The commercial spiny lobster season started Aug. 6, and the fishermen and -women of the Florida Keys have been hauling traps and diving for almost a month. Everyone now has a feel for what 202223 willThebring.Upper Keys boats have been “killing it,” with lobsters spilling out of containers onto decks — crews have been coming back to the docks earlier in the day due to lack of storage on the boats. However, in the Middle and Lower Keys, less product is being found. But this year, no matter how many “bugs” are hauled in, the chatter among all the boats is that overhead is biting into profits and — thank good ness — the Chinese are buying.
Despite the dependence on the Chinese market, Johnson said, the boats are bringing them in at a steady clip.
“It’s a good season for the fisher men,” said Johnson. “There’s so much coming in. It’s driving the prices down, but they’re making up for it in volume.”

CONTRIBUTED season. It was real steady and finished stronger than how it started. “This year so far is even better for me. It doesn’t really matter where you throw a trap, you’re gonna trap lob sters. But overhead is a big problem,” Hayes continued. “I haven’t done math — I’m afraid to — but comparing this season to last, it’s a lot more expensive to work this year. If not for the crazy volume out there we’d be f--ked.” Bill Kelly is the executive director of the Florida Keys Commercial Fisher men’s Association. He said the entire fishing industry for the Florida Keys is set to hit the $1 billion mark this year. “The commercial fishing industry is the second-largest economic engine. Between fuel, boat repairs, dockage and bait, we are at over $900 million annually. … We are only second to tourism, which is $3.5 billion a year. Harvesting seafood is the second larg est employer in Monroe County.”

“The harvest is OK. Not fantastic, but it’s good,” George Niles told Keys Weekly. He has been fishing out of Stock Island for 50 years. “But we’re getting two dollars less per pound than this time last year. Traps are $50 to $60 apiece, compared to $35 three years ago. And fuel is $2 more than when Biden was elected. And that’s pure“Myprofit.”bigcost is fuel,” said Lee “Lobster Lee” Starling, a Key West com mercial lobster diver for over 30 years. He noted that he has seen a decline in lobster numbers in the south on the Atlantic side. “The prices are about $7.50 to $6.50 per pound. … But the Chinese are definitely buying. I’ll watch for the Chinese festivals when the priceStarlingbumps.”also said that Upper Keys boats tend to have better luck at the beginning of the season.
Kelly agreed that the Chinese mar ket is an important piece of this year’s economic puzzle. “The Chinese are in fact buying,” he said. “The Chinese economy is good. There are plenty of millionaires in China — they have a healthy econo my and celebrate family get-togethers and buy lobsters live to ensure fresh ness. … The lobsters get transported to Fort Lauderdale for customs, sent to Miami, then shipped to Beijing. Within 24 hours of being caught, the lobsters are inJerryChina.”Johnson, manager of the Lobster Walk fish house in Islamorada, said that when flights to China are can celed, the price for lobster goes down for the boats at his dock. “Suspended flights affect the mar ket,” he said. “The lobsters get stuck and inventory builds up.” Bob Charney, owner of Key Largo Fisheries, said prices for lobster should go up later this season. “We are optimistic for the de mand out of China this year, which will improve the price of lobster for our fishermen,” he said.
Commercial fisherman Jesse Hayes, seen here on Aug. 7 hauling in a trap and measuring the lobster, said, ‘It feels good to be bringing in a boat full of product.’

County staff have been meeting with residents of the top-ranked canal proj ects to obtain feedback on potential restorations in their neighborhoods. Canal No. 25, the smaller of the two canals, between Osprey and Eagle roads, will receive 19,440 cubic yards of backfill, which equals about 972 truckloads.
Canal restoration underway in Key Largo provides backfilling
“These improvements are anticipated to restore the impaired waters of the canal and bring the dissolved oxygen levels up to meet water quality standards, which will greatly enhance the levels of marine life in the canals,” said Rhonda Haag, Monroe County chief resilience officer.

The restoration work includes backfilling the canals and is funded by a Florida Department of Environmental Protection Keys Stewardship grant. Backfill ing raises the canal bottom to an optimum depth of about 7 feet to allow maxi mum flushing and tidal flow in and out of the canal. Currently, canal No. 25 has a maximum depth of 40 feet and canal No. 28 a maximum depth of 35 feet, both too deep to allow oxygen to reach the canal bottom. This restoration technique will increase the amount of dissolved oxygen throughout the canal.

Canal No. 28, between Sexton Cove and Pigeon drives, will receive approxi mately 36,530 cubic yards of backfill, totaling 1,827 truckloads.
Additional restoration projects for other poor and fair water quality canals in the Florida Keys will move forward as additional limited grant funding allows.
So far, no threatened or endangered species have been observed within the work sites, but an 8-foot American crocodile was seen near canal No. 28 outside the canal. Close observation is being kept to ensure its safety.

