Kingston is now led by its first ever female Mayor and Deputy Mayor team with Councillor Jenna Davey-Burns elected as Mayor and Tracey Davies as Deputy Mayor for the year. Wattle Ward Councillor Davey-Burns and Chicquita Ward Councillor Davies were elected to Council in 2020. The Mayor will focus on building strong, collaborative, and transparent partnerships with the community. Councillor Davies looks forward to continuing to work collaboratively with the Mayor, councillors and the community to achieve positive results for Kingston. The Mayor and Deputy Mayor believe girls and young women deserve to have strong role models and opportunities to assume leadership roles in their schools, clubs, workplaces, and local councils.

Speaking up for our community We continue to speak up on behalf of our community to ensure the best outcomes from the Mordialloc and Aspendale level crossing removals. Recently we asked what people value and want to see protected in the local area and the valuable feedback was used for our initial design response and the draft Urban Design Framework, which is now the subject of another round of consultation. We are not responsible for planning this project or its delivery but we now have a clear picture of what our community wants and we continue to advocate to the Victorian Government for that. These include: • A shared user path link from Parkdale to Edithvale, including new bridges. • New public open space to create ‘Bear Street Place’. • An open station layout that creates new public spaces and celebrates local heritage.

We’re excited to announce our second location for public Electric Vehicle charging in partnership with Evie Networks is Peter Scullin Reserve Playground, Mordialloc. Funded by Council and a grant from the Victorian Government the Evie charger includes two 50kW rapid chargers powered by 100% renewable energy, with universal plugs (CCS2 & CHAdeMO). Shaped by the community for the community. Your enthusiastic response to our five stages of consultation has helped shape the early design for your new aquatic and leisure centre in Mordi. All your comments – more than 6,500 pieces of feedback – have helped us get to this point. The artist’s impression gives you a wonderful early peek at how the centre will look. Colours and finer details may change as the design is completed. The development of the new centre is progressing well, with the demolition of the old buildings complete, and the planning application underway. Major construction is expected to start in late 2024 and take around 18 months to complete. We began this project with a bold community-centred focus, and since then, dynamic community input, internal and external expert

analysis, strong stakeholder engagement and public sharing of information have underpinned key decisions along the way. A big thanks to our Community Reference Group who have volunteered their time and provided invaluable feedback to get us to this point! You told us you wanted a safe, welcoming, accessible and environmentally sustainable facility. The new fully-electric centre with a 50m, learn-to-swim, leisure and warm-water exercise pools will be built next to Jack Grut Reserve in Mordialloc. HISTORICAL SOCIETIES NETWORK We’re working to protect Kingston’s rich local history. A new Historical Societies Network Committee will bring local history groups together to share information, engage with industry, provide advice, and have a platform to escalate emerging issues to Council. RECYCLED WATER Early works are underway in Waterways on the Victorian Government’s ‘Purple Pipeline’ (the Dingley Recycled Water Scheme). The $72 million project will bring recycled water to our market gardens, golf and other sports clubs. Find out more at:

Thank you to everyone who contributed! Most Councils ask once a year for budget ideas from the community but we’ve decided to make that opportunity available all year round! Our innovative Talking Kingston initiative is giving you the opportunity

to provide early input and a greater level of influence over how we invest your rates into our city. We’ve been asking for your ideas for new services, initiatives and projects to be considered for the Budget.

Service with a smile These are just a few of the friendly faces you’ll encounter when out and about over summer. Our local laws rangers, traffic team, foreshore rangers and Waves leisure centre staff are among the Council representatives who’ll be looking after our environment and ensuring our community is safe, orderly and healthy. Chelsea, Reade, Robert, Katelyn, Cameron and Erin love what they do and always have a ready smile for the community members they meet every day. Our teams are as diverse as our community and have a wide range of skills and interests. Our rangers’ backgrounds range from veterinary nursing and animal welfare to justice and law studies. All are enthusiastic animal lovers and have a passion for environmental protection. From traffic and parking issues, environment conservation, animal welfare, public safety, libraries,

hubs and leisure centre staffing, our teams have multifaceted roles and varied days assisting our community. At the heart of it all is community engagement and customer service – addressing queries and concerns and providing information about regulations and initiatives. While none of us like getting a parking fine, did you know that we receive hundreds of calls each year from residents and businesses asking for a parking officer to address cars that are parked unsafely or have overstayed. By introducing you to a few of our wonderful team members, we hope your interactions with us over summer will be friendly and respectful.

