The Board of Works will meet at 5:30 p.m. Agenda items include a proposed sale of city-owned properties and a resolution of a May 2012 amendment for real property tax abatement for Mossberg Industries. Free fall community week at JAM Center GARRETT — The Judy A. Morrill Recreation Center is hosting a free community week Monday, Aug. 26 through Saturday, Aug. 31. Student center open daily GARRETT — Oasis Student Center, an outreach of the First Church of Christ, is open Monday through Friday at the corner of Randolph and King streets in downtown Garrett. Leadership camp inspires youth By Sue Carpenter scarpenter@kpcmedia.com GARRETT — The entire J.E. Ober student body participated in leadership camp last week, with grades kindergarten through second on Thursday and grades 3-5 on Friday. In the past, small groups of students were taken off site for a weekend camp. Teams were set up across grade levels, with matching T-shirts for each group. Early Thursday afternoon, two groups met in Eastside Park for team-building activities. One group of students was divided into teams of six, will all grades represented. Team members were to lay on their backs with feet in the air supporting a cardboard box filled with styrofoam peanuts. With one foot constantly touching the box, students were asked to unfasten and remove one shoe at a time without spilling the contents of the box. At another station, students formed a large circle, each holding a ball. The goal was to toss the balls high into the air and catch a different one without it touching the ground. Team leaders and staff asked students for different strategies to help with the effort. Students visited six stations during the camps.

Airport board votes to close C.R. 29 By Aaron Organ aorgan@kpcmedia.com AUBURN — The DeKalb County Airport Authority board on Friday voted unanimously in favor of an ordinance that vacates a stretch of C.R. 29 to make way for the airport’s planned runway extension project. In an airport terminal conference room packed with residents, the board heard the recommendation of airport manager Russ Couchman to close C.R. 29 between C.R. 60 and C.R. 62. He

proposed building a public access link of C.R. 62 between C.R. 29 and C.R. 31 to handle traffic as the most viable option to allow for the runway extension. The four-member board swiftly voted in favor of the closure. When the road will be closed remains uncertain, depending on the progress of Federal Aviation Administration approval of the project. Plans call for extending the runway eastward by 2,000 feet for a total length of 7,000 feet, allowing larger airplanes to land

Donations needed for Ocker Park dog run By Sue Carpenter scarpenter@kpcmedia.com GARRETT — The Garrett Park Authority continues its effort to collect funds for a dog run in Ocker Park, the board learned at its meeting last week in Eastside Park. Plans call for a 20-by-60 foot fenced area to allow dogs space to run freely with completion in the spring. Collection cans are located at Garrett State Bank sites, Garrett New Market, Garrett Hardware, Peoples Federal Savings Bank and Beacon Credit Union. Can collections will be taken through August. Those wishing to send donations should drop them off or mail them to City Hall with a note earmarking funds for the project. Mayor Tonya Hoeffel reported the first Dog Swim was a success on Aug. 11 with more than $400 collected for the DeKalb Humane Shelter through freewill donations that day. August 11 was the last day

of the pool season. Hoeffel also reported a $650 grant was received from the Wyatt Foundation to promote the City of Garrett. The group discussed printing an updated map showing various city landmarks. Discussion also included a Community Christmas Tree in Memorial Park next to City Hall where residents can bring an ornament for the display that will open on Nov. 23 during the Parade of Lights. The group is considering participation in the parade. The park authority is working on plans for a Train Day event at the Heritage Museum in the fall. A report will be offered at the September meeting. Plans for a Fall 5K Dog Jog were postponed until spring in order to better organize the event. The final meeting of the park board season will be Monday, Sept. 9 at 7 p.m. in City Hall.