Mayor who was recovering in hospital from operation casts deciding vote
slamorada council members were at odds over setting an annual rate for garage pickup for the coming fiscal year above a contractuallyobligated 3% raise. Following a con versation that got heated at times, the dais voted 3-2 on Aug. 25 to increase the rate to address Waste Manage ment’s rising labor and fuel costs.
Yates reiterated that there was no negotiating during talks with Greg Sullivan and other Waste Management officials.“I’lldo whatever the council wants me to do. They’re going to take what ever I tell them they’re going to take,” he said. “There is no negotiating. I came up with what I thought was a reasonable percentage, to again, main tain the relationship, continue on and get us to next year so I could look at contract extension or different things.”
I
In July 2021, the dais voted down a proposed 7% commercial rate increase for trash pickup by Waste Manage ment. As a result, the village gave the company the contractually-obligated 3%.
UPPER KEYS WEEKLY / SEPTEMBER 1, 20226
“I don’t like 2-2 votes, guys. I had a little discussion with (village attorney) John Quick. I can participate in the meeting and vote officially.” Bacheler, Webb and Gregg voted in favor of the $490 assessment rate. Rosenthal and Pinder voted “no.”
COUNCIL SPARS OVER GARBAGE COLLECTION RATE INCREASE
Webb quickly proceeded to issue a call to question, which ends all debate and discussion and brings a topic to immediate vote. It was ultimately turned down via a 2-2 vote. Webb then called for a five-minute recess. When the council returned, Bach eler joined the meeting via Zoom from his hospital bed.
Inside the Founders Park Commu nity Center, Village Manager Ted Yates kicked off discussion by informing Vice Mayor Henry Rosenthal, who led the meeting with Mayor Pete Bacheler recovering in the hospital from an operation, and the three council mem bers that Waste Management initially sought a 16% increase. Waste Management completed a $4.6 billion acquisition of Advanced Disposal in October 2020. Issues the village faced with Advanced Disposal, which had a 10-year contract begin ning in 2013, fell into Waste Manage ment’s hands as a result. With a new fiscal year beginning Oct. 1, council members are required to impose and collect annual solid waste service assessment from 4,300plus residential parcels in the village. Yates initially proposed that the council give the garbage company a contractu ally-obligated 3% raise and another 7% to bring them near the Consumer Price Index. It brought the annual garbage collection rate to around $490 for the upcoming fiscal year. Councilman David Webb said he supported Yates’ request.“Iknow nobody likes to consider raising costs for anything, but the reality is the costs are going up out of our control and out of Waste Manage ment’s control, which is providing dis service to our community,” he said. “As most of you realize, when the village put this (garbage collection services) out for bid, we got one bid and it was from the predecessor to Waste Man agement.” Webb added that he believes Waste Management would likely be the only bidder if the village plans to send garbage services out to bid in the future. “They have legitimate issues. And I realize everyone living in the commu nity is dealing with the same legitimate issues of inflation, cost of fuel and everything else. If we nail them again with (a) 3% (raise) and shoot them between the eyes when they have legitimate presentations of the issues they are dealing with … if we are lucky to get them to bid when we put this for contract, we’re going to have eat it at that time Councilmananyhow.”Mark Gregg agreed with the proposed rate. Gregg said he recently attended the League of Cities conference in Hollywood. Garbage collection vendors were among the organizations there to discuss their services. Gregg said Yates and he vis ited several vendors to find that none would be interested in serving the Florida Keys and Islamorada. “That reinforces what Dave said. Competition is limited to one,” he said. Rosenthal said while he under stands the hardships everyone is fac ing with inflation, Waste Management is a $14.5 billion company. Rosenthal proposed giving 3% as obligated in the contract and another 2%. “I wasn’t at the table to negotiate with them. I’m sure Ted did a great job. But that’s where I am,” he said. Yates said there was very little negotiating between him and Waste Management during talks. “I kind of told them what I was going to present to the council that, in my mind, was an amount that would maintain a relationship and be something I thought council would act upon,” Yates Admittingsaid.that he’d probably take immense criticism from his comments, Rosenthal said there was “nobody in the room that knows how to negotiate anything.”“Youdon’t have the background to negotiate against this outfit. You just don’t,” he said. “Prime example, I ne gotiated a contract with this man over here (Yates). It came out pretty good. When I was doing that and there was an impasse, and I said to you, ‘When I hang up we’re done.’ Remember that? Well I’m just saying. There’s a language that you have to use when you’re ne gotiating. This is not negotiating. This is high school crap.”

onroe County school board members will vote on a final 2022-23 budget that includes $19 million more in revenue. That’s due to the overall assessed property values in creasing by 32.52% in Monroe County for the 2022 tax year. Beverly Anders, director of fi nance, told school board members at an Aug. 30 meeting at Coral Shores High School that the proposed millage rate is 2.962. A majority of the school district’s revenue — $111 million — comes from property taxpayers, while the state provides roughly 10% of school funding, or $16.8 million.

General fund expenditures, which provide money for school operations, are around $136 million. Anders said the final budget will throw additional funding to the fund balance to bring the total to $12.2 million. “I think this is important because we all know this is not a sustainable property value increase that we can maintain,” Anders said. “We’ll try not to institute recurring expenses.” Roughly $88 million is budgeted for capital projects, including $60 million for facilities acquisition and construction. Debt service is budgeted at $20 million, while food service is set at $6.9 million. Between operating ex penses and other accounts, the school district’s total spending for the school year is $288.65 million.
In response, Anders said more money to the fund balance could al low the district to negotiate with the teacher’s union for an increase next year.

CAMPAIGN TRAIL COMES TO KEY WEST
isiting a Key Largo Chamber of Commerce function usually includes a greeting from Eileen Eadie. Jovial and kind-hearted can best describe the vice president who’s been with the chamber for almost 10 years. Eadie has faced some battles in her life, including one with breast cancer seven years ago. Despite the prognosis associated with late stage 4 breast cancer, Eadie stuck to her faith. As her dear friend, Key Largo Chamber of Commerce President Elizba eth Moscynski, said, “she knew life wasn’t Battlingover.”forseveral years, Eadie was winning until recently when the cancer came back. In June, Eadie was given a few weeks to live by her doctors. And that’s when the all-out battle began for Eadie, who began harsh, aggressive chemotherapy treatment. She also underwent surgery to successfully remove several tumors in her brain. At the end of June, Eadie had the chance to be at her daugh ter’s wedding. Then she con tinued on with chemotherapy, which consists of seven to eight chemicals every three weeks. Moscynski said the cancer is in her sternum, clavicle, brain and spine.Moscynski stays in touch with Eadie regularly. She said doctors are amazed with Eadie. “They never thought they’d be working with her still,” Moscynski said. “Eileen still has the will to live. She’s in her early 60s and she has a lot more to give and she wants to be able to give it. Her faith is very strong that she’s going to beat this and one day she'll be back at the chamber.”Moscynski said Eadie has spent her time assisting the chamber’s members, helping tourists coming to the Keys who were seeking to get married and assisting the community during events like the 4th of July pa rades.

