New Mordialloc Life Saving Club to be ready for beach patrols this summer Construction of the new $4 million Mordialloc Life Saving Club and Indigenous Gathering Place Community Facility is nearly complete – just in time for summer. The new building is designed to support the development of best practice lifesaving skills, training and education. The size and location of the facility ensures that it will be well placed to accommodate local and Life Saving Victoria competitions and events. The lifesaving clubhouse includes an observation tower and meeting rooms upstairs, with change rooms and equipment storage areas downstairs.

Green Army fights tooth and nail for Kingston’s environment Young people are gaining valuable hands on experience to help them kick start a career in conservation management, thanks to a partnership between Kingston Council and the Federal Government. The Green Army is an environmental action program for young Australians aged 17 to 24 years that supports local environment and conservation projects across Australia.

The building will also include an Indigenous Gathering Place as a place of welcome for the local Aboriginal community to engage, connect and learn. This will provide the broader Kingston community with a place to learn about Aboriginal culture and meet with the local Aboriginal community. A carpark is currently being built and landscaping will be completed following the summer season in 2017. The new centre has been funded in partnership by Kingston Council, the Victorian Government in association with Life Saving Victoria, and the Mordialloc Life Saving Club.

Edithvale to receive brand new life saving club The great work of the Edithvale Life Saving Club will continue well into the future following Council’s decision to provide $1.5 million towards a brand new facility. At a Council Meeting on 22 August, Council voted to work in partnership with the Victorian Government and the Edithvale Life Saving Club to design and build a state of the art facility on the current club site. The $3 million facility will be jointly funded by Kingston Council and the Victorian Government.

Working with Manpower and Landcare Australia, the sixmonth project is giving up to nine young people hands on experience across a range of Kingston’s parks and foreshore areas.

The Edithvale Life Saving Club was founded in 1919 and occupies the oldest lifesaving club house building on Port Phillip Bay. However, the poor condition of the building means a fresh start is needed in order for the club to continue providing its vital service to the community.

The Green Army trainees have learnt a broad range of skills, including weed removal and prevention, seed propagation, erosion management and creating habitat links.

Over the coming months Council will work closely with Edithvale Life Saving Club and the wider community to finalise a design that will be loved and admired by locals and visitors alike.

Council will facilitate another six-month Green Army project in 2017. Recruitment will take place in November, with young people interested in a career in conservation management encouraged to apply online manpower.com.au via

Your new Council set to serve The 2016-2020 Kingston Council was sworn on Monday 7 November, with two new and seven returning Councillors elected by the community. Together, your new Council has over 60 years’ of experience representing

and serving local communities. The City of Kingston has three wards, each represented by three Councillors who are elected every four years by the community. North Ward: Crs Tamara Barth and Steve Staikos are joined by new Councillor George Hua.

Central Ward: Crs Ron Brownlees OAM, Rosemary West OAM and Geoff Gledhill were all re-elected. South Ward: Re-elected Councillors Tamsin Bearsley and David Eden are joined by new Councillor Georgina Oxley.

Cr Eden is Kingston’s Mayor for 2016/17 Councillor David Eden has been elected to lead the Kingston community for the next 12 months as Mayor. Cr Eden, who was elected as Kingston’s 20th Mayor on Monday 7 November, is serving his second term as a Councillor. Cr Eden said it was a great privilege and responsibility to represent the community as Mayor. His focus during his term will be on listening to the community, building productive partnerships and seeking innovative solutions to make Kingston an even better place to live, work and enjoy. His priorities include protecting neighbourhood character, enhancing Kingston’s natural environment and continually assessing the many services offered by Council to ensure they remain responsive to the community’s needs.

During his acceptance speech, Cr Eden said he was proud to work with his fellow Councillors who all share a keen passion for the community, strong commitment to their local area and wealth of experience advocating on behalf of the community.

The Mayor is elected each year by the Councillors. This year, a Deputy Mayor was also elected, with Cr Rosemary West OAM serving for the next 12 months. Cr West has served as a Kingston Councillor for over a decade.

Improving early learning centres

in Chelsea and Chelsea Heights Works are now underway on a new Chelsea Kindergarten and improvements to Chelsea Heights Kindergarten are coming soon, following the appointment of a local builder to complete the exciting projects. The new Chelsea Kindergarten will be built next to the Chelsea Primary School, while the Chelsea Heights Preschool will be fully refurbished at its current location. The $2.55 million project is part of a joint long-term investment by Council and the Victorian Government in quality early learning centres in Kingston.

Cheltenham’s Cellstruct Building Group has been awarded the $2.55 million contract to complete the works. Students from Chelsea Heights Kindergarten will then use the vacant old Chelsea Kindergarten building during improvements works at their site, which are expected to be completed by the end of term 1 in 2018.

Council applies for grant to build new Mentone preschool Kingston Council has applied for a $650,000 grant to help build a new, improved Acacia Avenue Preschool on the grounds of the nearby Mentone Park Primary School. Council has committed $1.35 million to the $2 million project and has applied for funding under the Victorian Government’s Early Years Facilities grants. Council has been working closely with the kindergarten and school communities on this exciting project.

