The Town of Fremont and the Fremont Area Chamber of Commerce continues to work to improve the Fremont Downtown and entire community after the completion of the Downtown Revitalization project in 2012. In 2014, the Town Council initiated a Facade Grant Program for downtown properties to allow business and property owners to do facade renovations with the assistance of matching funds from the Town of Fremont. Details of the program are available on the Town of Fremont website and at the Town Hall. The grant program has allowed four downtown businesses to make upgrades to their buildings and multiple other businesses have made interior and exterior improvements to downtown buildings as a normal part of growth of a business or the starting of a new venture. We hope this program will spur small business owners and landlords to invest in their properties and will help businesses draw more customers to our downtown strengthening small business and the community. The Steuben County Economic Development Corporation, with assistance from Steuben County and the Town, has completed the work on getting 150 acres of property designated as Shovel Ready on the west side of Town to enhance its marketability to employers wishing to locate new investments in our community. These investments will lead to new jobs and higher assessed values to support the community and keep taxes low for all. In 2016, the Town and SCEDC will also continue to market our one vacant industrial facility and

shovel ready site to prospects looking for expansion and growth opportunities to increase job prospects in and around Fremont. The City of Angola, the Town of Fremont, with assistance of the SCEDC and other communities in Steuben County, joined forces to participate in the America’s Best Communities program in 2015 and 2016 which was sponsored by Frontier Communications and others. The Angola/Fremont pairing was designated a semi-finalist in this competition in November 2015 (a top 15 community in the USA) and awarded the title of one of America’s
Best Communities. We participated in a Summit in Durham, NC in April 2016, with the 14 other semi-final communities, and though, we did not get selected to move on to the final 8, we were happy with our revitalization plan and the cooperation it has fostered to improve our two communities. Welcome to the wonderful town of Fremont. We are very proud of our community. Fremont has a lot to offer, and we hope that this guide will give you some great examples of the many activities available in our area. We have a unique variety of retail, industrial, and service businesses available to our community. Fremont is home to many amazing area lakes, a state park, golf courses, wineries, and a buffalo farm. Fremont Town Council President As president of the Fremont Town Council, I have the privilege of welcoming you to the Fremont community. Over the last year, our Town has continued to grow with Carver Non-Woven Technologies, a start-up company with a new technology, opening for business in the previously Steve Brown vacant Amcast facility along with expansion projects at The Cold Heading Company and Cardinal IG in the Crossroads Industrial Park. These companies will create new jobs in our community and added investment in our tax base. We are actively working to rebuild our local economy making it stronger than before with a more diverse commercial and industrial base along with retail businesses with the necessities our year round residents need and want and our summer visitors look for so they can enjoy their time here. We attempt to maintain the small town atmosphere that has for so long attracted business, industry, tourists, and families to Fremont. Thank you for your continued support and welcome to the Fremont community this 2016 summer season. We are also happy to announce the Town of Fremont continues to add
improvements to make our community a better place to live and work. New improvements in 2016 include a Dog Park on South Broad Street, road improvements on North Wayne Street, Tillotson Street, and in the Industrial Parks. The Indiana Department of Transportation will be making road and sidewalk improvements on SR 120 (Toledo Street) in 2016 from the west edge of Town to the east edge. A new road salt storage building on East Swager Drive is being built to replace a rapidly deteriorating previous facility. These improvements are made with the support of the community and we strive each year to make more improvements in all areas of the Town. We ask for your continued support of our local businesses as they continue to support the local economy and community. Please support our local businesses and school system as they are the backbone of any community, and it is so true in Fremont. Fremont Community Schools was awarded a 4 Star Rating Award again this year as the students continue to score well in school ratings producing many quality young people poised to do great things in their life along with many great athletes who accomplish impressive things against competition from all over the state. Fremont is a great place to live, work, and raise a family
and we welcome all to our community. I would also like to extend to all, an invitation to attend the 22nd annual Fremont Music Fest XXII on July 8th and 9th, 2016. Perhaps nothing better illustrates our ongoing theme of working together to achieve great things than our presentation of Music Fest each year. You will hear great music from different bands and performers, enjoy a great parade, and you will be able to enjoy many different types of festival food, plus have the chance to look over the classic cars at the Music Fest CruiseIn. From law enforcement to fire and emergency response, from our Town employees to merchants to our youth, many people volunteer their time and skills to present Music Fest. Music Fest XXII Plans are well underway for Music Fest XXII in Downtown Fremont on Friday and Saturday, July 8th-9th, 2016. Music Fest is a summer tradition in Fremont and is sponsored by the Fremont Area Chamber of Commerce with the aid of all of its members and many other business and civic groups dedicated to the betterment of the Fremont community. These additional Main Stage sponsors include Musson Builders, The Steuben County Community Foundation, and The Outlet Shoppes at Fremont. The Fremont American Legion, Fremont Moose Lodge, Fremont Community Schools, and the Town of Fremont also participate in sponsoring this event. Additional Fremont Area Chamber of Commerce sponsors include Yogi Bear Jellystone Resort at Barton Lake, Operation Round-Up of the Steuben County REMC, Beams Funeral Home, Cameron Memorial Community Hospital, Higbee Welding Service, Farmers State Bank, Wenzel Metal Spinning, Clear Lake Electric, Lon Keyes, Anchor Realty and Jeff Smith, and the Fremont Hardware. Friday night activities will include a Hog Roast by the Fremont Boy Scouts, a Bake Sale at Brockville Commons, a Spaghetti Dinner at the Fremont United Methodist Church and a Classic Car Cruise-In in the downtown area. Music will begin at 6 pm being performed by Jim Weber followed by the Bulldogs from 7 pm to 10 pm. An adult beverage tent will also be available for your enjoyment. Additional carnival food and craft vendors will be available for patrons to enjoy. Saturday’s activities begin with the Fremont Fire Department/Little Lambs Daycare and Pre-School Pancake and Sausage breakfast beginning at 6 am