A sustainability focus We have many initiatives to drive sustainability in Kingston and are continually working towards net-zero emissions by 2030. Our ongoing efforts in this space include:

Winners of Kingston’s inaugural Sustainable Business Awards.

Sustainability first for many local businesses Our hunt for local businesses doing great things in sustainability did not disappoint and our celebration of those innovative people was uplifting. The first Kingston Sustainable Business Awards shone a spotlight on a raft of companies pushing for a better way of doing business and offered inspiration to others. Renowned geoscientist, sustainable business strategist and TV weather presenter Rob Gell AM was the host of a night that blended celebration, networking and thought-provoking conversation. There were 24 award finalists, highlighting the large body of work being done in sustainability by local businesses. In the spirit of the awards, we created a fun and glamourous event that was also eco-friendly – from fabric napkins to recycled timber certificate frames, certificates printed on Forest Stewardship Council-certified paper and attendees encouraged to come by public transport and carpooling. There were no printed menus or place cards with an electronic event program, accessible via QR codes. Ingredients for the gala’s dinner were sourced locally, supporting the environment and the local economy.

Light up the night Buy a candle and when daylight starts to fade sing along to your favourite carols and let the glow add an extra spark of Christmas magic. If you’ve still got your candle from last year, bring it along. They’re reusable.

Tis the season! Join us for our much-loved evening of song, food, fun and community. Let’s light up Bicentennial Park with music and joy in a festive night to remember. Australian star Rhonda Burchmore will keep the party going as our MC for the night.

Choir will make a very welcome return to our carols stage. Bring your picnic blanket, nibbles and drinks – or grab something from the range of food stalls and trucks – and settle in for a sensational night.

We are also thrilled to have one of Australia’s most beloved musical theatre performers Lucy Durack and the fabulous Kings of Christmas Rob Mills and Bobby Fox headlining with their trademark cheer and classic Christmas songs.

Creating a festive feeling Look out for our lovely decorations at five key locations across Kingston. We’ve installed new 5m trees in the Mordialloc retail precinct, Carrum Foreshore Park and at Kingston City Hall – a key gateway to our city. Mentone Heritage Station and Gardens precinct is all dressed up with an awning and large star and decorations at Dingley Village are adding some cheer for shoppers and business owners. We’ve also spread the festive cheer to our local shopping strips, delivering colourful window decals to traders to encourage our community to shop locally this season. Our decorations aim to heighten community pride at this special time of year.

Have fun, stay safe While enjoying all that Kingston has to offer these holidays, take care of each other. Here are some tips to help you beat the heat and avoid risks at the beach.

Cool is key Heatwaves can be dangerous. According to the Bureau of Meteorology a heatwave is three or more days of high maximum and minimum temperatures that are unusual for that location. Severe heat can cause serious, sometimes life-threatening, illness, with elderly people, young children, and pregnant women among the more vulnerable.

Exposure to intense heat can cause heat stroke. Symptoms include reduced sweating, high body temperature (above 40°C), dry, flushed, hot skin, nausea, muscle spasm and sometimes confusion. To protect yourself and others: % stay hydrated % plan ahead to ensure you can be in a cool place % avoid outdoor activities % look after family, neighbours and friends – particulalry older people, young children and people with a medical condition % never leave kids, adults or pets in cars – the temperature can double in minutes % keep blinds/curtains closed, use wet towels to cool down and use air conditioning (if available).

