been compromised, untreated sewage would have flowed into Foster Brook and then into Lake George.
Lake George Wastewater Treatment Plant:
The LGA provided a $50,000 grant to the Village of Lake George toward a $100,000 project to conduct the engineering design phase of an upgraded septage receiving facility. As the volume of septage being pumped out of private septic systems around the Lake has increased, the demand for treatment on our wastewater plants has increased. These important upgrades will ensure we retain the capacity to appropriately treat septage from around the basin.
Lake Impact Fund Septic Grants:
The LGA provided $66,392 in grants to seven property owners around the Lake to support
the installation of new septic systems as mandated by the Mandatory Septic Inspection Program, which the LGA advocated for creating and that is now run by the Lake George Park Commission. Thank you to the Wright Family Foundation and the Lake Champlain Basin Program for your generous support of the LGA’s Lake Impact Fund.
Together, these efforts represent a comprehensive approach to protecting the Lake from one of its most persistent and ongoing challenges.
HABs HARMFUL ALGAL BLOOMS
ACTING BEFORE A CRISIS
Lake George is known around the world for its exceptional water quality and clarity. But across New York and the United States, Harmful Algal Blooms (HABs) have become an increasingly common reminder of what can happen when nutrient pollution and changing environmental conditions go unchecked.
Like aquatic invasive species and nutrient pollution, the best response to HABs is prevention.
Rather than waiting for HABs to become widespread, the LGA works alongside the Jefferson Project to understand the conditions that allow HABs to form, and then advocates for proactive solutions that reduce these conditions at their source.
In May 2025, LGA President & CEO Dr. Brendan Wiltse brought this message directly to state leaders through testimony in Albany, emphasizing that protecting water bodies like Lake George requires investment before problems become crises. In November 2025, Dr. Wiltse sat on a panel hosted by the Adirondack Explorer at SUNY Plattsburgh to explore the science and efforts underway to manage HABs in Lake Champlain and across its watershed, which includes Lake George.
HEALTHY FORESTS, HEALTHY WATER
Eastern hemlock trees shade streams, stabilize soils, and help regulate the flow and temperature of water entering the Lake. Hemlocks comprise more than 60% of the Lake George watershed. When threatened by the terrestrial invasive species Hemlock Woolly Adelgid (HWA), these forests, and the water quality benefits they provide, are put at risk.
Established in 2023 with support from the Lake Champlain Basin Program, the Lake George Hemlock Coalition brings together the Lake George Association, Lake George Park Commission, Warren and Washington County Soil and Water Conservation Districts, Adirondack Park Invasive Plant Program, Lake George Land Conservancy, East Shore Schroon Lake Association, Lake Champlain-Lake George Regional Planning Board, New York State Hemlock Initiative at Cornell University, and New York State Department of Environmental Conservation. Together, these partners advance the monitoring, treatment, and coordinated action needed to slow the spread of hemlock woolly adelgid and protect one of the watershed’s most important natural defenses.

STORMWATER SMARTER & SUSTAINABLE LAND USE
LOW IMPACT DEVELOPMENT
Every driveway, parking lot, rooftop, sidewalk, or tree cleared within the watershed has the potential to influence Lake George’s future water quality and clarity.
As communities grow, thoughtful planning becomes one of the most effective tools for protecting long-term water quality.
The LGA advocates for the creation and implementation of Low Impact Development (LID) practices and modern municipal codes that reduce stormwater runoff, encourage natural filtration and minimize nutrient pollution before it reaches the Lake.
From native vegetation to permeable surfaces and updated zoning codes, these approaches
help communities grow thoughtfully, while also preserving ecosystem services that make our region unique. In 2025, the LGA launched a scientific study in Pioneer Village and Cleverdale to better understand opportunities to mitigate stormwater in these areas. Additionally, the Towns of Bolton and Queensbury have recommended LID practices as part of their comprehensive plans — a major policy milestone.
Ultimately, decisions made during development planning processes and review long before any trees are cleared and earth is turned over will shape the health of the Lake for decades to come.
THE JEFFERSON PROJECT

Established in 2013, the Jefferson Project was founded as a collaborative partnership among the LGA, IBM and RPI that helps make Lake George the “World’s Smartest Lake” through sophisticated water quality data collection and analysis. This cuttingedge science helps inform the LGA’s protection solutions. In 2025, the team was busy monitoring conditions throughout the watershed. Scientists collected:
• 289,071,916 data points
• 325 samples across 12 Lake surveys
• 123 stream samples through 11 stream surveys

Separate from the Jefferson Project’s advanced sensor network, the LGA leads its own field sampling efforts to monitor nutrient loading, track salt trends and identify early warning signs of water-quality changes across the watershed.
In 2025, the LGA’s science team was busy in the watershed:
• Nearly 300 water quality-related samples collected
• Over 1,000 individual measurements taken
• 5 water-quality projects conducted across the Lake George basin
• 20+ sampling locations in tributaries, bays and high-priority sites around the watershed
This sampling and research, alongside the Jefferson Project Sensor Network data collection, directly informs the LGA’s policy
recommendations, project support and community action plans that protect Lake George water quality. Field science is one of our most essential protection tools and one of the most tangible ways that LGA member support protects Lake George.

From 1885 through 2025, the Lake George Association has adapted to meet the challenges of its time. From the watershed’s first sanitation surveys in the late 1800s to road salt reduction and invasive species prevention today, one thing has remained consistent: protecting Lake George requires a dedicated, caring community that is willing to speak up and take action.
The stories in this report are not just about the efforts in 2025. They are proof that science, partnership and community can create lasting change over decades.