There will be town wide garage sales going on all week long and downtown Fremont merchants will be conducting sidewalk sales and additional sidewalk sales will be held at the Outlet Shoppes of Fremont. The Parade will kick off at 11 am on Saturday morning following the same route as previous years with line up behind the Elementary School and running west to east along Toledo Street, from Bell Street, to Tillotson Street. Choir will perform music prior to the beginning of the parade and will sing the National Anthem to open the parade. Music Activities on Saturday begin at 12 noon with the music of Loose Grip until2:00 pm, followed by Clarisa Luse, a country artist, from 2:00pm to 3:00pm, Brian Lee, Vegas Years Elvis, will perform from 3 pm to 4 pm, Tryon, a rock and roll duo, will perform from 4 pm to 5 pm, and the Wright Place, a Mother and Daughter combo, performing country music from the 70’s to current will entertain from 5 pm to 6 pm. Featured act, Sierra Shame, will take the stage at 6:00pm until 9:00pm rocking the venue with current music, oldies, along with country hits. Kids games will begin at 1 :00 pm with an Egg Toss, a Hula Hoop contest, and a Watermelon eating contest. Girl Scout Troop #204 will have a cookie decorating booth for the kids to enjoy during the afternoon. The Fremont Public Library will have face painting. The Fremont American Legion is sponsoring a Pie Baking Contest near the Fremont Fire Station on Saturday. Judging will be by Fremont Area Chamber of Commerce Members. Flag Program The Fremont American Legion Post #257 and the Fremont Area Chamber of Commerce began the Fremont Community U.S. Flag program in 1998. This program allows us to show pride in our country, town, and community. The flags are displayed, retrieved, and stored with the assistance of Cassel Post #257, Sons of the American Legion, Fremont Town employees, and Chamber members at various times during the year showing our respect for patriotic holidays such as Memorial Day, 4th of July, and Veteran’s Day. The flags are flown three blocks east of,
three blocks west of, and one block north and south of the four corners in downtown Fremont. We are always in need of additional funding to replace the flags and poles as necessary, and sponsorships of a flag are reasonably priced at $50.00 per flag. Since 1994, the Fremont Moose Lodge has been an active member of the Fremont community. With over 1,200 members, it provides support to a wide variety of local activities and organizations, such as Dollars for Scholars, the Fremont Fire Department, local Boy and Girl Scout troops and the WLKI Food Drive. Through the summer months they