With the beginning of the engineering study comes a sense of accomplishment. “It’s a long time coming,” said Herlth.
“It was a little dicey getting up there, but boy, the view from the top is unparalleled,” said Dixon. Dixon and Herlth hope one day to be able to give others the experience of going inside this local landmark.
“That’s our endgame, is to have people get on there and be able to access it and learn about the history,” said Herlth.
UPPER KEYS WEEKLY / SEPTEMBER 1, 2022 13
On Aug. 15 and 16, Herlth, Dixon and Mike Walsh, president of the non-profit Friends of the Pool Inc., escorted two Chicago-based engineers four miles offshore to the iconic iron lighthouse. It is the site of what is going to be a multiyear, multimillion-dollar grassroots project aimed at restoring a beloved piece of Islamo rada’s“Theyhistory.said some areas are better than expected and some areas are a little worse. The keeper’s quarters had some substantial dete rioration,” said Dixon of the engineers’ first im pression of the lighthouse. The engineers work for WJE Associates. A full report of their findings will take six to eight weeks to complete. “They are with a very reputable company with quite a lot of experience in lighthouses. We’re feeling pretty comfortable with them,” added Herlth.
Donations are still needed to make the restoration project a reality. If you’d like to help or learn more about Alligator Reef Light house, just go to savealligatorlighthouse.org.

Engineer Mike Ford snorkels around Alligator Reef Lighthouse photographing the structure’s foun dation. 3. The inside of the lighthouse keeper’s quarters. This is the area that appeared to be most in need of repair. 4. Capt. Rob Dixon and “Lighthouse Larry” Herlth spent two days on Alligator Reef Lighthouse with structural engineers.
KELLIE BUTLER FARRELL www.keysweekly.com Engineer Jim Hauck is a metallurgist, an expert in the properties of metals. He assessed the lighthouse for corrosion and fatigue and will also determine which materi als are original. If not original, how far back do theyThedate?other engineer, Mike Ford, spent a great deal of time examining the lighthouse’s foundation. “He spent an hour and a half in the water, just going around with a snor kel and filming. He must have done 10 laps around the lighthouse taking pictures, videos for things that they’re going to need to look at,” said Dixon. Last September, the U.S. Department of Interior granted the non-profit Friends of the Pool Inc. ownership of the lighthouse with the agreement that it will be restored and made accessible to the public. Restoring a lighthouse is uncharted territory for Dixon and Herlth, but they gladly accepted the challenge. They estimate the project will take at least five years to complete and cost anywhere from $5 mil lion to $7 million. For years, the two have fought tirelessly to bring attention to the decrepit lighthouse. In 2012, they started Swim For Alligator Light house to raise awareness. This year, roughly 500 swimmers will compete in the annual open ocean 8-mile swim on Saturday, Sept.10.

‘NO KNOWS WHAT’S HAPPENING’ TO INMAKINGMIGRANTSLANDFALLTHEKEYS
While migrants seeking asylum formerly crossed into the U.S. via legal avenues, the ces sation of former protocols has seen migrants attempt increasingly risky voyages to reach the States. Under wet foot/dry foot, migrants who reached U.S. soil could obtain “parole” to enter the country legally. Thanks to the Cuban Adjustment Act of 1966, Cuban migrants seek ing asylum as political refugees from the Castro regime could shift to legal permanent residence
UNPRECEDENTED ILLEGAL CROSSINGS Illegal crossings by both land and sea have surged in historic fashion over the past year. From the beginning of October 2021 through the end of August 2022, U.S. Coast Guard crews interdicted 7,173 Haitians and 4,822 Cubans while still at sea. In the last 11 months, the number of Haitian migrants interdicted nearly doubled the number intercepted by the Coast Guard in the previous five years combined. Meanwhile, the number of Cuban migrants is at its highest since 2016, just prior to the expiration of wet foot/dry foot, when Coast Guard crews inter cepted a total of 5,396 migrants.

