Government Affairs Update Greater Louisville Association of REALTORS Louisville Metro Government Government Affairs Update March 11th, 2016 Kentucky General Assembly Monday begins the 47th day of the 60-day Session. The House is expected to vote on the Budget, HB 303 as early as Tuesday, March 15th . Last week’s special elections ended with a 3 to 1 victory for the Democrats. This outcome increased the Democrat’s majority by one. The make-up after the newly elected members are sworn in will be 53-47 in the State House. Turn Your Section 8 Renters Into Homeowners By Dan Jones Do you have Section 8 tenants who would like to be homeowners? Section 8 has a program for that: the Homeownership Voucher Program. Section 8 will provide a mortgage payment subsidy to any Section 8 voucher client who has been on Section 8 for at least a year and who can meet some program requirements. The general idea is that almost all Section 8 tenants can use their rental subsidy toward a mortgage payment to purchase a home through the program. Each month Section 8 holds a Homeownership Program orientation at its 801 Vine Street headquarters in the Urban Government Center. The orientation is open to landlords too, so if you have a property you think would be a good fit, and you'd like to cash out your equity and help a family own their own home, you might want to attend. If you have a home to sell inside the program, here's what you need to know: Michele Johnson is your liaison. She's the Section 8 home-ownership specialist in Louisville. You can reach her by emailing mjohnson@imhal.org or by calling (502) 569-3776. The orientation class schedule is available by calling (502) 569-6960. The average price of houses sold is $98,182. The lowest price sold was $56,000 and to date there have been more than 220 homes sold since 1997, when the program was initiated. The home sales prices range mostly from $70,000 to $90,000. Louisville Metro Housing Authority was the first to close a home-ownership program home in the United States.

How does it work? A family may purchase a home anywhere in Louisville Metro Area. The unit must be under construction or already existing at the time the family enters into the contract. The house can be a single-family home, a condo, a cooperative, or a manufactured home that stays permanently on a lot the family owns. The family must complete all program requirements listed below, and the house must not be sold outside the price range that they qualify for. Only a few local banks are participating in this program: CUB, Republic, Stockton and Stockyards banks. The typical sales scenario involves the program participant finding a house using a real estate agent. The house may or may not be listed on the MLS.

KREIA Early Meeting Michele Johnson, who is in charge of Louisville's Section 8 Homeownership Program, will speak for 30 to 40 minutes at the March 24th early meeting about more of the details involved in the program. Anyone interested should get there by 5:15 p.m., because the meeting is scheduled to start at 5:30 p.m. guidelines include eligibility and on-going obligations. According to the Louisville Metro Housing Authority, successful applicants must: Be first-time homeowners (having not owned a home in

the last three years) Have a minimum income requirement of $14,500 (minimum wage x 2,000 hours). Or, in the case of a disabled family, have $8,796 (monthly SSI benefit for a single x 12 months) Have the head of the household currently be employed full-time (working at least 30 hours per week) and have been continuously employed full-time during the past year (exceptions are made for elderly and disabled) Have not defaulted on a mortgage to purchase a home under the homeownership option Not hold a present ownership interest in another residence Have not been in the termination of the assistance process more than once in the last two years. Have a stable family composition of at least one year. Have completed one year under lease through Section 8 or public housing Have been under the current rental lease, in the same unit, for more than one year, and must be a month-tomonth tenant Not owe the Louisville Metro Housing Authority or any other housing authority an outstanding debt

Program requirements Once applicants have received their letter of completion from Home Ownership Counseling, LMHA will determine their eligibility for the Section 8 Homeownership Program.