What we are doing We have developed an Urban Cooling Strategy and recently adopted an Urban Forest Strategy to increase tree canopy (increasing shade) to 20 per cent by 2050. We invest about $1.47m a year on tree planting

Creating a healthier community Our Walking and Cycling Plan 2023-2028 is complete and includes 40 projects suggested by our community. The five-year plan is part of our commitment to creating a more cyclist and pedestrian friendly Kingston. It also commits us to continued work on 28 projects currently being designed or investigated, including new crossings, footpaths, shared paths, bicycle lanes, traffic signals, street and shopping precinct upgrades. We will also add bike parking, repair stations, signs and ongoing monitoring and advocate to external authorities for 14 other related projects. This summer why not ride, skate, scoot or walk along:

The Longbeach Trail From Patterson River in the south, to the Mordialloc Creek bridge in the north, the Longbeach Trail has been upgraded to make it safer with granite resurfacing (removing bumps and puddles), widening of narrower sections, erection of guideposts and bicycle safe fencing. Tree pruning and vegetation management will improve sight distances and safety and new retaining walls, safety improvements at the Thames Promenade intersection and drainage upgrades have been made.

The Bay Trail Kingston’s section of this beachside shared user path spans all the way from Mordialloc in the south to the shared boundary with Bayside in Mentone. And commuters and riders wanting to explore the full length of the Bay Trail, can safely travel all the way to Port Melbourne. Most of the local sections were delivered two years ago, construction of the Mentone Surf LifeSaving Club and the new Parkdale Yacht Club car park this year, mean the final missing piece is now in place. And coming soon...

Did you know? Riding or walking is one of the most effective ways to combine regular exercise with your everyday routine. They’re inexpensive, healthy and help to promote a sense of social connection, independence, health, safety and well-being. They’re also emissions-free, helping reduce greenhouse gas emissions. Give it a go!

We are designing shared paths along Wells Road to better link Thames Promenade and complete a network of paths all the way to Patterson River. We recently completed a shared path beside Chelsea Heights Primary School that connects to the school and are investigating the provision of a children’s crossing that connects with the new shared path. kingston.vic.gov.au | Page 11

Food, music and fun The days are long, the weather’s warm and Chelsea is buzzing. Head down to the Strand to hear great live music or to just eat outdoors and catch up with friends. Get along to Chelsea Summer @ The Strand throughout December, January and February for live music from artists Harley Luscombe, Monice Casceli, Sebastian Ashton and Reachell Hernandez. We’ve also installed extra seating and picnic tables @The Strand over the summer. Support Chelsea businesses by shopping local. Buy a bite from a local trader, grab a table and enjoy a little alfresco dining. Come enjoy a roving Christmas quartet on Saturday 23 December from 10am to 1pm and get in fabulously festive mood.

Four-legged fun Don’t forget off-leash times for dogs on beaches have changed for summer. And please remember to scoop the poop.

There’ll also be things happening at the Couthouse and on the beach. And Chelsea Summer @Bicentennial Park is not to be missed – with our fabulous Carols by Kingston on 10 December and our free, fun, drug and alcohol-free Skate of Mind returns early next year. When you’re playing, picnicking, shopping, biking or walking this summer, keep an eye out for our beautiful public art. These intricate, mood-boosting pieces across Kingston add to the vibrancy of our community and celebrate the area’s history and culture. With your input and advice from our experienced Arts and Cultural Advisory Committee volunteers, we’ve developed a public art program to reflect and celebrate our history, stories, cultures, and sense of place. Public art enhances buildings, infrastructure and natural areas. It can boost civic pride in our neighbourhoods, mark our history and celebrate our shared values, and can even play a role in graffiti prevention. They’re all worth a visit.

