Anti-bullying policy moves forward By Sue Carpenter scarpenter@kpcmedia.com GARRETT — The GarrettKeyser-Butler school board Monday introduced and passed on first reading an anti-bullying policy for the corporation. The policy describes bullying as aggressive behaviors that involve unwanted actions that are repeated over time and involve an imbalance of power. The definition includes: • overt, unwanted, repeated acts or gestures, including verbal or written communications or images transmitted in any manner

including digitally or electronically; • physical acts committed, aggression or other behaviors committed by a student or group of students against another with the intent to harass, ridicule, humiliate, intimidate or harm the targeted student and create a hostile school environment, such as fear of harm to the targeted student or student’s property; • substantially interfering with a targeted student’s physical or mental health; and • interfering with a targeted student’s academic performance or

with a targeted student’s ability to to participate in or benefit from the services, activities and privileges provided by the school. The policy includes provisions for investigations of bullying, reporting bullying to a teacher or staff member, timetables for reporting to parents on the reported incidents involving their children, a process for discipline for teachers and staff for failure to comply with the rule and procedures for follow-up services for the victim and the bully. Healthcare clinic closed this week AUBURN — St. Martin’s Healthcare will be closed the week of Oct. 28 at its temporary location at DeKalb Health in Auburn. The clinic is preparing to reopen Monday, Nov. 4, at 9 a.m. and resume its regular hours at its renovated permanent home at 1359 S. Randolph St., Garrett. The clinic has operated from the Auburn site since a fire on March 29 gutted the Garrett office. A community open house at the free clinic’s renovated office is planned for a later date.

Draft Animal Museum groundbreaking set AUBURN — The DeKalb County Horsemen’s Association will hold a groundbreaking ceremony Sunday, Nov. 3, at 1 p.m. for a Draft Animal Museum at its farm at 5873 C.R. 427 south of Auburn The event is open to the public and will feature horsedrawn wagon rides on the farm, antique equipment displays and information about the new facility being built at the site. The association said the museum will reach out to the general public and advance its mission, building an educated understanding of the true value of the draft animal in the past and in today’s fast-paced society.

Garrett High School students participated in several activities during Character Counts Week Oct. 21-25. Throughout the week, students and teachers nominated students who they saw doing an act of kindness or exhibiting one of the Six Pillars of Character— trustworthiness, fairness, caring, respect, responsibility, citizenship. Names were drawn at the end of the week for prizes such as smart phone cases, markers and sticky notes. At the beginning of each day, students shared a quote to go with a Pillar of the Day with teachers showing a lesson to go with that pillar. On Friday, students were asked to wear a white shirt and tie to show character. This group photo was taken before a pep session for the fall teams Friday morning.

County council passes 2014 budget Hears airport objections AUBURN — The DeKalb County Council passed the county’s 2014 budget on third and final reading Monday. It includes an $8.27 million general fund and a $2 million highway fund. The council met Monday, rather than on the first Monday of the month as regularly scheduled, to meet the state’s deadline for passing a budget. It will not meet in November. The council also approved a $310,000 appropriation for the county assessor’s office into a new reassessment fund to cover the final six months of the year. The county’s old reassessment fund had just over $56,000 in it, but when the new reassessment fund started July 1, 2013, the county had to replenish the appropriations.

Residents reportedly mistook the advertised assessor’s appropriation for one for the DeKalb County Airport, and they called and wrote several council members throughout the week to voice displeasure, members reported. The council did discuss a proposed appropriation for the airport — $160,000 for capital projects including the runway extension project, power line relocation and wetland mitigation. After a lengthy discussion Monday, the council denied the appropriation. It asked the airport to submit an itemized description of each project. Residents packed the courthouse meeting room to discuss the airport’s planned power line relocation project, which has some residents upset because American Electric Power plans to

GARRETT — The DeKalb County Veteran’s Day Parade is planned in Garrett on Saturday, Nov. 9 at 1 p.m. The parade will begin at the Garrett American Legion Post 178, 515 W. Fifth Ave. and end at the Veterans of Foreign Wars at 118 N. Cowen St. Line up will be at noon at the Legion. The parade will travel east on Fifth Ave., then north on Cowen St. to the VFW Post where auxiliary members will host a luncheon.