So I called FWC (Florida Fish & Wildlife Conservation Com mission), thinking they’d for sure respond to a vessel taking on water with kids on board. Their dispatcher flat-out told me they weren’t going to respond. Then I called a number for Customs & Border Protection and couldn’t even get any one on the phone. “I have GoPro footage of me on the phone with these agencies, reporting the exact loca tion and the fact that the vessel had children on board and was taking on water. That should have been enough right there. But nothing. “This was a disgrace,” he said. “No one showed up. And who knows? These agencies don’t know for sure these are Cuban migrants. What if that’s an ISIS or some terrorist cell pos ing as migrants? “If this didn’t happen to me on Sunday, I wouldn’t have believed it. And then, I hear a Coast Guard commander on the radio Mon day morning talking about their big ‘Migrant Mission’ and stepped-up patrols. No way. They didn’t show up when they had all the informa tion. No one knows what’s happening with these people.”
By Alex Rickert, Jim McCarthy and Mandy Miles Migrant landings by Cubans and Haitians in the Florida Keys have become a near-daily headline. A growing collection of handmade vessels, known as “chugs,” wind up on Keys beaches and provide insight into the 90-mile voyage across the Florida Straits that an increasing number of people are willing to endure. The relentless reports of migrant landings have led many in the island chain to wonder what’s happening to the new arrivals, what’s supposed to happen, who’s in charge and whether the former U.S. policy of “wet foot/ dry foot,” which allowed Cubans who reached American soil to remain here, is truly a thing of the past. One Lower Keys resident was “disgusted” by the action — or rather, inaction — of mul tiple government agencies on Sunday, Aug. 28, when he reported a vessel of 15 Cuban migrants, including children, that was taking on water about 10 miles south of American Shoal. “I was out fishing, and looking for birds with my binoculars, when I saw an open vessel, no markings, with about 15 people on board, including children,” said the resident, who gave his name to the Keys Weekly, which confirmed his identification, but asked that his name not be used here due to his background in law enforcement. “I could see the vessel was taking on water and two people were using manual bilge pumps to pump it out. The people all had towels over their heads to shield them from the sun.”The Keys resident first called 911, where dispatchers from the Monroe County Sheriff’s Office notified the U.S. Coast Guard, which handles migrants at sea. “I then called the Coast Guard directly, both on the phone and on the marine radio. I gave them the lat./long. co ordinates of the vessel, its direction and speed of travel, including where they would likely land

U.S. Customs and Border Protection Com missioner (CBP) Chris Magnus visited South Florida and the Florida Keys last week amid the rising migrant landings. Speaking with Local 10 News, Magnus acknowledged that reforms are needed and that the immigration system is broken.“No question about that. It’s a scenario where I can’t tell you how much I wish we would see action by some of the policy makers. ... reforms to this entire system that give more people legal pathways into this country.” Magnus added that CBP is looking into bringing more resources to deal with migrant encounters. “We are really looking at that care fully in Washington,” he said.
Though the spike in ocean crossings to the Keys is significant, the numbers still pale in comparison to the number of migrants inter cepted at the U.S.-Mexico border. According to a Washington Post report earlier this year, more than 32,000 Cubans were taken into custody along the border in March 2022 alone. At the time, Customs and Border Protection was on pace to arrest more than 155,000 Cu bans during the 2022 fiscal year. A Wall Street Journal report published in April 2022 indicated that the U.S. had made more than a million arrests at the border since October, indicating “the fastest pace of illegal border crossings in at least the last two decades.”

WHEN MIGRANTS TOUCH LAND
Though multiple agencies including the Coast Guard, FWC Law Enforcement and the Monroe County Sheriff’s Office may assist with individual incidents, migrants who successfully reach land in the Keys or elsewhere are de tained by CBP agents and processed for remov al proceedings. What that process looks like ultimately depends on each individual situation and the agency’s ability to manage the number of migrants at that point in time. Migrants may request an asylum hearing before an immigra tion judge, where they may attempt to prove a credible fear of persecution if they are returned to their country of origin. Some, but not all, may receive a preliminary interview with CBP before officially moving toward this hearing. Even to those most familiar with the situ ation, the road map for migrants is unclear at best. But in the end, those who make it to land today do appear to have a good chance of remaining in the U.S. According to a source familiar with re sources provided to migrants, if they have family members waiting to receive them, “their outcomes seem to be better off.” Single migrant males may also pair with pregnant females ex tremely close to giving birth, giving the appear ance of a family while providing security and protection to women who may otherwise be targeted by violence. Individuals who are able to open official immigration cases before begin ning their voyages also typically fare better – or at least experience an expedited process –upon reaching the States. “Once you touch American territory you have the right to go before an immigration judge and seek asylum,” Miami-based immigra tion lawyer Willy Allen told CBS Miami in a July 2022 report. “They have a shot to stay here,” he confirmed, adding that four of the last five un detected Cuban migrants who applied through his office were granted asylum.

after one year. According to a Customs and Border Protection Inspector’s Field Manual, mi grants who cleared a background check could be issued a parole document directly at their point of entry, as long as they “(did) not pose a criminal or terrorist threat.”
Following the devastating 2010 earthquake in Haiti, migrants from the island nation were granted a similar humanitarian parole, and removals of Haitians without criminal records wereHowever, suspended.on Sept. 22, 2016, the Depart ment of Homeland Security changed its policy and resorted to deporting Haitians, detaining migrants at border crossing points and only granting asylum if they could show a credible fear of persecution. Four months later, wet foot/dry foot was rescinded, forcing Cuban migrants to undergo the same process. Since 2016, the situation at the U.S.-Mexico border has once again earned a national spot light as CBP ports of entry have taken mea sures to cap the number of migrants allowed to enter the country and seek asylum. The 2019 Migrant Protection Protocols, informally known as the “Remain in Mexico” policy, found grow ing populations of migrants waiting in danger ous border cities and camps to present their asylum cases. With crossings through Mexico becoming less viable, more and more people are taking their chances at sea. Haitian voyages to the U.S. rose following the assassination of then president Jovenel Moïse at his home in Port-au-Prince on July 7, 2021. With warring gangs and bloodshed on Haiti’s streets also came an economic crisis. In recent times, thousands of Haitians have taken to the streets to protest rampant crime among gangs, which have left hundreds and even thousands dead, and soaring consumer prices. Jean Baden Dubois, Haiti’s central bank governor, told Reuters that inflation reached 29% in June 2022 — a 10-year high. Many have struggled to find necessities such as gas. And
WHEN MIGRANTS ARE CAUGHT ON THE WATER
If migrants are successfully interdicted on the water, they have a much simpler path to re patriation, one that will never include touching U.S. soil and officially seeking asylum. According to Coast Guard policies, they are transferred from their vessel to a Coast Guard cutter, where they receive basic medical attention, fresh clothing, food and water. Coast Guard crew members conduct background checks on those aboard before returning them to their home countries.

that’s left many unable to work. In Cuba, an economic crisis not seen in 30 years and political repression are among the reasons for increased voyages to the U.S. among Cuban migrants. Jorge Duany, head of the Cuban Research Institute at Florida Inter national University, told the Wall Street Journal that the exodus “reflects desperation, the lack of hope, and the lack of future people on the island feel.” In early August, a fire ravaged 40% of fuel storage at the port city of Matanzas. That led to an increase in power outages, which had already been lasting 20 hours a day in various places.