It’s hard to believe we are nearing the end of the year already. And what a busy year it has been. Just over 12 months ago, I took on the role of Deputy Mayor and that has been a positive and productive time. I have thoroughly enjoyed supporting Councillor Hadi Saab in his role as Mayor, and stepping up as Mayor when he has been away. We have had so many important issues and projects on our agenda this year and with constructive teamwork this Council has achieved much. Although my stint as Deputy Mayor has ended, I eagerly look forward to the year ahead and getting on with delivering services, completing projects and improving life for our wonderful community. Among all the busyness I will, of course – as I hope you do – enjoy the summer. We live in a beautiful part of Australia and it’s great to take time to enjoy all that Kingston has to offer – from our beaches to our parks and reserves, to our leisure centre, libraries and theatres. While we are all out and about enjoying ourselves, let’s remember our outdoor spaces for the enjoyment of everyone. Pick up your litter – and the dog poop – and pay attention to the off-leash times and zones. Those of you who are regularly on the foreshore will have noticed the redevelopment of Mentone Life Saving Club is complete. The new fit-for-purpose building better supports volunteer life savers and the surrounding precinct revamp creates an accessible and beautiful community space. It is a wonderful addition to our local area.

I was deeply honoured to be elected Kingston’s Mayor in November, making history as the first ever female leadership team alongside Cr Davies, newly elected Deputy Mayor. Representation matters. Girls and women deserve opportunities to take up leadership roles in their schools, clubs and workplaces. Belonging to the Kingston community is something I treasure. As a foster carer I always feel so proud when I visit one of Kingston’s super fun new playgrounds, pick up a treat at our local shops or when the legends at Highett invite us down to Auskick. I also feel incredible pride when I visit our Community Centres and volunteer support services – the staff are the unsung heroes of Kingston. In this time of need where many people are experiencing hardship due to rising cost of living pressures, our community pulls together to help each other with such generosity. It was an incredible honour to be elected Deputy Mayor and I am so proud to be part of Kingston’s first ever female Mayor and Deputy Mayor team! I look forward to continuing to work with our new Mayor Jenna Davey-Burns, councillors and the community to achieve positive results for our city. For now, we’re all in a summer state of mind. As Christmas approaches, let’s try to support our community by using local businesses when we can. There are so many wonderful restaurants, bars and stores that it’s easy to give local a lot of love. If you can, please think about supporting the Parkdale shops during the Skyrail works. We have so many beautiful outside spaces to enjoy, too – not least Kingston Heath Reserve. Take the dog to the agility park, have a picnic, play some sport or just enjoy a walk through the tranquil Kingston Botanic Gardens which features 5,000 native and indigenous plants. And on the first Saturday of every month, you can shop for fresh farm produce there at the Kingston Farmers Market. It’s cricket season, too and I’m delighted to say the female cricketers of Kingston Heath Cricket Club have a great Christmas present: Pavilion works are almost complete on Southern Rd Reserve Pavilion in Mentone where they train. We’re adding female-friendly facilities, continuing our work to ensure women and girls have equal access to sports. Have safe and enjoyable summer and a happy New Year

It’s hard to believe we are nearing the end of 2023 and I have completed my year as Mayor. It has been a year of getting things done, planning for the future, meeting community groups, school children, teachers, business owners and so many other community members. Continuing and strengthening transparent communication with the community has been a key focus. We actively encouraged your feedback on so many exciting projects from our new aquatic and leisure centre to our Play Your Way consultations, through to our Talking Kingston initiative and many more. You responded enthusiastically – I thank you for your whole-hearted engagement. You told us what you thought, offered ideas and put your hands up to join reference groups. Your civic pride is strong and we value your investment in your community. We have bolstered our advocacy to other levels of government, launched our Sustainable Business Awards, and our now very-popular waste-advice App, Binston. We’ve successfully introduced soft plastics recycling, brought back Mordi Fest and Spring Fair and continued our march towards zero carbon emissions by 2030. And that’s just a snapshot. I say ‘we’ because a mayor is part of a team – of councillors, subject-expert officers, out-on-the-ground rangers and a myriad of other people. Along with the community, we are making Kingston a great place to love, work and play. Finally, my thanks to Cr Chris Hill for his invaluable support as Deputy Mayor and congratulations to Cr Jenna Davey-Burns the new Mayor of Kingston.