The airport has an agreement with AEP to move the lines for $2.6 million as part of the airport’s planned runway extension project, because the lines would interfere with flight patterns. The electric utility has planned to move the lines whether the runway extension occurs or not, but the airport has agreed to pay to have them moved sooner to move its own project along. The cost would be reimbursed by the Federal Aviation Administration from user fees. The residents told the council taxpayers should not fund an upgrade to electrical service and said the council should be more strict with its appropriations.

By Aaron Organ aorgan@kpcmedia.com AUBURN — County officials are considering an early proposal to consolidate the Garrett and Auburn EMS hubs into a single site at a new building west of Interstate 69. EMS head Randy Fox approached the DeKalb County Council on Monday to pitch a plan to build a new EMS building between Auburn and Garrett, likely near S.R. 8. The 12,000-square-foot building would include six garage bays, room to sleep four people, a training room and offices. It would merge Auburn and Garrett EMS stations into one unit, a plan that has been discussed by county officials for nearly five years. There is now a sense of urgency, however. Within a year, DeKalb Health hospital has planned a major renovation of space around the current building that houses Auburn’s EMS station. Miller’s Merry Manor, which houses the Garrett EMS unit, has planned a future expansion that likely will include the area now occupied by EMS. The projects would leave the two EMS units effectively homeless. “For the last three or four years I’ve been saying it’s going to happen, it’s going to happen, and the urgency now exists that it’s going to happen,” Fox told the council. “Auburn for sure, Garrett’s very, very likely — so we need to be proactive with some kind of a plan for how to do this.” Fox said a building west of I-69 would provide a “central location” for ambulances to serve Auburn, Garrett and the surrounding areas. Democrats meet for Jefferson-Jackson Dinner By Sue Carpenter scarpenter@kpcmedia.com GARRETT — Outnumbered and outfinanced, Democrat contender Glenda Ritz said she ran a grassroots campaign to defeat incumbent Dr. Tony Bennett in the 2012 election for state superintendent of public instruction. When funds ran out for printed signs, teachers fashioned homemade signs for her campaign, she said. “It wasn’t about fancy mailers or television ads,” Ritz told DeKalb County Democrats at Saturday’s Jefferson-Jackson Dinner at Garrett Country Club. “It’s who shows up at the polls.” Ritz described how she has organized a large group of educators to ensure elected people keep education moving in the right direction. She aims to provide equity in education, with focused, student-centered programs. Ritz

also shared her outreach program for school improvement with 13 coordinators thoughout the state to know every school in Indiana. “Education, to me, is the cornerstone of being a Democrat. It’s our entire public education system,” she said. But as one of only a few Democrats in the state governnment, she has found moving her programs forward has been a challenge. “It would be nice to have some friends over there in the Statehouse,” Ritz said. “I knew what I was signing up for, and I will tell you, it’s a good fit for me.” She listed a number of education policy committees on which she has served, statewide and nationally. “You have to stay involved. Beginning Nov. 6, people who want to preserve photos and documents digitally can book an hour with a Willennar Genealogy Center employee to learn how to use the genealogy center’s scanners to work on their own preservation projects. The employee will guide the person through the process of digitization and be on hand to assist them as they scan their items. Employees can be booked for one-hour slots on Wednesdays at 5:30 and 6:30 p.m. and Thursdays at 1 and 2 p.m. Appointments may be made by calling the genealogy center at 925-2414, ext. 400, or by

POLICE NEWS Officers arrest four AUBURN — Local police officers arrested four people Sunday and Monday, according to DeKalb County Jail records. Tony Fugate, 48, of the 7600 block of South S.R. 327, Hudson, was arrested Sunday at 4:45 a.m. by the Dekalb County Sheriff’s Department on a charge of operating a vehicle while intoxicated, a Class A misdemeanor. Aaron Shelton, 41, of the 100 block of Walnut Street, Butler, was arrested Monday at 10:50 a.m. by the DeKalb County Sheriff’s Department on warrants charging him with intimi-

dation, a Class D felony, and harassment, a Class B misdemeanor. Earl Warner, 51, of the 700 block of Phillip Street, Auburn, was arrested Monday at 2:42 p.m. by the DeKalb County Sheriff’s Department on a warrant charging him with check deception, a Class A misdemeanor. A luncheon with pies from Dutch Heritage Baking will also be served by the volunteers at St. Martin’s Healthcare. St. Martin’s Healthcare opened in 2005 to serve the uninsured in DeKalb County. During 2012, the clinic documented more than 7,200 visits for health care, dental and prescription help. In March of 2013, the clinic suffered a fire that displaced services to DeKalb Health in Auburn. St. Martin’s is in the process of moving back to its Garrett site at 1359 South Randolph St. and will reopen Nov. 4 with regular clinic hours.