LOST WRECKS OF THE 1733 NEW SPAIN FLEET Two ship sites prove difficult to find
T
he Spanish treasure fleets sailed away from the Old World for hundreds of years, bringing men and supplies to New World operations. On the trip back to Spain, the fleets returned with New World treasures of silver, gold, dyes, spices, timber, leathers and more. The doomed 1733 New Spain Fleet wrecked off the Upper and Middle Keys, giving treasure hunters like Art McKee worldwide recognition. There are not a lot of mysteries left about the nearly 300-year-old event, but a few still intrigue historians and treasure hunt ers alike. The parade began when 22 ships sailed out of Havana Harbor, Cuba, in the early morning of July 13, a Friday. On that first day, at least, it was nothing but clear skies and smooth sailing. Good fortune, however, would not be following. By Sunday morning, the weather had soured, and heavy waves, rain and gale-force winds began pounding the fleet. Flags were raised, signaling for the fleet to return to Havana, but by that time, it was too late, and the New Spain Fleet was left to the mercy of nature’s fury. The carnage left behind was scattered over the 80 or 90 miles separat ing Key Biscayne from Key Vaca and consisted of fallen masts, sails, splintered planks, sunken treasures and hundreds of drowned, bloated bodies. The fortunate souls to survive the hur ricane, the shipwreck and the treacherous waves that pushed them ashore were thankful to be alive, for sure, and hopeful help would be sent to save them. News of the convoy’s fate was delivered to Havana on Saturday, July 21, and, within 24 hours, the sails of nine rescue ships equipped with supplies, food, divers and salvage equipment were hoisted up and flapping in the wind. One of the more interest ing notes regarding the first salvage operation conducted by the Spanish in the days follow ing the catastrophe is that the salvage team dispatched from Havana recovered more silver and gold than recorded in the fleet’s official manifests.Clearly, the captains and crews of the fleet had loaded a significant amount of contraband before sailing away from the New World. Even after decades of treasure hunters scouring the wreck sites, coins and other treasures once stashed in chests continue to be discovered both at the reefs and by treasure hunters working with metal detectors along the shore. Out of all the ships that left Havana on that fateful Friday the 13th, only one suc cessfully made the Atlantic crossing home to Spain. The Senor San Joseph, also known as the El Africa and the El Navio Nuevo, survived the hurricane with minimal damage, including losing a topmast and some rigging. The ship found safe anchorage near Key Largo and was able to rescue the crews from the shipwrecked advance boats El Pinque and El Aviso before sailing home to Spain. The wreck sites of the vast majority of the ships have been physically identified by histori cal documents and the treasure trove of divers who spent decades digging up nearly every wreck site associated with the 1733 Fleet. However, two wreck sites have proven difficult to pin down. Both ships, the San Fernando and El Floridana, are thought to have wrecked in the area of Long Key or Coffins Patch Reef off the coast of the Middle Keys. Evidence of a shipwreck associated with the 1733 ship has been discovered by treasure hunters, including artifacts that include coins at the shallow reef site. Still, no evidence of any ship from the fleet has been recorded. The El Floridana, also recognized as Fragata Situada, was one of two vessels that accompanied the fleet when it sailed out of Havana but was not bound for Spain. The ship was carrying payroll to St. Augustine. The other auxiliary ship sailing for St. Augustine was the Little Balandra, also known as the Patache, car rying 256 barrels of flour. The Little Balandra remained afloat after the storm passed but had lost its mast. Some records indicate that the El Floridana was destroyed at the reef, with a lone survivor from the ship surviving the hur ricane and the shipwreck, and washing up on Grassy Key. At least one report suggested it managed to return to Havana success fully. The bigger Nuestra Senora de los Reyes, San Fernando, y San Francisco de Paula, also known as the San Fernando, is a different kind of story while also be ing kind of the same story. The merchant ship carried more than 16,000 pieces of silver and, among other items, several boxes of chocolate. The fate of the San Fernando is different from just about every other ship in the fleet because the wreck site has never been identified. Nothing, however, stays buried forever, and one day the fate of the El Floridana and the San Fernando will see the light of day. Of course, there is always the possibility that some treasure hunter discovered one of the wrecks or both sites long ago and kept it a se cret – but again, nothing stays buried forever.

U.S. Rep. Carlos Gimenez told the Keys Weekly that journeys by land through the southern border or by sea through South Florida often result in kidnapping, human and sexual trafficking, and in some cases“Alldeath.thefocus and media attention has been on the southern border, but this is truly a two-front battle,” he said. “Our maritime border, as evidenced by the constant landings in the Florida Keys and through South Florida, need just as much attention if we’re going to put an end to this humanitarian crisis.”