hold chicken barbecues every two weeks in downtown Fremont, with the proceeds going to a local organization. The only thing the receiving organization has to provide is the labor to sell the chicken. One of the most prominent activities the Moose provides to the Fremont community is the annual fireworks display in conjunction with Music Fest. The Lodge is the main financial source for the fireworks, but donations are welcome. This year marks the 7th year for the fireworks display, and each year the display has expanded. The fireworks will be held this year on July 9 at dusk at the Moose Lodge on S.R. 120. You don’t want to miss this fireworks show!!

Fremont History Starting as a pioneer settlement, Fremont’s rich history was rooted in early business enterprises and rail transportation. One visit to the central business district provides a wealth of visual history of this small, Midwestern community, dating back to the 1830s. Typical of many Midwest communities, its growth also was driven by the arrival of early settlers, merchants, religious and civic concerns. Some milestones in Fremont’s early development: • The first land purchases were three 80-acre tracts in 1834. • The first frame home was constructed in 1836-37 in the village of Brockville. • The first merchant established his enterprise in a log structure at about the same time. • The first hotel was constructed by a “Mr. Parker,” shortly thereafter. • The village was placed on a mail route between Blissfield, MI and Lima (now Howe) in 1838. • The second merchant, Mr. R.A. Gaines, arrived in 1839, constructed a large store and hotel, the American House which stood until 1909. • The First Methodist Church was built between 1844 and 1851.

to honor John C. Fremont, a distinguished military officer and explorer. • The first frame schoolhouse, constructed in 1845, served until 1856 when a new school was built. That school was lost to fire in 1877 and replaced by a new brick structure costing $6,000. Other merchants and tradesmen continued to join the fledging community, including the first baker with outdoor brick and earthen ovens in the 1850s. The installation of the first electric lights by a city-owned electrical utility was begun in 1895 and completed in 1897. Paved roads first arrived in Fremont in 1922 to traverse north and south, east and west through the town. The first water tower to serve the community’s distribution system was erected in 1936, providing fire protection and greater convenience for town residents. Through 1834 and 1943, the Town of Fremont grew to include two hotels, six passenger trains and two freight trains per day. The last passenger train through Fremont was in 1943. Freight rail service continues to be available through a short-line, Northern Indiana Railroad. The latter half of the 20th century brought the nation’s Interstate Highway System to Fremont’s front door, with major east-west (I-80/90) and major north-south (Interstate 69) corridor interchanges just three miles from the quaint and historic central business district.

Demographics The Town of Fremont is a small community in the extreme northeast corner of Indiana, just one mile south of the Michigan state line and just over five miles west of the Ohio state line. With 2,137 residents (according to the 2010 Decennial Census), Fremont is the second-largest community in Steuben County, which covers 309 square miles. Corporate boundaries encompass approximately six square miles, while the land-use zoning and planning jurisdiction covers approximately 42 square miles. Steuben County and the Town of Fremont in particular enjoy the natural conservation and recreational amenities
in a vast system of natural, glacial lakes, which have attracted many seasonal residents over the past century. Through the winterization and expansion of what had been summer cottages, this seasonal population is gradually moving towards full-time residency. However, the location and presence of these amenities has attracted residential growth of 20.5 percent from 1990-2000, on par with 21 percent growth of Steuben County, but well above the 9.7 percent average growth for the State of Indiana. Proximity to major midwest cities and primary interstate highways has also influenced growth in Fremont: • I-69 and I-80/90 are within 2 miles
• Fort Wayne is 51 miles south • South Bend is 73 miles west • Toledo, Ohio is 76 miles east • Detroit, Mich. is 112 miles northeast • Chicago, Ill. is 156 miles west • Indianapolis is 168 miles southwest • Cleveland, Ohio is 188 miles west In addition to its proximity to the Interstate highway system, the Town of Fremont enjoys a good system of local roads and state highways. S.R. 120 is the primary east-west route and provides the community with an excellent connection to I-69 and I-80/90. S.R. 827 provides a direct route to the county seat of Angola, seven miles southwest.