The board also had considered tunneling C.R. 29 beneath the runway, closing C.R. 29 and extending C.R. 64, or extending the runway to the west rather than toward the east and closing C.R. 427, among other options. GARRETT — The Garrett Veterans of Foreign Wars Post 1892 will hold an open house to celebrate its renovation of the building on Sunday, Aug. 25 at 2 p.m. at 118 N. Cowen Street. The event will include a dedication ceremony at 3 p.m. to honor fallen comrades and ladies auxiliary members who died in the past two years. The memorial program will feature a ceremony with family representatives hanging dog tags to honor fallen military members. Refreshments will be served following the ceremony. A memorial wall has been created in the entrance with a graphic of a praying solider silhouette, painted by Jane Sprague who owns a neighboring business. The Garrett site is the last VFW Post in DeKalb County. VFW members include veterans who served in foreign wars and set foot

on foreign soil. The Garrett VFW supports veterans and the community through donations to veterans homes, veterans children’s homes and veterans hospitals, nursing homes, cancer research, Heart Foundation, Yellow Ribbon and other welcome home events, and many other community projects including the Garrett Christmas Bureau. The Garrett VFW was established in 1945. Among original charter members were John Chittenden, Ed Rahrig, Tom Wilondek, John Wilondek and Emmet Traxler. Sterling Robbins Sr. is the current post commander; Ed Nelson is quartermaster and Donna Walker serves as auxiliary president. Garrett Rotary planning annual golf outing GARRETT — The Garrett Rotary Club will host its annual scholarship golf outing Sunday, Aug. 25, at the Garrett Country Club. AUBURN — Both drivers sustained injuries in a two-vehicle collision Wednesday at 5:45 p.m. south of Auburn, DeKalb County Police reported. Randy C. Caldwell, 41, of Fort Wayne complained of chest pain after the crash. He was take DeKalb Health hospital in Auburn and later to Parkview Hospital in Fort Wayne. Debra L. Ray Huff, 54, of Fort Wayne had contusions and abrasions. She was transported to Dupont Hospital in Fort Waye and later released. Police said Caldwell was stopped at a stop sign on C.R. 72, facing westbound in a 2000 Ford Explorer. Huff was traveling southbound on C.R. 35 in a 2006 Chevrolet Malibu, approaching CR 72. Caldwell entered the intersection, failing to yield to Huff, police said. She was unable to avoid a collision. After the impact, Huff’s continued southbound and went off the west side of C.R. 35. Each vehicle had damage to its front left corner. Dr Police said Caldwell allegedly was intoxicated, and criminal charges are pending. DeKalb County EMS and the Jackson Township Fire Department assisted county police.

Longtime Avilla barber retires; Joe Silva now cutting hair return from service, he went back to same shop in Fort Wayne and worked there until 1972, when he hired at International Harvester. He continued to work at Harvester until the company’s Fort Wayne plant closed in 1981, while still barbering part-time. In 1981, Steve acquired the Avilla barber shop from “Shorty” Ellert, Becky Workman said. He worked there part-time while working at Auburn Foundry and C&A Tool, and he continued cutting hair after retiring. “He loved barbering,” Becky Workman said. What he loved about it most was talking to the guys who came to the shop. “I would always ask him, ‘What’s the gossip of the day?’ and he would say, ‘We’re men. We don’t gossip. We tell the truth,’” Becky Workman said, laughing. Steve smiled at the story. Everyone knew Steve’s routine and hours, Becky Workman said. He would come in early and unlock the shop, get the heat or air conditioning running, then go to the St. James Restaurant across the street for a meal or cup of coffee. When he came back at opening time, men and boys would be seated, waiting for him to

cut their hair. The Workmans held off on making Steve’s retirement official, hoping he would be able to resume barbering as his recovery proceeded, Becky said. When they realized it wouldn’t be possible, they started looking for another barber to come in. Silva, a graduate of Ravenscroft Barber School in Fort Wayne, was looking for a barber shop. When he learned of the opportunity, he made arrangements to rent the shop in Avilla. Silva has been a coach of high school and middle school soccer in Garrett for the past seven years, but he isn’t in that role this year. “People here have been great,” Silva said. He’s looking forward to meeting more folks and cutting more hair, he added. The Workmans want people to know there’s a new barber in town. Just as Shorty Ellert passed the clippers to Workman, now he’s passing them to Silva. “I think he’s going to do fine,” Becky Workman said. Silva will operate the shop on Fridays, Saturdays and Mondays. Reflections Hair Salon, operated by Kellie Huelsenbeck, remains open in the back of the shop.