However, backlogs in immigration courts are resulting in incredibly long wait times. According to an immigration case tracker published by Syracuse University, pending immigration cases in Miami courts were experiencing wait times of 550 days or more. “I thought it was something wrong with the system,” said one individual attempting to schedule an immigration hearing for a family. “I just kept going along the calendar. By the time I hit 2032, I just gaveWithup.” capacities limited for detaining migrants, many may be paroled while waiting for a hearing. Official documents may not even reflect the reality of individual situations.“There is a family who arrived here by Smathers Beach in Key West,” the same source told Keys Weekly. “It just sticks in my mind because I know firsthand that they had family to receive them. They stayed in Key West, but the paperwork shows that they were in a detention facility in Miami and then they were released to this family. But that wasn’t the case.” Further complicating matters are the efforts to catch and properly prosecute those conducting human smuggling operations. In order to reach a conviction at the end of a prolonged federal investigation, prosecutors need to keep a few witnesses around.
Taking to the seas in a rustic vessel poses many dangers for migrants, especially during hurricane season when the waters can be unpredictable and deadly if unprepared. What makes the journey even more dangerous is the lack of safety gear or lifesaving equipment by migrants as they make the voyage. Lt. Paul Puddington, of Coast Guard’s Seventh District, said they’re maintaining a heavy maritime presence to detect and interdict anyone attempting to illegally migrate by sea in the Florida Straits and Caribbean region. “These voyages are not only illegal, but also incredibly dangerous. No one should risk their lives on unsafe rustic vessels in unpredictableVoyagesseas.”also pose a risk to the community. On Aug. 8, Marathon residents living in the area of 79th Street Ocean in Marathon witnessed more than 100 Haitian migrants running through their community after their boat ran aground offshore. A total of 109 migrants jumped in the water and swam to land before they were eventually apprehended by CBP agents. Investigation by CBP found that one of the migrants was a sex offender who was previously convicted of fondling a child and kidnapping. The man was arrested.

In 2022, Leadership Monroe County’s Class XXIX stepped up and cre ated its Saltwater Superhero program to provide matching funds, so its programs are free for all Monroe County Schools until the funds run out.
MarineLab recognizes the importance of educating local students about the environment surrounding the Keys. Its mission is ocean conservation, and its strategy focuses on educating students and teach ers from all over the country about marine ecology to create emotional and knowledgeable connections to the ocean. While multiple non-profit organizations up and down the Keys provide marine education programs as part of their mission, and Monroe County teachers also utilize the location of their schools to teach about marine science on their own campuses, MarineLab specializes in experiential education that includes snorkeling from our own fleet of US Coast Guard Inspected Vessels, led by trained staff in a guided discovery process that supports state and national science standards. More information is atmarinelab.org/monroe-match. Community donations will make this an ongoing program and can be made at the same page. Teachers can also apply for grants from the United Way of Collier and The Keys to help fund transportation for their MarineLab program.MarineLab is a program of Marine Resources Development Founda tion, a nonprofit organization founded in 1970 to promote responsible and sustainable use of marine resources through education, research, and collaboration. MarineLab began offering programs in 1985 and hosts 5,000 students and teachers every year from around the nation at its coastal campus on Largo Sound.

UKULELE JOY Mike Ehlers’ seaman’s song
Ehlers’ tenacity and sense of adventure have been a hallmark of his life. He was born with salt water in his veins, fishing in his heart, and music in his soul on the South Shore of Long Island, New York. As a youth he spent time fishing in the canal near his house. His father helped him get his first job on a fishing boat, telling the captain, “Bust his chops so he’ll never want to be on a fishing boat again.” Ehlers is still fishing and over the years he has conducted hundreds of charters and built a broad customer base in the Keys – with the help of his wife, JoAnn, whom he courted with rolls of quarters stuffed into the old phone booth at Bud N’ Mary’s Marina. Before coming to the Keys, Ehlers served in the U.S. Navy as a navigator on the USS Dupont during the Vietnam War. “I had it easy,” he was quick to say. “Not like those fighting in the jungles. My job was to direct fire from the Dupont, provide range and bearing.”
A student holds a conical sea star during a seagrass snorkel. MARINELAB/Contributed Mike Ehlers can be found most Wednes day afternoons playing the ukulele at the JOY Center. He first learned to play the ukulele as a child when his aunt, a Dominican nun, gave him one. After learning to play a few songs he lost interest, but regained it 52 years later on his 60th birth day, when his brother gave him a ukulele as a present. Over the next few years he taught himself to play by watch ing YouTube videos and spending many hours practicing alone. He played with the Key Largo Library Group, attended seminars at Penny Lane Music Emporium in Fort Lauderdale, and then brought his knowledge and experience to share with participants in the uku lele programs at JOY.
During his time in the Navy he was able to fulfill a childhood dream of traveling the world. “You know, join the Navy and see the world. I read a lot of travel books as a kid and the Navy gave me the opportunity to see New Zealand, Australia, Guam, Hawaii, Panama Canal and more,” he said. Over the years the call of the sea and the whispers of fish have kept Ehlers busy. They continue to pull at him hard enough to prevent retirement. But he takes time out to spend with his wife, children and grandchildren. He also spends his Wednesday afternoons playing and teaching ukulele at the JOY Center.

“You can’t be angry, disap pointed or lonely when you play the ukulele,” he said. “It is a joyful, fun instrument. When we meet at the JOY Center we become a group of people having fun, continually improving our playing; even though we are on different levels, we’re making it happen. I encourage everyone to sing; I’m no singer, but I lead the group so I have to sing. I tell them to sing loud enough to cover up for me.”
A surprising number of Keys students have never been on a boat and explored their own watery backyards. MarineLab and Delta Force have joined to take on the challenge of providing these experiences to every student who wants to go. Through its own funds, MarineLab al ready provides programs at significantly reduced fees for Monroe County Schools and has secured grants from the Ocean Reef Conservation As sociation and the Community Foundation of the Florida Keys to provide programs for Upper Keys students in grades 5-7.