Over the past 15 years on Council, I have championed the Kingston Green Wedge and the Chain of Parks. So, it is with great pride that in November of this year we have seen the official opening of the multimillion-dollar open space improvements at Elder Street South Reserve in Clarinda, the latest link in the Chain of Parks. Having been transformed in time for summer, this former landfill site is now a wonderful community space – a place of fun, fitness and recreation. Council is also working with Cleanaway to ready the neighbouring massive Victory Road Reserve in Clayton South which will be open in early 2024 (weather dependant), and we are consulting on master plans for Heatherton Park, Clayton South and Springs Road Reserve, Dingley Village. Have you been to the new playground at Mavis Hutter Reserve in Oakleigh South? There’s equipment for children of all ages, with plenty of accessible items and new park furniture, including a picnic shelter, tables and BBQ. I am also exited to announce that consultation will begin soon on a new playground at Dowling Road Reserve. Keep an eye on our Your Kingston Your Say web page for that in coming weeks. Summer is here and that means Carols by Kingston! Put it your diary – 6pm to 10pm Sunday 10 December at Bicentennial Park in Chelsea. You’ll see Rhonda Burchmore, Rob Mills, Bobby Fox, Lucy Durack and of course Santa! You’ll love the fireworks display as well! I’d love to see you there.

Many of you have expressed your disappointment that valuable green space at the Kingswood Golf Course site has been rezoned for housing by the Victorian Minister for Planning. Council fully supports the need to address Melbourne’s housing crisis, and our Housing Strategy identifies more suitable sites for new housing to meet the growing demand. Giving up important green open spaces such as golf courses is not the way forward. Because of the poor process and the outcome of the Kingswood application, we took a motion to the Municipal Association of Victoria State Council Meeting in October asking the Minister to urgently review the Planning Guidelines for the Conversion of Golf Course Land to Other Purposes, and their practical application. This was supported at the meeting, so we will watch this space. The transformation of the Dingley Village Community Precinct continues apace. I am looking forward to the completed rejuvenation and thank you for your patience and understanding you’ve shown as you access community services elsewhere in the meantime. Dingley Village is now home to an all-new and improved off-leash dog park in Chadwick Reserve. A 3000 square metre enclosed area, with new agility equipment, a large run about area, nature play features, and even a stick library is proving popular. There are also dog waste bag dispensers and plenty of shelter and seating. In a first for Kingston, the park has a separate area for small dogs who might prefer to play with others their own size.

Boosting play Put Mavis Hutter Reserve on your places to go over summer with the family. The reserve in Oakleigh South has a fabulous new playground with equipment for children of all ages, with plenty of accessible items. The triple swing set, accessible basket swing and climbing nets are proving a big hit. By the way, if you know a young person (or are one!) who is a ‘playground expert’, register their interest to become a Playground Inspector at kingston.vic.gov.au/ playground-inspector

As I’ve said previously no decision has yet been made on the rezoning of Rossdale Golf Course, and Council is working to ensure a robust process is followed before any decisions are made. The site’s significant social and environmental value, including its proximity to the RAMSAR listed Edithvale/Seaford Wetlands, and the fact it is not identified in our Housing Strategy as necessary to provide for future housing growth, are important considerations. We’re requesting the Minister for Planning review the Planning Guidelines for the Conversion of Golf Course Land to Other Purposes and we have made it clear to the club that we will not progress considering the information it has submitted until there has been a response from the Minister. This is consistent with the motion we took to the recent Municipal Association of Victoria State Council Meeting asking the Minister urgently review the Planning Guidelines for the Conversion of Golf Course Land to Other Purposes, and their practical application. This was strongly supported by the delegates. I will continue to keep you updated. Thank you to everyone who gave feedback on the level crossing removals at Mordialloc and Apsendale. We’re now clear about what you want when the crossings are redeveloped, and we are still working to ensure the best possible outcomes for our community. Meanwhile, summer is upon us, and Christmas is just around the corner. Have a great time with family and friends over the holidays.