SEPTEMBER 2015 The Fremont Area Chamber of Commerce provided sponsorship funds for the 2015 Steuben County United Way Cardboard Regatta at Pokagon State Park. The Chamber also has helped sponsor the Day of Caring in Steuben County and Fremont in the spring of each year and the Veterans Day of Caring in November.
The Fremont Public Library held their annual Pumpkin Walk in October 2015 at Vistula Park providing a safe environment for youngsters to trick or treat and enjoy Halloween. The Library and local
businesses and individuals provide treats, games, and activities for all to enjoy. The Fremont Area Chamber of Commerce is a sponsor of this program. DECEMBER 2015 The Luke 3: 11 Coat Bank was presented a donation by the Fremont Chamber to help buy and distribute winter coats, gloves, and hats to the less fortunate in the community. The Steuben County YMCA was also given a donation to help with programs at the “Y”. Santa Claus arrived in downtown Fremont and was ushered in on a sleigh during an evening

parade to meet the children at the American Legion. Nearly 150 children, plus their parents and grandparents, enjoyed a craft activity, refreshments, and music of the Fremont High School choir to celebrate the season. The Holiday Decorating Contest was held again in 2015 for residents and businesses in Fremont. The Chamber also conducted a Holiday Food Drive for the Fremont Community Food Bank at the Fremont Community Church and many individuals and businesses helped make this effort a huge success. SPRING AND SUMMER 2016 The Chamber has worked to support the Steuben County Literacy Coalition, Fremont Post Prom, the Boomerang Backpacks program, Fremont PTO Carnival, Fremont Community Easter Egg Hunt, and the Steuben County United Way while raising funds to support Music Fest XXII in July 2016. Thanks to all who support the Fremont Area Chamber of Commerce and the entire Fremont community. Monthly Chamber Board meetings are held on the third Friday of each month at 7 am at the Fremont Town Hall. All are invited to attend and participate.

Government • Emergency Numbers • Important Numbers The Town of Fremont is a recognized town government and is organized under the Indiana Uniform Municipal Code. Fremont is governed by a five-member town council, with the president elected from its membership. Members of the town council are elected to four-year terms, on a two year staggered schedule with no limit to the number of consecutive terms they may serve. A clerk-treasurer is also elected to a four-year term with no limit to the number of terms. The town judge is also an elected position within the Town of Fremont. The Town of Fremont may appoint boards and commissions as it deems necessary to carry out the functions of the town government. Dollars for Scholars What is the Fremont Dollars for Scholars Scholarship Foundation? The Scholarship Foundation is a community based, volunteer-operated nonprofit scholarship program which increases the amount of money available to local students to further their education once they have graduated from Fremont High School. The foundation demonstrates this community’s commitment to its young people. The Fremont Dollars for Scholars Scholarship Foundation is an affiliate of the national Citizen’s Scholarship Foundation of America. All contributions are tax-deductible. Currently, the Foundation has assets of over $250,000 with expected annual cash awards from $12,000 to $28,000.
Need for scholarships Rising costs are closing doors to higher education for students in the community. There just isn’t enough funding available for students who wish to continue their education upon graduating from Fremont High School. The number of students applying for State and Federal student aid has increased substantially in the past few years. Unfortunately, the amount of student aid dollars has not increased while tuition costs continue to rise. The number of students seeking aid simply exceeds the amount of funds available.
Who may apply? Any graduating senior of Fremont High School is eligible for a financial award. Students need not be in the top ten percent of their class to qualify. All
students are eligible. The Foundation believes any determined student has a right to continue his/her education after graduation. Scholarship awards may be used for vocational, technical, or two or four year college programs. You are eligible for a cash award simply by graduating from Fremont High School and continuing your education at a post-secondary institution.