i friends! Reef the fox here with this week’s “Reef’s Report.” I have some breaking fox news for you all this week: Baby Kai has been accepted by yours truly. And by accepted, I mean I ignore him and allow him into my space. Now you may be thinking this isn’t prog ress, but trust me, it is. Kai has been sleeping in the back with us at night and on the days mom is off from work, he gets to stay in the back with us during the day. Coral, Jasper and Penny entertain him and my mom and I spend quality time together. So it’s safe to say this may be as good as it’s going to get, and that’s okay.On Aug. 28, my mom spent some time at the Monroe County Sheriff’s Office Animal Farm for their open house visiting all of the animals. Did you know that my mom started volunteering at the farm after Hurricane Irma and in 2018? Two foxes were surren dered to the farm and after learning more about them, she real ized she needed to do something to help foxes that were being rescued from fur farms. Yep, that’s why I’m here. So I never get mad or jealous when my mom spends time with those foxes because they are the reason I and all my other fox friends here are safe. A little birdie told me that the Critter Cruise for the Upper Keys Humane Society last Saturday was a big success, and a lot of fun. Over 100 people signed up to be on the teams and spent the day traveling by boat or car to different on-the-water loca tions to play fun games. On Thursday, Sept. 1, join Marr-Velous Pet Rescue for a fun-filled Yappy Hour from 6 to 8 p.m. at Baker’s Cay Resort in Key Largo. Head to Ben’s Garden Grand Lawn (close to the pool entrance for easy access to the bar.) The Hammock Beach will also be available if the pups want to take a dip. There will be raffles and retail items available, as well as some of their adorable adoptable pups. Bring your four-legged friends for a “yappy” good time. That’s all for this week. Don’t forget to check us out at pawsitivebeginnings.org and follow all of our social media ac counts to stay up to date with all of our daily photos and videos. Until next time, Reef, over and out!

Goofy is an 8-year-old rat terrier mix and weighs about 13 pounds. Goofy has been through some rough times recently — he was surrendered by his owners. He had unexplained sores on his face that needed stitches, he needed some den tal work and he was just scared and unsure of what was happening to him. For the first few weeks, his little tail was stuck down between his legs and he looked so sad. But, thanks to his amazing foster mommy he is doing wonderfully. His sores are healing up well, his teeth are now clean and healthy and he is getting so much more comfortable and confident. At only 8 years old, he is healthy and still has a long life to enjoy. If you are interested in meeting Goofy, please complete an application at www.mprescues.org/adoption-application.

In the victorious game Aug. 26 against Varela High School, Charles “Chuck” Jacobsen led the scoring drive for the Hurricanes. In six attempts he amassed 97 yards, reaching the end zone on three different occasions. In his first year playing high school football, Jacobsen has not only learned the game, but also adapted to his leadership role quickly. Coral Shores Athletic Director Rich Russell praised him as an outstanding athlete, saying, “Anytime he gets the ball in his hands, he has the potential to do something great.”Jacobsen is a playmaker and has solid character and outstanding athleticism, making him a natural pick for the Keys Weekly Athlete of the Week.

The ’Canes play Palmer Trinity on Friday, Sept. 2 at home in what should be an exciting game. Palmer bested BridgePrep Village Green 51-0 in its opener, setting the stage for what could be a real barn-burner.
MISTAKES COST CONCHS IN KEY WEST’S REGULAR-SEASON DEBUT
The Hurricanes’ defense was near perfect in the shutout. Senior fullback Chuck Jacobsen ran tough for three touchdowns, leading the offensive onslaught with 97 total rushing yards.
Marathon’s “unique blend of seniors with experience and underclassmen with potential” demonstrated exactly what coach Mac Childress had hoped for until the team was forced to substitute in younger players for exhausted veterans late in the game. Though not short on excitement, a lack of experience proved costly as the younger players made a few mistakes that were too much to overcome in the last quarter of play. Marathon will need to rely on composure and athleticism this week to even out its record. With a smaller roster to begin with, coupled with the loss of several starters due to injuries, the Fins will have fewer reinforcements this week. Fortunately, this week’s opponent, Miami Country Day, has similar staffing issues with a roster of only 20 players, and will play its first game this week.
That’s how coach Ed Holly described the 48-0 win over Varela High School on Friday night, adding that the 1-0 ’Canes executed well in the lopsided victory. Without the benefit of a preseason game, Varela did not have the opportunity to work out the bugs like the ’Canes did.
Hughes gave credit to Palmetto Ridge for its scouting and preparation. The Bears came with Key West’s number, hitting them by surprise with an unorthodox 4-2-5 defense and putting the Conchs’ triple-option offense on its heels. Key West responded with some big runs, with Jaden Fox carrying the ball like a man on a mission, but multiple miscues and penalties negated the drives, putting the Conchs too far behind the chains to be as effective as they were last week.

Key West dropped its season opener to the Bears of Palmetto Ridge High School in what head coach Johnny Hughes described as “drive killers” –a series of penalties, mistakes and missed assignments that slowed the Conchs’ offense.
“We started off moving the ball but didn’t have rhythm and came out flat. It just wasn’t a good night,” Hughes said of the 22-14 defeat.

Nagging injuries didn’t help the Conchs, who were down a few players for the contest, including starting center Augie Berlanga and running back James Reynolds. Adrian Mira was not 100% for the game, but took the snaps for the Conchs while battling through an ankle injury.
Monroe County sports fans had big decisions to make on Aug. 26 as all three high school teams played at home. Coral Shores set the tempo for the season, coming away with a big win, while Key West and Marathon were close but registered losses for Week 1 of regular season play.