Give some love to Parkdale traders With summer almost here and the festive season fast approaching, remember to give your local businesses some love. I know some traders in Parkdale are really struggling with the level crossing works. I understand parking is difficult, but we have some great offerings Including; One of Melbourne’s best butchers, clothing stores & more... There’s a number of vacant shops along the village strip & it’s important we don’t see anymore! You can show support by shopping direct or purchasing a Parkdale Traders gift card, with most stores participating! Aquatic update It has been very exciting to see the artist impressions of the exterior of the new Aquatic and Leisure Centre. After all the hard work so far, it’s wonderful to see how that area off Governor Road will be transformed. I have said it before and am happy to repeat – thank you to all who have offered their feedback on this project. Your collective input has helped shape this design. Many of you will have noticed a bit of activity at the site with temporary fencing and signs erected. Major work is due to kick off mid next year and is scheduled to take about 18 months. I truly can’t wait to welcome you this facility. New playground opened It has been a fantastic to see families enjoying the new playground at Peter Scullin Reserve. It’s summer! Time to explore our parks and beaches – at least that’s what my dog Banjo seems to think. With the longer days and warmer weather, we can appreciate this beautiful neighbourhood all the more. Chelsea has come alive with a series of pop-up events including live music. Chelsea Summer@the Strand has live music from artists Harley Luscombe, Monice Casceli, Sebastian Ashton and Reachell Hernandez. Extra seating and picnic tables make it easy for you to support local businesses by grabbing a bite to enjoy outdoors. Check out the detail on our socials for all the details. I’d love to see you out enjoying the gigs. And, Chelsea Summer @Bicentennial Park is not to be missed – with Carols by Kingston on Sunday 10 December and the return of Skate of Mind. We’ve recently finished consulting on new contemporary outdoor gym equipment for Bicentennial Park. Thank you to those of you who offered your feedback. It will help inform our plans and we’ll report back with the final design soon. Construction on a Disc Golf course at Bicentennial will begin soon, too, which will broaden the appeal of this well used park even more. Don’t forget our stunning beaches, too. When the sunny weather draws you out of the house, our foreshore is well worth exploring. Whatever you do, respect our beautiful open spaces, and take care.

Council is supporting businesses with outdoor dining, including pop-ups, and footpath trading. If you’re looking for places to visit this summer, why not explore our precious wetlands. The Edithvale-Seaford Wetlands is a collection of mostly freshwater swamps and marshlands. There are 261 hectares and among other flora and fauna, the area regularly has more than 100 species of birds. Friends of Edithvale-Seaford Wetlands work hard to encourage the protection, rehabilitation and enhancement of this beautiful area and would love your support. And don’t forget Carols by Kingston at Bicentennial Park on Sunday 10 December from 6.30pm.

Summer is here along with the Southern Waters Ski Team December 17, 3.30pm, Christmas show at the NWSC in addition to the lighting of the Patterson Lakes canals with Christmas decorations. Since being elected 3 years ago, key capital projects delivered have included: Bonbeach Reserve oval 1/2 lighting, YCW clubhouse maintenance, ball-stop netting, cricket nets and a new pump house; in addition to a new Bonbeach LSC and stage 1 Bonbeach highway strip upgrade. We also invested at Roy Dore Reserve in a new main pavilion, tennis pavilion, oval improvements, tennis and netball courts and a dog park, while upgrading Carrum SLSC and refurbishing both Patterson Lakes Tennis Club and the Carrum Activity Centre. We also resealed Myola Street, Tennyson Street and Gladesville Boulevard, while building new car parks at Patterson Lakes Primary School and Dyson Road. CCTV was installed at Carrum foreshore, with a strong focus also on all types of maintenance for civic pride! Having moved 25 notices of motions in the first 18 months, highlights include successful planning of an upstream litter trap on Patterson River; plus $6.5m being invested here by the State Government, who have now intervened to force the sale of the Berkeley Living village, and after advocacy letters, the state is also planning to upgrade its McLeod Road intersection. Food bank charity, Pantry 5000 now has a $37k partnership and the arts, business, environment, planning, governance and sport all received attention in motions too. Always working hard for you.