While attending Fremont High School, each student has the opportunity to accumulate cash amounts that are awarded to the student once he/she enrolls in a post-secondary institution to further their education or training. The student must enroll in another institution in the summer or fall immediately following their graduation. Once a payment has been made to this institution, the Foundation will reimburse the student up to the amount the student has earned. Awards are not based on subjective comparisons; the student earns money based on his/her own merit and efforts while in attendance at Fremont High School. Students begin to accumulate money from their first day of enrollment at Fremont High School through their graduation. Each year of not more than one absence is worth $100. Four years of meeting this attendance requirement can earn a student $400. For every A received as a semester grade a student will earn $10; a B for each semester grade receives $5. (A student who takes four classes each

Funds are raised through donations by individuals, clubs, organizations, other foundations, families, estate bequeaths and businesses/companies. All contributions, regardless of size, are important. We have received contributions ranging in size from $100 to $50,000. Please remember: ALL CONTRIBUTIONS ARE TAX DEDUCTIBLE.
How are contributors recognized? A separate display case has been established in the high school to recognize contributors to this program. Donations of $100 have their name engraved on a large plaque as do those who donate $500 (on a separate plaque). Amounts of $1,000 or more receive separate, individual plaques acknowledging the donation. The size of the plaque varies with the amount of the donation. The larger the amount, the larger the plaque. These plaques will be on permanent display in the building for all to see and will remain as a memorial for posterity.
How much has been awarded? In the 13 years of this group’s existence, more than $260,000 has been awarded to more than 615 students.

This will mark the tenth year for the Fremont Historical Society and they continue to grow! Currently, the Historical Society has several projects they are working on. A Cemetery Book cataloging Steuben County cemeteries with location and pictures noting the cemetery has been printed and is for sale. Also, a cemetery walk is being planned for the fall. This is the ninth year for this event. The Fremont Historical Society will also be working on cataloging older homes and buildings in the Town of Fremont. If you would like to participate in this process, or have information on your home or building that could be of historical significance, please contact Marty Hagerty at 667-4089. All kinds of mementos have been collected and are on display in the Museum. Several items were purchased from the First National Bank of Fremont auctions and the Knights of Pythias auction. Additional memorabilia has been donated to the museum through private donations. There are also approximately 2,500 books, many by Indiana authors. The Fremont Historical Society Museum is located at 102 W. Toledo St. Summer hours are every Saturday from 10:00 a.m. to 2:00 p.m. and other times by appointment. The museum will also be open on Friday evening and all day Saturday during Music Fest, July 8 & 9, 2016. The Memory Tree is a program created to help provide funds to plant trees in the Fremont community in honor and memory of loved ones. These trees will be planted annually in the Town of Fremont. The program came about due to the combined efforts of the Fremont Area Chamber of Commerce, the Fremont High School Environmental Club, the Fremont Kids League, the Fremont Public Library and the Town of Fremont, which combined efforts on a fundraiser in 2008 “Think Fremont First” which featured the sale of reusable shopping bags made of recycled tires, a commemorative T-shirt, compact fluorescent light bulb, and community calendar. In 2009, the E-Club sold a community calendar, flowers, and stuffed animals to raise funds to offset the costs of the trees. Thirty-eight trees were planted in April 2009 and Town Park property was beautified as part of the Arbor Day 2009 event. Memory Tree applications can be submitted anytime throughout the year for planting. Please contact the Fremont Clerk-Treasurer’s office at 495-7805 for details. Thank you to all who have contributed as the Town of Fremont was honored a Tree City, USA in 2015, for the 10th year in a row.