The Dolphins scored six on their opening drive on Malachi Hawkins’ 2-yard run, to the delight of a packed stadium. Hawkins rushed for 223 yards, scoring three times on foot and one by air on a 4-yard throw to Jaden Rosetti. At the half, it looked as if Marathon was on its way to a win, topping the Pompano Beach Golden Tornadoes 21-10 in the first two quarters. The Tornadoes picked up wind at halftime, though, and dominated the second half, winning the contest 30-28.

MARATHON STARTS STRONG BUT RUNS OUT OF GAS
“The coaches are impressed with the team being able to build from the kickoff classic to Week 1,” Holly said, attributing the big win to his team’s ability to learn from earlier mistakes. A raucous hometown crowd further tilted the field in favor of the ’Canes, with Holly giving praise to the Canettes, the cheerleaders and all who came out to support the team’s regular season debut.

onroe County high school golfers met up at Ocean Reef’s Hammock Course on Aug. 23 for nine holes of competition and camaraderie. Key West’s Rocco Twyman brought home the lowest score, shooting a 38 on the par 36 course.
Junior Brooke Mandozzi had four kills and served with 100% accuracy, keeping the ‘Canes in the game, but the senior-heavy Patriots came away with the win. Coral Shores will look to even out its record at home against LaSalle this week and will then head to Marathon, where Coral Shores was dominant in its preseason matchup.

Key West dropped a pair of games last week, putting them at 0-2 for the start of what is still expected to be a phenomenal season for the Lady Conchs. The talented roster registered seven kills from senior Samantha Ventimiglia on Aug. 23 against the larger 5A American Heritage Patriots, losing in three sets but battling in the third to a 23-25 score. The Conchs hit the road two days later, losing in three sets to Mater Lakes Academy on Aug. 25, but not without a fight. Junior Bridgette Sweeney had nine kills against the Bears. Coral Shores lost its season opener in Miami on Aug. 23, falling to Florida Christian in three sets. The Lady ’Canes held their own in the first and third sets, scoring 19 and 22 points against the Patriots.
Twyman shot an eagle on hole five and birdied on nine. Tied for second place were Marathon’s Fisher Coleman-Sayer and Key West’s Devon Gilday. Coral Shores’ top golfer was Preston Carroll, who shot a 52. On the ladies’ side, Coral Shores’ Gabby Thomas took first place with a 56. The teams were originally slated to meet up again on Aug. 29, but heavy rain the night before rendered the Marathon course unplayable.

The Fins bested the Mustangs 3-1 with the help of Elena Eubank and Tatyana Hribar, who kept the team’s spirits up with positivity. The Lady Fins hope to begin a win streak of their own this week against unbeaten Colonial Christian and to avenge their preseason loss to Coral Shores.

Farmer Jeanne Selander recently received her Honorary Conch Certificate, after 24 years in the Florida Keys, from Mayor David Rice and the Monroe County Board of County Commissioners. Selander has overseen the Monroe County Sheriff’s Office Animal Farm at the Stock Island Detention Center for the past 17 years. The jailhouse farm is believed to be the only facility of its kind in the United States. “I couldn’t think of someone more deserving of this award,” said Rice. Farmer Jeanne, working with inmates at the Stock Island facility, cares for more than 150 animals at the farm. Susy Dehorta suggested Farmer Jeanne be honored with the award.

BRIEFLY Gas prices rise, snapping 10-week streak of decline The downward trend at the pump came to an end last week. The state average price for regular unleaded increased 7 cents per gallon, reaching $3.61 on Aug. 28. This snapped what became a 70-day streak of declines, amounting to a total discount of $1.36 per gallon. That's the difference of about $20 for a full tank of gas. The 10-week streak began in midJune, when the state average fell from its all-time high of $4.89 per gallon down to $3.53/g last Monday. "Gas prices are rising in response to a recent oil price hike, due to reports that Saudi Arabia could lower fuel output in an effort to raise prices," said Mark Jenkins, spokesman, AAAThe Auto Club Group. "The U.S. price of oil rose a total of 5% over the course of the past three weeks. This is not a significant oil price hike, so gas prices may not go much higher, but that could change if there are additional gains in the fuel market this week. As we move into peak hurricane season, a major storm could contribute to rising prices, if it threatens refineries along the Texas, Louisiana or Mississippi coast lines." Be patient, don’t drink and drive; police will be watching This week and continuing through the Labor Day weekend, the Monroe County Sheriff’s Office will be participating in the “Drive Sober or Get Pulled Over” national effort to reduce drunk driving.Inpartnership with Florida Fish and Wildlife Conservation Commission and the Florida Highway Patrol, the Sheriff’s Office will be out in force keeping an eye out for drunk or impaired drivers. In the Keys — where there is one road in and one road out, and few alternatives to U.S. 1 when traveling any distance at all — drunk driving is a particularly dangerous activity. Law enforcement will also have all marine units out in force, patrolling Keys waters through the three-day weekend.

Divers who joined us this past week had a once-in-a-lifetime treat below the waves of the Upper Keys. Dolphins are typically shy when it comes to divers. Their amazing senses help them hear and feel divers in the water so they typically stay out of sight. We hear their squeaks and pops under water but rarely see them while diving. And if we are lucky enough to encounter them it's usually very quick from far away and maybe just one or two. When a pod of them comes to within feet of you it's an unreal, once-in-a-lifetime event. And that's exactly what happened to a group of our divers this past week. The hour-long dive ended and as the divers were starting their ascent to the boat, that familiar clicking and squeaking started getting louder and louder. And before their eyes could even focus, there they were. A large group of dolphins acting almost playful with the divers. After we surfaced the crew was flying high and jokingly told our visiting divers to just hang it up because it won't get any more magical than that. But the cool thing about diving is, it just might. I have thousands of dives and I'm still searching for that magical moment of diving with multiple great whites. So never say never. by is the