COURT NEWS Judge sentences three for crimes AUBURN — DeKalb Senior Judge Dane Tubergen sentenced three people for criminal offenses during hearings Monday in DeKalb Superior Court I. • Samantha Tarlton of the 1400 block of S.R. 427, Waterloo, received a one-year suspended sentence and one year of probation for possession of paraphernalia, a Class A misdemeanor. She must pay court costs. • Alan Franze of the 200 block of South Baxter Street, Auburn, was sentenced to one

year of incarceration, all suspended except 60 days, for operating a vehicle while intoxicated, a Class A misdemeanor. The sentence may be served on community corrections if he qualifies. He was placed on probation for one year and was fined $500. He must pay court costs, and his driving license was suspended for 90 days. • Colleen Thompson of the 7100 block of S.R. 101, Spencerville, received a one-year suspended sentence and one year of probation for conversion, a Class A misdemeanor. She was fined $100 and must pay court costs.

Haffner’s adds two stores in ’63, Railroaders have growing year 50 years ago Haffner’s 5 & 10 added two new stores to its chain — in Momence, Ill. and Crestline, Ohio. Both stores are described as having 50-foot frontages and expected to be “Class A” establishments. The annoucement was made by company officials in Garrett. Reserved seats for the 1963-64 Railroader basketball season would go on sale in the high school principal’s office. Nine home games were planned that season, with the home court opener against Fort Wayne Concordia. Head coach Ward Smith said this would be a building year for his young team, having lost lettermen Tom Funk, Tom Keefer, Mike Reese and Joe Mahnesmith to graduation. But Smith noted this year’s team will be the tallest in the history of the sport at Garrett with Chuck Bavis and Jim Heitz at 6-10 each and Dave Miller at 6-4. Returning lettermen included George Hathaway, Jim White, Dave Steward, Larry Warstler, Kenny Mitchell, Terry Howiler, Heitz and Bill Cory. County councilmen, in session following a noisy session at which a group remonstrated against a DeKalb County airport, ruled as invalid under state law petitions signed by some 1,500 property owners in October 1963. State law requires, under a 30-day remonstrance period, that petitions be circulated by owners of real estate and that the persons carrying the petitions certify they witnessed each signature of proported property owners. 25 Years ago A new, family-oriented video arcade, Quarter Corral” opened in downtown Garrett in October 1988. Owners Ron and Kathy Clements redecorated the former Carboni’s Pizza on the corner of King and Randolph streets with a western motif, including wagon wheels and old lanterns mixed with modern-day video machines. The Corral featured 18 games such as Double Dragons, Pac Man and a new game, Xybots. Retiring longtime GarettKeyser-Butler Schools bus driver Russell Scheurich was honored by fellow drivers for his 19 years on the job. He also worked 17 years as custodian for the school corporation.

The Garrett Alumni Basketball League began play on Oct. 30 with 60 players divided among eight team. A 14-game round robin schedule was planned. For the first time in alumni game history, father and son Jim and Bryan Vogel would be playing on the league. Rookie players in 1988 included Brad Johnson, Chris DePew, Jay Lepley and Lance Baughman. Original members of the league hanging up their jerseys were Sherm Lewis and Randy Surfus, and Brian Custer retired from action due to a knee injury. The DeKalb County 4-H Dog Club placed second at the Indiana State Fair. The purpose of the club is to provide various levels of dog obedience instruction, grooming information and health care instruction. Countywide club members included Matt Taylor, Nicole Barnhart, Travis Maldeney, Travis Robuck, Rachel Relyea, Suzanne Jernigan, Erin Deloshon, Stacy Dunn and Jenny Collins. Bob Novy, a representative of the Garrett Knights of Columbus, presented a check to George Pearson, high school guidance director, for assistance for students to attend a journalism seminar in Washington D.C. Republicans Geroge Bush and Dan Quayle won the vote in the national general election for president and vice president in 1988 in a decisive victory over Democrat candidates Michael Dukakis and Lloyd Bentsen. For the first time in 20 years, Hoosiers elected a Democrat as governor as Evan Bayh defeated lieutenant governor John Mutz.