New maternal and child health centre open for business in Carrum Maternal and child health services have now commenced at the brand new Carrum Family and Children’s Centre. Construction of the innovative early years education, care, and health facility is complete, with three and four-year-old kindergarten and child care commencing from the beginning of 2017. The new centre will provide high quality sessional kindergarten, as well as the new Kindergarten PLUS program for children in the year before school.

The new $4 million Family and Children’s Centre in Carrum is funded in partnership with the Victorian Government. With places filling fast, enrol your child now.

The Acacia Avenue Preschool provides a fantastic service and is very popular but the building is ageing and no longer able to meet future needs or growing demand. This initiative will deliver a modern, purpose built facility that will support the long-term operations of the Acacia Ave Preschool on the new site. The current ageing kindergarten building, which is located in Southern Road Reserve would be removed and the land restored to increase much needed open space to the neighbouring parkland.

A contemporary touch for the new Westall Hub Westall’s new $8.9 million community hub will feature a striking new public artwork by artist Ian Bracegirdle. Construction of the impressive new community facility on the Westall Primary School and Westall Secondary College site is now underway. Council has commissioned the impressive public artwork to welcome people to the new landmark community building. Fifteen artists submitted ideas for the site, with Kingston’s Arts and Cultural Advisory Committee unanimously selecting Ian Bracegirdle’s plant-like sculpture, which is influenced by the area’s history of market gardens. It features translucent glass tiles that are illuminated from within and contain the language, signs and symbols of the various cultural groups in the Westall area, who will have the opportunity to work with the artist to contribute to the artwork. The Westall Hub will offer a range of vital community services including: • new library branch with a focus on digital learning

• a range of early years services including maternal and child health services • space for a broad range of services including financial counselling and community health care. The new library and maternal and child health services are expected to commence at the new site in July 2017. Students at the current Westall Kindergarten site will then be transitioned over to the new facility in early 2018. Unlocking new parkland in Kingston

Off-lead areas at Spring Road Reserve, Dingley Spring Road Reserve is Kingston’s newest park, and Council is working closely with the community to determine how it will be best used over the coming years. Council has received feedback that the community is interested in a dog off-lead area in the 38 hectare park. For a dog off-lead area to be considered, Council must follow a set process (under Section 26 (3) of the Domestic Animals Act 1994) which includes public consultation, advertising and reports presented to Councillors for consideration. Council will be engaging with the community in early 2017 on options for a dog off-lead area at Spring Road Reserve. New sporting facilities for Dingley Dingley will receive muchneeded new sporting facilities after Kingston Council approved a new two-oval football and cricket sporting facility for the area. Council has been working closely with local sporting groups to meet growing demand for facilities in the area, and has committed to provide the community with two new muchneeded new playing areas. The two new sporting ovals will give local clubs extra room to grow and continue to play a valuable role in our community promoting a healthy, connected lifestyle. Council has shortlisted three potential sites in the Dingley area and is conducting investigations to determine the most appropriate venue for the new two-oval facility.

Residents in Kingston will soon see the end of offensive odours, seagulls and dust associated with local landfills and waste businesses, and more green parkland for everyone to enjoy, with the end of all landfill operations in the City expected in mid-2017.

Dingley Village residents have also gained a new 38 hectare park thanks to the removal of old chain wire fencing and environmental weeds on the site’s perimeter. Once a former landfill, this site is now an accessible green open space.

In 2015, the Minister for Planning approved Planning Scheme Amendment, which rezoned land outside the Urban Growth Boundary - north of Kingston and Heatherton Roads - from a Special Use Zone that facilitates waste and recycling related activities, to a Green Wedge A Zone that will prevent new waste and recycling facilities in this area. Maintaining your sporting facilities Council continues to invest in local sport, with improvements to grounds at Walter Galt Reserve in Mordialloc and Chadwick Reserve in Dingley. At Walter Galt Reserve, junior sportspeople will benefit through the upgrade of the cricket pitch and installation of new soccer goals. In addition, the sportsground will be relevelled and new turf planted. To encourage community access at Walter Galt Reserve, Council will also be adding new concrete paths, installing fitness equipment next to the playground and paving near the pavilion. During the works, the current dog off-lead area will be relocated to the eastern end of the reserve.

Kingston is home to 114 playgrounds and has over 300 open spaces with our foreshore stretching over 13km.

At Dingley’s Chadwick Reserve, both junior and senior sports will benefit from the planned re-turfing of the sports ground and installation of new soccer grounds.

With the sun out it’s a great time to take your pooch out for a walk and give them a large space to run and play. There are 29 parks with designated off-leash dog exercise areas in Kingston.

Public access to both reserves will be impacted over the coming months during the improvement works.