GARRETT – Kathleen L. “Kate” Cooper, 93, formerly of Auburn died Thursday, Aug. 15, 2013, at Miller’s Merry Manor in Garrett. Mrs. Cooper was a homemaker. She was a member of Auburn First United Methodist, the Maxine Coleman Mrs. Cooper Circle of the church and the Democratic Women’s Club. She was born May 16, 1920, in Oakwood, Ohio, to Hershel and Blanche (Harmon) Winner. She married Byron L. “Barney” Cooper on June 7, 1945, in Paulding, Ohio, and he died Sept. 9, 1974. Surviving are two sons and a daughter, Barney (Lois) Cooper of Auburn, Fritz (Mary) Cooper of Garrett and Nancy (Wayne) Moore of Delaware, Ohio; 10 grandchildren; and six great-grandchildren. She was preceded in death by her parents; husband; a brother, Bazil Winner; and a sister, Mabel Sesler. Services were held at 1 p.m. Saturday at Feller and Clark Funeral Home, 1860 Center St., Auburn. Burial was in Woodlawn Cemetery, Auburn. AVILLA — Raymond E. Souder, 86, of Avilla and formerly of Garrett, died on Friday, Aug. 16, 2013, at his residence. He was born July 5, 1927, in Garrett to Ora L. and Miriam (Bryant) Souder. They preceded him in death. He Mr. Souder married Velma P. Bunn in Garrett on March 8, 1951, and she survives in Avilla. Raymond was an Eagle Scout and served in the U.S. Army during the Korean War. He worked as the supervisor of facilities at Garrett-Keyser-Butler Schools for over 20 years. He was an elder and trustee at the First Church of Christ in Garrett for almost 50 years and director and treasurer at the Lake James Christian Assembly for 40 years. Ray was a devoted husband, loving father, grandfather, and great-grandfather. His work ethic and commitment to God and his family were his guiding forces. Ray is also survived by four daughters, Laura Souder of Avilla, Cheryl and Steve Parks of Avilla, Debra Souder of Avilla and Sandra and Mike Tuttle of Miamisburg, Ohio; a son, Michael and Donna Souder of Avilla; a brother, Allen and Joyce Souder of Fort Recovery, Ohio; a sister, Virginia and John Livergood of Wabash; a sister in-law, Delores Souder of Auburn; five grandchildren and three great-grandchildren. Steve Workman, who has been cutting hair at Steve’s Barber Shop since 1981, has retired from barbering following a stroke in 2012. In some places, that’s meant a barber shop would close, but not in Avilla. Joe Silva of Garrett has opened the Hoosier Barber Shop Workman in the same storefront, continuing a tradition dating back decades. Steve Workman has lived in Avilla since he was 2 years old, Steve’s wife, Becky Workman, said. Steve said he always wanted to be a barber. He attended the Indiana Barber College in Indianapolis in 1963, his wife said. “He cut hair in Fort Wayne when he first got out of barber school,” she said. The board has said it intends to build and open the C.R. 62 access road before closing C.R. 29. Also, the board approved an agreement with American Electric Power to move power lines between C.R. 29 and 31. The agreement calls for AEP to relocate the lines for $2.6 million, which the airport will pay in $250,000 payments for three years beginning in October 2014.

Federal money should be made available at that point to fund at least a majority of the cost, the board learned. The lines need to be moved whether the runway extension goes through or not, engineer Paul Shaffer told the board. While the project has been lumped into the runway extension project for convenience, he said it can be separated and still federally funded if needed. The board has long considered relocating the lines, which fall in line with flight patterns. Stump recalled a quote years ago for a fraction of the current cost, which the board then refused because it did not want to incur debt.

Volunteers needed for Labor Day auction GARRETT — The Garrett High School athletic department needs workers to help staff the car auction on Labor Day weekend Aug. 28-Sept. 1. The event is Garrett’s largest athletic fundraiser of the year. More than 540 four-and-one-half hour time slots must be filled. “We’re asking for all community members to help us with this project,” athletic director Chris DePew said. “We have always received great support from Garrett State Bank and Garrett High School staff members.