Lions plan Turkey Trot 5K AUBURN —The third annual Auburn Lions Turkey Trot 5K run/walk will be Saturday at Rieke Park. All proceeds will go toward creating a dog park on the north end of Thomas Park. Registration begins at 8 a.m., with a pre-race meeting at 8:50 a.m. The race will begin with runners and walkers at 9 a.m.

Runners and walkers will compete in seven age groups for men and women. Awards will be given for the overall winners and first through third places in each division. I would like to thank them for their service to Hoosier students and for setting examples of excellence in the classroom. Teachers play such a pivotal role in our society, and one of my goals at the Statehouse is to make sure we recruit and train the best teachers. To ensure our teacher’s receive high-quality training that will benefit our students, the Indiana General Assembly passed Senate Enrolled Act 409, requiring the IDOE to develop performance standards for teacher-education programs at our colleges and universities. These standards will be used to highlight programs that are excelling, and help us determine what makes those programs so successful. The goal of this initiative is to improve our teacher-education programs across the state so that all Indiana educators are equipped to lead a 21st-century classroom. Another way we can share positive teaching techniques with our educators is through

the Improving Teacher Quality Partnership Program. The program was designed to bring local school corporations and higher education communities together to ensure that teaching methods are adequately preparing young students for success. The Improving Teacher Quality Grant program was created, funded and operates under the federal legislation known as the No Child Left Behind Act of 2001. The program provides funds to create these partnerships within high-need school districts. The funds help support the professional development of teachers in core academic subjects. It’s important that legislators, community leaders, families and students recognize the hard work and dedication of our Indiana teachers. They spend their days molding and guiding young minds, while accommodating all kinds of learning styles, abilities and emotions. Every teacher is a great teacher in their own way. They spend countless hours educating our children in hopes of leading them down a successful path. At some point during this fall, I encourage you to take the time to reach out to the teachers in your family’s life and thank them for all that they do. Each year, the Indiana Department of Education (IDOE) conducts a special program to honor outstanding classroom teachers from across the state. In accordance with the National Teacher of the Year guidelines, one teacher is chosen to represent Indiana at the national level. The 2014 Indiana Teacher of the Year was announced earlier this month – Steve Perkins, a Latin teacher from North Central High School in Indianapolis, was awarded the title. Any consolidation would not impact Butler’s EMS unit, which will remain in its location, Fox said. Fox said the plan is “speculation” at this point, with no locations in mind. Fox said he hasn’t found any buildings in Garrett or Auburn that would be appropriate for renovation to house EMS. Consolidating the two services could save money.

Fox said the Auburn EMS crew makes 45 percent of calls in the county, and effectively adding an ambulance to that mix would help level the work load and dial back overtime costs. The council voiced its support for the project. It instructed Fox to work out a plan and keep the county commissioners in the loop.

Pokagon Park toboggan run gets upgrades By Mike Marturello mmarturello@kpcmedia.com LAKE JAMES — More than $100,000 in reconstruction on the Pokagon State Park toboggan run tower and the slide’s refrigeration system has been done prior to the start of this year’s season. For several weeks, contractors have been active doing repairs and preventive maintenance on the park’s refrigerated toboggan run tower. The run is just one of two in the Midwest and the only refrigerated toboggan run in Indiana.

“It will be frozen and open for fun just one month from today, Nov. 29, the day after Thanksgiving,” said Fred Wooley, Pokagon’s interpretive naturalist. This is the first major work done on the tower since the metal-framed structure was built in 1974, said Ted Bohman, park manager. Park officials said the track became refrigerated in 1971. It originally was built during the 1930s by Civilian Conservation Corps workers. The old steel tracks and

refrigeration system were rebuilt starting in 1984. Due to major problems with the rebuild, the track did not open for the 1985 season. It reopened for the 1986 season. Park officials also report that job openings remain to work both the toboggan run and cross-country ski rental for the winter season, which runs from late November to the end of February.