If the park or beach is not your scene and you would prefer to stick to a

path, dogs must be on a leash at all times throughout the year on bike tracks and footpaths, including paths along the foreshore reserve. Don Tatnell and Waves Leisure Centres also offer a range of programs to keep you fit, healthy and entertained over the summer holidays. Have your say on the Mentone Hotel development You’re invited to have your say on the proposed Mentone Hotel development. Plans for the proposed development of the historic Mentone Hotel are now on display until Thursday 15 December. Due to strong community interest, Council extended the consultation period from the required one calendar month period to six weeks to ensure the community was kept informed. The consultation period is proceeding after Victorian Planning Minister Richard Wynne gave authorisation

for a planning scheme amendment for the site to be prepared. The Minister stated that authorisation to prepare the amendment is not an indication of whether or not the amendment will ultimately be supported. The proposed development would require removing the existing height controls. Following public consultation, Council will review all submissions received and determine whether or not to refer the submissions to an independent planning panel for review. The application lodged with Council

Kingston Libraries During the 2016/17 holiday season, Kingston’s library branches will operate on reduced trading hours. The summer timetable will commence from Monday 12 December 2016. Normal library hours will recommence on Monday 9 January 2017. Christmas tree collection service Council offers a free Christmas tree collection service for residents in January. Simply call Council to book in the service and place your unwanted Christmas tree on your nature strip for collection.

Holmesglen Private Hospital: hiring now for 2017 opening The development of Holmesglen Private Hospital is nearing completion, with the hospital set to open on 16 January 2017. Located at the Holmesglen TAFE site at 490 South Road, the 147 patient-bed facility will include an Emergency Department supported by five wards, seven operating

theatres, a catheter laboratory, day surgery admission, day oncology as well as an Intensive Care Unit and a Coronary Care Unit. The hospital will also include a comprehensive radiology department, pathology services, pharmacy and cafe, as well as a number of specialist consulting suites which will also offer new opportunities.

Cr Barth lives in the North Ward of Kingston and was lucky enough to be re-elected for her second term on Council. Cr Barth believes in hard work, having been continually employed from the age of 15 and self-improvement, evidenced in her commitment to complete her Masters in Leadership. She enjoys listening to community radio and reading in her spare time, and is employed in the higher education sector as a Senior Manager. Cr Tamsin Bearsley lives in Aspendale Gardens with her husband Andy and two children, Anna and Sebastian. She started her professional career at IBM, and after travelling the world and starting a family, became a primary school teacher, specialising in computing. Cr Bearsley and her family especially love Bicentennial Park, Braeside Park and the Waterways Lake. She is also a twin! Cr Geoff Gledhill is serving a second term on Council, having served as Mayor in 2015. He currently resides in Parkdale with his wife Angie and three adult children. Cr Gledhill has owned retail businesses for the past 25 years, holds an MBA and is currently undertaking a Doctorate of Business Administration to investigate how the changing demography of Australia impacts on the small business sector. Cr Gledhill is a keen surf lifesaver and has a strong interest in a variety of sports and competitive activities. His favourite places to visit in Kingston include the foreshore in its entirety,

Her three daughters grew up in Kingston and often visit with the grandchildren, where they enjoy the beach. Mayoral Election November 2016

The 2016 Volunteer Recognition Event was held on Thursday 3 November at Dingley International to celebrate the continuing achievements of the volunteers in Kingstonâ€™s Aged & Disability Services and Library Services.

Monday 7 November saw the 2016-20 Kingston Council sworn in at a Special Meeting of Council. Cr David Eden was elected to serve as Mayor for 2016/17, with Cr Rosemary West OAM serving as Deputy Mayor.

Aspendale Kindergarten Launch The Aspendale community recently celebrated the official launch of the redeveloped Aspendale North Kindergarten. The renovation of Aspendale North increases access for children to attend a three and four-year-old kindergarten program prior to formal primary school entry, with 33 licensed kindergarten places.

Jack Howard has been described as one of the great quiet achievers of Australian music. He was an integral member of Hunters & Collectors and along the way has performed with Midnight Oil, Rodriguez, and You am I. Mordialloc Jazz Orchestra (MOJO) with three young up and coming starts performing hits from the Andrew Sisters. Mark Andrew has performed as Buddy Holly, John Lennon, Dean Martin and Elvis Presley. Chelsea Plumley combines subtlety, sophistication, strength, volatility, vulnerability, humour and delicious physical comedy with a voice to thrill. Alan Fletcher is an Australian actor and musician, best known for his role as Karl Kennedy in long-running soap opera Neighbours Andrew Curry is an Australian comedian and actor who has appeared in many television drama and comedy series, and in feature films. Greg Champion is a songwriter, singer, comedian and prominent radio personality. He captures what it is to be Australian through his unique combination of comedy, sports parodies and country/folk music. Patrick Harvey is known for his role as Connor O’Neill in Neighbours and was honoured with a Logie for Most Popular New Male Talent in 2003. Recently in 2013, Patrick has returned to the theatre in his role as Carter in Lab Kelpie’s production of Fat Pig. Nina Ferro began her career as a Jazz singer and her music has become influenced more and more by her own passions and musical loves, those being soul, old school rhythm & blues, blue grass and country.
